held at IMA Hall, Tiruchirapalli on 28.09.2022, 11.30AM.

AGENDA01 : ROLLCALL
State President Dr. R. Palaniswamy rescheduled the General Body meeting at 11.45 AM to have
adequate quorum and to restart the meeting.
80th Meeting of IMATNSB General body began at 11.45AM with126 members.
AGENDA02 : CONSTITUTING THE GENERALBODY:
The State President called to order the 80th Meeting of the General Body.
AGENDA03 : TAMILTHAI VAZHTHU
The 80th Meeting of the General Body of IMATNSB commenced with Thamizh Thai Vazhthu.

recited by Dr. V. Saravanan, State Vice President - North Zone and Flag Salutation recited by Dr. T.
Senthamil Pari, State President Elect-IMATNSB.
AGENDA05 : HOMAGE TO THE DEPARTED COLLEAGUES:
Members of IMA TNSB stood for two minutes and paid homage to the 78 departed
colleagues since the last General body meeting.
A special tribute made to the late Dr. P.K. Kesavan, Past State President IMA TNSB. He
was born in 1936. He started his practice as Medical Officer as Panchayat Union Dispensary in
North Arcot District. He was the member of IMA Tirupattur. He has worked in different capacities
in IMA Vellore and State Office and National IMA. He has converted many ordinary members to
life members of IMA when he was the State Secretary. He has started 6 new IMA Branches in
Tamilnadu. He took active role in conducting 4 State IMA Conference in Vellore. He also took
active part in National IMA Conference conducted in Chennai Trade Cen tre along with Vellore
branch members in 2005. He played a vital role in building IMATrust building by cooperating first
line leaders of Vellore branch. He was in the committee which identified the Kilpauk Garden Guest
house the first property of IMA TNSB. He served as PPLSSS Chairman during that time PPLSSS
Sankara Heritage Apartment Guest House, Chetpet was purchased. He was also served as FSS
Secretary. He has attended about 6 CWC, 50% of National conferences and 80% of State Council
Meetings. He was friendly and lovable great grand father to most of us and role model for many.
Acandle light was on and flower tribute carried out by the leaders.
AGENDA 06 : STATE PRESIDENT ADDRESS BY Dr. R. PALANISWAMY: Wishing the
leaders on and off the dais, he insisted the mandatory requirement of the Society Act for conducting
the GB before 30th September of every year, i.e. it is mandatory that the accounts of the finance year

2021-22 is to be passed before submitting the report to the Society, also the amended Bye Law and
Constitution is to be passed and submitted to the Society.
Most of the IMA Branches are doing very good. Schemes PPLSSS and FSS I and II are
going very strong. Similarly, the Wings are doing good to benefit the members. Many courses are
being conducted by CGP Wing; lot of Workshops are being conducted by the AMS Wing. Women
Doctors Wing is going very strong, as more than 30 WDWs are opened all over the Tamilnadu.
Service Doctors Wings is helping us as and when required.
He said, all the members will be given chance to speak about what they want and to express
it briefly. As we want to take IMA TNSB to the greater heights, we have to increase the
membership.
AGENDA 07 : HONY. STATE SECRETARY REPORT BY Dr. N.R.T.R. THIAGARAJAN :
Greeting the leaders on and off the dais, he thanked all the seniors, all the office bearers and the
Branch President and Secretaries for their support.
We took over the office on 11.12.2021.
311th SCM held at Coimbatore on 12.12.2021.
Afoundation laying ceremony at Tirunelveli held on 22.12.2021 for the IMABharani House.
A big contingent of leaders from Tamilnadu who attended NATCON 2021 at Patna and received 63
awards.
The office documents were taken over from then the State Secretary office at Coimbatore on
02.01.2022. All the accounts were transferred to Theni.
We were meeting most of the Govt. officials for the sake of our members and hospitals.
We had been attending all the FSC meetings regularly where the accounts were discussed
thoroughly by the Chairman Dr. T. Senthamil Pari and other members. Our accounts were audited
monthly by the forensic auditors.
We are attending all the zonal meetings of Schemes and the wings. AMS is conducting a weekly
programmes, CGP is conducting lot of Fellowship courses, AMS is conducting many workshops
and Paramedical Wings is increased the institutions from 60 to 85 and still working to reach to 100.
TNMC Credit points were added to the members those who attend the CMEs regularly.
There were 5 constitution amendment committee meeting held, headed by Dr. S.
Kanagasabhapathy and amended to revise the previous one, would be passed today.
Trust Board meetings of PPLSSS and FSS being held regularly during the management committee
meeting. PPLSSS Trust board have been reconstituted.
State Secretary Dr. N.R.T.R. Thiagarajan praised the late Past State Secretary Dr. N. Muthurajan,
who had been a big asset to our fraternity.

