II. EXECUTIVE SUMMARY

Calendar Year 2020 brought with it many events which significantly affected and
impacted into the lives of people, not only in this country, but around the world. The
spread of Covid-19 virus in the first months of the year and which quickly turned into a
pandemic greatly affected the implementation of ENR programs and projects with the
nationwide implementation of community quarantines and the now and then lockdowns
imposed by local government units. The pandemic, along with natural calamities that
likewise occurred during the year, had restricted movements of personnel in the
conduct of field works. This in turn provided setbacks on both the physical and financial
performances of the three DENR Offices in Apayao. Nonetheless, DENR-Apayao stood
through the rough times and faced all challenges determined to complete targets within
the set period.

Despite the numerous setbacks faced by PENRO and CENRO personnel in the
conduct of field works, brought about by the pandemic, DENR Apayao was still able to
provide ENR services to the I-Apayao’s and attain most of its physical targets per
approved Work and Financial Plan. It was likewise able to comply with SPMS indicators
for the General Administrative Services which includes good governance indicators and
other PBB indicators. For Operations, the CENR Offices were able to complete all their
targets for the year. As to financial performance, DENR-CAR Apayao utilized its
received allotments in accordance to the approved Work and Financial Plan and
approved Annual Procurement Plan for the current year. Authorized expenditures were
properly recorded as obligations of the agency to creditors and were disbursed
accordingly pursuant to existing rules and regulations. All benefits due to personnel
were provided following issued guidelines for their release. These benefits include the
Collective Negotiating Agreement (CNA); Performance Enhancement Incentive (PEI);
and the Service Recognition Incentive (SRI). All of these incentives were paid in full to
all personnel utilizing available savings from the Maintenance and Other Operating
Expense Class.

In undertaking activities to implement Secretary Cimatu’s Ten (10) Priority
Programs, DENR-CAR Apayao started the year with a planning workshop to finally
determine needs, priorities and strategies of the Offices pursuant to the crafted
Implementation Plans during the programming period in the previous year.

For the first three Priority thrusts of the Secretary, Clean Air, Clean Water and
Solid Waste Management, most of the activities conducted are the monitoring of
several establishments in the province granted with Environmental Compliance
Certificates and Pollution Clearance to ensure adherence to set guidelines and the
conditions for the granting of their ECC’s and clearances. The Quarterly water quality
monitoring of classified water bodies in the province by EMB personnel was not
conducted during the year due to travel restrictions and strict health protocols brought
about by the pandemic. Clean-up activities along river bodies and information drives to
communities were regularly conducted instead. Another activity conducted during the
year was the monitoring of the LGU’s compliance to their respective 10-Yr Solid Waste
Management Plan. For this year, three local government units have functional Sanitary
Landfills, while four LGU’s have already identified their respective sites and had these
inspected by MGB personnel. All the Local Government Units in the province have

their Municipal Material Recovery Facilities (MRF), some of which were established with
financial assistance from the EMB. Many barangays likewise have established their
own MRF’s implementing their own solid waste management schemes.

On Priority 4 which is the Geo-Hazard, Ground Water Assessment and
Responsible Mining, one (1) Provincial Mining Regulatory Board (PMRB) Quarterly
meeting was conducted during the year. During the PMRB meeting held in the province
in February 2020 the MGB Regional Director approved documents approving one (1)
Minahang Bayan site at Manag, Conner, Apayao. Henceforth, DENR personnel led by
the MGB embedded personnel conducted regular monitoring of the MB site. Inspection
of sites applied for Commercial Sand and Gravel Permits were likewise conducted
during the year in close coordination with the Apayao PMRB to facilitate processing of
the applications. Likewise, the DENR personnel regularly monitored existing permittees
for Commercial Sand and Gravel extraction jointly with the local government units to
ensure that conditions stipulated in the permits issued are followed and the
corresponding revenues to the local government units are paid.

Under the Modified National Greening Program which is on the Priority Agenda
of the DENR Sec. Cimatu, activities during the year focused on the Protection and
Maintenance of Plantations established in 2018 with a total area of 796 hectares. As of
year -end, all the M& P activities were fully implemented resulting to an average of
87% survival rate and 100% payment to the partner PO’s of their completed activities
corresponding to a total of Php3,980,000.00. The Survey Mapping and Planning of a
total of 1,520 hectares was likewise successfully undertaken and completed amidst
travel restrictions and lockdowns due to Covid-19 imposed in the province. DENR –
Apayao had likewise completed, presented and duly submitted its Five-Year
Reforestation Plan, within the set period. One Seed Production Area was likewise
maintained located at Sta. Elena, Calanasan. During the year, only six (6) Extension
Officers were hired, which were all assigned at the CENR Offices to provide technical
assistance to partner PO’s and assist DENR personnel in the implementation of MNGP
activities.

DENR-CAR Apayao likewise completed the characterization and vulnerability
assessment of the Mannacotae Watershed located within the administrative jurisdiction
of CENRO Calanasan, Apayao. The completion of the activity before its target due date
was affected by the limited movement of personnel due to the community quarantines
wherein residents were not allowed to be moving in an out of their communities.

The Intensified Forest Protection and Anti-Illegal Logging Activities remained a
major focus and a priority concern of DENR-CAR, Apayao during the year. The two
CENR Offices in the province vigorously conducted different forest protection activities
in close coordination with the with law enforcers, LGU’s and other partners. Their efforts
resulted to a total of twenty-four (24) incidents of apprehensions of illegally cut and
transported forest products as of end of the year with a total volume of 25,134.32 board
feet (59.27 cu.m) lumber with estimated value of Php341,699.30. Added to these are
the five (5) units of motor vehicles and eight (8) units of chainsaws used as
conveyances and implements in the illegal activities. The reported apprehensions for
the year posted a significant decrease of 34% from previous year’s recorded volume of
apprehended lumber. This can be attributed to the lockdowns imposed and the
continued presence of forest patrollers conducting visibility and LAWIN patrolling

activities and information drives, particularly within identified hotspot areas. Three cases
for violations of PD 705, as amended were filed during the year, of which all three were
resolved with the conviction of all of the nine (9) respondents of the three cases filed. A
total of twenty-three (23) administrative proceedings were likewise conducted and the
Completed Staff Work submitted to DENR higher offices for resolution.

