On 05.03.2023 The Tamilnadu State IMA leadership meet was held at Chennai there were around 300 participants for the program. Dr.R.Kannan chairman IMA TNSB has given a talk about IMA-AMS, in the same meeting a small hand flyer with IMA prayer, physician prayer and flag salutation and information about how to become IMA-AMS member is given to all the participants. 3. IMA-AMS, COIMBATORE BRANCH ACTIVITY, RADIOCITY FM TALK BY DR.ANITHA, CHAIRMAN, IMA-AMS ON 08-03-2023.On Women's day, March 8th 2023, Dr.Anitha, Gynaecologist,from IMAAMS COIMBATORE gave a radio interview to radio city 91.1 FM, between 10am to 11am.about women health.The interview received good response & feedback. 4. On 10.03.2023 IMA-AMS TNSB conducted the World Kidney Day CME program in zoom platform from 3pm-5pm.The Speakers were Dr.M.Devin Fernado gave a talk on Epidemiology and screening in CKD population and Dr.P.Giri gave a talk on physicians roll in preparing for the unexpected in CKD patient and the chairperson was Dr.V.Chiranjeevi it was attended by 95 people. 5. IMA-AMS, COIMBATORE BRANCH ACTIVITY, On 17.03.2023 IMA-AMS wing of Coimbatore branch conducted World Kidney Day CME incontinence.The Speakers were Dr.M.Ramalingam gave a talk on true incontinence Dr.K.Senthil gave a talk on Overactive Bladder and Stress incontinence and Dr.T.J.Ranganathan gave a talk on Physiotherapy in Stress incontinence between 3pm-5pm it was a live program around 80 IMAmembers attended the program. 6. The State council meeting of IMA Tamilnadu was conducted at Madurai on 19.03.2023, from 9am-6pm IMA-AMS TNSB,Dr.R.Kannan chairman IMA TNSB has given a talk about IMA-AMS,&Quarterly IMA-AMS TNSB report. 7. On 26.03.2023 IMA-AMS TNSB critical care workshop was conducted at Royal Care Hospital, Coimbatore.It is a session of Hands on Workshop and the session from 9A.M. - 5P.M.this is third month programme of total 5 months programme, it is a structured programme for physicians and practitioners. There were 30 participants for the programme. 8. On 27.03.2023 Black Day was observed in support of Rajasthan IMA against Rajasthan Government Draconian Right To Health Bill by IMA AMS TNSB on that day memorandum was submitted to District Collector Coimbatore. 9. On 4 APRIL I M ACoimbatore conducted emergency meeting regarding Rajasthan IMA strike. Message from Jaipur that MOU is signed between government and IMA and strike is withdrawn. ON 8 APRIL 2023,ENDOIMA 1&ENDOIMA2 CONCLUDING SESSION was CONDUCTED,THIS WAS A Basic and Advance Endoscopy Training program held by Indian Medical Association AMS at Gateway clinics and hospitals, RS Puram Coimbatore. The 6 month course was concluded with the final class with lectures from Dr. ArunSelvan on topic Upper GI bleed management and by Dr. PiyushPatwa on the topic Collaborative endoscopic and laparoscopic surgery.The delegates had an opportunity to watch the Live endoscopic procedures, both Diagnostic and therapeutic. On the same occasion chairman of Gateway clinics Coimbatore Dr. K. Senthil Kumar distributed the certificate to all the delegates and to all the faculties Dr. PiyushPatwa Dr. Karthik K, Dr. Balakrishna. 13. On 12.04.2023 at 8.00PM IMA AMS TNSB chairman Dr.R.Kannan and secretary Dr.V.RajeshBabu attended the Zoom meeting conducted by the National HQ IMA-AMS and given the valuable suggestions. 14. The new WORKSHOP LAPIMA First session was inaugurated at Gateway Hospitals Coimbatore,on 15/04/2023.at 9:00 AM - Welcome of delegates,9.30 am.Introduction of training program by Dr.K. Sendhil Kumar Chairman Gateway Clinics and Hospitals Pvt Ltd. And Dr.V. Rajesh Babu, Secretary IMA AMS,TNSB.Zoom presentation by Dr. Eswaramoorthy9:30 Am to 10.30 Am: Basics in Laparoscopic Surgery – ergonomics, 10:30 Am to 11.30 Am: instrumentation and OT Set up to basic Laparoscopy., from erode 2 times in the morning. RAIMA -Regional Anaesthesia workshop started on last Saturday (15.04.2023) in Ganga hospital with four enthusiastic delegate participated. The first session started with basics of USG and its physics lecture done by Dr. Senthilkumar followed by basics of peripheral nerve stimulation by Dr. Vinothkumar. After the lectures, live demonstration in volunteer was done by Dr. Madhanmohanand Dr. Vinothkumar. All the delegates were made to scan the volunteer and identify the structures. Remaining sessions will happen as planned. 16. On 18.04.2023 IMA AMS TNSB organised meeting in Zoom Webinar for World Parkinson's Day between 3PM to 5PM. The main topic of the session was MRI guided focused ultrasound for treatment of Parkinson's disease, tremors and Dystonia.The speakers were Dr.K.Madeshwaran gave a talk on Introducing MRgFUS Dr.Vijyan gave a talk on What is all this FUS about? Dr.K.Arul Selvan gave a talk on Video gallery Dr.K.Raguraja Prakash gave a talk on surgery without a knife Dr.N.Senthil Kumar gave a talk on How thick is your skull.The meeting was well attended by State and National leaders. There were about 150 participants for the program. 17. IMA-AMS, COIMBATORE BRANCHACTIVITY,On 22.04.2023 IMA-AMS wing of Coimbatore branch conducted World Autism Day CME . The Speakers were Dr.T.C.RAMAKRISHNAN,gave a talk on All about Autism.Dr.MalligaiSelvaraj , gave a talk on Parent Implemented Intervention,between 3pm-5pm it was a live program around 80 IMAmembers attended the program. 