Mrs. Beverly L. Hatcher, President of The Golden
Triangle Minority Business Council

Beverly L. Hatcher has served as the President and CEO of the Golden Triangle
Minority Business Council (GTMBC), Inc., since June 1, 1990.

Hatcher has led the Council as President, and is quick to say, “the Council is
proud to be the leader along the Gulf Coast region advocating small businesses
to reach their full potential.” Over the years the Council has helped to educate,
promote, and develop minority owned, women owned, HUB’s, disadvantaged
businesses, Veteran owned, and all small business enterprises by providing a
variety of programs, services, and business opportunities. As a seasoned
business enthusiast, Hatcher continues to have a vast array of network
connections to help businesses to ensure that their entrepreneurial spirit will be
nurtured, in order for them to be prepared and successful for inclusion and
economic growth.

Through Hatcher's leadership, the Council was honored and proud to announce
in 1999, its selection as a recipient of a 5-year award from the U. S. Small
Business Administration as an SDB (Small Disadvantaged Business) Private
Certifier. Most significant about this award was that the Council was one of only
29 business agencies chosen out a field of 346 applicants across the United
States. As President of GTMBC, Hatcher provides access to the Certification
process and information on certified M/WBE/DBE/VET/HUB Small Businesses to
corporations, government entities, and purchasing managers. GTMBC’s
certification process over the past 31-years is recognized throughout Southeast
Texas; along the Gulf Coast; and was accepted in 2013 by the global
corporation, Shell Oil. Fused together within Hatcher’s insightful and discerning
leadership GTMBC celebrated yet another milestone achievement in its years of
history in 2010 to become an approved HUB Certifying Agency for the State of
Texas HUB (Historically Underutilized Business) Program in partnership with the
Texas Comptroller of Public Accounts. With its Texas HUB Program partnership,
the Council has further accelerated its successes beginning in 2013 by hosting a
Texas Statewide HUB EXPO, and was blessed in March 2020 to host the EXPO
with an added “Spot Bid Fair,” for its certified Vendors.

Beverly L. Hatcher is as proud as she is humbled to be a servant leader, and
honored to be recognized as a 2020 Trail Blazer Small Business Advocate by the
Beaumont Branch NAACP, and always acknowledges, “To God Be The Glory!”

The Honorable Bobbie Jackson Pa�erson is a lifelong resident of Beaumont.
She is an ac�ve community volunteer in numerous ac�vi�es and organiza�ons.
A 1969 cum laude graduate of Hebert High School, former Councilwoman Pat-
terson and former Mayor Pro Tem, received her Bachelor of Business Admin-
istra�on Degree from Lamar University. She also completed her Marke�ng
Cer�fica�on from Prairie View A&M University. She re�red as a Marke�ng
Educa�on Coordinator/Teacher in the Beaumont Independent School District.
She has three children, a daughter, Deborah Pa�erson Banks, and twin sons,
Robert L. Pa�erson and Roy L. Pa�erson, Jr. She has five grandchildren and
five great grandchildren.

Former Councilwoman is a member of Greater Good Hope Bap�st Church.
She is currently a member of the Na�onal Associa�on of University Women,
Alpha Chi Zeta-Zeta Phi Beta Sorority, Inc, NAACP, Jonathan Williams Center
for Performing Arts and founder and president of both, 100 Plus Black Women
Coali�on of Beaumont, Inc. and Opera�on One VOTE, Inc.

Brenda and La’Fayette Spivey were married 45 years and he was the love of her life. Brenda has one son,
Michael Joseph Spivey, three grand children - Sarah, Surenity, and Sincere Spivey. Brenda acknowledges that
she has tried to live a purpose driven life to follow God’s lead. Brenda Davis Spivey loves Beaumont, her home
town.

CHIEF EARL WHITE

Earl White was born and raised in Beaumont alongside two brothers (one his twin), and three sisters. He
enjoys baseball, as well as fishing and hunting, but his mother and father instilled in him a sense of personal
responsibility, loved and disciplined him, and stressed the value of hard work and education.

A 1979 graduate of Beaumont ISD’s French High School, his first job was as a general laborer at Gateway
Shopping Center. A music scholarship took him to Houston’s Texas Southern University in 1979 but came
back to attend Lamar University’s Fire Academy 10-week program, graduating in the fall of 1980 and
beginning a career of public service. Ultimately, due to job responsibilities as an Arson Investigator with the
Fire Department, he also graduated from the Lamar University Police Academy in 1991 with the honor of
Valedictorian.

