ชั่วคราวในพพิ ธิ ภัณฑ์ ภายใตก้ ารด�ำเนินงานของกรมธนารักษ์ จ�ำนวน 4 แหง่ โดยแบง่ เป็นสว่ นกลาง จ�ำนวน 2 แหง่ ไดแ้ ก่
พิพิธภัณฑ์เหรียญกษาปณานุรักษ์ ถ.จักรพงษ์ และพิพิธบางล�ำพู ถ.พระสุเมรุ กรุงเทพมหานคร และส่วนภูมิภาค ได้แก่
ศาลาธนารกั ษ์ 1 จงั หวัดเชียงใหม่ และศาลาธนารกั ษ์ 2 จังหวดั สงขลา รวมจ�ำนวนผเู้ ขา้ ชมพิพธิ ภัณฑท์ ้ัง 4 แหง่ ทงั้ สน้ิ 73,514 คน

การเผยแพร่ด้านอื่นๆ อาทิ การจัดนิทรรศการนอกสถานที่ท้ังส่วนกลางและส่วนภูมิภาค รวมถึงนิทรรศการใน
ต่างประเทศ เวทีเสวนาให้ความรู้ด้านทรัพย์สินมีค่าและชุมชน กิจกรรมส่งเสริมการเรียนรู้ของพิพิธภัณฑ์ การจัดประกวด
ภาพยนตร์การต์ นู แอนิเมชันในหัวข้อ “ววิ ฒั นาการเงินตราไทย” และกจิ กรรมเพ่อื สังคม (Corporate Social Responsibility : CSR)

2. Dissemination and Exhibitions

The missions of dissemination and exhibitions include holding permanent exhibitions and temporary
exhibitions in the four museums under the custody of Bureau of Grand National Treasure. Two of them
in Bangkok are the Coin Museum on Chakrabongse road and the Banglamphu Museum on Phra Sumane
road. The others are in the Treasury Pavilion 1 in Chiang Mai and the Treasury Pavilion 2 in Songkhla. The
total amount of visitors is 73,514.

Apart from the museum mission, there were many activities to disseminate the Treasury Department’s
missions such as holding exhibition in Thailand and foreign countries, holding seminars on national treasures
and communities, animation contest with the topic “The Evolution of Thai Money” and corporate social
responsibility (CSR) activities.

4.1 Supporting Museums to be Landmarks
The committee made a list of public and private organizations which may be interested in this
project, and fifteen organizations confirmed to collaborate. On September 12, 2019, a memorandum of
understanding (MOU) was signed between Bureau of Grand National Treasure and these organizations.

4.3 The Renovation Project of the State Property’s Building of the Former Bank of Thailand
Regional Office into the Coin Museum, Khon Kaen

At present, the building is under renovation and interior decoration to be transformed into a
museum, and national treasures are being prepared for exhibition. The museum will exhibit various items
with modern technology. It will be a learning center about coin knowledge in the northeast region which
is ready for the general public in 2022.

General Management

Inspectors General

Inspector is one of the most important procedure in government management that will help the
Treasury Department and its units to reach their goals. Government department inspection is the method
to control and supervise each department’s Director-General’s management by the Director-General of
inspector department.
The purpose of government inspection

1. To inspect, follow, accelerate, and advise in every unit’s performance that they have been
progressing successfully toward their goals. Their performances have to meet standard of unit’s policy,
plan, and legal for the most efficient and benefit.

2. Strengthen operations according to the principle of management. Inspect will coordinate with
units to advise and help solving problems that may happen during the operations for the better performance.
Inspection is not for catching mistakes but for supporting. The effective inspection will also help administrator
to know situations and truth of the operations which will help them to adjust their performance, it also
help to meet the policy of the Director-General.

