The following announcement was published March 23rd, 2020 and
essentially rendered much of the information in this Annual,
immaterial. We decided to publish the Annual anyway, on a
reduced run, in order to properly recognize past achievements
and for continuity.
OLBA Contingency Plans for 2020 COVID-19
In the interest of keeping our Athletes, their families and all members of the Ontario
community safe the following contingency plans have been decided by the OLBA Board
of Directors.
The OLBA Board has decided to suspend all OLBA
sanctioned Bowls activities.
This decision was made to reflect the best advice that we are being given from our
National and Provincial Health Authorities (It should be noted that Bowls Canada
Boulingrin has also cancelled the 2020 National Championships). Any activity bringing
groups of people physically together increases the risk and intensity of COVID-19
infection. This applies to lawn bowls, especially given the demographics of our
membership. OLBA will continue to monitor and seek Health Authorities’ advice before
deciding to lift this suspension.
OLBA sanctioned activities include all Provincial and District Playdowns, all Clinics,
Camps and Seminars. Furthermore, OLBA urges all member clubs to restrict activities
to grounds keeping and maintenance. We will be publishing guidance on the minimum
care needed for greens and how that can be done in a proper, social-distancing manner
shortly.
The OLBA Board has waived all club member fees for
2020.
The Board understands that most clubs have fixed costs that have to be met and we
urge members to continue to support their club by paying club fees so that our facilities
and greens are still there for us to enjoy after this crisis subsides. We will be publishing
guidance to club executives with concrete financial suggestions on matters such as
grants and municipal concessions.
A revised OLBA budget showing reduced revenues and expenses for certain fixed and
unavoidable costs has been prepared for the above contingency. We will also be
discussing with our insurance company a reduced rate due to the shortened or cancelled
season, however we keep coverage for required greens maintenance at the clubs. The
Ministry of Heritage, Tourism, sport and Culture have advised that they will continue to
support the Ontario Amateur Sport Fund at existing levels.
The scheduled OLBA Spring meeting in Woodstock is
cancelled.
Arrangements are currently underway to provide elections and we are reaching out to
Club Presidents and proxies to enable electronic voting for the appointment of both
Board members and the Auditors. In lieu of the scheduled AGM meeting OLBA will use
our web site, OLBA.ca and social media to continue to provide members with ongoing
updates. Please check these periodically.
Formation of a COVID-19 Committee.
We have formed a COVID-19 Committee for the purpose of addressing the concerns of
clubs and bowlers affected by the public health emergency. Ralph Ellis (Chair) and Nan
Hendren have been appointed to ensure Member Clubs are provided with updates on the
developments of COVID-19 in a timely manner.
Greens Support.
The Greens committee will be contacting Guelph University and with their assistance will
be developing a greens maintenance program to provide guidance to all clubs on the
minimum amount of maintenance required to keep them healthy during this period of
shutdown.

President’s Message
2020 will be a year of excitement, challenge and change for our sport.
We expect to introduce nearly 1,500 new members to the sport of lawn
bowling in Ontario and we want their experience to be fun, safe, social,
and as competitive as they desire. Our challenge is to entice new and
existing members to become lifelong devotees. Your 2020 OLBA Annual
is packed with information for all bowlers wanting to play, have fun, and
compete.
Safe Sport is an important idea that OLBA fully supports. It is essentially
about the bowler’s right to enjoy our sport in a safe environment that is
respectful and free of bullying, abuse, harassment or discrimination. This
right is fundamental and applicable whether the bowler is 8 or 80. The
Annual will outline some of the key aspects of our Safe Sport program
including the Screening Policy (with an offer of financial assistance for
clubs) and implementation of an independent complaint review process
in conjunction with BCB in the coming year.
Last year we fully reviewed our existing championships structure. Our
goal was to create a supportive environment for skill development,
competition and engagement. We recognize that long term development
is a journey, and all parts of the journey from first bowls, to learning rules,
to training and competing are equally important. Significant 2020
changes include direct entry into the Provincial Championships for the
Major events (Open Fours, Pairs and Singles) as well as the introduction
of Provincial Triples and Novice Combo Fours. These are all detailed in
the Annual. I also refer you to the Resources section for information
about various development clinics available.
Finally, I want to acknowledge all of the fantastic volunteers across the
province for the hours of commitment that create better bowling
experiences for all members of the OLBA. I also want to acknowledge
the members of the OLBA Board for their tremendous effort in supporting

