They expressed our grievance. It was told that our points will be considered. As said earlier once our Scientific Costing Study is ready it will be easy for us to meet them to lobby with them. CEA Currently CEAsection 5 , clause 2 is a big issue which is killing our Hospitals literally, we have made a representation with the help of our State President Dr.T.Senthamil Pari in Tamil and English. We are going to meet the Ministers and if possible, our Chief Minister and to force them to remove the clause from the section 5 which states that the Hospital can be closed without any prior information. Almost 15 hospitals in Tamilnadu are closed using this act, so we are acting vigorously to get this removed. We are planning to send the representation which is made ready in English and Tamil through Register post addressing Chief Minister and copy to Health Minister and Health Secretary. District Coordinators – Review Meeting From January 2023, we have planned to conduct District Coordinators Review Meeting every month on the second week Tuesday through ZOOM, so far we have completed 6 Review Meetings. All the 6 Zoom meets went successfully and it was a meeting were we able to know each other more and we could able to discuss a lot about the districts and the happenings. Our State President Dr.T.Senthamil Pari, Hony.Secretary .Dr. N.R.T.R.Thiagarajan, Finance Secretary Dr. V.N.Alagavenkatesan, Chairman, HBI Dr. A.K.Ravikumar were present at the zoom in their busy schedule. We have sent updated NHB Members Defaulters list, Newly Enrolled & Renewed details District wise to all the District Coordinators and asked them to follow up with the Members. And asked them a report before the end of this month. Finance Standing Committee We had our Financial Standing Committee Meeting on 5th November 2023 at JVL Plaza, Teynampet, Chennai. I submitted the Accounts of Nursing Home Board for the period of July to September 2023, it was well received. North Zone Meet: st And our 131 NHB North Zonal Conference happened at Chennai, which was hosted by IMA th Perambur Branch on 26 November 2023 at The Madras Medical Mission Auditorium, Mogappair East. Eminent Speakers who spoke did their part extraordinarily. Members who have attended were benefited a lot. The topics were totally different this time, we choosed in keeping the North Zone Hospitals in mind. We had a Panel Discussion for Insurance. Members used the interactive sessions very well and made use of it. I like to thank the IMA Branch President, Secretary and Finance Secretary for wonderful conference and Food arrangements. 49

Raghavendran gave a talk on concepts of death & identification and certification of Brain death. At the end of CME panel discussion conducted. The panellist were Dr. John Christopher, Dr. K.S. Thirumurthy and Dr. V. Rajesh babu. At the end of the section quiz was conducted on organ donation. 4. IMA-AMS Wing Coimbatore conducted world heart day- Pediatric cardiology CME on 14.09.2023 at IMAHall Coimbatore. Welcome address was given by Dr. M. Doraikannan, Introduction speaker by Dr. N Anitha. Dr. S. Devaprasath gave a talk on Fetal echo counselling, bridging gap between Pediatric cardiology and obstetrician. Dr. Vijayakumar gave a talk on Caring for little hearts- A work in progress. 5. On 17.09.2023 Dr. V. Rajesh Babu secretary of IMA-AMS Tamilnadu was the Chief Guest at the Rotaract club of western valley. Dr. V. Rajesh Babu after installation ceremony gave a talk on Health ministry tips. In the same program the project Immortality-organ donation awareness camp was inaugurated. So that periodic organ donation awareness meeting will be conducted in colleges. 6. The Alzheimer's Day on 21.09.2023, was conducted by IMA-AMS Tamilnadu along with Dementia India Alliance, to provide awareness among the people about the disease which affects the old age people. This was conducted by a RALLY inaugurated by Coimbatore District Collector. In the Rally 200 people participated. th 7. On 30 September 2023, LAPIMA, Hands on Laproscopic Workshop, Fourth session was conducted *IMA AMS - Gateway Laparoscopy Training Program 9 am - 11:30 am IMA AMS - Gateway Laparoscopy Training Program Date - 30th September 2023, 9 am - 10:30 am, Lectures on AWR surgeries, were taken-10:30 to 7 pm. Five live surgeries were demonstrated to all the delegates inside to operation theatres of Gateway Hospital -1) Laparoscopic Left TAPP repair, 2) laparoscopic Bilateral TAPP repair, 3) Laparoscopic appendicitomy with Cholecystectomy, 4) Diagnostic laparoscopy and Tissue biopsy for Koch's Abdomen, Faculties were Dr. K. This program was conducted jointly with IMA-AMS TNSB. Dr. V. Arul Selvan gave a talk on Recent Advances in Alzheimer's Dementia. After the talk there was a panel discussion on Alzheimer's disease participated by Dr. N. Sridevi, Dr. K. Arunadevi ,Dr. R.A. Ganesvaran. At the end of the panel discussion five questions were asked and the winner were awarded. 9. Indian Medical Association-AMS Wing Coimbatore at IMA, Coimbatore conducted a CME- Orthopedics, on 12.10.2023, On the occasion of World Arthritis Day & To celebrate the World Orthopedic month. Dr. C.P.S. Suman gave a talk on latest trends in Arthritis and Ligament injury. Dr. Sri Ramalingam gave a talk on Red flags in spine. After that a panel discussion was conducted in the topics, Common Orthopedic Problems faced by NonOrthopedician in their clinical practice. The panelist were Dr. Shiva raj and Dr.Vijay Mani. It was well attended by 100 people. 10. Dr.R.Balamurugan, Diabetologist, from IMA AMS COIMBATORE gave a radio interview to radio city 91.1 FM, between 10am to 11am.Interesting questions with regards to Diabetes were answered. The interview received good response & feedback. 