Maryland School Nutrition Association Serving Spoon, Spring 2025 | Page 3 Dear Maryland School Nutrition Association Members, I hope this message finds you well rested from your winter break, with some having an extended break due to the January snowstorms. Many of us were glad to see the snow come and glad see it go. Punxsutawney Phil told us to expect six more weeks of winter. How do you feel about that? Whether it’s six weeks of winter or an early spring, either way, we will embrace it. LEGISLATIVE EVENTS In March we will be attending SNA’s LAC (Legislative Action Conference), where we will present the 2025 SNA Position Paper urging Congress to provide funding to increase reimbursement rates foe school breakfasts and lunches, protect and expand CEP and address unpaid school meal debt. EDUCATION EVENTS Also, coming this spring will be our Spring Workshops. We are working to provide great educational opportunities to grow us professionally. As the dates are revealed, I encourage everyone to sign up and attend the workshops to be scheduled across the state. We are planning to have locations around the state. Thank you for your support as we continue providing healthy meals for Maryland’s greatest investment, our children. From being fed by our parents as infants to learning how to cook as young adults, to meal planning and preparing food for our families as we grow older, food is there every step of the way. This March let's celebrate how food connects us all—across cultures, generations, and communities. Happy National Nutrition Month! Here are some tips from the Academy of Nutrition & Dietetics on Celebrating National Nutrition Month: At Schools 1. Create a "nutrition question of the day" contest sent by email or posted on a display board. Draw the name of a daily prize winner from those who provided the correct answer. Suggested prizes: National Nutrition Month® pens, pencils, magnets, buttons or cooking items from the National Nutrition Month® catalog. Award a grand prize at the end of the month drawn from all correct submissions. 2. Vote for your favorite fruits and vegetables: Show various photos of produce and ask participants to vote for their favorite vegetable and fruit. Post a tally board to record votes. 3. Ask children to carefully save food product labels from empty boxes. Spend some time reading labels and comparing information in the Nutrition Facts panels. Expand into a menu-planning opportunity, individually or in teams, using MyPlate as the guide to a healthy meal. 4. Start a school vegetable garden by planting seeds indoors or in the ground. If that's not feasible, consider showing videos on how to plant a garden. 5. Develop a lesson plan that explains the science behind ingredients needed for baking.

Assign a school group project that involves each group researching one of the MyPlate food groups, allowing each child to explain a food from that food group and what nutrition it provides. 7. Conduct a "MyPlate Champion" challenge for your classroom. 8. Develop a school project that involves kids drawing and creating a meal based on MyPlate, using the MyPlate Coloring Page. 9. Organize a sports nutrition education session that children can participate in virtually or in person. 10. Decorate the cafeteria with National Nutrition Month® posters or banners, table tents and balloons. Create a "take one" display with National Nutrition Month® brochures, bookmarks and Eat Right nutrition tip sheets. 11. Create a "shared tables" resource for your school district (if local laws allow). 12. Focus a science lesson around how plant foods grow — from seed to harvest. 13. Take a field trip to a farm or host a farmer as a guest speaker to talk about what they do. 14. Explore topics on food history or the invention of different gadgets used in the kitchen. 15. Dedicate a math lesson to show how measurements and fractions are used regularly in the kitchen. At Home 1. As a family, commit to trying a new fruit or vegetable each week during National Nutrition Month®. 2. Give family members a role in meal planning and let them pick out different recipes to try. 3. Plan to eat more meals together as a family during National Nutrition Month®. 4. Explore food recovery options in your community. 5. If you watch TV, take breaks during commercials to be physically active. 6. Practice mindful eating by limiting screen time at mealtime — including phones, computers, TV and other devices. 7. Try more meatless meals — choices like beans and lentils are versatile plant-based protein sources that work in a variety of dishes. 8. Let everyone help with food preparation — a skill for people of all ages. If you have kids, there are age-appropriate tasks they may enjoy learning how to do. 9. Hopefully spring is just around the corner, with milder weather and longer hours of daylight to enjoy! In the meantime, I have some exciting news to share from your state agency! The Maryland State Department of Education (MSDE) Office of School and Community Nutrition Programs (OSCNP) is excited to launch the 2025 Training Needs Assessment in February. The assessment is designed to let School Nutrition Professionals tell us at the agency which training and technical assistance topics you would like to attend or have to help you operate successful school meal programs. MSDE OSCNP highly encourages all child nutrition program staff to complete the survey so our team can provide more targeted training and resources that help build capacity across the State to run great programs and serve our students well. We also look forward to learning your preferences related to training locations, times, and formats. Look for more information from your supervisors in late February. Page 22 | Serving Spoon, Spring 2025 Maryland School Nutrition Association Federal Legislative Update - Spring 2025 - SNA has released the 2025 Position Paper which we will use at the Legislative Action Conference (LAC) in Washington, DC, March 9-11, 2025. Four members of MdSNA will be in attendance for the whole conference. The four members will visit the Senator's Offices to discuss the Position Paper with the two Maryland Senators or their Aides. Mary Klatko MdSNA Federal Legislative Chair SNA has released the 2025 Position Paper which we will use at the Legislative Action Conference (LAC) in Washington, DC, March 9-11, 2025. Four members of MdSNA will be in attendance for the whole conference. The four members will visit the Senator's Offices to discuss the Position Paper with the two Maryland Senators or their Aides. The Position Paper will also be the focal point of our MdSNA virtual LAC to be held on Thursday, March 13, 2025. The Position Paper is attached to this article. It has 3 key issues: • Increase NSLP/SBP reimbursement by 40 cents per lunch and 15 cents per breakfast • Protect the Community Eligibility Provision (CEP) and expand access to healthy school meals to all students • Address unpaid school meal debt All three issues are self-explanatory but read the Position Paper attached for a full explanation of each. There is a lot of concern about financial support of various federal programs because of the efforts of the federal government to control spending and lower the overall debt the country is in, over 36 trillion dollars. There is a group headed by Elon Musk, called DOGE, reviewing all department's spending to determine the value of those expenditures. Further down in the article you will see potential cuts to the federal Child Nutrition Programs. Senate Agriculture Committee Chair Debbie Stabenow released the text of the new Farm Bill titled: Rural Prosperity and Food Security Act of 2024. Continued on next page.