Despite this accomplishment in apprehensions and cases filed for violations of
PD 705, as amended, DENR-CAR Apayao is still continuously faced with challenges to
protect the vast resources of the province with limited personnel tasked to perform
activities under the Enforcement Sections of the PENR and the CENR Offices. As of
start of the year, there are only 49 organic personnel directly involved in Forest
Protection Activities composed of Forest Rangers, Forest Technicians and Foresters.
The existing regular manpower was complemented by the 97 hired Bantay Gubat, 2
hired Mining Engineers, 2 hired Environmental Management Officers (EnMO’s), and 4
BMS personnel, to ensure enforcement of environmental laws in the province. With this
limited manpower as against a total of about 323,000 forestlands of the province,
resulting to average ratio of 1:2,200 has., management efforts are also focused in
intensifying links with the local government units and other government agencies and
civil society groups to support the agency’s campaign to curb illegal logging activities.
Regular monitoring of areas covered with issued Tenurial Instruments were likewise
regularly conducted by the CENR offices to likewise determine the permittees’
compliance to the area protection and maintenance activities they implement to
safeguard their areas from any forms of illegal forestry acts.

On protected area and biodiversity conservation, another priority concern during
the year, DENR Apayao boosted its efforts for the protection and conservation of
wildlife resources through continuous Communications, Education, Participation and
Awareness activities conducted during the year for different audiences in different areas
in the province. The pandemic did not deter CENRO personnel in conducting field
works to complete targets during the year to include the submission of one Cave
Management Plan for Bellang Cave at Conner, Apayao and the implementation of
activities contained in the Critical Habitat Management Plan of the Calabigan –
Cagandungan Critical Habitat. The concerned CENR Office had likewise submitted
reports on the their monitoring of identified sites of Flying Fox and the survey and
population count of Philippine Eagle sighted within the proposed Critical Habitat at the
municipality of Calanasan, Apayao. Green Guards hired by the local government unit of
Calanasan assisted DENR personnel in the establishment of observation posts and
likewise in the conduct of the survey and population count activities.

During the year, DENR-CAR Apayao also successfully completed all its targets
for the Land survey, disposition and land records management. DENR-CAR, Apayao
accepted, processed and transmitted to Register of Deeds a total of 174 Free Patents
for agricultural lots, 329 Residential Free Patents, and 11 special patents pursuant to
existing laws of the land. The CENR Offices likewise surveyed a total of 356 residential
lots and 104.234 hectares of agricultural lots. As in the previous year, survey activities
were conducted by administration.

Despite the pandemic, DENR-CAR, PENRO Apayao was still able to conduct a
Handog Titulo event in close coordination with the local government unit of Conner. The
event benefitted a total of 28 beneficiaries at Daga, Conner, Apayao. The PENR Office

likewise continuously released registered patents to beneficiaries who claim their duly
registered free patents at the PENR Office.

The province likewise continued to implement the Integrated Natural Resources
and Environmental Management Project, a Foreign-Assisted Project, within the Chico
River Watershed Areas. On its seventh year of implementing the seven-year project in
the province, the project has already empowered and benefited a total of twenty three
(23) People’s Organizations within the municipalities of Conner and Kabugao. A total of
3,077 hectares of open areas were developed thru agroforestry, assisted natural
regeneration, and Commercial tree planting modalities within the preceding four years.
A Community-Based Forest Protection Project was implemented within the 13,000
hectares forest protection and conservation areas at Nabuangan Conner, Apayao.
Conservation Farming was also introduced over a total of 159.0 hectares. The
developed areas were evaluated with an average of 87.8% survival rate as of yearend.
Infrastructure Projects and Livelihood Enhancement Support Activities such as the
construction of the two (2) units SUZIMO buildings within the CENRO Conner
compound at Buluan, Conner, Apayao, and the two (2) Farm-to-Market Road (FRM)
Projects facilitated by the Department of Agriculture and the local government unit of
Conner and implemented by partner PO’s were already completed. Other livelihood
support facilities were also completed and corresponding payments were made to
implementing partner PO’s.

In the implementation of different activities during the year, all personnel were
guided with the agency’s four core values: Discipline, Excellence, Nobility and
Responsibility. To uphold these, DENR-CAR Apayao management authorized
personnel to attend different personnel development courses, capability building
activities, orientations, workshops and training programs to enhance their knowledge
and competencies, hone their skills and uphold their professionalism in discharging
their duties and functions and at the same time improve the quality of service they give
to their clienteles. Added to these are the different levelling – off and orientation
activities which the PENR and the CENRO Offices had conducted for their respective
personnel.

Several movement of personnel also took place during the year. CY 2020 saw
another milestone in the history of DENR-CAR Apayao with the change of leaderships
at the two CENR Offices amid the imposition of General Community Quarantine in
Luzon island. A new Officer – in – Charge (OIC) was named to head the CENR Office
at Buluan, Conner, while its former head was renamed to head the CENR Office at
Calanasan, Apayao. The year also saw the appointment of new personnel to the
agency and also the promotion of some personnel to new positions. The retirement of
some personnel, among them, the Chief of the Technical Services Division, also took
place during the year, hence the designation of another senior staff of DENR-CAR to
head the said division of the PENR Office.

DENR-CAR, PENRO Apayao conducted four (4) Provincial Management
Conferences in CY 2020. It started the Year with attendance of the officials to the New
Year’s Call at the DENR-CAR, Regional Office followed by its own version of New
Year’s Call at the PENR Office. During the lockdown due to Covid-19, the PENR Office
conducted virtual meetings participated by senior staff of the PENR and the CENR
Offices.

The agency provided funds for the procurement of several equipment to boost
Operations of the PENR and the CENR Offices. Among these are ICT equipment,
motorcycles, drones and tablets, geo-tagging devices, and a software to be used in
Enforcement activities. The procurement activities for these equipment were all
successfully done during the year with the assistance of the Regional Bids and Awards
Committee.

