Govindarajan, State Vice President, East Zone: I have insisted the branches to support the project of village adaptation and Women empowerment, wherever I go. Rest all given in the report in the agenda book. Dr. M. Thiraviam Mohan, State Vice President, South Zone:I had the opportunity to speak among the Paramedics on legal issues during their zonal meet. I have also expressed view on the projects being implemented by the State President during the Zoom meeting. I had an opportunity to participate the installation ceremony of IMA Marthandam, where Dr. R.V. Asokan, the National President Elect was the chief guest and had lot of discussions. Dr. P.T. Saravanan, State Vice President, South Zone:Communication is the key to the success. Out of 72 branches, more than 50% of the branches are active, I will contact other branches and activate them as well. He requested the branches to send the monthly reports through the email id given. North Zone have identified 17 villages for the Makkalai Naadi Maruthuvar project, we will find out the rest of the villages allotted to us. Dr. T. Senthamil Pari, State President appreciated the sincere works of the State Vice Presidents. As West and North Zone have identified 17 villages each, he requested South and East zone to find out at least 10 villages before the end of this month. AGENDA17 A. SUBMISSION OF INTERIM REPORT OF IMA SCAM BY THE ENQUIRY COMMITTEE CHAIRMAN Dr. L.V.K. MOORTHY:Greeting the leaders on and off the dais, he said, as per the announcement of the State President during the last SCM, I am 99
presenting the interim report of the IMAScam. The committee consists of Dr. T.SenthamilPari, Dr. Thiagu, Dr. T. Sadagopan, Dr. K. Thangamuthu, Dr. B. Sridhar, Dr. A. Chinnadurai Abdullah also. The committee is formed to find out the losses in IMA. We have already conducted 3 meetings, a meeting on zoom with an auditor and the advocate and discussed and requested the details where certain grey areas are there. We assembled yesterday with then the office bearers and enquired again on the grey area, eventhough the office bearers were already enquired by the Police and the factfinding team. We will come out with the final report in the next SCM with the possible solution to collect the amount we lost. Dr. T. SenthamilPari, State President: IMA TNSB have received notice from the Registrar of Societies for enquiry, as certain members have filed a writ in the Hon'ble High Court, stating IMAis taking action on Mrs. Sumathi and not on the then the authorised signatories, the complaint given to the Registrar of Societies on 2022 has not taken any action, hence to place an order to the Registrar of Society to conduct the enquiry on IMA TNSB transactions and pass necessary orders within the purview of the law. Our Advocate has met the officials of the Registrar of Society and submitted certain documents. Meantime, we have received a mail from the IMA National HQs. requesting the action taken report of certain points, which was asked by the CBI to National IMA, for the complaint made by Dr. Valluvan. As per the advice of the advocate, if CBI could find out any lapse, the association will be taken over by the Government, there are chances, also warned. IMA TNSB is to be saved; I need an opinion of the members in this aspect. We have already made a complaint to Police, case registered, waited for the charge sheet which took around 3 years, Show cause Notices were served to two office bearers, I want to serve notices to other office bearers for collecting necessary details, so as to submit to the Registrar of Societies. I will act according to the majority opinion. Dr. R. Palaniswamy, Immd. Past State President: The action what we had taken - Police complaint, Investigation, Enforcement Directorate intimation, Charge Sheet etc. can be intimated to the Registrar of Societies. Like this time, there was a complaint earlier also and we replied as well. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary:Last time we had received complaint from Dr. Valluvan, where we had replied suitably. The previous fact finding committee led by Dr. S. Kanagasabhapathy and Dr. C.N. Raja were took all the necessary actions and we got the property of Mrs. Sumathy as well, Rs.47.00 Lakhs recovered. Apart from Covid, the delay was not from our side, law took its time. Charge Sheet was filed in 2022 with the intervention of the Hony. high Court. The action so far taken can be send to the National IMA, as we did it in the last time. Regarding the query of Society, we had already filed the case on the scam, the person involved were appeared the enquiry and submitted the AGM minutes and accounts to the Society till date, it will also intimated to the National IMA. Dr. K. Prakasam, Past State President:Already there was an enquiry committee which filed the charge sheet, and another committee formed now. There are two things in front of us 1. Criminal case against Mrs. Sumathy and 2. Recovery of the money. We may be clarified whether the new committee had gone to the Police officials and what stage are we now. Regarding recovery of the money, we come to know there are four property, one we taken over, One sold by her and two are there still, whether the new committee taken any step at ED level to recover the amount through the property she possess. Recording National IMA letter, the action so fare taken by us can be intimated. We are the registered body and updating the same every year. There are around 39 members complained against IMA TNSB, are they enquired by the factfinding committee formed now? The replies already taken from the office bearers then can be used and need not to ask for another explanation. 100
