NOTICE IS HEREBY GIVEN TO ALL MEMBERS OF THE MAPELANE SKI BOAT CLUB
THAT THE SIXTIETH (60th) ANNUAL GENERAL MEETING OF THE MAPELANE SKI BOAT
CLUB WILL BE HELD ON SATURDAY 23RD OCTOBER 2021 AT 13:00 AT THE CLUBHOUSE.

8. Election of office bearers. In accordance with the constitution Guy Kay-Hards, Roy Travis,
Walter Stoop and Marius Vermaak must vacate their seats by rotation.
Les Hartley resigned during the course of the year and his vacant seat must be filled as well.
Nominations for five (5) members to serve on the Committee must be on the prescribed form,
and be submitted to the Secretary by no later than 4 days prior to the AGM.

In Memory Of Ken Howell

Ken Howell sadly passed away on the 2nd January 2021
after a long battle with cancer. Ken was a member from
1981 and was the club safety officer for many years and
also an honorary member.

Our thoughts and prayers are with his wife Patricia,
son Matthew and daughter Melodee.

MINUTES OF THE FIFTY NINTH ANNUAL
GENERAL MEETING HELD AT MAPELANE

ON 24th OCTOBER 2020

WELCOME
Les Hartley welcomed everyone present and thanked them for making the effort to attend. Les asked Roy
Travis to read the notice of the Annual General Meeting and thus declared the meeting to be constitutional.

PRESENT
As per the attendance register.

APOLOGIES
Herman Olivier, Kobus Olivier, Johan Oosthuizen, Max Sokolich, Trevor Spence.

OBITUARY:
Les requested a minute of silence in memory of Christo Delport who sadly passed away on the 13th July
2020 after a long battle against cancer.

CONFIRMATION OF THE PREVIOUS MINUTES
Minutes were confirmed as correct. These were proposed by Kim McMullen and seconded by Jimmy Campbell.

MATTERS ARISING
There was no matters arising and Les asked the floor if there were any items the members would like to
discuss under “general”. The following was requested

CHAIRMANS’S REPORT
Les presented his report. Les touched on the subject of the road condition in the pass where all the wood
retainer barriers have been stolen. There was a meeting requested with the parks in which we indicated
that we were willing to start the repairs. Les shared that there was indication that the Parks will repair the
road themselves as a budget was set aside for this. This would include the section from the gate to the
beach. There was also indicated that the park will open for overnight visits shortly. The only problem was
that we did not know when this might happen.

Les thanked Roy Travis and Tyron and Tracy Gruar for the great yearbook. Les shared that the monies
raised for the yearbook was way in excess of the R6000 needed to pay for the printing and that the excess
would be used for the proposed, 60-year coffee table book next year. There would be no function that eve-
ning due to covid and no prize giving. This would be carried over to the next suitable social. Les thanked
the committee for all their efforts during the year and wished the new chairman and committee members
all the best for the coming year.

FINANCIALS
Craig Howells presented the financial report and thanked Pat Sokolich for all her help and hard work during
the past year. Craig commended the committee for a job well done especially during these trying times
with presence of the covid-pandemic and no competitions except the Billfish realising. Craig added that in
reading the financials we should not interpret the negative figures as a loss but rather as a deficit as our
expenditure is not capitalised.

Les thanked Craig and Pat for all their efforts and called the floor to accept the financial report which was
proposed by Ivan Hartley and seconded by Barry Newmarch.

Les requested that before we discuss the budget that we request approval from the floor for a proposal
to change the billing system and classification of family. Les explained to the members the reason for the
increases as we have not had an increase in the last three years and is now necessary as we cannot rely
on competitions to cover our daily running of the club. We needed to make sure that visitors get billed
correctly and the biggest headache was the actual classification of who is family and who is not. Hennie
de Beer had an outburst aimed at the committee involving foul language. Les reprimanded Hennie for his
outburst and foul language as there were ladies present and was asked if he would like to stay or leave the
meeting. Hennie chose to leave. The committee suggested that family would be divided into two groups
namely direct and indirect family. Jimmy Campbell said that he felt that his brothers and sisters should be
included as direct family. This was debated and voted on and the majority of the vote was in favour of the
committee’s proposal. The increases and way of billing was discussed in detail. The budget was discussed
and explained by Craig. Les shared that there could be a possibility that the park might seize the supply of
electricity or request financial assistance in the near future. The possibility of an extra +-R150 per member
per month does exist if this happens. Les called the floor to approve the budget which was proposed by
Lourens Morris and seconded by Gideon vd Linde.

Guy was asked to explain the new guest book system and entry. This was discussed and Guy would draft
a final guest booking system. Guy shared that these changes, were to be put in place to make it easier for
Pat to bill, make sure the club get what we are supposed to and ultimately it would still remain up to the
members honesty to bill correctly.

ELECTION OF OFFICE BEARERS
In accordance with the constitution Les Hartley, John Josling had to vacate their seats by rotation, plus
the one open seat of Wayne Labuschagne who resigned earlier in the year.

There were three committee seats that had to be filled and four nominations received and thus called
for a vote. The nominees were: Les Hartley, John Josling, Johann vd Merwe and Alex McMullen. Johann
vd Merwe asked that his nomination be withdrawn as he has accepted employment at Steelpoort, which
would make it impossible for him to be actively involved. With only three seats and three nominations a
vote was not necessary and Les welcomed Alex as a new committee member. Les and John would also
remain on the committee for the next two years.

BILLFISH 2021
Ivan thanked all the members who assisted with the success of the 2020 Billfish comp. Ivan conveyed
that there was a discount of +-R2400 for all boats who entered the 2020 competition and re-enter in the
2021 competition. Ivan shared that he secured the sponsorship of Wesbank as a primary sponsor. Ivan
said that we will see if we can get a 25 boat entry and that the invitations will go out shortly.

BALLOT
Les requested that members please collect the ballot papers for Shaun Aspden’s ballot from Roy and
place completed papers in the ballot box.

GENERAL:

1 Tractors – Hennie de Beer was not present to elaborate to his request to discuss tractors.
Les reminded members that no tractors are allowed in the campsites or allowed to be parked in
the campsites.

2 Brandon Brokensha asked whether there was not a possibility of paying an annual flat fee to launch,
maybe something similar to the Rhino Card. Les explained that the launching fee structure was
discussed at the last ZDSAA AGM and that this issue was tabled to be forwarded to SADSAA. Les
shared that we at Mapelane are very fortunate that we are allowed to launch and pay on return.

3 Road repairs were handled in the Chairman’s report.

4 Kim vd Merwe made a short presentation on the planned New Years Eve bash – The theme will
be: Italian Gangster Evening

5 Guy asked the members to flip to page 58 of the yearbook and take note of some by-law changes
defining principal members of campsites as well as the fact that as from now only one boat will be
allowed per campsite.

6 Ryan Kewley shared that with the new electricity supply times, washing boats when the power was
down created problems because of the water pressure. Les replied that we are in the process of
replacing the old scaffold stand which is a safety issue at present, with a new double stand. This
stand would feed both the ablutions for the staff and the wash bay. The elevation of the stand
would ensure enough pressure to wash a boat.