DENR – CAR Apayao successfully completed most of its targets for CY 2020.
These successes, however, were not without hindrances. Foremost is the lack of
manpower and mobility of the offices implementing different activities. The hiring of
personnel under Contract of Service was limited by the guidelines set forth by the
agency in the Hiring of Contractual and Job Order Personnel. To address these,
personnel were assigned multiple tasks to perform different activities implementing
same Program/Project. However, in one CENR Office, Forestry Technicians were
likewise utilized to man established DENR monitoring points to augment personnel
conducting forest protection activities.

As of year-end, DENR-CAR Apayao has a total of four (4) vehicles and thirty-
three (33) motorcycles in its inventory of equipment; CENRO Calanasan having no
existing four-wheel vehicle. Despite this inventory, personnel still experience setbacks
in undertaking fieldworks, hence, most personnel use of their own motorcycles and
vehicles in conducting field works.

Inspite of these hindrances, the PENR and the CENR Offices were able to
complete physical targets before year-end. However, the pandemic had its toll on the
financial performance of the Office. Most of programmed activities to support operations
were either cancelled or deferred particularly those involving mass gatherings.
Likewise, the limited movement of personnel during declared local lockdowns had
impacted on the utilization of allotments. Claims for travelling expenditures had greatly
decreased with the suspended field works for several months during the lockdown.
Submitted claims were further diminished with the consideration of the 50-km radius for
claims of per-diems and incidental expenses.

Financial performance only took an upward direction in spending towards the
end of the year with the utilization of allotments more on procurement of office and field
supplies and conduct of small-group gatherings and travelling expenses.

CY 2020 is still a productive year for DENR-CAR Apayao. Despite the global
pandemic and the limited movements set forth by the IATF on Covid-19 response,
along with problems encountered on procurement activities, local concerns brought
about by partner LGU’s and stakeholders, among others, DENR Apayao ended the
year with its completion of physical targets and improving its financial performance. It
likewise looks forward to bright prospects for the coming year, 2021.

III. HIGHLIGHT OF ACCOMPLISHMENTS

The DENR offices in Apayao had consistently performed in consonance with

existing guidelines and policies. Each Office continuously provided ENR services within

their respective areas of jurisdiction always mindful of standard operating procedures
and upholding the agency’s core values of Discipline, Excellence, Nobility and

Responsibility.

A. GENERAL ADMINISTRATIVE AND SUPPORT SERVICES

 Personnel Management

DENR Apayao has a total of 159 regular positions. During the year, a total of 4
new appointees assumed while two (2) were promoted to new positions. As of year-
end, DENR-CAR Apayao has a total of eight (8) vacant positions.

At the beginning of the year, PENRO Apayao hired a total of 147 contractual
personnel pursuant to approved Work and Financial Plan and approved requests for
hiring of additional Contractual Personnel. The hired personnel include Forest Guards
(Bantay Gubats), Extension Officers and Maintenance Personnel for the three Offices in
the province. The PENR Office also hired two (2) Administrative Assistants to provide
assistance at the Finance Section of the PENR Office utilizing funds downloaded by the
DENR Central Office.

To improve operations, the PENR and the CENR Offices moved personnel from

one office to another, consonant to existing civil service rules and regulations. It has

likewise consented to the requests for reassignment outside the province of two
personnel and the transfer of one personnel to DENR 02 – PENRO Isabela.

During the year, personnel from the PENR and CENR Offices were authorized to

attend several Learning Events conducted by the HRD of DENR-CAR and CSC-CAR.
The learning events were both conducted face – to – face prior to the pandemic and

virtually during the pandemic.

PENRO and CENRO personnel likewise participated in other capacity development
activities during the year, which includes orientations and webinars for both technical
and management service personnel. Some of these activities include webinars for CSS
Focal Persons; GIS personnel; CBFM Coordinators; Planning Officers; LAWIN Data
Managers, NGP Coordinators among others. These activities aimed at harnessing skills
and capacities of personnel handling specific tasks to be able to deliver desired outputs
within set standards.

The PENR Office likewise conducted several capacity development and leveling –
off activities for its own personnel during the year to enhance level of performance and
improve service delivery.

 Orientation on the Provisions of RA 9184 conducted during the last quarter of the
year to refresh knowledge of concerned personnel and improve procurement
transactions of the Offices.

 Levelling – Off on GIS Mapping to update GIS personnel and to adopt common
references in the preparation and updating of the One-Control Map

For CY 2020, DENR-CAR Apayao also held Salamat – Mabuhay event for three
retirees: DMO V Rodrigo N. Napigue; Forester II Angelito B. Rumbaua; and Forest
Ranger Ballaigi C. Viernes as a way of recognizing their services.

 Records Management

The Records Section of the PENR Office recorded a total of Two Thousand
Three Hundred Fifty-Two (2,352) official documents received and released during the
year. These include official communications, issuances, reports, disbursement
vouchers, contracts, among others. Documents were received and released either
through email, courier or personal delivery.

The Records Sections of the PENR and the CENR Offices maintain different
registry books for different types of documents. These include registry books each for
the following documents: official correspondences; patent / allocation books (per
municipality / survey) for Residential; Agricultural; Special Patents; voucher logbook,
Issuances logbook (Travel Orders; Special Orders). Document Tracking Sheets are
utilized for easier tracking of documents. The Offices likewise maintains another set of
registry books for outgoing communications.

The Records Section also managed the procedures under the Freedom of
Information Act and submitted the required reports to concerned offices in compliance
to the provisions of the Act.

As of year-end, the Records Section was able to submit 12 Monthly Monitoring
Report on Actions/Requests Acted Upon; 12 Monthly Monitoring Reports on Patent
Processing and Issuance; and transmitted to the Register of Deeds a total of 513
patents for registration.

The Records Management Section also functions as the LAMS Focal for DENR-
CAR Apayao. During the year, the Records Officers, assisted with one (1) hired
encoder for LAMS per Office were able to encode in the LAMS Allocation Book all
applications for titling accepted within the seven municipalities in the province.

 Procurement Management

DENR Apayao Offices submitted their respective Project Procurement
Management Plans (PPMP) following the approval of the National Budget for FY 2020.
The Provincial BAC Secretariat consolidated the PPMP’s of the PENR and the CENR
Offices into the DENR-CAR Apayao Annual Procurement Plan (APP) for CY 2020
following prescribed templates and submitted to the GPPB for non-CSE items and to
PS-DBM for CSE items. The PPMP’s and APP for the year were earlier submitted to

the concerned Offices in the previous year as compliance to PBB indicators. The final
APP for the year was submitted to GPPB on January 29, 2020 which was within the
prescribed timeline.