18. IMA-AMS, MADURAI BRANCH ACTIVITY,On 25.04.2023 IMA AMS Madurai conducted a live program on 25.05.2023 from 8.30 PM onwards the speaker was Dr.R.M.Manikandan ,gave a talk on Dapalifozin and Diabetes: pros and con. The chairpersons were Prof.Dr.Selvamani and Prof.Dr.E.Subaya around 100 members attended the program. 19. IMA-AMS, TIRUPUR BRANCH ACTIVITY,IMA AMS TIRUPPUR, under the guidance of IMA AMS TNSB conducted Online Dermatology CME on 28.04.2023.Welcome address was given by Our President Dr.N.Saroja. The CME was inaugurated by Dr. R. Kannan, IMA AMS Chairman and Dr. V. Rajesh Babu, IMA AMS Secretary.The CME was moderated by : Dr.P.P.Ramasamy, MD The topics presented were 1. Skin Disorders In Summer by Dr. Pradheepa, MD., DVL DNB,2. An Approach To Hair Loss by Dr.S. Bharathi. MD., DVL.From the beginning 240 members were Online. In the end337 doctors participated. Apart from Tirupur IMA members, IMA members from Other branches like Chennai, Srivillipuththur, Madurai, Coimbatore,Tirunelveli, Tuticorin, Porur, Chengalpattu , Gopichettipalayam, Thiruthuraipundi, Thanjavur, Dharapuram, Thiruvalur, Palani, Nagercoil, Kangeyam, Anthiyur, Ranipet, Ramnad and Kallakurichi also participated and appreciated our efforts. The program was coordinated by Dr.Nagaraj, Chairman IMAAMS Tirupurand Dr.V.Aruljothi, IMAAMS TNSB Joint Secretary.Healthy discussion on the topic was made with 25 questions.

On 7 May RAIMA the REGIONAL ANAESTHESIA WORKSHOP,2 and 3 session were conducted at Ganga Hospital,The workshop started at 9AM and ended at 5PM.There were totally 9 FACULTIES all were covering the Progamme and the FOUR registered participants were given adequate training.They were given 2 TNMC Credit Hours. th 23. MANNAR MANNAN and Secretary Dr. S. GOWRI SHANKAR. Respected Seniors, Colleagues, We have come close to the end of the academic year 2022-23 with 76 Institutions actively conducting Paramedical courses, out of 93 empanelled. 1349 students of the academic year 2022- 23 will be writing the final exam from June 28, 2023 onwards in various common exam centres. we request the Principals to see that the syllabus is completed as per the Curriculum book issued before the final exam. There will be a model test in first week of June 2023 at their own Paramedical Centres. Necessary question paper will be sent through the email. It is requested that the branch Presidents and Secretaries to provide their IMA Halls for the Paramedical exam from 26-6-2023 to 3-7-2023. The external invigilators will be supervising the examination. We request the Paramedical Centre heads to nominate the invigilators, if asked for the nearest out stations, where TADAwill be provided as per IMAnorms. Affiliation of our Paramedical courses with the Skill Development Council is in process, MOU received from the HSSC is being sent to the Advocate for a legal opinion. Hope, we will be getting the good news very soon. We are in need of raising our standard of education to the higher level, so as to meet the requirement of Skill Development Council. There was an orientation programme for the west zone Paramedical students at Hosur on 28-05-2023. Elaborate arrangements have been made by the Hosur branch President Dr. Gnanameenakshi and the Secretary Dr. R. Anbuchezhian to conduct various programmes. The programme was inaugurated with lighting the Kuthuvilakku by the leaders of IMA TNSB, IMA Hosur and the Principals of various Institutions. APRIL MONTH ACTIVITIES - 2023 STATE LEVEL WEBINAR for the Paramedicals for 9 days / 9 hrs to mark the safe mother hood week was conducted by WDW TNSB along with TNFOG. It was grand success with participants more than 950. Quiz winners were given prizes and certificate was given to all participants. 2) Contributions to IMA HQs activities: a) Black day - 27 March 2023 IMA HQs organized black day on 27th March 2023, in support of Rajasthan IMA against Rajasthan Government's draconian Right to Health Bill. NIRMALFERDRICK Dear President and esteemed members, I am pleased to provide you with a quarterly activity report for the Standing Committee on Health Insurance, IMATNSB. We have been actively working towards improving the landscape of health insurance and addressing the challenges faced by healthcare providers. I am excited to share some significant developments with you all. Firstly, I am thrilled to inform you that we will be jointly organizing the National Health Insurance Summit in association with the Hospital Board of India (HBI), NHB IMA TNSB, and IMA Coimbatore. The summit is scheduled to take place at Hotel Radisson in Coimbatore on 3rd and 4th June 2023. We have invited esteemed leaders from the General Insurance Council, HBI, NHB, insurance companies, and TPAs to grace the event. The National President of IMA, Dr. Sharad Agarwal, is scheduled to preside over the summit. We anticipate that this summit will serve as a platform to address the numerous challenges related to health insurance and bring significant benefits to hospitals. In addition during the National Health Insurance Summit, we will look to actively engage in: Collaborations and Partnerships: Based on our interactions, we plant to forge strategic partnerships with key stakeholders in the health insurance sector, including insurance companies, TPAs, and regulatory bodies. Report of the Environmental Committee Chairman - Dr. S. PANDIAN 12.03.2023 - In Cuddalore IMAPresident and Secretary started. We had