7 Gideon vd Linde enquired about the refuse situation. Les replied that members are still required to
take their refuse when leaving Mapelane.

8 Barry Newmarch shared that the constitution makes provision for a club President. Barry proposed
Gert van Rooyen and a quick vote was asked by Les and all were in favour of this nomination. Les
congratulated Gert and welcomed him as the new Club President for the next two years.

9 Les Hartley shared with the members that the bush camp will get a face lift and will be more than
acceptable for visitors during the festive season.

10 Les thanked Craig Hulbert for the good price he gave us for pipe needed for our water system.

11 Gavin Udal enquired what the use of the new trailer would be for. Les said that it could be used for
refuse, getting goods to and from the beach during competitions. And maybe a shuttle to assist
our ladies to get chairs and cooler boxes to the beach, but only once this has been approved by the
authorities.

Lourens Morris enquired about the possibility of an incinerator for refuse. This option was to be
investigated and if the parks would actually allow us to do this.

Brett Hume shared that surveyors would not be allowed to issue cof’s without prove of a valid VHF
licence from ICASA. A proof of payment would suffice in the mean-time but members are urged to
opt for the 5-year license option.

Hilton Kidger thanked Brett Hume for handling our safety and on a lighter note shared the mornings

CHAIRMANS REPORT
2020/2021

I hereby present the Chairman’s report for the Mapelane
Ski-boat club for the period ending 31 August 2021.

This year in January we said farewell to Ken Howell, Ken was
a member of the club for about 30 years, he was the safety
officer for the bulk of that time and served on the committee
for a long period. Ken was the member who resided on the
campsite ‘plek plek’, the one we use as a spare guest camp
from time to time. Ken named it ‘plek plek’, because it always
rained at his camp ‘dit reen plek plek’ Rest in peace Ken.

COVID has held sway for the bulk of the club year, curtailing
our activities at the club which led to cancellation of some of
our competitions and socials.

COMPETITIONS

The Billfish challenge, unfortunately had to be participated. Judging by the feedback received

RATING SYSTEMS 2021/2022

Introduction
Clause 29 of the constitution states the following:
Members to whom sites have been allocated in terms of the Bye-Laws, shall be required to qualify for
the right to continue to occupy those sites, in accordance with a Points Rating System which shall be
instituted by the Committee. The system shall provide for members to earn certain numbers of points
for the various facets of ski boat angling and club participation and support. The format of the rating
system shall be presented at each Annual General Meeting for review and ratification, in order that it
be maintained in accordance with current requirements and conditions. A member who fails to qualify
in accordance with the Points Rating System shall forfeit his right to occupy the site, provided that the
committee shall be entitled in its discretion to condone the failure subject to such terms and conditions
as it may see fit to impose.

Launch points (max 25) 1 point per launch

Socials (max 12) 3 points for each social attended
(Feb, March, Easter & AGM social)

Social competitions (max 9) 3 points each for each social competition fished.

Billfish Invitational (6) 6 points for a member that partakes or assists in this competition.

2021 SADSAA
JUNIOR GAMEFISH NATIONALS
DURBAN 1 – 6 APRIL 2021

Matt Howells and Rindt Olivier (Jnr) nominated
through Mapelane for the March 2020 Junior
Gamefish Nationals to be fished in Durban and
were proudly chosen to represent Zululand as
u/16s – and then COVID-19 happened!!!

The tournament was sadly cancelled at short
notice, but it was proposed that the teams will
be kept as is for the following year.

It was touch-and-go for the 2021 event but for-
tunately the tournament, hosted by Natal Deep
Sea Angling Association at the Point Yacht Club,
was given the go-ahead for the Easter weekend
in between the lull of the so-called second and
third wave.

Gerhard van der Linde was called-up at short notice to
join as part of an u/19 Barbarians team so the representa-
tion from Mapelane Juniors, although unfortunately not all
nominated through Mapelane, grew and stood at 7 kids!
Conditions in general were good with 3 out of the 4 days
fishable.

Fish were scarce with the odd decent sized cuda, yellowfin
and dorado being caught and even the release of a sailie
being reported. Most were however smaller sized cudas.

Unfortunately, none of the Zululand teams were placed
in the tournament, with combinations of different fishing
conditions, the taxman taking his toll and some very bad
luck, playing a roll.

Despite the fishing not living up to expectations, it was
an honor and a privilege to represent Zululand, through
Mapelane, at this tournament. The opening and closing
ceremonies were smart affairs and good fun was had by
all.

A big thank you, to the hosts of the tournament for an ex-
cellent venue, the organizers for all the behind-the-scenes
effort of putting such an event together, the skippers for
making their time and boats available and all the parents
for the support they give to the juniors ensuring the con-
tinued development of the sport.

Although the fishing in general was disappointing, a lot of
lessons were learnt, and new friends made – we hope to
be back!!

2021 MAPELANE TROPHY

Mapelane hosted their annual Mapelane Trophy compe-
tition from the 06th – 09th of May 2021
First and foremost, a big thank you to my wife, Yolanda,
who stepped up to the plate, assisting me with the “ON
THE GROUND” responsibilities during the competition.
Unfortunately, due to work commitments, I could not
be there. “Yolanda, thanks for being there for me, and
our Mapelane Family”

To all the boat owners that put their craft forward to
make this competition possible thank you very much.
To all involved in the catering thanks for your blood,
sweat and tears behind the scenes for top notch food
served to ensure that our anglers, visitors, and friends
did not go to bed with empty tummies, it was much ap-
preciated by all. To all the members that assisted with
launching and retrieving boats from the beach with their
tractors it did not go unnoticed. Thank you very much
for your assistance.

During the competition we hosted a total of nine teams
from Mapelane and visiting clubs. The following clubs
were represented: Nomads; Durban Ski Boat club;
Richards Bay Ski Boat club; Meerensee Boat club; St
Lucia Ski Boat club; Rod N Reel boat club and Mapelane
Ski Boat club.

We also had the privilege of two Master teams fishing
in the competition, from Durban Ski Boat club and our
very own Master’s team from Mapelane. With a total of
eleven Mapelane Trophy teams, there were also three
Cuta teams of Mapelane members who fished in their
own competition against one another.

Thanks to Les Hartley who handled the briefing on
Thursday night and assisted in the running of the com-
petition during my absence. Thanks, Les!

On Friday morning the fleet took to the sea on day one
of the competition and all craft negotiated the surf safe-
ly on launching and beaching, however we had an un-
fortunate incident after boats beached that led to Jan
Steyn from the Durban Masters team getting hurt. A big
thank you to all the people who were involved in helping
Jan on the beach. The St Lucia NSRI were amazing, as
was Rescue 911. I can report that at the time of writing
my report Jan is almost fully recovered and wants to get
to Mapelane again.

With fair weather some good fish were caught on day
one of the competition, the biggest fish for the day be-
ing caught by Shaun Aspden with a GT estimated at
38kg. As per the rules this fish was released.