During the second half of the year, the DENR Offices again submitted their
respective PPMP’s for FY 2021 with the released FY 2021 NEP as the reference.
These were consolidated into the Annual Procurement Plan of DENR-CAR Apayao for
FY 2021 and was duly submitted to the GPPB. A separate APP for Common-Use
Supplies was also submitted to the PS-DBM. The submission of the FY 2021 APP for
non-CSE and CSE to both the GPPB and the PS-DBM are in compliance to PBB and
SPMS indicators for procurement activities for 2020.

DENR Apayao was also able to comply with the submission of Early
Procurement Activities (EPA) and the Annual Procurement Compliance and
Performance Indicator (APCPI) Self-Assessment Forms within the prescribed periods.
As a result of the Assessment, DENR-Apayao got an average of 1.78 for the four
APCPI Pillars.

ONE (41) procurement activities were
posted at the PhilGEPS. the PhilGEPS.
Of these, about 93% were successfully
completed, while the rest were cancelled
for reason that the transactions did not
push through. The corresponding Notice
of Award was likewise posted in the
PhilGEPS after the completion of the transactions by the BAC.

 Property Management

The PENRO Disposal Committee conducted one disposal activity during the year
after the Committee conducted inventory of unserviceable properties for disposal. A
total of twenty-one (21) unserviceable equipment, which includes one (1) four - wheel
vehicle; one (1) motorcycle; and 19 equipment mostly ICT equipment and accessories
such as laptop, monitors, printers, was disposed through sale. A total of Php22,517.00
was realized in the sale of the disposed properties.

The PENR and the CENR Offices conducted two (2) physical inventories of
Properties, Plant and Equipment during the year to determine status of the properties
and likewise determine those that needs to be disposed. Inventory Reports were
submitted to the Audit Team of the COA and to DENR higher Offices. Copies of the
Inventory Reports were provided to the Finance Section of the PENR office for the
reconciliation of PPE, in compliance to Audit findings and likewise a PBB indicator.

DENR Apayao maintains a total of 14 buildings distributed to the PENR and the
CENR Offices. CENRO Calanasan maintains a Main Office at Poblacion, Calanasan, a
Field Office at Eva Garden, Calanasan and a Sub-Office at San Gregorio, Luna, for its
operations. Thirteen of these buildings and their contents per inventory attached have
been duly insured with the GSIS.

During the year, DENR Apayao was included as recipient of the DPWH –
Apayao’s Repair and Maintenance of Government Buildings in CY 2020. The DPWH
undertook rehabilitation of CENRO Calanasan Sub-Office at San Gregorio, Luna,
Apayao. The Office building underwent total repair and improvement, which includes,
repainting, rehabilitation of windows, and installation of glass partitions.

The three DENR Offices also maintains vehicles and motorcycles used in the
operations of the Offices. Two new vehicles were delivered to DENR Apayao during the
year. The PENRO Service vehicle procured in CY 2019 thru public bidding was
delivered to the PENR Office in the first week of the year, while the utility van procured
by the FASPO for INREMP was delivered during the last months of the year.

The PENR Office issued a total of Two Hundred Thirty One (231) ADA/LDDAP to

the LandBank of the Philippines, Luna, Apayao Branch during the year. It had likewise

issued a total of Fifty Nine (59) checks to different suppliers and service providers,
People’s organizations, among others, as payment for obligations of the Office.

 Finance

As of yearend, the Finance Section of the PENR Office was able to fully comply
with the submission of Financial Accomplishment Reports which include Budget
Utilization Reports and Financial Statements as required by the DBM, COA, Bureau of
Treasury (BTr) and DENR higher offices.

The Budget Office of DENR – CAR Apayao was able to obligate a total of One
Thousand One Hundred Twenty Seven (1,127) transactions per approved Obligation
Request Slips (ORS) during the year. The obligations covered expenditures incurred
by the PENR and the CENR Offices in the implementation of its plans and programs
during the year. The Obligations represent 98% of the total appropriations provided to
DENR-CAR Apayao for FY 2020. Expenses incurred include obligations to external
creditors such as Suppliers and Project Contractors, for the payment of supplies and
services and contracts; obligations to personnel (wages, reimbursable expenses,
salaries, allowances, RATA, bonuses); and obligations to other institutions (GSIS,
HDMF, PhilHEALTH, BIR, FOSLA, LBP, among others).

The Budget Office was also able to submit the required weekly, monthly and
quarterly Budget Utilization Reports (BUR) to the concerned Offices within the
prescribed periods. A total of twenty-four (24) Monthly Financial Performance Report for
both the Regular Fund and the Special Project (INREMP) was submitted during the
year. For the Financial Monitoring Reports, weekly reports were diligently submitted to
the Finance Division of DENR-CAR thru email.

The Accounting Office at the PENR Office processed a total of One Thousand
Six Hundred Ten (1610) claims / disbursement vouchers and paid a total amount of
Eighty-Eight Million Five Hundred Seventy-Four Thousand Five Hundred Fifty-Five and
66/100 Pesos (Php88,574,555.66) as of yearend. The amount paid represents 90% of
the total obligations of DENR-CAR Apayao for the current year and of the previous
years.

In compliance to the Financial Management System, the Accounting Section
submitted the required financial reports for both Regular Fund and the Special Project
(INREMP) to different concerned offices within the prescribed periods.

As recorded by the Finance Section, DENR-CAR Apayao posted a financial
performance of 98% as to obligations, and 91% as to disbursements made for the
current year as shown in Table 4.

The balances on the allotments for PS and MOOE represent the funds intended
for the payment of the Service Recognition Incentive (SRI) per Executive Order issued
by the Office of the President. As of yearend, the PENR Office is still awaiting for the
approval of the requested realignment of the MOOE into PS pursuant to issued
guidelines.

As of year-end, DENR-CAR Apayao was able to pay almost 98% of its
obligations charged against the Personnel Services which include salaries and other
benefits due to personnel. It likewise paid 73 % of its obligations charged against the
MOOE of the three Offices, and 84% of its obligations charged against its Capital
Outlay.

