NCWO Biennial Report 2021-2022 48 ❖ International Women’s Day Forum 2023: Gender Equality And Women’s Empowerment In Malaysia MADANI In conjunction with the IWD 2023, 8 March 2023, the United Nations (UN) in Malaysia and the National Council of Women’s Organisations, Malaysia (NCWO) held a forum on Gender Equality and Women’s Empowerment in Malaysia Madani, moderated by TV host, Ms. Sheahnee Iman Lee. The event was held at Regent Auditorium, Asian International Arbitration Centre, Bangunan Sulaiman, Kuala Lumpur. The first panel took stock and reviewed enabling environments needed to advance women and girls in Malaysia by focusing on the legal and institutional frameworks and governance mechanisms as well as the social norms that need to be addressed and the role that civil society can play to overcome barriers for the advancement of gender equality and women’s empowerment in Malaysia. The keynote speaker was YB Azalina Othman Said, Minister for Law Reforms & Institutional Governance, and the four panelists were Ms Honey Tan, human rights lawyer, Maria Chin Abdullah, former MP and Bersih 2.0 chairperson, Ms Nurhuda Ramli, programme officer , outreach and empowerment Sisters In Islam, and Ms Izzana Salleh, global president an Asia Director Girls for Girls. The second panel discussed the need and the role of digital inclusion in accelerating gender equality and women’s empowerment in Malaysia, in line with the IWD 2023, 8 March theme of “DigitALL: Innovation and technology for gender equality”. The panel focused on digital inclusion to support women’s economic empowerment and female labour force participation, leveraging social media for political influence and leadership to support gender equality and women’s empowerment, and mobilising young women in ensuring an inclusive society where no one is left behind. The keynote speaker was YB Fahmi Fadzil, Minister of Communications and Multimedia and the three panelists were Ms. Nadira Yusoff, CEO, Kiddocare, Ms. Qyira Yusri, Special Adviser to European Commission, Undi18, and YB Amira Aisya Abd Aziz, MUDA member of Johor State Assembly.
NCWO Biennial Report 2021-2022 49 Outcomes The forum emphasized the need to ensure that strategies and measures are proactively and continuously taken to compensate for women’s historical and social disadvantages and to ensure that both men and women operate on a level playing field. A. With regards to laws and governance, much has been achieved since the ratification of CEDAW, establishment of a Ministry for Women, Family and Community Development and the passing of the Anti sexual Harassment Act. However more legal reforms in terms of substance, structure and context need to be done to lay the foundation for a humane economy, empowering women and protecting the vulnerable. Among the actions that need to be prioritized are: 1. Alleviation of the pervasive patriarchal mindset, limiting beliefs and conservatism as well as cultural norms affecting women’s public and private lives, manifested for example in the opposition to the amendment of the Federal Constitution to allow women to pass automatic citizenship to their children born overseas regardless of whom they choose to marry. In this regard Article 5A of the Constitution which defines the governments’ duty to modify people’s behaviour and change perceptions need to be operationalised through gender sensitizing awareness programmes and training among legislators, policy makers, right down to frontline workers and media personnel to provide them with gender-sensitive perspectives and courage to speak against conservatism; and by harnessing public support through the engagement of all stakeholders, particularly NGOs, civil society and religious leaders to make clear the stand that gender equality is not negotiable. 2. Archaic laws such as the DNA Act should be amended to compel an adult to give non invasive samples for paternity tests, thus allowing a child to get compensation if paternity is proven. Similarly the issue of marital rape need to be re-examined as a crime . Enact an Anti Gender Discrimination Act together with a Commission for Gender Equality to enable constitutional guarantees for claims to also cover the private sector. 3. Re-activate the Cabinet Committee on Gender Equality to strengthen governance and to oversee all ministerial programmes leading to empowerment and equality for women and girls and to review Malaysia Madani to include non discrimination and equality as a pillar. 4. Establish strong support systems for mentoring (including reverse mentoring) and “inpowering” training for young women to instill greater confidence and provide technical skills such as negotiation and public speaking. Encouragement and financial support should be given to
