CITY OF SANTA ROSA, RECIPIENT OF CBDRP SPECIAL RECOGNITION JANUARY TO DECEMBER 2023 VOL. 7, ISSUE NO.1 The City of Santa Rosa headed by Hon. Arlene B. Arcillas, City Mayor, for receiving a Special Award for their exemplary efforts for the Community-based Drug Rehabilitation Program (CBDRP). The ADAC National Audit Team (ANT) was organized by the Bureau of Local Government Supervision through the PADS-PMO which is being chaired by the DILG Secretary. The ANT was composed of the head of the agency or their representatives from the DDB, PNP, PDEA, and one (1) accredited CSO. They made Resolution No. 2023-07, which provides for the guidelines of the 2023 CBDRP Special Awards. Said resolution aims to recognize and commend local government units' implementation of their Community-based Drug Rehabilitation Program (CBDRP).

JANUARY TO DECEMBER 2023 VOL. 7, ISSUE NO.1 Cash Incentive Award Distribution for Lupon Tagapamayapa Members of the City of Santa Rosa Cash Incentive Award Distribution for Lupon Tagapamayapa Members of the City of Santa Rosa On June 15, 2023, the City Government of Santa Rosa, through the assistance of the DILG-Santa Rosa and the City Treasurer’s Office, awarded cash incentives to all members of the Lupon Tagapamayapa of all the eighteen (18) barangays of the City of Santa Rosa. Each of the twenty (20) Lupon Members of the seventeen (17) barangays who garnered a 90%-100% rating, received a cash incentive amounting to Php 36, 000.00, while the Lupon Members of the remaining one (1) barangay who garnered a rating of 85%, received a cash incentive of Php 25, 000.00 each. The Lupong Tagapamayapa Incentives Awards is an annual search which recognizes outstanding Lupong Tagapamayapa that adequately demonstrate the ability to judiciously and expeditiously resolve cases referred to them and demonstrate exemplary performance and commendable contribution in the promotion and implementation of Katarungang Pambarangay. (DILG MC 2023-022) During the awarding, CLGOO Melody Barairo briefly explained the manner of assessment and the comparative evaluation results of the recently concluded LTIA Assessment. Afterwards, Honorable Mayor Arlene B. Arcillas delivered her inspirational message and conveyed her utmost congratulations to all the Lupon Tagapamayapa Members. Additionally, she highlighted that the awarding of cash incentives to all Lupon Members will be a continuous activity until the end of her term. Honorable Vice-Mayor Arnold B. Arcillas was also present during the activity, to show his full support to the Lupong Tagapamayapa. Towards the end, CLGOO Barairo commended the efforts and commitment of all the Lupong Tagapamayapa Members, anchored in maintaining the peace and order within their barangays, through the Katarungang Pambarangay, resulting in a generally peaceful and orderly community. Pacita 1. This event took place as part of the Sampaguita Festival, a celebration of the city's vibrant culture and community. CLGOO Lenie R. Bautista, in her address, emphasized the vital role of Katarungang Pambarangay in fostering peace and justice within the community. She highlighted the significance of the Lupong Tagapamayapa in facilitating prompt, cost-effective, and amicable resolutions to disputes at the barangay level. To determine the recipients of the LTIA, the City Assessment Team, consisting of CLGOO Lenie R. Bautista, PCMS Criselda Caneta from the San Pedro Police, Atty. Ma. Christina Oliveros-Rilloraza from the San Pedro City Trial Court, Hon. Diwa T. Tayao, President of the Liga ng mga Barangay, and Rev. Julian M. Garapan, a representative of Civil Society Organizations, conducted an extensive onsite evaluation of the twenty-seven barangays in the City of San Pedro between March and April 2023. The assessment focused on several key areas, including Efficiency in Operations, Effectiveness in Securing the Settlement of Interpersonal Dispute Objective of The Katarungang Pambarangay (KP), Creativity and Resourcefulness of the Lupong Tagapamayapa, Area or Facility for KP Activities, and Provision of Financial or Non-Financial Support. After careful deliberation and scoring, the LTIA