Ivan Hartley caught a cuta of 14.76kg, Connor Birkett
with a cuta of 14.74kg; and Trevor Spence with a yel-
lowfin tuna of 14.10kg.

As we all know this is not an individual competition but a
team competition and the team standings after the first
day was as follows.

1. Mapelane Seniors with 253.5 points.
2. Mapelane Masters with 146.5 points.
3. Natal Rod n Reel with 50.7 points

From this point on we had a fierce competition on our
hands as to which team would walk away with the
honours of been the victorious team of the prestigious
Mapelane Trophy 2021.

Saturday morning and the second day of the competi-
tion the fleet took to the water with great anticipation
and expectations on what the day would hold. Once
again, some good quality fish were caught on the day
with the biggest fish caught by Kim McMullan with a
cuta of 15.82kg; Jacques Herbs (Meerensee) and Shaun
Aspden each with a cuta of 14.38kg and Trevor Spence
with a cuta of 14.22kg. In the Cuta section Michael
Gruar bagged a cuta of 14.62kg.

The final team standings for the Mapelane Trophy
2021 competition after two days fishing was as
follows.

1. Mapelane seniors on 438.7 points.
2. Mapelane Masters on 304.4 points.
3. St Lucia on 219.3 points.

MAPELANE GAMEFISH
CHALLENGE
13 – 18 June 2021

Sadly, due to the cancelation of our annual billfish
competition this year, it was time to think outside
the box and hence the idea of a gamefish chal-
lenge came about and replaced the cuda derby on
our calendar.
I was asked to convene and together with the com-
mittee and Shaun Aspden, we got it off the ground.
The idea was to try and get as many of our members
to participate and hence we reduced the entry fee to
make it affordable for all.
Sadly, we only got 13 Mapelane boats and two visi-
tors boats, but it was decided that this was still finan-
cially viable and so the first gamefish challenge be-
came a reality and I believe shall become an annual
event on our calendar.

on Yena Lo.

All in all, a great week and a great format enjoyed by all

kilogram for game fish weighed in, plus 100 points for participating per event. The member with the
highest number of points at the end of the club year will be awarded the George Coates Trophy

All junior anglers will fish in the same social competitions for the Trevor Rapson trophy. This trophy
will be awarded to the junior angler (under 19) who caught the most (kg) gamefish over these four
competition days.

uMfishani POTJIEKOS COMPETITION
16 December 2020

The annual Potjiekos competition took place on the 16 December
with a record 16 pots taking part in the festivities.

The committee would like to thank all whom attended and made
this once again a highlight on our club calendar. A special thanks
to the judges Jimmy Campbell, Willie Viljoen and Elana Vermaak
who made themselves available to judge every pot.

The competition was fierce and the results were as follows:
1st uMfishani on 29 points.
2nd Troubled C with 28 points
3rd place was shared by Magangane & Nikki Too with 27 points

Thanks to all the competitors I am sure everybody had an
extremely good time.

DUTIES OF HOSTS FOR SOCIAL EVENTS

The following is expected of a member when he is nominated to host a social:

CATERING
• Check with Secretary for expected number of persons to cater for. If necessary, an agreed amount will be
transferred into your bank account by the Treasurer.
• Purchase all foodstuffs. Present all cash slips etc. to the Treasurer, whereupon your account will be credited
either with the full amount or with the difference if you received an advance before the social. It is not
necessary to go to town on the catering. The intention is not to use outside catering companies, but to
make the meals yourself. Very tasty meals can be prepared at little expense.
• Obtain keys of the clubhouse and kitchen from the Induna in charge. Ensure that the security guard has
done the stock take. Make a note of any shortages – and inform the secretary thereof
• You may use the club deep freeze if required.
• Arrange tables and chairs at your own discretion.
• Make sure clubhouse and patio is clean. Use club staff to assist you if necessary.
• If there are more people than catered for, rather serve up yourself, instead of allowing members and
guests to do so.
• Arrange with staff as to what time you require them to collect and wash dirty items. Each member of staff
is to be provided with a plate of food.
• The Host member is to collect the table cloths and take them home for washing. Arrangements must be
made to get the tablecloths to the secretary’s house in time for the next social event. If the host member
is not able to wash the tablecloths at home, please liaise with the Secretary who will then wash them herself.

SOCIAL COMPETITION – TO BE HELD ON SATURDAY
• You are responsible for the weigh-in.
• Obtain the scale, radio, and score sheets from the cupboard under the TV. The keys are with any committee
member. The batteries are kept separate from the scale - please remove after use.
• Note on the score sheet each member and junior member. This information is available from the launch
register. Each member participating in the competition gets points; therefore it is important that the
correct information is reflected on the score sheets.
• Record each fish individually.
• Do not weigh fish until you are satisfied it is time to do so. We want to avoid members fishing until 09h00
when others fish until lines-up - 12h00.
• You are beach master and are expected to control the boats.
• Return the scale and radio to the cupboard under the TV, ensuring that the batteries have been removed
from the scale, and hand score sheet to the Secretary or any other committee member, or if they are not
available, leave in the book and lock it up with the scale and radio in the cupboard under the TV.

BAR DUTIES
• Arrange to collect the float from the committee member in charge of the bar.
• Obtain keys to bar well in advance from the committee member
• You are expected to make your own arrangements for ice and drinking water in the bar.
• Place beers and wines on the ice not later than 16h00 on the day of the social. If there is a televised rugby
match, you might want to open the bar earlier. This is up to the host.
• Fill the jugs with drinking water and see that the 25-liter containers in the kitchen are full of drinking water.
• Arrange the bar and familiarize yourself with the prices.
• Make sure all the glasses are clean and easy access is obtainable.
• Have rags available to wipe bar counter and keep clean at all times.
• Have rubbish bin behind bar for empty cans and bottles. Place same outside bar once the session is over
and before bar is locked.
• Close the bar when you are satisfied that it is time out. Lock liquor and money away. After having cashed
up, giving takings to the responsible committee member the following day and leaving your cash figure
in the bag, the committee member will take stock.

1 NAME
The name of the club is the MAPELANE SKIBOAT CLUB.

2 OBJECTS

The objects for which the club has been formed are:

2.1 To promote, foster and control the sport of deep-sea angling.

2.2 To fulfil all the objects of a social and outdoor club.

2.3 To uphold a high standard of safety for skiboats and the competence of their skippers.

2.4 To promote marine conservation and actively support research into marine resources.

2.5 To affiliate to the Natal Deep Sea Angling Association and to subscribe to and abide by the

Association’s Constitution and Regulations.

2.6 To acquire, dispose of or lease immovable property and any other assets and to do all such things

as may be necessary to promote, or incidental to, the above objects.

3 MEMBERSHIP

3.1 The membership of the club shall consist of persons who subscribe to the objects of the club and

have been duly elected in terms of these rules and shall comprise of the following classes of

members:

3.1.1 ORDINARY MEMBER shall mean a person over the age of eighteen (18) years.

3.1.2 TEMPORARY MEMBER shall mean a person whose application for Ordinary membership

has been accepted by the committee as being in compliance with these rules but has

not been submitted to ballot in terms of Rule 4.2.4.

