NCWO Biennial Report 2021-2022 1 PRESIDENT’S MESSAGE The National Council of Women’s Organisations (NCWO) was launched on 25 August 1963 and is 60 years old in 2023. Aptly on Hari Wanita 2022 we launched the NCWO book entitled “Keberanian Pelopor NCWO, Inspirasi Perjuangan Wanita Masa Kini” (The courage of NCWO’s Trailblazers, an Inspiration for Women Today), to commemorate the leaders and individuals who had the foresight to establish an organisation that serves as the lead advocate for the elimination of gender inequalities and discrimination, to advance and empower women in all sectors of life regardless of ethnicities, beliefs, cultural background and socio-economic status, in pursuit of justice, human rights, security and national unity Our achievements over the six decades have been recorded in the biennial reports and numerous books. The 2021 – 2022 session is no exception, despite the challenges in facing the COVID19 pandemic and the newer variants. We relied a lot on digital technology and developed new skills for organisational management and online activities. It was only in 2022 that NCWO began operating its programmes face to face. An example is the Jom Duit Program organised by the Entrepreneurship and Digital Economy Committee, which conducted courses and workshops in several states aimed at developing women entrepreneurs. Their products were showcased at the 60th Hari Wanita Celebration on 25 August 2022, in the gracious presence of Her Majesty the Queen and YAB Prime Minister. Concerned with the persistently low representation of women in Parliament and State Assemblies, NCWO embarked on a concerted effort to address the deficiency, which has plagued Malaysia’s ranking in the Global Gender Gap Index. In preparation for the 15th General Election (PRU15) NCWO in collaboration with Ministry of Women, Family and Community Development organised a forum “Kepimpinan Wanita Dalam Politik” on 5 October 2022. It was attended by the secretary-general of 3 major parties and coalition, (namely DAP, Barisan National, PAS), and women representatives from PAS, Bersatu and Keadilan. Among its resolution (appended) was the call for all parties to nominate at least 30% women as candidates in PRU15. A coalition of like-minded organisations called Pantau PRU15 led by NCWO was formed to monitor PRU15. It adopted the song “Wanita adalah Rakyat” composed by a coalition member from Sabah as the rallying call. Several
NCWO Biennial Report 2021-2022 2 media statements and media appearances were made to highlight the importance of having greater representation of women in Parliament and State Legislatures. The disappointing results of PRU15 showed that women have a long way to go in political leadership and the efforts of NCWO and its like-minded partners, must be intensified. An Action Plan under SDG indicator 5.5.1 is being pursued to realise the 30% target by PRU16. The low participation of women in the labour force is another major concern of NCWO. Despite the many opportunities introduced by the Government, the rate of 55.6% (May 2022) is far from the target of 59% by 2025. Household chores, caring for children, the infirmed and the elderly, which take up 78% of their working hours (about 31 hours per week), are the main reasons keeping women out of the workforce. A fresh perspective in spurring the growth of the care economy is being pursued by NCWO with PEMUDAH so that care services become more available, accessible and affordable to enable women to enter and remain in the workforce. NCWO Biennial Report 2021-2022 3 1.0 - INTRODUCTION 1.1 Background The National Council of Women’s Organisations of Malaysia (NCWO), is the primary advocacy body for the advancement of women and gender equality towards the development of Malaysia. It was formed in 1963 through an evolutionary process initiated by a pro-tem committee comprising of eight women from eight different organisations, namely: • Women’s Teachers’ Union, Federation of Malaya (WTU) • The Muslim Women’s Welfare Council, Federation of Malaya • The Young Women’s Christian Association of Malaya (YWCA) • National Association of Women’s Institute, Federation of Malaya (NAWIM) • The Malayan Trained Nurses Association • The Girl Guides Association, Federation of Malaya • Pan Pacific South East Asia Women’s Association (PPSEAWA) • Women’s International Club. Its first gender equality agenda was to change the world of employment making it woman friendly. NCWO at one level acts as a conduit between women’s NGOs and the government. At another level it feeds the information and data needs of decision-makers through its highest-level participation with representatives sitting on committees that would determine how women is to be made an essential part of mainstream Malaysia. In a two-pronged approach, the NCWO, at a more macro level, negotiated for the formation of feminist institutions: a Women’s Bureau, a government department dedicated to women’s affairs; a national advisory council intended to guide government policies vis-a-vis women in development; and, a ministry dedicated to mainstreaming women into the development of the country and to guarantee their welfare. Through persistent persuasion and negotiation, NCWO had successfully led into the realisation of: • National Council for the Integration of Women in Development (NACWID) in 1975, which comprised of representatives from all ministries and acts as a coordinating and an advisory body for women’s issues. It was to advice and make concrete recommendations to the government on all matters which had bearings on women. It served as coordinating and advisory body on the participation of women as well as served as a custodian of women’s integration in the development of the country. This Council was made directly responsible to the Prime Minister himself.
