Consultations/ Meetings Conducted
DENR Apayao Offices conducted a total of seven (7) consultations with

stakeholders on law enforcement and forest protection concerns during the year. These
activities were aimed at engaging the communities in addressing forest protection
issues particularly illegal logging and kaingin – making.

Added to these are the dialogues and meetings with provincial leaders and other
national line agencies to discuss and address issues besetting the state of the forest of
the province of Apayao.

Hiring of Bantay Gubat

For CY 2020, DENR -CAR Apayao rehired a total of 97 Bantay Gubat; 10 for
CENRO Calanasan and 87 for CENRO Conner. During the second quarter, CENRO
Calanasan rehired two (2) former Bantay Gubat who opted not to be rehired during the
first quarter bringing the total to 99 Bantay Gubats as of end of First Semester 2020. As
of yearend, the number further reduced to 97 with the demise of two Bantay Gubats of
CENRO Conner, Apayao towards the end of the year.

LAWIN Patrolling

For CY 2020, DENR-CAR Apayao has a total of one hundred thirteen (113)

personnel comprising eleven (11) Patrol Teams and conducting LAWIN Patrolling within
conservation areas, and protection areas in the Province. As of year-end, DENR – CAR

Apayao has recorded 152% and 122% accomplishment on distance patrolled and

number of patrols conducted, respectively.

During conduct of LAWIN patrolling, a total of 96 observed threats were recorded
in the LAWIN System. Of this, 96% were addressed and acted upon and likewise
uploaded in the System.

Establishment and Manning of Forest Products Monitoring Station
There are eight (8) DENR Forest Products Monitoring Stations in strategic places

in the province. Six (6) are located within the area of jurisdiction of CENRO Calanasan,
while two are located within the jurisdiction of CENRO Conner. One Monitoring Station,
located at Barangay Quirino, Luna, Apayao was abandoned during the onset of
pandemic due to Covid-19 virus inasmuch as the Province’s Covid-19 Checkpoint
manned by PNP and LGU personnel was established adjacent to it. Two new
Monitoring Points were established within identified hotspot areas in the municipality of
Luna, particularly at Sitio Bayugao, Turod, Luna, Apayao and at Barangay Lappa, Luna,
Apayao.
Capacity Development

During the year, the PENR Office initiated the conduct of a Levelling-Off on the
implementation of LAWIN System for Data Managers and Team Leaders and
Patrollers. The two-day activity was aimed at enhancing the capacities of the
designated LAWIN Data Managers and updating Patrollers on the overall performance
of the Offices in terms of LAWIN patrolling activities. Issues and feedbacks from higher
Offices were likewise presented and discussed. As an output, agreements were
reached by all involved in LAWIN Patrolling on the timelines in Reporting completed
activities, the quality of report, the manner of submission and the submission of MOV’s
among others.

e) ENHANCED BIODIVERSITY CONSERVATION
All targets in CY 2020 for Protected Area Management and Wildlife and

Biodiversity Management were attained by the DENR Offices in the province before the
year ended.
Cave Assessment

One cave was assessed by CENRO Conner during the year. The Laplapu Cave
located at Paco Valley, Kabugao was assessed during the first quarter with
recommended classification as Class II by the Regional Cave Congress during the RCC
Congress conducted at Kabugao.

An added accomplishment during the year was an initial cave assessment
conducted also by CENRO Calanasan personnel of a cave located at Pudtol, Apayao.
Pursuant to official request of the Local Chief Executive of Pudtol, Apayao, CENRO
Calanasan personnel along with Officials of LGU Pudtol, trekked to Bagubu Cave,
located at San Jose, Pudtol, Apayao in March 2020 to conduct site assessment of the
Cave. As a result, CENRO Calanasan personnel deem that the Cave would classify as
Class II. Per report submitted, an assessment and classification of the Cave by DENR-
CAR Regional Office Team was highly recommended.

stakeholders during the year to ehance their awareness and engage their participation
in the formulation of the Plan. The draft Plan was presented by the PERN Office Atty.
Romeo G. Bravo, himself to the members of the Municipal Council of Conner for their
appreciation of the Plan and indorsement of it to higher DENR Offices. The document

was duly submitted and endorsed to DENR-CAR Regional Office for review and
approval.

Cave Management Plan Implementation
CENRO Calanasan also completed its target during the year which is the

implementation of the Manacota Cave Management Plan. Activities conducted included
updating of the Management Plan which was jointly undertaken with officials of the
concerned barangay. The CENR Office conducted series of consultations with
barangay officials and the Provincial Tourism Office to set priorities for the activities to
be undertaken with the allotment provided by the agency during the year. As a result,
prioritized activities included the delineation of the area covered by the Cave
Management Plan; the putting up of signage at the entrance of the Cave; and the
establishment of concrete monuments within the Cave’s perimeters. CENRO
Calanasan personnel assisted by hired laborers delineated a total of 45.26 hectares
and installed a total of 50 rectangular concrete monuments within the cave area’s
delineated perimeters.

Conduct of Annual Population count/Survey and monitoring of Philippine Eagle
CENRO Calanasan conducted the monitoring of Philippine Eagle during the

second quarter of the year within the proposed Mt. Lipsuk-Mt. Likod Critical Habitat.
Vantage point, observation plots and platforms were established to monitor presence of
Philippine eagle. Binoculars were used during the said activity. Green guards of the
municipality of Calanasan participated in the said activity as they support all the
conservation activities of the agency. During the conduct of the activity, there was no
observed Philippine eagle, nevertheless, presence of various bird species such as
hawk eagle, hornbill and Luzon bleeding heart were noted. The Office requested the
Philippine Eagle Foundation to join, unfortunately, the Foundation was not able to send
their personnel because of the ongoing pandemic.

