AGENDA02 :CONSTITUTING THE GENERALBODY: nd The State President called to order the 82 meeting of the Annual General Body. AGENDA03 :TAMILTHAI VAZHTHU, PHYSICIAN PRAYERAND IMAPRAYER: nd The 82 meetings of the Annual General Body of IMA TNSB commenced with Thamizh Thai Vazhthu. Govindarajan, State Vice President-East Zone, IMA Prayer recited by Dr.Thiraviam Mohan, State Vice President-East Zone and Flag Salutation recited by Dr.K.M. Abul Hasan, State President Elect-IMATNSB. AGENDA05 :HOMAGE TO THE DEPARTED COLLEAGUES: Members of IMA TNSB stood for two minutes and paid homage to the departed colleagues since the last General body meeting. AGENDA06 :STATE PRESIDENT ADDRESS BYDr.T. SENTHAMILPARI: Wishing the leaders on and off the dais, he thanked IMA Mayiladuthurai President Dr.V.Bharathidhasan, Secretary Dr. A. Sowmithiya Banu, Finance Secretary Dr. S. Rathina nd th Arunkumar and other members for arranged 82 Annual General Body meeting and 318 SCM. He said, I emphasize two important issues which is troubling the Doctors and the Hospitals authorities. We have formed an information Cell to file the cases against the people or authorities or press who blame or defame the Doctors or the Hospitals for an improper reason, which cannot be accepted. It is difficult for the Doctor or the Hospitals authorities to convince the Govt. authorities and come out safely. Hence. the information cell would study the case thoroughly and file a defamation case against the person or press which is creating trouble for the Doctor or the Hospital. A set of members have been trained on the medical legal issues, whom the training materials have been issued, classes are conducted, they will be ready to file cases, write reply to the legal matters etc. The Govt. authorities have been authorised to close the hospital at the interest of the public/community. They can cancel the license of the Hospital without issuing notice. The matter has been intimated to the hon'ble Health minister, who asked us meet on taking appointment. 11
AGE N D A 07 :HON Y. STATE SE C R ETA RY R EPORT B Y Dr.N.R.T.R. THIAGARAJAN: Greeting the leaders on and off the dais, he thanked the IMAMayiladuthurai office bearers for came forward and host these programmes. We have received the best President and Best Secretary award from the IMA HQs. Along with us, another 44 awards have been received for IMATNSB. We were busy in the installation ceremonies all over Tamil Nadu in the month of January. 12.02.2023 : We had our FSS MCM and GB at Trichy. We have opened a Library which contain the replies to the lawyer notices, written by Dr.K.Thangamuthu. The replies written by him are worth to read by all, hence a set of members are being trained to write replies to the Lawyer notices. 10.06.2023 :Enquiry Committee meeting held on Hybrid mode. 14.06.2023 :Constitution amendment committee meeting held virtually and discussed election process of the branches. IMALife Membership is the matter of concern, it is to be improved, as we are around 40500 now. th IMA Coimbatore had conducted 317 State Council meeting and the Insurance conclave-very useful discussions and very good arrangement by the organisers. 02.07.2023 :We had our Doctors day celebrations at Chennai, 60 Doctors were honoured during the celebration. Abook on Medico Legal was released by State President Dr. T. Senthamil Pari, written by Dr. K. Thangamuthu. Books have been dispatched to IMA branches and issuing of books to the Police department is in progress. PPLSSS MCM held on 12.08.2023 and FSS MCM on 13.08.2023 at Tiruvannamalai. State Secretary congratulated Dr. Senthil, Sports Committee Chairman who organised the sports events nicely. 20.08.2023 : NHB Zonal Meeting held. The election process went on nicely. Hony. State Secretary Dr. N.R.T.R. Thiagarajan thanked all the members for their cooperation and support. Dr. K. Prakasam,Past State President:He congratulated the State President for moved IMA TNSB forward. In the initial period of the Clinical Establishment Act, there was no clause of closing the hospital. As it has come now, it is to be removed from the act. An agenda may be prepared and handover to the Health Minister before meeting him physically, regarding closing of hospital, Minimum wages Act, Pollution Control issue, CMCHIS etc. and get the minutes of the agenda on completion of the meeting, which will be useful to follow-up. Dr. T. SenthamilPari, State President:Health Minster agreed to meet us on taking appointment. We State Office bearers and the NHB office bearers would meet him soon. We would meet the Chief Minister and convince him, if we don't get proper response from the Minister. We want a single portal for all the licenses. Package rates are to be finalised which was done scientifically by IMATNSB, hope the Health Minister would listen and consider our demands. Dr. K. Vijayakumar, Past National President, IMA HQs:A PIL may be filed in case the CEA is 12