NCWO Biennial Report 2021-2022 4 • The Secretariat for Women’s Affairs (HAWA) in 1983, which was placed under the Administrative and Finance Division of Prime Minister’s Department and was headed by Deputy Minister Dato’ Dr Siti Zaharah Sulaiman. It worked closely with NCWO to meet its obligations in the shape of two-fold objectives, namely to promote the participation of women in the development process, and to ensure that women are integrated into the national development plans through the provision of equal opportunities and adequate facilities. It acted as the secretariat for NACIWID as well covering all aspects of life such as family and health, media, politics and law. • National Policy on Women in December 1989, which was initiated and excerpt from NCWO’s memorandum. This memorandum also highlighted the NCWO call for the HAWA to be upgraded as a Ministry. • The Women’s Ministry in 2001, which was aspired to work closely with other ministries to inject the women’s perspective into every issue, liaising intimately to feminise all public policies. Datuk Sri Shahrizat Jalil was the Malaysia’s first Women’s Minister. Today, 60 years on, NCWO remains a relevant force in the advancement of women throughout the country. NCWO today has a cohort of strong affiliates member organisations across the country, which covers the whole spectrum of interests to Malaysian women irrespective of ethnicity, religion, and race. 1.2 Vision, Mission, and Shared Values Vision A just society free from discrimination in which women at all levels enjoy equality through the promotion of their human rights. Mission To unite women’s organisations and cooperate with national, regional, and international organisations in the commitment to: • Respect, protect and fulfill women’s rights • Promote sustainable development and advancement of women at all levels • Advocate and monitor full participation, inclusion, and representation of women in decision making • Ensure that women have equitable access to, and are equal agents and beneficiaries of development Shared Values Commitment, Unity, Accountability, Justice, Empowerment, Transparency, Peace, Respect, Collaboration, and Integrity.

NCWO Biennial Report 2021-2022 18 1.7 The Land and the Proposed Building Dewan Bandaraya Kuala Lumpur (DBKL) has approved the change from institution to commercial status of the land with the plot ratio of 1:2. A meeting was held on 11 November 2021 attended by Building Committee members and Mr John Cheong from the developer. DBKL has approved the change from institution to commercial status of the land with plot ratio of 1:2. NCWO building will be of 15 storeys, which consists of 12 storeys with 60-80 apartment units and 3 storeys of parking. Developer will redo the building planning and presented to us in January 2022 before submitting it to DBKL in February. NCWO received a notice from DBKL (“Notis Mengkehendaki Kacau Ganggu Dihapuskan”) and the Building Committee had decided to write a letter/notice to Mr Chan Teik Lian who is working on the land to clean the land as instructed by DBKL and to vacate the land in a month time. The letter was sent to Mr Chan, on 22 November 2021 by Secretary General. A hybrid meeting was done on 10 March 2022 attended by Building Committee members and Mr John Cheong from the developer. A new member to the committee, Dato’ Ar. Nafisah Radin was also present. DBKL has approved the change from institution to commercial status of the land with 1:2 plot ratio. NCWO building will be of 16 storeys, which consists of 12 storeys with 60-80 apartment units and 4 storeys of parking with NCWO office will be on the 4th floor. The process to change the title of the land has been made. This is in accordance to the change of the constitution of NCWO (Extraordinary Meeting conducted on 23 April 2023 has amended Clause 14 of NCWO Constitution whereby the President, Honorary Secretary General and Honorary Treasurer are the Property Administrators for NCWO immovable properties). Letter has been sent to Ministry of Finance for the exemption of stamp duty and it has been approved. Now waiting for approval from Lembaga Hasil Dalam Negeri (LHDN) before the change of title could be made.

