17. When providing publication charges, the same research work should not have been

submitted to obtain Foreign Travel Grants and the applicant should submit a

declaration for that. In case the applicant is found to breach this condition, he/she has

to refund to the university the publication fee awarded and will not qualify for funding

for publication charges in the future.

5.7 Junior Research Fellow

5.7.1 Guidelines for Junior Research Fellows positions leading to PhDs

A special meeting held on 6th August 2018 24th November 2005 regarding a scheme for
the award of Junior Fellowships and
chaired by the Vice Chancellor with DVC, appointment of Junior fellows in
Departments attached to the Faculties of
Deans of Faculties, Chairman University Arts, Humanities & Social Sciences. The
same scheme can be adopted by all
Research Council decided to allow Faculties and Institutions in the university
academics to recruit a “Junior Research system according to the above mentioned
Fellow (JRF)” to support their research and circular
academic activities with effect from 1st

January 2019. This decision was taken

based on the UGC circular No. 867 dated

5.7.2 Terms and Conditions

Position Junior Research Fellows attached to the Faculties of Commerce & Management,
Computing & Technology, Humanities, Medicine, Science and Social Sciences

JRF is required to carry out research leading to a PhD under supervision of the academic and
assist in teaching activities of his or her supervisor.

Any academic staff member who can act as a PhD research supervisor could should make a
request from the Vice Chancellor through Head and Dean for a Junior Research Fellow for a
period of three years or more with a service break every year.
Value of award: An annual 12-month grant awarded for a period of 3-4 years’ renewable after
evaluation at the end of each 12-month period, payable in monthly instalments, an equivalent
to half the remuneration (including all appropriate allowances approved by the UGC) attached
to post coming under the salary code B-05 as stated in UGC circular No. 867 dated 24th
November 2005.

There should be a university agreed number of Junior Research Fellow positions to a
Department.

Qualifications:
• (a) Category 1 —

A 4-year degree with specialization in the relevant subject with First or Second Class (Upper
Division)

• (b) Category 2 –

A 4-year Degree with specialization in the relevant subject with Second Class (Lower Division)

And

A Postgraduate Degree or Diploma of at least 01 academic years' duration in the relevant
subject.

• (c) Category 3 —

A 4-year Degree with specialization in the relevant subject without a class

And

A Postgraduate Degree of at least 02 academic years' duration in the relevant subject with a
research component.

Method of selection: By open advertisement.

All candidates under categories 1, 2, and 3 below may be interviewed and evaluated on one
and the same occasion.

Funding for PhD research except for JRF salary:

It is the responsibility of the supervisor to secure funding for consumable items, capital
/equipment, travel and other costs of the research project.

Nature and period of Award and Appointment:

Primary duties of the Junior Research Fellow are to perform research under supervision of
the academic member concerned and complete the PhD helping teaching activities of the
supervisor in the Department of the Faculty to which they are attached, as assigned to them
from time to time by the Supervisor, Head of the Department or Dean of the Faculty, as the
case may be.

This condition should be clearly stated when the Junior Research Fellow positions leading to
PhDs are advertised.

1. The Junior Research Fellowship is basically an award and an appointment to
encourage and enable outstanding graduates in all fields of the Faculties of Commerce
& Management, Computing & Technology, Humanities, Medicine, Science and Social
Sciences who are successful in winning an award, to undertake PhD.

2. Junior Research Fellows are expected to complete PhD degree within a period of three
or four years, according to the duration of the award (although completion of a
postgraduate: degree within that period is to contribute 2 ½ days each week towards
the academic activities (including teaching) of the supervisor in the Department of the
Faculty to which they are attached, as assigned to them from time to time by the
Supervisor, Head of the Department or Dean of the Faculty, as the case may be.

3. Junior Research Fellows are also required to contribute 2 ½ days each week towards the
academic activities (including teaching) of the supervisor in the Department of the
Faculty to which they are attached, as assigned to them from time to time by the
Supervisor, Head of the Department or Dean of the Faculty, as the case may be.