A mandate for USDA to provide an annual report evaluating Nutrition security across federal programs. 2. Extends funding for the Fresh Fruit and Vegetable Program through 2029. 3. Establishes $8 million in grant funding for eligible entities, including School Food authoritative purchasing kosher, halal and other culturally relevant foods. The House Ways and Means Committee has just proposed $12 billion in cuts to school breakfast and lunch in an upcoming Reconciliation Bill. The proposal includes making the application for free/ reduced-price meals more complicated by requiring income documentation and raising the eligibility threshold for schools to participate in CEP from the current 25 percent ISP to 60 percent ISP. The proposal would: • Raise CEP eligibility from 25% to 60% ISP— making 24,000+ schools serving over 12 million students ineligible. • Require income documentation from all families applying for free/reduced-price meals. • Cut $12 billion from school meal funding over 10 years Why it matters: • These changes would have immediate impacts on our communities: • Increased paperwork burden and administrative cost • Meal debt and stigma • Reduced access to the nutrition that students depend on to learn • Some background: CEP currently allows schools in high-poverty areas to serve free meals to all students without collecting applications— reducing administrative work and ensuring all students have access to healthy meals. Appropriations Update: Government funding ran out on December 20. To avoid a shutdown Congress must pass a new Bill or a Continuing Resolution into the new year. The other option suggested is to do a 1 year extension of the current Farm Bill. Brooke Rollins was confirmed and sworn in to serve as the next Secretary of the US Dept of Agriculture. She has indicated her support for the Women's Infant's and Children's Programs (WIC) but not any other specific programs. During her hearing, when Senator Booker asked if Rollins would commit to reducing ultra-processed foods in school meal programs, Rollins responded "The answer is yes." Continued on next page.


Page 24 | Serving Spoon, Spring 2025 Maryland School Nutrition Association USDA is set to establish school meal reforms: The USDA has introduced its plans to limit added sugar and enhance nutrition in school meals, with proposed changes including reduced sodium and flavored milk restrictions. USDA and FDA announced a joint venture about Food Date Labeling, which includes the use of terms such as sell by, use by and best by. USDA has issued numerous waivers for Child Nutrition Programs to help the people of California suffering from the wildfires. Robert F. Kennedy Jr's Health Agenda includes a School Lunch Overhaul. RFK Jr. was confirmed and sworm in as head the Department of Health and Human Services. He aims to eliminate processed foods from school lunches as part of his "Make America Healthy Again" agenda. While he would not directly control school meals, he could influence the Dietary Guidelines, which are crucial to Federal Nutrition Programs. We currently have eight states fully funding Universal Breakfast and Lunch for all students. They are Minnesota, Michigan, Vermont, California, Colorado, Maine, Massachusetts and New Mexico. There are bills in eight more states including Maryland who are also trying for passage of a Universal Bill in their State Legislatures. The states are New York, Hawaii, Florida, Wisconsin, Tennessee, Virginia, Oregon and Maryland which may be changed to a phased-in program via the CEP Provision due to potential cuts to the school breakfast and lunch programs as discussed in a previous paragraph. Be sure to read the State Legislative Article for a full report on where we are in Maryland. Proposed Legislation in other states include the following: • Missouri HB 998 establishes the Free School Meals Program to reimburse public schools for providing free breakfasts and lunches to all students. • New Hampshire HB 703 requires school districts to ensure students with unpaid meal balances are not denied meals and mandates the state Department of Education to cover unpaid meal debts. • New York A 3173 requires school districts to provide nutritional information and ingredient lists for student meals, with updates communicated to parents before serving. • Oregon HB 3312 requires schools to provide free meals to all students with supplementary reimbursement by the state Department of Education. • Rhode Island HB 5515 eliminates certain artificial food dyes from school food products by 2027, with compliance monitored by the state Department of Health. • South Dakota HB 1089 mandates that school