NCWO has agreed to participate on relevant issues pertaining to women and children. • Hari Wanita Kebangsaan Celebration– 25 August 2021 − “Webinar Wanita Berjuang Menghapus Covid-19” was organised in conjunction to this Celebration with Pusat kepimpinan Wanita Tun Fatimah Hashim, UKM as our collaborator. − Launching Ceremony of the “Hari Wanita” Celebration was carried out immediately after the webinar. This event was graced by the speech given by DYMM Raja Permaisuri Agung. This Segment, which NCWO collaborated with KFC, ended with the participants having KFC lunch. KFC coupons were purchased earlier by the affiliates. The event was conducted via zoom platform (570 registered participants) and was live-streamed through Facebook with 2.2k views, 130 likes and 52 shares. Webinar and the Launching Ceremony were covered in Astro Awani, RTM, Utusan Malaysia, Berita Harian and Bernama. • NCWO and Hari Wanita Songs − The songs have been revised by Dato Johari Salleh and the lyrics have been modernised by Tan Sri Sharifah and reviewed by Prof Emeritus Nik Safiah • The HW song was aired throughout the day – with courtesy from the Ketua Pengarah , Jabatan Penyiaran (Director- General, Dept of Broadcasting) and Puan Lola Ghany Batusha. • Virtual Merdeka Celebration – 31 August 2021 − Tan Sri Sharifah was invited to represent NCWO to this event which was held virtually at 8:00 – 9:00 am • Malaysia Urban Forum, 6-8 September 2021 − Prof Dayang (as NCWO committee member) was the invited speaker to the Women’s Assembly Forum: Gender Inclusive Covid-19 Urban Recovery, which was held on 6 September 2021. Sabariah representing NCWO as participants in the Forum. • Child Friendly School Project − It is a collaboration between NCWO, UKM and Ministry of Education (MoE). One whatsapp group consisting of women of different background has been set up to discuss on pertaining issues of gender mainstreaming. One memorandum has been written and sent to YAB Prime Minister, YB Dato Mustapha Mohamed and YB Rina Harun. Tan Sri Sharifah has raised the issue again during the Meeting on RMK12 with CSOs, 28th October 2021 and during the SDG Coordination Meeting, 22 November 2021. YB Mustafa Mohamed has agreed to do it in the context of SDG, which was aligned to RMK12. NCWO Biennial Report 2021-2022 25 The Jom Du-it programme involves trainings to the potential women entrepreneurs all over Malaysia through various workshops conducted by selected affiliates, and monitoring of outcome of each participant in her venture for a period of 6 month. Roadshow will be conducted to designated states and the highlight of it is to showcase successful Micro Enterprise for B40 (T1A). The Roadshow will be conducted from January to July 2022. • A 9-page memorandum entitled “Nota Kepada YAB Perdana Menteri Penjelasan Tentang Perlunya Dilaksanakan Gender Mainstreaming Terhadap RMK-12” dated 30 October 2021 was sent to the Prime Minister. This memorandum was drafted by a group of women of different background. The objectives of the memorandum are to: − Narrate what is meant by gender mainstreaming in RMK12 looking gender lens perspectives. − Explain the rationale of gender mainstreaming in RMK12. − Propose a complimentary chapter to RMK12 to guide through the use of gender perspectives and gender mainstreaming strategies to ensure its success. Recommend Strategic Implementation of Gender Mainstreaming in RMK12 − Seek for RM3million Grant to develop the suggested complimentary chapter • The meeting has approved the Membership Application from WANIDA Kedah since it has fulfilled the membership requirements and checked by the secretariat. NCWO Biennial Report 2021-2022 26 • The announcement made by Prime Minister in his Women’s Day Speech on 8 March 2022 in Kuala Lumpur Convention Centre that Women’s Day should be celebrated at national and state level on 8 March each year has great implication to NCWO as NCWO has been observing its Women’s Day (Hari Wanita Kebangsaan) on 25 August since 60 years ago. • President expressed her concern that this announcement would be denying the history of Women’s Day Celebration in Malaysia which has been launched by our first Prime Minister Tunku Abdul Rahman and celebrated the past sixty years