3.1.3 LADY MEMBER shall mean a person who is the wife or lady friend of a member.

3.1.4 HONORARY LIFE MEMBER shall mean an Ordinary member who, for outstanding service

to the proposed club merits the distinction and has been proposed as such by unanimous

resolve of the committee and ratified by a three fourths majority at an Annual General

Meeting. An Honorary Life member shall have the same privileges and responsibilities as an

Ordinary member but shall be exempt from payment of annual subscription.

3.1.5 LIFE MEMBER shall mean an Ordinary member who has more than fifteen (15) years’

payment to the club of an amount which shall be determined from time to time at an

Annual General Meeting. Such member shall have the same privileges and responsibilities

as an Ordinary member but shall be exempt from payment of annual subscription.

3.1.6 COUNTRY MEMBER shall mean a person whom is a member of a skiboat club affiliated to

the South African Deep Sea Angling Association and who has had a long and continuous

association with the club. The total number of Country members shall not exceed ten (10)

at any one time.

3.1.7 ASSOCIATE MEMBER shall mean a person who has been an Ordinary member for not less

than five (5) years, has resigned in good standing and for reasons acceptable to the

committee, and is desirous of retaining his association with the club.

3.1.8 JUNIOR MEMBER shall mean a person between the ages of ten (10) and eighteen (18)

years, whose parents or sponsors have in writing accepted responsibility for the conduct

of and any amount, which may be or become owing by the Junior member to the club.

3.1.9 HONORARY MEMBER shall mean a person who holds public office, or is an office bearer

or member of a deep sea angling club or association or has conferred some special benefit

on the club, and has been elected as such on terms and conditions as the committee may

resolve from time to time.

3.1.10 VISITOR MEMBER shall mean a person who is the owner or crew member of a skiboat,

which has been registered and certified as seaworthy in terms of the government safety

regulations. Either the owner or one of the crewmembers shall be in possession of a skipper’s

ticket issued in terms of the government safety regulations. Visitor membership, which

shall be applied for in writing, may be granted at the discretion of the committee for such

period and subject to such terms and conditions as the committee may deem fit to impose.

It shall be a condition of membership that the skiboat shall be operated from the club bas

for the whole period of membership.

4 ELECTION OF MEMBERS

4.1 The following rules shall apply to the selection of all classes of membership:

4.1.1 Except as provided in rules 3.1.9 and 3.1.10, each candidate for election shall be proposed

and seconded by two (2) Ordinary, Honorary Life or Life members who have been members

forat least five (5) years. The candidate shall have been known personally to the proposer

and se onder for at least one (1) year and they shall from their personal knowledge vouch

for the cand date’s suitability and eligibility as a member.

4.1.2 All proposals for membership shall be made on a form prescribed by the committee, shall

be signed by the proposer, seconder and candidate and shall be accompanied by the

amount of the entrance fee and subscription, which may be applicable.

4.1.3 The committee shall have the power to accept or reject a proposal for membership without

assigning cause.

4.2 The following rules shall apply to the election of Ordinary members:

4.2.1 A proposal for Ordinary membership shall be considered by the committee at its first ordinary

meeting after receipt of the proposal and may be accepted by the committee provided

that it is satisfied that the candidate is an active skiboat angler, and is either the owner of,

or is a minimum one-third shareholder in, or is an accredited crew member of a skiboat

which qualifies for registration by the club.

4.2.2 A candidate, whose proposal for Ordinary membership has been accepted by the committee,

shall be notified in writing. The candidate shall for a period of twelve (12) months from the

date of notification, enjoy temporary membership and at the expiration of such period

shall go to the ballot, provided that during the twelve (12) month period he has complied

in all respects with the club rules and bye-laws.

4.2.3 The committee shall have the right at any time during the twelve (12) month period to

terminate a candidate’s temporary membership and his proposal for Ordinary membership

shall then be considered to have been rejected. The committee shall not be obliged to

assign cause for such act.

4.2.4 After the expiration of the twelve (12) month period the committee shall determine a

date for a ballot and shall, at least fourteen (14) days before the date of ballot, post a notice

on the club notice board informing members of the date of ballot and of the name of the

candidate, his proposer and seconder. The original proposal form or a copy thereof shall

at the same time be posted on the club notice board.

4.2.5 All ballots will only be done in the clubhouse at Mapelane. One ballot will be at the Annual

General Meeting if and when required, and any other ballot at times as determined by the

committee. Notice of a forthcoming ballot must be posted to each Ordinary, Honorary life

or Life member in good standing, at least fourteen (14) days in advance.

4.2.6 The ballot box and ballot papers will only be available in the clubhouse at Mapelane, for a

period of two (2) hours, to allow all eligible members to vote. The ballot box shall be

manned by at least two (2) committee members.

4.2.7 The accidental omission to post the notice announcing the ballot to any member or the

non-receipt thereof by any member shall not invalidate the election of any candidate.

4.2.8 On the completion of the ballot as per 4.2.6 above, the chairman and or secretary with

the two committee members mentioned in 4.2.6 shall scrutinise the ballot papers and d

clare the result of the ballot by registered post within seven (7) days to the candidate, his

proposer and seconder.

4.2.9 At least twenty (20) members entitled to vote shall have voted to render a ballot valid.

Should less than twenty (20) members vote the committee shall arrange a further ballot

on a date determined by it. Should less than twenty (20) members vote at the second

ballot, the candidate shall be deemed to have been excluded. A candidate shall be elected

if he has received more than ten (10) times as many favourable as unfavourable votes and

shall be excluded if he fails to receive more than ten (10) times as many favourable as

unfavourable votes. An excluded candidate shall not be eligible for proposal as a member

until after the expiry of a period of one (1) year from the date of the conclusive ballot.

A candidate who has been excluded twice after conclusive ballots shall not again be

eligible to be proposed for membership.

4.2.10 A candidate shall, after the conclusion of the ballot, be notified in writing of the result

thereof and in the event of a candidate having been excluded or twice having failed to

receive the requisite number of votes, the amount paid as entrance fee and a proportional

amount of the subscription, shall be refunded.

4.3 Proposals for Lady, Life, Country, Associate and Junior membership accompanied by the appropriate
fees payable shall be considered by the committee at its first ordinary meeting after receipt of
the proposal and the candidate shall thereafter be notified in writing of the committee’s decision.

4.4 Temporary, Lady, Country, Associate and Junior membership shall be subject to the following
conditions:

4.4.1 The period of their membership shall be from the date of election by the committee

until the end of the club financial year. Thereafter their membership may at the discretion

of the committee be renewed annually.

4.4.2 They may participate in any competition organised by the club or be eligible to represent

the club in any competition to which the club has been invited to participate.

4.4.3 They may attend all General Meetings and participate in all discussions, but shall not

have the right to propose or second resolutions or to vote, or to be eligible for election

as an office bearer or committee member of the club.

4.4.4 They shall be entitled to utilise all the amenities provided by the club, subject to the

provisions of the rules and bye-laws.