NCWO Biennial Report 2021-2022 50 NGOs providing support systems and to cross collaboration efforts such as a parliamentary caucus or committee on gender equality and women’s empowerment. B. With regards to digital inclusion it is acknowledged that women and girls who champion the advancement of transformative technology and digital education have immense opportunities to address development and humanitarian challenges, and to achieve the 2030 Agenda’s Sustainable Development Goals. Although nothing beats face to face communication, social media allows communication anytime, anyplace. It is a leveler in the cyber public space and its democratisation enables citizens to air grievances, show support, coalesce and mobilise around ideas that effect changes in society. However, one must also be aware of the flipside of social media such as fake news, engineering of consent, cyber-trooping, and proliferation of scam tactics. Bringing women and other marginalized groups into technology results in more creative solutions and has greater potential for innovations that meet women’s needs and promote gender equality. Among actions that need to be promoted are: 1. strong gender focal points and awarding of grants based on sex and age disaggregated data to ensure that target beneficiaries are reached. 2. progressive policies and structures in various organisations (example parliamentary constituencies) to ensure the engagement and participation of young women in the hierarchy and empowerment programmes (health, entrepreneurship, literacy, public speaking etc) 3. digital platforms such as kiddocare which enables women to remain in the workforce by connecting them to care workers who provide affordable and quality child care services in safe environments and who are technology-enabled to grow professionally with better protection, social safety nets and safe working environment; better public-private sector collaboration is required to embrace innovation, provide incentives and upscale services using readily available data to develop policies and solutions to help working women 4. leveraging social media and on-line inclusivity programmes to inform people of their rights and to petition for change; providing digital devices to improve the political participation of young women to about 50 percent; a good example is UNDI18, a student-led movement modelled on Black Lives Matter which successfully launched the campaign for Parliament to reduce the age of voting to 18 and to sue the government for delay; another example is Family Frontiers which campaigned for equal rights to confer citizenship on children born overseas to Malaysian mothers married to foreigners. 5. Embracing digital technology as a tool for political campaigns (tiktok elections), to spread political messages and information (such as
NCWO Biennial Report 2021-2022 51 where to get relief and assistance) and to get voters to vote since many voters use apps such as tiktok and instagram and many live outside the constituency. Townhalls only attract those above 60 years; Ensuring on line safety by addressing gender based violence and digital threats to those who speak up openly in the public space by enacting the Anti Stalking Bill; providing digital devices to help in 2-way engagement with online classes on digital literacy, STEM education from an early age and know-how such as video-making.

NCWO Biennial Report 2021-2022 53 3.2 OTHER INVOLVEMENTS 3.2.1 MAPO/JHAMS ❖ MAPO “Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran” (MAPO) or Council of Anti-trafficking in Persons and Anti-smuggling of migrants is under the Ministry of Home Affairs. - NCWO has a seat in the Council where Omna and Sabariah have been its representatives. • “Mesyuarat Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran (MAPO) Bilangan 2 Tahun 2021” was held on 22 July 2021 and it was attended by Omna. • Mesyuarat Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran (MAPO) Bilangan 1, Tahun 2022 - 8 February 2022 and it was attended by Omna. She raised CEDAW concluding observations on TIP in the CEDAW Concluding Observations of Malaysia. KPWKM is currently working on the CEDAW country report due in March 2022. • Launch of MOHA’s “Kita Demi Negara” Campaign - 17 March 2022 − Ministry of Home Affairs launched this campaign to recognize agencies and strategic partners. NCWO was recognized as one of the three CSO partners who have seats on MAPO (Majlis AntiPemerdagangan Orang). NCWO’s representative on MAPO received the symbolic “passport’ on behalf of the organization. • “Mesyuarat Majlis Antipemerdagangan Orang dan Antipenyeludupan Migran (MAPO) Bilangan 2 Tahun 2022 - 18 August 2022 was attended by Omna.