14. IMA-AMS.TAMIL NADU along with Tamil Nadu Association of Neurological Surgeons conducted World Stroke Day Programme on 31.10.2023, Dr. S.P. Gowtham, gave a talk on Reperfusion for Acute Ischemic Stroke. After the talk there was Panel discussion on Stoke, the panelists were Dr. M. Ananda Shanmugaraj, Dr. TCR. Ramakrishnan, Dr. Arun Ramraj, it was well attended by around 650 participants. 15. Special programmes- We celebrated the National Epilepsy Day by releasing a small video th clipping about don'ts and do's for the Epilepsy on 17 November 2023. It was circulated among IMAMembers and general public. 16. We the Office bearer's of IMA-AMS Thank all for the cooperation given to us during our two year period in office. Respected Seniors and Colleagues, This will be the last letter from our team of office bearers-Paramedical Wing of IMA TNSB. We thank IMATNSB for giving this opportunity. After we took over, with the great support of our Immediate Past President Dr. R. Palanisamy, Our President Dr. T. Senthamil Pari and our Honorary State Secretary Dr. N.R.T.R. Agenda 17 : REPORT OFTHE IMASTANDING COMMITTEES Report of Constitution Amendment Committee Chairman Dr.L.V.K. MOORTHY The CAC meet was organised by the State Office and started at 4 PM on 28/11/2023. ELECTION DISPUTES:- The results of the online elections held will be counted and results declared at the end of the election process. All election results, including the online elections and elected unopposed will be officially announced at the subsequent STATE COUNCILby the state President. Hence any election dispute that is to be resolved has to be submitted with SEVEN days from the official announcement of the results at the State Council Meeting and NOT from the declaration of the result at the end of the counting. If any dispute is raised against the returning officer cum state secretary, he shall stay away from the official duties pertaining to the dispute, till the resolution of the dispute by the appellate committee as envisaged in the constitution. 2. The dates of all State IMA meetings, including the MCMs of Schemes, Wings, Trust Boards and Past President Council, shall be fixed in consultation with the State President 3. The President shall preside over all the above said IMA meetings and Chairman will be conducting the proceedings. Thangamuthu`s boob about "litigation free and police interference free medical practice" was given to top police officials in the state. VETRIVEL The finals was conducted on 26th November at Villupuram. We had an excellent venue at Theivanaiammal Women's College. More than 300 doctors and their Kids participated in the event. Doctors from all four zones attended the function. Chennai, Chettinad, Coimbatore, Cuddalore, Hosur, Kancheepuram, Kumbakonam, Lalgudi, Salem, Thiruvannamalai, Tuticorin, Tiruchirapalli, Vellore, Virudhunagar, Sivakasi, Madurai and other cities participated in the competition. The first place in the state was won by Coimbatore Team,The second place by Hosur and Vellore Team, Third place by Cuddalore and Tiruchirapalli. Dr. T. As many of you know, our State President Dr.T. Senthamilpari, set a goal to adopt 100 villages on his installation day. Secretaries, Past State Secretaries and the State Council Members, he appreciated IMA Mayiladuthurai members for accepted to conduct two programmes-General Body meeting and the State Council Meeting, who had just built a new beautiful IMAhall with much financial problems. He thanked all the State Council members who gave an opportunity to serve the medical fraternity and Indian Medical Association Tamil Nadu State branch as a State President for the year 2023. Thanked the seniors for given guidance wherever required. We had National Insurance Summit at Coimbatore with an active participation of National IMA Leaders, members of General Insurance Council, where we had an opportunity to put up our demands outstanding for long, like empanelment of all Pvt. Hospitals with all Insurance companies through a single portal, inclusion of IMA representative in Package rate committee, formation of redressal Tribunal etc. Another importance programme was JDN/MSN Conclave-namely Boot camp, first of its kind, initiated by Dr. K.M. Abul Hasan for the Medical Students, attended by more than 400 Doctors registered by payingRs 2000. JNN had organized a workshop on higher study opportunitiesin UK with faculties from UK. Our Honourable Health Minister participated in the Valedictory function of the workshop & graced the occasion. Our former DGP Dr.Shylandra Babu, IPS had given a guidelines to be followed while registering Medical Negligence Cases by the Police. This was telecasted in the Television and published in the Newspapers. The investigating officer should collect all the evidences and Documents and get opinion from the Govt Doctor, preferably from the Medical College Hospitals before registering Medical Negligence Cases. No case would be registered without the opinion of the experts.Police should Obtain legal opinion of the Public Prosecutor. In Medical negligence cases under 304 A all evidences & documents should be submitted in the jurisdictional court & action should be taken according to court instructions. No doctor should be arrested even though there is a Prima facia. The Commissioner/ Superintendent should monitor that case. The DGP / 73