undertaken a Kitchen gardening project, where the students and members of the staff of an Anganwadi were trained in and supplied with, basic tools to develop and manage a garden so that they would be able to obtain the basic daily vegetable needs, which could be attained in a short span of time, was our main goal. The cost worked out to less than Rs 2,500. We plan to continue the same to other such centers as well in the coming future. For example the bill to ban the right to abortion in the United States last year is a direct threat to the safety and health of women there. Our country and especially our state is much more safer and open to womens issues. I am so grateful that I have this opportunity to work with women at the grass root level and do my part in improving women's welfare in our area. I am happy that our activities motivate more ladies and doctors to help women in their own areas too. We have formed a defamation cell under PPLSSS to file criminal defamation cases against those who are publishing, broadcasting false news, articles, posts in the social media against any member Doctor or his/her Hospital without any tangible evidences. State President, Hony. State Secretary, PPLSSS Chairman, Secretary, PPLSSS Legal Committee Chairman, Legal Committee Advisor and the Advocates of PPLSSS are the designated members of the cell. Doctors who are well versed in medico Legal cases are nominated as the members of the Legal committee with the guidance of the PPLSSS Legal committee Advisor Dr. K. Thangamuthu, who will impart necessary training and provide teaching material to the members. First batch of teaching material was sent already and the training has started already. In order to bring more members to FSS, the branches are requested to increase the membership strength. Atleast 1% of the existing strength is to be increased, for which 5 marks will be issued for an award. April 2023 will be observed to promote FSS membership, the branches are requested to invite the Management committee members and supply necessary Pamphlets and application. The property in Jamin Pallavaram, Chennai is under renovation is visited by the senior leaders. Once the renovation is over, it will be decided whether to rent it out or sell as service apartment. To execute the project of Makkalai Thedi Maruthuvar under the village adoption scheme has th identified 34 villages. We are planned to have comprehensive health camp on9 April, where NCD screening and awareness programmes will be conducted. Women empowerment committee also involved in it. A committee is formed to oversee the purchase and sale of IMA Properties by State, branches and Trust. Areport will be presented by its members in this meeting. 87

Supreme Court Judge Ms.Indhu Malhotraand the Director General of Police Dr. Sylendra Babu has consented to attend and give lectures. Past State President, State President Elect, Hony State Finance Secretary, State Vice Presidents, Joint Secretary, Asst. Secretaries, Past National Presidents, Past National Vice Presidents, Past State Presidents, Chairman and Secretaries of Wings and Schemes, Chairmen of various Standing Committees, Branch Presidents and Secretaries, he has thanked IMAMadurai for organised the State Council Meeting in a grand manner. He said, it gives me great pleasure topresent the report of IMA TNSB for the period of three months from Oct to Dec 2022. We had a grand Annual conference, where Dr. T. SenthamiPari had taken over as the State President of IMA TNSB for the year 2023. It was a grand show, where installation ceremony, scientific programmes, stalls, Medical Expo were held with very huge attendance. I congratulate the organising committee for arranged such a wonderful programme. th Next day, we had 315 SCM at Trade Centre, Nandambakkam, Chennai, where we had discussed lot of useful agenda. State President announced few new committees, who would submit their reports today. I thank our Immd. Past State State President Dr. R. Palaniswamy who had guided me in the activities throughout his tenure, as like the current State President Dr. T. SenthamilPari. We had received 44 National Awards from IMA HQs.,which shows our active performance in the National level. I congratulate all of you who had received awards. We had strings of installation ceremonies, where I had attended IMA Madurai, Coimbatore, Tirupur, Tirunelveli, Vallioor, Tuticorin and Marthandam. We had celebrated New year's day in IMA Tirupur with lot of enthusiasm and joy. IMA Erode has initiated lot of new projects. There was a very traditional Installationceremony at IMAThoothukudi. I was honoured in taking part in the installation ceremony of IMA Marthandam, which created two National Presidents. I had the opportunity to meet Dr.R.V. Asokan, National President Elect, IMA HQs. in IMA Marthandam and in the flight to New Delhi, where we discussed lot of IMArelated matters. We had lot of constitution amendment committee meetings and amended the Constitution/Bye Law during 2022 by Dr. S. Kanagasabhapathy and his team, which approved by the CWC. Now anew committee is formed to prepare constitution/Bye Law for the IMA Branches. It was decided in the CWC that the IMA branches to get the GST numbers and start paying the same. National IMA had received Notices for not paying GST since Jan 2017. IMA HQs. have put the burden of paying GST at branch level from where the amount comes from. Now IMA HQs. have communicated to us that the amount already received by them will pay the GST. Similarly, IMA TNSB will pay GST for the amount collected and Branch will pay the GST for the amountcollected by them. We have not received any communication /notices for not paid GST. We have not paid so far, we are in a process applying for GST. We had a discussion with national HQs. and also started collecting GST from the members applied life membership since 1-2-2023. I will be presenting the details on GST in the forth coming SCM. 88