We attended the inauguration function of new IMABuilding at Gudiyatham.
Leadership Meeting held at Chennai on 06.03.2022.
IMA Chennai Purasaiwakkam, IMA Selaiyur Bhaarath Medical College and IMA Kundrathur
MMCRI were inaugurated in this year.
State level Doctors day programme were conducted in Chennai and branch level in all the branches.
Our strength as on 31.12.2021 is 38238, it is added around 460 since Jan 2022.
As per the wish of the State President Dr. R. Palaniswamy, the small IMA branches like
Kallakurichi, Ramanathapuram were encouraged to conduct SCMs, which were very well
organised and well attended.
All India protest held by all the branches on 02.04.2022 seeking justice for the late Dr. Archana
Sharma.
On 08.05.2022, a Library opened in the name of Justice Lahoti where the replies to the lawyer
notices of Dr. K. Thangamuthu is placed for themembers' use. He requested the members to make
use of his work done for our members. State Secretary thanked Dr.K. Thangamuthu for the
dedicated service for our members.
As we were discussing for the last two State Council meetings, we are planning to buy a land for
IMATNSB, which would be bought with the support of all the members with all legal verifications
only.
The TIMA Newsletter has been circulated to all the members, even with the monthly expenditure of
Rs. 2.97 Lakhs.
On 24.06.2022, the JDN MSN Conclave held at Chennai, where more than 1000 members
attended. It was well organised by Dr. K.M. Abul Hasan and Dr. S. Karthick Prabhu. The conclave
was inaugurated by the Health Minister and the Minister for Milk and Dairy Development
Department.
Hony. State Secretary congratulated Dr. S.S. Sugumar and Dr. S. Kanagasabhapathy for the
Doctors day awards received from National IMA.
28th July, we had a discussion with the Auditor and the Legal team at Chennai for the ongoing court
case on scam.
Hindu Tamil organised Maruthuva Natchatiram Award in 4 Zones of Tamilnadu where our Doctors
have been honoured. Hon'ble Health Minister in Chennai, Hon'ble Finance Minister in Madurai,
Hon'ble Minister Thiru. Nehru from Tiruchirapalli and Dr. Mathiventhan from West Zone gave
away the awards to the awardees.
On 4th Sept 2022, Teachers Day celebration held at IMA Tambaram as AASAAN 2022, where the
Doctors belongs to the teaching professional were honoured.

State Secretary congratulated the Doctors nominated/elected for the posts of National IMA, i.e Dr.
A.K. Ravikumar, Chairman - IMA Hospital Board of India, Dr. R. Anburajan, Hony Secretary IMA
CGP, Dr. D. Senthil Kumar, Hony Jt. Secretary IMA CGP and Dr. M. Thiraviam Mohan, Hony. Jt.
Secretary IMC CGP.
Hony. State Secretary congratulated the IMA Tirupur, IMA Chennai Kauvery Alwarpet and IMA
Rasipuram for their performance in enrolling more members to IMA.
We had given around 20 various representationsin variousdepartments to solve the problems faced
by the hospitals. We have given strong representations against the closure of 6 hospitals and
explained the authorities that the Govt. can take action against the individual or an area of the
problem in the hospital, but not the entire institution where hundreds of members working. There
are CEA formation in the District where our member is one of the member, which is to be convened
for such issues and not taking independent decision.
We had been lobbying to reduce the EB bill.
We are going for the appeal against the Court order permitting AYUSH Practitioners practicing
Allopathic, we were also send a notice Baba Ramdev for the comment on theAllopathic practice.
A Doctor from Kanyakumari was insulted by the District Collector in front of the public, which is
agitated by the IMAMembers and solved the issue.
The issue of minimum wages is still pending, waiting for the new formation of committee and
further decision.
We have given representation to extend the fire safety license for 5 years.
AGENDA 08 : ANNUAL STATE FINANCE SECRETARY REPORT BY Dr. V.N.
ALAGAVENKATESAN : Wishing the leaders and the members on and off the dais, he said we
have 16 Bank accounts at Theni and with the balance of Rs. 1,19,12,730/-. He displayed the main
income and expenditures to the members. We have 22 Fixed Deposits for Rs. 6,46,40,167/-. He said
the membership collection is better than last year, i.e Rs. 1,82,64,373/-.
Dr. K. Thangamuthu, PPLSSS Legal Committee Chairman : An internal audit Committee
maybe formed to verify the accounts of the State Office.Hony. State Secretary replied that the
forensic auditors are visiting the office and scrutinising the accounts every month and the same is
submitted to FSC. As intimated earlier, anybody can come to the office and verify the accounts, he
added.
State President Dr. R. Palaniswamy said, the demand of forming audit committee for the
State office is already discussed in the Constitution amendment committee meeting and decided to
elect / nominate the Internal Audit Committee for the State Office with an approval of the State
Council.
Dr. M. Elangovan, IMA Thanjavur : Professional auditors will check the numbers, but our
member internal auditor would verify the requirement and implementation of the programme.

When Dr. Bharathidhasan about to talk, State President stopped him stating he is not a member now,
he cannot express his views in the meeting. Also, his suspension has not been revoked in any State
Council Meeting.
Dr. J.A. Jayalal, Immd. Past National President : Dr. Bharathidhasan's suspension was approved
in CWC and Central Council. If the suspension period is over, the member has to start applying like
a new member, also there is no direct member for last three years. Hence, Dr. Bharathidhasan is not
a member of IMA as on today. State President added that, if a member re-joins a branch, the branch
should pass his membership in the GB, then State GB and in CWC.
Dr. K. Muthukumar, IMA Tiruchirapalli :When a member is a member of FSS and he is said to
have suspended for some time, there is a big procedure to re-join IMA, the constitution has to be
amended. State President said, as per constitution, he cannot be a members of FSS, if he is not an
IMAMember, it will be verified and informed.
Dr. Balasubramanian, IMA Madurai : The balance sheet should have been more elaborative, if
there is an annexure to the said subject.
ADOPTION OF AUDITED ACCOUNTS FOR THE YEAR 2021-22 : The 80th GB held on
28.09.2022 resolved to approve, adopt and pass the audited statement ofAccounts of IMATNSB by
M/S Subashini associates for the period from 01.04.2021 to 31.03.2022 unanimously, as proposed
by Dr. K. Selvam and seconded by Dr. R. Gunasekaran.
Dr. Ramakrishnan : The resolutions passed in the State Council Meetings and Management
Committee Meetings are to be known to the members by the elected representatives to the SCM and
Management Committees. The representatives are bound to pass the information what is passed in
the SCM or the Management Committee Meeting. State President agreed to instruct the President
and Secretaries of the branches and the representatives attending SCM and Management
Committee Meetings to covey the resolutions passed in the meetings to other members, the GB /
SCM meeting resolutions will be circulated within 90 days.
Dr. Ramakrishnan continued to say that the resolution passed in the 311th SCM is not
correct, it is to be removed (Nobody should go to the Court), it is a democratic country, such a
resolution not to be there.
Dr. A.K. Ravikumar, Immd. Past State Secretary : We need not to remove the resolution passed
and adopted in the 312 SCM Meeting. As per the Constitution, a member should make use of all the
amenities available in the Constitution before going to Court with the permission of the central
IMA, it could have been written as “ Nobody should go the Court directly”.
Dr. J.A. Jayalal, Immd, Past National President, IMA HQs. : Whenever a member applies for a
membership IMA, he states that he obliges the rules and regulations of IMA. Any organisation
would say that their member should not go to the court without utilising the avenues of their
constitutional rights. After that going to court, nobody can question. Hence, it is expected a
member should utilise the internal grievances mechanism under Branch, State and IMA HQs.,
before going to Court.