Dr. Karthikeyan, Secretary-IMA Thanjavur:The scam could have not held without the help of then the office bearers, she alone cannot do it. The authorised signatories are also responsible for the scam, they have to come forward and take responsibility for the loss what had happened. Dr. Sasiraj, IMAThanjavur:If the people are good, the village will be good. The public may not be knowing the medicine and we the Medical practitioners know the medicine, law, society, business, judiciary etc. We have to be an example to others. In an intension of safeguarding someone, we should not make mistake. The member who made the mistake must be punished, the committee which formed must take action and we believe in it. Dr. N. Mohandas, Past State President:Dr. C. Anbarasu made a complaint in the Registrar of Society regarding the election. We-Myself, Dr. A.K. Ravikumar, Dr. P. Ramakrishnan have given clear statement/report having taken legal opinion, but the report was not read in the State Council. It can be presented, which does not have any dispute. Dr. P. Swaminathan, IMANeyveli:Regarding the scam, the cheques were forged by Mrs. Sumathi for eight years with an audit every year, there is a mistake in the audit, the members in the audit committee also responsible for the scam. Such case these members may not be allowed to contest in the forth-coming elections. Dr. V. Bharathi Selvan, Secretary-IMA Chidambaram:How can one not noticed the forgery by Mrs. Sumathi for number of years, who had said to have forged many cheques. Fix the responsibility on the office bearer in whose period the amount lost. Dr. Maheswaran, IMA Vellore:The case what is filed is to punish Mrs. Sumathi and not for recovering the money. We have to find out the means of recovering the money back. Dr. Thambi Vijayakumar, IMA Marthandam: The matter is in subjudice, charge sheet filed, what can we do now? Talking the subjudice matter in the SCM is the wastage of time. Dr. Muthukrishnan, IMA Coimbatore:Dr. P.K. Kesavan has found out the scam in 2015, but the two committees formed could not find any scam and blamed Dr. P.K. Kesavan. The amount lost was Rs. 9 Crores have come to Rs. 3 Crores. The report of the auditor is the tip of the iceberg. An effort may be made to recover the money lost. Dr. C.P.Shanmugasundaram, IMA Coimbatore:As we have lost lot of money in the scam, why not we take a decision and say the office bearer isliable to repay the amount we lost. What effort did we take to collect the money back from the people whose against lot of amount is been accounted. Dr. K.M. Abul Hasan has repaid the money. Dr. A. Raja Rajeshwar is using IMA's name making money, what action did we take to collect the money back from him. Did we take any action to findout, how the credit card purchased and utilised in IMA. He asked the State President what action is he going to take to recollect the money what we lost. Dr. M. Mariappan, IMA Coimbatore:No member can go to the Registrar of Society for his individual rights. Nobody can takeover IMA, because we are paying tax, submitting accounts to Society every year. The financial loss is less than 10 %, Govt. would takeover the association if the financial loss is more than 50%. Now also, Dr. L. Chitti Babu was given an opportunity to handle the money in the State Conference, for which I did not attend the State Conference. IMA can file a civil case to recover the money we lost, even it costs more, because the legal heirs are liable to pay the amount due for us in case of the accused is no more, but not in the criminal case where the case will be closed. He also requested the State President to talk about the welfare of the Doctors than wasting the time on speaking on scam. Dr. S. Karthick Prabhu, NHB Chairman:There is no doubt, the guilty must be punished. As the legal proceedings are going on, we need not to discuss again and again. There are many other points to be discussed in NHB. He requested State Council members to request their NHB members to rd attend the Insurance Summit on April 23 , where no Scam matter will be discussed. 101
Dr. Amutha Karunanithi, IMA Tambaram: The amount mentioned against me and Dr. T.N. Ravisankar were not gone to our accounts, it was given for the construction of IMABuilding. As we have not done any wrong thing, we are still replying your questions. The amount mentioned was the preliminary amount which was clarified with due bills and receipts etc. The explanation is given to different forum, even in recordings in Erode, one should not talk without knowing the proceeding went on. As I was the Finance Secretary, the cheques were given to me for the construction of IMA building. The Rs. 52 Lakhs shown against Dr. T.N. Ravishankar was for the HFC amount to National IMA, which was submitted to enquiry committee already. Dr. Parameshwaran, IMA Perambur:The said scam is prolonging so long, because all the programmes were added to it, it would have been easy if FSS alone was found to be wrong. Now it appears, whosoever operated, audited, scrutinised were under scam, hence the matter has become very serious. All the senior members are implicated. There is no disparity between income and expenditure and misappropriation is not proved. It is not fair to blame someone and say he is misappropriated the money. The FSS alone can be considered to be a scam and other things can be left after asking for an explanation for the amount spent, it is unfortunate to blame everybody. Dr. R.S. Kiruthika Devi, IMA Tambaram:When there are lot of issues to be discussed, we talk most of the time on scam. Even it was decided to recover the money by our branch within few months, it has gone beyond and gone to Court. The matter of discussing the scam is to be stopped by this State Council Meeting. Dr. J.A. Jayalal, Past National President:Even there was a meeting yesterday where the authorised signatories were called and enquired. It was also requested by the past Presidents not to rack up the issue anymore, but it is allowed to talk to the level the lady Doctors has taken the amount of Rs. 19 Lakhs, that is the insult to the members. Nobody can take away the IMA just because somebody has filed a case. The authorised signatories whose explanations not accepted may be intimated and enquired further. Dr. V. Saravanan, Immd Past State Vice President: When the matter is in the court, there is no point in discuss among us. The individual authorised signatory whose explanation is not satisfied, may be enquired again, and give us the brief report in the SCM. Dr. P. Swaminathan, IMANeyveli: Past Presidents Council is not superior than the State Council, if not it can be clarified. Dr. T. Senthamil Pari, State President:Our intension is not to insult anybody, but to recover the lost amount, for which the authorised signatories were called and discussed. We are going to consider the amounts which were taken for the IMA activities, like Dr. Amutha Karunanithi spent the amount for the construction of IMA building and Dr. T.N. Ravisankar spent for HFC amount at National IMA, for