on 25 August each year. • She said that NCWO would uphold the history and continue to celebrate the event on 25 August which was fully supported by all attendees. • It was decided that President should write a letter to the Prime Minister explaining why NCWO and women in Malaysia should continue celebrating it on 25 August. • Research − Kajian Keberkesanan Program Kepimpinan Wanita Muda (2021-03-01 till 2021-08-31), Registration Number: PKW-2021-002 with a grant of RM5k. It is a collaborative research of NCWO with PKWTFH, UKM and has been completed. − Literature Review: Why Do Female Entrepreneurs Remain In The Informal Sector Instead Of Progressing To The Formal Sector ( 1 month research). It has been completed. • NCWO Administrative Staff, Zulida has resigned with effect from 15 March 2022 and her job scope will be taken care by Nurina Raihan (Pin). PEMUDAH or The Special Task Force to Facilitate Business, has reinforced its role as the public-private sector’s collaborative platform to improve ease of doing business in Malaysia. − Two PEMUDAH meetings were held on 16 December 2021 dan 8 February 2022. Two webinars were conducted on 27 January 2022 and 7 February 2022. As NCWO representative, President focuses on the importance of gender agenda being considered in the decision making on any regulations and programmes proposed. One NCWO PEMUDAH WhatsApp Group has been established to discuss on women related issues in business that could be brought to PEMUDAH meetings. − Matters raised in PEMUDAH 8 February 2022 meeting are: ▪ Update on pilot exercise to simplify custom clearance for licensed manufacturing warehouse (LMW) in 10 E&E companies using on line smart GPB system. Now pilot is being expanded to states, other sectors and is also tackling implementation issues. By June the new on line procedures should be rolled out to other companies. ▪ In addressing the decade long shortage of talents at operators, engineers & non engineers or executive levels, the Private sector lead by FMM will organise forums with media involvement to highlight challenges in STEM shortage and to pressure the government for changes. The Academy in Factory (AiF) program set up by private sector will urgently collaborate with TVET for recognition of the AIF programme. ▪ Start-ups, early stage and mid-tier companies are adequately funded but challenge is in supporting growth and expansion of start-ups. Hence loss of companies to Singapore (for example GRAB) which has a more competitive capital investment policy. In strengthening the Capital Investment Ecosystem to boost digital business productivity, two focus groups are formed to discuss challenges and recommendations: (i) VC/private equity ecosystem (ii) digitalization. NCWO Biennial Report 2021-2022 28 • President mentioned that a letter was sent to Prime Minister, Ismail Sabri explaining the almost 60 years history of Hari Wanita celebration in Malaysia in which 25 August was the date given by the Malaysian first Prime Minister. The letter was also to justify and to grant NCWO to celebrate Hari Wanita on 25 August each year. Prime Minister responded to the letter and stated that he personally would attend to NCWO Hari Wanita Celebration 2022. • NCWO Hari Wanita Celebration 2022 has been successfully organised on the 25 August 2022. It was the first time celebrated physically after Covid19 pandemic. The event was held in Dewan Perdana Felda, Kuala Lumpur and was officiated by the Prime Minister, Ismail Sabri. It was graced by KDYMM Seri Paduka Baginda Raja Permaisuri Agung and also attended by Minister of Women, Family and Community Development YB Datuk Seri Rina Harun and Minister of Tourism, Arts and Culture, YB Datuk Seri Nancy Shukri. − The theme for this Hari Wanita is “Keberanian Pelopor NCWO, Inspirasi Perjuangan Wanita Masa Kini” or “The Courage of NCWO Trailblazers, The Inspiration Of Women Today”. − It was held at Dewan Perdana Felda, Kuala Lumpur with 75 tables including the 48 tables from affiliates of NCWO and 15 from several corporate bodies. − NCWO Book entitled “Keberanian Pelopor NCWO, Inspirasi Perjuangan Wanita Masa Kini” was launched in this event. • NCWO Disaster Fund Drive was initiated and run through the whole month of