City Assessment Team identified the Top Ten Best-Performing Lupong Tagapamayapa in the City. The rankings are as follows: Top 1 – Brgy. San Vicente Top 2 – Brgy. Pacita 1 Top 3 – Brgy. Chrysanthemum Top 4 – Brgy. Laram Top 5 – Brgy. Langgam Brgy. Pacita 2 Top 6 – Brgy. Cuyab Top 7 – Brgy. Sto. Nino Top 8 – Brgy. Calendola Top 9 – Brgy. United Better Living Top 10 – Brgy. San Lorenzo Ruiz Barangay San Vicente, the top-ranking barangay, was presented with a Gold Plaque of Recognition, PHP 30,000.00 in cash incentives, and each member of the Lupon received glass medals. Barangay Pacita 1 and Chrysanthemum, securing second and third place, respectively, received Silver and Bronze Plaques of Recognition, along with PHP 25,000.00 and PHP 20,000.00 in cash incentives. The remaining barangays in the top ten were awarded Green Plaques of Recognition and PHP 5,000.00 as cash incentives. The other participating barangays received Certificates of Participation and a consolation prize of PHP 2,000.00. Hon. VISTA It is a known fact that the Philippines is home to different natural and human-induced hazards such as typhoons, earthquakes, landslides, armed conflict, and floods and is ranked 9th as a country with the highest disaster risk according to the World Risk Index in 2019. The enactment of the Republic Act (RA) 10121 otherwise known as the Philippine Disaster Risk Reduction and Management Act of 2010 laid the basis for a significant change from disaster preparedness and response to disaster risk reduction and management. The Municipality of Calauan, Laguna is prone to flooding and at high risk during typhoons with intense rainfall, thus with the full support of Hon. Roseller G. Caratihan, Municipal Mayor, Calauan, Laguna, capacitating the Search and Rescue Team to water safety and rescue training and swift water search and rescue training were conducted on March 8-10, 13- 18, 2023. This aims to equip the participants with the necessary skills and proper maneuvers involving water safety, survival, and swift water rescue. In addition, it aims to instill the full commitment in participants to serve voluntarily and respond to critical situations during disasters. About 32 participants from the Calauan Municipal Disaster Risk Reduction and Management Office underwent training on March 8-10, 2023. It was participated in by instructors from the Bureau of Fire Protection (BFP Calauan Fire Station), and some guests. The Water Safety and Rescue Training was conducted on March 6-8, 2023 at Slide N Dive Resort, Brgy. Banca-Banca, Victoria, Laguna, while the Swift Water Search and Rescue Training was conducted on March 13-18, 2023 at the same resort and in San Juan, Batangas. Lecture discussions and demonstrations, return demonstrations, and practical exercises were the methodology implemented in the said activity. On Day 1, March 8, 2023, MLGOO Loida V. Vista was invited to witness the opening program of the training and had the opportunity to meet the instructors and participants. This is also a way to monitor the effort of the capacity-building program being supported by the LGU. The water entries, breathing techniques, survival techniques, 10 laps each of all strokes, rescue techniques, lapping on all swimming strokes, and the initial field/area inspection were completed in the three-day Water Safety and Rescue Training. On the other hand, the following activities were accomplished on Swift Water Search and Rescue Training: lecture-discussion and orientation on swift water, then the river crossing formation, defensive swims, use of throwing ropes, night navigation simulation exercise, hypothermia, basic knottying skills, Basic Life Support training, actual scenario and field training exercises (FTX), boat handling techniques, sea navigation, performance of swimming strokes at the ocean, field training exercises at night time, 1-mile swim, and return demonstration of all skills acquired during 1-mile swim. On the last day, March 18, 2023, participants were given certificates of completion, and some participants also received special awards such as 1-Mile swim finisher, Top 3 Awardees, and special awards.

