The organizational structure of DILG Laguna Cluster Aces demonstrates a profound commitment to meticulous organization and an unwavering dedication to ongoing learning for the purpose of refining and optimizing routine operations with the utmost efficiency and effectiveness. Since we started a journey of our pursuit of excellence in 2018, Cluster Aces have established a substantial framework, comprising processes, procedures, and systems diligently developed over the years to proficiently manage the Department of the Interior and Local Government’s programs, projects and activities. The culmination of these systematic processes and procedures has eventually progressed into institutionalized policies. Every member of the Cluster Aces assumes a leadership role with a professional presence in their respective Areas of Responsibility (AORs), consistently delivering work of exceptional quality. The synthesis of overarching strategic goals with meticulous attention to detail enables collaboration with diverse stakeholders, fostering the creation of inventive approaches to support the vision and mission of the department. Our innovations are inherently aligned with implicit needs, initiating novel ideas that contribute substantively to our collective efforts. ➢ The institutionalization of Cluster-wide Quarterly Meetings of the Cities and Municipalities Management Coordinating Council. Resolution passed by the body last August 2018 with CMMCC Resolution No. 2018-001 ➢ The Full Disclosure Policy Board (FDP) that requires local governments to fully disclose particular financial documents to keep their constituents informed of how the LGU budget is managed, disbursed and used. . Attached is the MOA and the Program Design ➢ Initiated different leagues such as Confederation of Lupon Tagapamaya Presidents of Cluster A that leads to collaborative effort to revitalize the Barangay Justice system resulting to enormous increased in the participation of the Lupong Tagapamayapa Incentives Award. The following barangays were the potential passers and reached as the Regional winners of Barangays San Vicente, Binan City and Batong Malake, Los Banos. Barangay San Vicente of Binan City was assessed at the National level waiting for the final result. ➢ MOA with LSPU regarding the institutionalization of DILG Laguna Cluster A with LSPU for Office Training of OJTs with 1 group output Offline Databank on Records Management of Barangay Forms and Annexes. ➢ Zoom initiatives to such as the Clusterwide Capacity Development for Civil Society Organizations. Batch 1: for Local School Board. Batch 2: for Local Health Board, Batch 3: for Local Development Council. Another is the SK Online Orientation on the grant of honorarium and some election concerns. ➢ BIDA Dance challenge. Attached is the Program Design and the result of our online awareness of the program. With thousands of total reactions of the netizens in terms of likes, hearts and shares achieved. INNOVATION #2 Cluster-initiated BFDP Board Compliance Sticker The Barangay Full Disclosure Policy Reports are being checked every quarter by the Field Officers every Quarter. Our cluster initiated the issuance and putting a sticker-seal of compliance in the BFDPP Board of Compliant Barangays every quarter. JANUARY TO DECEMBER 2023 VOL. 7, ISSUE NO.1 INNOVATION #3 DILG Laguna Cluster-A Confederated Lupong Tagapamayapa Presidents of its 10 LGUs As part of DILG Laguna Cluster-A initiatives/innovations, the Lupong Tagapamaya Presidents of 10 LGUs under Cluster-A was confederated through an election which was held on March 2, 2023. Decentralization has facilitated the recognition of the Katarungang Pambarangay or Barangay Justice System as an alternative venue for the resolution of disputes. Although there is no provision for the Federation of Lupong Tagapamayapa, DILG Laguna Cluster-A opted to establish a support group by having this Cluster- wide Federation. This aims to promote camaraderie and a channel for sharing best practices in handling cases in the Barangays under our cluster. The election was facilitated by the cluster A office headed by CH Maria Lorilyn Valenzuela Manrique and the activity was graced by PD John M. Cerezo of DILG Laguna. This is in line with the concept of Book III, Title SixLeagues of Local Government Units and Elective Officials (Chapter 1 specifically, pertaining to the organization of leagues) of RA 7160/ Local Government Code of 1991. Moreover, Republic Act 7160, gives barangays the mandate to enforce peace and order and provide support for the effective enforcement of human rights and justice.

INNOVATION/ CAPACITY DEVELOPMENT INITITIVES #5 DILG Laguna Cluster-A Initiates Capacity Development Program for CSOs of Local Special Bodies JANUARY TO DECEMBER 2023 VOL. 7, ISSUE NO.1 With the aim to assist all the DILG Field Offices in capacitating the Civil Society Organization members of the Local Special Bodies with reference to the DILG MC 2022083 Re: Guidelines on the Accreditation of CSOs and Selection of Representatives to the Local Special Bodies which include the provision of Capacity Development Program for CSOs, the DILG Laguna Cluster-A in coordination with DILG Laguna and partnership with DILG CALABARZON Local Government Capability Development Division and Local Government Monitoring and Evaluation Division conducted the first part of this event which was for the CSO members of the Local School Boards of Local Government Units in Laguna via zoom platform and Facebook live-streaming. The said activity was participated by all CSO members ofthe10LGUsunderLagunaClusterAwhichincludeThe event was also live-streamed via Facebook through the technical assistance of the DILG Laguna Provincial Communications and Information Team to cater other LGUs and to allow all participants to review the modules discussed by the Resource speakers from LGCDD and MED. This Capacity Development Program for CSOs of the Local School Board is composed of 6 modules. The 1st to 3rd module was presented by LGOO III Charise Torio from DILG CALABARZON-LGCDD and the 4th to 6th module was discussed by DMO III John Carlo Hernandez from DILG CALABARZON-LGMED.