Dr. A.K. Ravikumar, Immd. Past State Secretary : He also requested to use the new logo
approved in the previousAGM in all the communication and wherever required.
Dr. K. Muthukumar, IMA Tiruchirapalli : The word Passed or accepted may be used instead of
adopted. General body is the supreme body of IMA TNSB. Wherever a member objecting
something can be mention that he has objected the particular subject.
Dr. M. Valluvan, IMA Virudhachalam : The previous years' accounts also should come on this
account statement, it should come from the beginning. The liabilities and the previous 8 years
accounts are not mentioned in the statement of accounts. Is there any action on the Manager who
dealt the accounts then? He said that he would not accept the account. State President Dr. R.
Palaniswamy replied that the accounts for the year 2021-22 has already accepted by the members
and passed.
Dr. S. Gowri Shankar, President IMA Gobichettipalayam : The elections are announced,
members applying their nomination for various posts. How can we accept if a person is losing the
contest and going to court! Members are going to the Court for such an issues, but not for the real
causes and Junior members are not coming forward to join IMA.
Dr. R. Virudhagiri, IMA Kumbakonam : No resolutions were passed in the meetings and
something else is going on after the meeting. It is wrong to say that a member should not go to the
court. State President replied, it is to safeguard the images of IMA TNSB only and as told, they
should utilise the avenues of the branch, state and the IMAHQs. before going to court.
Dr. K. Prakasam, Past State President : There is a clause in the Society Act that no one should go
to the court unless exhausts all the avenues available under the constitution.
Dr. C. Thangamuthu, Past FSS Chairman : The resolution passed in 311st SCM resolution may
be amended as“ No IMA member should go the court or to media unless exhausts all the avenues
available under the constitution of IMA TNSB and IMA HQs.”, and not to damage the name of
IMA, which is accepted.
AGENDA 09 : ADOPTION OF MINUTES OF 79th ANNUAL GENERAL BODY MEETING
: It is resolved to pass and approve the minutes of the 79thAnnual General Body Meeting held at PSG
Institute of Medical Sciences Auditorium, Peelamedu, Coimbatore on 11.12.2021 unanimously by
the members with an amendment in the 8th resolution of 311th SCM held at PSG Institute of Medical
Science Auditorium, Peelamedu on 12.12.2021, ie. No IMA member should go the court or to
media unless exhausts all the avenues available under the constitution of IMATNSB and IMA
HQs. and not to damage the name of IMA”, is proposed by Dr. A. Zameer Pasha, Past State
President and seconded by Dr. Renganathan.
Dr. V. Rajaselvam, IMA Service Doctors Wing Secretary : He requested the State President to
instruct the Branch Presidents, Secretaries and the State Council Members to communicate the
matters discussed in the General Body, State Council Meeting and the Management Committee
Meetings, so as to avoid the communication failures, which is accepted by the State President.

AGENDA10 :ADOPTION OF MINUTES OF 311st, 312nd & 313rd SCM RESOLUTIONS :
Dr. M. Elangovan, IMA Thanjavur : He objected to purchase the land for IMA TNSB from
PPLSSS fund.
Dr. Ramakrishnan : What is the necessity of purchasing land for IMA TNSB by the amount of
PPLSSS. FSS is collapsed. When there is a problem anticipated in PPLSSS, what is an emergency
to buy a land? instead give certain concession in the scheme, which would encourage the members
and all the schemes would come up. We are not the business people; we have to plan for the welfare
of the scheme and the members.
Dr. M. Valluvan, IMA Viruthachalam : By which amount are you going to purchase the land?
The excess in the schemes can be diverted and pay to the family of the deceased, ie. to bring the
excess amount to the corpus amount of FSS and revive the scheme. Purchase of land is to be
dropped.
Dr. P.R.V. Thirumoorthie, President-IMA Pollachi : It is planned to buy a land for the welfare of
the members. Unless we purchase and land, how can we sit and talk like this? Purchase of land for
the welfare of the members only.
Dr. R. Palaniswamy, President, IMA TNSB : It is not the real estate business, the property
purchased in Chetpet and JVL Plaza at Teynampet for the welfare of the members where members
come and stay. We want to build a community hall, convention centre, Central office, Rooms etc.
for our members. It is difficult to get a land in the centre of the city. Hence, it is decided to buy at the
peripherals where the area is fast developing. It has been discussed in last three State Council
Meeting and finalised. We are going purchase the land in the name of IMA and PPLSSS only,
PPLSSS is going to get its due share, we have to increase our image.
Dr. A.K. Ravikumar, Chairman, Property Purchase Committee : Purchase of land is not for
business. The amount what we get as interest is very meagre. Hence, we decided to invest the
amount in a property. One of the suggestion came up was to purchase the building within the city
with all the facilities. Another suggestion was to buy a big land to plan for the future to have
centralised office, IMA Paramedical University, Biomedical setup to look after the
instrument/equipment of our hospital etc. In Cochin, the Kerala State have a very big building for
the welfare of the members. We would like to have similar Building in Tamilnadu for the members,
irrespective of what wing or scheme a members is attached. It is a very good proposal; we have to go
for it.
Dr. S. Gowri Shankar, President IMA Gobichettipalayam : We need development in IMA, How
can we reach to a new member where there is no development. Purchasing property is boost our
image and not for business. It should be made very clear here whether PPLSSS would not release
amount to this project only or any other project as well. PPLSSS is a scheme of IMA TNSB. This
project has been passed in the past two State Council Meetings, how is it right to stop now?
Dr. K. Muthukumar, IMA Tiruchirapalli : As per the recent statement of PPLSSS Secretary, the
cases are coming up more and more, the fund position is critical now, we are winning only 30% of