Sa kaniyang pambungad na pananalita, tiniyak ni Mayor Jose Padrid na mas paiigitingin pa ng kaniyang pamunuan ang talento ng Bayenos sa sports. Binigyang-diin din niya na mabibigyan ng pagkakataon ang bawat manlalarong Bayeno nang hindi alintana ang edad. Sa katunayan, mula 26 anyos pataas ang ‘qualified’ sa paglalaro sa nasabing torneyo sapagkat naniniwala ang punong bayan na hindi hadlang ang edad upang maipakita ang husay sa larangan ng basketball. The Department of the Interior and Local Government (DILG) - Los Baños, in collaboration with the Local Government Unit (LGU), conducted a two-day activity entitled "Enhancement Training on Katarungang Pambarangay and Orientation on People's Law Enforcement Board (PLEB) cum Ugnayan sa Barangay" last July 20-21, 2023. The event took place at the scenic Lady Ester Grand Villa Resort and Farm, located in Barangay San Jose, Sta. Cruz, Laguna. The main objective of the enhancement training activity was to provide knowledge and skills to the members of the Lupong Tagapamayapa. The training aimed to equip them with a comprehensive understanding of the guidelines and processes related to Katarungang Pambarangay (KP) and the role of PLEB in the municipality of Los Baños. Engr. John M. Cerezo, the DILG Laguna Provincial Director, graced the event with his presence and delivered an opening message. He emphasized the significance of the Lupon's role in hearing cases and maintaining peace and order in the barangay. Atty. Roberto Oliva, the PLEB Chairperson, along with PLEB Members PB Rolando Erroba and Ms. Marla Annie Magcalayo, shared their insights during the event. Ms. Magcalayo, in particular, highlighted that as of July 21, 2023, the Municipality of Los Baños reported zero cases. She expressed that their mantra in PLEB is to support the good cops, ensuring they remain good, and they have implemented various peace programs in the municipality. Ms. Evelyn Gironella-Sales, the PLEBAL President, commended the efforts of the PLEB Members in the Municipality of Los Baños. She stressed that PLEB's significance extends beyond just the knowledge of the Barangays, emphasizing the importance of involving the community, particularly the Home Owners Associations and Transport Associations, as they are frequently in contact with the police. Atty. Oliva conducted an interactive and comprehensive discussion on the nature, background, and operations of PLEB proceedings. He addressed various topics, including the review of RA 8551 (PLEB Law), and the different cases falling under PLEB jurisdiction. In the latter part of the activity, Ms. Justina Malinao, the Lupon Tagapamayapa Federation President of Los Baños, led the finalization of planned activities for CY 2023-2024. The session also served as an open forum for Lupon members to discuss common dilemmas and challenges faced in their respective Barangays. MLGOO Michiko Escalante actively participated in the forum, answering questions and providing clarifications on topics such as honorarium and additional benefits for the Lupons, the Simplified Manual of Operation for Katarungang Pambarangay, Internals Rules and Procedures of Lupons, and IEC Materials. Ms. Escalante also took the opportunity to discuss the Katarungang Pambarangay Law, stressing its vital role in resolving disputes within local communities and promoting peace. She emphasized that parties involved in disputes should aim to amicably resolve their conflicts at the barangay level before elevating the matter to the formal court system. The event concluded with closing remarks delivered by Ms. Miraflor O. Tado, Chief of Staff on behalf of Mayor Anthony Genuino. She expressed her gratitude to all participants for their dedication