 Top Level Management

Conduct of PENRO Management Meetings

DENR-CAR started the year with a New Year’s Call during the first week of the
year. DENR-CAR Apayao also conducted its own version of New Year’s Call cum
Provincial Management Conference (PMC) with the Regional Executive Director of
DENR-CAR in attendance. For CY 2020, PENRO Apayao conducted a total of four (4)
Quarterly Provincial Management Conference attended by Senior Staff of the PENR
and the CENR Offices. Amidst the pandemic, DENR Apayao conducted the quarterly
PMC observing health protocols. Senior Staff Meetings were likewise called for by the
PENR Office at different times of the year to discuss and resolve issues arising from the
day to day operations of the DENR Offices in the province.

Conduct of / Participation in Meetings

The DENR Offices likewise regularly conducted monthly meetings with their respective
personnel to monitor progress in program implementations and to resolve issues
encountered and address anticipated issues that may occur in the course of the Office’s
operations.

During the year, the PENR and the CENR Office leaders have actively
participated in different forums called for by the local government units and other
partner agencies. The PENR Office attended the monthly Kapehan sponsored by the
Provincial Government Office, quarterly meetings of the PPOC, PDC, among others
during the year.

OTHER ACTIVITIES:
 Response to Covid-19

DENR-CAR, Apayao abided with policies set forth by the Inter-Agency Task
Force on Covid-19. The following are the measures implemented by DENR Apayao
Offices in response to Covid - 19 and the Bayanihan To Heal as One Act.

 Adoption of Alternative Work Arrangements
The PENR and the CENR Offices adopted Alternative Work Arrangements
(AWA) pursuant to CSC guidelines for the period March to August, 2020. The
DENR Offices resumed full operations after said period to catch up with backlogs
on the physical and financial performances of the Offices.

 Provision of facilities for isolation during quarantine period of personnel
The PENR Office converted an area in its Multi Purpose Hall as Quarantine Area
for its own personnel pursuant to guidelines strictly imposed by the DOH and the
Local government units of Apayao. The MPH was earlier approved by the
Municipal Health Officer of Luna, Apayao as isolation facility exclusively for
DENR Apayao personnel.

 Procurement of Health and Medical Kits
The PENR Office immediately purchased from the PS-DBM health kits and
distributed to the three Offices for distribution to their respective personnel and
for use of the Office to prevent spread of Covid-19.

 Strict observance of health protocols
Health protocols such as social distancing, wearing of masks and face

shields and hand washing with soap and water were observed by all DENR
Offices in the province. Regular disinfection of the Offices are likewise done to
control spread of the virus.
 Fund raising for relief distributions

Earlier during the lockdowns, the PENR and the CENR Offices, as part of
their GAD initiatives, generated funds donated by their respective personnel,
which they used to purchase food packs and hygiene kits. The personnel turned
over the relief packs to barangay officials in selected barangays for distribution to
the affected households. The PENR Office distributed 100 relief packs to
residents of Barangay Aurora, Pudtol, Apayao.

 Monitoring of Covid – 19 Checkpoints
In response to LGU’s requests for additional personnel, DENR assigned

personnel to assist in the monitoring of Covid-19 checkpoints established at
Conner and Calanasan. Several personnel of the CENR Offices Calanasan have
likewise assisted their respective LGU’s in the repacking of food packs for
distribution to their constituents.
 Utilization of DENR Facilities for LGU’s COVID-19 Response

The DENR monitoring point at Brgy. Quirino, Luna, Apayao was utilized
for Covid-19 checkpoint facility of PGO Apayao. The established DENR
Monitoring Point was soon abandoned by CENRO Calanasan and has since
become the quarters for the Provincial Government’s Covid-19 front liners
manning the Covid-19 checkpoint.

The CENRO Calanasan Main Office was likewise used as Temporary
Quarantine Facility of LGU Calanasan per the LGU’s request prior to the
establishment of the LGU’s Isolation Facilities. The LGU have conducted
disinfection of the Office after their use.

 Compliance to SPMS Indicators

The PENR and the CENR Offices were able to comply with the requirements for
Performance – Benefit Bonus (PBB) 2020 as indicated in the agency’s Strategic
Performance Management System (SPMS). The following SPMS indicators were
satisfactorily complied with and required documents and proofs of compliance
submitted within prescribed periods:

 Client Satisfaction Survey

The PENR Office encoded a total of 859 Feedback Forms in the DENR
Feedback Form System. This corresponds to the total number of clients, both external
and internal, who filled-up the CSS Form. The designated Enumerators interviewed thru
phone calls external clients to determine their feedback and satisfaction level with the
services they received from the Office. Their responses were likewise encoded in the
System. As of yearend, DENR-CAR Apayao accomplished 100% of its target for the
CSS. As required, the designated CSS Focal Persons encoded filled-up forms of clients
served from January to August at the DENR Feedback Form System. For clients served
from September to December, the encoders already used the Revised DENR Feedback
Form System.

B. SUPPORT TO OPERATIONS

 Data Management

Of the several systems rolled – out by the agency, the PENR and the CENR
Offices maintain only four (4) functional Systems, four (4) at the PENR Office and two
(2) at the CENR Offices. The PENR Office maintains the E-NGAS (Finance); E-FIS
(Forestry); LAMS (Lands); LAWIN (Enforcement), while the CENR Offices maintain the
LAMS and the LAWIN.

The PENR Office was able to submit monthly Network Uptime Reports for the
PENR Office and the two CENR Offices even amid the lockdown due to Covid – 19. As
of year-end, DENR-Apayao recorded an average of 95.747% in its network uptime

reports, as follows: PENRO – 98.118%; CENRO Calanasan – 89.746% and CMERO
Conner – 99.376%.

During the year, the PENR Office regularly updated forestry data encoded and
directly submitted to FMB thru the Forestry Information System. The PENR Office
utilizes data provided by the CENR Offices using the Manual Data Entry Forms in
updating data in the System.

The three Offices complied with the updating and submission of Updated ENR
Profile within the prescribed period. The PENR Office submitted the provincial ENR
Profile to the DENR-CAR Regional Office while the CENR Offices submitted their
respective ENR Profiles to the PENR Office.