โดยปีงบประมาณ พ.ศ. 2562 ผู้ตรวจราชการกรมได้ตรวจราชการหน่วยงานต่างๆ โดยเป็นการตรวจตามกรณีปกติ
ทั้งหน่วยงานส่วนกลาง (ส�ำนัก/กอง/กลุ่ม/ศูนย์) 18 หน่วยงาน และส่วนภูมิภาค (ส�ำนักงานธนารักษ์พ้ืนที่ 76 พ้ืนที่)
รวมทั้งสน้ิ 94 หนว่ ยงาน แบ่งการตรวจราชการออกเป็น 2 รอบ ดงั น้ี
รอบท่ี 1 ระหว่างเดือนธันวาคม 2561 – กุมภาพันธ์ 2562 โดยเป็นการถ่ายทอดแนวนโยบายที่ส�ำคัญของรัฐบาล
กระทรวงการคลัง และกรมธนารักษ์ รวมถึงการตรวจติดตามผลงานตามแผนยุทธศาสตร์ งานตามภารกิจประจ�ำ
งานภาคบังคบั และงานอน่ื ๆ ตามที่กรมธนารักษก์ ำ� หนด
รอบท่ี 2 ระหวา่ งเดือนมิถุนายน – สงิ หาคม 2562 เป็นการตรวจ ตดิ ตาม และเรง่ รดั ผลการปฏบิ ัติงาน ให้ค�ำแนะนำ�
ปรึกษา รวมท้ังร่วมแก้ไขปญั หาอปุ สรรคตา่ งๆ เพอื่ ใหก้ ารปฏบิ ตั ิงานทงั้ สว่ นกลางและส่วนภูมิภาคสามารถด�ำเนินการสำ� เรจ็
ตามเปา้ หมายที่ก�ำหนด
ทัง้ นี้ ผลการตรวจราชการปีงบประมาณ พ.ศ. 2562 ได้พบประเด็นปญั หาอปุ สรรคท่สี ำ� คัญ และมีผลกระทบต่อการ
ปฏิบัติงานหลายประการ ซ่ึงกลุ่มงานตรวจราชการได้ให้ข้อเสนอแนะเพ่ือให้เกิดผลส�ำเร็จ ท้ังงานตามยุทธศาสตร์ งานตาม
ภารกจิ ประจ�ำ งานภาคบังคับ และงานอืน่ ๆ

ปีงบประมาณ พ.ศ. 2562 กรมธนารักษ์ได้ให้ความสำ� คัญต่อการพัฒนาบุคลากรของกรมธนารักษ์ในทุกๆ ด้าน ท้ัง
4 สายงาน ด้านบรหิ าร ดา้ นทรี่ าชพสั ดุ ดา้ นเหรียญกษาปณแ์ ละทรัพยส์ ินมีค่าของแผ่นดนิ และดา้ นประเมินราคาทรพั ย์สนิ
จึงได้มีแผนพัฒนาบุคลากรกรมธนารักษ์ จ�ำนวน 27 โครงการ เพื่อพัฒนาบุคลากรของกรมธนารักษ์ ให้มีความรู้ ทักษะ

3. Tracking progress, problems, and evaluate the performance if it meets the performance indicators,
which benefits to the Director-General to know the effects of work.

4. Inspectors have to be good listeners, and have open mind to worker’s opinion, problems reporting,
and worker needs.

5. Investigating and seeking truths in situations of areas
In fiscal year 2019, the inspection office had inspecting 94 units of the Treasury Department, which
were 18 units in central and 76 units in region. The inspection designed to be 2 phrases.
Phrase 1 between December 2018 - February 2019
The inspectors informed and transferred important policies of government, Ministry of Finance, and
the Treasury Department to all employees and all administrators. The inspectors also followed up each
unit performance.
Phrase 2 between June - August 2019
In this period, the inspectors were tracking progress, and accelerated all units employees to make
sure that projects finished on time, efficient, and made maximum profit. If problems occurred during
operations, the inspectors gave advise and helped in solving problems.
In the past inspectors year 2019 found problems in unit’s managements and project progressions
that effected to their performance, time, and extra cost in operations.

Human Resource Management Division
In fiscal year 2019, the Treasury Department placed its importance on human resource development
in every aspects and in all 4 fields including the management, state property, coins and national treasures,
and property valuation fields. The department, thus, created 27 human resource development projects
to improve its employees’ knowledge, skills, potentials, and attitudes towards professionalism and creativity
in the workplace in order to response to the national strategy, the national reform plan as well as the
changing global context.

- Workshop project on “Real Property Procurement Officer
Development for State Property Development”

- Seminar project for surveyors network on
“Surveying Operation and Qualitative State Property Database”

- Training project on “Efficiency Enhancement in Finance Operation”
- Training project on “Staff Development for Property Valuation”
- Training project on “Efficiency Enhancement in Coins Management”
Moreover, the Treasury Department focuses on Quality of life and work life balance for all staffs,
under the conceptual of “Learning Organization and Happy Workplace.” The Treasury Department creates,
TRD Fit & Firm program, with Thai Health Promotion Foundation to support healthy and happiness at
work for all staffs.
Apart from this, the Treasury Department also encouraged its employees to gain new knowledge
from external organizations in order to strengthen relationship between employees from both internal
and external departments by sending its employees to attend trainings and seminars conducted by other
organizations such as
- Training project for Executive Administrators: Leaders with visions and morals, conducted by Office
of the Civil Service Commission
- Advance Diploma Program in Public Sector Management and Public Law and Advance Diploma
Program in Public Economic Management for Executive Administrators, conducted by King Prajadhipok Institute
In addition, the Treasury Department also provided 10 scholarships for master’s degree in the
country (after hours) to support its employees to develop their knowledge and skills which can be applied
in practice and help make the work more effective and efficient.