Maryland School Nutrition Association Serving Spoon, Spring 2025 | Page 35 SB 177 and HB 56 Procurement - State Department of Education - Control Authority - Local Food Purchasing We have already experienced 2 hearings on a bill that we only found out about when it was submitted. The Bills SB 177 had a hearing on January 22, 2025 and its identical bill in the House HB 56 had a hearing on February 4, 2025. We submitted 3 written testimonies for SB 177 and multiple testimonies for HB 56. The bill allows MSDE to become a Master Contractor. What that means is that MSDE will write Bids for locally grown foods that can be used by school districts in their meal programs. Some of the benefits include: • MSDE will write contracts for locally grown foods that school districts can buy from those bids. • Foods can be bought from as far as 200 miles away from the schools. • USDA will reach out to farmers and distributors to encourage them to list their products on the bid making more products available to schools. • This will ensure that foods on these bids are coming from Certified Local Farms. • You can shop by price on the website before buying. • You can participate more easily in serving Farm to Tray foods. We submitted testimony for SB177 from 3 members: Cody Wilt, Lisa Peters, and Mary Klatko. For HB56 we sent written testimony by Mary Klatkoand Lisa Peters.


Page 36 | Serving Spoon, Spring 2025 Maryland School Nutrition Association SB 769 and HB 1254 Community and Secondary Education - Community Eligibility Provision - Hunger Free Schools Act We have submitted a phased in bill that focuses on the CEP schools. SB 769 has a hearing date on February 26, 2025, at 2:00 p.m. before the Senate Budget and Taxation Committee. We have 4 written testimonies from Cherie Cotsonas, Lisa Peters, Cody Wilt, Mary Klatko and one in person testimony from Megan Doran as of today, but we expect many more. HB 1254 has been assigned to the Appropriations Committee. The hearing date is March 5th at 1:00 p.m. You saw in the federal legislative article that USDA is considering a $12 Billion cut to both the CEP provision, specifically raising the CEP level back to 60% to be considered for CEP reimbursement. This means the federal government would pay free reimbursement for all school meals in those schools that have 60% or more free students. We were told this CEP change would not affect MMFA schools which makes sense since they are in the state of MD program. The second part of the federal cut would be to School Breakfast and Lunch Programs making the free and reduced price meal application more difficult by specifically requiring families to submit income documentation. Thankfully, Senator Guzzone, Chairman of the Senate Budget and Taxation Committee suggested that he may be able to find $10 Million Dollars to fund some of the CEP Schools. The written Bill also says MSDE shall: • Develop a process for schools to participate in the program based on funding availability. • Ensure that the program is equitably distributed based on geographic diversity and concentration of poverty. • Distribute county funds to county boards of education. The Sugar Sweetened Beverage Tax Legislation which will fund Universal Free School Meals for all students has been jointly assigned to House Ways and Means/ Economic Matters Committees. The hearing has been scheduled for March 6th at 1:00 p.m. before the House Ways and Means Committee. Student's health and learning ability depends on good nutrition which is why we do not serve or sell certain foods and beverages. If this tax were to be passed it would have 2 specific programs named in the tax bill designated to receive the revenue. Child Nutrition Universal Free Meals For Students is the first of the programs named to be covered by the revenue raised. The other program is Child Care with the rest going to the state budget. It is expected that the other program will activate a lot of support for the bill. There is no Senate version of the bill. The House has the ability to put the tax in the State Budget and the House has to decide how much revenue they want to pass to save programs. The budget proposal has to be approved by the House, the Senate and the Governor in order to become law.

Megan Doran and Eric Goslee will testify in person, and we have time for more. We have written testimony from Elizabeth Leach, Montgomery County, Lisa Peters, Dorchester County, Scott Hecker, Cecil County, Eulalia Muschik, Carroll County, Barbara Harral and myself from MdSNA. The purpose of this Bill is to provide state funding to serve all students a healthy, nutritious breakfast and lunch each day at no cost to the students as part of their school day experience. The program is needed for many reasons but the one closest to the school system's mission is support for the student's education. We found that when the federal government paid for us to feed all students both breakfast and lunch at no cost to them, many good things happened in the school environment such as a significant reduction in discipline referrals, better attendance, less tardiness, more ability to focus on and participate in classes, improved test scores and improved diet quality. These positive outcomes are also happening in the 8 states already providing these meals at state expense according to the multiple studies of these programs. I urge you to vote for passage of this bill for the wellbeing of all Maryland students. The bill is providing a way to raise the money to support passage of this bill. We send out emails to directors and chapter leaders daily to keep them apprised of current events. We wanted to make sure that everyone has access to all of the information we deem worthy to publicize. I read a lot of publications and look at their websites such as SNA's, USDA's, the Institute's, Maryland State's and all the information on the progress of the committee developing the Dietary Guidelines. Under NEWS on the MdSNA (mdsna.org) website you will find all the information in condensed format from the many sources just highlighted that we sent out to Directors and Chapter Leaders since the beginning of the year. Get in the habit of reading a few posts every day. You will keep up with everything that is going on around you in our programs.