NCWO Biennial Report 2021-2022 54 ❖ JHAMS - Joining Hands Against Modern Slavery JHAMS is a network of Malaysian civil society organisations to combat all forms of modern slavery, including human trafficking, forced labour, debt bondage and sexual exploitation. In 2018, the National Council of Women’s Organisations (NCWO) and Tenaganita conceptualised for CSOs and NGOs working on anti-trafficking issues to collaborate as smart partners to bring greater coherence to antitrafficking advocacy in Malaysia. The first meeting was convened on 18 August 2018 with the pioneer group comprising NCWO, Tenaganita, Global Shepherds, Project Liber8, Change Your World (under NGO Be My Protector), Yayasan Chow Kit and ENGENDER Consultancy. In 2019, the network expanded to include SHUT, SUKA Society and the Malaysian Council for Child Welfare (MKKM). That same year, the network was formalized as Joining Hands Against Modern Slavery or JHAMS. In that capacity, it organised the inaugural National Human Trafficking Conference, held in August 2019, in collaboration with the Anti-Trafficking in Persons and Anti-Smuggling of Migrants Council (MAPO) under the Ministry of Home Affairs, with the support of EU and UNICEF. JHAMS maintains itself as a non-legal entity, a network to consult with one voice with the government, and is slowly gaining recognition among other civil society organisations and international agencies. Aims and Objectives To prevent and end all forms of modern slavery through strategic collective action with civil society, government and other stakeholders by: i. Advocating for the application of international human rights standards and a victim-centred approach in the formulation of legislation, policy, programme planning, implementation and monitoring. ii. Raising awareness and empowering individuals and communities to recognise and address modern slavery. iii. Strengthening the capacity of civil society organisations in advocacy and effective delivery of services to protect and support human trafficking victims. iv. Empowering survivors of modern slavery on their rights and integrating their voice into anti-slavery program planning, implementation, training, and monitoring.
NCWO Biennial Report 2021-2022 55 3.2.2 SUSTAINABLE DEVELOPMENT GOALS ❖ Malaysian CSO Sustainable Development Goals (SDG) Alliance Malaysian CSO-SDG Alliance is a network of CSOs (development based, human rights & environmental) working on the effective implementation of SDGs. Ensuring that no one if left behind and creating a better Malaysia for all. NCWO is one of its member. ❖ “Discussion on Voluntary National Review (VNR) Report” - 7 February 2021 Malaysia is presenting the 2nd Voluntary National Review (VNR) Report on SDGs in July 2021. A discussion on the SDG VNR report & input (documenting achievements, challenges/gaps and opportunities) with Mr. Alizan Mahadi (one of the report writing consultants) providing an overview of the task and dateline for the input submission. NCWO was represented by Srividhya Ganapathy and Dr Sharifah Syahirah ❖ “APPGM-SDG Dialog SeriesGrassroot Community Solutions for Social Mobilisation” - 9 July 2021 − This event was attended by Omna 3.2.3 MALAYSIAN URBAN FORUM The Malaysia Urban Forum is a national level forum that aims to promote inclusive debates and discussions towards developing and improving our sustainable urbanization strategies, policies and programs. The focus of the Malaysia Urban Forum will be the platform it provides to the local multi stakeholders in: o Knowledge base building – capacity building tools and national supportfor implementation of the SDG and the New Urban Agenda,
NCWO Biennial Report 2021-2022 56 o Engagement - a permanent multi stakeholders platform for continuous dialogue, inputs and feedbacks. o Awareness raising – putting the local and urban dimensions at the center of national priorities. o Policy advice – elaborating and reviewing National Urban Policies and o Innovative solutions – providing solutions to changing trends and challenges. These shall serve as inputs to Government at national, state and local levels and develop framework for cities in Malaysia to voluntarily report on their local implementation efforts. NCWO has been given a privilege to participate and collaborating in its forum and discussions since 2019 and has been in partnership with Urbanice Malaysia, which under the Ministry of Housing and Urban Development. ❖ Malaysia Urban Forum - 6-8 September 2021 − Prof Dayang (as NCWO committee member) was the invited speaker to the Women’s Assembly Forum: Gender Inclusive Covid-19 Urban Recovery, which was held on 6 September 2021. Sabariah representing NCWO as participants in the Forum.
NCWO Biennial Report 2021-2022 57 3.2.4 OTHERS ❖ Mesyuarat Jawatankuasa Pilihan Khas Hal Ehwal Wanita, Kanak Kanak dan Pembangunan Sosial Perliment ke 14, Bil 4 Tahun 2021 – 7 October 2021 - NCWO was represented by Tan Sri Sharifah ❖ “Jemputan Mesyuarat Jawatankuasa Tindakan Pemerkasaan Wanita (JTPW-NGO) Bil.1/2021” - 14 October 2021 − Organised by Jabatan Pembangunan Wanita and NCWO was represented by Sabariah. 5 Clusters has been formed namely Leadership And Gender Equality (NCWO is in here), Entrepreneurship, Education, Wellbeing & Health, Safety and Law. ❖ PEMUDAH − President was apointed as a member of Pemudah. Pemudah or The Special Taskforce to Facilitate Business, has reinforced its role as the public-private sector’s collaborative platform to improve ease of doing business in Malaysia. − Two PEMUDAH meetings were done on 16 December 2021 dan 8 February 2022. Two webinars were conducted 27 January 2022 and 7 Feb 2022.