Earl served the citizens of this city for thirty-five years as a Captain in the Fire Prevention Division before
retiring from Beaumont Fire-Rescue. After retirement Earl campaigned and won the elected position as
Jefferson County Precinct I Constable in 2016. He says community service is so important to him because
he wants to make this a community everyone can be proud to live and work.

After serving two and half years as Jefferson County Precinct 1 Constable Earl was chosen from more than
eighty applicants to interview for the position and later out of thirteen candidates interviewed, Earl was
appointed by the City Manager as the candidate recommended as the next Fire Chief to lead the Beaumont
Fire/Rescue. Earl shares, “It’s a position of destiny, and a position of purpose.” He states, “I enjoyed a
wonderful career with the Beaumont Fire Department, and “I want every young man and woman to enjoy
the same career as I have.”

Earl credits his success with good mentorship and understanding that it’s important to practice your craft.
His ability to communicate is the greatest strength he brings to position. “The city made an investment in
me, now I’m going to make an investment in the city,” “I want the entire community to understand, we’re
going to build a department that the personnel of the department can be proud of therefore, make our city
PROUD.” Earl’s personal statement to young women and men who chose public service is, “You chose
public service, public service did not choose you.” Chief White’s desire is to be the best fire chief, building
trust through service. Earl would like to be remembered as an honest man whose word is his bond.
Married for 29 years to Marilyn Pace-White, their son Randall E. White attended Beaumont ISD schools
before going on to graduate from Prairie View A & M University. He and his family are members of
Progressive Missionary Baptist Church, Port Arthur, Texas.

Retired Director of Library Services – Beaumont ISD

Some Career Achievements: During her career she created and implemented many innovative reading and informational

programs. Among these are the EAGLE (Encouraging and Guiding Literature Experiences) Library Program, More Books in the
Home Program, Helping-Librarian Program, Books are By People Program, Improving the Self-Image of Students Through Multi-
cultural Experiences Program in the Library and implemented automated library management systems and conducted library
management workshops for other school districts state-wide.

A Trailblazer in the Insurance Industry

Vernell is an exceptional salesperson with an extensive list of accomplishments and a bright
future ahead! We look forward to many more years of amazing performance from Mrs. Vernell
Bateaste!

Vernell grew up in Roxie, Mississippi where she learned the values that would shape her into
the successful and competent woman she has become. Alongside her Husband James, a
retired military man who bravely served our Nation for 21 years, raised three boys while
working at a job that did not realize her massive potential.

When a team of NFC employees were working in the local area, they were drawn to Vernell’s
charisma and positivity. Without hesitation, Vernell was offered a job with NFC that would
become the vehicle that allowed her to fully embrace her potential.

Vernell quickly ascended through the ranks of NFC to the point where she would oversee the
Golden Triangle Region and become a crucial member of the NFC family. Now, Vernell is
among the most highly acclaimed salespeople in the insurance industry because of her
dedication and commitment to overcoming obstacles and helping others achieve their dreams
with NFC. Along with numerous awards for being the Top Manager, Top Salesperson, and Top
Area in the NFC organization, Vernell is known for developing the most salespeople into
vested agents.

JOE MADISON

Madison has built a legacy of using his voice for those without one. His radio program, “The Joe
Madison Show,” airs nationally weekday mornings on SiriusXM’s Urban View channel 126. During
his four-hour program, Madison, also known as “The Black Eagle,” talks about political and social
issues, brings attention to social injustices around the world, and challenges himself and his
listeners daily to “do something about it.”

Named one of Talkers magazine’s 100 Most Important Talk Radio Hosts nine times, often in the top
10, Madison has interviewed world leaders, including President Barack Obama, among other
notable guests.

A sociology major at Washington University, he was an all-conference running back on the football
team, a baritone soloist in the university choir and a disc jockey at the campus radio station. He
earned a bachelor’s degree in 1971, the first in his family to do so.

He has not forgotten the opportunities he received as a student and continues to give back to his
alma mater. A member of the William Greenleaf Eliot Society, he has generously supported
scholarships, athletics and the Gephardt Institute for Civic and Community Engagement. For the
past two decades, he has interviewed potential students for the admissions office.

He has brought international attention to human rights abuses in southern Sudan and helped free
7,000 Sudanese being held as slaves. In February 2015, he set a Guinness World Record at 52
hours for the longest on-air broadcast, raising more than $250,000 for the Smithsonian’s National
Museum of African American History and Culture. In June 2015, he made history again by
broadcasting live from Cuba, becoming the first American radio host to do so in more than 50
years.