which the evidences were given already. Now, the doubtful transaction given by the auditor is Rs. 5.91 Crores, out of which we have got the property at Pallavaram, around Rs. 39 L received from Mrs. Sumathi, and there are expenditures for IMA, would be considered. There may be Rs. 1.6 to 1.7 Crores would be required to recover. We have attempted to recover the amount from the authorised signatories, but not accepted by them. The FSS amount misappropriated was only Rs.1.93 Crores. We want to clarify the members what is fact and what is to be done further, that is the reason the committee made for. I don't want to expose our senior leaders who contributed a lot to IMA. As per my mind, the amounts were gone beyond the knowledge of our office bearers, but there was a negligence. We will take the accounts from the auditor and go through the explanations of the authorised signatories. If the explanation given is not satisfactory, a notice will be sentfor further explanation. The authorised signatory who did not give proper explanation will be intimated in the SCM. We will end this scam by this year end. If someone has got a reason for the amount, we will clear him. 102
Dr. K. Thangamuthu, Legal Committee Chairman:The question of the members is, why there is no action on the office bearers who were found to be negligence in their duties. When a President takes over with an intension to take action on the office bearers who were found to be negligent in their duties, but they unable to do it. Hence, the matter may be transferred to IMA National HQs. which can take the decision. Dr. C.N. Raja, Past State President:We have exposed the who misappropriation of FSS fund in Madurai during the special SCM in 2018. We are not undermining the SCM, which is superior. We have worked diligently worked and submitted the report when Dr. P. Ramakrishnan was the State President in Thanjavur. Now the matter is in the Court, we need not to forward the matte to the National IMA. We should not divert the problem to IMAHQs. Dr. K. Prakasam, Past State President:Let us not talk the same matter again and again. The suggestion of forwarding the matter will have no use, we have settled the issue within us. REPORT OFTHE INTERNALAUDIT COMMITTEE BY ITS CHAIRMAN Dr. N. MOHANDAS:Greeting The leaders and members on and off the dais, he thanked the State President for given opportunity as Chairman of IAC for State Office. He also thanked Dr. P. Ramakrishnan, Dr.N. Dhanapal, Dr. N.R.T.R. Thiagarajan and Dr. V.N. Alagavenkatesan who helped us to scrutiny the accounts. Accounts are maintained well in the State office, vouchers are maintained. The following are the advices given to the State Office to maintain: 1. FD register- Date of deposit, amount deposited, date of maturity, interest are to be maintained. The renewal of FD is to be done, endorsing the stamp behind the FD. Old FDs are to be Xeroxed and filed. 2. DD/Cheque cancellation/return/amount not credited are to be maintained in a register. 3. Daybook is to be maintained. 4. TIMA-Vouchers to be given for the for the amount paid. 5. NHB-Auditor report not submitted. Auditor have been contacted by the State Secretary to file the NHB accounts immediately. Rs. 4.00 Crores FD is not in the statement, but it is confined it is there with NHB. 6. Recommended 10% increment to the State Office staff in their monthly salary. Staff are coordinal and submitted all the records as and when asked. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary:All the recommendations given by the IAC is implemented within 10 days and intimated to the FSC. Based on the recommendations, the NHB accounts will be submitted to the Auditor of IMATNSB and the FDs will use the same PAN card of IMATNSB for the year 2022-23. Dr. M. Balasubramanian, Past State President:I was the past State Secretary from 1997-2000 and founder Secretary of PPLSSS from 1998-2003. It was the poor IMA TNSB with very low income. When we started the PPLSSS, it was objected by then the Past Presidents stating IMA is not the insurance company. As I was the member of the FSC at IMA HQs., started FSC for IMA TNSB has started and Dr. Gunasekaran was the first Finance Secretary, a past treasurer. During the period of Dr. J.A. Jayalal, it was suggested to submit the audited accounts to the FSC. Since starting, a single auditor is there and there is no misappropriation, but not for FSS or State office. To have a good account's, we need a regular Auditor, a reputed person. Let us pass a resolution to appoint a reputed Auditor for State Office. Let us have a good auditing system. 103
B. REPORT OF THE COMMITTEE TO FRAME GUIDELINES & PROTOCOL FOR PURCHSE & SALE OF IMA PROPERTIES BY IT CHAIRMAN Dr. N. MOHANDAS: He thanked the State President for given opportunity to be a Chairman for this committee and formulate the guidelines. We had a Zoom meeting with the State Office bearers, discussed andformulated the guidelines. Dr. R. Anburajan: The guidelines are prepared by me and under the guidance of Dr. T. SenthamilPari, Chairman Dr. N. Mohandas, Dr.S. Damodaran and Dr. M. Govalan. The legal advisors are Mr. Anand David in Chennai and Mr. Ramakrishnan in Tirunelveli. Purpose of this committee is to make an aware of various documents involved in purchase of property. Purchase of Property: The property document must be a registered one. The Property must be a litigation free Sale deed, settlement deed, Partition deed, the will and release deed, gift deed-all must be a registered one. The parent document should have the document how the property derived to. Patta/Chita/Adangal (to know the details of the land), to be taken from Panchayat/Taluk office. Patta cannot be the land for title, it is a proof of possession. Village ARegister: for purchasing a land from the village TSLR: For purchasing land from the township Details of the vendor who is involved in selling the property (Taluk office/Registrar office). (recent documents are available on online & old documents are to be received from the office directly) The verification of documents must be seen for past 50 years. UDR Register to know the land is of donated one or otherwise Verify for the land is of Commercial land/Industrial/domestic land Verify for Nanchai/Punchai. Nancha land cannot convert to Puncha land, but otherwise. Incase of constructed property, look for approval, Layout, Plan. Check for the names of EB bill, water connection etc. Need updated bills. Look for a rental agreement if rented out. To avoid evacuation of tenants, look for advanced money paid, rent paid etc. Look for Ceiling Act/ Govt. acquired property/temple land/Wakt board property. Tax paid details to be seen Land Survey: We have to measure the property by our own cost. Land must have a road, which is registered in the deed. Look for a loan against the property Look for any open sale agreement if any Look for the right owner of the property. Seller should have right over the property to sell Encumbrance Certificate. Online after 1975. Take for 50 years EC from the previous seller. Legal heir certificate through court. 104