the cases, we have to think, is it right to take amount from PPLSSS! The group of members
interested in buying the property can give guarantee by their property. It is said to have Rs. 1.5 Crore
corruption on purchase of JVL Plaza property, which is in the court, such a scenario is it required to
by a land now? State President Dr. R. Palaniswamy objected the statement of the member and
asking him, how can you say that there was a corruption on purchases of JVL Plaza property?
Dr. Murugesh, IMA Karur and former Lok Sabha MP : I will be supporting the right decisions
of IMA. I have received the All India team when they arrived Karur. During 1994, the organ
donation bill was passed by the support of us only. It is my effort that MMC and Stanley Medical
Colleges were got 250 Seats. As I am a public person, many of our members requested me to join
IMA and I have joined in it. By fighting each other, we should not low our dignity. I will extent my
full support to make IMATN becomes the number one in India. In the GB meeting held during 2019
in Trichy, it was stated that around Rs. 8 Crores was misappropriated. Your effort to recover the lost
amount is not sufficient. When Dr. P.K. Kesavan died, many of us not attended the last rights, I have
attended and Dr. R. Palaniswamy attended. No body has gone to his house and extended their
respect, it is an insult to IMA. FSS transactions are not transparent, it should be clear, it should be
available in the website, account wise. I have already informed the President that I can get the land
for IMA from the Central and State Govt. in a cheaper rate, why are we going to the farer place and
buy a land. It is wrong on our part to send a so cause notice to late Dr. P.K. Kesavan, who is a
dedicated person towards IMA. State President Dr. R. Palaniswamy replied stating that there was
no so cause notice served to late Dr. P.K. Kesavan, denied the statement. Member withdrawn his
statement. He continued stating, we have not given due respect to late Dr. P.K. Kesavan.
It is expected, the office bearers who is handing over and taking over is to be proper. The
corrupted members are to be removed from IMA. A new insurance scheme may be implemented
for the sake of the young Doctors that Accident Insurance scheme with a premium of Rs. 1000/-
only which would fetch around Rs. 33 Lakhs. Certain amount may be releases as advance to a
member ailing for certain disease from FSS I and II. All the Members will have the right to go to
Court if they did not get remedy from IMA.
Dr. A. Zameer Pasha, Past State President : General body is the supreme platform to express the
views of each and every member of IMA TNSB. State Council members are the executive
members to decide the matters to run the association, who would come and report to the branch. He
praised the office bearers for doing wonderful work. As it was mentioned, the accountings are to be
presented properly in the General body meeting. Properties are required to bring up our image,
where we meet often. The General body should be able listen everybody, leaving the
misunderstandings.
Dr. Ramakrishnan :What is the urgency of purchasing the land now? The source of fund to buy a
land can be clarified from the members.
Dr. V. Saravanan, State Vice President North Zone : We are not purchasing the land to do real
estate business, but landmark building which should be recognised all over the state. IMA TNSB
should be known to everybody. Third planning commission has extendedthe area of Chennai from
Arakonam to Acharapakkam, where the proposed land would be the centre of the city. The land

proposed can have convention centre, central office, even a big hotel which can be rented out. It is
better to buy the land from the amount we able to mobilise now.
Dr.A. Dunston Ramesh, IMAKanyakumari : The land planned to purchase can be in Chengalpet
district which is approaching towards Chennai for all the districts, would be comfortable for all the
members.
Dr. K. Thangamuthu, Legal Committee Chairman : We would also interest in the growth of
IMA, no one can have a doubt on it. The amount from PPLSSS had been used to purchase property
in the past. Now also we would like to buy a property individually by PPLSSS to bring good name to
IMA, the property can be utilised in case of any eventuality by PPLSSS. PPLSSS cannot sell the
property of JVL and Spur tank road as it was the joint venture, it is difficult. Secondly, sparing Rs.
12 Crores, running PPLSSS with Rs. 6.00 Crores is difficult. Our intension is that the PPLSSS
members should not affect. If PPLSSS is independently purchase the property and used for all the
IMA members, it is accepted by us. Call for a General body meeting of PPLSSS, seek a opinion of
the members, purchase the property in the name of PPLSSS so as to sell the property in case of any
eventuality.
Dr. R. Palaniswamy, State President : We are going buy this property as it was JVL Plaza and
Spur Tank road property, with a due share to PPLSSS.
Dr. C. Thangamuthu, IMA Gobichettipalayam : There was no notice no intimation on the
General Body meeting held on 14.08.2022. He requested the PPLSSS office to send independent
intimation about the GB to all its members. Another GB may be called for to PPLSSS. The GB
held at JVL did not permit Rs. 12 Crore for this project.
State President replied, the two PPLSSS meetings held was intimated to all the members
through TIMA Newsletter, no individual invitation was sent, if any change required, it is to be
brought in the constitution. As per the resolution passed in the GB meeting held in JVL plaza, 50%
of the expenditure would be incurred by PPLSSS, however it is accepted in the subsequent SCM for
Rs. 12.00 Crores.
Dr. M. Valluvan, IMA Virudhachalam : I am a PPLSSS members since beginning. Views of all
the members of PPLSSS is to be heard to use the fund of PPLSSS. E-voting may be initiated to
know the view of the members.
Dr. K. Prakasam, Past State President : It is not possible to sent individual invitation for GB, it is
announced in the TIMA as usual. The practice adopted to purchase JVL will be followed now also,
purchase in the name of PPLSSS and allowing IMA as a party. State IMA can put a MOU with
PPLSSS assuring to take care of PPLSSS for any eventuality. If IMA fund improves, the PPLSSS
amount can be settled and the property may be changed in the name of IMA. The name of members
objecting the move can be registered in the minutes.
Dr. Gopalakrishnan, IMA Cuddalore : FSS has done a fantastic work even during the Covid
time, however we may incur Rs. 2.00 Crore loss. The active members now are 9140.
Approximately Rs. 18 Crores will be handed over to 100 families from the Fraternity contribution.