HPF should be informed about the case within 24 hours. State President added that no such case should be registered under 304A easily. We are sensitizing all IMA the branches accordingly. The above order was possible, due to the book released by our Dr. K. Thangamuthu. Hence, the books are being supplied to all the Police officials. I happened to talk to the Health Minister during the Maruthuva Natchathira Virudhu, and handed over our proposals, he was kind enough to go through the demands. The proposals are,1) Removal of clause 5/2 ( AGovt. Competent authority can cancel the licence of CEAin an interest of the public), 2) Inclusion of IMA representative in the Advisory Committee TNHSP, CMCHIS etc.3) Single window system to get all licenses 4) Totake steps to give Doctors Day award for past 4 years which is pending. We met our Labour Minister Hon'ble Thiru C.V. Ganesan for inclusion of IMA representative in the Minimum Wages Committee. State President thanked all the State Council Members for all the cooperation rendered the whole year. Thanking the FSS teams for their effort to increase membership, he expressed his desire to complete at least 200 members during his tenure. We are planning to visit certain potential branches and request the members to join FSS. It is also planned to revamp the FSS trust board with the elected members of State office and members from all the 4 zones. PPLSSS is doing very well, IMA PPLSSS Guest House is being monitored by Dr.V.Saravanan. income is increased and the expenditure is being restricted. He conveyed special appreciation to the office bearers of AMS and CGP who had conducted regular CMEs and generating income as well as improving the knowledge of the medical practitioners. As there are no proper rules& guidelines for Paramedical courses, we would like to form a short-term committee which would form the rules and submit within a month. We have signed MOU with HSSC and the certificate given by them would uplift the carrier of the paramedics to work in the NABH hospitals. He appreciated Dr. Vetrivel who has identified a team of musicians, photographers etc and encouraged them and brought out their talents. Fine arts finals will be held at Villupuram. He thanked Dr.Aadhar Senthil, Sports Committee Chairman who conducted indoor and outdoor games and for Childrens. He thanked and congratulated Dr. Shantha Narayanan and Dr.Gnanameenakshi who did wonderful job by introducing 50 new MDW units and 19 are in pipeline, hoping to make it 100 by the end of this year. He thanked Dr.Kavithalakshmi Srinivasan who had completed adoption of 100 villages with the help of more than 70 IMA branches, under the banner Makkalai Naadi Maruthuvar which is the pilot project of the State President. He thanked Dr. Mallika Kulandaivel, Chairperson Women Empowerment Committee who has helped the Women community through her motivational speech, Monitory help to the needy women and students and guiding them to get Govt. aids. etc. He thanked Dr. Muralitharan, Chairman Diabetic awareness project who had prepared a book let on diabetesin Tamil and printed 50000 copies and distributed to the public. He thanked Dr. Jeyaraman, Chairman Academic Committee who had conducted regular CMEs with the eminent speakers with very good topics. He thanked Dr. Vijayakumar, Chairman IT Wing, who supports our activities whenever required with zoom online platform and recordings. Past State President, State President Elect, Hony State Finance Secretary, State Vice Presidents, Joint Secretary, Asst. Secretaries, Past National Presidents, Past National Vice Presidents, Past State Presidents, Chairman and Secretaries of Wings and Schemes, Chairmen of various Standing Committees, Branch Presidents and Secretaries, he has thanked IMAMayiladuthurai for organised the State Council Meeting in a grand manner. th He said, the activities of the last three months are, IMA Coimbatore had conducted 317 State Council Meeting with very good arrangement and hospitality. Also, they have arranged a very good Insurance conclave at IMA Coimbatore where IMA National President was present along with the General Insurance Council officials and we had very good session. The General Insurance Council officials understood that the representatives of Doctors could be IMA, as a mother st organisation of all other speciality organisation. They want the cashless services by September 31 and looking for the viable rates, which was refused by IMATNSB. The standardized costing study what we had prepared will be presented today and the same would be passed to all insurance companies and negotiated. Regarding CMCHIS, there was a list of members we could see in the Newspaper without the IMA's representation. Hence, we approached and handed over the representation to include IMA in the CMCHIS panel of members. We, myself Dr. T. Senthamil Pari and Dr. C.N. Raja had been called to attend the meeting and there was detailed discussion, where we had given our demands. CMCHIS rates what we are getting is very less comparing other States, hence we had requested at least the amount paid in PMJAY, which is better. The book released by Dr. K. Thangamuthu is being given to all the Police officials, sensitizing the medico-legal aspects among the Police personnel. We had PPLSSS and FSS MCM meeting at Tiruvannamalai, very useful meeting. We had Constitution amendment Committee meeting and proposed for few changes. The IMATNSB elections held smoothly. The letters and representation sent to Govt. for various reasons were shown to the members. Finally, Dr. N.R.T.R. Thiagarajan, Hony. State Secretary thanked the State President, Past State Presidents and other members who were helped him as State Finance Secretary and State Secretary for last four years. th The minutes of 317 SCM is resolved to approve and Passed by the State Council Members unanimously, as proposed by Dr. S. A G E N D A 11 : S TATE F I N A N C E S E C R ET RY R EP O RT B Y Dr. V.N. ALAGAVENKATESAN: Greeting the leaders and the members on and off the dais, he presented the statement of accounts for the period from April to June 2023. We have 12 accounts having Rs. 1.19 Crores. 