Power of attorney: The person who gave the power must be alive. Power of attorney should have not cancelled in between. Power of attorney must have registered. The worst property could be the one which is comes through the Court. If the seller in abroad, the Power of attorney must have signed by the Embassy of that country and registered in India. Death and Legal Heir certificate is important for the ancestor property. Will must be a registered on. Land within Chennai should be propagated by the High Court, not other places. Look for CMDA/DTCPapproved property/Real estate approval. In case of the property from the company, look for the details of the directors, Liabilities if any against the property. Any arrears of taxation against the land from the Registrar office In case of property from Society, need Society Bye Law, resolution etc. Know the authorisation of the seller through the Bye law. Court case, Tribunal order etc must be looked into The committee recommends to incorporate the above in the Constitution and form a regular Property purchase committee with the State President, Immd. Past State President and the State President Elect., State Secretary, State Fin. Secretary, Chairman and Secretary of PPLSSS, Chairman and Secretary of FSS, Chairman and Secretary of NHB. The team must visit the property, scrutiny the documents, negotiate the price with the owner, getting the approval from the SCM, Register the property with the help of the Legal advisor. Transaction must be with cheque/DD/Online only. Collection of funds in the name of IMABranches only. For a specific Project Committee, a team of members will be nominated by the permanent Property Committee members. The project Committee members will be continued till the end of the project. For purchasing property to IMA Scheme/Trust/Branch/State office, a General body resolution is essential. The amount collected must be accounted properly and receipted. Mode of payments cheque or DD only, no secondary transaction is accepted. The following arrangements are to be followed while purchasing property for the Trust in the branches. 1. Three founder trustees and a leader who effectively run the Trust can be selected by the General Body. 2. Any one of the three will be the Managing Trustee for three years and he can be re-elected or rotated for another term. 3. President, Vice President, Secretary, Finance Secretary will be the trustees on rotation. 4. Managing Trustee and Finance Trustee will be the signing authorities. Dr. A.K. Ravikumar, Immd. Past State Secretary:Appreciating the committee, he has requested to add two points, ie. There can be two set of trustees 1. Two senior members of permanent trustees, they can be there for their life time, they can be replaced by the elected trustees. 2. Elected Trustees. All the members of the branches are the members of the trust. 105
Dr. N. Mohandas:There are problems in the trusts. The permanent trustees running the trust independently and the Presidents and Secretaries have no role. In case of selling the property, it a problem. Hence, it is decided with an advice of Dr. R.V. Asokan, IMA National President Elect to purchase property to the branch where the President and Secretary will be the Ex Officious and the Executive members as trustees. Dr. R. Palaniswamy, Immd. Past State President: Every branch can have change their branch to Trust, consulting auditor and the lawyer. The Basic Guidelines given is very useful to the branches to follow. There should be no legal heirs, which is important. Dr. T. Senthamil Pari, State President:If the Trust is named IMA, the Trusts must include the current office bearers with the Cheque power to the IMAcurrent office bearer. The whole presentation may be given to the Constitution amendment Committee, the saliant points would be brought in the amendment. One of the awareness programme being conducted by IMA TNSB is Hypertension. A handbook on Hypertension compiled by Dr. S. Palanivelrajan, Past StateFinance Secretary was released by Dr. R. Palaniswamy, Immd Past State President and received by Dr. N.R.T.R. Thiagarajan, Hony. State Secretary. Dr. K. Prakasam, Past State President has donated a sum of Rs. 10000/- to the Medico Legal Conclave, similarly, Dr. Sasiraj, IMA Thanjavur for Rs. 50000/-& Dr. P.Manivannan, PPSSSS Secretary for Rs. 10000/- also donated. AGENDA18 REPORT OF FSS BY ITS SECRETARY Dr. SOLOMON D. JEYA:Greeting the leaders and the members on and off the dais, he said, the initiate taken by the State Office, many new members are joining to FSS. In year 2023, already 50 are joined and received 8 memberships today. th 29 AFC Collection is progressing well, where 5000 members have paid already. In 2023, we have paid 31 Death claims. We have Rs. 13 Crores as FD in FSS I, 8 Crores asNon-refundableDeposit and Rs. 5 Crores Fraternity contribution. th FSS II collection also going on well as only 5 AFC,240 members are yet to pay. We have Rs. 27 Crores as FD (Rs. 21 Crores as NRDM Rs. 6 Crores as AFC Amt). The resolution passed in the th 75 MGM is as follows: 1. Increase the FSS Strength in FSS I, a member below the age of 35 is allowed to join by paying Rs. 3000/- as non-refundable deposit, AFC Rs. 100 per death for 10 years. 2. No change made in FSS II 3. The loyalty membership fee reduced to Rs. 500 for new member. 4. The MGM resolutions passed till date is passed in the GB held at Trichy. 5. Paying the amt up to 25 years, max age limit upto 55 years. Dr. T. Senthamil Pari, State President:He appreciated, congratulated and thanked the Chairman, Secretary, Treasurer and the staff for worked excellently during the crucial period, which is very important. State President honoured Dr. Solomon Jaya with a shawl. Dr.D. Mageshwaran, IMAVellore: He suggested to make the change in AFC contribution by the age group below 35, is they have to pay 50% of the AFC till the age of 40. 106