4.5 All existing members and new members elected in terms of these rules shall be furnished

with a copy of these Club rules and Bye Laws.

5 ENTRANCE FEES AND SUBSCRIPTIONS

5.1 With effect from 31 August 2020, the following entrance fees and Subscriptions shall be payable

in the respective classes of membership, namely:

5.2 Entrance fees and subscriptions may, by resolution of the committee, be increased during any
one financial year by an amount not exceeding fifteen (15%) provided that any greater increase
shall require the approval of two thirds of the members present, entitled to vote and voting at a
General Meeting.

6 LEVIES
The committee shall have the right at any time to impose a levy in an amount not exceeding two hundred
Rand (R200,00) for such purposes as it may deem expedient, and which shall be treated as an additional
subscription and shall be payable by Ordinary, Temporary, Honorary Life and Life members upon written
notification to those members. An additional levy during any one financial year or a levy for an amount
exceeding two hundred Rand (R200,00) may not be imposed unless approved by a majority of members
present, entitled to vote and voting at a General Meeting.

7 CLUB YEAR
The club’s financial year shall be from 1 September to 31 August.

8 LIABILITY FOR SUBSCRIPTIONS AND ACCOUNTS

8.1 Annual subscriptions shall be due and payable on 1 September of each year.

8.2 A member, who is elected after the commencement of the financial year, shall be liable for a

proportion of the annual subscription calculated according to the number of un-expired

months including the month during which he was elected.

8.3 A member whose subscription or other liabilities to the club are in arrears for a period of three

(3) months, or such other period as may be stipulated in the rules or bye-laws, shall cease to be

a member of the club and written notice of this fact shall be addressed by registered post to

such person. The committee shall have the power to reinstate any such person upon payment

of such arrear subscriptions or other liabilities and any other amounts which would have been

payable by him had he remained a member, provided that the period from the date of ceasing

to be a member to the date or reinstatement does not exceed one (1) year.

9 RESIGNATION OF MEMBERSHIP AND REINSTATEMENT
A member desirous of resigning his membership shall tender his resignation in writing to the committee
who shall accept the same, provided that all amounts due by such member shall have been paid including
his subscription to the last day of the year during which his resignation is received. The committee shall
have the power to reinstate, on such conditions, as it may think fit, a member who has resigned in good
standing and has applied to be reinstated within eighteen (18) months of the date of his resignation.

10 ADDRESSES OF MEMBERS
Members shall notify the secretary in writing of any change of address. All notices and correspondence
posted by registered post to any member at his last known address shall be deemed to have been
received by him.

11 CONSTITUTION OF COMMITTEE
The management of the club, and all its business and affairs shall vest in the committee, subject to the
control of the members in a General Meeting. The committee shall consist of seven (7) Ordinary, Honorary
Life or Life members, three (3) of whom shall be boat owners or registered partners, and all of whom
shall be members of at least two (2) years standing, of whom at least three (3) shall retire by rotation
in one (1) year and four (4) in the next. The successors shall be elected at the Annual General Meeting in
each year and the retiring members shall be eligible for re-election if nominated in terms of Rule 12.

12 NOMINATIONS FOR AND ELECTION OF COMMITTEE

12.1 Nominations for the committee by two Ordinary members of at least two (2) years standing, or

Honorary Life or Life members, shall be handed to the secretary at least four clear days before

the date of the Annual General Meeting and not later than 18h30 on that day.

Each person nominated shall notify the secretary in writing of his acceptance. The secretary

upon receipt of the nomination and acceptance shall post the name of each person nominated

upon the club notice board.

12.2 In case the number of nominations exceeds the number of vacancies a ballot shall be held for

the election of the committee at the Annual General Meeting. Any ballot paper on which the

voter has not cast votes for as many candidates as there are vacancies shall be regarded as a

spoilt paper. Should the member nominated be below the number of vacancies, the chairman

of the meeting shall declare those nominated to be elected and call for further nominations for

the purpose of electing the balance of the number and such election shall take place forthwith.

13 POWERS OF COMMITTEE

Without prejudice to its general powers and duties the committee shall have the following powers and

duties, that is to say:

13.1 To elect its own chairman and vice-chairman. The chairman may not serve more than four

successive terms after which he will stand down for at least one term but will be eligible for

election to the committee during that term.

13.2 To appoint any eligible member to fill, until the next Annual General Meeting, any casual vacancy

occurring in the committee and to co-opt other members to serve on the committee or

sub-committees, provided that the appointment of a member to fill a casual vacancy shall not

affect the position of those members of the committee who are due for retiral by rotation at the

end of the then current period of office.

13.3 To act notwithstanding any vacancy or vacancies in the committee provided the quorum pro

vided for shall be present at all meetings.

13.4 To meet when considered necessary and cause to be kept proper minutes of its meetings. At

all meetings of the committee four shall form a quorum and the chairman shall have a casting

vote as well as a deliberate vote.

13.5 To make, vary and repeal bye-laws for the carrying out of the provisions contained in these

rules, for the management of the affairs of, and the use of the club and generally for all matters

connected with the club provided that such bye-laws do not conflict with the rules.

13.6 To determine from time to time tariffs or fees and charges and to stipulate the period within

which such fees and charges shall be payable.

13.7 To appoint and remove bankers, officials and servants of the club and to determine the powers,

duties, salaries and conditions of employment of the officials and servants of the club.

13.8 To direct and provide for the receipt, custody, employment, management, remittance and ex

penditure of moneys, and funds of the club, provided that all cheques shall be signed by two persons.

13.9 To carry out and give effect to all resolutions of the members in General Meeting, and where

no special direction is given as to the manner in which any resolution is to be carried out, to

carry out in such manner and form as the committee may in its discretion think fit.

13.10 To appoint, dismiss, and regulate the procedure of sub-committees and to delegate any of the

powers of the committee to such sub-committees.

13.11 To expel or suspend for such period the committee thinks fit any member who wilfully contravenes

any of the rules or bye-laws of the club, or who is guilty in its opinion of conduct unbecoming

of a lady or gentleman, or conduct calculated to be prejudicial to the interest and reputation

of the club. Any such member, and the proposer of any candidate for membership whose

proposal has been rejected by the committee, shall have the right to appeal to a general meeting

of the club against the decision of the committee, provided he shall give notice in writing to the

secretary of his intention to do so within seven (7) days of the notification to him of the committee’s

decision.

13.12 To settle any matter in dispute which has been submitted to it in writing. Either party to such

dispute shall have the same right of appeal as is given under rule 13.11 and all the provisions of

this rule shall apply so far as applicable and as fully as if they had been repeated herein.

13.13 To prevent any member, who fails to pay in accordance with these rules or bye-laws any

amounts due to the club, from incurring further liabilities to the club.

13.14 To erase from the membership roll the name of any member who has ceased to be a member of

the club for any reason.

13.15 To invite distinguished visitors or interested skiboaters to become honorary members of the

club, with or without payment of subscriptions for such periods as it may determine.

