CTE POLICIES AND GUIDELINES

APPLIANCES / EQUIPMENT REPAIR PROCEDURES

This does not apply to computers, printers or other standard technology items which
are to be submitted through DUDE by the school media coordinator or designee.
When CTE APPLIANCES or EQUIPMENT need repair, follow the instructions below:

A. Contact the CCS Maintenance Department through the CCS Work Order Procedure
for any of the following situations:
● Broken Glass in Windows or Doors
● Classroom Heating or Cooling Issues
● Classroom Lighting Issues
● Door Locks and Key Issues
● Greenhouse Heating or Cooling Issues
● Plumbing, Electrical, Air Compressor Issues

B. When CTE Appliances or Equipment such as refrigerators, freezers, sewing machines,
etc. need repair, fill out and submit the “CTE Service Request Form” located on the
CTE Google Drive. This is an electronic Google Form that will automatically send the
information to CTE once you click SUBMIT:
● 2017-2018 Service Request Form
● Completely fill out the form to the best of your ability including:
▪ Brand Name
▪ Model and Serial Numbers
▪ Purchase Date if you have it
▪ Warranty Information if you have it

LOCAL TRAVEL REIMBURSEMENT PROCEDURES

I. GENERAL
● Local Travel is any travel within Cumberland County. Out of county travel must be submitted on
the “Out of County Travel / Staff Development / Professional Allotment Check Request” form.
See “Out of County Reimbursement Procedures” for details on page 21.
● Mileage expenses will be reimbursed for all persons required to make more than one scheduled
stop per day. One scheduled stop per day is interpreted to not include in-service meetings.
Mileage will be paid only after arriving at the first scheduled stop through the last scheduled stop
at the end of the day. No reimbursement will be paid for staff development travel which includes
Countywide Staff Development.
● Incomplete or non-legible forms will be returned and may result in delayed reimbursement.

II. DEADLINE
● All local travel forms are due at the end of the month and no later than the 15th of the following
month.
● All local travel forms must be turned into the CTE Office monthly regardless of the amount.
This is required by the CCS Finance office.

III. PROCESS
● Use the CTE electronic local travel form (the electronic form will calculate the math). Use the
following process for completing the form:
❖ Fill in all pertinent information at the top of the form including your complete
6 digit ID Number.
❖ Fill in complete location names of destinations to include the location area. Example:
Wal-Mart, Skibo Rd.
❖ List each destination on a separate line; do not enter as a round trip.
❖ At the bottom of the form, fill in the Job Title, sign the form and obtain your principal’s
signature. Submit the form to the CTE Office at Central Services for further processing.
❖ Do not enter a budget code; this is done in the CTE Office.

PROFESSIONAL LEAVE PROCEDURES
I. A Reason 4 or 5 Leave Request form must be submitted to the CTE Office fifteen
school days prior to any CTE activity or workshop. This form is required even
when there is no need for a substitute (i.e., online course, weekend, summer
months).
II. The completed leave request form must include the following:
● Completed “location” with city and state
● “CTE” below the budget code line
● Your signature and date
● Attach an agenda for the meeting
▪ An email, invitation, registration form; anything that documents the
DATE, TIME, and PLACE of the workshop/conference
● Your Principal’s signature is required.

III. An approved copy will be put on Google Drive and shared with your bookkeeper and
your facilitator.

OUT-OF-COUNTY TRAVEL / REIMBURSEMENT PROCEDURES

1. Complete purpose, meeting place, and date(s) of travel on the Check Request Form. This information is necessary to verify mileage, meal
reimbursement and to properly code expenditures. CTE will follow all CCS policies regarding travel reimbursements.

2. Claimant is individual making request. If payee is other than claimant (i.e. you want to pay the hotel directly or reimburse the school)
indicate and reflect correct address. When school funds are used to pay for expenses, proof that the teacher has refunded the school must
be submitted or the school will need to submit a separate claim form payable to the school.

A. Deadline
Due to the CTE Office immediately after expenses are incurred and no later than 15 school days after your return.