NCWO Biennial Report 2021-2022 61 26 January 2023 23 February 2023 30 March 2023 3.4 NCWO COLLABORATIVE RESEARCH ❖ Kajian Keberkesanan Program Kepimpinan Wanita Muda (1/3/21 – 31/8/21) NCWO and PKWTFH (RM5k) with Registration Number: PKW-2021-002 – completed. ❖ The Precious Ones Survey: Malaysian Men’s Knowledge and Behaviour Towards Menopausal Transition In Women – NCWO, UKM and HerbalMeds with the grant of RM15k (Survey will be sent out soon) • Menopause Awareness Campaign conducted by Wellbeing and Aged Community Committee known as “The Most Precious One Campaign” in Collaborative program between NCWO, HerbalMeds and UKM (Medical Faculty and Pusat Kepimpinan Wanita Tun Fatimah Hashim) with the following objectives: − To achieve a real change of behaviour in women managing menopause, from suffering in silence to proactive management of the symptoms, and − To improve women’s awareness of the different stages of menopause, symptoms, and treatment options • “The Precious Ones Survey: Malaysian Men’s Knowledge And Behaviour Towards Menopausal Transition In Women” has been completed (please refer to section 3.7.2 for further details on media coverage of this research). The articles highlighted the important key message to speak to their healthcare practitioner (doctor or pharmacist) and to learn more about managing menopause symptoms for better quality of life. • The media initiatives have contributed towards increased awareness of menopause and inspired men to support loved ones on their journey to menopause.

The discussions include: (1) The need to activate cross party women parliamentary caucus to better articulate issues related to gender equality and women empowerment, to institute structural and policy changes within the respective parties to advance women as leaders in the party hierarchy, to become the respected image of women as political leaders by projecting the caucus as the platform to generate activities in support of women issues and leadership, to network with women NGOs such as NCWO and civil society in enriching, broadening and enhancing the quality and scope of issues for advocacy, legislation and policy making. We propose two co chairs, one from government and the other from opposition to ensure buy-in and support of all women members of Dewan Rakyat and Dewan Negara. The Deputy Speaker informed that she had discussed the reactivation of the women's caucus and had received approval from the Speaker. She will speak to the prospective candidates on both side of the Dewan to serve as co-chairs of the caucus. (2) The status of the Council of Women Political Leaders (COMWEL), founded by YB Zuraida and launched by the speaker in conjunction with IDW 2022 was inquired. It has several chat groups but has not issued statements
NCWO Biennial Report 2021-2022 65 post PRU15. NCWO proposed the activation of the Women's caucus is a better alternative as it operates outside the bounds of parliamentary orders. (3) NCWO inquired about the special select committee on Women and Children Affairs and Social Development and was informed that the membership was being constituted. Few names were proposed by NCWO as chairperson and it was reminded that gender aspects must be included in the other special select committees. NCWO will undertake to propose to the respective parties potential women's names for the chair of the select committees. (4) The lack of a good data storage and retrieval system in Parliament hampers research, which can be used for evidence-based decision-making. NCWO proposes that a team of experts be composed to develop the analytics platform to make Parliament an intelligence-driven organisation. NCWO Biennial Report 2021-2022 75 ❖ NCWO Statement