not amended regarding closure of hospitals. Patient has the right to choose the Doctor, similarly the Doctor has the right design his practice as per his own ability and capacity. Dr. N.R.T.R. Thiagarajan, Hony. State Secretary: CMCHIS rates what we are getting very less comparing other States, hence we may request for the amount paid in PMJAY, which is better. Dr. K. Prakasam, Past State President: All the super speciality schemes can be given to the Govt and others can be given to the Private hospitals. Dr. C.N. Raja, Past State President: A constant monitoring committee may be sought to monitor the CMCHIS. CEAcommittees are not functioning at District level as well as the State level, may be looked into. The Govt. fix the rate for every procedure (incl of infrastructure and salary etc), certainly it will be more than what we had prepared. Dr. S. Karthick Prabhu, Chairman NHB:The costing study by IMA is to be abided by the members of IMA, unless which they cannot get the benefits of the schemes. As we are accepting the unscientific costing, we are spoiling the entire thing. We may ask the Govt. on which basis the package rates are fixed. Dr. Capt.G. Raghavelu, Past State President:Our Doctors are hesitant to place our demand boldly, Hospitals are accepting the lower rates, without the knowledge of the NHB, we have to stand unitedly to get our demand fulfilled. Dr. Sasiraj, IMA Thanjavur: All the IMA members and the IMA NHB members should stand united to our demand and should not accept any package rate given below to it. We have to finalise this issue firmly for the existence of Hospitals and the NHB. Dr. S. Karthick Prabhu, Chairman NHB:We are not against improving Govt. Hospitals. Govt. Hospitals are supported by the free infrastructure, salary with the public tax money. Hence, we cannot compare Govt. Hospitals and the Private hospitals. Dr. C.N. Raja, Past State President:It is very difficult to get cooperation of the members. Govt. Hospitals are given A1, but private hospitals Grade A2 to 6, there are disparity in it. We should not hesitant to ask for our right. Dr. Chandrasekar, IMADharmapuri: The package rates are fixed for few years till they refix the rate, hence the rate must be viable for the period till the Govt. refix it. Dr. T. SenthamilPari, State President: CMCHIS and other Insurances are understanding our demand as it is justifiable. If Govt. is not coming for a negotiation, we may give our scientific study 13
to the court, let them get the scientific costing from Govt. and form a committee to finalise the costing, we will accept. We may accept even if the TNGA rate is given to us, we may do what is viable to us. Dr. Senthil, IMA Tirupur: The package rates are paid less, because the allotment is less to health department from the Finance department. Dr. Karthikeyan, Secretary IMA Thanjavur:The allocation funds to the private hospitals are blocked by pushing the cases to the Govt. Hospitals, as they are the Grade A1 hospitals. Govt. decides what are the cases to be treated in the Govt. hospitals and what are the cases to be treated in the private Hospitals. Dr. G.S. Vijayachandar, State Asst. Secretary: We have to firm on the costing what we had prepared, we should have a unity among ourselves. We may request the govt. tomake single window system for all the certifications. Dr.S. Kasi, IMATambaram:We may talk and plan what we can get from the CMCHIS. The other point is to be discussed is what are we going to get from the private insurances. We have to convince CMCHIS and the private insurance and come to the consensus, which is acceptable to us. Dr. M. Balasubramanian, Past State President: Before we fight for our rights, it is better to find out from RTI, what is the amount Govt. is paying to the private insurance companies and what is the amount the private insurance companies empanelled with Govt. and what is the amount paid to the Govt. hospitals. The Kalaignar scheme was started for the quality services in the private hospitals, but it is observed the most of the insurance amount is goes to Govt. and not to private hospitals. Dr. Capt. G. Raghavelu, Past State President: The mood of the private insurances are the private hospitals must be cashless treatment. Instead of comparing the rates, we may ask the insurance companies to pay as per the costing study we have.Stand united and demand the amount as per the costing study of IMATNSB. Karthick Prabhu, NHB Secretary: We may explain to the GST that we have not collected GST, hence not paid, Now, we collect GST and pay to Government. Dr.K. Selvam, IMA Chennai Kodambakkam: Whenever, there is a summon from Govt., it is to be obeyed and pay if it is requested, saying the amount is paid under protest. In case of filing case and winning the same, we can get back the money paid under protest. Dr. C.N. Raja, Past State President: Having accepted to pay GST, we have to pay it since 2017. Wing secretaries still not prepared the budget and presented it. I have advised them to consult their Auditors and Present it in the coming Erode State Council meeting. 