13.16 To make bye-laws as to the conditions generally upon which visitors may be admitted to the

club, and all matters connected therewith.

13.17 To enter into or terminate agreements, subject to the approval of members in General Meeting,

with other similar clubs, upon such terms as the committee may think fit, for reciprocal rights of

the members of such clubs and this club.

13.18 To resolve any doubt or dispute as to the proper construction of any of these rules or the bye-

laws of the club.

13.19 To administer the club base in terms of the rules and bye-laws and any leases of which the club

may be bound.

14 ANNUAL GENERAL MEETING
An Annual General Meeting shall be held not later than 31 October in each year for the purpose of
receiving the report of the committee and the annual financial statements, electing the committee,
transacting any special business of which due notice has been given and discussing generally the
affairs of the club.

15 NOTICE OF ANNUAL GENERAL MEETING
Notice of the Annual General Meeting and of the business to be transacted thereat shall be posted to
each member at least fourteen (14) days before the date of such meeting and shall call the attention of
members to the provisions of Rule 12 dealing with nominations for the committee.

16 CLUB PRESIDENT
The members may, at an Annual General Meeting, propose and elect a long-standing member as club
president. The office of club president shall be an honorary position and shall not form part of the
committee. The committee may, however, request the assistance of the club president in various matters,
i.e.: club functions, dealing with other associations or bodies, advice on general club policies or any
other matter the committee may decide upon. The term of office of the club president shall be two
years after which a new president may be elected and any past president may be re-elected.

17 NOTICE OF MOTION BY MEMBER
Any Ordinary, Honorary Life or Life member who wishes to have any special business considered at an
Annual General Meeting shall give notice in writing to the secretary not later than 15 July, and such
notice shall contain the terms of the resolution to be proposed.

18 GENERAL MEETING
The committee may at any time call a General Meeting and it shall do so upon a requisition signed by
ten (10) Ordinary, Honorary Life or Life members, specifying the object for which such meeting is required.

19 NOTICE OF GENERAL MEETING
Notice of General Meeting and the business to be transacted thereat, shall be posted to all members
at least seven (7) days before the date of the meeting, provided that the committee may call such a
meeting upon shorter notice in the event of any urgent matter requiring a decision by members. In the
case of a requisition by members, the notice shall convene the General Meeting for a date not later
than thirty (30) days after receipt of such requisition.

20 QUORUM FOR GENERAL MEETINGS
Fifteen (15) members present and entitled to vote shall be a quorum at a General Meeting. Should a
quorum not be present at any General Meeting after 15 minutes after the time notified for the meeting,
such meeting shall stand adjourned for 7 days and notice of the time and date of such adjourned meeting
shall be posted in the clubhouse. The members present and entitled to vote at such adjourned meeting
shall be a quorum.

21 CHAIRMAN AT GENERAL MEETINGS
The chairman of the committee, failing whom the vice-chairman and failing whom a member of the
committee appointed by the meeting, shall take the chair at all General Meetings. If none of the foregoing
is present and willing to preside, the members present shall choose one of their number to be chairman.

22 VOTING AT GENERAL MEETINGS

22.1 Only Ordinary, Honorary Life and Life members may vote at a General Meeting.

22.2 Voting for the election of committee shall be by way of a secret ballot. Voting for all other matters

shall be by way of a show of hands unless at least five (5) of those present and entitled to vote

require a secret ballot, in which event the vote shall be by way of a secret ballot.

22.3 A simple majority vote shall bind the minority except where otherwise provided in these rules

and, in the case of their being an equality of votes, the chairman shall have a casting vote in

addition to his deliberate vote.

22.4 Only registered boat owners may vote on any matter affecting the operation of skiboats.

23 ACCOUNTS
The committee shall cause full and true accounts to be kept of the whole of the assets, liabilities,
receipts and expenditure of the club.
At the Annual General Meeting in every year the committee shall place before the members a
Statement of the income and expenditure for the past year, and a balance sheet, signed by the chairman
and secretary, showing the financial position of the club at 31 August last, and a report by the committee.

24 BORROWING POWERS
The committee of the club may, upon being authorised thereto by a resolution passed by a majority
of not less than seventy five percent (75%) of the members present, entitled to vote and voting at a
General Meeting, borrow such sum or sums as may be required by the club upon such terms, conditions
and security as may by such resolution be fixed, if the resolution so provides, as may be fixed by the
committee. The notice convening such meeting shall set out the amount proposed to be borrowed,
the purpose for which it is required and the terms and conditions of the loan.

25 BOAT OWNERSHIP AND MINIMUM LAUNCHES

25.1 Ordinary and Temporary members shall at all times be the owner of, a minimum one-third

shareholder in, or an accredited crew member of a ski boat which is registered with the club.

25.2 All Ordinary and Temporary members shall launch, or cause to launch as stipulated in 25.2.1

through 25.2.3. All three the requirements must be complied with simultaneously.

25.2.1 All boat owners must ensure that each Mapelane registered boat (boat with M number)

launch at least six (6) times during each club year.

25.2.2 Each Ordinary, and temporary member shall go to sea on his registered boat at least six

(6) times during each club year.

25.2.3 Each Ordinary, and Temporary member shall go to sea on any Mapelane registered boat

at least ten (10) times during each club year. The launches referred to in 25.2.1 and 25.2.2

above will contribute to this requirement.

25.3 The minimum number of launches applicable to a member who has joined the club after the

commencement of the club year shall be proportionally reduced according to the number of

full calendar months remaining from the date of acceptance as a member to the end of the club year.

25.4 Launches made by members selected to represent the club at recognised Interclub competitions

away from Mapelane shall be included in the requisite number of launches referred to in Rule

25.2.3 only.

25.5 In the event of a member who has travelled to Mapelane for the purpose of taking part in a

competition organised by the club, and that competition being cancelled by the committee due

to adverse weather conditions, he shall be credited with a launch or launches, which shall be

included in the requisite number of launches referred to in rules 25.2.2, 25.2.3 and 25.3

25.6 A member who fails to comply with rules 25.1, 25.2 and 25.3 shall forfeit all privileges afforded

in terms of the constitution and bye-laws of the club.

25.7 Notwithstanding the provisions of Rule 25.6, the committee shall in its discretion have the

right to condone the non-compliance of rules 25.1, 25.2 and 25.3. This condolence shall be for

the reasons of ill health, physical disability or any other reasons acceptable in the absolute

discretion of the committee. The reasons should have precluded the member from operating

a skiboat for a period of time. The member must submit a written explanation for the non-

compliance, stating the reasons.

25.8 For the launches referred to in rule 25.2, 25.3, 25.4 and 25.5 not more than one (1) launch may

be counted on any one (1) day.

26 BOAT REGISTRATION AND OPERATING RECORDS

26.1 The number of skiboat registration numbers, which may be allocated to members, shall not

exceed forty (40) at any one time.

26.2 A member to whom a registration number has been allocated shall within thirty (30) days from

date of allocation produce to the club boat examiner a skiboat for inspection in terms of the

government safety regulations.