on “Enakmen Undang-undang Terengganu terhadap Wanita Hamil” - 7 December 2022 Pandangan Majlis Kebangsaan Pertubuhan Wanita (NCWO) terhadap pindaan seksyen 29 Rang Undang-Undang Enakmen Kesalahan Jenayah Syariah (Takzir) (Terengganu) 2001 1. NCWO tidak bersetuju seksyen 29A dimasukkan sebagai pindaan kepada Rang Undang-Undang Enakmen Kesalahan Jenayah Syariah (Takzir) (Terengganu) 2001 yang berbunyi: Hamil atau melahirkan anak diluar nikah 29A (1) Mana-mana perempuan yang hamil atau melahirkan anak diluar nikah melakukan suatu kesalahan dan boleh, apabila disabitkan, didenda tidak melebihi lima ribu ringgit, atau dipenjarakan selama tempoh tidak melebihi tiga tahun atau disebat tidak melebihi enam sebatan atau dihukum dengan mana-mana kombinasi hukuman itu. (2) Mana-mana lelaki yang menyebabkan mana-mana perempuan hamil luar nikah atau melahirkan anak diluar nikah melakukan suatu kesalahan dan boleh, apabila disabitkan, dihukum menurut peruntukan subseksyen (1) (3) Hakikat bahawa seorang perempuan hamil luar nikah akibat daripada persetubuhan yang dilakukan dengan kerelaannya adalah keterangan prima facie tentang pelakuan kesalahan dibawah subseksyen (1) oleh orang perempuan itu. (4) Bagi maksud subseksyen (3), mana-mana orang perempuan yang melahirkan anak yang sempurna sifatnya dalam tempoh yang kurang daripada enam bulan qamariah dari tarikh pernikahannya hendaklah disifatkan telah hamil luar nikah. 2. Alasan tidak bersetuju 2.1 Kehamilan bukan ‘kesalahan’. ‘Kesalahan’ adalah membuat perhubungan seks diluar nikah. Menghukum kehamilan menunjukkan pindaan enakmen ini gagal memberi pertimbangan kepada hal-hal lebih besar yang mencakupi factor penyebab serta nasib buruk yang akan menimpa wanita tersebut, kebanyakannya dari kalangan wanita muda dan remaja serta anak yang dilahirkan. Ini termasuklah keguguran yang tidak selamat pembuangan anak, komplikasi kesihatan ibu dan kematian ibu serta anak. COVID19 mengajar kita bahawa wanita dan kanak-kanak adalah golongan yang mudah terdedah kepada kesan buruk, terutama mereka daripada golongan sosio-ekonomi yang rendah dan terpinggir. Mengenakan hukuman seperti dalam pindaan ini menambah beban siksa kepada golongan ini. 2.2 Kehamilan luar nikah terjadi kebanyakannya dikalangan wanita muda dan remaja dan berpunca daripada kurang pengetahuan tentang Pendidikan Reproduktif dan Kehidupan. Survei (www.perspectives.com.my/our updates/Malaysian Youth Sexual & Reproductive Health Survey 2015; Adolescent Health Survey NHMS 2017 www.iku.gov.my) menunjukkan 7.3% remaja berumur 13-17 tahun sudah membuat perhubungan seks, 35% remaja perempuan percaya mereka tidak akan hamil selepas satu
NCWO Biennial Report 2021-2022 76 perhubungan seks, 66% mengetahui tentang seks setelah menonton pornografi dan daripada sumber kawan. Hanya 16% belajar tentang seks di sekolah dan 10% daripada ibu bapa. Justeru survei mendapati 45 orang remaja perempuan melahirkan anak luar nikah setiap hari. 2.3 Jelas bahawa remaja di Malaysia tidak terdedah kepada Pendidikan Reproduktif dan Kehidupan secara betul dan komprehensif. Dalam keadaan kejahilan kerana program pendidikan tentang kesihatan reproduktif sangat kurang disediakan oleh orang dewasa, amatlah tidak adil wanita muda dan remaja dihukum apabila mereka tidak mempunyai pengetahuan yang cukup. Remedinya bukan dalam penghukuman tetapi dalam pendidikan. 2.4 Pindaan ini akan meningkatkan pembuangan anak, terutamanya ditempat yang tidak selamat atau membahayakan nyawa anak. Polis Di Raja Malaysia melaporkan 100 kes pembuangan anak setahun. Jumlahnya mungkin lebih besar kerana ada kes yang tidak dikesan dan yang telah diserah sebagai anak angkat. Ibubapa mungkin melakukan ‘kesalahan’ tetapi anak tidak berdosa dan nyawanya perlu dilindungi seperti yang dituntut maqasid syariah. 