2. Internal Auditing Committee verification of state office accounts was not done, as all the members of IAC resigned. We will appoint new IAC to do this job. 3. IMATNSB, PPLSSS, FSS & NHB Secretaries are requested to send books of accounts & other appropriate documents to IAC members well advance before IAC meeting. State Office: FSC approved payment of Rs. 130000+54500+12000 towards lawyers fee for the writ appeal in high court of madras and obtained favourable judgement now. FSC appreciated the increase of IMA Membership from July to September and the associated increase in the income. FSC took note of the difficulties faced by state office in managing the payments for credit hours in CME Programmes. CGP& AMS Secretaries are advised to focus on launching new courses and increase the revenue. FSC advised state office to create new FDS for the funds in the Current Accounts. CGP& AMS: Appreciated the increase of membership in CGP& AMS and increase in revenue. It was decided to withhold the decision to give signing authority to the respective secretaries for the time being. Paramedical Wing: FSC observed that Paramedical wing courses are getting more takers and 24
more income. Paramedical wing would hold convocation after workshop in the pre-conference events on 8th December in TIMACON 2023. PPLSSS: FSC sanctioned Rs. 9 Lakhs for printing of books by Dr. K. Thangamuthu. FSC congratulated PPLSSS Secretary for improving the membership. FSC suggested to PPLSSS secretary to carry out maintenance work in the JVL Plaza quickly to welcome more occupants. FSS: FSC took note of the payment of Rs.3.5 lakhs by the secretary on receiving the notice from the IT department and requested the secretary to consult Chairman, Finance Secretary & Auditor before making the payment. As membership dropped because of deletions, it was advised to give DFC amount 200 x active members. I informed the committee about my strategy of improving the membership in FSS I to 15000 by December 2024, by creating a group of 100 of our friends who could get 50 members in that oneyear tenure. I have also announced doing yatra to all the branches to achieve this goal. NHB: FSC congratulated NHB for getting more renewal of membership in the last quarter. I have also announced the Creation of Doctors Skill Lab at IMA HQ Tambaram with State of Art Equipments using Artificial Intelligence & Virtual learning, 3D technology and the budget would be presented in the next FSC. The year 2023 was lively with lots of activities not only for our members for knowledge and skill development but with equal activity for the public. All branches small and big created chances to involve in Village Adoption Program. Acongenial and co-ordinated movement with the government machinery and officials prevailed and many decisions for the welfare of our profession in the present and future was taken. It was joyous and memorable working under our President's guide. Almost all branches observed the Observable days either as activity for their members in the form of CMEs, Health Check-up, Sports Fine Arts meet for the members, our children, also for Nursing students. It was very tough working and deciding on the awards with close ties many a times as all the branches have done their best. Sports and Fine Arts wing have undergone transformation in the present year under the guidance of our president with able workmanship of respective chairmen. th Attended the Fine Arts Finale held at Villupuram along with other state leaders on 26 Nov 2023. Thanks to the entire team under the able leadership of Dr.Thangaraju , Dr Soundarrajan for hosting the Fine Arts Finale. The show was held in a congenial atmosphere, felt like was held in a college belonging to IMA, thanks to the Dr. Saravanan. The well sorted competitions were held in a planned way, under the able leadership of Fine Arts Chairman Dr. Vetrivel under the guidance of Dr. Sivakumar and Dr. K. Thirumavalazhan. The showcase of talents by Doctors was exemplary. There was also live telecast of programme in Youtube. Thank all our branches, office bearers and members of the West region of Tamilnadu for their affection and kind co-operation. Rengaraj, IMANHBTreasurer Dear All, Greetings from