Ontario Lawn Bowls Association (OLBA) is the controlling
body for lawn bowling in Ontario, in affiliation with Bowls
Canada Boulingrin, one of the national associations
comprising the World Bowls board.
OLBA Mission and Goals
Mission Statement
To promote, encourage, co-ordinate, and administer the sport of Lawn
Bowls and provide opportunities for all bowlers in Ontario to participate at their
level of interest and ability.
OLBA Goals
To encourage and assist the growth and development of the sport of
Lawn Bowls in all parts of Ontario at all levels;
To promote and encourage the maintenance and creation of club
facilities (outdoor and indoor) in Ontario;
To promote and encourage fair play at all levels of the sport, from club
bowling to national and international competition;
To develop leadership within the sport by providing opportunities for the
training of coaches, umpires, officials and club/district provincial
administrators;
To develop business plans and implement revenue generating
programs leading the organization to financial self-sufficiency;
To service all members from an identifiable servicing point, effectively
promoting programs for members at all levels.

Did you know...
The “new” O.L.B.A. was formed in 1930 and held the 1st Ontario Lawn
Bowls Championships in 1931. The peak club membership was achieved
in 1948 when 231 clubs had joined. It is interesting to note that in 1943
there were over 300 greens known to be used, but only 12 met the
regulation 126' size.

Nomination
Any nomination of an individual for election as a Director will include the
written consent (signed) and a brief resume of the nominee which must be
submitted to the OLBA Head Office fourteen (14) days prior to the Annual
Meeting. All nominees must be willing to undergo a police check per the
Screening Policy.
Circulation of Nominations and Platforms
Valid nominations will be circulated to all voting members.
Nominations from the Floor
Individuals will not be nominated from the floor of the Annual Meeting
except in the case where there is a vacant position and no nominees.
Composition of the Board
The OLBA Board of Directors of the Corporation will consist of:

Election
The election of directors will take place at each Annual Meeting of
members.
Terms
Elected Directors will serve terms of two (2) years and will hold office until
their successors have been duly elected in accordance with these Bylaws, unless
they resign, or are removed from, or vacate their office. No Director will serve
more than eight (8) consecutive years as a Director.
Did you know...
The earliest lawn bowling in Ontario originated in the latter part of the 18th
Century, consisting of United Empire Loyalists, who left the United States at
the time of the American Revolution and settled in the Niagara District.
Bowls, rudely carved from chestnut tree wood, were covered with a
coating of whitewash. Apparently, the whitewash was employed to
protect the bowls from the area beavers, who mistook them for snow balls
and therefore, did not use them in their dams.

Membership
Important Club Deadlines:
May 15: Remittance due by May 15th (a post-dated cheque to June 15th
will be accepted).
All summer: Adjustments to membership (additions or deletions) and extra fees
owing.
August 31: Request for credit of affiliation fees
November 1: Send Club Executive update
Invoices
Invoices will be sent by email in late March. Mail post-dated cheque to the
address indicated by May 15th prior to the start of playdowns. Should there be a
large difference in membership, your cheque will be destroyed upon receipt of a
revised cheque. If a club has not paid the fees, their members are not
eligible to enter District Playdowns.
Indoor Clubs
Clubs that operate from September to April must submit a list of members
and pay affiliation fees for participants who did not belong to a club during the
summer bowling season.
Stickers
Stickers will show the district number. Members can only have one
sticker in the district in which they choose to participate in District
Playdowns.
Update Club Membership
Adjustments to membership (additions or deletions) should be submitted
soon after registration and throughout the season but no later than August 31st.
No credit will be allowed after August 31st. A penalty of $ 20.00 per month will
apply for late reporting. Clubs who do not send their final membership update
before the deadline will not be considered for OLBA membership awards.
Social Membership
Add $10 per person to your invoice for social members who do not go on
the greens but require liability insurance coverage. Send a list of social members
with your club update.
Please note that failure to register these individuals leaves the club & directors
liable for any mishap that occurs while they are on the property.