January 2022. Targeted amount was RM100k but only RM12,320.00 was collected which is roughly 12.3% from the targeted amount. It was decided that Disaster Fund Drive should be continued. Secretary General was to initiate it at the end of the year. • Extra Ordinary General Meeting (EOGM) - 23 April 2022 − The main objective of the meeting is to amend the NCWO Constitution with regards to Property Management and its related Clauses. Electing named trustees in the “Deeds of Trustees” for Property Management of NCWO as in the current Constitution, incur a financial burden to NCWO when there is a transfer of names in case of any death or resignation of any of the trustees. − EGM is called to approve proposed amendments to Clause 14, Clause 9 and Clause 8 of the NCWO Constitution. Refer to Minutes of Extra Ordinary General Meeting. • “Mesyuarat Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran (MAPO) Bilangan 2 Tahun 2022 - 18 August 2022 − Malaysia remains in Tier 3 of the US State Departments 2022 TIP Report https://www.state.gov/reports/2022-trafficking-in-personsreport/malaysia/ due to the following: ▪ As in previous years, the government did not adequately address or criminally pursue credible allegations from multiple sources alleging labor trafficking in the rubber manufacturing industry and palm oil sector, with the government owning 33 percent of the third-largest palm oil company in the world. Its failure to address
NCWO Biennial Report 2021-2022 29 trafficking in these sectors allowed for abusive employers to sometimes operate with impunity. ▪ The government identified fewer victims, and it did not systematically implement standard operating procedures (SOPs) countrywide to proactively identify victims during law enforcement raids or among vulnerable populations with whom authorities came in contact. ▪ Because of inconsistent identification efforts, authorities continued to inappropriately penalize trafficking victims for immigration and “prostitution” violations. ▪ Poor inter-agency coordination and overall inadequate victim protection services, which discouraged foreign victims from remaining in Malaysia to participate in criminal proceedings, continued to hinder successful anti-trafficking law enforcement efforts. − Sec-Gen MOHA raised great concern about Malaysia’s placement and urged all agencies to step up on areas of identification, prevention, protection and prosecution. − NCWO representative raised the following two points which were taken note of by the Chair: ▪ The government has undertaken numerous programmes, which need to be made visible both in the country report and in other platforms to make visible its efforts to counter TIP. Identification of TIP victims remains a challenge. Proposal to increase capacity building efforts for all enforcement officers, particularly frontline officers to ensure effective identification of victims and the subsequent protection and redress informed by trauma-informed and victim-centred approaches. It was suggested that government build a repository of current and past cases, which can be used in the capacity building sessions. − The discussion in the EXCO meeting on this matter had highlighted the Cambodian trafficking issue. Omna stressed that emphasis should be given on the prevention by giving awareness to scamming activities. Budget 2023 should also look into this. One of the reasons to such activities happening is due to corruption and lack of enforcement to curb the activities. • NCWO was given the privileged to organise the “Forum Kepimpinan Wanita dalam Politik” by KPWKM. Despite only a 2-week notice was given by KPWKM, NCWO had successfully organised the action-oriented Forum on the 5 November 2022 at Royal Lake Club, Kuala Lumpur. The forum had gathered more than 100 participants and managed to bring in 5 main different party leaders with the commitment to have at least 30% women candidate in PRU15. − A resolution for higher participation of women in politics & legislative bodies was handed to the government to consider for the upcoming General Election. − NCWO President, Tan Sri Dr Sharifah Hapsah made a personal plea in her opening speech for the increase of women participation to more than 30% in PRU15.