FSS Secretary agreed to take up the matter in the forthcoming FSS MGM and will be decided. Dr. K.M. Abul Hasan, State President Elect:The changes brought for the youngsters are going to be a big drive in FSS. He requested the branch Presidents and Secretaries to enrol more members. Any branch enrolling 100 new members by the end of year 2024, will be rewarded with a ”medal of FSS”. Our aim is to achieve 15000 members in FSS. Dr. Sundaravel, FSS Chairman Elect:Thanking the leaders and members for elected him as the Chairman of FSS, he said there are two agenda for the forth coming MGM of FSS. There are 405 th members have not paid the 28 AFC, all are to pay by June. I will call up the Presidents and Secretaries of the branches and request them to enrol more members for FSS, so as to make the magic figure of 15000. Dr. R.M. Krishnan, Past State President:The window period for the youngsters up to 35 years may be removed. The scheme went on very well, he congratulated the FSS team. Dr. T. Senthamil Pari, State President:The young Doctors up to the age of 35 can join FSS by paying 50% of AFC with NRD 3000 for 10 years, resolution passed unanimously by the members of SCM. Dr. B. Venkatesan, FSS Chairman:He thanked all the members for cooperated to run the FSS Scheme very successfully, among lot of problems. Dr. N.R.T.R. Thiagarajan Hony. State Secretary honoured Dr. B. Venkatesan, FSS Chairman for his service to FSS for last two years. Dr. M. Mariappan, IMA Coimbatore:He thanked and congratulated the FSS Office bearers for safely landed the FSS scheme after a big storm for last two years. Dr. C.N. We had also invited Justice Agarwal and conducted the Medico Legal Conclave. Now also we have invited the Justice Ms. Indhu Malhotra to the Medico Legal Conclave 2023, we hope she would give a speech on “Health care and CPA” would certainly helpful to our Doctors. We have invited Judge Mr. Anand Venkatesh of High Court and DGP Dr. Shylendra Babu to the Medico Legal Conclave. Mr. Sharma and Mr. Suresh also going to give their speeches during the conclave. He has requested all the members to come and join the Conclave. We will also print and circulate a handbook on the Rules, Regulations and Act which would protect the Doctors to all the Police stations and to our members. As per the wish of Dr. V.N. Alagavenkateshan, Hony. Finance Secretary, I am giving the copy of the replies to the 450 legal notices, to be kept in the Library of IMA Madurai, which was handed over by the State President Dr. T. State President announced, there would be six Libraries would be opened in the IMAbuildings of various places and the replies to the Legal Notices of Dr. K. Thangamuthu will be kept for the benefit of the members. FORMATION OF CRIMINAL DEFAMATION CELL UNDER PPLSSS: PPLSSS to lodge the criminal defamation cases against those publishing or broadcasting false defamation news, articles, or post in social media against any individual member Doctor, Hospital without any tangible evidence. State President, State Secretary, PPLSSS Chairman, PPLSSS Secretary, PPLSSS Legal Committee Chairman, Legal Advisor and Advocates of PPLSSS are the members of the cell. Five Doctors who are well versed in Medico Legal cases are nominated as the members of this committee with the guidance of Dr. K. Thangamuthu who will impart necessary training and 108

Inspite of many successes, PPLSSS membership is going down, no regular renewals, the defaulters list is enormous in PPLSSS, HPS and FBS as well. He requested the Presidents and Secretaries to add membership to these schemes and renew the same regularly and encourage the members to join these scheme with presentation etc. AGENDA19 :REPORT OFTHE WINGS IMA NHB REPORT BY ITS CHAIRMAN Dr.S. KARTHICK PRABHU: Before commencing the presentations, he requested Dr. A.K. Ravikumar, to present his presentations before the commencement of the Insurance submit. rd Dr. A.K.Ravikumar,Chairman-Hospital Board of India:On April 23 , we are going to have a National level Insurance summit at Coimbatore. As we have the issues in the hospitals, insurance companies also have their own issues and problems. It is a common summit for all the stake holders. As we had requested approval of IRDA, we will invite IRDA chairman to inaugurate the summit. If the IRDAand the TPAs are coming in a single platform, we can get good solutions for all the stale holders. He requested the branch Presidents and the Secretaries to spread the message to all the members. NHB Chairman thanked State President and Secretary for included NHB Chairman and Secretary in the Minimum Wages Committee. Dr. R. Anburajan, Secretary-NHB:Greetings the leaders and the members on and off the dais, he said the total members of IMA NHB is 4975. The renewals done during December is being changed, ie. the enrolment date will be the renewal date. 256 are enrolled, renewed and name changed in the last quarter. Minimum Wages: The revision committee is being formed and the State President, State Secretary, NHB Chairman and NHB Secretary are the members in it. Insurance:We are getting ready for the Insurance conclave along with the Hospital Board of India, IMATNSB and IMANHB. CMCHIS: We have already given many representations to the concerned regarding the CM CHIS package, IMA TNSB costing study and the private insurance packages, where we are getting very less rate from CMCHIS. Due to our various representations, the Project Director wrote a letter to the Under Secretary, citing lot of variations. We have also requested our representations in the insurance scheme. 109