ผู้เชี่ยวชาญได้ศึกษาวิเคราะห์ ออกแบบพ้ืนท่ี ศูนย์คอมพิวเตอร์แห่งใหม่
(Data Center) กรมธนารักษ์ พบว่าแปลงทรี่ าชพสั ดุหมายเลขทะเบยี นท่ี สป.622,
สป. 624 และ สป. 625 ตำ� บลบางปลา อ�ำเภอบางพลี จงั หวดั สมทุ รปราการ
เนอ้ื ทป่ี ระมาณ 10 ไร่ มคี วามเหมาะสมดา้ นกายภาพพรอ้ มรองรบั การดำ� เนนิ
กิจกรรมทางด้านเทคโนโลยีสารสนเทศได้ อย่างครบถ้วนและเป็นมาตรฐาน
สากล โดยโครงการนี้กรมธนารักษ์ได้ลงนามว่าจ้างบริษัทคู่สัญญาฯ
ตามสญั ญาเลขที่ 73/2562 ลงวนั ที่ 22 พฤษภาคม 2562 เพอื่ ก่อสร้างอาคาร
ศูนย์คอมพิวเตอร์ และอาคารท่ีพักอาศัย รวมจ�ำนวน 2 หลัง คาดว่า
จะแลว้ เสร็จภายในปี พ.ศ. 2564

3. Enacted Royal decree Commemorative Medal On the occasion of the coronation 4 May B.E. 2562 (2019)
4. Enacted the Ministerial Regulation of Determine type of Commemorative Medal On the occasion
of the coronation 4 May B.E. 2562 (2019)

Information Technology
1. Fiscal Year 2019 Information Technology Performance
- Commemorative Coins Reservation and Distribution System in occasion of the coronation
ceremony of Rama10

The treasury department designed the commemorative coins reservation and distribution system
to serve people who desire to make a reservation. Using the web application online or going to coins
reservation unit in the central administration and 76 provincial admini-strations. In partnership with Krung
Thai Bank, Thailand Post Co., Ltd. and Counter service company limited (7-11) which has a nationwide
branch. The system provided service to people covering the whole country, accurately, quickly and
efficiently.

- The Construction of New Treasury Department Data Center
The King Mongkut's Institute of Technology Ladkrabang as an expert has researched, analyzed and
designed the New Treasury Department Data Center. Then they found Ratchaphasadu land plot no
Sor Por 622, Sor Por 624 and Sor Por 625 in Bangpla Sub-district Bangphli District Samutprakan Province,
with the area of around 10 Rais, suitable for building the new data center because of their physical
appropriation that completely support the carrying out IT activities and also their international standard.
For this project, The Treasury Department signed the contract no. 73/2562 with the company on the 22nd
May 2019 to construct 2 buildings which consist of a building of Data Center and an apartment building.
The project was expected to be done in 2021.

ความเปล่ียนแปลงอย่างก้าวกระโดด ประกอบกับนโยบายประเทศไทย 4.0
ท่ีเน้นให้ภาครัฐปรับเปลี่ยนการบริการเป็นระบบอิเล็กทรอนิกส์เพ่ือบริการ
ประชาชน กรมธนารักษ์จึงมีความจ�ำเป็นต้องด�ำเนินการทบทวนภารกิจหลัก
(Core Business) และกระบวนการทำ� งาน (Business Process) กบั ผทู้ เี่ กย่ี วขอ้ ง
(Stake holder) โดยด�ำเนินการออกแบบสถาปัตยกรรมเทคโนโลยีสารสนเทศ
และการสื่อสารขององค์กร (Enterprise Architectures : EA) ใหม่ในระดับ
แนวคิด ระดบั กายภาพทค่ี รอบคลมุ ระบบสารสนเทศ (Application) ทงั้ หมด
รวมถึงข้อมูล (Data) และเทคโนโลยี (Technology) เพ่ือเป็นกรอบนโยบาย
(Frame Work Policy) แนวทางการลงทุนและปรับปรุงงานด้านเทคโนโลยี
สารสนเทศที่สอดคล้องกับนโยบายรัฐบาล (Digital Government) และ
ความตอ้ งการของประชาชนในอนาคต

- The Treasury Department Infographic design and development for people
The treasury department has a policy for the Information Technology Center to design and develop
infographics of the treasury department public services process and/or present simple and easy to
understand in a very short time, knowledge-based on The Treasury Department's mission or laws. The
infographics were divided into 4 missions including 47 subjects that have been released to the public
since August 2019.
- The treasury department's website development and Improvement
Accessing the old website has some limitations such as unsupported new technology and
incompatible with Smart Phone, Tablet and Function Tools, etc. So, The Treasury Department needs to
develop and improve the new website with Responsive Design according to the Government Website
Standard 2.0 that upgrade the ability to serve people via electronic channel and make an impact to public
service and push The Treasury Department be a part of digital government successfully.