Although an award of a Junior Research Fellowship and appointment as a Junior Research
Fellow is designed for a period of three or four years (at the discretion of the Faculty or
Department concerned), the Junior Research Fellow will be evaluated by the Supervisor, Head

of the Department and Dean of the Faculty at the end of each 12 month period during the
duration of the fellowship, and the award and appointment renewed for a further 12 month
period on the basis of a positive evaluation, on the recommendation of the Supervisor, Dean
and the Head of Department (or by the Supervisor and Dean of the Faculty alone if the Junior
Research Fellow is attached to a Faculty rather than to a Department). Conversely, a negative
evaluation would result in the termination of the award and the appointment by the Council of
the University on the recommendation of the Supervisor, Dean and the Head of Department
(or on the recommendation of the Dean of the Faculty alone if the Junior Research Fellow is
attached to a Faculty rather than to a Department.)

4. A Junior Research Fellow may, of his or her own accord terminate the award and the
appointment with one month’s notice after completion of 3 years of the PhD studentship
agreement.

5. No awardee of a Junior Research Fellowship will be eligible for any other award of a
Junior Research Fellowship and appointment as a Junior Research Fellow in the
University of Kelaniya after he or she has completed a total period of four years as a
Junior Research Fellow.

6. It must be clearly understood that a Junior Fellowship is essentially a facility to
encourage postgraduate studies and research, facilitate academic activities of the
supervisor and to promote human resource development, and does not carry with it any
indication that the awardee will be absorbed into the academic staff of the Faculty or
Department concerned.

7. Junior Research Fellow should sign an agreement with the University for 3 years in
order to be appointed to the post.

8. Junior research fellow should report to the supervisor and a letter of assumption of
duties should be sent to the Vice Chancellor through proper channels.

Selection procedure:

1. Selection of suitable candidates for the post of Junior Research Fellow should be based
on a Marking Scheme.

2. A maximum overall mark of 80 or more is required for the award of a Junior
Fellowship.

3. Short listing of candidates may be done by a Committee comprising the
undermentioned:
• Dean/FGS should be the chair of selection committee
• The Dean of the Faculty concerned.
• The Head of Department of Study concerned.
• PhD Supervisor

9. Chair Professor or a Senior Member of the Department/Faculty not below the rank of
Senior Lecturer nominated by the Vice Chancellor.

4. Short listed candidates are required to make an oral presentation of about 5 - 10
minutes at the final interview

5. The composition of the Selection Committee is as follows
• Dean/FGS should be the chair of selection committee
• The Dean of the Faculty concerned
• The Head of Department of Study concerned.

• PhD supervisor
• Chair Professor or a Senior member of the Department not below the rank of an

Associate Professor (a Senior Lecturer may be considered only if such Senior
Academics are not available)
• A Senior member of the staff not below the rank of an Associate Professor from
another Department/Faculty nominated by the Vice Chancellor.

Creation of Cadre Provisions –

1. Faculties or Department who wish to award Junior Research Fellowships has to
resource these awards by the replacement of cadre position/s available with Junior
Research Fellowships.

2. Faculties or Departments who opt to replace Temporary Lecture positions with Junior
Fellowships are required to progressively phase out Temporary Lecturer cadre
positions and to replace all existing and future Temporary Lecture positions with
Junior Fellowships, once the existing staff who have completed their permitted period
of appointment.

3. Once a Faculty or Department opts for the replacement of Temporary Lecturer
positions with Junior Research Fellowships, they cannot revive the converted
Temporary Lecturer positions, as the purpose of the new scheme is to progressively
replace all Temporary Lecturer positions with Junior Research Fellowships. However,
the option of adopting the new scheme or retaining the existing Temporary Lecturer
system is left to the Faculty or Department concerned.