There are many did not pay the 27th and 28th due and their name would be deleted and the active
number will go down and the fraternity contribution would be only Rs. 16 Crores, a loss of Rs. 2/-
Crores. State President said, the Corpus fund available now is around Rs. 14 Crores, better than
last year, hence won't be any crisis. Member also insisted for theAccident Insurance scheme.
Dr. S. Gowri Shankar, President IMA Gobichettipalayam : Members should not break PPLSSS
from IMA. As we individual invest money in the property for appreciation, we do it for IMA.
Dividing PPLSSS from IMAhurt many of our members' feeling.
Dr. M.P. Senthil Kumar, Secretary IMATirupur : As per our members in Tirupur, unless there is
no crisis in the PPLSSS, the amount can be utilised for IMAProject. He suggested to send an e-mail
to all the members and get the opinion on the purchase of property.
Dr. Karunanithi, IMA Kumbakonam : Penalise all the person who held in misappropriate the
funds of FSS.
Dr. J.A. Jayalal. Immd. Past National President : IMA is going to celebrate 100th year
celebration, it is our dream that every IMA state office should have a paleaceous building like other
state. IMA HQ is planning for a Rs. 100 Crore building, we will inaugurate the building on 2028.
Dr. P.K. Kesavan was purchased the first property for IMA TNSB. He requested members to
support the State President to built a good building for IMATNSB. We should have a feeling that we
are going to buy a property for IMATNSB, irrespective of what scheme we are attached to. Without
IMA there is no PPLSSS. The resolution passed in the SCM is valid which is passed by the
representatives of every branch, which will be adopted in the General Body. If at all any change
required, it will be referred to the CWC and not be amend. Instead of criticising FSS which has paid
Rs. 173 Crores for 1076 Families, which is very strong, we will raise our voice to get our rights from
the Government.
Dr. K.M. Abul Hasan, State President Elect 2023 : FSS Scheme is going on very strong. It will be
further strengthened with the motivation of all our members. There are about 40000 qualified
Doctors yet to become the members of IMA, they are our scope. We should work to attract to pull
them to our fold. FSS will flourish in the days to come.
As the majority of the GB members are accepting to buy the land near Poonamallee in the name of
IMA and PPLSSS, it is resolved to approve to purchase the proposed land near Poonamallee,
proposed by Dr. S. Gowri Shankar and seconded by Dr. S. Kanagasabhapathy.
AGENDA 11 : ADOPTION OF IMA TNSB CONSTITUTION AMENDMENTS 2022 -
REPORT BY IT CHAIRMAN Dr. S. KANAGASABHAPATHY : Constitution of IMATNSB is
to be amended every three years. Accordingly, 5 meetings of the Constitution amendment held in
various places and amended as approved in the previous State Council Meetings. The amended
Constitutions also placed in the website since 18.06.2022 and sent to the Presidents, Secretaries and
the State Council members through e-mail to pass on the their members in the branches. He
requested the members to approve the Constitution amendments.

Dr. R. Palaniswamy, State President : The resolution passed the General Body will be published
through TIMA and announced through SCM within 90 days of time, adoption of the resolution only
on the forthcoming GB only.
Dr. M.P. Senthil Kumar, Secretary, IMA Tiruppur : The Finance Secretary of the IMA branches
may be permitted as State Council Member. State President replied, if a branch is eligible for a third
member, Finance Secretary may be considered.
Constitution amendments are resolved to approve and adopt unanimously by the GB members, as
proposed by Dr. K. Prakasam and seconded by Dr.A.K. Ravikumar.
Dr. M.S. Ashraf, Past State President : Any amendment to the constitution is to be brought to the
State Council and passed for brought to the General Body for approval.
AGENDA 12 : TO RECEIVED INDIVIDUAL MEMBER / BRANCH PRESIDENT /
SECRETARIES RESOLUTION SUGGESTION :
Dr. K. Muthukumar, IMA Tiruchirapalli : General Body is the supreme Body of IMA TNSB,
which can be brought in to the Constitution. For important matters like FSS, a special GB or
memorandum through email may be planned. Similarly, members of PPLSSS may be called to
attend a GB and ask for a opinion on the money to be utilised for purchasing land. The resolution /
minutes passed in the Past President's Council may be brought to the members.
Dr. R. Palaniswamy, State President : We have corpus fund of around Rs. 40 Crores in FSS. It can
pay even better amount to the family of deceased members if the membership increased. We have
to encourage the youngsters to join FSS.
Dr. M.S. Ashraf, Past State President : He asked the members not to propagate anything on the
social media, but to write or talk to the office bearers for any issues.
Dr. C. Thangamuthu, IMA Gobichettipalayam : The membership of FSS is declining for last
few months, where the State office has not bothered. State office has not taken any action of the
office bearers who is the reason for the financial losses, and we do not understand what do the State
Office say on this, what was the enquiry made and what was the outcome. There was no discussion
point in the State Council meetings on this subject, even after the report of the fact-finding
committee. There was no action of the loss of amount in the IMA TNSB, CGP, Guest House etc.
You are in an association for the photo session with the member who was blamed for the loss of
amount and issued so cause notice. No body is worried about the loss of the value of the property
acquired by the grace of the Hon'ble Judge. We would have got certain income if we would have
leased or rented out the property.
Dr. R. Palaniswamy, State President : There was a meeting with the auditor, advocate and other
office bearers at JVL plaza where you were present, you know what was discussed. Last two years,
you were the Chairman of FSS, we have to see what action you had initiated? We have appealed the
High Court to issue direction to the Tambaram Court to speed up the case. The case is coming on
next month (09-10-22). We are taking the possible steps to get the verdict fast.