2.5 Lebih memberhayakan bagi ibu dan anak adalah cubaan menggugur anak yang akan dilakukan oleh orang yang tidak bertauliah dan boleh mengakibatkan kerosakan kesihatan jangka panjang dan kematian ibu. Malaysia mencatatkan kadar kematian ibu yang tinggi, ia itu 68.2% per 100,00 kelahiran hidup pada tahun 2021. Kadar ini sama dengan kadar yang dicatatkan kira-kira 40 tahun dahulu. Pindaan ini akan terus memundurkan prestasi kesihatan Malaysia di dunia. 2.6 Pindaan ini gagal mengambilkira bahawa seorang ibu adalah insan yang paling penting didalam kehidupan seorang kanak-kanak dan diperlukan sehingga kanak- kanak mencapai usia dewasa. Sekiranya diperkuatkuasakan pindaan ini akibatnya adalah bahaya dan/atau keadaan tidak selamat bagi kanak-kanak. Ini bercanggah dan/atau melanggar niat dan peruntukan-peruntukan khas Akta Kanak-Kanak 2001 yang memberikan perlindungan dan kepentingan kepada keselamatan dan hal ehwal kanak-kanak. Prejudis kehidupan termasuk: 2.6.1 Kanak-kanak tidak berdosa yang bakal dilahirkan digugurkan atau dibuang dan kehilangan ibunya yang dipenjarakan akibat pindaan ini dan dipenjarakan kerana tidak mampu membayar denda 2.6.2 Kanak-kanak lain di dalam keluarga wanita yang terlibat kehilangan ibu yang dipenjarakan akibat pindaan ini. 2.7 Membawa kes ke pengetahuan umum melalui pendakwaan mengakibatkan stigma dan pengasingan (isolation) oleh wanita terbabit dan menyebabkan penyingkiran daripada sekolah atau kerja. Ini menjejas masa depan dan meningkatkan pergantungan nasib ke atas orang lain. Kesihatan mental dan fizikal juga terjejas.
NCWO Biennial Report 2021-2022 77 2.8 Malaysia menandatangani instrumen antarabangsa seperti Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), Convention on the Rights of the Child dan Sustainable Development Goals yang jelas menunjukkan keprihatinan dan azam untuk mencapai kesejahteraan mental, fizikal dan sosial bagi wanita dan kanak-kanak serta melindungi mereka daripada amalan yang merbahaya. NCWO berpendapat pendekatan yang belas kasihan (compassionate) perlu diguna untuk menangani masalah ke arah meningkatkan kesihatan dan kesejahteraan termasuk potensi ekonomi dan berdikari. 3. Cadangan 3.1 NCWO menggesa Kerajaan Persekutuan dan Negeri menyedia dan melaksanakan Pendidikan Reproduktif dan Kehidupan dan program informasi yang komprehensif kepada semua remaja. Kajian menunjukkan pendidikan dan pemberian maklumat yang betul menurunkan tingkahlaku seks yang berrisiko dan melewatkan umur remaja menjadi aktif secara seksual. 3.2 Memperbanyakkan kempen kesederan tentang impak bahaya kehamilan remaja ke atas kesihatan, peluang pelajaran dan kesejahteraan sosial 3.3 Menyediakan perkhidmatan yang tidak menghukum (non judgemental), belas kasihan, dan sokongan kepada wanita dan pasangan terlibat tanpa mengira umur, keturunan, agama atau taraf perkahwinan. 3.4 Melindungi kesihatan mental dan fizikal wanita yang menghadapi kehamilan yang tidak diingini melalui penyediaan perkhidmatan antenatal yang selamat dan berempati. 3.5 Menyediakan maklumat dan akses kepada perkhidmatan kontraseptif yang efektif dan selamat 3.6 Mencegah penyingkiran dari sekolah kerana kajian menunjukkan remaja yang bersekolah sehingga sekolah menengah kurang terlibat dengan tingkahlaku yang berrisiko dan mengurangkan kehamilan remaja. 3.7 Membantu keluarga miskin untuk membolehkan anak-anak terus belajar. 3.7.2 MEDIA ❖ Responses to the Sun on Sexual Harassment Bill - 23 September 2021 https://www.thesundaily.my/local/sexual -harassment-remains-prevalent-newbill-necessary-to-address-it-KK8387279

The discussion panel on Human Trafficking Exists was moderated by Yeap Meng Chee.