21 FDs for Rs. 7,49,43,571/-. The detailed accounts given in the agenda book. The GST intelligence team had visited our office on surprise and gather certain information from the office. Certain hospitals are closed, stating it is the order of the Collector, may be discussed. State President requested the detailed report from the members, so as to take up the matter to the higher level. Dr. N.R.T.R. Thiagarajan,Hony. State Secretary: Recently the Intelligence officers of GST made a surprise visit to our State Office and gathered certain information and send a notice to meet the officials. As per the direction of IMA HQs., we were collecting GST since Feb 2023, and paying to IMAHQs, because we do not have the GST number. As we have got the GST Number now, we pay the GST amount against our GST number. Meantime, there is a notice to pay the GST amt. starting from 2017 to 2022. When, we had consulted the IMA HQs., we have been asked to consult the Kerala IMA, where it is said to have gone to the court. No IMA is paying GST from 2017 to 2022, except Delhi IMA. Hence, we are taking the same stand, ie. not to pay GST from 2017 to 2022, till we get a legal means. Dr. T. SenthamilPari, State President: As we did not collect GST from 2017 to 2022, we do not pay GST. Dr.N. Mohandas, Past State President: We have decided earlier that the National IMA will pay GST for the amount what we had collected and sent to them. As we had received GST number now only, we need not pay GST for the period before the receipt of the GST Number. The branches not to mention the GST collected, but send to whole amount to State Office. Dr. T. SenthamilPari, State President: The branches may receive the amount from the members, what is to be send to the State, balance amount to be collected as a donation. The membership collected is transferred to State, to avoid GST problem at the Branch level. State office will pay GST for the State office share received from the branches. GST will be paid by the IMA HQs. for the amount sent by us. Dr. R.M. Krishnan, Past State President: We need not to pay GST on retrospect. State President said, we are going to consult the auditor regarding paying GST retrospectively. Dr. S. Karthick Prabhu, NHB Chairman: We pay GST in IMA Coimbatore, because we do collect hall rent etc. There are IMA branches where only the subscription is collected and paid to the State, which need not to pay GST. There should be an input claim to pay GST. When health care is exempted from GST, we can give representation to exempt Doctors professional income as well. We can try legally. Dr.M. Mariappan, IMACoimbatore: Smaller branches need not to pay GST as they are running the branches in loss. He also appreciated the Finance Secretary for the detailed accounting, same 76


time a brief monthly accounts may be printed in the TIMA Newsletter, which would solve lot of accounting problems. Dr. A.K. Ravikumar, Immd. Past State Secretary: Donations are exempted from GST, the branches can collect the membership fee as donations. The component of membership fee for State and Central only sent to the State. Dr. S. Kanagasabhapathy, Past State President: All the professional body must pay GST. Going to court may favour or bother us. It is better to consult the Auditor and negotiate with the GST officials and come for a compromise deal. Going to court should be a last choice. Dr.Bhoopathy John, IMA Chennai Kodambakkam : GST is burden for the health sector where collecting small amount for consulting. It is better to collect the Membership fee along with the GST as donations at the branch level. Dr. Muthukumar, IMA Trichy: It is found certain TAs paid for Flight charge, is it right? It is replied by the State Secretary Dr. N.R.T.R. Thiagarajan, depends upon the urgency of the programme, one is allowed to travel in a Flight and TApaid, not generally. Dr.N. Mohandas, Past State President: The awards are given from the interest amount of the amount fixed as Fixed deposit. When there was no deposit, also there was no award list for three awards by Dr. R. Palaniswamy, how was the awards given last time? In which amount the award was given? Dr. T. Senthamil Pari, State President: I have asked him to collect the TA DA from the State Office for the activities of the State branch, not for the trips to the branches. He can pay for three awards, ie. Rs. 2.25 Lakhs to institute 3 awards. Dr. A.K. Ravikumar, Immd. Past State Secretary: It is not possible to conduct award function from the interest of the Fixed deposits. It is the state office and the Conference hosting branch sharing the expenditure 50:50. IMACoimbatore was paid Rs. 2.75 lakhs for the award. Dr. N. Mohandas, Past State President: I have initiated an award in the name of Dr. Senthilkumar Memorial Endowment fund for MS, but is seems not done. It is replied, it is done in every Annual conference. Dr. C.N.Raja, Past State President: It is not possible to give award from the interest of the FD created for this purpose. It is given from the Interest of the FDs meant for award and the share from the hosting branch. Dr. T. Senthamil Pari, State President: We institute three award in the name of Dr. R.Palaniswamy, ie. 1. Best Women Doctor unit of the branches-Winner, 2. Best Women Doctor unit of the branches-Runner 3. Best Office bearer of the Women Doctor Wing. State President Dr. T. Senthamil Pari thanked Dr. R. Palaniswamy, Immd Past President for this donation to initiate three awards. Dr. Karthikeyan, Secretary, IMAAvinashi Tex City: Is there any time duration to issue NOC for the member applied for transfer? State President replied, the branch should issue NOC within a month, otherwise they have to tell the reason fornot issuing NOC. 77

FSC asked all the secretaries to present the budget for the year for the wings and schemes in orderto have a clean financial process. Limits for travelling allowances in each wings & schemes are to be fixed and excess to be approvedin the FSC. State office: 1. Scrutiny of State office accounts was deferred in the FSC as the IAC audit could not be done. Hencea second FSC was called for on 19.08.2023 (Saturday) at Hotel Sree Annamalaiyar Park, Tirunelveli. State office accounts were taken after the IAC audit. FSC studied the IAC report and the clarification given by State office for each query and accepted the accounts. 2. It was decided to hold only one leadership meeting instead of Zonal level and the venue can bedecided every year. 3. SOPs are followed in 16 Bank accounts; Auditor prepared the Book statements after 78