26.3 The names, numbers and other relevant details of all boats approved for registration, together
with the full names and particulars of the owners, partners and accredited crew members, shall
be entered in a register kept for that purpose. Not more than three (3) partners or crewmembers
may be registered for each boat.
26.4 It shall be the duty of each boat owner or partner, prior to launching, to record in a register kept
at the base for that purpose, the date and time of the launch and the names of the skipper and
crew. On his return to base he shall record in the register the time of beaching.

27 ANNUAL BOAT INSPECTION

27.1 All registered boats shall be presented annually at the club base for inspection by the club boat

examiner at a date and time stipulated by the committee and notified to all boat owners. A

member may not operate a skiboat after 31 December following the date of the annual boat

examination unless it has been re-registered.

27.2 A member who fails to have his boat re-registered at the annual boat examination or within such

further period as the committee may, on application, allow, shall forfeit his registration number.

28 ADMINSTRATION OF CLUB BASE
The land occupied by the club as a skiboat base, in terms of an agreement of lease, shall be administered
by the committee for the benefit of members and in accordance with the terms of the lease.
The committee shall be empowered to make bye-laws for the use and occupation of the club base by
members and their guests.

29 POINTS RATING SYSTEM FOR SITES
Members to whom sites have been allocated in terms of the bye-laws, shall be required to qualify for
the right to continue to occupy those sites, in accordance with a points rating system which shall be
instituted by the committee. The system shall provide for members to earn certain numbers of points
for the various facets of skiboat angling and club participation and support. The format of the rating
system shall be presented at each Annual General Meeting for review and ratification, in order that it
be
maintained in accordance with current requirements and conditions. A member who fails to qualify in
accordance with the points rating system shall forfeit his right to occupy the site, provided that the
committee shall be entitled in its discretion to condone the failure subject to such terms and conditions
as it may see fit to impose. Ordinary, Honorary Life and Life members shall, in addition to any other
points which may have earned in terms of the rating system, be entitled to receive a credit of two (2)
points for each year, exceeding five (5) years, of their membership, subject to a maximum of thirty
percent (30%) of the total rating system points.

30 LIMITATION OF LIABILITY

30.1 The liability of any member shall be limited to the amount due by him to the club.

30.2 No liability shall attach to the club in respect of the property of any member or of his guests,

which may be lost, damaged or stolen on or from the club premises.

31 INTERPRETATION OF RULES AND DEFINITION OF TERMS

31.1 Any matter not in these rules specially provided for shall be declared by the committee and in

case of doubt as to the meaning of any rule or bye-laws, the interpretation of the committee

shall be binding upon members.

31.2 In these rules, unless the context otherwise requires:

31.2.1 Words importing the singular only shall include the plural and vice versa.

31.2.2 Words importing the masculine gender shall include the feminine.

32 ACTION BY AND AGAINST THE CLUB
The club may sue and be sued in any court of law in the name of the secretary.

33 INDEMNITY
Members of the committee, the auditor and officials of the club shall not be liable for anything done or
omitted to be done in the exercise of their duty or supposed duty unless it was due to their own wilful
neglect or default and they shall be indemnified by the club for any liability they may incur to any other
person as a result of such exercise unless that liability arose from such willful neglect or default aforesaid.

34 WINDING UP
34.1 The club may be wound up by a resolution passed by a three-fourths majority at a General Meeting
of the club, of which at least thirty (30) days notice has been given to all members.

34.2 The members in General Meeting shall appoint liquidators and may give directions as to the
winding up and the distribution of assets, provided that the assets remaining after the satisfaction of
liabilities shall only be given or transferred to a company, society or association with objects similar to
the objects of the club.

35 ALTERATION OF RULES
The rules of the club may only be altered by a resolution passed by a two-thirds majority of members
present, entitled to vote and voting. Due notice of the General Meeting and the proposed resolution
shall be given in terms of these rules to all members.

36 REVISION HISTORY

This constitution is based on the version approved in June 1994 and this revision will be referred to

Revision 0. Any other revisions done after this date will be revision 1, revision 2, etc.



36.1 Revision 1 - dated October 1999

This revision was approved at the Special General meeting of 23 October 1999 and was

changed to the following:

36.1.1 The ballot system has been changed from a postal system to a ballot in the

clubhouse at Mapelane - rule 4.2.5 to 4.2.10.

36.1.2 The number of boats has been changed from 35 to 40 - rule 26.1

36.1.3 Revision history has been added - rule 36



36.2 Revision 2 - dated March 2000

This revision was approved at the Special General meeting of 11 March 2000 and was changed

to the following:

36.2.1 The number of launches required were changed from 12 down to 10 –

36.3 Revision 3 – dated October 2004

This revision was approved at the Annual General Meeting of 23 October 2004 and the following

changes were made:-

36.3.1 To change the affiliation of the club from Natal Deep Sea Angling Association to

the Zululand Deep Sea Angling Association (Clause 2.5)

36.3.2 All references to KwaZulu-Natal Nature Conservation Services to be altered to

read Ezemvelo KZN Wildlife so as to take into account their name change.



36.4 Revision 4 – dated October 2006.

These revisions were approved at the AGM of 21st October 2006 and the following changes were made.

36.4.1 To delete the word lady in clause 4.4

36.4.2 Amend clause 4.4.2 to include: provided they have paid the ZDSAA fees.

36.4.3 Renumber clause 4.5 to 4.6 and insert the following clause:-

4.5 Lady members shall be subject to the following conditions:-
4.5.1 They may participate in any competition organised by the club or be eligible to
represent the club in any competition to which the club has been invited to participate
provided they have paid the ZDSAA affiliation fees.




4.5.2 They may attend all general meetings and participate in all discussions,
propose or second resolutions and vote and be eligible for election as an office
bearer or committee member of the club; however they may not hold office in any
portfolios which control boating or boating safety unless they have a valid skipper’s
ticket.
4.5.3 They shall be entitled to utilize all the amenities provided by the club,
subject tothe provisions of the rules and bye-laws.
4.5.4 Should a lady member cease to be the spouse or lady friend of a member, she
will immediately cease to be a member of the club and the holder of any office.
Should she wish to be a member of the club, she must apply in terms of clauses
4.1 and 4.2.

36.4.4 In clause 22.1 insert the words änd Lady members” after the words “Life member”.

36.5 Revision 5 - dated October 2008

These revisions were approved at the AGM 25th October 2008 and the following changes were made:



36.5.1 Delete the sentence “A candidate shall be elected if he has received more than ten (10) times as

many favourable as unfavourable votes and shall be excluded if he fails to receive more than ten

(10) times as many favourable as unfavourable votes.”

Replace this with “A candidate shall be elected if he has received a favourable vote from the majority
(66%) of the members present.”

36.6 Revision 6 - dated 02 March 2019
These revisions were approved at the SGM held on 02 March 2019 and the following changes were made.