Identification and sighting of colony of flying foxes sites (Mt. Lipsuk-Mt. Likod
Critical Habitat)

CENRO Calanasan conducted activities for the identification of roosting sites of
Flying Foxes within its jurisdiction. The activities were conducted simultaneously with
the monitoring of Philippine eagle. Two teams were created to monitor both. As a result,
the team noted the presence of flying foxes at Mt. Uriba, located within the proposed
Mt. Lipsok – Mt. Likod Critical Habitat, particularly at Nompulot Cave. but because of
lack of gadget and hunting traps there was no recorded documentation. During night
time, flying foxes are observed to be abounding the area hanging upside down on huge
tress within the proposed critical habitat. According to the assisting local guides, there
are other identified colony of flying foxes, however, but site mentioned is not easily
accessible for it taPkheostofsoaubrotvoefsivheowdCaEysNRhOikipnegrstoonnrelaacnhd tGhreeeanreGau.ards positioning

The monitoring activities to observe presence of the Philippine Eagle and the
Flying foxes did not proceed without challenges. The distance travelled on foot was a
real challenge, however, the greenery of the place and the thick forest cover and the
natural scenic spots such as falls seen along the way served as relaxants to the hikers.

Absence of monitoring gadgets such as spotting scope was one of the
challenges encountered during the monitoring. Personnel used binoculars only aided by
their sound hearing and seeing senses.
Establishment and Management of Critical Habitat

CENRO Calanasan undertook activities for the implementation of Management
Plan of the proposed Cagandungan-Calabigan Critical Habitat located at Barangays
Calabigan and Cagandungan, Luna, Apayao. Activities conducted included regular
LAWIN patrolling by Forest Rangers, the area being a conservation area. The CENRO
also initiated the conduct of Re-assessment in order to update the Rapid Habitat
Assessment of the Critical Habitat. Consultation meetings at Barangays Calabigan and
Cagandungan was conducted last February 2020 to increase awareness and renew the
Resolution of the two barangays interposing no objection on the establishment of critical
habitat but rather strongly support the same. Resolution, minutes of the meetings and
updated Rapid Habitat Assessment (RHA) were duly submitted to the Regional Office.

OTHER ACTIVITIES
 Conduct of Communication Education Participation and Awareness (CEPA), Clean-

Up Drives and Tree Planting Activities in Observance of International / National
Environmental Celebrations

DENR-CAR Apayao Offices regularly observes international and national
environmental events thru conduct of tree planting, river clean up and Communication
Education Participation Awareness (CEPA) Activities. During the year, amid the local
lockdowns, the three Offices were still able to conduct a total of twenty-seven (27)
CEPA activities during the year. Most of these CEPA Activities were conducted along
with either Clean-Up drives or Tree Planting during celebrations of international or
national environmental events .

Apayao, being a landlocked province, celebrated International Coastal Clean-Up
Day with a simultaneous river clean – up activity along the Apayao River on September
22, 2020. The activity was spearheaded by PENRO Apayao and CENRO Calanasan
personnel and actively participated by which BLGUs and local residents. The river clean
-up started started from Lt. Balag, Pudtol to Barocboc, Sta. Marcela, Apayao. There
were 15 barangays which actively participated with a total of 338 participating
individuals. Prior to the simultaneous river clean – up, the DENR personnel conducted
CEPA to the participants to raise their awareness on the relevance of the ICC Day and
the river clean-up drives to be conducted. After the clean – up along the Apayao River
stretch, DENR personnel demonstrated waste analysis and segregation to the
participants. Data on the garbage collected and recorded, the concerned barangays
informed of their wastes dumped along the river system. Per ICC card submitted, a total
of 317.44 kilos were collected in all the barangays and a distance of 16.24 kilometers
were cleaned.

o National Climate Consciousness Week 2020

During the year, DENR personnel noted some impressive results of the
continuous conduct of CEPA in communities and clean-up drives along river systems to
improve water quality and increase awareness on proper solid waste management.
Fishes are already noted abounding some of the river systems regularly cleaned where
previously scarcity of fish was noted.
 Rescue and Release of Captured / Trapped Wildlife

DENR personnel with barangay officials are shown in the above photos collecting wastes during
the clean-up drive on November 20, 2020 in celebration of National Climate Change

Consciousness Week along the Dagupan – Shalom creek at Luna, Apayao. A brief orientation
on the waste analysis and segregation was conducted for the officials of Barangays Dagupan

and Shalom, Luna, Apayao

As a result of conduct of activities to raise awareness of communities on the
protection of wildlife, several incidents of wildlife rescue were reported by residents to
their local officials who in turn report and turn-over the wildlife to DENR personel. A
Brahminy Kite and a Migratory Bird were documented turned-over to CENRO
Calanasan during the year which were subsequently released back to their habitats.

f) LAND DISPOSITION AND MANAGEMENT

For CY 2020, DENR-CAR Apayao had managed to complete all its targets under
Land Surveys, Disposition and Records Management.