verification and all payments are done by RTGS. SOPs to be circulated to the secretaries of wings & schemes. 4. GST – from January 2017, IMAis appearing to GST with all accounts, FSC approved the payment of GST& submit the details. 5. FSC approved to increase the salary for Mr. Ranjith by Rs. 5000/- and Rs. 5000/- for Mr. Chellathurai asan extra duty allowance. FSS: 1. FSC appreciated the efforts of the secretary in getting DD commission waived. 2. Lift maintenance of the FSS office should be met by the owner. 3. TAnot allowed for other office bearers attending Hand over taking over meetings. Membership:There is increase of membership in FSS I but no increase in FSS II. FSC wanted Everyone's efforts in this regard. PPLSSS: 1. FSC observed that, in one case, PPLSSS gave 15 lakhs compensation to a member who was in the10 Lakhs slab. It was decided to get the 5 lakhs back from the member. 2. One staff joined FSS from PPLSSS and one month termination salary given by PPLSSS may berefunded. 3. Medico Legal Conclave accounts to be submitted by the Past PPLSSS Secretary. 4. Fixed assets during taking over should be verified and reported. 5. FSC approved the purchase of One Computer and Printer for PPLSSS. 6. FSC approved the purchase of one Smart phone for PPLSSS, JVLGuest House. 7. FSC also approved increase of Stationary fees for lawyers – Rs. 5000/- Rs. 8000/- and Rs. 10,000/-for District / State / National level cases respectively. JVLGuest House: JVLGuest House account to be submitted in the next FSC meet. Tambaram Guest House: 1. Renovation work completed and accounts submitted by the Guest House secretary. 2. FSC approves replacement of Non-working ACs & UPS from the income of the building. Generatorcharges may be levied as per norms. 3. GST to be collected for the Hall Rent. 4. IMAKilpauk Home bank account closure amount Rs. 1,50,000/- can be sent to IMAGuest HouseTambaram Account. 5. Zamin Pallavaram Account: Property tax Rs. 50,000/- paid for the year 2022 – 23 upto September2023, we have saved Rs. 5 ½ lakhs in reducing the property tax. House can be given for rent. CGP & AMS: Both wings generated good revenue by conducting CME programmes. FSC advised toboth wings Secretaries to organise courses. Secretaries of CGP & AMS to start submitting reportsindividually from next FSC. 79


Nursing Home Board: FSC agreed for Nursing Home Board spending for the Costing Analysis by thecost accountant for the OPD treatment and advised to submit the budget for approval. dragged by various Acts and Laws, especially the Insurance. Earlier, we were doing it as the social arbitration to the Government, but now the Private Insurances also putting rules on us. As the earlier studies told, the smaller hospitals are going to suffer, it is happening so. Problem in Insurances starting with Empanelment. Hospitals are asked to take the package rate what the private Insurance companies having, even it is not scientifically planned. Payment issues: They sanction and they don't pay, and settle the amount with less amount, in occasion they don't pay the amount. Bills are pending in lakhs. Depanelments- of late we see hospitals are repanelled for no reasons and we don't have body to represent. Discounts-They give their own packages and they ask for the discounts. 100% Cashless: GIC on the instructions of IRDAI is going to empanel hospitals for 100% cashless with all IC/TPAS. IMAs demand was, all the hospitals should be empanelled with all the insurance companies, but they decides the rates and we have to sign, this rates are scientifically derived. They have the average rates by the agencies throughout the country, but not scientific. They have not included the service providers in the committee of GIC/IRDAI. They are selectively select the hospitals, 100% cashless, and hospitals are there to sign and later suffer. We had kept away GIPSA for 1 1/2 years, then thy accepted the rate what we requested for. Even GIPSA had empanelled only 40 hospitals instead of 120, stating the shortage of Manpower. Similar thing is going to happen in 100% cashless. Reimbursement is not going to be there. Selecting the Hospital and the Doctor is curtailed. No representation in the Committee. The patient is to run here and there with the card, in search of service. Hence, package rates are to be planned by the committee. All the eligible hospitals are have the right to empanel with the insurance companies. We have no proper forum to represent. Hence the during the National Insurance summit, we had passed the following resolutions. 1. Single window system for all the empanelment 2. Scheme for the middle-income group people 3. Common redressal forum-for hospital and the insurance companies 4. The scientific study what we had prepared in 2018 and supplied to Ayushman Bharath and IRDA etc., they accept and they don't want to implement. A committee is to be formed with the stake holders, costing accountant, Insurance companies and IRDA. 5. Hospital board of India and NHB must be a member in all the policy making. Even after the resolution passed, they have not invited the stakeholders in the committee. Wehave still insisted that, all the eligible hospitals to be empanelled with the insurance companies, there should be no packages, if at all there, fixed components of the packages are to be feezed. Our costing study templates are to be validated and to be followed across the country. No Suo moto e-panelment of the hospitals. Re-empanel all the de-panelled hospitals. Representation of important service providers must be there in all the important policy making decisions. All the policy holders is have the right to go to any Doctor & we should have reimbursement portal. Entry level NABH accreditation for empanelment in the Insurance companies are to be decided. Immediate payments before the patient discharged on completion of the treatment are to be settled by the Insurance companies. Common Redressal forum is to be formed to decide the depanelment of hospitals. Package and discounts are to be worked out scientifically. Variable components cannot be in the package rate. 84