Clubs will make cards for new members and individuals who have lost
their card. After the club update, add registration number and year joined in
brackets example: 847550 (2020). File posted on olba.ca.
Reconcile Membership Numbers
If you have more members than you paid for, remit OLBA affiliation fees
for the additional members no later than August 31st.
Credit Request
August 31st - Final request for credit of affiliation fees if membership is
lower than previous year. No credit allowed after August 31st.
Club Executive Update
Send club executive changes to ([email protected]) before November
1st. Please use registration numbers and add email addresses.
This information is needed to update the database and will be used for
club mailings, newsletter distribution and in preparation of the OLBA Annual.
Please check your club information posted on the olba.ca web site and
printed in this Annual. Send updated information to your District Rep who will

Safe Sport & OLBA
Sports are a critical part of many people’s lives. They provide fitness,
enjoyment, excitement and social benefits. But those benefits may only be truly
enjoyed in an environment that is safe and inclusive. Too often in the recent past,
we’ve seen distressing news about abuse, preventable injury, harassment,
discrimination and bullying. We may have even experienced it.
“Safe Sport” is the banner used by sports and governmental agencies
internationally to denote significant reforms designed to address these issues.
The Governments of Canada and Ontario have already implemented massive
reforms at the national and provincial level as part of the Ontario Amateur Sport
Fund compliance requirements for accredited provincial sports organizations. We
can expect this trend to continue and for sports organizations at all levels to be
held to higher standards of accountability. Ontario lawn bowling will be no
exception.
OLBA Commitment to Safe Sport
Everyone has the right to enjoy the sport at whatever level or position they
participate.
Bowlers, coaches, officials and volunteers have the right to participate in a
safe and inclusive environment that is free of abuse, harassment, discrimination
and bullying as defined by OLBA policies.
The welfare of everyone involved in the sport is a foremost consideration
and in particular the protection of youth and other vulnerable athletes is the
responsibility of each individual, member and special interest group in the athletic
community.
The adoption of the OLBA Screening Policy is a vital part of ensuring a
safe sporting environment. While the Policy is focused on the OLBA Board,
coaches and umpires, we strongly urge all clubs to adopt their own Screening
Policy (a sample Policy can be found later in this section).
The OLBA standard for all coaches at all levels is that they have the
appropriate National Coaching Certification Program (NCCP) training AND that
they have completed the Respect in Sport training (new). Details of how to
access this online training will be available to coaches through the BCB web
portals.
These principles are also defined by the Ministry of Heritage, Sport,
Tourism and Culture Industries through the Ontario Amateur Sport Fund which
provides grants to the OLBA and other recognized Provincial Sports
Organizations.

Sample Club Screening Policy
The club understands that screening personnel and volunteers is a vital
part of providing a safe sporting environment and has become a common
practice among organizations that provide programs and services to the
community.
Definitions
The following terms have these meanings in this Policy:
a) “Criminal Record Check (CRC)” – A search of the RCMP National
Repository of Criminal Records to determine whether the individual has
a criminal record
b) “Vulnerable Sector Check (VSC)” – A detailed check that includes a
search of the RCMP National Repository of Criminal Records, local
police information, and the Pardoned Sex Offender database
Application of this Policy
This Policy applies to all individuals whose position with the club is one of
trust or authority which may relate to finances, supervision, minors, or people
with a disability.
Not all volunteers associated with the club will be required to obtain a
CRC or VSC because not all positions pose a risk of harm to the club or to its
participants. The club will determine which individuals will be subject to screening
using the following guidelines:
Group 1 – Individuals in a supervisory role, directing others, involved with
financial/cash management or having limited access to minors or people with a
disability. Examples:
a) Event organizers
b) Markers, umpires or volunteers with short term access to minors
c) Board members (executive and non-executive)
Group 2 – Individuals who have frequent access to minors or people with a
disability. Examples:
a) Coaches
b) Volunteers, umpires and markers who could be alone with minors.
Policy
It is the club’s policy that:
a) Group 1 individuals will complete and provide a CRC
b) Group 2 individuals will complete and provide a VSC

Screening Accountability
The implementation of this policy is the responsibility of the club board, or
designate(s), who are responsible for reviewing all CRCs, VSCs, and based on
such reviews, making decisions regarding the appropriateness of individuals
filling positions within the club. If necessary, clubs may consult with the OLBA
Governance Director.
How to Obtain a Criminal Record Check or Vulnerable Sector
Verification
First, ask the individual if they already have a CRC or VSC they obtained
with another organization. If it is over 2 years old, have the individual fill out a
screening disclosure form (available from olba.ca/by-laws--policies.html >>
Download OLBA Screening Policy).
CRCs can be obtained from local police organizations (online or in
person), or from a 3rd party (like sterlingbackcheck.ca/landing-pages/o/olba/
which is used by Bowls Canada and OLBA).
VSCs must be obtained from a police organization (in case fingerprints
are required). Costs and durations vary with most police organizations providing
them to volunteers at a discounted price (free in some cases). Volunteers will
need a signed letter from their club confirming their volunteer status (sample also
available from olba.ca/by-laws--policies.html >> Download OLBA Screening
Policy).
Procedure for Subsequent Reviews
Unless the Board or designate(s) determines, on a case-by-case basis, to
modify the submission requirements, individuals are required to submit a
Screening Disclosure Form every three years.
Records
The Screening requirements defined in this policy should be reviewed and
noted in a confidential manner. At a minimum, the following should be recorded:

Position being screened for
Date of review
Date of police check
Name of organization that provided check
All records must be maintained in a confidential manner and must not be
disclosed to others except as required by law, or for use in legal, quasi-legal, or
disciplinary proceedings.

Screening Policy: OLBA Subsidy
To make the screening process easier, the OLBA will reimburse clubs up
to $15 for each background check paid until June 30, 2020. We have set a
deadline to encourage people to get this done now. The OLBA has set aside
$30,000 to assist clubs in getting these checks completed.
How does this work in practice?
Each individual would get the background check on their own, either
through the local police force or through an online service. The individual would
submit the receipt along with the background check to their local club. After all
the background checks are done, the club would submit all the claims at one time
to the OLBA Treasurer along with the individual receipts.
Keep in mind that your credit card slip is not an acceptable receipt. The
receipt must indicate what has been purchased. Claims submitted without proper
documentation will not be paid. Reimbursements will be paid back to the clubs
who either will keep the money if the club paid for the background check or give it
to the individual if he/she paid for the background check.
Who pays at the club level?
This will depend on your local club’s policy. Some clubs will have the
individual pay the amount. Some will accept the background check as a club
expense and will pay it for the individual whether it is a Group 1 or Group 2
check. Having the club pay for the background check as a club expense will
remove potential resistance from club members.
Following through on this policy protects your clubs legally and shows that
you have done your due diligence. It also helps ensure that the people who play
at your club have the best possible experience, free from harassment and abuse.

Frequently asked questions
How long does the screening process take?
o Police background checks typically require 24 hours (for Sterling
BackCheck) to a couple of weeks. Delays may occur if you are
required to attend for fingerprints, responses from the RCMP or
other agencies or a large volume of requests.

Can we rely on checks that the member had previously had done?
o As long as it is less than 2 years old, this is acceptable. Note that
in this case we recommend that the member completes a
screening disclosure form.
It’s already really hard to get volunteers. Won’t the need for police
checks just make it harder?
o Many of your potential volunteers will be familiar with this process
having already been asked elsewhere. Others will appreciate that
this requirement comes from a fundamentally good place - our
desire to create a safe, enjoyable bowls experience for all. One
only has to look at current news to see the need. And our subsidy
arrangement is intended to at least ease the burden on member
clubs and volunteers.
Code of Conduct and Ethics

This policy ensures a safe and positive environment by making
individuals aware that there is an expectation, at all times, of appropriate
behaviour consistent with the OLBA core values. The OLBA supports
equal opportunity, prohibits discriminatory practices, and is committed to
providing a safe environment in which all individuals are treated with
respect and fairness.
The OLBA upholds the rights of all individuals (as prescribed in the
Human Rights Code) and will not tolerate disrespect towards any
persons including any behaviour that constitutes harassment, sexual
harassment, violence or discrimination as defined in the Policy. The
OLBA expects all Members, Coaches, Athletes, Parents/Guardians and
Spectators to adhere to these principles and to take steps to prevent
and correct any such behaviour. This includes any such behaviour
exhibited by way of social media.
The OLBA will not tolerate the non-medical use of drugs or the use of
performance enhancing drugs. Participants are expected to refrain from
the consumption of alcohol or use of tobacco, tobacco products
including vaping or recreational drugs.
The OLBA expects all participants to demonstrate the spirit of
sportsmanship, sport leadership and ethical conduct.