Land Surveys

For the targets under Land Surveys, DENR Apayao exceeded its targets for
survey of both residential and agricultural lots. From the original target of 130 residential
lots to be surveyed, DENR Apayao accepted additional target of 108 lots, bringing the
target at 238 lots. As of yearend, the CENR Offices posted a total accomplishment of
356 residential lots surveyed exceeding target by 50%. Likewise, for the survey of
government lots, the Office accomplished exactly 100% of the 10 government lots
target for the whole year.

On the survey of agricultural lots, DENR - CAR, Apayao posted an
accomplishment of 94.8023 hectares of approved survey, exceeding annual target by
374%.

Prior to the conduct of survey activities, DENR personnel conducted information
drives (pulong – pulong) in the target survey areas for beneficiaries to be made aware
of the agency’s programs under Land Management. Investigation of the lots to be
surveyed likewise conducted ocular inspections and investigations to ensure that the
lots to be surveyed are free from any claims and conflicts.

Patent Processing and Issuance

For CY 2020, DENR Apayao was able to complete all its targets for the issuance
of residential, agricultural and Special Patents. The PENR Office transmitted to the
Register of Deeds a total of FIVE HUNDRED THREE (503) residential and agricultural
free patents and TEN (10) Special Patents, surpassing targets by 2%, 74% and 38%,
respectively. The DENR Offices processed patents within the prescribed period of 120
days from the date of acceptance.

During the last quarter of the year, in anticipation of the expiration of the Free
Patent Law on December 31, 2020, the CENR Offices already accepted applications for
titling of agricultural lots to cover its targets for the succeeding year CY 2021. The
PENR and the CENR Offices likewise posted notices at the DENR Offices and at
conspicuous places in the province for wider dissemination.

Land Records Management

During the year, the PENR and the CENR Offices completed their targets on the
encoding of allocation books at LAMS Philippines System. The PENR Office completed
encoding all allocation books of municipalities of Flora and Kabugao. CENRO
Calanasan also completed encoding all allocation books for all approved surveys within
the municipalities of Calanasan, Luna, Pudtol and Santa Marcela. CENRO Conner
completed the encoding of a total of 37 allocation books for the 37 approved surveys
within their jurisdiction. The DENR Offices hired encoders to assist and facilitate the

Handog Titulo

As a gesture of delivery of ENR services to beneficiaries, the PENR Office
conducted one Handog Titulo activity during the year wherein the Office brought the
registered titles released by the Register of Deeds to the Office to the beneficiaries
themselves at their respective barangay. The activity was conducted at Daga, Conner,

Apayao on November 3, 2020 in partnership with the Sangguniang Bayan of the Local
Government Unit of Conner. The PENR Office was able to distribute a total of 28 of the
51 agricultural free patents for the said barangay to the patentees themselves.

Alternative Dispute Resolution
During the year, the PENR Office conducted an Orientation and Levelling – Off

on Alternative Dispute Resolution pursuant to RA 9285 otherwise known as the
Alternative Dispute Resolution Act for all personnel at the PENR and CENR Offices
involved in handling land claims and conflicts. The activity was aimed at capacitating
personnel in the proper handling of claims and conflicts that may arise, conforming to
the provisions of the law. The activitiy was facilitated by PENRO and CENRO personnel
who attended Orientations on the ADR Law thru Zoom App.

As of end of the Year, the DENR Offices in the province have not received any
case filed that may fall under claims and conflict.

HINDERING AND FACILITATING FACTORS:

Several factors facilitated the completion of targets under this Priority Agenda of
the Secretary on Land Surveys and Administration.

 The continuing information drives of the Offices on land titling during Kapehans
sponsored by the PGO and the LGU’s within the CENRO’s respective areas of
jurisdiction helped raise awareness of the agency’s program on land titling.

 The strong support of Local Government Units also facilitated smooth conduct of
PLS and patent drives and likewise the application for Special Patents and survey of
government lands.

 The conduct of information drives (pulong – pulong) within identified barangays
facilitated smooth conduct of public land survey and patent drives. During the IEC’s
at the barangay and community levels, the DENR personnel presented the public
land survey and land titling programs of the Office including fees to be paid, and
documents needed for the processing and approval of the applications and duration
of processing.

 Simultaneous acceptance of public land applications during conduct of survey for
surveyed lots without claims and conflicts.

 The continuous encoding of allocation books at the LAMS Philippines System had
facilitated processing of public land applications particularly in verifying status of lots
applied for.

 The continuous conduct of survey during previous years also contributed to the
attainment of CENRO Calanasan of the additional target on survey of residential lots
given to it during the year.

 The deputation of personnel as Public Land Inspectors had contributed in facilitating
acceptance and processing of public land applications to cope with the backlogs on
target completion due to Covid-19.

The completion of targets under the Secretary’s Priority on Land Surveys and
Disposition were not without hindering factors. Foremost of these factors is the
pandemic due to Covid-19 which greatly affected the conduct of activities under this
priority Agenda of the Secretary in the province of Apayao. Ongoing survey activities
were halted with the declaration of General Community Quarantine by President
Rodrigo R. Duterte in mid-March 2020, hence, contributing to the delay in the
processing of public land applications inasmuch as most of the current year’s targets
are dependent on the approval of the surveys conducted during the current year also.
For the surveys approved prior to the imposition of lockdowns due to covid-19, the
acceptance and the processing of applications were likewise hampered by the
alternative work arrangements resorted to by the Offices in order not to disrupt
operations. The sensitivity of the public land documents does not warrant the transit of
these documents in and out of the Office for security reasons.

