Dr. V. Varadharajan, NHB Convener, Dr. R. Anburajan, NHB Secretary and Dr. R. Rengaraj,
IMANHB Treasurer
DearAll, Greetings from NHB IMATNSB!
The following were the activities of the NHB during this quarter.
Minimum Wages : It was decided to meet the Hon'ble Labor Minister soon and set up a Review
Committee. Better if the same members continue. Representations were made. During the meeting
with the Minister and the Secretary, some of our members said that it would be better if no legal
action was taken as the penalty was high. Even after the usual representations, if that fails, we have
decided to consider a legal remedy. As per 2009, Basic + Current DA + Other Allowances should be
given to the employees and the same should be informed to the member hospitals.
We have given requests to the Labor Commissioner and the Joint Commissioner of Labor
regarding the renewal of the Minimum Wages Revision Committee and conveyed this issue and got
an opportunity to remind the present Labor Secretary Dr. Umanath IAS during this meeting. We
also tried to meet the Labor Secretary in his office but could not get an appointment. We issued a
written request for a meeting, and handed over the representations made earlier in his office.
Let us hope things move faster and will update you on subsequent proceedings.
Fire Safety : The long-awaited new rules for fire safety in hospitals were recently issued by the
Principal Secretary, Health and Family Welfare, Tamil Nadu on 25.04.2022 (Letter (Ms.) No.138).
This is with reasonable modifications to existing hospitals. There are separate guidelines for tall
buildings. The concept is for easy evacuation. They advise us to keep our ICUs and operation
theaters on the ground or first floor for easy evacuation of patients in case of emergencies. Ramp
guidelines have been modified. Try to follow as much as possible in old buildings. For those who
want to start new hospitals – follow these guidelines. It is published on our website. If you need a
copy, you can write to us.
Insurance : Initial work is pending to hold a high-level Insurance Conference and meet all the
Insurance companies with the Hon'ble Health Minister and Director Chief Minister's Insurance
Scheme to prevent rate hikes and upgradation of hospitals to 7. Our State President and State
Secretary requested our TN Health Minister to consider this.
BMWM : It has been decided to ask the Facilitators to maintain the rates already announced by the
Coordination Committee. Every hospital should sensitize their hospital staff for proper segregation
of BMW. We are taking steps to eliminate pure consulting rooms from consent and authorization.
Solid Waste Management : To arrive at a suitable solution for the CSWM in our hospitals very
soon, taking steps in lobbying with Municipal & Panchayat administration authorities.
46
Appointment of Dist. Coordinators : 34 District Coordinators were selected and introduced. 4
districts remain unfilled (Kanchipuram, Nagapattinam, Mayiladuthurai & Tiruvarur). The Roles
and Responsibilities of the District coordinators are to be defined soon and sent to them and the list
of member hospitals should also be communicated to them. Plan to run a Statewide District
Coordinators Training soon. The Presidents and Secretaries of the four districts should nominate
suitable district coordinators.
Unethical practice by member's hospitals : In case of any complaints from the public or other
members, we send communication to the member hospitals to avoid unethical practices.
Quality of life of Nurses : On 4th August 2022, the Labour Department and the Health and Family
Welfare Department jointly held a meeting in the conference hall at the Secretariat, Chennai
following a court order issued by the Nurses Association regarding the Quality of Life of Nurses in
Private Hospitals. Our NHB Chairman Dr. S.Karthick Prabhu attended the Meeting.
The Nursing Council Registrar explained the requirements for nurses. A JD from DMS
office briefed regarding ratio of CEA and nurses. We have a strong representation from NHB and
need to discuss their requirements in depth. We will get back to them after discussing it in our IMA
NHB forum to develop a consensus and presentation. We have also asked for increased
representation of the private sector in the committee.
Hospital Records : Keeping the necessary records and digitizing them to protect ourselves is very
necessary in today's times. Records should be well maintained and checked in advance in all
hospitals.
Finance Standing Committee Meeting : I did attend the Finance Standing Committee Meeting
(FSC) held on 7thAugust 2022 at JVL Plaza, Chennai and submitted the current Financial Reports
which were audited and found to be excellent.
North Zone Meet : IMA Tambaram conducted our 126th North Zone Meeting along with 73rd
Executive Committee Meeting of our NHB on 21st August 2022 at IMA TNSB Building, West
Tambaram, Chennai. Thanks to all the Tambaram IMA leaders for the great hospitality, the best
arrangements and the most delicious food. It was a physical meeting where we were able to clarify
the doubts of our member hospitals. The topics were very good and much needed. Many useful and
constructive discussions took place. Thanks to all our Speakers, Chairpersons, Co-Chairpersons