- Integration and development of Enterprise Architecture's Organization Project
Organization environment and Information Technology System that has a significant change with
Thailand 4.0 Policy that emphasizes government organization update public service to digital service to
better serve people. The treasury department needs to review the core business and business process
with stakeholder by designing a new Enterprise Architecture (EA) in term of concept, application including
data and technology for the purpose of building a Framework policy, a guidelines for investment and
improvement of information technology in accordance with digital government policy and the need of
people in the future.

กรมธนารกั ษ์มีระบบคอมพวิ เตอร์ทเ่ี ป็นลกู ขา่ ยระบบบาทเนต ซึ่งเป็นระบบ
ทธ่ี นาคารแหง่ ประเทศไทย (ธปท.) พฒั นาขนึ้ และเปน็ โครงสรา้ งพน้ื ฐานทางการเงนิ
เพ่ือรองรับการโอนเงินมูลค่าสูง ระหว่างสถาบันการเงินกับหน่วยงานท่ีมี
บัญชีเงินฝากกับธนาคารแห่งประเทศไทยในลักษณะ Real Time Gross
Settlement (RTGS) เพอื่ ลดความเสย่ี งในการชำ� ระดุล ระหวา่ งสถาบนั การเงิน
และเพอ่ื ให้การโอนเงินสำ� หรบั บุคคลทสี่ ามมีประสทิ ธิภาพ รวดเรว็ และปลอดภัย
ต่อมาธนาคารแห่งประเทศไทยได้ออกประกาศ ที่ สรข.4/0652 ก�ำหนดให้
กรมธนารกั ษใ์ นฐานะผใู้ ชบ้ รกิ ารบาทเนตตอ้ งทำ� การตรวจรบั รองระบบบรหิ ารจดั การ
ความมน่ั คงปลอดภยั สารสนเทศ ใหเ้ ปน็ ไปตามมาตรฐาน ISO/IEC 27001 (ISMS)
ซง่ึ ปงี บประมาณ พ.ศ. 2562 กรมธนารกั ษ์ไดผ้ า่ นการตรวจรบั รองแล้ว

- โครงการปรบั ปรงุ ประสิทธิภาพระบบเครอื ขา่ ยระบบ Intranet และ Internet
กรมธนารักษ์พัฒนาระบบสารสนเทศเพ่ือรองรับงานด้านต่างๆ รวมถึงผู้ปฏิบัติงานให้สามารถใช้ระบบงาน และให้
บริการประชาชนได้อย่างสะดวก รวดเร็ว มีประสิทธิภาพผ่านทางเครือข่ายภายใน (Intranet) และเครือข่ายสาธารณะ
(Internet) ตามนโยบายรัฐบาล ซึ่งช่องทางเครือข่ายสื่อสารเดิมมี Bandwidth ไม่เพียงพอต่อการใช้งานเกิดความล่าช้าใน
การเขา้ ถงึ ขอ้ มลู ดงั นนั้ กรมธนารกั ษม์ คี วามจำ� เปน็ ตอ้ งปรบั ปรงุ ประสทิ ธภิ าพชอ่ งทางการสอ่ื สารเครอื ขา่ ยภายใน (Intranet)
และเครอื ขา่ ยสาธารณะ (Internet) ใหม้ ปี ระสทิ ธภิ าพสงู ขน้ึ สามารถรองรบั ปรมิ าณการรบั และการสง่ ขอ้ มลู (Data Transfer)

ซึ่งผลจากการใช้อุปกรณ์ท�ำให้กรมธนารักษ์
มีฐานข้อมูลน�ำไปใช้การเลื่อนระดับหรือเลื่อน
ข้ันเงินเดือนได้สะดวก รวดเร็ว และลดปริมาณ
กระดาษ (Paperless) ได้เป็นอย่างดี ดังน้ัน
กรมธนารักษ์จึงได้จัดหาและติดตั้งอุปกรณ์สแกน
ลายนวิ้ มอื และใบหนา้ ระยะที่ 3 ใหก้ บั สว่ นภมู ภิ าค
จ�ำนวน 76 จังหวัด และสามารถใช้ปฏิบัติงาน

- Information Security Management System Standard of
BAHTNET Client Computer.