We had the MCM and GB of PPLSSS and FSS, the report will be submitted by the concern schemes. In IMA Pollachi, along with installation Ceremony, inaugurated a study wing of Medical Legal under Doctor K.Thangamuthu. Right now 5 of our Doctors are being tutored by Dr.K.Thangamuthu, Who is having lot of knowledge on Medico legal matters and now training others as well. I Invite all to the PPLSS Medical Legal conclave on29.04.2023 & 30.04.2023 at Chennai were the hight Court Judges and Lawyers would be guiding us to run our medical profession better. We had a leadership training program at Chennai, very useful lectures by many leaders. I encourage the Branch Presidents and Secretaries to attend such meeting in more member in the days to come. IT wing Chairman Dr.M. Vijayakumar created a platform of twitter, Facebook and Youtube for IMATNSB. I request all of you to forward your projects to the Email id meant for, which would be liked and shared by many, so as to known our activities to the public more. Standing Committees are working very hard to achieve the vision and the purpose it is created for. International Women's dayobserved by IMATambaram, very useful interactive session. It was very good presentation and show, nice Program The branch activities what we get is being updated in the TIMAand the social platform, if not it can be intimated to me. 236 new members have joined IMA TNSB in the last three months, ie. Oct- Dec 2022. Total members 39053, we need to increase our strength. The three committees formed by State President will be submitting the reports, 1. Land purchasing committees headed by Dr.N. Mohandoss,Past State President,2. IMA scam-headed by Dr. L.V.K.Moorthy, Pas State President, 3. Village adopting committee which fixed the target of 30villages in all the zones. We are in the hope of achieving the target the year end. Minimum wages:The New committees reconstituted by the Government have added the names of NHB office bearers Dr.S. Karthik Prabhu and Dr.R.Anburajan and two names from IMA TNSB – Dr.T.SenthamilPari and Dr. N.R.T.R.Thiagarajan. However, we yet to get the G.O from the Government. As the New committee is in the process, let the labour office officials do not disturb hospitals till we get the revised plan of minimum wages. Anew branch IMATirupur TexCity has formed and approved by IMAheadquarters and CWC. As there was a request to change the name as IMA Avinashi TexCity, it will be forwarded to IMA headquarters for approval. We congratulate Dr.K.M.Abul Hassan for he has become the Chairman of IMAJDN 2023-24. He is bringing the youths to the fold of IMA. We Thank him for his effort to form JDN at the National level. We have received the constitution –bye law of IMA Perambur, which will be forwarded to IMA headquarters. IMA Madurai and Erode Branches were already forwarded their constitution- bye laws to IMAheadquarter and got it approved by the CWC. The internal audit committee formed for state office had audited and gave us list of items to be observed in the state office. Dr.N. Mohandoss, Dr.P.Ramakrishnan and Dr. N. Dhanapal were verified the accounts, FDs for a whole day. The recommendations were submitted to the FSC for approval and implementing the same. Dr.R.Palaniswamy, the Immd. Past State President has not taken TA and DA for his whole tenure, has travelled all over the places with his own expenditure, eventhough IMA TNSB as authorised Rs.1.25 Lakhs as honorarium to the State President. Dr.R.Palaniswamy has requested IMATNSB 89


to utilize the honorarium eligible to him to constitute three awards annually, 1. best woman Doctor 2. Runner Woman Doctor 3. Best office Bearer of woman Doctor. This three awards will be instituted in the name of Dr.R.Palaniswamy Past St. President IMATNSB. th The minutes and the resolutions passed in the 315 State Council Meeting is resolved to approve and pass unanimously by the members, as proposed by Dr. K. Prakasam and seconded by Dr. S. Gowrishankar. AGENDA11 STATE FINANCE SECRETRY REPORT BYDr. V.N. ALAGAVENKATESAN: Greeting the leaders and the members on and off the dais, he presented the statement of accounts for the periodfrom Oct to Dec 2022. We have 25 FDs for Rs. 8,44,43,058/-. New FDs created during this period is Rs. 1,40,00,000/-. Total account in our hand is 15 and the amt. available is Rs. 13,89,438/- We need to get GST number for our association, hence need discussion. SenthamilPari presided over the meeting. CGP & AMS: CGP & AMS are not generating much fund, even though certain amount is paid to IMA TNSB as share.Also, there is no validation of members in each wing. Branch level and State 90