Moreover, at the last part of the program LGCDD Chief Jay-Ar Beltran gave his closing remarks and highlighted the importance of this CapDev program in strengthening and enhancing the capacities of our Civil Society Organizations. Manrique, thanked all the CSO participants for spending their time in the said activity and she assured them that more learnings would be gained by the end of the sessions. DILG LAGUNA CLUSTER-A INITIATES CAPACITY DEVELOPMENT PROGRAMFOR CSOS OF LOCAL SPECIAL BODIES They both thanked all the participants for attending and supporting the DILG Laguna Cluster-A initiative program. They likewise commend the DILG Laguna Cluster-A for this very beneficial and relevant activity which according to them promotes active citizen participation There will be 3rd part CapDev for CSOs of Local Development Councils but the final schedule is yet to be finalized by the Cluster and speakers from LCDD-R4A. She also thanked the DILG Regional and Provincial Offices for their support in this endeavor. Further, Provincial Director John M. Cerezo and Assistant Regional Director Darrel I. Dizon also gave their messages during the preliminaries. The 2nd part CapDev for CSOs of Local Health Board was conducted last September 28, 2023.
ENRICHING THE SKs EVEN MILES AWAY: CLUSTERWIDE ONLINE ORIENTATION ON THE “IMPLEMENTING GUIDELINES ON THE GRANT OF HONORARIUM TO SK OFFICIALS PURSUANT TO REPUBLIC ACT (RA) NO. 11768” AND OPEN FORUM ON SPECIAL SK ELECTIONS In view of the new memorandum received by our office regarding the “IMPLEMENTING GUIDELINES ON THE GRANT OF HONORARIUM TO SK OFFICIALS PURSUANT TO REPUBLIC ACT (RA) NO. 11768” and due to the issues and concerns being raised by Sangguniang Kabataan regarding lacking SK Officials especially SK Chairpersons due to resignations and other reasons, the DILGLaguna Cluster -A, conducted a Cluster wide Orientation and Open Forum with all the Sangguniang Kabataan Officials under our jurisdiction via zoom platform on February 21, 2023, JANUARY TO DECEMBER 2023 VOL. 7, ISSUE NO.1 This online orientation-meeting endeavors to provide a formal venue for the discussion of issues and concerns so that we could guide the SKs. We also aim to recommend strategies toward a more effective and efficient management of the SK funds.
INNOVATION #6 BIDA Dance Challenge as Information Education Campaign DILG Laguna Cluster-A Strengthens Information Education Campaign on Anti-illegal Drugs through BIDA Dance Challenge. Be involved! Accept the BIDA Dance Challenge! With the aim to strengthen the involvement and participation of the youth and all other sectors in the community in sustaining and disseminating the BIDA (Buhay Ingatan, Droga’y Ayawan) Program, the DILG Laguna Cluster-A in coordination with the DILG Laguna Provincial Office and in partnership with the Office of the Laguna Provincial Governor, 2nd and 3rd District Congress Representatives, SK Provincial Federation and Provincial Local Youth Development Office launched the “BIDA Dance Challenge” on September 15, 2023. The BIDA (Buhay Ingatan, Droga’y Ayawan) Program is a holistic approach in countering the proliferation of illegal and dangerous drugs. It strengthens supply and demand reduction efforts by galvanizing the support of the community, duty-bearers, and other stakeholders in drug use prevention, law enforcement, and rehabilitation. Further, BIDA seeks to improve quality of life and safeguard the Filipino people from criminality and the ill effects of drugs, in a manner that is within the framework of law and with respect for human rights. The LGUs under Laguna Cluster-A : Alaminos, Bay, Binan, Cabuyao, Calamba, Calauan, Los Banos, San Pablo City, City of San Pedro and City of Santa Rosa. Further, the participant presented a 3-minute choreograph BIDA Dance Challenge and was video-recorded and was uploaded by DILG Laguna Cluster Office in their official FB page last September 15, 2023. The top 3 winners via online FB Page voting (40% of the overall score) advanced in the face-to-face Dance Challenge held in Calamba City last September 26, 2023. Moreover, 60% of the overall score was from the invited judges (face-to-face performance during the CMMCC Meeting held last September 26, 2023 in the City of Calamba) The entries from the 10 LGUs was judged according to this criteria: ● Creativity-style and costume =30% ● Performance Quality-precision and synchronize movement, = 40% ● Choreography-blockings and staging=30% Meanwhile, the following are the winners of the BIDA Dance Challenge: 1st place/champion : BIDA Team-Municipality of Calauan, Laguna 2nd place/ 1st runner-up: BIDA Team-City of Binan, Laguna 3rd place/2nd runner-up: BIDA TeamMunicipality of Los Banos, Laguna The DILG Laguna Cluster-A partner Agencies/Government Offices gave the following prizes: • From the Office of the PROVINCIAL GOVERNOR (HON. The 1st Quarter C/MMCC meeting highlighted the Best Practices of the TriBureaus/DILG Family (PNP, BJMP, and BFP). DILG