The Treasury Department has a computer system that is
BAHTNET system client. The system was developed by The Bank of
Thailand and became a financial infrastructure that support an
important amount of transfer between financial institution and
organization that proceeds saving account with The Bank of Thailand
as Real Time Gross Settlement (RTGS). This system reduces a balance
payment risks among financial institutions and makes money transfer
of third party efficient, rapid and safe. Then the bank of Thailand
declared an announcement no. Sor Ror Khor 4/0652 requiring The
Treasury Department as a BAHTNET client to inspect their Information
Security Management System to comply with ISO/IEC 27001 Standard
(ISMS). In fiscal year 2019, The Treasury Department has gotten the
certification already.
- Intranet and Internet Network Efficiency Improvement Project
The Treasury Department develops Information Technology supporting requirements in all aspects
of work. Including officer to be able to use the work system and serve people handily, rapidly and
efficiently through the Intranet network and Internet network according to government policy. The ex-
channel had not enough bandwidth to communicate that increased the delay in accessing data. So, The
Treasury Department needs to improve the intranet and intranet channel communication to be more
efficient, supporting an amount of data transfer of work that is increasing in a significant way.

- Installing the fingerprint and face
scanner, Phase 3 (Regional Office)

With the fingerprint and face scanner device,
The Treasury Department has replaced signing the
timesheet in phase 1 - 2 completing 19 organizations
in a central office. The result of using the device
let The Treasury Department has a timesheet
database that can be applied to the promotion
process easily, quickly and paperless. So, The
Treasury Department has procured and installed
the devices to the Reginal Treasury office in the
amount of 76 provinces and the device was in
service in all offices.

1. The winner of the organization category from The TRD Innovation Awards 2019, TRD Smart 4.0
Project.
2. The winner of the group category from the TRD Innovation Awards 2019, Development of
Information Technology System for Commemorative Coins Reservation and Distribution in occasion of the
coronation ceremony of Rama 10.
3. Passed the Information Security Management System certification according to ISO/IEC 27001

Public Relations and Corporate Image of the Treasury Department
The Department has many important projects that have direct and indirect impacts to public and
other related Departments or Organizations. The image and public relationship project will help others
to understand duties and responsibilities of the Treasury Department.

In fiscal 2019, the Treasury Department had published all achievements 108 times to both inside
and outside of the Department such as press conferences, informed all news medias (TV stations, radio
stations, newspaper, magazines), TV screens news tickers and website of the Treasury Department and
of Ministry of Finance.

These were public relationship projects that proceed in fiscal year 2019 such as
- The coins and medals to commemorate the coronation of King Rama X on May 4 2019.
- Coin Redemption Project through Coin Mobile Unit.
- Special Economic Zones Project.
- E - Payment
- Housing Development Project for Low - Income Earners to help Solve Squatters' Problems
- Conservation of City Walls and Moats for Community Development.
- Baan Kon Thai Pracharat Project
- A media network for Public Relations and Corporate Image of the Treasury Department Project.
- The 86th anniversary of the Treasury Department
Work Performance in 2019 in Compliance with the Official Information Act, B.E. 2540 (1997)
The Official Information Act, B.E. 2540 (1997) was promulgated on 9th December, 1997 which aims
to provide the essential rights of people towards public information as well as governments’ goodwill to
foster greater accountability, governance and democracy.
The Treasury Department Information Center is located on 4th floor at Treasury’s library : The
Treasury Department 72nd anniversary building, Soi Ari Samphan, Rama 6 Rd, Phaya Thai, Bangkok 10400,
Tel 0 2278 5641, Fax 0 2618 6343.
Furthermore, the Treasury Department Information Center also has service for individual requests
that need information specialty more than what the center provide service to the public. The request
must have an information request letter from their organization or courts, and fill out the government
information use request form. In fiscal year 2019, The Treasury Department has fulfilled the requirements
set out by the Official Information Act, B.E. 2540 (1997).

4. Invitation of the state agencies to visited the Information Service Center of the Treasury Department.
5. Distribution of the questionnaires to the clients which is finding from suggestion should be
improved a performance of the Information Service Center for better services.
These services showed that the Department has transparency and legitimacy in operations.

กรมธนารักษ์สนับสนุนท่ีราชพัสดุเพื่อด�ำเนินโครงการ “ศูนย์ท่ีพักอาศัยส�ำหรับผู้สูงอายุแบบครบวงจร” (Senior
Complex) ภายใต้หลักประชารัฐตามมติคณะรัฐมนตรี เมื่อวันที่ 8 พฤศจิกายน 2559 และด�ำเนินการตามกฎหมายและ
ระเบียบท่เี กยี่ วข้อง โดยจัดท�ำโครงการ “ศนู ย์ทพ่ี กั อาศยั ส�ำหรับผ้สู งู อายุแบบครบวงจร” (Senior Complex) เพอ่ื สร้างท่ีพัก
อาศัยพรอ้ มอปุ กรณส์ ง่ิ อำ� นวยความสะดวกทเี่ หมาะสมกับการดำ� รงชวี ิตของผู้สูงอายุ ยกระดบั คุณภาพชีวิตของผ้สู งู อายุและ
ลดงบประมาณรายจ่ายในการดูแลผู้สูงอายุ ซึ่งมีระบบการดูแลสุขภาพและสวัสดิการอ่ืนๆ แบบครบวงจร พร้อมท้ังกระตุ้น
เศรษฐกิจของประเทศผ่านการพัฒนาโครงการด้านอสังหาริมทรัพย์ โดยในปีงบประมาณ พ.ศ. 2563 มีพื้นที่ด�ำเนินการ
ในจังหวดั สมทุ รปราการ