Other hindering factors included the following:

 RA 10023 requires the presence of a residential unit within the residential lot applied
for titling under the said Act. Some of the surveyed lots have no existing structures
which does not qualify survey claimants to apply for titling under the Act.

 Survey activities of the CENR Offices were also hampered with the lack of functional
survey equipment. CENRO Conner resorted to leasing of total station in order to
proceed with the conduct of survey activities.

Nonetheless, despite the hindering factors and other setbacks experienced,
DENR Apayao completed all its targets within the set period.

2. KEY PROGRAMS SUPPORTING THE SECRETARY’S TEN PRIORITY AGENDA

Support to Operations

 Price Monitoring

In compliance to the Price Act, the DENR Offices in Apayao conduct a monthly
monitoring of prices of forest products allowed to be sold commercially. These items
include wood products such as charcoal and plywood sold by local establishments and
non-wood products such as honey, and others. During the year, a total of 24 monthly
price monitoring reports from the CENR Offices were evaluated and indorsed to the
Regional Office.

Management of Forestland and Forest Resources

 Issuance of Tree Cutting / Forest Utilization Permit and Clearances to Harvest

DENR-CAR Apayao was given a target of 10 permits and clearances to
accomplish during the year. Before the year ended, DENR -CAR Apayao already
processed a total of 17 requests / applications received for Tree Cutting / Forest
Utilization Permits and Clearance to Harvest. Likewise, two requests for the Issuance
of Certifications of Transport for Dismantled Houses within the jurisdiction of CENRO
Calanasan were accepted and processed.

As a policy being implemented by the Offices of DENR in Apayao, permittees
must provide seedlings as replacement for the trees to be cut pursuant to the Permit
issued to them. During the year, a numerous seedlings were turned-over to the DENR
by the permittees, which include government offices in the province. The seedlings
provided as replacement in a ratio of 1:100 were maintained at the CENRO nurseries.
Some of the seedlings were used for maintenance of graduated NGP sites, some were
distributed to different sectors for their tree planting activities. Others were utilized by
the DENR Offices in their tree planting activities in observance of international, national,
and local events.

clearances to harvest received and processed by the CENR Offices within the
prescribed period.

DENR -CAR, Apayao also facilitated the registration of Twenty-Five (25) Private
Tree Plantations within the municipalities of Luna, and Pudtol during the year. This
accomplishment was a result of continuing dialogues and information drives to ENR
stakeholders to plant trees, establish tree plantations in private lots and register these
plantations for future utilization. DENR personnel along with owners conducted
Inventory and Tree Marking within the plantations as requirement for registration.

 Compliance Monitoring of Existing Tenurial Instrument Holders

Regular monitoring of compliance of Tenurial Instrument Holders was conducted
by the CENR Offices during the Year. 16 CBFMA holders; 4 IFMA permittees and 1
SLUP were monitored and the corresponding monitoring reports submitted to higher
offices. The SLUP issued to Bayugao Mission School located at Brgy. Turod, Luna,
Apayao has already expired in September of the current year. It was recommended that
the SLUP area be proclaimed as School Site, which entails application and processing
for another type of license with the DENR.

 Assessment of Certificate of Stewardship Contract (CSC)

A total of 239 expired and expiring Certificates of Stewardship Agreements

(CSC) were assessed as to their compliance to the conditions stipulated in the awarded
CSC. Of these, CENRO Calanasan assessed 90 CSC’s while CENRO Conner

assessed a total of 149. Corresponding reports were duly submitted to concerned

offices for their evaluation and assessment of the findings and the recommendations of
the concerned CENR Office in the province. As of yearend, a total of 1466 CSC’s were

inventoried by the two CENR Offices. During the conduct of the assessment of both

documents and development activities done within the awarded area, the focal persons

found out that some documents are nowhere to be found, that some recipients have not

taken hold of their CSC document but know that they are beneficiaries.

With the assessment of the awarded CSC areas, the Office were able to update
the individual maps and document development activities done within the area. Some
areas were recommended for the renewal of the CSC covering it while others are also
recommended for cancellation.

The individual MDE’s for each of the CSC’s issued were also encoded in the
Forestry Information System maintained at the PENR Office pursuant to FMB Technical
Bulletin on the matter.

Consultation meetings were likewise conducted during the year on the
assessment of the CSC’s awarded to beneficiaries to explain to the beneficiaries the
purpose and the mechanics of the assessment to be conducted during the year.

 Assessment of Expiring CBFMA
A target to assess expiring CBFMA was given to CENRO Conner during the

year. Although the identified CBFM Agreement will still expire in the succeeding year,
the Office already conducted the required evaluation of the Lenneng Multipurpose
Cooperative, Inc. and submitted the corresponding report.

 Delineation of Potential Investment Area (PIA) within Protection/Production
Forests

DENR Apayao delineated on the ground a total of 110 kilometers of potential
investment area (PIA) in the province of Apayao. The activity is in pursuant to Technical
Bulletin issued for the purpose. However, the GIS generated area provided during the
latter part of the year showed that most of the identified areas fall within the jurisdiction
of CENRO Calanasan. Nonetheless, following guidelines set forth in the Technical
Bulletin, CENRO Conner was able to delineate a total of 55 km. As of yearend, both
Offices completed their respective targets, even exceeding by 10%.