Costings are done based on the basic standards of CEA and Central Act 2010. The hospital having 10 beds are eligible to empanel in the Insurance companies. Dr. T. SenthamilPari, State President: We should try to negotiate the package rates, if not we can go for a legal action. Dr. C.N. Raja, Past State President:We are in business with Insurance companies for 10 to 12 years. We have signed with GIPSA with the rate decided, which was the debacle.Govt. and the Pvt. Companies are not ready to accept our costings. This is the time we must agitate and ask for our demand, we have to take it to the higher level and make it reality. We should help the poor, same time we should viability to help. We have to fight and get our rights. 100% cashless in not possible. Prof. Dr. V. Varadharajan, Past State President: The hospitals having more than 10 beds are eligible to be empanelled in Ayushman Bharath. Choosing the Govt and few Private hospitals is illegal. Insurance companies cannot decide the package rate. Patient has the right to choose the Doctor, he cannot be asked to go to other hospital. We have to take the matter to the higher level, also educate the public, as well as the Doctors. As per the Supreme Court orders, Insurance companies what they are doing is wrong, they cannot decide the rate. Dr.K. Selvam, IMA Chennai Kodambakkam:There should be no discount in the payments to any Insurance companies. Package rates must be same for the hospitals. We have to form a committee and settle the issues day to day. Dr. Sasiraj, IMAThanjavur:We must come to the standard that all the hospitals should have IMA Certification, to have all other certificates through single window system. Dr. T. SenthamilPari, State President: We have represented to settle the payments within 15 days. As we are gathering the dues pending for Doctors, we request the insurance companies to make payment at the earliest. Dr. S.Karthick Prabhu, Chairman NHB: It is better to display the consultation fee for each category of the Doctors. We should pass a resolution that we would not accept a package rate which is fixed even it is Govt. or private insurance company, unless which the hospitals will not get any support from IMA. Dr. Palaniappan, IMA Salem: The private insurance companies don't release the amount if a claim is late even for a day, even it is sanctioned, IMAmust help us. Dr. Aadhar Senthil, IMATirupur: When many of us is not ready for undertake the procedure in the package rate quoted by the Insurance companies, there are few ready for it. There is no cooperation among us. Any agitation is possible if all the hospitals are coming under NHP. Unless we don't have cooperation among us, the insurance companies don't listen to us. Dr. Kumaresan, IMAGobichettipalayam: We have to convince the Corporate hospitals to accept our norms with Insurance companies.Local IMAs must be very strong and have a big role to play to have a cooperation among Corporate Hospitals and IMA. 85

Jayalal, Past National President, IMA HQs.: Issues what we are facing is 100% Cashless- We may opposes by giving Press statement. Together empanelment-another big issue. The GIC is formed a committee, where there is no stakeholder in it, only the insurance company people are there, without any official representation, we will not be able to do anything. It is not possible to bring all the hospitals together. We can invite AHP and other speciality organisations, prepare a joint resolution and send it to the Insurance companies. Also, IMA can get an online poll among all the hospitals on 100% cashless and produce the result to them. Dr. A.K. Ravikumar, Chairman-Hospital Board of India: We, myself and the National President IMAHQs. is planning to meet the Chairman-IRDA. Costings are done as per the standards of CEA. Dr. K.M.Abul Hasan, State President Elect: They are not taken up our costings yet. What is the reaction to our scientific costings? The discussion is not taken place yet. We have to break the ice and push our costings across the table on dialogue. We need not anticipate the members and hospitals to come together to achieve what we demand. Dr. T. SenthamilPari, State President: GIC is particular about 100% Cashless, which is attraction to the public. IRDAand Govt. also going support the 100% cashless. In such case, if we oppose, we don't get public support. We need to give the detailed reasons for not accepting 100% cashless. State President requested NHB office bearers to invite all the speciality organisations to the press meet, on the day we publish out our demands to Insurance companies and spread out our demand to the public. th 318 SCM resolved that, the 100% Cashless can be agreed in our viable scientific costing rate only. No discount is allowed. Renewal of MOU every two years. We need common redressal tribunal. Dr. C.N. REPORT OF AMS BY Dr. KANNAN, CHAIRMAN IMATNSB AMS: Regular workshops are about to finish for this year. The AMSCON conducted by AMS was very success, where more than 1250 members were attended and got benefited along with the credit hours. Around 25 members were taken AMS membership due to the AMSCON conducted, good amount of revenue also yielded. We anticipate many more members to join AMS by Dec 