7. โครงการพิจารณาพิสูจนส์ ิทธกิ ารครอบครองท่ดี นิ ของบคุ คลในเขตทีด่ นิ ราชพสั ดุ

จากปัญหาการบุกรุกท่ีดินของรัฐท่ีเพ่ิมข้ึน ท�ำให้ท่ีดินของรัฐที่ใช้เพ่ือประโยชน์ส่วนรวมเหลือน้อยลงและราษฎรท่ี
ถอื ครองทดี่ นิ ของรฐั โดยอา้ งวา่ มสี ทิ ธดิ กี วา่ รฐั ดงั กลา่ ว สว่ นมากเปน็ เกษตรกรทย่ี ากจนมรี ายไดน้ อ้ ย ไมส่ ามารถนำ� คดขี น้ึ สศู่ าล
เพอ่ื พจิ ารณาให้ความเป็นธรรมได้ รฐั จงึ หาแนวทางแก้ไขปญั หาในทางบริหารเพ่อื ใหค้ วามเปน็ ธรรมในสังคมอยา่ งทัว่ ถึง โดย
การตรวจสอบการครอบครองทดี่ นิ ของราษฎรผูเ้ ข้าครอบครองท่ีดินของรฐั หรือการพิสูจนส์ ิทธิ ซ่งึ เปน็ วิธีการประนปี ระนอม
ประสานประโยชน์ระหว่างกัน หากผลการพิสูจน์สิทธิปรากฏว่า ราษฎรมีสิทธิดีกว่ารัฐก็จะออกเอกสารสิทธิให้ แต่หากรัฐ
มสี ทิ ธใิ นทด่ี นิ ดกี วา่ ราษฎรกจ็ ะจดั ทด่ี นิ ในสว่ นทร่ี ฐั ยงั ไมใ่ ชป้ ระโยชนใ์ หร้ าษฎรผบู้ กุ รกุ เชา่ ทำ� กนิ และอาศยั อยตู่ อ่ ไป โดยมพี นื้ ท่ี

กรมธนารักษ์ด�ำเนินการตามนโยบายรัฐบาลในการบริหารจัดการที่ดินของรัฐ เพื่อแก้ไขปัญหาความยากจนแบบ
บูรณาการเพ่อื ให้เกิดความมนั่ คงในการอย่อู าศยั ของชมุ ชน เอ้ือต่อการปรับปรงุ การกอ่ สร้างและพฒั นาทอี่ ยอู่ าศัยของชุมชน
รวมทั้งสนับสนุนการน�ำที่ดินว่างเปล่าที่ยังมิได้ใช้ประโยชน์ เพื่อรองรับการพัฒนาความม่ันคงด้านที่อยู่อาศัยของชุมชนให้มี
ท่ีอย่อู าศยั ทมี่ ั่นคงในระยะยาว โดยในปงี บประมาณ พ.ศ. 2563 กำ� หนดเป้าหมายในการพัฒนาทอ่ี ยอู่ าศัยเพอ่ื ผู้มรี ายได้น้อย
และแก้ไขปญั หาบุกรุกที่ราชพสั ดใุ นกรงุ เทพมหานคร จ�ำนวน 10 ชมุ ชน

9. โครงการธนารักษ์ประชารฐั

กรมธนารักษ์ดำ� เนินการสำ� รวจรังวัดจัดท�ำแผนท่ีผู้ครอบครองท่ีราชพัสดุที่ไม่โต้แย้งกรรมสิทธิ์ ซึ่งครอบครองอยู่ก่อน
วันที่ 4 ตุลาคม 2546 และรับรองสิทธิในการเข้าใช้ที่ราชพัสดุโดยการจัดให้เช่าเพื่ออยู่อาศัยและทำ� กิน อันเป็นการสร้าง
ความมน่ั คงด้านท่ีอยูอ่ าศัยและท่ีทำ� กิน เพ่ิมคุณภาพชวี ติ ของประชาชน และสนองนโยบายการบริหารทรพั ย์สนิ ของประเทศ
เพือ่ ลดความเหลอ่ื มล�้ำของสงั คม

According to the cabinet’s meeting, the cabinet had approved East Water to develop and maintain
the main water pipeline on the eastern seashore. The Treasury Department submitted the water pipelines
to East Water. There are 3 projects which are the Dok Krai water pipeline project (signed contract), Nong
Pla lai – Nong Kor project and Nong Kor – Laem Chabang (draft contract).