Community-Based Forest Management

The agency provided funding for the development of 65 hectares through
Agroforestry under the Hunger Mitigation Program (HMP) in the province for

The two CENR Offices conducted several capacity development activities for
their respective CBFMA Holders. CENRO Calanasan conducted a GIS-
training/orientation for its personnel to enhance their skills in geo-tagging and mapping
using Arc – GIS utilizing CBFM – CARP allotments. CENRO Conner on the other hand,
conducted training on simple bookkeeping for its CBFMA Holders to increase their
capacities in handling financial records of the PO.

Watershed Characterization and Vulnerability Assessment

For CY 2020, DENR-CAR Apayao was given a target for the conduct of
Watershed Characterization and Vulnerability Assessment. This time the target area is
the Manacotae Watershed located within the municipality of Luna, Apayao and
implemented by CENRO Calanasan. To facilitate the conduct of the activity, the Office
created a team from among its technical personnel and likewise hired a technical staff
to assist in undertaking the different activities and in the preparation of the needed
reports for the completion of the target within the year.

3. FOREIGN – ASSISTED PROJECT

For CY 2020, DENR-CAR Apayao was already on its 7th year of implementing
the 7-Yr Integrated Natural Resources and Environmental Management Project
(INREMP), a Foreign-Assisted Project, within the Chico River Watershed at Conner and
Kabugao, Apayao. Started in 2014 in the province, the project had already gained
grounds on the expected outcomes. As of end of CY 2020, DENR – Apayao
accomplished most of its targets in all the four components of this Foreign – Assisted
Project.

Natural Resources Management

Protection and Maintenance of Established Plantations

From its start, the Project successfully completed its target of developing a total

of 3,166 hectares thru different modalities such as Reforestation, Agroforestry, Assisted

Natural Regeneration, Conservation Farming, and Commercial Tree Plantation. During
the year, partner PO’s maintained and protected the areas they have established and

developed to ensure at least 80% survival rate.

For CY 2020, activities funded are the protection and maintenance of plantations
established in CY 2017 & CY 2018. As of year-end, evaluation of the project sites
showed survival rates of the individual plantations ranged from 84.78% - 94.70%.
Average survival rate was computed at 87.87%.

Different forest protection and conservation activities were conducted within the
barangays covered by the CBPM sub-project, namely: Katablangan, Guinamgamman,
Nabuangan and Talifugo. Anchored on IP cultural practices and traditions, and
combined with the adoption of the Biodiversity and Forest Land and Wildlife Indicator
(LAWIN) Technology, the CBPM subproject was implemented over a total area of
13,000 hectares. A total of 120 forest patrollers, 40 females and 80 males created 17
teams which conducted regular foot patrolling in defined routes within the identified and
delineated CBPM areas. These patrollers belong to the communities which include the
CBPM areas as parts of their Ancestral Domains.

During the year, the following capacity development activities were conducted for
the community and PO members and volunteer patrollers:

Team leaders are provided with Android phones for their use in conducting
LAWIN Patrolling Activities. For CY 2020, the patrollers conducted LAWIN patrolling
within an area of 13,000 hectares inside the CBPM areas.

 Livelihood Enhancement Support (LES)

The Year 2020 saw the completion and turn-over of FIVE (5) completed DENR-
led LES Projects awarded to partner PO’s in the previous years. The LES projects are

aimed at improving the watershed and providing livelihood support to communities
found therein. The INREMP’s Livelihood Enhancement Support (LES) is also intended
to enable both the Indigenous Peoples’ Organizations (IPO/PO) and their members to

increase their short, medium, and long-term incomes from more sustainable, and

market-oriented livelihoods or enterprises. These enterprises will help the individual and

the IPO/PO generate income while contributing to the overall improvement of the
watersheds. Support provided to the PO’s during the year include provision of

equipment and machineries for processing, including value-adding post-harvest

facilities (small constructions).

Other Livelihood Enhancement Support projects were provided to the PO
partners awarded with CBPM, which include among others, construction of pavement to

 Capacity Building

During the year, targets under Component 3 which covers Capacity Building of
partners were completed before the year ended.

Activities focused on the development of Information materials which include the
documentation of Good Practices and Success Stories of INREMP for the past 7 years
and the Video Documentation of ENR Projects under INREMP; Institutional and
Organizational Strengthening; and Knowledge Learning Market

Project Management Support and Services

During the year, DENR Apayao hired 29 personnel to perform different functions
to implement INREMP activities in the province of Apayao. Of these, ten (10) are
assigned at the Provincial Project Management Office (PPMO) and nineteen (19) are
assigned at the Watershed Management Project Coordinating Office (WMPCO) under
CENRO Conner.

FACILITATING / HINDERING FACTORS

The completion of the target activities for the year was greatly affected by the
onset of the pandemic due to covid-19. Nonetheless, most of the targets were already
completed before the year ended.

Some facilitating factors for the attainment of targets during the year are noted:

 The active participation of the partner PO’s facilitated much of the activities. The
partner PO’s have displayed genuine interest and willingness to undertake the
activities fully believing that these are all intended for their own good and
benefits.

 The persistence and skills of the INREMP PPMO and WMPCO staff, to
undertake target activities, including the hired Technical Extension Officer (TEO)
who unwaveringly devoted expertise to the Project. DENR Apayao is lucky to
have hired a highly competent TEO committed to the attainment of project
outcomes.