Bio Medical Management:Due to the meeting held 3 years back for the Bio Medical Management, we enjoy the benefit of Rs. 8.50 Per day per bed. We will be arranging the meeting with various facilitators in the month of May. Clinical Establishment Act:There is a provision 5.2, that they are closing our hospitals for the interest of the public, without giving notice, which was not there in the time of forming norms for CEA. The actions on the Hospitals should be decided in the district and state level meetings, which are not functioning. Soon we will be meeting the Minister and give our memorandum. We may have to show our solidarity in this aspect to the Govt. to resolve our problems. We are also going to ask for the removal of various licenses in various levels. District Coordinator's meeting conducted every month first Tuesday and the problem what they bring is being solved. There was a meeting to safeguard the Paramedicals by the Govt., where the NHB Chairman attended the meetings. We have been asked to submit certain recommendations, and the same is sent to the Govt. after due consultations with the district coordianors. Website of NHB is updated, one can go through for their requirement. As discussed, our two accounts-general and Journal were amalgamated and made it to one as General fund. Our 54 FDs were amalgamated to 12 FDs and getting 7% of interest. NHB accounts are scrutinised regularly, but not reflected in the IMA TNSB general account, that we are going to correct it in the forth coming financial year. Out MGM and GB held at Hosur. NHB Express in released once in three months. He requested the branch Presidents and Secretaries to share the points regarding NHBactivities regularly. Dr. R. Palaniswamy, Immd. Past State President:The effective membership of NHB may the worked out and informed. Dr. V. Seetharam, District Coordinator, Coimbatore:After the introduction of CEA, Hospitals are reluctant to continue in NHB. NHB Secretary replied saying, we are going release the merit of the members of NHB in the forthcoming TIMA, even a separate clause/benefit for the NHB members. Dr. L.V.K. Moorthy, Past State President:The lacuna for not progressing the growth of membership may be looked in to, even it growing better financially. Also added, NHB to apply for separate PAN card and submit accounts separately. Dr. S. Karthick Prabhu: It was then the SCM decided to use the PAN card of IMATNSB and the accounts were filed along with the IMA TNSB, and not reflected in NHB. As there was a proposal to buy a property to IMA TNSB, it was planned to handover the money to IMA TNSB. Now it is discussed in the MGM at Hosur to consult and auditor and how to go about it, even it can be passed in this SCM to have a separate PAN card for IMANHB. Dr. V.N. Alagavenkatesan, State Finance Secretary:IMA NHB TNSB account is reflecting, we are submitting to the Auditor, IMA NHB TNSB accounts, we are not submitting NHB General or NHB Journal fund, because the day today work is done by the NHB Office. Now they have various FDs, they are getting interest to the same account, for that account, TDS should be reflected somewhere, which can be notified by the office which is handling the account. We have to sit with the auditor and complete the same. 110

Karthick Prabhu, NHB Chairman:If we want to make a separate society, there is request from many corporate hospitals, to change our name to Hospital Board of India Tamilnadu Chapter, which can be considered. Anburajan and Dr. Kannan by the State President Dr. T. Senthamil Pari. REPORT OF THE CONSTITUTION AMENDMENT COMMITTEE CHAIRMAN Dr. L.V.K. MOORTHY:The Society Act in which IMATNSB is functioning is incorporated now in the Bye law. Branches must register their branches in the society and submit the accounts every year. Those who do not registered and do not have the Bye Laws must follow the common Bye Law prepared by IMA TNSB. As we had given responsibility to form norms for JDN MSN, henceforth they will be called as the Associated Members. The smaller branches which have the strength less than 200 can continue with the same office bearers and no change in the Bye Law. The PPLSSS Guest House income is very less, hence to nominate a Asst Secretary among the District Coordinators of Chennai on consultation with the PPLSSS Chairman and Secretary. Permanent trust Board is abolished, only the founder three trustees are there as long as they live, the rest are State President, State Secretary, FSS Chairman and Secretary, Immd. Past Chairman, Four Trustees to be elected from the District Coordinators within the four zones—Resolution Passed in the SCM. We have to send the voting links to the members email and to their mobile, which is to be strictly implemented. One Man One Post: There was lot of discussion and decided not to receive the applications when they are in the office. Dr. R. Palaniswamy, Immd. Past State President:The office bearers of the branches having less than 200 members can continue with an approval of their GB. One man one post, it is they cannot occupy (it is not they cannot contest) the post when they are already there in another post. Dr. T. Senthamil Pari, State President: After a long discussion, the matter was went for voting where there was equal voting, hence it is decided to discuss in the SCM and finalise. State President left the matter for the open discussion. 111
Dr. N.R.T.R. Thiagarajan, Hony. State Secretary:The matter was discussed and went for voting, where the vote was 8 each for and against. It is decided to discuss in the SCM. The Constitution amendment came in September 2022, which is passed in the SCMs, AGM and in the CMC meeting, which govern us now. There are instances where the State Secretary left the Returning officer post to someone and contest the post. The State Secretary should not contest any post, that is brought into the constitution now. If any change we need in the constitution regarding this, it has to go through all the process, various sittings, passed in the SCM, AGM and in CMC. Right now the existing constitution of Sept 2022 edition is being followed, which I will follow as a Returning Officer. Dr. T. Senthamil Pari, State President:Any change proposed now cannot be implemented for this year, as it has to be passed in the SCM, AGM and CWC. It was in a good intention to bring new faces to IMA. Dr. S. Karthick Prabhu, NHB Chairman:There is a meaning if one occupies two posts. If I contest a post and win, I will be taking over the post where I won't be there to the current post what I am holding. There is no meaning to say one cannot contest while holding another post. IMA is going suffer without a follow-up of the experienced members in the post. It is a disaster and I condemn it and placed it in record. No where such precedence. I am against this. Is such decision is passed and implemented, for any problem comes, this committee which passes will be