When a member who is one of the cause for the misappropriation of fund, attending their
branch meeting where I was invited, happened to be together in a photo. It is not right in our part to
say no to anybody in their branch meeting. You have not taken any action on then the office bearers
as the Chairman of FSS, but the present team sent a so cause notice and got reply.
During the meeting held at JVL Plaza, it was discussed whether to go for a revision petition
on the misappropriate amount shown in the charge sheet, ie. Rs. 5.2 Crores, and decided not to go
for revision petition, because it would take another two years and the amount may vary. Secondly,
the value of the building was Rs. 2 Cores, which is came down as it is 4 years old building, buyers
asking the building for very less price around Rs. 1.2 Crores. As the area the building located is
isolated, it is difficult to rent it out or for lease. Also, it is our mind that we should not get in to the
trap of anybody who would occupy and may not vacate when we ask for. We have taken all the
effort the sell the property, but unable to dispose due to the factors mentioned above.
The is no IMA Members name in the charge sheet. Already the matter is the court. Then
the office bearers were already appeared before the ED and the Fact Finding Committee. The case
filed against Mrs. Sumathy was a criminal case, which would grant jail/imprisonment only. Unless
we file civil case, we can't claim the amount, only ED can help getting the money back. In case of
filing civil case, we have to deposit on refundable amount for 3% of the value we claim. After the
discussion with the advocate, FSC Chairman and others, the plan of filing civil case is left. Also, 3
of our members impeded the case and they have the right to ask the court on this issue.
Dr. C. Thangamuthu, IMA Gobichettipalayam: Why don't you abolish the Past Presidents
Council?
Dr. R. Palaniswamy, State President : Past Presidents are assembling during the State Council or
as and when required and communicating their suggestion for the betterment of this organisation.
We don't pay any TA DA, they are only the advisory body. Past President are sacrificed their life
during their period as President in IMA TNSB, there is no reason to abolish the Past Presidents
Council.
Dr. Radhakrishnan, IMA Chennai Pillar City : I have joined FSS as I have to pay the premium
for 20 years only, but the rules have been changed to pay for a lifelong.
Dr. R. Palaniswamy, State President : Initially the rule to pay the premium was for 20 years only,
which was changed in 2006 to pay for a life time after the discussion on the GB of the FSS and the
financial advisors. If required now, the Management Committee and the GB of FSS is to be called
and get the opinion, however the financial viability won't be there if it is allowed to pay only for 20
years.
Dr. Radhakrishnan, IMA Chennai Pillar City : As I have opted to pay only for 20 years, I will
pay. If I am not settled the amount, I will go to the court.
Dr. R. Virudhagiri, IMA Kumbakonam : We have paid the amount believing the Trustees. Now
they say they are not responsible, why don't you suspend them? It is replied by the President, any
change in the rules of FSS is based on the decision of the Management Committee and the GB, but
not the Trustees.

I asked for the amount paid to auditor? no reply to it. It is replied, no separate amount paid to auditor
for FSS, it is paid through the fact-finding committee, which includes the wings and schemes.
Why did you purchase the property which is unable to sell and lease or rent out? It is replied, the
property was new and it was assessed for Rs. 2 Crores, now the building is old, the rate is less.
Dr. K. Prakasam, Past State President : Past President Council is as per the provision of the
constitution of IMATNSB, it is also existing in the National IMA. It is a advisory body, discuss the
matter and give their resolution. Organising FSS GB is the convenient of the members, office
bearers and the State Office, unable to attend GB at distant place cannot be an excuse. It is the place
where the members can express their views who were unable to attend SCMs. The matter resolved
should not be discussed again and again in the succeeding meetings.
Dr. Ramakrishnan, IMA Pollachi : We are the most educated people in the society, let us behave
like an educated people. Also, we can not discuss the matter which are already resolved, there are
many other points needs to be discussed. One should not come and talk again and again, give a
chance to others. Unparliamental words not to be used by the members.
Dr. K. Thangamuthu, Legal Committee Chairman : A resolution may be passed to write to
Tamilnadu Medical Council and to Govt. of Tamilnadu to conduct online election for the posts in
Tamilnadu Medical Council.
Dr. R. Palaniswamy, State President : We will write a letter to request the IMA Hqrs and
Tamilnadu Medical Council to conduct Elections through online method.
Dr. S. Vallaban, IMA Perambalur : He requested for a roomfor the State Council members
attending the State Council Meeting. State Council Members have been nominated from the branch
and attending, but saying that the decisions taken in the SCM is not communicated to the branch is
not right, it is the duty of the members attending SCM to communicate the decision taken to the
members .Dr. R. Gunasekaran is contesting for the National Vice President, all our members should
support and make him to win. The problems in the Govt. Doctors may be voiced to the Govt. along
with the Govt. Doctors association.
Dr. Ramakrishnan : Our pains have been propagated by the Legal Action Group through
whatsAapp and all of you might have read. He requested for a GB for FSS to be convened to express
our views. The explanation what you are saying is not satisfactory to us. Now also a reformation
committee may be selected and conduct the GB at Madurai before December. There is no Trustees
board, who did not do anything good to us, which was rejected by the State President, as it is an
unauthorised group.
Dr. M. Elangovan, IMA Thanjavur : Past President's council meeting is essential, but the
resolutions passed may be revealed to the members. Justice Lakoti Library at JVL Plaza may be
called along with the name of Dr. K. Thangamuthu, where lot of landmark verdicts are there. An
effort maybe made to request the insurance companies to act promptly on our demands.