 The strong leadership of the PENR and the CENRO Conner Office and the
designated Focal Persons. The Apayao PPMO changed leadership at the onset
of the pandemic, wherein the previous Focal Person was designated as the
Officer in charge of CENRO Conner, a move favorable to the Project
considering that the new head of Office is fully familiar with the Project, aware of
what are still to be done.

 Progress Monitoring and Evaluation of outputs by National Coordinating Office.
The regular monitoring being done on the progress of the different planned
activities for the year had likewise facilitated the continuous monitoring and
conduct of activities on the ground.

 Continuing assistance of the International Center for Research and Agroforestry
(ICRAF) Team. With the constant assistance of the Team, some beneficiaries
were able to improve their farms following the conservation practices applicable
in their respective areas.

Though in its last year of implementation during the year, there are still activities
that need to be completed. Hence, the Project is anticipated to still run through next
year. Some activities under the CBPM were scheduled to be undertaken during the first
parts of the year. The Fourth and Fifth Year Maintenance and Protection Activities of
plantations established in 2017 & 2018 are already included in the Regular programs of
the agency for implementation in CY 2021.

4. GENDER AND DEVELOPMENT

Through the years, DENR-CAR Apayao had always been supportive of gender
and development. The DENR Offices in the province had always uphold gender
sensitivity in their daily operations.

The current composition of DENR Apayao Offices would show that almost 50%
are women. Women are found in all levels of management in the organizational
structures of the PENR and the CENR Offices.

In the operations of the Offices, gender and development concerns are
integrated even in the Foreign - Assisted Project being implemented by the Office.
Several programs upholding gender sensitivity are already mainstreamed in the regular
programs of the Office. This is evident in the approved Work and financial Plan wherein
Support to GAD is already integrated in the plans and programs of the agency. The 5%
of total Budget is earmarked as Support for Gender and Development.

For CY 2020, a Gender and Development Action Plan was crafted and submitted
to DENR higher offices. A copy of the Action Plan was provided to the Audit Team of
the Commission on Audit in compliance to standing policies.

The GAD Focal Points of the PENR and the CENR Offices had likewise
spearheaded activities catering to personnel welfare and office improvements.
Likewise, the GAD Focal Points led activities in compliance to policies formulated and in
observance of national events.

D. RESULTS / OUTCOMES

During the year, even with the covid-19 pandemic, DENR Apayao still received
support from different sectors in the implementation of different ENR programs and
projects in the province. The responses received from stake holders attest to the
sincerity and integrity of the DENR office and its personnel in providing ENR services.
These results also serve as a boost to the morale of all personnel providing frontline
services. The following are some of the responses received from DENR Apayao
partners and clienteles:

 Continuing participation of communities during clean-up drives
 Support to CEPA activities of the PENR and the CENR Offices
 Strong support and active participation of local government units and

other sectors during consultations for the crafting of ENR proposals during
preparation of Plans and Programs proposed for succeeding years
 Continued participation of communities in the Enhanced National
Greening Program and genuine interest of individual families enjoined to
participate in the ENGP
 Increase in the development of individual tree farms in response to
moratorium in harvesting from natural forests.
 Full understanding of lot claimants of the benefits of benefits of land titles
evidence by continued applications to perfect rights over own lands
 Continuing interest to avail of the public land survey services of the Office
as evidenced by the willingness of lot owners for the subdivision of lands
for the claimants to individually acquire their rights over their own lots.

E. SIGNIFICANT MILESTONES

As result of program implementations year in and year out, the following are
noted as milestones during the year:

 Clean Waters, Clean Air, and Solid Waste Management

Regular conduct of CEPA in communities and clean-up drives along the Apayao
– Abulug River and its tributaries has brought about a significant impact on the
water quality of these water bodies. Communities have reported that fishes
already abound river systems where previously, fish scarcity was observed due
to water pollution. The communities have already realized the importance of
clean water systems with the constant presence of DENR personnel leading the
clean-up drives, and constantly reminding them manage their solid wastes
properly and to keep their river systems clean because the rivers support life, on
land and in water.

 Forest Protection and Anti-Illegal Logging Campaign

The relentless efforts of DENR personnel in spearheading anti-illegal
logging activities in the province which brought about apprehensions in different
parts of the province had somewhat raised alarms to violators of forestry laws.
The conviction of apprehended violators and the confiscation of apprehended
lumbers, conveyances and implements had also served as warning and

advisories to would be violators that the enforcement of the law will always
continue, even amidst pandemic and natural calamities, and that these violators
cannot always get away from the long arm of the law.

The intensified information drives of DENR personnel within hotspot areas
and in communities within protection forests have raised awareness of the
communities on different policies regarding unauthorized forest resources
extraction including legal implications of unauthorized forestry activities even
within their claimed ancestral domains. The increased presence of DENR
patrollers doing LAWIN activities within untenured forests and conservation
areas and their continuous small group dialogues with communities and
indigenous peoples had somewhat educated the upland dwellers that there are
laws governing the management of the forests even with the presence of their
indigenous practices.

The close networking of DENR Apayao with the political leaders had also
kept the LGU’s constantly updated on the status of their forests and hence had
provided their strong support with the forest protection efforts of the agency. The
provincial and the municipal political leaders had incorporated forest protection in
their respective executive legislative agenda. They had likewise maintained
protection forests including conservation areas as strictly protection zones in
their respective CLUP’s.