B. Documentation Requirements
● A copy of the approved Reason 4 or 5 Leave Request Form
● A copy of the agenda from the conference / meeting
● All original receipts detailing all charges being claimed
● Your signature and six digit CCS ID on the reimbursement request form

C. Registration: will be reimbursed with an attached receipt.

D. Lodging: will be reimbursed at the state per diem rate. Hotel receipt must be an itemized statement with a breakdown of lodging and
tax and must show a ZERO balance. When appropriate, room sharing is required when two or more people travel to the same
location. Each person requesting reimbursement must have his/her name on the receipt.

E. Meals
Indicate number of meals using the applicable per diem rates:

In-State Meal Rates: Breakfast: $8.30
Lunch: $10.90
Dinner: $18.70

Out of State Meal Rates: based on Federal Per Diem rates available from the CTE office.

Meals included in conference registration or air fares are not reimbursable. Overnight stay is required for meal reimbursement. In
order for meals to be reimbursed on days of home departure or return the following time guidelines must be adhered:

Breakfast: Depart prior to 6:00 am.
Lunch: Depart prior to 10:00 am or return after 2:00 pm (overnight stay required)
Dinner: Return after 8:00 pm

F. Travel/Mileage: will be reimbursed at the state rate and are calculated from the school/work to the location and not from home to the
location. Reimbursement is allowed to and from the approved conference/workshop only. No in-town travel will be paid. Carpooling
is required when two or more people travel to the same destination.

If you are a passenger, it is an illegal act to claim mileage reimbursement. If CTE provides bus transportation, you may not claim
mileage reimbursement without prior permission.

G. Air Fare documentation must be provided detailing actual airfare costs. Penalties/charges resulting from cancellation/changes of
airline reservation shall be the employee's responsibility if cancellation or change is due to personal benefit. When traveling out-of-
state, CCS pays the lesser of airfare versus car mileage. Be sure to provide a printed quote of the airline rate.

H. Parking Fees, Tolls, and Storage Fees: are reimbursable. Receipts are required for fees in excess of $3.00 per day.
Reimbursement of expense for airport parking is limited to 96 hours with receipt required. Fares for commuting are reimbursable.
Receipts are required for one way trips which exceed $20.00.

Out-of-state travel regulations vary from NC out-of-county guidelines. Please check with the CTE office in advance of travel.

A $100 per day stipend will be paid to Career and Technical Education teachers when they
work outside the terms of their employment in the following situations:

▪ Chaperoning CTSO members to approved functions / conferences.
▪ Participating in required and approved Career and Technical Education

workshops / training.
**No stipends will be paid without prior approval from the Career and Technical Education
Office.
Career and Technical Education does not pay stipends or expenses for teachers attending
training for the purpose of the following:

▪ Securing licensure (except Teaching Induction Workshops)
▪ Additional areas of certification
▪ Advanced degrees
▪ Teaching license renewal
▪ Any other activity not required to carry out the duties of their current position

CAREER TECHNICAL STUDENT ORGANIZATION

CTSO’s are an integral part of the Career and Technical Education program. These co-
curricular connections provide students leadership, personal growth, and career success
through soft-skill development.
Members are provided opportunities to compete with other students in regional, state, and
national conferences. Events are aligned with classroom instruction students receive or to
workplace readiness skills.

GUIDELINES FOR CTSO DUES

In serving as advisors for Career and Technical Education Student Organizations, please
adhere to the following guidelines:

1. Dues must be received and receipted for all students before attending regional and/or
state conferences.

2. A copy of your state and national membership roster must be attached to a copy of your
students/chaperone list and provided to the Career and Technical Education
administrator at the time of departure.

3. Collected CTSO dues must be used for state and/or national affiliation. Money
collected for membership cannot be used for other purposes. Local dues can be put in
a school CTSO account for local functions.

CHAPERONE GUIDELINES

I. All chaperones not employed by the Cumberland County Schools must complete the
Volunteer Security Data Form fifteen school days prior to the event. This form is to
be filled out electronically on a CCS computer at the Human Resource Website:
https://www.ccsvolunteers.com/. Results will be sent to the school Principal.

II. Cumberland County School employees who are not Career and Technical Education
personnel will be approved as a last measure and on a very limited basis.

