PREFACE

Police officers are expected to respond to a variety of situations that may arise while
they are on duty. In some cases they come across many foreigners that speak English. Some of
the foreigners are criminals who have committed a crime, while others may be victims of a crime
and need help. In both cases, they need to ask and answer questions in English. Being a police
officer in Turkey may also require them to speak to witnesses who may speak English as it is
the most accepted international language. Time can be a key factor in solving a crime, saving a
life or responding to a situation. You cannot always wait for an interpreter. In this context,
“English for Law Enforcement” course books will help Turkish Police cadets learn vocabulary
and phrases that will be useful when they encounter English speakers.

The Peacekeeping English Project (PEP) between British Council and Turkish Police
Academy started in 2007 to meet the abovementioned needs of the Turkish National Police.
The project ran about three years. By developing English language training systems and
capacity within Turkey’s Law Enforcement agencies, the project provided ELT support
throughout the Turkish police training structure.

The project also provided support for teacher training, curriculum and materials
development in Police Academy in Ankara and Police Vocational Colleges throughout Turkey.
During the course of the project three books - English for Police Vocational Colleges (Book 1
– 2 – 3) - have been developed that can be used by police cadets across the country.

In the curriculum of the books, the Common European Framework of Reference for
Languages (CEFR) has been used to describe achievements of the cadets. The first two
reference levels (A1-Breakthrough or beginner, A2-Waystage or elementary) have been
accepted as reference and the activities embedded accordingly (see appendix for details).

Many of the exercises and activities in the books are designed to be done in pairs or
small groups. Lots of pictures have also been used so that the students can deal with the
exercises easily. Units in the books do not contain many details, yet only a few grammatical
points. These grammatical points are given in small boxes named ‘Language Focus’.

We hope that English for Police Vocational Colleges (Book 1 – 2 – 3) will help police
cadets to learn and practise English.

We would like to express our gratitude to all those who gave us the possibility to
complete this work. We want to thank the Turkish National Police Academy and British Council
for giving us the opportunity to do the necessary research work and to use departmental data.
We also thank Alan Rutt and Tony Crocker from England, Vesna Tasevska from Macedonia,