Dr. Sasiraj, IMA Thanjavur : Digitalisation is must in all the fields of India, Govt. may be
requested through writing to accept the digital mode of payment in all times.
Dr. M. Valluvan, IMA Viruthachalam: FSS I and II is to be revived by asking their suggestion
through Zoom meetings. Permanent trustees are to be removed and elect afresh.
Dr. K. Muthukumar, IMATiruchirapalli : IMA election can be held for a week.It will be decided
by the Election Commission Chairman, State President replied.
Dr. G. Karthikeyan, Secretary, IMA Thanjavur : What are the criteria to become a President of
any IMABranch?
Dr. R. Palaniswamy, State President : Follow your Constitution. If there is no constitution, call
for a General body and elect a President and other office bearers as per GB.
Dr. J.A. Jayalal, Immd. Past National President : Call for a General Body meeting and elect a
President, He should have no disciplinary action pending against him.
Dr. Baskaran, IMA Thirukoilur : As in the API FSS, the contribution is made to the family of the
deceased after the death of the member, we can all also do the same. Dr. J.A, Jayalal said, it would
be discussed with the expert and can be implemented.

Dr. T. Senthamil Pari, State President Elect 2022 : The reasons for drawback of FSS is scam and
negative propaganda. We, Myself and Dr. K.M. Abul Hasan has got a good plan to make the FSS
very success, which will be announced in the State Council at Chennai. It will be one of the best
schemes in India. If everybody cooperates, we succeed with the said 25 years scheme. Action will
be taken against the defaulters, nobody can escape. Enquiry Committee will be formed and action
will be initiated against the defaulters. Believe in me, whatever is the thinking of most of us will be
implemented. If the membership is increased, in the first meeting of Management Committee, 25
years scheme will be implemented.
He invited all the members to the Annual Conference and the State Council Meeting on 17
& 18th Dec 2022 at Nandambakkam, Chennai.

RESOLUTION PASSED IN 80th GENERAL BODY MEETTING
at IMA Hall, Tiruchirapalli.
1. The 80th General Body held on 28.09.2022 has resolved to approve, adopt and pass the
audited statement of Accounts of IMA TNSB by M/s Subashini associates for the period
from 01.04.2021 to 31.03.2022 unanimously, as proposed by Dr. K. Selvam and seconded
by Dr. R. Gunasekaran.
2. A resolution passed that the GB/SCM meeting resolutions will be circulated within 90
days. The members representing the branches have to pass the information/ resolutions
passed in the SCM / Management Committee Meeting to the members.
3. It is resolved to pass and approve the minutes of the 79thAnnual General Body Meeting held
at PSG Institute of Medical Sciences Auditorium, Peelamedu, Coimbatore on 11.12.2021
unanimously by the members with an amendment in the 8th resolution of 311th SCM held at
PSG Institute of Medical Science Auditorium, Peelamedu on 12.12.2021, ie. No IMA
member should go the court or to media without exhausting all the avenues available under
the constitution of IMA TNSB and IMA HQs. and not to damage the name of IMA”, is
proposed by Dr. A. Zameer Pasha, Past State President and seconded by Dr. J.
Ranganathan.
4. It is resolved to appro ve to purchase the proposed land of nearly 3.42 Acres near
Poonamallee on the Chennai Bangalore Highways, as majority of the members supported,
proposed by Dr. S. Gowri Shankar and seconded by Dr. S. Kanagasabhapathy.
5. Constitution amendments were presented and approved unanimously by the GB members,
as proposed by Dr. K. Prakasam and seconded by Dr.A.K. Ravikumar.
6. It is resolved to pass unanimously to write a letter to the Tamilnadu Medical Council and
the Govt. of Tamilnadu to conduct election of Tamilnadu Medical Council through online.

meeting.
The Immediate Past State President Dr. P. Ramakrishnan, while welcoming the gathering,
pointed out that are Vouchers are not properly numbered and Voucher numbers are not mentioned
in the respective accounts. He requested the office bearers to send the accounts at least 10 days
before FSC meeting with clear Printout.
The FSC meeting was conducted by Dr. T. Senthamil Pari State President Elect / FSC Chairman.
The following decisions were taken in FSC Meeting held on 6th November 2022 at JVL Plaza,
Chennai.
1. All accounts were received in advance with Bank Statements, Bills & Vouchers.
2. IMATNSBAccounts:
a) State Secretary was not able to attend due to family reason and so State Finance
Secretary answered the queries.
b) FSC advised State Secretary to create FD for the money accumulated in current
accounts
3. FSS Accounts : Verified and found that the accounting and presentation in clear and
appreciable.Advised to concentrate on membership growth.
4. PPLSSSAccounts:
a. Guest Houses are not self-sufficient. For maintenance and repair a considerable
amount was transferred from PPLSSS accounts. Steps should be taken to improve
occupancy.
b. HPS & FBS new member joining is very minimal.