III. Career and Technical Education resource personnel who do not have assigned classes
on a daily basis should be secured first to serve as a chaperone when available.

IV. Family members serving as chaperones or attending a Career and Technical Education
initiatives must also complete the Volunteer Security Form and be pre-approved by the
CTE Executive Director.

V. Other family members will be granted permission to attend Career and Technical
Education initiatives on an individual basis and this requires preapproval from the
Career and Technical Education Executive Director.

Inclement Weather Guidelines

When school is cancelled – all CTE/CTSO activities are cancelled.
When school for students has a two-hour delay, bus departure for CTE/CTSO activities is also
delayed two hours.
When inclement weather occurs on a student holiday and school staff has a two-hour delay,
the CTE/CTSO activities are cancelled.
When inclement weather is a possibility, teachers should take home with them a list of the
CTE/CTSO function participants with telephone numbers.
The first three items should be communicated to CTE/CTSO event participants prior to paying
registration fees.

FIELD TRIP PROCEDURES

➢ Field trips will be concluded by April 30th of each year. (CTSO conferences are an
exception to this procedure). Principals may set an earlier deadline at their discretion.

➢ When the Career and Technical Education Office arranges transportation for CTSO trips,
teachers must adhere to deadlines in order to provide sufficient transportation. (Example: CTSO
Sample Memo on page 26).

➢ Field Trip Request Forms must be in the Career and Technical Education Office 15 working
days prior to the field trip. (See sample forms pages 32-36 ) **Forms available under “Field
Trip Forms” at the CCS Portal: http://ccsportal/Forms/Forms/AllItems.aspx. FT5 Forms
for Chartered Buses and Air Transportation will be generated from the CTE office as one form
for all participating schools. Each school will receive approved copies.

➢ Yellow school buses should be the first choice of transportation and school activity buses should
be second or whichever is least expensive.

➢ The person arranging the trip at each school secures the yellow school buses, school activity
buses, and drivers.

➢ Chartered commercial transportation is secured through the Career and Technical Education
Office. When commercial transportation is provided and departure is from a central location,
CTE does not provide additional bus transportation.

➢ When trips involve multiple buses, the Career and Technical Education Office will designate one
person as trip coordinator.

➢ All Career and Technical Education field trips must follow the Cumberland County Schools Field
Trip Policies. Field trip policies are located on the Cumberland County Schools Website under
“Board of Education” tab section, click on “CCS’ Board Policy,” and then on “Policy Manual.

Photographic/Videotaping Permission

The Cumberland County Schools use photographs, slides, videos, or illustrations of students for many
purposes. Some examples include, but are not limited to, newsletters, annual reports, brochures,
presentations, videos, news stories produced by the school system onto our web site and other news
media, or in other similar forms of communication.

This form allows you as a parent or guardian to choose whether your child may be in a video,
photograph, or other illustration used by the Cumberland County Schools or other news media sources.

PURCHASING PROCEDURES AND GUIDELINES

CTE SCHOOL ALLOCATIONS
▪ Deadline for expenditures is November 15, 2017. CTE School Allocations are made once per

year.

▪ CTE will accept only typed purchase order requisitions. A PO requisition template is available from
the CTE Google Drive 17-18 Blank PO

▪ Check with vendors/catalogs for current prices. Educational prices are different from consumer
prices.

▪ Leave Budget code line on PO blank. CTE Office will add the budget code.

▪ Principal’s signature is required on all CTE PO requisitions using School Allocations.

▪ Check (✓) “School Allocations” printed at top of each PO requisition form before sending to the
CTE Office.

▪ Approved copies of all CTE PO requisitions are returned to the school to be kept on file.

▪ All orders are delivered to the CCS Shipping and Receiving Department. Contact Becky
Smith at the CTE Office if other arrangements are needed.

SPECIAL AREAS OF CONCERN
▪ No items may be purchased by a teacher with cash or credit card.

▪ Equipment repairs/maintenance funds are available. Contact CTE Office if needed.

▪ A separate allocation is available for food purchases for Foods I & II and Exploring Life Skills
pending approval of a Food Purchasing Plan.