As of yearend, DENR Apayao submitted four (4) Consolidated Quarterly
Statistical Reports for FMS and BMS; and two Statistical Reports for Lands submitted
within fifteen days after end of the semester.

Towards the end of the year, DENR Apayao was able to complete the
procurement of twenty-five (25) units ICT equipment which includes 14 units desktop
and 11 units laptop for distribution to the three Offices. DENR-Apayao availed of the
desktops offered by PS-DBM. However, the laptops were procured thru Shopping. As of
yearend, the Office is still awaiting the delivery of the procured items.

 Production and Dissemination of Technical and Popular Materials

CY 2020 saw the submission of 20 news articles for possible inclusion by the
RPAO in the DENR Newsletter and other forms of media. The three DENR Offices
likewise conducted several information drives to support ENR program implementation
and to advance ENR advocacies. These activities aimed at raising level of awareness
of people in environmental protection and conservation.

IEC materials, in the form of brochures, for the protection of wildlife,
particularly Raptors, were likewise produced by the PENR Office for distribution to ENR
partners to increase level of awareness of communities on the importance of wildlife
and the protection of their habitats.

During the year, designated Information Officers also participated in training
programs conducted by DENR-CAR RPAO thru Zoom App. They have also participated
in the Webinar conducted by DENR Central Office to capacitate Information Officers in
discharging their duties amid current challenges.

 Formulation and Monitoring of ENR Sector Policies, Plans, Programs and
Projects

Plans and Programs

At different times of the year, the Planning and Management Section of the
PENR Office complied with submissions of plans and proposals for the current and the
succeeding years. The CY 2020 Work and Financial Plan was revised several times
due to amendments from higher offices. Finally, the CY 2020 WFP was finalized and
approved after the reduction by 10% of the total allotment as the agency’s donation for
the country’s Covid – 19 Response.

Proposals for CY 2021 were submitted and so with the Forward Estimates for the
next three years. The Provincial ENR Medium-Term Development Plan was finalized
and submitted. The CY 2021 – 2025 Five-Year Reforestation Plan was prepared in
compliance to instructions and submitted within the prescribed period.

With the release of the National Expenditure Program for FY 2021, the PENR
Office prepared and submitted the Work and Financial Plan of DENR Apayao for CY
2021, which likewise continuously undergoes revisions as result of reviews conducted
at the regional and national level . Prior to the conduct of the Regional Programming for
the FY 2021 Budget, DENR Apayao conducted a Provincial Programming Workshop to
level-off on the different activities and come up with the Program Implementation Plans
for all the working units of the PENR and the CENR Offices.

Facilitating Factors

To facilitate plan preparations, the PENR Office initiated the conduct of series of
workshops, levelling – offs and consultations among personnel and with partners, and
other stakeholders.

 At the very start of the year, the PENR Office called for the conduct of a Strategic
Planning Workshop attended by all senior staff and section chiefs of the PENR
and the CENR Offices for the finalization of the implementation plans for CY
2020 of each Office. The Program Implementation Plan of the respective offices
were initially crafted during the previous year.

 The Planning Office likewise initiated the conduct of levelling-offs on the
submitted WFP at the CENR Offices during the first quarter of the year to again
present the WFP and the Implementation Plans to all personnel for their
guidance in implementing their respective targets and activities. Again, the
approved WFP with the 10% reduction in allotment was presented and
discussed during the conduct of PMC during the third quarter vis-a-vis the
reported accomplishments of the Offices.

 The Planning Section, in close coordination with the Technical Services Division,

facilitated conduct of writeshops for the preparation of the Five-Year
Reforestation Plan of DENR -CAR, Apayao fo CY 2021 – 2015, pursuant to
Special Order designating the Planning Officer III as leading the preparation of
the Plan.

C. OPERATIONS

1. PRIORITY PROGRAMS OF THE SECRETARY

a) Clean Air, Clean Water and Solid Waste Management

With the onset of the pandemic, EMB Personnel were not able to collect water
samples from the classified water bodies in the province during the year. Activities were
focused on monitoring of industries, compliance to RA 9003 and clean-up drives.

Compliance to 10-Year ESWM Plan

For CY 2020, DENR – CAR Apayao EMB Personnel monitored the compliance
to the 10 Year ESWM Plan of the seven (7) local government units in the province.

Monitoring and Inspection of Sanitary Land Fills (SLF) and Temporary Residual
Containment Areas (TRCA)

As of yearend, only three LGU’s, namely: LGU Luna, LGU Calanasan, and LGU
Pudtol have established Sanitary Land Fills. The other four LGU’s make use of
TemporaryResidual Collection Area (TRCA) as Disposal Facilities in the absence yet of
their own Sanitary Land Fills. LGU’s Conner, Flora, and Kabugao had their SLF sites
assessed during the year.

Monitoring of Material Recovery Facilities (MRF)

All seven local government units of the province have established municipal
MRF’s with financial assistance from the EMB – CAR. Most of the LGU’s have also
required all their barangays to have their own barangay MRF’s.

The EMB have also monitored a total of 40 firms/projects as to their compliance
to the environmental clearances issued to them.
Clean-Up Drives

For CY 2020, the PENR and the CENR Offices spearheaded a total of Eighteen
clean – up drives conducted during the year. The activities conducted in observance of
several environmental celebrations aimed at raising awareness on proper solid waste
management with call to actions for the cleanliness of surroundings and river systems.
The clean-up drives included community dwellers and barangay officials.

During the year, milestone results noted on the regular conduct of clean-up
drives. Several communities had already implemented proper solid waste disposal as
evidenced by lesser wastes generated during clean-up drives along rivers frequented
for the river clean – up. This shows that the agency’s programs aimed at bringing back
vibrant rivers is gaining ground. Fishes are already abounding the rivers where very few
was noted prior to the clean-up drives.

b) Groundwater Assessment, Geohazard and Responsible Mining

Minahang Bayan

During the year, one (1) Application for Minahang Bayan was approved and the
site applied for by Ms. Olivia Catral was declared Minahang Bayan. The site is located
at Manag, Conner, Apayao and covering an area of twenty (20.0) hectares.