NCWO Biennial Report 2021-2022 30 − A committee named “PantauPRU15” was set up as part of the outcome of the Forum stated in its Resolution Document. • Report from Policy and Advocacy Committee: − NCWO involvement in Sustainable Development Goal Roadmap outlined by EPU until the year 2030. This is to get industry to adopt Sustainable Framework which include Environmental, social and Governance (ESG) principles. Most industries such as banks and FGV had already adopted the ESG principles. We want these principles to be also adopted in political parties. SDG is monitored by EPU. SDG Foundation where RM20 million is put in by government every year. This thrust money is focusing research on SDG, that is ESG where women aspects are also included in the whole spectrum. This is for the whole nation and multi-sectorial approach research. − President is the member of PEMUDAH and the task was looking at pricing of the palm. Making proposal for palm oil to be targeted subsidized to those really in need. Next will be looking at the price of rice. Two perspectives were looked at, the farmers and the price of rice at the market. NCWO Biennial Report 2021-2022 31 NCWO EXCO MEETNG - 06 (17 December 2022), Zoom • Minutes of silence/Fatihah for the demise of our beloved Prof. Dr. Zarina Abdul Latif, co-chair of Health Committee of NCWO on 15 November 2022. • Preliminary discussion with Huawei on 14 November 2022 on the potential collaboration with NCWO to empower women in digital technology. It was suggested that we should engage with local community and Dr Ummu from Universiti Utara Malaysia was suggested to be the person in charge for this project. It was decided that the matter would discussed further after the election. • Meeting with Women Leadership Foundation (WLF) to collaborate with NCWO in the World Women Leadership Summit 2023 was held on 7 November 2022. In principle NCWO agree to collaborate in organising the event and it was planned that the summit to be conducted in August 2023. • PantauPRU15 has been actively involved in monitoring the involvement of women in PRU15 as well as post PRU15 in their selection in the Legislative Body (parliament and cabinet). Please refer to Chapter 4 for more report on PantauPRU15 activities. • “Forum Kepimpinan Politik Wanita Pasca PRU15 (Melangkah Ke Hadapan)” was held on 10 December 2022 in Collaboration with Gagasan Minda Merdeka and KPWKM at Hotel Tamu, Kuala Lumpur. • Letters from President of NCWO were sent to congratulate the five women ministers and eight women deputy ministers elected for current unity government. • Arrangement had been made to get engagement with several ministers namely Minister of Women, Family and Community Development and Minister of Education.

Electing named trustees in the “Deeds of Trustees” for Property Management of NCWO as in the current Constitution, incur a financial burden to NCWO when there is a transfer of names in case of any death or resignation of any of the trustees. • The EGM is called to approve proposed amendments to Clause 14, Clause 9 and Clause 8 of the NCWO Constitution • Reading for Approval for the Proposed Amendment to NCWO Constitution are decided as follows: Existing Article in Constitution Amendments made CLAUSE 14 PROPERTY ADMINISTRATORS 1. Three (3) Trustees, who must be over 21 years of age, shall be appointed at the Biennial Delegates Conference and shall hold office at the pleasure of NCWO. They shall have vested in them all immovable property whatsoever belonging to the NCWO and shall deal with it in such manner as the Biennial Delegates Conference may direct; 2. The Trustees shall not sell, withdraw or transfer any of the property of NCWO without the authority of a Biennial Delegates Conference; 3. A Trustee may be removed from office by the Biennial Delegates Conference on the grounds of ill health, unsoundness of mind, absence from the country or any other reason whereby the trustee is All items in the Clause 14 be removed and replaced by the proposed amendment: 1. All immovable properties shall be registered in the name of NCWO. All instruments related to the properties shall be executed by the President, Honorary Secretary General and Honorary Treasurer as the Property Administrators. 2. The Property Administrators shall not sell, withdraw or transfer any of the property of NCWO without the authority of a Biennial Delegates Conference.