4. Persons who have completed their permitted period of appointment as Temporary
Lecturers are eligible to compete for Junior Research Fellowships.

The Scheme of Recruitment is effective from 01.01.2019. It will be applicable to all Faculties,
Departments of the University of Kelaniya.

JRF should register for a PhD at the Faculty of Graduate Studies of the University of Kelaniya,
will have the privilege of paying the full instalment of registration fee at the end of the course
before the viva voce examination.

5.8 Providing Registration Fees for Local Symposia

5.8.2 Terms and conditions

1. The applicant should be a member of the permanent staff of the University of Kelaniya.
2. The research paper should have been accepted as an oral presentation or a poster

presentation at a symposium or a conference organized by a state university,
recognized institution or a professional organization/association.
3. One research paper is entitled for only one registration fee.
4. The name and address of the University should appear below the name of the author(s).
5. The presenter should be the applicant. If a student is the presenter, Corresponding
author should be the supervisor, affiliated to the University of Kelaniya and the cost of
participation (Registration fee, travel cost and other cost) for the presenting author
should be applied by the supervisor and the cost of participation is awarded to the
supervisor with regard to the requirement of the student.

Therefore, the condition mentioned in the point no 14 will be applicable to the supervisor.

6. The e-mail address of the corresponding author should be the university e-mail (i.e.,
username followed by @kln.ac.lk).

7. The applicant should have Google Scholar and ResearchGate profiles which have been
made public.

8. When there are several co-authors, registration fees of only the presenter will be paid.
9. Applications prepared as per the format given below should be sent to the Chairman of

the Research Council with the recommendation of the Director/FRC, Head of the
Department and Dean of the Faculty.
10. The letter of acceptance of the abstract/extended abstract/research paper and the
documentary evidence for the amount of registration fee should be submitted with the
application.
11. The same paper should not have been submitted to and/or presented at any other
national or international symposium/workshop and the applicant should submit a
certificate stating this. In case the applicant is found to breach this condition, he/she
has to refund to the university the registration fee awarded and will not qualify for
foreign travel grants to present papers at international symposia in future.
12. A hard copy of the abstract/extended abstract that had been accepted for presentation
should be submitted with the application.
13. PDF version of the abstract should be submitted with the application to be published
in the e-repository of the university.
14. A staff member is eligible to receive registration fees for a maximum of two symposia
per year.
15. Abstract of the paper presented should be published in the Research Gate profile of the
applicant.
16. Failing to comply with the Guideline 14 will disqualify the staff member for future
awards.

6 UNIVERSITY RESEARCH GRANTS

The University provides research grants to three types of grants provided: Foreign

future travel grants under this scheme.

3. Eligibility for the foreign travel grants will be based on the criteria stated in the point
number 19, 20, and 21.

4. In order to qualify for the award, the University address should appear below the name
of the author and the corresponding author should be the applicant. If the paper does
not contain the words “University of Kelaniya” in the address, the travel grant will not
be awarded.

5. The e-mail address of the presenting author should be the University of Kelaniya e-
mail (i.e., username followed by @kln.ac.lk).

6. The applicants should have Google Scholar and ResearchGate profiles which have
been made public in University of Kelaniya domain and university of Kelaniya email
address ([email protected]) should appear.

7. When there are co-authors, only the presenter will be awarded the grant. If a student
is the presenter, corresponding author should be the supervisor, affiliated to the
University of Kelaniya and the cost of participation (registration fee, travel cost and
other cost) for the presenting author should be applied by the supervisor and the travel
grant is awarded to the supervisor with regard to the travel requirement of the student.
Therefore, the condition mentioned in the point no 18 will be applicable to the
supervisor.