responsible. Dr. V.N. Alagavenkatesan, Hony. State Finance Secretary: It is totally wrong, there won't be any continuity in the activities. The youngsters should come to the post step by step, this proposal is to be closed without any discussion. Dr. S. Gowrishankar, Secretary Paramedical Wing: In the election, the non performing or less performing candidate will loose, it is in the hands of the members who will decide. We need not to decide and stop the eligible candidate. He requested not to bring such proposals. Dr. G.S. Vijayachandar, Asst. Secretary:It is wrong to say in not to contest for the post while holding another post, allowing which we won't be getting a interested, performing office bearers. One should not occupy two posts. Dr. P. Senguttuvan, Director of Studies IMA CGP:One is going to occupying the post one completion of another post, not during holding another post. The proposal is to be abolished. Dr. D. Senthilkumar, faculty Secretary-IMA CGPTNSB:One is going to occupy the post if the members are voting for him. The new proposal may be stopped. Let the performing candidates come forward and serve IMATNSB. Dr. S.S. Sugumar, Past State President:The matter was already discussed in GB at Trichy and decided to allow the sitting office bearer to contest for other post. He clarified through the State Secretary Dr. N.R.T.R. Thiagarajan that the State Secretary cannot contest the election holding the post of Returning Officer. Dr. T. Senthamil Pari, State President:We honour the feelings of our members and drop this proposal of not allowing the sitting office bearer to contest any post. REPORT OF IMA TNSB CGP BY ITS CHAIRMAN Dr. P. SENGUTTUVAN:We already completed six CGP courses last year and two courses commenced in this year, third course we are going to inaugurate on 23 of this month. Dr. D. SENTHILKUMAR, FACULTY SECRETARY IMA TNSB CGP:Our plans are to create awareness to our members regarding the courses conducted under IMA TNSB CGP and get benefited. Increasing the membership strength, forming sub chapter wings, enrol more members for the CGPcourses and also conduct online CMEs more frequently. 112
IMA TNSB CGP is conducting online certificate courses for our members, it is conducted to empower the Practitioners to deliver evidence based medicine to the community, also to acquire more knowledge. This certificate cannot be registered in the Medical Council not displayed on the name board. Criteria: IMA membership and IMA CGP membership, Curse fee Rs.25,000/- Duration : 6 months online and offline classes. CGP membership all over India is 23000, out of which 1910 are our members from Tamilandu. During 2022, we had enrolled 388 members to IMA CGP, which is one third of the year enrolment in IMA CGP. He requested the Presidents and Secretaries to give the list of sub Faculties in their branches. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary:Appreciating the good work done by CGP, he said CGP is creating very good revenues for IMA TNSB. As they are independent in their activities, other than the finance, a separate office would be function from next year onwards. REPORT OF IMA AMS BY ITS CHAIRMAN, Dr. R. KANNAN:All the important health days have been celebrated by releasing videos which goes to the IMA branches, fellow Doctors and the public.Virtual CMEs are conducted on the health days. We had conducted Road th safety week on Jan 24 and CME on Leprosy. Monthly CMEs are conducted coinciding with the health days, where 100 to 150 are attending whom we get them credit hours. Workshops conducted are Critical care at Coimbatore with 30 participants, Social Media workshops, Regional Anaesthesia Workshop, LAPIMA. AMS membership of IMA TNSB is around1700 out of 16000 at the National level. Our aim is to increase more AMS members and conduct workshops. He proposed to pay 40% of the profit leaving expenditure to the branch or hospital conducting workshop, 30 % to State Office and 30 % to AMS HQs.- passed by the State Council. Dr. B. Kosalram, IMA Coimbatore:Lot of CMEs are happening around us, where it is not communicated to us, but in the last movement. Acommunication may be sent from the State Office to all the branches, so as to attend CME by all. Dr. R. Palaniswamy, Immd. Past President: Using the name of IMA, by conducting workshops, promoting individual hospital is to be avoided. The workshops may be conducted in IMA Halls than the hospital. REPORT OFIMAPARAMEDICALWING: Dr. GOWRISHANKAR, SECRETARY:Out of 97 institutions empanelled with us, 77 institutions are conducting the courses. Total 1379 students are there for the academic year 2022- 23. As we have conducted seminars for all the zone, the next will be at Hosur in the month of May 2023 for the west zone. Also, there will be sports meet for the Paramedics at Erode. Yesterday, we had a faculty meet where our State President was there. We have decided to have a website exclusively for the Paramedical Wing. Regarding getting affiliation with HSSC, we may have to pay a sum of Rs. 30000/- per course. Hopefully, the process would finish within two weeks' time. Thanks to Dr. S. Karthick Prabhu who is working hard to get the affiliation at the earliest. The certificate will be issued by IMA TNSB and HSSC of central Govt. He requested the branch Presidents and Secretaries to share the message to all our members, so more number of institutions would come up in the days to come and more students would be benefited. REPORT OF WOMEN DOCTOR'S WING CHAIRPERSON Dr. SHANTHA NARAYANAN:Last one year, we did lot of good work-awareness programme, addressing adolescent issues, blood donation, reaching out to villages, Kids club, social activities etc. th Annual AGM of Women Doctors wing conducted during the 315 SCM. News Letter released. We have received an award in NATCON for the year 2022 along with Dr. Shantha Narayanan, Dr. Gnanameenakshi, Dr. Yesodha, Dr. Sai Meenakshi and Dr. Veena. This year we have started three branches ie. Kuttalam, Cheyyar and Purasaiwakkam. We have started the year with New year, Folic Acid awareness, Youth day, Pongal, Republic Day,Girl Child day and World Leprosy day in January. Our aim is to increase more number of Women Doctors wing in the branches, more membership and kids club etc. Cancer awareness and screening, deworming day observed, Women's day celebration where Dr. Mallika of Attur gave a nice dance