School-Based Management
Principle 1
Leadership and Governance

The School-Based Management (SBM) is a program
that empowers school stakeholders in implementing

school programs, projects and activities (PPAs)
and responds to learning needs.

Coinciding the implementation of SBM, the schools
are required to keep and preserve the 3-year
documents for future reference,
hence for data banking.

The SBM has 4 four principles. Of the 4 principles,
the Principle 1 - Leadership and Governance has the
summation of all the PPAs. It is primarily included in

the Approved School Improvement Plan (ASIP)
and Approved Annual Implementation Plan (AAIP).

These two plans were mindfully and cautiously
crafted by the past stakeholders under the

leadership of Dr. Ruel D. Lingad, school principal
from school year 2017-2020.

It was then revised and enhanced under the
current school principal,
Mrs. Marjorie M. Palomo.

The enhancement of the ASIP and AIP is obligatory
because some educational needs are needed
to be aligned to the present condition
for the benefit of the school stakeholders
especially, the diverse learners.
The approval of the
School Governing Council was sought
during the revision of the two school plans.

Principle 1 preserves the records of the Office
Performance Commitment and Review Forms

(OPCRF) of the school heads and teachers.

The narrative report on the PPAs for the schoolyear
2019-2020 had been accomplished

with proper actions, and documentation.
They can be located in the Principle 1 documents.

Programs like SPARDO, REAPER, ECARP, RISE, NAP,
SALE and TEACH were implemented in all grade
levels to improve teaching-learning practice.

Other perennial programs like Gulayan sa Paaralan,
Wash in Schools, School Feeding Program,
and Disaster Preparedness were
also implemented and recorded.

The School-Based Implementing Guidelines on
Child-Protection Policy, Anti-Bullying were
emphasized in the
Guidance and Counseling Program.
To facilitate the school policy on the

child-friendly environment, the School Handbook
was distributed to learners and parents
during the HRPTA Meetings.

Principle 1 also stores the ratings of teachers and
school heads in the file of RPMS OPCRF and IPCRF.

The compilation of the artifacts and means of
verification for the SBM is a reminder
that the school head, teachers,
pupils, parents and other stakeholders
had contributed to the

making of history for this academic year.

FORMULATION OF SCHOOL PLANNING and PROJECT TEAM

1. Pursuant to Republic Act No. 9155 known as Governance of Basic
Education Act of 2001, this policy aims to strengthen School-Based

Management (SBM) by further devolving the governance of education to schools,
empowering school teams and personnel, expanding community participation and
involvement, and making the delivery of education services to the learners more
responsive, efficient, and effective through an enhanced school planning and
communication process.

2. The School Improvement Plan (SIP) is a roadmap that lays down specific
interventions that a school, with the help of the community and other
stakeholders, will undertake within a period of three consecutive school years.
The implementation of development activities integral to it are in the school. SIP
seeks to provide those involved in school planning an evidence-based, systematic
approach with the point of view of the learner as the starting point. Ultimately, it
is envisioned to help schools reach the goal of providing access to quality
education.

3. Schools shall begin a new SIP cycle using the enhanced planning process in these
guidelines by January 2019 (the start of the SIP cycle). Schools are asked to
begin using the SIP Guidebook to update their current Annual Improvement Plan
(AIP) and to create the SRC.

4. The participation and involvement of the school head, teachers, and staff in the
planning and implementation of the SIP and SRC may be included in the Results-
Based Performance Management System (RPMS) as performance objectives
under corresponding Key Result Areas. It can be incorporated in the Individual

Performance Commitment and Review Form (IPCRF) of teachers and staff or in

the Office Performance Commitment and Review Form (OPCRF) of the school
head.
5. Planning and implementation of school improvement projects that address
problems related to the teaching-learning processes should involve the members
of the schools LACs. In the same way, activities of LACs should be aligned to the
SIP or AIP. LAC members may also include reports of their activities in the SRC.
6. By virtue of this memorandum, this office announces the Formulation of School
Planning and Project Team as partners in the crafting of the Enhanced School
Improvement Plan 2019-2022 which aims to :

a. orient the team on SIP process;
b. form School Planning and Project Team ;
c. mobilize the stakeholders to support the programs, project;

and activities of the school.
d. develop strong partnership with the stakeholder.
7. In line with this, all concerned are invited to join the meeting on January 18, 2019,
Friday, 3:00PM – 5:00PM at the SBM Room of AGLES, Poblacion Mariveles, Bataan.
8. Immediate dissemination of and strict compliance with this memorandum is
directed.