Laguna Cluster-A highlighted the Katarungang Pambarangay Automated System in its 2nd Quarter C/MMCC Meeting With the aim to provide a formal venue for the discussion of issues and concerns, as well as the conceptualization and deliberation of strategies which will be utilized to sustain effective and efficient management of the LGUs under their supervision and protection, specifically in the areas of peace and order and public safety, the 2nd Quarter Cities/Municipalities Management Coordinating Council (C/MMCC) Meeting of DILG Laguna Cluster- A was conducted at Palmeras Garden Resort, San Pablo City on May 24, 2023. The said C/MMCC is being composed of the DILG Family - the LG Sector, PNP, BFP and BJMP together with the Armed Forces of the Philippines under Laguna Cluster A. (1st to 3rd and lone districts -Alaminos, Bay, Calauan, Los Banos, City of Binan, City of Cabuyao, City of Calamba, City of San Pedro, City of Santa Rosa, San Pablo City). This C/MMCC meeting headed by LGOO VII Maria Lorilyn V. Manrique, Cluster Head, highlighted the partnership of Laguna Cluster-A with Laguna State Polytechnic UniversityLos Baños in developing a Katarungang Pambarangay (KP) Automated System which was started through a Public Appraisal Survey last May 15, 2023. This system shall be cascaded this year to all barangays for their ease of using all the KP-forms and implementation for KP more effectively. During the meeting, the concept was presented to all the members of the C/MMCC and then a certificate of partnership was signed by CH Manrique (Laguna Cluster-A), witnessed by Engr. John M. Cerezo, Provincial Director, DILG Laguna, and LSPU-Los Baños Campus Director Engr. Manuel Luis R. Alvarez, witnessed by Dr. Jefferson L. Lerios, Dean of the Computer Sciences Department. To start the year 2023 with blast of new knowledge and linkages, the DILG Laguna Cluster-A members (Cluster Aces) covering the 1st to 3rd Districts of Laguna and the Lone Districts of the Cities of Biñan, Calamba & Santa Rosa, headed by LGOO VII Maria Lorilyn V. Manrique, Cluster Head conducted Benchmarking on Best Practices in Tourism and "Concepts on Smart City" in Baguio City last January 4-6, 2023. We are welcomed by DIR. Araceli A. San Jose, CESO IV, REGIONAL DIRECTOR-DILG CAR. The said planning conference endeavored to provide a formal venue for the discussion of issues and concerns, and conceptualize, deliberate and recommend strategies toward a more effective and efficient management of the LGUs under our supervision. The Cluster Aces opted to do our meeting and annual planning in Baguio so that our Field Officers could have time to relax and breathe away from office set-up and build more camaraderie while working. EXPERIENCING “BREATHE BAGUIO” In the 2nd day of our Annual Planning Conference, we visited LGU-Baguio City headed by Hon. Mayor Benjamin B. Magalong to benchmark on their best practices. We are welcomed by Hon. Vice Mayor Faustino A. Olowan and by DILG Baguio City Director Millicent Carino.

City of San Pedro Aces 2023 Subaybayani Award: A Testament to Good Governance November 16, 2023, Sequoia Hotel, Parañaque City | In a resounding victory for transparent governance, the City of San Pedro was awarded with the prestigious Subaybayani Award - Top Overall Performer for City Category the Office of Project Development Services of the Department of the Interior and Local Government (DILG) for the year 2023. This accolade stands as a testament to the city's unwavering commitment to transparency, accountability, and participation in project implementation. The Subaybayani Award aims to recognize and showcase the exemplary monitoring and evaluation practices and performance of monitors in the DILG Field Offices, and the LGUs through the SubayBAYAN portal. In his message, SILG Benjamin C. Abalos Jr. encouraged the local government units to “continue making good stories and produce good results because the poor Filipinos depend on what you build and what you deliver”. Moreover, USec. Marlo Iringan, Undersecretary for Local Governance said that Subaybayani Award and the Subaybayan Portal “is not merely a management tool but a tool for people empowerment, involving the community and civil society organizations in local governance.” In a radio program interview with Undersecretary for Project Development Management Director Atty. Odilon Pasaraba, City Mayor Art Joseph Francis Mercado said that the key to acing the Subaybayani Award is no secret: placing the right people in the right position, exercising diligence in project implementation monitoring, encouraging the citizenry to partake in project implementation and provide critical feedback, and ensuring project sustainability. I The City of San Pedro is the lone city in the Province of Laguna to be conferred with this award; This recognition not only underscores the city's dedication to excellence but also highlights its commitment to serve as a model for other LGUs across the nation.