level CGP and AMS memberships are to be validated. He requested the concerned Secretaries to come out with the exact detail of membership in CGPand AMS. IMATNSB: IMATNSB is permitted to take a sum of Rs. 15000/- from CGP& AMS per month as share to IMATNSB. Paramedical Wing: It is doing well. Financial position is very robust. We have enough fund. The Secretary-Paramedical Wing is requested to monitor the printing of Paramedical books. Internal Audit for the State office is being instituted now, headed by Dr. N. Mohandas, associated with Dr. P. Ramakrishnan and Dr. N. Dhanapal. When the time the IAC reports reaches to FSC, State Office had fulfilled all the instructions given to State Office by IAC. It is found all the records, opening and closing balance etc. are maintained correctly. State President Dr. T. SenthamilPari submitted a budget for the repairing works at the property acquired from Mrs. Sumathi to the tune of Rs. 12,23,000/-, so as to utilise by us or to sell in a utilisable condition, FSC approved the budget. IMA HQs. has send a letter stating the branches are to pay the GST for the amount they collected and sent the details to IMA HQs. As there are IMA branches which are do not have the minimum transaction of Rs. 20 L, only few IMAbranches have GST numbers. Hence, it is decided to write a letter to IMAHQs. to pay the GST and settle the matter. There are bank accounts in the name of PPLSSS, FSS and NHB to receive the State Share from the respective scheme and wing. It is decided by the FSC to close these accounts and receive the State Share directly to the TNSB account. NHB accounts yet to be submitted. NHB accounts to be submitted, pending submission of NHB accounts along with the State office Account 2023 and settle the issue. The generation of funds of NHB also static. There is no new member joining, the new members list is coming down. It is shocking 40% people dropped from the list. He requested the office bearers to renew the Hospitals as required. The defaulters are to be renewed at the earliest. Tambaram Guest House: Rs. 10 Lacks are sanctioned to carryout the repair works. Two Three quotations were received and the work is in progress to make the Guest House more utilisable and ambient. Dr. C. Nandakumar of IMATambaram is authorised to clear all the old records and make it clean. It is also decided to utilise the IMATambaram Guest House to the MSNs. FSS I & II: FSS I & II are progressing, FD amount in FSS I & II are keep increasing. Also, a steady increase in membership. We myself and State President fixed a number for membership to achieve it, ie. 15000 FSS I in the year ending 2024, we will be working for it, then there won't be any financial strain. Internal audit report of FSS were received and actioned. MSN & JDN: There will be two different accounts for MSN and JDN. MSN Chairman is Dr. G.S.Kumar, along with Dr. Jamunarani from Tambaram will be the Co-Chairperson. IMA JDN Chairperson will be announced soon. It is decided to have boot camp by IMA TNSB. The House Surgeon who is registering their names in the Medical Council will be enrolled in IMA TNSB. The new enrolment will be given soft skills. Dr. R. Palaniswamy, Immd. Past State President did not receive any TA or DA amount. He wants the amounts to be utilised to institute 3 awards, 1. Winner of Women Doctors Wing,2. Runner Women Doctors Wing, 3. Best Office bearers of Women Doctors Wing. General Observation: 1. State office, Wings and Schemes are maintaining the accounts will, we could not find any 91


lapse. Office bearers are taking care to maintain the accounts well. 2. IMACGPand AMS financial positions are still worrying. 3. The financial position of PPLSSS also limited. 4. PPLSSS office is permitted to buy an Audio Visual System, to be utilised in JVLPlaza. 5. IMA TNSB membership is very low comparing the no. of graduates coming out. We have to make certain strategy to bring up the membership. Branch President and Secretaries are to make a note to increase the membership. Dr. T. Senthamil Pari, State President: PPLSSS Silver Jubilee is to be celebrated with a Medical Legal Conclave. He requested all the members to register at the earliest. There is no registration fee to the State/PPLSSS office bearers and the Management Committee members. 29-4-23 will be the Medical Workshop where all the District Coordinators are to attend and 30-4-23 will be Medical Conclave. Dr. K. Prakasam, Past State President: State Secretary report and the financial statements are to be put for discussion and passed. He suggested the proposal of the incoming President, ie. collecting Rs. 3000/- from the youngsters below 30 years, 50% for 5 years, 75% for another 5 years and 100% by 40 Years of his age, as the youngsters less than 30 years are getting job now a days, The death rate is low for the age below 30 years, in spite the amount to be collected for the corpus will be less. Dr. C.N. Raja, Past State President: He appreciated the report of the State Secretary and the Finance Standing Committee Chairman.The most worrying factor is, our membership is slipping nd rd down from 2 position to 3 position in the National level. We need to surpass the number of Maharastra which is no. 1. Is the Standard Operating Procedure prepared during Dr. S. Kanagasabhapathy as State President, being adopted by the new office bearers or not? The SOPs are to be followed to avoid any problems in the programme and accounting procedure. It is replied by the State Secretary that the SOP is being followed. The CGP, AMS and Paramedical