NHB IMATNSB! The following were the activities of the NHB during this quarter. Minimum Wages: We from IMA TNSB &NHB met our Honorable Labour Minister Thiru. C.V. Ganesan on th 13 September 2023 at his office regarding the inclusion of our representation in the Minimum wages Revision Committee to be reconstituted again. The Minister has understood our requests and promised to do so. We believe this time everything will go in a proper way to find a solution soon In the meantime hearing our request that the hospitals should not be harassed on this issue, he promised to inform the officials Private Insurance We from IMA TNSB and NHB IMA TNSB are keenly observing any situations arising against the peaceful practices of our member Doctors in Tamil Nadu. Recently our Member Hospitals have received a communication from Star Health Insurance Pvt. Ltd. regarding reducing the rate and also 10% discount in the final bill. Also insisting us to sign it in a short time. So we requested them not to sign for any reduced rate and discount. We have given a memorandum to Star Health Managing Director and CEO. They too have asked us time; they will discuss and will let us know. We have sent you a declaration form to all our members, and asked them fill those and send it back to us, so it will easy for us to understand and it will be easy for us to discuss with them while meeting them. th th In our 318 State Council Meeting, which happened on 17 September 2023 at Mayiladuthurai we have taken a major resolution regarding Insurance which is given below. The resolution taken was Irrespective of Insurance Companies, 100 percent cashless for OP & IP is acceptable only after they agree for our IMA fixed rates derived by scientific costing study without any discount. Hospitals are requested strictly not to sign MOU with any Insurance Companies with less than IMAfixed rates. Following that we have taken the Action plan as below: 1. Formed Insurance Action Group along with IMA TNSB, NHB, HBI Officials and Officials from AHPI, CII, and other Speciality & Super Speciality Associations. 47
2. On 26.09.2023 and 06.10.2023 we had a Zoom Meet with them 3. Minimum Costing Study Rates of our IMATNSB for OP& IP cases has been submitted in the forum and approved. The same will be distributed to all of you. 4. Hospitals are requested strictly not to sign MOU with any Insurance Companies with less than IMAfixed rates. 5. We will be submitting our Memorandum to Health Minister and other Officials regarding this As per the guidance of our President Dr.T.Senthamil Pari we have divided all the districts in Tamilnadu into 10 Groups and formed 10 different Committees and he has appointed separate Leaders and Coordinators for each group. We have started a separate Whatsapp group “IMA TNSB Insurance Coordination Group” and we have added all the Committee Members of the Action Group and regularly we intimate them about the happenings We made a Memorandum to General Insurance Council with a copy to all the Insurance Companies. We have expressed all our problems what we are facing and regarding the low rates and we made them understand our problems. Our Costing Study Template which was made by Dr.A.K.Ravikumar was very much practical and made on actual costing. We can't say that we will not be able to agree 100% cashless as it will create a negative image among public, press and Government. We will accept 100 % cashless Insurance, if they will accept our rates and our demands. OurDemands are All eligible Hospitals should be empanelled Single portal for empanelment of all Insurance Companies and TPA'S A Committee should be formed with Insurance Companies and Health Care providers Insurance Redressal Forum should be formed th We were called for a meeting at Mumbai on 18 October 2023, which was organized by General Insurance council and Office bearers of IRDAI. We expressed our vies and submitted the costing study to them In continuation of the meeting with the General Insurance Council and IRDAI Office Bearers, as per the guidance of our State President Dr.T.Senthamil Pari, we planned for a Press Meet th we executed it on 06 November 2023 at Chennai Press Club. More than 42 Press channels covered our problems and they published it in Newspapers and Television. Government Insurance Regarding CMCHIS we have made a representation and submitted it to the Advisory Committee which was formed for this purpose. We asked for our representation in the Committee, They organized a first Consultation th meeting on 15 September 2023 for which we have been asked to attend. The meeting went on fruitfully our State President Dr. T.Senthamil Pari, & our Hony State Secretary Dr. N.R.T.R.Thiagarajan attended the meeting and represented our Memorandum. 48