 Enhanced National Greening Program

Started in 2011 and has been implemented nationwide, the Program has
its own success stories in the province of Apayao. Several sites that were
properly maintained by the partner PO’s are already giving produce particularly
fruit trees such as rambutan, citrus, coffee and cacao.

Success stories of some People’s Organizations, even after their projects
have already graduated from NGP, are also worth mentioning. Some PO’s have
already ventured into marketing of their products particularly coffee, citrus,
rambutan, cacao. Other line agencies have made their programs available to the
PO’s such as the DTI, DOST and DOLE which have provided entrepreneurship
support in terms of equipment and facilities. The DTI have provided coffee-
processing equipment to some NGP PO’s at Conner, Apayao including training
on paroduct packaging and marketing. The DOST and DOLE have likewise
extended assistance to several PO’s thru technology transfer and provision of
financial support for the procurement of needed equipment and facilities for
coffee production.

NGP Plantation established in 2012 producing rambutan fruits

Several NGP success stories had inspired many other upland farmers to
adopt development modes advocated in NGP particularly Agroforestry in
developing their individual upland areas into productive farms.
 Biodiversity Conservation

Regular CEPA activities being conducted by the DENR Offices in the
province had increased awareness of communities in protecting wildlife and their
habitats as evidenced by several wildlife rescued and turned-over to the DENR.

The LGU’s strong support to this is likewise apparent in their efforts to
preserve indigenous practices such as the “lapat” as a conservation measure of
their natural resources.

Biodiversity conservation areas such as identified bird sanctuaries,
roosting sites, Philippine Eagle habitat, fish sanctuaries as possible sites for
ecotourism activities have also increased the province’s efforts in exploring
sustainable ecotourism activities given the vast biodiversity resources of the
province.
 Protected Area Management

The efforts of DENR personnel in identifying sites for ecotourism and
coordinating these to the concerned local government units have contributed in
facilitating development of these sites as potential attractions to boost tourism
industry in the province. The DENR’s continuous activity of assessing caves and
classifying them as potential areas for tourism or not, have encouraged LGU’s to
promote and likewise enhance their efforts in ecotourism.

The increasing requests of LGU’s for assessment of newly discovered
caves and their persistence in the preparation of Cave Management Plans
manifest their increased recognition of the DENR’s mandates in this area.

 Land Disposition and Management

The DENR’s mandate in public land surveys and land titling had
contributed to stronger linkages with local government units and the general
public and a boost to revenue collection of the lgu’s. DENR Offices in Apayao
always coordinate with LGU’s regarding their conduct of public land surveys and
patent drives in the province. This coordinative effort had facilitated the smooth
conduct of surveys in all areas in the province and had solicited the support of
the LGU’s in likewise encouraging their constituents to avail of the land survey
and disposition services provided free by the agency. As part of the patent drive,
beneficiaries are advised to give their obligation in terms of taxes to their
respective LGU’s to likewise support their revenue generation efforts.

 Integrated Natural Resources Environmental and Management Project
(INREMP)

The gains of the INREMP is clearly seen by the outcomes from the
different sub-projects implemented. The provision of Livelihood Economic
Support to the Project’s partner PO’s have significantly improved living
conditions of the beneficiaries, from provision of farming tools, construction of
multipurpose pavements and improvement of farm to market roads. The
realization of these outputs have brought the communities closer to the
government.

 Contribution to peace efforts of the Government

The continuous implementation of DENR programs, projects and activities
even in far-flung barangays of the province have likewise increased the presence
of DENR personnel in different areas in the province, including identified ELCAC
areas. The sincerity of DENR personnel in bringing ENR services even in the
remotest barangay can be considered as part of government’s efforts in bringing
services to all citizens. Directly and indirectly, the continued presence of DENR
programs even in ELCAC barangays are a boost to the government’s peace
efforts.

F. PROSPECTS FOR CY 2021

Management Services

o Policy enhancement on the hiring of Contractual / Job Order Personnel for both
administrative and technical services to improve financial performance

DENR Apayao looks forward to hiring personnel in CY 2021 to meet
increasing demands for completion of activities within set deadlines pursuant to
approved Work and Financial Plan, SPMS indicators, Eagles Award Indicators,
PBB Indicators and other compliance to Instructions. Due to multi-tasking of

most personnel under both the Administrative and the Technical Sections of the
PENR Office, some documentations needed for the financial aspects of the
activities undertaken are prejudiced which leads to delays in payment of
expenses incurred. Hiring of additional personnel to undertake administrative
functions both Management and Technical Services shall ease burden of most
multi-tasking personnel, particularly in the preparation of documents to facilitate
payment of claims and hence, improve financial performance.

For CY 2020, DENR Apayao has limited its hiring of personnel in
compliance to standing policies issued by the agency. It is earnestly anticipated
that restrictions on the number to be hired be enhanced to allow the Office to hire
more personnel to render both administrative and technical functions.

o Filling – Up of Existing vacancies and Creation of additional positions

DENR Apayao looks forward to the filling -up of existing vacancies as of
end of CY 2020. The appointment of personnel to vacant positions and creation
of additional positions such as Administrative Assistants/Aides, Procurement
Officer, Statisticians, Information Officers, GIS personnel, among others, will
somewhat ease some personnel discharging multiple functions and be able to
complete targets on time and likewise produce required Means of Verifications
(MoV’s) pursuant to compliance to SPMS Indicator.