Wing income and expenditure have been approved by them and sent tothe State office for settlement. Ashraf, Past State President: AMOU may be made between the person who is donating amount for any endowment and IMA TNSB, so that the nomenclature of the endowment is not changed in the future, if possible it can be registered even. Dr. N. Saroja, President, IMATirupur: I thank all the members for elected me as the first elected President of IMA Tirupur. The whole IMA TN has happened to look up the issues held in IMA Tirupur, but is solved by the State Office. We are adjusting ourselves, we accept the new IMA branch called IMA Avinashi Tex City. I pray all our members wellbeing. We give NOC to the members who is requested for. Let the new IMA branch work separately, but not compel our members to break from us. We have already conducted 30 programmes and enrolled 51 new members. Let not our unity be broken by anybody. She also thanked Dr. R.V. Asokan, IMANational President Elect. Dr. T. Senthamil Pari, State President: He thanked the President IMA Tirupur for accepted the new branch name of IMAAvinashi Tex City and requested her to inaugurate the new branch with her blessings. He also requested the new branch members not to compel any IMATirupur members towards them. Dr. N. Rajkumar: He thanked the IMA National HQs. and IMA TNSB for accepted the name for 92


the new branch as IMAAvinashi Tex City and the President of IMA Tirupur Dr. N. Saroja. We do our work what is permitted in the Constitution and the State office, we don't compel anybody to break from IMATirupur. State President advised him to wait till the new name is accepted by the CWC of National IMA, before enrolling members and transfer members from IMATirupur to new branch. Dr. P. Manivannan, Secretary–PPLSSS:He informed the members that PPLSSS office is observing the SOPs strictly. Dr. K. Kuthalingam, IMA Nagercoil: Congratulating the State office for the work done for last 3 months, he suggested the State office bearers to make a strategy to enrol new members who are passing out from the Medical Colleges. He also said, there should be no hard feelings that the branches being separated, everybody should work amicably with all cooperation. Dr. L.V.K. Moorthy, Past State President: He thanked IMA TNSB State Office bearers for amicably settled the issue at IMATirupur. There should be a clarity on Nursing Home Board PAN card and submitting accounts. There is a stagnation in AMS membership, to be looked into. An offer may be announced to improve the membership of IMA TNSB. The matter regarding the disposal of the property acquired from Mrs. Sumathy may be intimated, to avoid doubts. Dr. R.Kaviventhan, IMAMadurai: IMAis the family unites everybody, one should not divide or fight and frighten the youngsters from joining IMA. Dr. A. Dunston Ramesh, IMA Kanyakumari: He thanked Dr. K.M. Abul Hasan for doing much things for JDNs. There are Hospitals paying only Rs.40000/- to the JDNs working in the hospitals, pointing out the foreign graduates. How can a JDN would join IMA when his salary is very less, IMA should fix a salary for the JDNs, also join the collecting the membership fee in easy instalments. The PGs. are getting different stipend in different states, IMA should take an effort to fix same rate all over India. Dr.A.Govindarajan, State Vice President-East Zone: The State Council meeting is to be attended by the State Council members only, as per the ratio given by IMAHQs. Dr. Prasad Xavier, IMA Tirupur: The members who lost the contest should not be an office bearer of the newly formed IMAbranch. State President told, the new members only be the Office bearers of the new IMAbranch and not the members left IMATirupur and joining the new branch. We cannot stop the members who wants to leave IMATirupur and joining the new branch. AGENDA13 CONSIDER AND ADOPT THE STATEMENT OF ACCOUNTS OF IMA TNSB FOR THE MONTHS OFOCT TO DEC 2022: It is resolved to approve and pass the statements of accounts of IMA TNSB for the months from Oct to December 2022 unanimously by the members, as proposed by P. Manivannan and seconded by Dr. N. Mohandas. AGENDA14 REPORT OF THE PAST PRESIDENT'S COUNCIL BY ITS CHAIRMAN Dr. CAPT. G. RAGHAVELU:The Past President's Council meeting held on 18.03.2023 at IMA Hall Madurai. There were 22 members attended the meeting. The suggestions made by the council are, 93


1. It appreciates the work done by Dr. T. Senthamil Pari in the growth of FSS and taking action to satisfy the members. 2. It is advising the State President to listen to the newly formed committee, which is scrutinise the accounts and go thread bear and present a concrete report in the next State Council meet. 3. The agenda proposed by the State President is being held up or stopped by the another State President when he takes over. To avoid such unpleasant things, the State President Elect may propose the agenda, implement it and complete the same, before he leaves the post in the State Office. 4. There is a social unrest in the social media against the Doctors. To avoid such unpleasant situation, all branches may organise the meeting among the public and the welfare association on th 19 May(IMA CGP day) and listen to the grievances and put our views in running the hospitals, so as to maintain good relation and avoid hostility. 