2023. Important Health days are being observed by releasing small videos to our members and the public. We have signed MOU with HSSC, so as to get an affiliation from the Govt. of India. The HSSC would conduct an online exam and issue certificate to the eligible students, who is authorised to work in the NABH hospitals. State President formed a committee to formulate the set of rules to be followed in the Paramedical Wing. Dr. J.A. FSS Trust Board : FSS TRUST BOARD to be revamped as decided in the CAC meetingheld at Trichy which was subsequently presented and approved by the MCM & GB of FSSheld thereafter., and subsequent at the MCM at JVLPlaza.In addition to the existing members, the newly agreed members will be also part of the team.The TRUST BOARD bye laws of both FSS & PPLSSS to be revamped by the team of President Dr. T. SentamilPari and President Elect Dr. K.M. Abul Hasan. Zonal Trustees to have minimum 2 terms of District coordinator period with 50 % of MCM. Attendance. President to appoint 2 past presidents to the FSS trust board with a period of 2 years. E. QUALIFICATIONS : Unanimously Agreed that the candidates who do not fulfil theprescribed requirements for contesting, will be disqualified. No other shifting of posts orpositions to be considered. Dr. A.K. Ravikumar, Immd. Past State Secretary: Regarding the qualification under Election, if a suitable candidate is not available for a post, the qualification may be considered to relax. State President Dr. T. Senthamil Pari said, there are many candidates eligible for the posts, we need not relax the qualification. In case of any litigation we cannot answer if the rules are relaxed. Dr. S. Gowri Shankar, Secretary Paramedical Wing: The office bearers of the IMA branches of small size may not be a State Council members for required period to contest certain posts. How can meet the requirement of the election norms? Dr. S.Sugumar, Past State President: The said office bearers are to be made as State Council members, so as to qualify for the post. Dr.M. Mariappan, IMA Coimbatore: If a State Council Member not attended for all the 4 meetings and again got elected for State Council, how is it right? If a member who is not attending 3 consecutive meetings, he should be removed from the member of State Council. 2. ACCOUNTS : AMS, CGP, PARAMEDICAL shall maintain their accounts separately, operatedby the state FINANCE Secretary and the wing SECRETARIES under the control State of IMA, submitting Accounts to IAC &FSC regularly. Office staffs should be fixed for each office as well as their salaries. Regarding the question of signatories of the Wings accounts by Dr. S. Kanagasabhapathy, it is replied, the Secretary of the Wings and the State Finance Secretary will sign the Cheques. 91


Dr. A.K. Ravikumar, Past State Secretary: State Secretary have no power now when there is no signatory power. It is replied by the State President and others that the State Secretary have more role to function, he is the executive authority in all the programmes. 3. To have a permanent Purchase Committee: There may be a permanent Property Committee. Suggested members - State President, Secretary, Finance Secretary, President Elect, Immediate past President, Chairmen & Secretaries of FSS, PPLSSS, NHB along with immediate Past Secretary. Benefits: By becoming a regular IMAJDN member, he / she is accepted as a deemed member of the association. The deemed member can avail academic services of IMA as per IMA norms any time later. Membership fees: ₹.1000.00 one time payment. Benefits: young graduates can access the services of the IMA. Long term increase in IMAMembership and we can truly represent the JDN. Limitations: Such member will be a full member of IMA JDN only. IMA confers only DEEMED status to legitimise the link to the member organisation. ONLY VOTE FOR THE ELECTIONS OF JDN& NOT ELIGIBLE TO VOTE IN IMAat local branch, state or National level. It is decided that the Project Committee will function till the end of the project if over. SECOND MEETING of the CONSTITUTIONAMENDMENT COMMITTEE Held on 19.06.2023 at Hotel AnnamalaiyarPark, Tirunelveli - 2.30 pm to 6.00 pm 1. Proposed by State President Elect Dr. K.M. Abul Hasan. The clause that constitution is to be reviewed once in 3 years is here by modified to allow new amendments and bye laws. It is here by approved to add any year specific amendments that are discussed and passed in the CAC, subsequent SCMs and the annual GB of the particular year. 2. Submission of Accounts. All events that are being held under the banner of IMA TNSB with financial support from the state office, collecting registration charges from the members as fees for participation, shall submit accounts to the IAC and FSC before the next meeting. 3. LOCALBRANCHES. A. Modifications to the term of office bearers: It is here by unanimously passed that in branches whose strength is more than 200, it is hereby affirmed that the post of LOCALBRANCH 92

Fresh elections should be called for at the end of the term and no past secretary can contest again for the same post nor for the post of finance secretary and the local General body cannot approve of another term. Secretary term may be the max. of two years. Dr. K.Prakasam, Past State President: The amendments of Bye Laws of National IMA is applicable to State and State IMAAmendment applicable to Branch. The branches has to amend their Bye Laws and send it to State and State in turn send it to CWC for approval. B. Constitution of IMA TIRUPUR branch ... Placed in the CAC and after scrutiny decided to request the state secretary to suggest modifications in jurisdiction and send back to them for correction. On receipt of the corrected constitution, to be placed in the SCM for ratification and approval. Dr. Muthu, IMA Mayiladuthurai: The date of State Council may be fixed consulting the