8. Only one grant will be made in relation to any one symposium.
9. Applications prepared as per the format given should be sent to the Chairman of the

Research Council with the recommendation of the Director/FRC, Head of the
Department and Dean of the Faculty.
10. A hard copy of the abstract/extended abstract that has been accepted for presentation
should be submitted with the application.
11. The PDF version of the abstract/extended abstract that had been accepted for
presentation should be submitted with the application to be published in the University
of Kelaniya e-repository.
12. An individual staff member will be awarded not more than maximum of Rs. 300,000.00
on any one occasion.
13. Foreign travel grant requests should be first submitted to faculty grants scheme. If
there are no funds available in FRC, travel grant request should be forwarded to the
Research Council.
14. A report should be submitted within 2 weeks of returning from the meeting. The report
should be made according to the format provided in the web site of the research council.
15. After returning to the country, the applicant must make a presentation to the Faculty
Board on the research he/she had presented at the international forum.
16. Directors/FRCs should keep track whether the presentations are made after returning
to the country and report to Research Council.
17. Failing to comply with the Guidelines 13 and 14 above and also failing to publish the
abstract in Google Scholar and ResearchGate profile will disqualify the staff member
for future awards.
18. Once an award has been made to a staff member, he/she is not eligible for another
foreign travel grant from the Research Council until at least two years have lapsed
from the date of first award.
19. Applicants applying for the first time: any peer–reviewed conference in which the
conference proceedings are published in the form of abstract or full research paper
will be considered.
20. Applicants applying for the second and third time: the conferences co-hosted or hosted
by Times Higher Education top 1000 universities or a reputed international conference
held in a foreign country which is accepted as one of the three Faculty recommended
premiere conferences in the subject area accepted by the Research Council or Scopus
indexed conference proceedings/included in Scopus conference list will be considered.

21. Applicants applying after their third time: only the three Faculty recommended
premiere conferences in the subject area accepted by the Research Council or Scopus
indexed conference proceedings/included in Scopus conference list will be considered.

22. The publication should not be a redundant/duplicate publication.
23. If the applicant is registered for more than one paper in the same Conference which is

Scopus indexed conference proceedings/included in Scopus conference list, the
research papers should have been accepted as an oral or a poster presentation, and the
applicant should be the presenter for all the accepted papers then total Registration fee
will be provided within the maximum of LKR 300,000

6.2 Sabbatical Leave Research Fellowship

6.2.1 Introduction

This has been introduced recently to sabbatical leave period on doing a major
promote collaborative research of research activity which can be presented in
University of Kelaniya. This grant is the form of an acceptable publication
provided for those who wish to spend their finally.

6.2.2 Terms and Conditions

These guidelines are made effective from the 01st October 2018.

1. University academics and other staff members entitled for sabbatical leave are eligible
to apply.

2. Awarded up to a maximum of LKR 2 million.
3. Awarded for research proposals relevant to Sri Lanka which can be carried out either

in Sri Lanka or abroad or both during the sabbatical period.
4. Outcome should have the potential to publish at least 2 research articles in indexed

journals. (i.e. Scopus, SCI, AHCI, SSCI and other journal lists recommended by the
University Research Council) and “University of Kelaniya” should be included in
author affiliation.
5. The objectives of the proposed research should address National Development Goals.
6. If the proposed research work is carried out as a collaborative work with an overseas
institute, a justification for doing the work in the said overseas institute and the
components of the research intended to be carried out in the overseas institute should
be provided.
7. In an event of failure to publish 2 research papers in indexed journals from the
proposed research, Research Council consider other means of dissemination of
research information accepted by the University Grant Commission. (i.e. Scholarly
work, Creative work, Patents, Monographs, Text books and Scientific and Literary
Communications).

8. Applicants should have Google Scholar & ResearchGate accounts which have been
made public with a “[email protected]” email address and the address of University of
Kelaniya.

9. The duly filled application of Sabbatical Leave Research Fellowship which is available
in the Research Council website should be submitted accordingly.