The increased demands for prompt public service in compliance to
different laws and policies being enacted and formulated year in and year out
had also increased functions being undertaken by the Field Offices, but had not
increased the number of personnel to undertake additional functions. These
added functions assigned to personnel in addition to their regular functions
attached to their positions and as designated officially, which also somewhat
contributes to delays or incomplete documentations of activities conducted.

o Ease – of – doing Business / Compliance to ARTA

DENR Apayao had been compliant to procedures in compliance to ARTA
and the Ease – of Doing Business Act. For CY 2020, DENR Apayao experienced
setbacks in this aspect due to strict accounting and auditing rules which require
additional documents not included in the Citizens Charter Processes nor
required under RA 9184.

DENR Apayao looks forward to streamlined processes and requirements
synchronizing RA 9184 and its Implementing Rules and Regulations with that of
existing auditing rules and policies. Auditing rules should be updated to conform
with RA 9184.

The PENR Office also looks forward to improved processes in
consonance to the Ease – of – doing – Business Act. Most processes emanate
from the CENR Offices, hence, the PENR Office would initiate an orientation for

the common understanding of processes to better provide ENR services to
clienteles.

Technical Services

o Continuous efforts in conduct of river clean-up drives

DENR Apayao’s efforts in raising awareness and eliciting action form
communities in rehabilitating river systems have already gained ground with
reported fish abundance in rivers where scarcity had been previously observed.
Likewise, during clean-up activities after events of rising water level, it was also
observed that less wastes had been washed up which means that household
wastes had been managed properly hence, less wastes collected. DENR
Apayao looks forward to zero-waste collected during clean-up drives in CY 2021
and beyond.

Conduct of River Clean – Up should allocate a separate allotment to
ensure success in this Priority concern of the Secretary. During the current year,
clean – up activities were conducted as part of CEPA and in observance of
environmental events.

o Improved survival rates of graduated NGP plantations

DENR Apayao looks forward to improving graduated NGP plantations
previously contracted out to PO’s. DENR Apayao anticipates maintaining and
protecting the plantations by administration which will means hiring of laborers
who will maintain the graduated sites and who will be paid directly through labor
payroll either on a daily basis or unit cost based.

o Improved NGP implementation with the Family Approach

With the shift from People’s Organizations to Individual Families as
partners in the NGP, DENR Apayao anticipates a more successful NGP
implementation considering that the area involved per family is smaller than the
areas awarded to PO’s. Although PO’s have members with individual farms
included in the PO’s awarded area, some had members with different levels of
commitment and participation to the Project, hence, often than not, led to low
overall performance of plantations. During the conduct of Survey Mapping and
Planning activities of potential areas for CY 2021 NGP, the DENR personnel had
already conducted consultations with communities and families with upland
farms within potential areas, orienting them of the NGP and their roles and
accountabilities once they enter into Contract of Agreement with the DENR for
NGP implementation. As result, the individual families tapped as potential
partners had expressed willingness to join the program. Some of the families are
also members of PO’s which implemented NGP, thus, they already have
experiences in managing their own plantations.

o Timely Completion of targets under Land Management

The timely completion of targets under Land Management is one of the
major apprehensions of DENR Apayao for CY 2021. Hence, the CENR Office
had already prepared their respective Implementation Plans and strategies to
attain their targets within the planned period. Potential areas had already
identified and mapped. Initial survey activities such as information drive and
assessment of areas to be surveyed had been conducted in the previous year
and every time an opportunity arises for an IEC.

Materials for patent processing and issuance (PPI) in CY 2021 were
already identified and patent drives were already started during the current year
for final processing in the next year considering that the Free Patent Act is
expiring on December 31, 2020.

o Declaration of identified Critical Habitats in the Province

Despite the richness of Apayao in terms of biodiversity and forest
resources, the province has no declared Protected Area. The province’s
indigenous forest practices coupled with strong political leadership has sustained
their forests for a long time, earning the province’s recognition as Cordillera’s
Last Forest Frontier. Aligned with the Province’s goal of forest conservation and
preservation, DENR Apayao, pursuant to its mandates, has identified
conservation areas in the province as Critical Habitats to ensure sustained
management of these areas as such and to protect and preserve the rich
biodiversity and nature’s bounties found. Documents were already submitted for
the declaration of areas in the province as Critical Habitats.

o Outsourcing of the Activity for the Preparation of Integrated Watershed
Management Plan (IWMP) of Apayao – Abulug Watershed

CY 2021 is a very busy year for the province of Apayao with the
numerous plans and programs for implementation and targets to attain. The
biggest challenge is in managing people and resources available to complete
these targets within the planned period. Assessing the capabilities of personnel
to undertake the preparation of the IWMP of Apayao – Abulug Watershed, DENR
Apayao believes that the activity has to be given full focus considering the
vastness of the area subject of the Plan. The Characterization and Vulnerability
Assessment were conducted in CY 2019, thus, needs updating and gathering of
primary data to determine present condition of the watershed to come up with
the most ideal Management Plan for it. To be able to complete the activity and
submit output within the planned period, DENR Apayao considers seeking
services of Consultants particularly from the Academe to conduct the Activity.

o Continued strong partnership with LGU’s and other ENR stakeholders

The challenge of keeping the strong partnership between the DENR and
the political leaders in the province is seen to continue in the years to come. With
a common goal towards effective environmental management in the province,
fully maximizing benefits derived from the province’s vast and diverse natural
resources while simultaneously protecting and developing these, DENR-CAR