36.5.1 This clause to be deleted in its entirety.

The following clause to re-instated in its entirety
4.2.9 ‘At least twenty (20) members entitled to vote shall have voted to render a ballot valid.
Should less than twenty (20) members vote the committee shall arrange a further ballot on a date
determined by it. Should less than twenty (20) members vote at the second ballot, the candidate shall
be deemed to have been excluded. A candidate shall be elected if he has received more than ten (10)
times as many favourable as unfavourable votes and shall be excluded if he fails to receive more than
ten (10) times as many favourable as unfavourablevotes. An excluded candidate shall not be eligible for
proposal as a member until after the expiry of a period of one (1) year from the date of the conclusive
ballot. A candidate who has been excluded twice after conclusive
ballots shall not again be eligible to be proposed for membership.’

4.1.1 To be ammended to read as follows
Except as provided in rules 3.1.9 and 3.1.10, each candidate for election shall be proposed and seconded
by two(2) Ordinary, Honorary Life or Life members who have been members for at least five(5) years.
The candidate shall have been know personally to the proposer and seconder for at least one(1) year
and they shall have hosted the candidate at the club base (as a guest) on at least five(5) occasions
during the 12 months leading up to the application for membership. They shall, from their personal
knowledge vouch for the candidates suitability and eligibility as a member.

The following bye-laws have been formulated in terms of clauses 13.5, 13.16 and 28 of the constitu-
tion of the Mapelane Ski Boat Club. In terms of these clauses the committee has the power to make,
repeal and vary any of these bye-laws.

1 SKIBOATS

1.1 No ski boat shall operate from Mapelane Ski boat Club base unless in possession of a valid seaworthy

certificate issued by the South African Deep Sea Angling Association (SADSAA) and skippered by

a person in possession of SADSAA skippers certificate of competency.

1.2 Only one (1) boat can be registered per member.

1.3 All ski boats registered with the Mapelane Ski boat Club must carry their identification letter and

number (the M number) clearly visible on both port and starboard sides. The size of the lettering

must not be less than 150 mm high by 25 mm wide and must be in a contrasting colour with the

background.

1.4 Only boats in category A1 (1) and A1 (2) with a minimum length of 4.7 m can be registered with

the club. No category A1 (4) or A111 (1) (inflatables and craft fitted with one outboard motor) can

be registered with the club.

1.5 Only boats registered with the Mapelane Skiboat Club will be allowed to operate from the Mapelane

Skiboat Club base. The committee can allow boats registered with other clubs provided application

is made one (1) month in advance.

1.6 The committee has the right to inspect any boat registered with Mapelane Skiboat Club at any

time they so wish and may demand such boat be presented at Mapelane for inspection. Should

the boat not be seaworthy or the safety equipment inadequate, the committee has the right to

suspend the boat owner from the club until the boat complies with the regulations and bye-laws.

1.7 Ski boats will only be registered with the club if the owner or part owner is a member of the club.

For the purposes of this clause a temporary member will be considered to be a member.

1.8 Any potential member still in the getting to know you period prior to be made a temporary member

does not qualify to register his boat at the club.

1.9 Notwithstanding the provisions of clause 1.8 above the committee can register a boat at the club

of a member in the getting to know you period if the circumstance of the case justifies it.

1.10 When a boat has been tested by a safety officer other than a Mapelane safety officer, the onus is

on the boat owner to present the club committee with a copy of the inspection certificate by

31 December of the year preceding the year for which the inspection has been done so that the

boat owner and his crew will qualify for launch points from 1 January of that year.

1.11 All potential members when applying to join the club as crewmember on a Mapelane ski boat

must submit a letter from the boat owner verifying this, with application for membership.

1.12 All partnerships for boat ownership must be proved by a signed affidavit.

1.13 All skippers launching from Mapelane Ski boat Club must complete the launch register before

going to sea and sign the register after his/her return. Catch returns must be completed on the

same form. These forms are kept on the base at the gate in the duty room.

1.14 The Skipper of a boat is responsible to see that the bye-laws and safety regulations are strictly

adhered to.

1.15 Each Ordinary, and Temporary member shall make half of the required ten (10) launches during

the first half of the year (from September to February) and the other half of the ten launches

during the second half of the year (from March to August).



2 FISH DISPOSAL

2.1 No fish may be sold.

2.2 Fish gut may not be deposited on the foreshore nor back into the sea, but must be deposited in

the Ezemvelo KZN Wildlife refuse system available at the fish cleaning areas and as directed by the

committee from time to time.

2.3 Fish may not be cleaned, gutted or disposed of in camp nor may bait be disposed of in the camp.

3 TROPHIES
The following trophies shall be awarded annually to Mapelane Skiboat Club members and during
Mapelane Skiboat Club competitions:

3.1 Annual Trophies

3.1.1 The Mapelane Shield for the heaviest game fish caught from a skiboat operating from

Mapelane during the preceding year.

3.1.2 The George Coates Trophy for the most points scored in the monthly competitions held

during the preceding year.

3.1.3 The Pat Peddie Trophy for the heaviest Cuda caught during the preceding year from a

boat operating from Mapelane.

3.1.4 The Billfish Trophy for the heaviest Billfish caught on tackle up to 60kg line from a boat

launched from Mapelane.

3.1.5 The Trevor Rapson trophy for the Junior who caught the most game fish during the year

on the competition days as determined by the committee from time to time.

3.1.6 The awards will be made at the Annual General Meeting.

3.1.7 Tackle. Open class tackle with a maximum breaking strain line of 50 lbs. (23 kg) with the

exception of the Billfish Trophy where 130 lbs. (60kg) tackle is allowed. Fish caught on wire

line will not count.

3.1.8 The trophies listed above will be allocated based on the information extracted from the

record catches as listed in the club house and completed by the members.


3.2 Competition trophies

3.2.1 The Mapelane Trophy shall be awarded annually at the Mapelane Trophy competition to

the winning team and may not be removed from the club premises.

3.2.2 The Moon van Rooyen trophy for the individual with the highest score at the junior inter

club competition.

3.2.3 The Dick Cheetam trophy for the team that scores the most points in the Junior Interclub

competition. For the purpose of this trophy the under 16 and under 21 teams will compete

together.

3.2.4 Trophies for the Junior Inter club will be awarded at the competition and may not be removed

from the club premises.


3.3 No trophies may be added to this list for any competition or event unless the committee has

previously invited the donor to make such trophy available.


4 CLUB RECORDS

4.1 A member may claim a club record for any type of fish caught on rod and reel from a boat operating

in Natal and Zululand waters.

4.2 Claims must be made to the club secretary within two months of the catch and the details shall

include:

4.2.1 Type of fish;

4.2.2 Weight and scale used;

4.2.3 Date caught;

4.2.4 Tackle used;

4.2.5 Witness (at least one).

4.3 Tackle: Records shall be classified into two classes :

4.3.1 Line of breaking strain up to 50 lbs. (24 kg);

4.3.2 Line of breaking strain up to 130 lbs. (60 kg);

4.3.3 No wire line will be allowed;

4.3.4 Maximum length of double line, leader and/or trace shall be in accordance with IGFA

regulations.

4.4 No mutilated fish shall be considered for record purposes.

4.5 The committee shall have the right to reject any claim but shall submit reasons for such rejection
to the claimant.