programme, Men's day , Glaucoma day, health camps by all the branches. We have adopted 6 villages in our programme in Trichy. Another four WDW will be inaugurated soon. REPORT OF FINE ARTS COMMITTEE BY Dr. VETRIVEL: Our aim is to involve all the branches to start Fine Arts programmes in their branches. We had a New Years Day competition where lot of branches participated. Another programme conducted was the Rangoli. In Couple Photograph competition, there are 492 participations, out of which 177 photos from IMA Tirupur, IMA Cheyyar also participated well, All will be presented with the photo frames with a logo. There will be a zonal wise competitions and State level programme.everybody's talent will be recognised and appreciated. REPORT OF CRISIS MANAGEMENT COMMITTEE BY Dr. KALIDHAS: We have sent a letter to all the branches to form a core committee for the crisis management. We have requested all the practitioners to keep the contact numbers of IMA State office bearers, Police officials etc at the place of the practice. One of the Police came and asked for the 5 years old medical prescription, he was sent back and asked him to bring a letter from the higher official, and he is absconding. One our Sonologist sought the help of Dr. K. Thangamuthu and solved the problem. There was a call from the Infertility centre and were there along with the State president Dr. T. Senthanmil Pari and settled the problem. Another ENT problem was solved. In future, we would conduct and sensitise our Doctors in the topics of “Anticipated crisis in the Hospital, Enforcement of Law and Remedies and Develop Communication skills during the Crisis”. AAO GAAN CHALON-VILLAGE ADOPTION COMMITTEE REPORT BY Dr. KAVITHALAKSHMI: As per the wish of the State President to adopt 100 villages, zone wise lists have been received. Branches are doing Medical camps and conducting screening programmes in the rural areas, monthly once. IMA Irungalur is leading with the 15 programmes, IMAAmbattur with 5 programmes, IMA Tambaram and Dindigul with 3 Programmes each, IMA Villupuram with 2 programmes and other are starteddoing this programme. The branches can do any type of Medical camp-one at a time. She requested all the branch to conduct the Medical camps th on April 9 on an eve of World health Day. REPORT OF SPORTS COMMITTEE BY DrSENTHILKUMAR: The property what you collect for you, your family and the Nation is your health. We de-stress ourselves in one the sports. He requested the members to be a part of any one of the sports. Theme of the sports committee for this year is “COME OUT FOR THE SPORTS, GET OUT OF STRESS”. The google form 114

REPORT OF WOMEN EMPOWERMENT COMMITTEE BY Dr.MALLIKA KULANTHAIVELU:Women empowerment committee is started this year, because there are many untold failures that Women enter, even the women are winning the Oscar. The fellow Doctors are to be encouraged to look after their physical and mental health, unless which we can not help others. I am visited the villages and learned that the villages and the women are to be united and target the group, determine the contact of the person who can communicate with others. Education, employment, Vocational training, Financial advise, health Awareness, Health care camps, and counselling and self reliance. They should know the justice and equality, safety measures, Studies etc. There are many welfare schemes for the people of the village, where they don't care and understand. We may guide and support them accordingly. Our members are supporting for education, self protection methods, job opportunities. We are financing a girl to pursue MBBS. IMAAttur has sponsored in the sports and they won the prizes, hence we have to uplift our women. We are also going adopt few villages and create job opportunities, apart from conducting medical camps. I had been invited to the school, talked about the gender egality, job opportunity etc. I have been to Salem, Tiruchengode and sharing our themes as well. We can help the poor by offering job than giving freebies. th RESOLUTION PASSED IN THE 316 MEETING OF THE STATE COUNCIL th HELD ON 19 MARCH 2023, 09.30 A.M AT IMA HALL MADURAI. th 1. The minutes and the resolutions passed in the 315 State Council Meeting is resolved to approve and pass unanimously by the members, as proposed by Dr. K. Prakasam and seconded by Dr. S. Gowrishankar. 2. It is resolved to approve and pass the statements of accounts of IMA TNSB for the months from Oct to December 2022 unanimously by the State Council members, as proposed by Dr. P. Manivannan and seconded by Dr. N. Mohandas. 3. IMA TNSB is permitted to collect a sum of Rs. 15,000/- from CGP & AMS per month as share to IMA TNSB. 4. A budget of Rs. 12,23,000/- is approved for the repairing works at the property acquired from Mrs. Sumathi so as to utilise by us or to sell in a utilisable condition. 5. Rs. 10 Lacks sanctioned to carryout the repair works at IMA TNSB Guest House at Tambaram. 6. The following bank accounts held by the State Office at Bank of Baroda, Theni branch to receive the State Share from the respective schemes and wing is are to be closed and receive the State Share directly to the IMA TNSB account. 7. PPLSSS office is permitted to buy an Audio Visual System, to be utilised in JVLPlaza. 8. One of them will be the authorised signatory. 11. FORMATION OF CRIMINAL DEFAMATION CELL UNDER PPLSSS : PPLSSS to lodge the criminal defamation cases against those publishing or broadcasting false defamation news, articles, or post in social media against any individual member Doctor, Hospital without any tangible evidence. State President, State Secretary, PPLSSS Chairman, PPLSSS Secretary, PPLSSS Legal Committee Chairman, Legal Advisor and Advocates of PPLSSS are the members of the cell. 12. Six Doctors who are well versed in Medico Legal cases are nominated as the members of this committee with the guidance of Dr. K. Thangamuthu, who will impart necessary training and training materials to the members. 13. Dr. K. Thangamuthu is nominated as the PPLSSS Legal Advisor, the office and the staff held by him will continue, the remuneration and other financial matter will be borne by PPLSSS. 14. AMS Workshops: The 40% of the profit leaving expenditure from the income through the AMS Workshop fee is to be paid to the branch or hospital conducting workshop, 30% to State Office and 30% to AMS HQs. 119