5. Many of our Hospitals do not entertain CGHS programmes in our hospitals, because of the less package and the payment is delayed. If the Nursing Homes attached to IMA can share the loss, empanelling more numbers of hospitals, and treat the Ex-Servicemen, they need not to run pillar to post for a simple treatment. If all the Hospitals attached to NHB empanelled to treat the ExServicemen, then it is the news to the whole India and service to the Nation. AGENDA15 REPORT OF THE ELECTION COMMISSION BY ITS CHAIRMAN Dr. CAPT. G. RAGHAVELU :Greeting the leaders and members, he had handed over the results th of the elections for the post of PPLSSS and FSS to the State President to announce in the 316 SCM. He said, in conducting this election, I relied upon my 35 years of observation in IMA, the constitution of IMA TNSB, and the certificate given by the respective Secretaries. Our goal is to conduct election in which no contestant is aggrieved and everyone is satisfied. This member satisfaction is lead to much more constructive cooperative activities in our association. In fulfilling this task, I appreciate, the President and the Returning Officer for the cooperation and my esteemed members of the Commission who were with me in all the activities of the election commission. Dr. S. Kanagasabhapathy, Past State President:The election conducted was unfair and not th th transparent. The elections were called for the nominations on 13 February and closed on 28 . As a returning officer, the State Secretary should send an excel sheet every day to the election commission Chairman and the State President for what are the nominations received against which th post, this is not followed. On 28 evening, they should publish a list of candidates, in the website, st that is not done. Even after the scrutiny of the nomination, after 1 , the list was not published. The people who were not filed for the post were given a post without any concurrence from the MGM or State President. For example, a person is filed a post for the PPLSSS Chairman, even the post of PPLSSS Legal Committee Chairman is not fair. The person who filed the post for PPSSS Secretary is given PPLSSS Treasurer. Another person is given Internal Audit committee Chairman. The PPLSSS Secretary has notgiven any genuine certificate, he has not written the name of the candidate, position, how many MGM is he attended etc. Conduct of Election is the issue in the Registrar of Societies now. Hence, I take this matter to the Appellant authority, the State President to takeappropriate action and declare the result. Dr. C.N. Raja, Past State President:It is told by the Election Commission Chairman that the election was conducted without affecting the feeling of the contestant. If a candidate is eligible, accept him, otherwise not. Call for renomination or notification and call for a nomination, even if you do not get the eligible nomination, on concession of MGM and the State President, select a 94


person. Selecting the candidates during scrutiny and announcing the result is wrong attitude. I endorse the view of Dr. S. Kanagasabhapathy that the election conducted was unfair and not transparent. The unqualified candidate should have disqualified. Placing a candidate who has applied for one post to another is the wrong precedence, I strongly object. Dr. S. Balaganesh, IMA Kumbakonam:I am the only one candidate applied for the post of Treasurer of PPLSSS. Unfortunately, I could not attend the scrutiny due to my health issue, but I have not been informed whether I am eligible for that post or not.I was not there in the list for no reason, whereas the person applied for the Secretary is placed as the Treasurer, I may be given explanation. Dr. N. Mohandas, Past Election Commission Chairman: As per the Constitution, the election Commission Chairman should conduct the election and handover the result to the State President and he announce it in the State Council, the result may be intimated orally to the candidates orally, assuring the result is not disclosed. It is surprised, when there was no suitable candidate, somebody else was unanimously elected, they received the communication from the office, that is not correct, we have to follow the constitution. Conducting MGM to elect the suitable candidate after the election is wrong precedence. Dr. P. Manivannan, Secretary-PPLSSS:Based on the announcement in the TIMA, the eligibility of the candidates applied for the posts in PPSSS was given to the Election Commission, based on the records available and with me and verified by me. Dr. K. Vijayakumar, Past National President, IMA HQs.:Constitution is the basis for the election, we should not be lenient. Eligibility is made to know whether the candidate is capable of handling the scheme for the post is applying for. If the applied candidate is not eligible for the post he applied, reject the same, conduct re-election. The rules and regulations are to be respected. Dr. S. Kanagasabhapathy, Past State President:The certificate given by the PPLSSS Secretary is not correct, I can prove it. Dr. Senthilkumar, IMA Tirupur: Is there any specific reason for not forwarded the nomination applications through the branch President and the Secretary this time? The branch President and Secretaries knows the candidate's involvement in IMA, hence the nominations may be routed through branch President and Secretary. Dr. R. Palaniswamy, Immd. Past