to learning and being capacitated in the Katarungang Pambarangay Law. Empowering Stakeholders: A Recap of Capacity Development Initiatives for Peace and Progress in Los Baños Before 2023 ends, the Municipal Peace and Order Council ensures the continuing education of the different stakeholders implementing peace and order in the community. Several trainings were conducted such as Enhancement Skills Training for Barangay Tanods, Orientation on Small Claims Court Procedure for Lupong Tagapamayapa, Anti-illegal Drugs Operations Procedure for MPOC, MADAC, PLEB and Barangay Officials, and Reorientation on Community Based Drug Rehabilitation Program and BADAC Functionality Audit to Barangay Officials. The Peace and Order Council through the leadership of Hon. Anthony F. Genuino, initiated these capacity development activities to improve the performance of all stakeholders for peaceful and progressive Los Baños. Muling Pagtatasa: Pagsasanay sa Pangangasiwa ng Barangay Nagkaroon din ng pagtalakay si G. Napoleon Islan, CPA, Punong Tagatuos ng Lungsod, tungkol sa DILG Memorandum Circular 2023-047. Ang nasabing memorandum ay nagtatakda ng mgaalituntunin para sa tamang pagsasagawa ng turnover ng mga pag-aari, opisyal na tala, at responsibilidad ng mga barangay kaugnay ng nalalapit na eleksyon ng mga opisyal ng Barangay at Sangguniang Kabataan sa Oktubre 2023. Layon nito na tiyakin ang maayos na pagpapatuloy ng serbisyong pampubliko sa mga komunidad sa kabila ng posibilidad ng pagbabago ng mga halal na opisyal. Sa ikalawang araw ng pagtitipon, ipinakita ni G. Jose Manuel Bonagua ang mga kapansinpansing tala ukol sa isinagawang Table-top Assessment para sa 2023 Seal of Good Local Governance for Barangays. Ang mga puna ay magsisilbing input para sa mga susunod na hakbang ng mga barangay tungo sa mas epektibong pamamahala at paglilingkod. Bilang bahagi ng pagwawakas, pinangunahan ni Kgg. Art Joseph Francis Mercado, Punonglungsod, ang pagkilala sa mga natatanging barangay na nagpakita ng mataas na antas ng kakayahan sa nagdaang Barangay-based Institution Functionality Audit. Binigyang pugay niya ang mga Punong Barangay, mga kasapi ng Sangguniang Barangay, mga Kalihim, at mga Ingat-Yaman, sa kanilang dedikasyon at pagsusumikap para sa kaligtasan, kapayapaan, at kaayusan ng Lungsod. Sa kanyang mensahe, hinimok ni Kgg. Art Mercado ang lahat ng mga barangay na patuloy na maging bahagi at suportahan ang pangunahing adhikain ng Lungsod ng San Pedro upang manatili itong #UnaSaLaguna - isang huwarang halimbawa ng epektibong pamamahala, malasakit sa mamamayan, at pagsusulong ng progresibo, mapayapa, at makatarungang pamayanan. Ang nasabing gawain ay pinangunahan ng Department of the Interior and Local Government (DILG) at ng City Peace and Order Council noong ika-3 hanggang ika-4 ng Agosto 2023, sa Summit Ridge Hotel, Lungsod ng Tagaytay, Cavite. Sa unang araw ng pagtitipon, nagbigay ng inspirasyonal na mensahe si Engr. John M. Cerezo, Panlalawigang Patnugot ng DILG Laguna. Ipinarating niya ang pasasalamat sa walang sawang suporta ng mga barangay sa mga mandato at gawain ng Kagawaran. Isa itong patunay na ang mga barangay ay may mahalagang papel sa pagpapaunlad at pagpapalaganap ng maayos na pamamahala sa komunidad. Isinagawa rin ang isang talakayan ukol sa mga bagong ordinansa at resolusyon na ipinasa ng Sangguniang Panlungsod. Binigyan ito ng pansin ni Kgg. Atty. Mark S. Oliveros, kung saan naging platform ang pagtalima sa mga regulasyon at polisiya upang mapanatili ang kaayusan at kaunlaran sa Lungsod. Si Gng. Enelyn DS. Abaigar, Ingat-Yaman ng Lungsod, ay nagbahagi tungkol sa DILG Memorandum Circular 2022- 027 na naglalayong mas mapalawak ang Barangay Full Disclosure Policy.