5. Thai Civil State House Project (Baan Khon Thai Pracharat)

According to the Cabinet’s meeting on January 3, 2018, the Cabinet has approved in principal for
Thai Civil State House Project (Baan Khon Thai Pracharat) on the state property, which aim to provide
housing opportunities for Thai people who are financially unstable and are not able to afford properties
by the Treasury Department in collaboration with private developers. The Treasury Department will launch
the pilot project in 3 provinces as Bangkok, Ayutthaya and Song Khla. The project will be performed during
the fiscal year 2020 – 2021.

6. Senior Complex Project

According to the Cabinet’s meeting on 8th November 2016, the Cabinet has approved in principal
for the Senior Complex Project, on the state property, which aim to take care of elders in the long term
and create the most benefit for senior citizen and help improve their quality of life building nursing home
and advance medical service system. In the fiscal year 2020, the Treasury Department provides the state
property in Samut Prakarn to support this project.

7. Verification of Land Ownership on the State Property

As the number of squatters is growing on the state property, the government is losing more of the
land that is to be shared by the public. Squatters on the state property claimed that they were the legal
occupier of the land. As most of them were poor farmers or those of low income earners, The Treasury
Department tried to find a way to help solve the problems by conducting a verification of land ownership
on the state property around the country. The scheme aimed to verify the ownership in a transparent
manner and to be fair to all concerned.

9. Thanarak Pracharat Project

The Treasury Department is responsible for surveying and producing maps of the state property
possessors who do not dispute ownership and possess before 4th October 2003, as well as guarantee the
right of state property utilization. The project is under the government policy for reducing social inequality
and improving accessibility to public services.

10. Construction of “Benjakitti Park” Phase 2 Project

As the Ministry of Finance had command No. 1639/2557 on 27th November 2014 to appointed
board of committee to manage Benjakitti Park project on 320 plots. Following the meeting 2/2019, the
committee agreed with combining the construction phase 2 and phase 3 together for construction
continuous provision, with total area 259 rai. The construction phase 2 and phase 3 should be ready by
June 2021 for the auspicious occasion of Birthday Anniversary of Her Majesty Queen Sirikit The Queen
Mother 12 August 2021.

The Treasury Department has developed the new standard of surveying and producing maps by
using geoinformatics technology. Applied geoinformatics technology, in the form of Global Positioning
Systems (GPS) and geographic information systems (GIS), is used to support the missions of the Treasury
Department, as well as train the officers in related concepts and methods.

12. The Aerial Photomap Production by Drones Project

In order to utilization of the state property including planning and management, the Treasury
Department has set up the Aerial Photomap Production by Drones Project. The aerial photomap can
provide accurate and updated information which to deal with the state property encroachment and
allocate the state property to people for rent under the government policy.

13. Survey Mapping of City Walls and Moats boundary

The walls and moats as an architectural type is long-lived in Thailand, represent the cultural life,
traditions and prosperity from the past. Today, the walls and moats have been damaged and destroyed
which unable to determine land border. Therefore, the Treasury Department processed on the boundary
determination of land by survey mapping for ensuring the rational use of land in order to protect and
improve the quality of life and preservation, as well as preventing the dissension problem of land, where
inside the city walls and moats boundary.

14. Preservation and Renovation of the state buildings with cultural values

The Treasury Department provided guidelines, regulations, and surveys for database of the state
building with characteristics that are considered historically, on the state property. The state buildings
have been preserved for the historical tourist attraction in order to realize its own history and importance.

The Property Valuation Project

1. The Property Valuation Management Center Project

The Property Valuation Management Center is responsible for data distribution of the Property
Valuation in digital format including the official property valuation by the Treasury Department. The data
is used for a baseline for tax purposes and collateral assessments to the registration of rights and juristic
under Land and Building Tax Act B.E. 2562. Moreover, the center has provided the real estate valuation
service and data analysis with integrate data mapping into the new platform to support automatic database
linkage.

2. Land Valuation in Bangkok

The Treasury Department has provided land Valuation data to the Department of Lands for the
Registration of Right and Juristic Act related to real estates. In the fiscal year 2020, the department will
publish the inventory of the property valuation in Bangkok, which improve and determine the new

3. Survey Plan for Improvement and Mapping of the Land valuation

The Treasury Department has developed the land valuation to revise values for land plots that are
already in state databases, based on the most recent transaction data for nearby properties as well as
economic data. To increase potential economic of country, the Department will improve land valuation
through the land valuation system and re - arrange land plots into the same categories.

The Treasury Department provided the Inventory of Land Valuation, the Inventory of the Building
Valuation and Inventory of the Condominium Valuation to the Administrative Organization Center to Local
Administrative Organization Center. The Land and Building Tax Act B.E.2562 gives the Administrative
Organization Center authorities the right to collect taxes on land and buildings in Thailand. The objectives
of the Act are to make tax collection more efficient and to increase public revenue.