Narrative Report: The formulation of School Planning and Project Team started with a brief
discussion on the overview of ESIP its importance, the development

and implementation process and cycle – ASSESS, ACT and Plan The meeting
focused on the formulation of the school planning and project teams. The
members were likewise informed on the following matters.

- Time table in the preparation of SIP and AIP
- Attendance
- The value of their participation and cooperation

The formulation of the School Planning and Project was successfully
conducted. All the attendees were present. The meeting adjourned at

5:06 pm.

Narrative Report:
To start the identification and review of school priority improvement
areas Sir Ruel D. Lingad discussed the summary of gathered data in the
School Community Template, presented the the SRC and the current status
of the school. To come up with the PIAs the following concern were given
emphasis.

 most pressing needs / problems
 the most alarming in the data
 what needs most improvement
 academic/ literacy / numeracy and health status of the school
After the identification of PIAs the SPT members determined which of
the formulated and identified areas should be given the topmost priority by
considering the strategic importance, urgency, magnitude and feasibility.

The following are the identified PIAs
 dropout rate
 promotion rate
 Achievement rate
 Presence of non- readers
 Poor Nutritional Status
 Safe learning environment
 Performance level in Math , English and Science

DEVELOPMENT OF PROJECT DESIGN

1. Pursuant to Republic Act No. 9155 known as Governance of Basic
Education Act of 2001, this policy aims to strengthen School-Based

Management (SBM) by further devolving the governance of education to schools,
empowering school teams and personnel, expanding community participation and
involvement, and making the delivery of education services to the learners more
responsive, efficient, and effective through an enhanced school planning and
communication process.

2. The School Improvement Plan (SIP) is a road map that lays down specific
interventions that a school, with the help of the community and other
stakeholders, will undertake within a period of three consecutive school years.
The implementation of development activities integral to it are in the school. SIP
seeks to provide those involved in school planning an evidence-based, systematic
approach with the point of view of the learner as the starting point. Ultimately, it
is envisioned to help schools reach the goal of providing access to quality
education.

3. Schools shall begin a new SIP cycle using the enhanced planning process in
these guidelines by January 2019 (the start of the SIP cycle). Schools are asked
to begin using the SIP Guidebook to update their current Annual Improvement
Plan (AIP) and to create the SRC.

4. The participation and involvement of the school head, teachers, and staff in the
planning and implementation of the SIP and SRC may be included in the Results-
Based Performance Management System (RPMS) as performance objectives
under corresponding Key Result Areas. It can be incorporated in the Individual
Performance Commitment and Review Form (IPCRF) of teachers and staff or in

the Office Performance Commitment and Review Form (OPCRF) of the school
head.

5. Planning and implementation of school improvement projects that address
problems related to the teaching-learning processes should involve the members
of the school’s LACs. In the same way, activities of LACs should be aligned to the
SIP or AIP. LAC members may also include reports of their activities in the SRC.

6. By virtue of this memorandum, this office announces the conduct of
Development of Project Designs in line with the crafting of the schools
Enhanced School Improvement Plan 2019-2022.

7. In line with this, the SPT members are invited to join the meeting on March 1 ,
2019, Friday, 3:00PM – 5:00PM at the SBM Room of AGLES, Poblacion Mariveles,
Bataan, which aims to ;

a. review the general objectives and designs of PIAs;
b. formulate solutions; and
c. develop and formulate project design.
8. Immediate dissemination of and strict compliance with this memorandum is
directed.