Likewise, during the first quarter of the year, the agency issued a Stoppage
Order to Bulawan Land Owners Small-scale Mining Association (BLOSSMA) due to
reported extraction of fragmented rocks within the applied area at Butao, Calanasan,
Apayao. The concerned CENR Office monitored compliance of the issued Stoppage
Order during field visits to the area.

c) Enhanced National Greening Program
Protection and Maintenance of Plantations

The CENR Offices maintained a total of 796 hectares established in CY 2018. The
area represents a total of thirty-one (31) sites, located at five (5) municipalities. Survival
rates determined for each site ranged from 85% – 92 %. The average survival rate was
determined at 87%. All the evaluated sites have passed the standard survival rate of
80%.

Maintenance of Seed Production Area

DENR-CAR Apayao maintains a Seed Production Area located at Sta. Elena,
Calanasan, Apayao. The site has an area of 10.0 hectares with different dipterocarp
species thriving such as Mayapis, Tanguile, Apitong, Red Lauan, White Lauan, among
others. For CY 2020, activities were focused on the inventory and marking of a total of
800 Individual Plus Trees within the SPA by CENRO Calanasan personnel guided by
community residents.

Survey Mapping and Planning (SMP)

DENR-CAR Apayao completed its target of 1,520 hectares for SMP activities
within the prescribed period. The areas assessed are the potential sites for NGP in
2021 and 2022 which are similarly indicated in the Five-Year Reforestation Plan as
target areas for Reforestation for the next five years. The SMP activities yielded a total
of 1,520 hectares of net plantable areas located within the municipalities of Calanasan,
Flora, Luna and Pudtol for CENRO Calanasan and the municipalities of Conner and
Kabugao for CENRO Conner. Soil samples were likewise collected from the assessed
areas for soil testing to determine commodities suited.

Prior to conduct of actual survey and mapping of sites within potential areas,
DENR personnel consulted local government officials, barangay officials, and
communities to inform them of the activities of the agency within their respective
domains. They have also determined and identified families actually occupying the
potential areas and consulted them individually during their field works to engage their
active participation in the Program as partner implementers. At the end of the survey,
mapping and planning activities, a total of 428 families were enlisted and engaged to
develop their areas under the National Greening Program for CY 2021 and CY 2022.

Preparation of Five - Year Reforestation Plan for CY 2021 - 2025

During the year, DENR Apayao was able to prepare, complete and submit a Five-Year
Reforestation Plan. To complete the Plan, workshops were conducted to come up with
the respective Plans of the CENR Offices and consolidated into the Provincial
Reforestation Plan.

During the formulation of the Plan, the potential areas were identified using the
ArcGIS. Areas were identified within the 3 Km road buffer and 5 Km buffer from A&D
using the 2015 Land Cover Map released by NAMRIA. The generated potential areas
per municipality are reflected in Table 2.

The Five-Year Plan contains a total of 3,450 hectares proposed to be Reforested
in the next five years. The target areas for 2021 – 2022 were already subjected to SMP
during the current year, whereas, the proposed areas for CY 2023 – 2025 will still be

subjected to actual assessment. The Plan proposed a total budget of

Php160,328,000.00 to complete all the activities contained therein and the

corresponding targets which includes conduct of consultations, Survey Mapping and

Planning, seedling production, plantation establishment, protection and maintenance,
hiring of EO’s, maintenance of SPA, procurement of equipment, and personal protective

gears, among others.

Hiring of Extension Officers

With a ratio of 1:300, that is, one (1) Extension Officer is to three hundred (300)
hectares, DENR-CAR Apayao hired a total of 6 Extension Officers (EO) allotted during
the year to assist in the Third Year Protection and Maintenance of the 786 hectares of
NGP plantations established in 2018. The hired EO’s distributed evenly to the two
CENR Offices in the province.

Procurement of Drone and Geo-tagging Equipment

The Regional Bids and Awards Committee facilitated the procurement of two (2)
units drone with two (2) units Mini-Ipad for the two CENR offices in the province. The
equipment with total procurement cost amounting to Php300,968.02 were received by
the Offices following the lifting of community quarantines in the province.

Propagation of Bamboo Propagules

DENR-CAR Apayao was downloaded with additional allotment for the production
of 4,080 bamboo propagules before the end of the year. The target was distributed
equally to the two CENR Offices, which immediately conducted the survey mapping and
planning (SMP) activities to determine the areas to be developed and the potential
partners. With the Family Approach as mode of implementation, the CENR Offices were
able to tap Fourteen (14) Family partners to raise the target number of bamboo

propagules. These partners were able to produce a total of 4,253 bamboo propagules
exceeding target by 4%.

Enhancement of Graduated NGP Sites

For CY 2020, additional allotment was downloaded to the field offices for the
enhancement of graduated NGP Sites. The DENR Offices in the province successfully
completed the assessment of 908.0 hectares established form 2011 – 2016 which had
already graduated from the three-year contract agreement with partner PO’s. Of the
total area evaluated, a total of 414 hectares was proposed for enhancement by
administration in the succeeding year. The result of the evaluation showed that a total
of 20 sites of the NGP plantations areas had survival rates between 30% - 80%. The

evaluation of the graduated sites would have been conducted with representative from
the Commission on Audit, pursuant to guidelines issued for the purpose. However, due
to the pandemic and the strict implementation of health protocols, in provincial
boundaries, the Auditors, who are based at the Province of Kalinga, were not able to
join the DENR personnel in the conduct of the activity.

Of the 488 hectares evaluated within CENRO Calanasan, only 9 sites covering

area of 304 hectares have been determined and proposed for enhancement activities

by administration. On the other hand, CENRO Conner evaluated a total of 420 hectares
established from 2011 – 2016. Of these, 110 hectares covering 11 sites was

determined and proposed for enhancement.

Site Visits of Officials

Pursuant to instructions from higher DENR Offices for DENR Officials to conduct
site visit of NGP areas, DENR -CAR Apayao officials have regularly conducted random
field visits to determine for themselves actual status of NGP sites. During the year, the
DENR Apayao officials have already conducted a total of 141 field visits to different
NGP sites within their respective areas of jurisdiction. The PENR Officer visited 39 sites
within the jurisdictions of the two CENR Offices. The OIC, CENR Officers of Calanasan
and Conner have visited 46 sites and 56 sits, respectively.They were accompanied by
site managers and PO members. Due to physical difficulties in hiking to reach NGP
sites, the then OIC CENR Officer of Conner and now Calanasan, was mostly
represented by his authorized personnel in conducting field visits.