Currency Management and Nation Treasure

1. Improvement of production process to be Royal Thai Mint 4.0 Project

The Treasury Department has a policy to use digital technology for improving production process,
increasing efficiency coin production, reducing seal production procedure, increasing seal useful life,
reducing error coin production and increasing efficiency count process. In the fiscal year 2020, the process
of regalia production should be decreased at least 20 percent.

2. Moblie Coin Unit Project

The Treasury Department has a policy with coins exchange service for giving people more convenient
to exchange, who cannot exchange at the Bureau of Monetary Management Offices, both located in
Khlong Luang, Pathum Thani and Bangkok. The project can decrease costs and losses to produce new
coins and also increase coins easily into economic system. In the fiscal year 2020, expects to procedure
in Bangkok, Pathum thani, Nonthani, Ayutthaya, Ang Thong and vicinity.

Bureau of Grand National Treasures Project

The Treasury Department has prepared the project to develop and improve Bank of Thailand in
Khon Kean, located on the state property, to be museum for history preservation of the ancient Thai
properties and currencies especially the local currency in the northeast region as well as providing
knowledge and understanding about the missions of the Treasury Department, including the appreciation
of the Thai currency. The design of the building represents Thailand’s valuable treasure under Universal
Design concept that turn it into a lively learning center of Khon Kean and Northeastern part of Thailand.

the officers of the Treasury Department.

General Management

1. The Replacement of Computers and Devices Project, the Fiscal Year 2020

The Treasury Department has procured 416 computers to replace old items that had been used
more than 7 years (replacing purchased devices in the fiscal year 2012). In order to support the missions
of the Treasury Department as following: State Property Management, Property Valuation, Currency
Management, Grand National Treasures and General Management, to be able to perform in accordance
with the government strategy and provide public services more efficiently.

2. The Optimization of Centralized Backup system

The Treasury Department has a large database of tasks for each field work thus in order that backup
and recovery can be performed efficiently accordance with government laws and policies including
creating confidence among the information system users and people and preventing data damage and
loss. Therefore, the Treasury Department has to keep improve the efficiency of centralized backup systems.

3. The Procurement of Data - link System Project via API Service (Web Service)

The government acknowledges the importance of API technology to support government organization
operations in digital era for government, private and public services at large. To response this, the Treasury
Department must has tools to increase the communicable channels from websites to websites for
government agencies to each others.

4. The Electronic Document Flow System and Office Management Project (e-Office).

This project is a policy driven to move the Ministry of Finance to Digital Ministry (Digital MOF). The
Treasury Department is going to enhance and replace the old document system, since 2011, higher
efficiency and all platforms can be supported mobile devices usage and exchange data between agencies
in accordance with the standards of the Electronic Government Agency, including the development of
office property management systems such as vehicle systems, meeting room systems and document
storage systems, etc.

5. Improvement of Coin Exchange Service System

The Treasury Department provides a service to exchange coins for public. Nowadays the process
of exchange service has not been in the electronic form, which is not up to date, so it is necessary to
improve the coin exchange service system for officers and people to use easier. The improvement will
be in standard format such as people fill out their exchange demand via electronic systems and the
officers can use that information for recipients’ demand analysis and conduct for a future coin exchange
database.

the system had lacked of determine standard content structure, attribute and quality based on the main
Fundamental Geographic Data Set (FGDS) of Thailand. Moreover, the linking integration between external
agencies and internal agencies of the Treasury Department is ineffective. Therefore, the Treasury Department
has to develop a set of geographic data sets of state property to increase efficiency for the Department
organization.

The Treasury Department has focused on developing and creating new innovations that are suitable
with context of the Treasury Department in order to drive the operations according to the missions to
keep up with changes in politics, economy and society. Innovations are being used to help improve work
processes, reduce operational processes, make people’s lives easier, increase the efficiency of public
services and improve the country’s competitiveness accordance with government policies that require
government organizations to change the concept of working method into the Government 4.0. As well
as, the Treasury Department has focused on a physical space for creative and friendly atmosphere is
crucial to enhancing the officers’ innovation performance.

8. Transparency and No Corruption, the Treasury Department

The Treasury Department gives priority on the development and build conscious among government
officers to be honorable civil servants, dignity, sense of sufficiency, good examples of society, adhering
to morality and standing up for what is right, know and understand the behavior that shows morality and
ethics. Therefore the project of Department of the Treasury, “Transparency and No Corruption”, is
established. This project is consisting of 2 sub - projects; Anti – Corruption Project and the Encouragement
of Morality and Ethics training project for the Treasury Department officers, in order to the officers are
full of morality, ethics, free from corruption matters and be quality personnel for further organization
development.