10. Application should be forwarded to the Chairman/Research Council through proper
channels (Director - FRC/HOD/Dean).

11. A subcommittee will be appointed to evaluate proposals submitted by applicants with
two copies and the grant is awarded on the basis of subcommittee recommendation.
Subcommittee comprises

• (i). Chairman/RC and two members from the Research Council.
• (ii). Two evaluators (evaluations made according to descriptive guidelines and

checklist).
• One internal evaluator from each discipline of submitted applications from the

Faculties of Commerce & Management, Computing & Technology, Humanities,
Medicine, Science, and Social Sciences and one external evaluator accepted by the
University (paid through honorarium).
12. If the researcher cannot complete the research within the stipulated period, an
extension may be given for a maximum of 1 year and in the event the researcher still
fails to complete and submit the report, the awarded amount may be surcharged from
the salary according to the existing financial rules and regulations of the University.
13. The grant would be released in portions 3 or 6 monthly/or yearly basis based on the
progress of the research and the duration of sabbatical leave period. *The full amount
of the grant will not be released at the beginning of the research under any
circumstance which is effective from 02nd May 2018.
14. The applicant should provide the progress reports as applicable and inability to
provide progress reports will lead to the termination of the agreement. In addition, the
progress reports will be reviewed by the Research & Publications committee and
inability to show reasonable advancement according to the time frame will also lead to
the termination of the agreement.
15. The applicants are kindly requested to stick to the budget format in the application
form.
16. Funding for return air tickets to travel the country where sabbatical work is carried
out cannot be included in the research budget since these provisions are already
provided to academic staff who obtained sabbatical leave. However, the cost of
overseas accommodation and living costs could be included in the grant budget if the
applicant’s sabbatical stay is not funded by the overseas institute or the University.
17. If cost of accommodation and/or living cost are requested, the applicant should
provide a statement from the overseas institute that they do not provide funds for
accommodation and living costs. In addition, the rent agreement indicating the cost of
rent and period of stay should be provided. The allocation under accommodation
and/or living cost should not exceed 1/3 of the total grant amount.
18. The publication should not be a redundant/duplicate publication.

6.3 Innovative Pilot Research Project

6.3.1 Introduction

This has been introduced to promote and related work of scholars in University
innovations, creative and artistic research of Kelaniya.

6.3.2 Terms and Conditions

1. The project should be innovative in nature and should address an issue of national
concern in creative ways / new trends within the discipline / innovative interdisciplinary
work / with the potential for a patent outcome.

2. University academics are eligible to apply.
3. Awarded up to a maximum of LKR 1 million and a maximum of three grants annually

on competitive basis. Three copies of bond agreement to be signed by grantee and the
Vice Chancellor indicating the grant amount, the title and the start date.
4. Awarded for research proposals relevant to Sri Lanka which can be carried out in Sri
Lanka
5. Outcome should have the potential to publish at least 2 research articles in indexed
journals. (i.e. Scopus, SCI, AHCI, SSCI and other journal lists recommended by the
University Research Council) and “University of Kelaniya” should be included in
author affiliation.

• After returning to the Country, the student must make a presentation to the Faculty
Board on the research he/she had presented at the international forum.

to the country and report to Research Council.

6.4.3 Annex A

• Any student who submits a paper for a travel grant without the recommendation of a
supervisor who should be the joint author will NOT be considered.

• The applicant should be an undergraduate or working as a temporary staff in a
department not more than 3 months since the validation date of the degree.

• The paper should appear in a Scopus Indexed publication.
• Both the principal supervisor and/or the principal author should have kln e-mail

address and the affiliation of the corresponding author should appear as the University
of Kelaniya.
• Only one award is given per department per year.
• If more than one applicant from a department applies for the award, the selection will
be done by a panel appointed by the Research & Services Centre of the Faculty. The
evaluation is based on a presentation of the research work by the application to a 4
membered panel. The composition of the panel to be Dean, Head of the respective
department and two faculty members outside the department.
• The research paper should be either related to fundamental research or related to
applied research.
• The presenting research should address one or more United Nations Sustainable
Development goals listed below.