The CENR Offices conducted regular
meetings among personnel involved in
NGP. CENRO Calanasan resorted to
weekly meetings for the site managers to
update the management of the status of
their respective NGP sites as shown on
the left photo. CENRO Conner continued
also to conduct monthly meetings and
had also resorted to small – group
meetings and focused discussions to
resolve issues encountered in their
implementation of the NGP.

CENRO Calanasan also conducted a GIS Training and Drone Operations Training for
all its personnel involved in NGP. This was initiated to enhance the capacities of the
Site Managers in geotagging and tracking using GPS and Android phones in order to
improve quality of documentations of all NGP sites.

HINDERING / FACILITATING FACTORS

Several factors were identified to have contributed to the overall performance of
the ENGP for CY 2020;

 Increased Fund Allotment for Maintenance and Protection activities

From an allotment of Php1,000.00 to Php 3,000.00 per hectare in Protection and
Maintenance, the agency increased the allotment to Php5,000.00 per hectare for the
Second and Third Year of the plantations established. The increase motivated
partner PO’s to focus on the maintenance of their NGP sites to be able to also
collect payments within reasonable time, instead of looking for other means of
livelihood to support their daily needs.

 Continuous Capacity Enhancement of Personnel

The continuing capacity enhancement activities initiated by the CENR Offices
contributed to the skills and knowledge buildup of personnel involved in NGP.
CENRO Calanasan initiated a GIS and Drone Operations training for all its
personnel involved in NGP. These initiatives had improved the quality of
documentation of the NGP sites inasmuch as the personnel were capacitated with
the actual operations of the drone equipment and transferring the data captured into
the ArcGIS. These had likewise minimized errors in the projection of documented
sites in the GIS mapping.

 Regular Monitoring and Evaluation

The PENR and the CENR Offices regularly monitored the performance of the Site
Managers to be updated on the status of the ENGP projects they individually
manage.
This monitoring of individual performances led to the prompt accomplishment of
documents for the payment of activities conducted by the partner PO’s.

 Provision of Technical Equipment and Geo-tagging Devices

The provision of a Drone with Mini Tablet and smart phones and GPS for geo-
tagging activities by the agency had facilitated monitoring and documentation of
NGP sites. Prompt Payment of Accomplishments

The prompt payment of accomplishments boosted the NGP Site Manager’s efforts in
documenting different activities of the PO’s per the approved Work and Financial

Plans attached to their respective Contract of Agreement entered into with the

Office.

 Regular Meetings, Consultations with partner PO’s and Families

The CENR Offices conducted regular meetings with personnel involved in NGP to

get updates from Site Managers on the status of the NGP sites they manage.
Likewise, the continuing consultations with the PO’s increased the PO’s commitment

to their roles in the implementation of NGP. Site managers regularly coordinate with
the partner PO’s, hence, resulting to improved and stronger relations and likewise

improved survival rate of the plantations.

In the implementation of NGP in the province in CY 2020, DENR – CAR Apayao
also met challenges and hindering factors along the way. Foremost of these is the
imposition of General Community Quarantine (GCQ) which limited movement of
residents and employees to and from place of work. Nonetheless, with the softening of
lockdowns, the personnel multiplied their efforts to accomplish targets and facilitate
payments to PO’s. Table 10 shows other hindering factors and challenges net and and
the actions taken to overcome these.

conduct of 25 apprehension incidents during the year. The incidents yielded a total of
1,183 pcs of illegally cut Narra, Dipterocarp, TRM lumber / flitches with an aggregate
volume of 25,134.32 board feet (59.28 cubic meter) as of end of the year. The
accomplishment on the volume of apprehended lumber reflects 283% of the target for
the whole year. Added to these are the two (2) vehicles; the four (4) units motorcycles
with sidecar, and nine (9) unit chainsaws used as conveyance and implements in the
illegal logging activities. Most of the apprehensions took place within the jurisdiction of
CENRO Calanasan, with most incidents taking place during the first quarter of the year.
The apprehended lumber, vehicles and implements were all hauled and deposited at
the CENR Office compounds at Poblacion, Calanasan; San Gregorio, Luna; and at
Buluan, Conner, Apayao.

The accomplishment this year reflected a 39% decrease in the total volume from
previous year’s recorded apprehensions and likewise a 31% decrease in the incidents
reported. The decrease can be attributed to the intensified campaign of the DENR
Offices against illegal logging activities and likewise the continued visibility/presence of
DENR personnel particularly in identified hotspot areas. The decrease may also be
attributed to the prosecution of the violators of forestry laws; and partly to the pandemic
wherein residents were restricted to move in and out of their communities to engage in
lumber trading.

Criminal Cases /Administrative proceedings

There were three (3) criminal cases filed in court by the Philippine National
Police against violators of PD 705, as amended. The court litigations resulted to the
conviction of all nine (9) respondents to the 3 cases filed. All these criminal cases filed
by the PNP were for violations of forestry laws within the jurisdiction of CENRO
Calanasan, Apayao.

Likewise, a total of twenty-five (25) administrative proceedings were conducted
during the year. This includes four (4) proceedings done during the early part of the
year for apprehensions made in the previous year. For the current year, the
accomplishment represents 100% resolution of the administrative cases filed.

Also, during the year, the DENR Offices donated a total of 24,028.99 board foot
of confiscated lumber to the different local government units and line agencies. These
were donated after the issuance of clearances by the Regional Executive Director
pursuant to existing rules and regulations. These donated lumber were utilized for
different purposes by the beneficiaries which includes repair and improvement of
facilities and construction of sheds and fixtures. Added to these are the different
facilities established by the LGU’s in response to covid-19 which includes construction
of quarantine facilities and improvement of existing facilities that shasl serve as Covid-
19 isolation areas. As of year-end, the Offices recorded donations of 16,181.21 bd ft or
67% for Covid-19 response.