5. Nursing Home Bord accounts were maintained very well and presentation is impressive,
very easy to scrutinize and set an example.
Purchase of Property at Chennai – Bangalore High Road :
Detailed discussion was made. Legal opinion from three legal firms were presented and discussed.
Majority of FSC members opinion that purchase of this property was not advisable because two of
three legal firm asked relevant documents to substantiate the ownership of the property owners who
sold the property to M/s Tech Sharp Engineering Pvt Ltd.

Activities of IMA Madurai : IMA Madurai branch, the largest branch in IMA TNSB conducts
regular meetings and CMEs. On 24th September, there was a CME on Suture less and advanced
spine Surgery by Dr. Pritem AA Rajamani. There was a social media workshop on 25th September.
On 29th there was a CME on 'Demystify the concepts of Haploid to Diploid'. There was a CME on
Adolescent depression in context to social media use by Dr. V.K Aravind. There were two CME
lectures on 14th October on Advances to Heart Failure management and on Heart Transplantation.
There were two CMEs in November on 12th Nov on Pathway for Medical prace in USA and on 19th
November on Interpretation of Thyroid function tests and the importance of quality in Diagnostics.
Social Welfare program of IMA Madurai and TNSB: On World Heart day 29th September, we
conducted a free Cardio Checkup program which includes Cardiac Consultation, ECG, Echo and
Blood Glucose monitoring which is to be inaugurated by our beloved President Dr. R.
Palaniswamy and Dr. A. Rathnavel, Dean, Madurai Medical College, Madurai. The ECG and
ECHO machines were sponsored by GE Healthcare.
Activities of IMA Sivakasi Branch : IMA Sivakasi branch had conducted two CMEs in June and
Doctor's day was celebrated on 3rd July 2022. There were two CMEs in July 2022 and one in
August 2022. The 10th July symposium was on 'An approach to stabilize the patient on Acute
Vertigo' by Dr. Arul. On 24th July, there was an interesting talk by Dr. Krishnan Vijayan on Seeking
God in the Brain and case records of RCH. On 28th August, Prof Dr. M. Natarajan gave a lecture on
'Newer Insulins'
Activities of IMA Virudhunagar Branch : Blood donation Camps : On 18.09.2022 Blood
Donation Camp was conducted in Kamarajar Hospital, Virudhunagar in presence of Dr. K.
Dhanalakshmi, Ayyappa Bakthers Sangam members of Virudhunagar participated in camp and 32
units of blood was collected. On 25.09.2022 Blood Donation Camp was conducted in Lions Club
School, Virudhunagar in presence of Dr. N. Dhanapal, Lions Club members of Virudhunagar
participated in camp and 10 Units of Blood was collected. 110 Units of Blood donated by students
and faculities of Virudhunagar Hindu Nadar's Senthilkumar Nadar College, Virudhunagar in
presence of Dr. N. Dhanapal. 23 Units of Blood donated by students and faculities of Tamilnad
Mercantile Bank Ltd, Virudhunagar and Public remembrance 101st year of anniversary of their
bank.
CME Programme: was held on 25.09.2022 in Virudhunagar, had presentation by Dr. Gilbert
Joseph – Rise in IHD in Young population in India, Screening, Investigations and Treatment
Dilemmas and by Dr. S. Jegan – Recent Advances in Structural Heart Disease Interventions in
Cardiology. 51 Doctors attended the Meeting.
AAO GAON CHALAN CAMP : As a part of AAO GAON CHALAN herewith awareness camp
was conducted in Government Higher Secondary School, Chinnakamanpatty, near sattur was
conducted on 13.09.2022. 11th & 12th class students and all the teachers were investigated for
blood Hb% (Total 150 members) The beneficiaries identified anaemia were given iron and vitamin
B supplements. Health awareness was given to them regarding - Anemia. Personal hygiene
regarding health condition and Tobacco dependence.
On 14.10.22 camp on “ANAEMIA, HEALTH HYGIENE AND TOBACCO ADDICTION
AWARNESS” was conducted in Mr. Ramamoorthi Government Higher secondary school,
Naduvapatti, near Sattur. The awareness was given to the 10th, 11th & 12th students and teachers of
that school. Haemoglobin estimation was done for the 12th standard students and teachers (150
members were investigated).The students and teachers found to be anaemia were given treatment
with iron and vitamin B complex supplements.
On 09.11.22 Thiruvalluvar Vidhyasale middle school, Virudhunagar – PARENT TEACHER

MEET was conducted to overcome the learning difficulties. In presence of paediatric neurologist
Dr. Birla Pavalam of our branch had interaction with parents of poorly performance students from
1st to 5th standard and teachers regarding overcome the learning difficulties and to early diagnosis
of specific learning difficulty ( SLD ). Around 119 parents attended the meeting. Drawing
competition was held for the 3rd and 5th standard school students.
CANCER AWARENESS PROGRAMME FOR WOMEN : CANCER AWARNES
PROGRAMME was conducted in Sri. S. Ramasamy Naidu Memorial College, Sattur. Awareness
regarding Breast cancer was given by Dr. Rani MS. MCH., and Cervical Cancer by Dr. Malarvizhi
DGO. The awareness was conducted for the female students and faculities of the college around
400 members attended. On 11.11.2022 Cancer awareness programme was conducted in
Virudhunagar Hindu Nadar's Senthikumara Nadar College (VHNSN), Virudhunagar. Dr. K.S.
Mallika gave awareness speech regarding Breast cancer and importance of self examination for
early diagnosis to the women faculties members of the college. 80 members attended the Meeting.

I was so happy to have great fellowship with all of you. I was so excited to see all the
branches activities and the respect, affection showed me during their branch visit. I whole