CLAUSE 8 BIENNIAL DELEGATES CONFERENCE 1.The Biennial Delegates Conference shall be held every alternate year by the end of April. 2.Each organisation is entitled to send a maximum of ten (10) delegates from their organisation. 3. The agenda for the meeting shall be: (i)To read and confirm the minutes of the previous Biennial Delegates Conference; (ii) To receive and adopt the Biennial Report; (iii) To receive and approve the audited accounts for the two (2) previous years; (iv) To receive and approve the estimated budget and programme for the following two years; (v) To elect the Management Committee; (vi) To elect Two Honora Auditors; and (vii)To appoint 3 trustees. 4. QUORUM One-fifth of affiliates shall constitute a quorum at the Biennial Delegates Conference. If within half an hour from the time appointed for the meeting a quorum is not present, the meeting shall be adjourned to a date (not exceeding 30 days) to be decided by the Committee; and if a quorum is not present half an hour after the time appointed for the postponed meeting, the members present shall have the power to proceed with the business of the day but shall not have the power to alter the rules of the NCWO or make Item 3 (vii) is proposed to be removed from Clause 8 Decision by EGM: Agreed for amendment that item 3 (vii) be removed from Clause 8

Secretary General not later than 6 weeks before the Biennial Delegates Conference. 6. ELECTION AND VOTING PROCEDURE Voting shall be by secret ballot. Only delegates shall have the right to vote. The decision is by a simple majority and any decision made is final. The President shall have a casting vote at all meetings of Management Committee, Executive Committee and Biennial Delegates Conference. CLAUSE 9 MANAGEMENT COMMITTEE 1.The Management Committee shall comprise the following office bearers who are elected by the Biennial Delegates Conference: i) The President; ii) Three Deputy Presidents; iii) Honorary Secretary General; iv) Two Honorary Asst. Secretaries; v) Honorary Treasurer; and vi) Honorary Asst. Treasurer. 2. Only one delegate/representative from any affiliate may hold a position in the Management Committee in the same term. 3. The Management Committee may comprise of not more than two (2) additional persons appointed by the President to carry out special functions. A new item 4 is proposed: 4. In the event of death, resignation or removal of an Office Bearer, a new Office Bearer shall be appointed by the Management Committee. NCWO Biennial Report 2021-2022 44 ❖ Sambutan Hari Wanita NCWO ke-60 – 25 August 2022 − The theme for this Hari Wanita is “Keberanian Pelopor NCWO, Inspirasi Perjuangan Wanita Masa Kini” or “The Courage of NCWO Trailblazers, The Inspiration Of Women Today”. − It was held at Dewan Perdana Felda, Kuala Lumpur with 75 tables including the 48 tables from affiliates of NCWO and 15 from several corporate bodies. − NCWO Book entitled “Keberanian Pelopor NCWO, Inspirasi Perjuangan Wanita Masa Kini” was lauched in this event.
NCWO Biennial Report 2021-2022 45 ❖ “Forum Kepimpinan Wanita dalam Politik” – 5 October 2022 − NCWO held a Forum on Women Leadership in Politics In collaboration with KPWKM and COMWEL at Royal Lake Club, Kuala Lumpur. − A resolution for higher participation of women in politics & legislative bodies was handed to the government to consider for the upcoming General Election. − NCWO President, Tan Sri Dr Sharifah Hapsah makes a personal plea in her opening speech for the increase of women participation to more than 30% in PRU15. − A committee named “PantauPRU15” was set up as part of the outcome of the Forum stated in its Resolution Document. PantauPRU15 has been actively involved in monitoring the involvement of women in PRU15 as well as post PRU15 in their selection in the Legislative Body (parliament and cabinet). Please refer to Chapter 4 for more report on PantauPU15 activities.
NCWO Biennial Report 2021-2022 46 ❖ Demise of our beloved Prof. Dr. Zarina Abdul Latif, co-chair of Health Committee of NCWO - 15 November 2022 ❖ Preliminary Discussion with Huawei on 14 November 2022 − Potential collaboration with NCWO to empower women in digital technology. It was suggested that we should engage with local community and Dr Ummu from Universiti Utara Malaysia was suggested to be the person in charge for this project. It was decided that the matter would discussed further after the election ❖ Meeting with Women Leadership Foundation (WLF) to collaborate with NCWO in the World Women Leadership Summit 2023 - 7 November 2022 − In principle NCWO agree to collaborate in organising the event and it was planned that the summit to be conducted in August 2023