State President: I have asked the Election Commission Chairman to release the name of the final list of candidates as per the programmes in TIMA, for the th post of FSS and PPLSSS. It should have released on 4 March, but it is not. Knowing the final list, we know who are all contesting the posts. Even before the election result announced, it is come to know the PPLSSS Chairman Dr. Elangovan will be the organising Chairman and Dr. Lenin, PPLSSS Secretary will be the organising Treasurer of Medico Legal Conclave, How is it possible? Dr. S.S. Sugumar, Past State President/Past Election Commission Chairman:We have to be very careful while scrutinising the names, the elections may be announced again for the posts where there is no nomination, but not to be finalised while on scrutiny. Dr. C.N. Raja, Past State President:There are incidences, the branch Secretary has not forwarded the candidature of branch Secretary due to his personal reasons, but the nominations should have forwarded through the branch. As per our previous documentation, the Secretary and the Treasurer should be at the nearest places for the easy and smooth operation of accounts. He requested the State President to announce the names of the candidates who is having the qualification, other names are to be rejected. Dr. K. Prakasam, Past State President:We cannot question the Wing/Scheme Secretary giving 95


eligibility certificate as per the records available, we cannot question him. When there is no record to trace the attendance of the meetings, the benefit of doubt should go to the candidate. Dr. J.A. Jayalal, Past National President-IMA HQs.:The State Secretary is the Returning Officer, the Past State President is the Chairman of the Election commission, associated with two dignified peoples. Election Commission Chairman is the final authority to hand over the result to the President to declare the result in the State Council. An appellate Committee may be formed after the announcement of result in the State Council. Any objection raised during scrutiny and before the election, it is acceptable. Now, in the time of announcing, withheld the result is not right. We are in the era of communication and Social media, we cannot stop communicating the result when it is announced during the counting. However, the grieved member can raise the question after announcement of the result, let the appellate authority decide. Dr. S. Kanagasabhapathy, Past State President:The records to verify the attendance is available, we can verify the same. It is decided in the last Constitution amendment committee meeting that we need not be trace the attendance for beyond 15 years. Hence, the records are available, it can be verified. Dr. K. Kuthalingam, IMA Nagercoil: The election and the announcement of result must be conducted as the constitution of IMATNSB only. Dr. P. Senguttuvan, Director of Studies CGPWing: When I was applied for the post of PPLSSS Chairman, it is told that I have not having enough attendance/ records not available, even though I was two times District Coordinator and attended the meetings more than 10 times. Now, it is said the records are for 15 years to verify, it can be explained. Dr. S. Byravarathinam, IMA Coimbatore:When we fix a qualification for the posts, we have to consider the qualification made by the National IMA as well. Also, the applications for the State must be routed through the President and Secretaries of the branch. Dr. T. Senthamil Pari, State President: Here there is no candidate raised objection. PPLSSS Secretary confirms that he verified the record and issued the eligible certificate. Any objection should have intimated then and there. Dr. S. Balaganesh, IMA Kumbakonam:I am the only one candidate applied for the post of PPLSSS Treasurer and the Secretary PPLSSS has given eligible certificate. Even the result announced, it is seen the whatsapp that someone else elected for the post of PPLSSS treasurer, when I am the only one candidate applied for the particular post. I wants to know whether I am eligible for the post of PPLSSS treasurer or not, because I am the only one applied for the post. Dr. Capt. G. Raghavelu, Chairman-Election Commission: We have gone through the nomination paper and followed the Constitution. Dr. S. Kanagasabhapathy, Past State President: Similar problem for the post of IAC Chairman of PPLSSS, where the eligibility is two times District Coordinator, is he having the qualification? Dr. T. Senthamil Pari, State President: We will withhold the results now, we will verify the nominations by forming a committee, go through the records to verify the eligibility, if the candidate is not eligible, we will cancel the election. Dr. L.V.K. Moorthy, Past State President:As per our constitution, the result is to be announced in the State Council by the State President. If the results are to be passed through the whatsapp, then the Constitutions may be changed. He requested the State President to withdraw the results passed through the Whatsapp also. Dr. M. Balasubramanian, Past State President:If the election results are withheld, how the st PPLSSS office will function after 1 April onwards. The current office bearer's tenure is till March st 31 only. In case of any Lawyer Notice, who would reply? PPLSSS Chairman, Secretary and the st Legal Committee Chairman post must be elected before 1 April. 96
