Dear Friends, Mayor’s Message
Access to transportation is among a community’s most FALL 2016
prized assets, creating competitive advantages and bold
new opportunities while improving our quality of life and 3
ability to connect to the world around us.
In Rialto, proximity to major freeways, rail lines and
major logistics operations are redefining our economy
– connecting employers with employees, spurring new
economic development activity and fortifying our
reputation as a city on the move.
In that vein, I am happy to report that our city is under consideration for a $72 million grant
from the U.S. Department of Transportation to improve the I-10 interchange and Riverside
Avenue – a vital transportation link for Rialto and the region as a whole.
I would like to thank Caltrans and Assembly member Cheryl Brown for their support of
this important project, which, if approved, would reduce commute times, facilitate goods
movement and generate additional jobs throughout the Inland Empire.
It truly is an investment in our future. According to the Southern California Association
of Governments’ recently approved 2016-2040 Regional Transportation Plan/Sustainable
Communities Strategy, every $1 spent on transportation improvements yield a return of
about $2 in the form of reduced congestion, improved air quality, economic development
opportunities and increased worker productivity.
The I-10/Riverside Avenue project also speaks to the importance of freight and goods
movement to our local and regional economy. Directly or indirectly, this industry sector
accounts for one-third of all jobs and economic activity in Southern California, with the
Inland Empire quickly becoming a hub.
Maximizing this opportunity moving forward will require robust investment in our
highways and rail systems to ensure that commuter traffic flow isn’t compromised and
that our air quality doesn’t suffer. Compounding this is the reality that our population is
continuing to grow. SCAG projects that San Bernardino County alone will add 660,000
people between now and 2040.
With that in mind, our proposal seeks to address projected growth in traffic along the
I-10 and the Aqua Mansa Corridor leading into Riverside Avenue. The plan includes
construction of a single span bridge, expansion of the on and off ramps at the I-10 freeway
and expansion of the Union Pacific Railroad bridge.
We’re proud to have played a leadership role in getting the I-10/Riverside Avenue
proposal to this point. Transportation is key to Rialto’s future, and appreciate the federal
government’s consideration of this critical project.

In 1986 the Bethune Center was created out of a need to address the problem of high unemployment
among youth in San Bernardino County. The Bethune Center provides pre-employment skills training
and academic enrichment, along with job search assistance and job development. In a supportive
environment, Bethune Center students learn the correct way to seek employment, and more importantly,
they learn how to stay employed. The Program is designed for youth who want to work but need
additional training and job assistance to find the “Right” job.

Fit 4 Kids is conducted by the Rialto Recreation & Community Services Division at the Rialto Racquet & Fitness
Center. It is a multi-faceted program designed to address the problem of childhood obesity of elementary and
middle school age children in Rialto. Children in the Fit 4 Kids program will receive the physical, educational,
and psychological tools they will need to help them overcome the challenges of obesity. Children will
participate in team sports, individual sports/activities, cardiovascular, strength and full body fitness training.
In addition, they will receive critical education in the areas of health, nutrition and fitness. Finally, parents and
caregivers will be provided with important information on how they can best support their children in their
endeavours to overcome the challenges of obesity and its related physical and emotional problems.

Spotlight Article New Additions
to the Fire Department Fleet

Your Rialto Fire Department will
be welcoming two new fire engines
to its fleet of emergency response
vehicles. Fire engines, staffed with
a Fire Captain (the officer in charge
of the engine and crew), a Fire
Engineer (the driver and operator),
and a Firefighter / Paramedic,
respond to all types of emergency
and non-emergency incidents. Fire
engines carry 600 gallons of water
and a fire pump capable of pumping
1500 gallons of water per minute
when attached to a fire hydrant.
Fire engines are an “all-risk” tool
box carrying a large array of firefighting, rescue, hazardous materials and advanced life support medical
equipment.
The useful life of a fire engine is generally based on the cost to maintain it. Age and mileage combine for
an effective estimate of life span of a fire engine. After approximately 125,000 miles (which usually takes 8
to 10 years) most fire engines will cost more to maintain than to replace with a new fire engine. All but one
of Rialto’s fire engine fleet exceeds this age and mileage threshold. Once these new engines are placed in
service, two existing engines can be placed in a reserve status for use when front-line engines need regular
maintenance or repair. These reserves can also be staffed as additional units during a major emergency.
All of the fire department’s current fire engines are manufactured by Pierce Manufacturing. The two new
engines were also manufactured by Pierce; this brings with it a cost savings in maintenance and operational
efficiency by reducing the need for both operations and repair training to a single platform. Pierce built the
fire engines in their factory in Appleton, Wisconsin. The two new fire engines are also a new specification for
Rialto which brings more maneuverability and more compartment space. This specification has been used by
other fire agencies for an extended period with documented reduction in maintenance costs over the current
Rialto fire fleet.
In an effort to reduce costs fire department staff found that utilizing the buying power of a large cooperative
purchasing group would provide the greatest savings to the City. The City of Rialto entered into an Interlocal
Contract with Houston-Galveston Area Council (HGAC-Buy) to participate in their cooperative purchasing
program. HGACBuy is a “Government-to-Government” procurement service available nationwide. The
benefits of utilizing this cooperative purchasing program is that it assists local governments in reducing
costs by capitalizing on bulk purchasing power and pre-established
competitive bids. The new fire engines cost $624,000 each. Through
design efficiencies and the use of the HGACBuy program the City
realized a savings of $182,000 in the purchase of the new fire engines
over previous purchase processes.
Once the new engines arrive in Rialto they will undergo acceptance
testing and then be outfitted with the essential equipment needed for
your Rialto firefighters to meet their mission. The new engines will be
assigned to Fire Station 201 (131 S. Willow Ave.) and Fire Station 202
(1700 N. Riverside Ave.) and will be out serving the community in the
near future.

from opportunistic thieves with a new vacation program designed to catch
criminals in the act.
Beginning in May 2014, Rialto residents can contact the Rialto Police
Department before leaving for any extended period of time and arrange for
an police officer to place a small tracking device that can be hidden on items
of value that are particularly attractive to burglars, such as home electronics,
safes, or other items.
The motion sensitive device is activated once the resident leaves on vacation.
Any movement of the device will set off a signal that sends a text to both the
resident and the Police Department. Officers tracking software with the device
to quickly locate the stolen property and the thief.

Beautification Commision presented the Holiday Decoration Awards. The Holiday Decoration Awards
program recognizes Rialto Homeowners whose homes had been nominated for their unique and beautiful
display of exterior Holiday lighting. Five beautifully decorated homes were selected by the Commissioners
to receive awards. this is the 15th year the awards have been presented to Rialto homeowners.
The Homeowner’s received a plaque and a
gift card, along with praise from the Mayor and
City Councilmembers for their application in
keeping the holiday spirit alive in Rialto.
This year the Nominations will open on
December 1st until December 20, 2016.

Tumbling
Students will begin to develop a basic comprehension of tumbling skills while they increase
their flexibility and strength. Students will be introduced to the basic positions, drills and

FIT *Rialto Residents only*
A health and fitness program to help youth ages
6 to 15 years overcome obesity. For a limited
time, a special federal grant will pay for your
child to participate in our program. The federal
grant stipulates that the household income for
children participating in the Fit4Kids program must meet low/moderate
income guidelines and participant’s must live in the City of Rialto.
PROGRAM INFORMATION:
• Classes now held at our Community Center