hosting branch, so as to avoid Muhurtham dates. Also, the communications send by the members through his portal is to be honoured and replied. Dr. Aadhar Senthil, IMATirupur: The tenure of Secretary at IMA branches may be made to two years. Dr. S. Karthick Prabhu, NHB Chairman: Statement of accounts may not be sought from the small branch which is hosting the programme. Dr.M. Doraikannan, IMA Coimbatore: State office should not interfere in the administration of the branch IMA. 4. PARAMEDICALWING. It has been decided to limit the number of student trainees for paramedical courses, allotted to the institutions up to 75% of the approved bed strength as given in the CEA. 5. Accounts and IAC. AMS, CGP& Paramedical wings shall submit their accounts to the IAC. The state secretary to fix a date in consultation with IAC chairman for auditing and finish the same before the FSC meeting. The AMS, CGP and Paramedical wing secretaries should be present at the state office during the time of the IAC auditing, along with the state secretary and finance secretary. IAC Chairman and members should be present personally to do the auditing. As the audit involves the state office and the wings, the same may be extended up to 2 days or so. The following documents to be produced: 1. Book of accounts. 2. Original bills along with vouchers 3. Bank statement. 4. Inventory 5. All original documents of property and other relevant documents. 6. All original FDs. 93


IAC Chairman or any member of IAC has to attend the FSC meeting and present the audit report for the TNSB, AMS, CGP& PARAMEDICALwings. 7. ONLY FSC Chairman will present the FSC report including the IAC report at the State Council. 8. CAC Meeting : CAC meeting can be conducted either physically or by ZOOM. If it is conducted by ZOOM, the link for the same to be provided by the IMATN state office only with complete proper recording done and kept in safe custody for future reference. This applies to all other meetings held under the auspices of the IMATNSB banner. The proposal to have the state finance secretary from the same branch is discussed and decided to continue as how it is at present in the constitution. 9. FSS& PPLSSSTrust Boards. Dr. T. SentamilPari, state president suggests the following: In case the posts of zonal trustees are not filled up, even after second announcement callingfor the nominations, the President can appoint either a past State President or past State Secretary or past scheme Chairman to the post. These proposals are submitted for discussions and approval in the upcoming state council meeting. The Corrected Constitution amendments are approved by the State Council unanimously. REPORT OF THE WOMEN DOCTORS WING BY Dr. SHANTHA NARAYANAN, CHAIRPERSON WDW: Greeting the leaders and the members she requested the Presidents and Secretaries of the branch to form a WDW and intimate to her. Social and community Services activities, observing important days, Blood donation camp adolescent activities and CMEs were our activities every month. CME conducted in June 2023 was on: Preterm Delivery, Adolescent Endometriosis and Medical management of fibroid. In July 2023: Quiz program for the women Doctors by WDW Kanchipuram. July 23: 2 New WDW installed in Tiruvallur and Villupuram. REPORT OF THE WOMEN EMPOWERMENT COMMITTEE CHAIRPERSON Dr. MALLIKA KULANTHAIVELU: Gender equality is spread among the women & Ladies who are in need of help were supported. Need for education, Health care, Health camp, Blood donation camps, Govt. Schemes for women, employing women in our institutions are the requirement to uplift the women and give empowerment to the Women. Attur, Namakkal & Coimbatore and many more IMA branches in empowering the women by their awareness programmes, education and help. REPORT OF FINE ARTS COMMITTEE BY ITS CHAIRMAN Dr. VETRIVEL: Selection of Fine Arts competitions over for the year where thousand of members participated.Zonal: West Zone-Hosur, East Zone-Cuddalore, South Zone-Virudhunagar and Nort Zone-Vellore. Grand Finale at Villupuram. He thanked all for the encouragement. REPORT OFTHE ENVIRONMENTALCOMMITTEE Dr. PANDIAN:First 6 months, we had gone for green plantations, later part we planned for clean Cuddalore, emphasised for no plastic etc. It is found the awareness among the public is not sufficient; we need to explain the requirement to remove the plastic in our day today life. REPORT OFTHE AAO GOAN CHALAN BY Dr.M. DORAIKANNAN : We have finished almost100 camps, hope we have achieved our goal. Most of the branches are cooperated to accomplish mission of the State President. SenthamilPari, State President: We have renovated the property got it from Mrs. Sumathy and ready to sell for Rs. 1.90 Crores, but the bank returned the loan application, stating the property cannot be sold until the case is over. The statement of accounts of IMA TNSB for the months of April to June 2023 is unanimously approved by the State Council, as proposed by Dr. C.N. Raja and seconded byDr. P. Lenin. 3. State President Dr. T. SenthamilPari instituted three award in the name of Dr. R. Palaniswamy, ie. 1. Best Women Doctor unit of the branches-Winner, 2. Best Women Doctor unit of the branches-Runner 3. Best Office bearer of the Women Doctor Wing. 4. State President Dr. T. SenthamilPari instituted a new awards in the name of Dr. V.N. Alagavenkatesan award for exemplary service by a Junior Doctor and Dr. P.G. Ananthi Alagavenkatesan award for MSN for Medical Student for the exemplary service in the year. 5. The IMA branches should issue NOC to the members requesting transfer within a month, otherwise they have to tell the reason for not issuing NOC, and deemed to be no dues pending. th 6. Insurance: 318 SCM resolved that the 100% Cashless can be agreed in our viable scientific costing rate only. No discount is allowed. Renewal of MOU every two years.