The OLBA adheres to the principles of Safe Sport which protects the
right for everyone to enjoy the sport at whatever level or position and to
participate in a safe and inclusive environment that is free of abuse,
harassment or discrimination. The welfare of everyone involved in the
sport is a foremost consideration. To this end, the OLBA has adopted a
Screening Policy as a vital part of ensuring a safe sporting
environment.
OLBA Board members are expected to act at all times with honesty and
integrity, to be prepared for meetings, to be knowledgeable about the
policies governing the OLBA and to declare any pecuniary or non-
pecuniary conflicts of interest.
Draft Code of Conduct for Individual Clubs
In an effort to assist Clubs with implementing this policy, the following
one-page draft Code of Conduct and ethics is provided. Individual clubs can
revise this to add specific rules for their club and post it in the clubhouse along
with the full Code of Conduct and Ethics Policy:
All members and guests are expected to behave in a respectful and fair
manner at all times
Treat all officials, opponents and teammates with respect and dignity
Abide by the rules of play, the spirit of those rules and sports etiquette
Abide by the principles of Safe Sport

Avoiding Heat Stress
The risk of heat stress is higher when the Humidex is over 30.
Contributing factors include:
Age (over 60 or less than 16);
A low level of physical fitness;
Pre-existing heart or lung disease;
Medications that may be taken for certain medical conditions.
Rest periods and measures to ensure adequate hydration are essential.
Water is an adequate fluid option only for activities lasting one hour or less.
Participants in activities running longer require both carbohydrates and
electrolytes, as well as water replacement.
The OLBA has developed guidelines aimed at reducing the risk of heat
stress during club play, tournaments and district and provincial championships.
These guidelines are intended to assist clubs and championship conveners.
Clubs and districts may choose to establish their own policies.
Rest periods between games should be a minimum of ½ hour; players
should be encouraged to rest in the club house even if it is not air
conditioned;
Humidex readings of 35 to 42 or higher may require an adjustment to
the format of play and length of games;
If the humidex reading is higher than 42, cancellation and rescheduling
of the event may be considered;
If the Air Quality Health Index (AQHI) is forecast to be 6 or higher,
conveners may recommend to players an alternate format or reduction
in the number of ends played in each game;
If one does not already exist, it is helpful for clubs to establish a suitable
location with adequate air circulation.
Players are urged to bring their own drinks, containing small amounts of
carbohydrate and electrolytes. All drinks should be cooler than the ambient
temperature. Hats should be well-vented and have wide brims to protect the neck
and ears. Sunscreen (at least SPF 30, with UV protection) is also important.
OLBA encourages each club to purchase a humidex meter in order to
assess the risk of holding an event, or continuing if one is already underway.

HALL of FAME
2018 was the inaugural year for the OLBA Hall of Fame. Induction into
the Hall of Fame celebrates outstanding athletes in the player, legacy
player and builder categories. Inductees reflect excellence of play
provincially, nationally and internationally as well as contributions to the
sport on behalf of the Province of Ontario.
In 2020, the Ontario Lawn Bowls Association is proud to induct the
following members into the Hall of Fame, and to announce a new
category to recognize achievements in Long Term Athletic
Development (LTAD).

Volunteer of the Year
Every club across the province has volunteers that go above and beyond
the call of duty. Most clubs or organizations can't function without these
tremendous individuals. If your club has someone within it, who you feel is
deserving of the highest recognition that our sport has to offer, please complete
and submit the Nomination Form at olba.ca/volunteer-of-the-year-award by
November 30.
Criteria for selection:
Nominee must be a volunteer, not a paid administrator or a current
OLBA Board member
Accomplishment or contribution must be above and beyond the
expectations of their position.
Nominee must have made an identifiable and significant contribution to
a specific Lawn Bowls project or program
Accomplishment may be the culmination of projects or programs over
an extended period of time.
Nominee may be an outstanding volunteer at club level, etc.
Assessment of the nominee will be made only on the information
supplied with the Nomination form.
Nomination forms are to be completed and submitted by November 30.
The winner of the Volunteer of the Year Award is announced at the OLBA annual
spring meeting. Winner of the VOTY receives a certificate of appreciation and a
monetary prize.

YOUTH
BOWLER OF THE YEAR
The 2020 Earl Mayer Youth Bowler of the Year will be
determined by a points system.
Bowlers 12 years old by July 4th, 2020 and under 18 by Jan
1st 2020 are eligible to earn valuable points at each
sanctioned Youth Bowls Tournament across Ontario.
Points are awarded in both the female and male divisions.
All entries earn valuable points. The winner receives ten
points, 2nd place receives nine points, 3rd place eight points
and so on. Each bowler not in the top ten receives one point
for participating. Attend all sanctioned Youth tournaments and
earn 25 bonus points.
The list of Youth sanctioned tournaments is on page 62.
The year-end award is a plaque.