▪ Items listed below should come from the principal’s budget and not CTE funds.
❑ Teacher supplies not used by students (example: teacher desk chairs, lamps, etc.)
❑ Materials needed for student projects that become their property after completion

▪ To avoid losing privileges, forward all receipts for purchases made from blanket purchase
orders to Becky Smith in the CTE Office as they are acquired. Do not send receipts for CTE
purchases to the Accounts Payable Office.

▪ Use separate PO requisitions to order items from the categories listed below. Do not combine
items from different categories. (Example: Do not order software on same purchase order as
resource books)
❑ Instructional supplies, i.e. paper, tape, etc.
❑ Periodicals, Magazines, Newspapers
❑ Resources books
❑ Software: The “Request for Approval of Software Purchase” form must be attached
with supporting documentation (page 40).

SUPERVISOR’S BUDGET
● The Supervisor’s Budget funds those items not eligible for CTE School Allocations. CTE
Administrators will determine expenditures for their specific program areas.

SPENDING DEADLINE
All BLANKET PURCHASE ORDERS must be spent by APRIL 13.

NOTE:
▪ School Allocations for CTE instructional supplies are sent to principals in early April / May.
▪ In order to ensure delivery of supplies at the beginning of the school year, purchase order

requisitions must be submitted to the CTE Office by June 30th.

▪ Career academy meal invoices for functions and advisory board meetings must be submitted to the
CTE Office the day after the function. (Include agenda, minutes or invitation list.)

▪ Direct pays (reimbursements) for out-of-pocket expenses are NOT allowed.
★ ALL PURCHASES MUST BE SUBMITTED ON PURCHASE ORDER REQUISITIONS.
Exceptions to this policy require approval from CCS Finance and prior approval from your
CTE Supervisor.

BLANKET PURCHASE ORDERS

IMPORTANT: RECEIPTS FOR ALL CTE BLANKET PURCHASE ORDERS, (PO’S) SHOULD BE FORWARDED TO BECKY
SMITH IN THE CTE OFFICE. DO NOT SEND RECEIPTS TO THE ACCOUNTS PAYABLE OFFICE FOR CTE PURCHASES.

When you receive your Blanket Purchase Order, (PO):

● The purchase order is printed in triplicate:
1. White for the Vendor
2. Blue for the CTE Office @ Central Services
3. Pink for teacher records

● Verify that your name and the Vendor’s name and address are correct.

● Make several legible copies of the Blanket PO to be given to the business each time you make a purchase.

● Take the original blue copy and a white copy to the store EACH VISIT.

● When you arrive in the store (unless directed otherwise), let customer service/cashier know that
you will be using a Cumberland County Schools Blanket PO.

● After you finish shopping (unless directed otherwise), show the blue copy of the Blanket PO to the
cashier/customer service person before they scan your items.
 Leave a white copy with the cashier for store records.
 KEEP the blue copy.
 You are required to get an itemized receipt. Grocery store purchases also require a validated charge
sales slip. (Charge sales slips need to be validated through the cash register).

When you return to school:

 Sign your name at the bottom of the receipt and MAKE A COPY of the receipt for your records.
 Attach the signed original receipt to a white copy of the Blanket PO. Grocery store purchases require

the original, validated charge sales slips attached. Send this to Becky Smith, Bookkeeper in the
CTE Office within a week of the purchase.

Note: DO NOT give receipts to your school bookkeeper or send receipts to Accounts Payable.

● Each time you use the Blanket PO, you will attach the copy of the signed receipt to your pink copy of the
PO. Do not attach receipts to original blue copy unless closing out the Blanket PO. You are to use this
pink copy with the copied receipts to monitor/track your spending and balance of the blanket purchase order.

● Do the above each time you use the Blanket PO. This will allow the company to be paid for your purchases in
a timely manner.

● When dollar value of Blanket PO has been reached or you are ready to close it out:

● Sign the blue copy, check the final box located at the bottom, and attach any final receipts.
● Send it to Becky Smith, Bookkeeper in the CTE office.

Note: Use until dollar limit is reached. (Some companies will allow you to use a Blanket PO several
different visits and some will only allow it to be used once.)
