Dec 2022 @ 9AM to 8PM & 4th Dec 2022 @ 9AM to 2PM at Mari Gold Conference Hall,

Agenda 19 (b) IMA Academy of Medical Specialities by Dr. R. Kannan, AMS

IMAAcademy of Medical Specialities Team comprising Prof. Dr. R. Kannan, Chairman,
IMAAMS, Dr. V. Rajesh Babu, Secretary IMAAMS and Dr. V. Arul Jothi, Joint Secretary
IMA AMS have become the new office bearers of IMA AMS, Tamil Nadu on 12th
December 2021. The report for the fourth quarter from September to November 2022.

SPECIALPROGRAMME :

1. On 21/9/2022 to celebrate the Alzhimer's day, a short video clipping was
released,to spread the message about the Alzhiemer's disease, this was circulated
to all the IMAmember's and also to public.

2. On 28/9/2022 To celebrate the World Rabies Day a awareness video clipping
was released ,to spread the message about the Rabid Dog Bite and about the
protection , this was circulated to all the IMAmember's and also to public.

3. On 15th October 2022 We have released small video clipping on World
Handwashing Day. It was widely circulated among Doctors, Paramedical staffs
and gendral public.

4. On 14 November 2022 A small video clipping to commemorate World Diabetic
Day was released and it was circulated among IMA members and also to the
general public.

5. On 17 November 2022 A small video clipping for the National Epilepsy Day was
released and the same was circulated among IMA members and the general
public.

OTHER PROGRAMMS :

ACTIVITY 01: On 04.09.2022 Paediatric Workshop concluding session was
conducted. From 10 am to 10.30 am Hands on Training in PICU and ER about Paediatric
emergencies. From 10.30 am to 11 am NICU rounds and Identification of neonatal
emergencies.11 am to 12 noon out-patient Management and treatment protocols for
common paediatric illnesses conducted.12 pm to 1 pm Ward rounds bed side diagnosis
and lab diagnosis and treatment with interactive sessions. On common queries in
paediatics was conducted at Coimbatore Child Trust Hospital, Coimbatore.

The programme was conducted by Dr. Neminathan and Dr. Sunil. Dr. Mallika
neiminathan, Dr Senthil Kumar, Dr Tharani. 25 Registered participants attended the
programme.

ACTIVITY 02 : On 04.09.2022 IMA AMS certified workshop on basic echo skill
conducted at Syedammal TrustAuditorium, Ramanathapuram.

The topics covered are echo evaluation of patients in ICU by Dr. Ezas Abdulla, STEMI
management protocol-echo evaluation by Dr. Gupta. Echo evaluation renal disorder Dr.
Balaji, Echo-evaluation in SHT Dr Sadique, Ultrasound of aortic disease by Dr. Rafee
Vudh.

Four topics- Heamodynamic measurement using echo, Pulmonary valve disease,
Evaluation of pericardium, Cardio myopathy- Topics are covered by Dr. Jawahar Farook.

Echo evaluation in Diabetes mellitus was conducted by Dr. Joseph Rajan. There were
about 31 participants attended, including 8 delegates attended the workshop from 9 am to
5 pm.

ACTIVITY 03 : On 18.09.2022 AMS Wing, Coimbatore, activity, .PG class at Dr.
Punnaivanam Hall. About 20 students attended Faculties Prof. Dr. P. Vasnthakumar, Prof.
Dr. Ilango, Prof. Dr. Tamilselvan

ACTIVITY 04 : AMSSZCON 2022- Indian Medical Association academy of medical
specialised National AMS South zone conference 2022 was conducted from 17.09.2022
to 24.09.2022.

The conference was conducted at Anand Inn, Pondicherry it was a hybrid meeting
conducted on 17.09.2022 from 9am to 7pm.

9am to 10am overview of AHA lifesaver courses by Dr. Sobana, Adult basic life support
by Dr. Keerthika, Paediatric Life support by Dr. Padmini Jagadeesan. From10am to 1pm
the topics covered were Advanced Cardiac Life Support by Dr. Vengadeswari
,Approach to Paediatric basic emergencies by Dr. Padmini Jagadeesan, Management of
Surgical Emergencies andAdvanced Trauma Life Support by Dr.Arunmozhi Ponnappan

From 2 pm to 3 pm The topics covered were Optimal Managament of multi vessel
CAD- by professor. Dr. Santhosh Sathish, Best option for treatment of multi vessels
CAD- Medical Management by Dr. Avinash Anantharaj, Best option for treatment for
multi vessel CAD - Percutaneous Intervention by Dr. S. Giritharan, best option for
treatment for multi vessel CAD - surgical management - CABG by Dr. Punitha Kumar.

The inaugural function was conducted from 3pm to 4pm 3pm, national and state IMA
leaders participated in the program. From 4pm to 5pm the panel discussion was
conducted with the Topic Pre operative preparation of the patient for surgery with
professor T.A.Santharalan as moderator and Dr. P.V. Krishna Kishor as resource person.
The other panelists were Dr. Rajesh Prabhu Chandrasekaran, Anesthesiologist and
Intensivist, Professor. Siva Ranganathan, internal medicine specialist , Dr. R.
Karthigayeni, obstetrics and Gynaecologist, Professor. Surendra Kumar, Consultant
Orthopedician, Dr. Suriyaprakash consultant cardiologist, professor. Dr. Madan Raj,
Consultant Pulmonologist, Professor. C.B. Ganesh Babu Consultant General Surgeon.

From 5 pm to 7 pm Hands on training for surgical suturing, techniques and
introduction and practice of endogenous in lap surgery was conducted by faculties of
department of surgery Mahatma Gandhi medical College Pondicherry.

From 19.09.2022 till 25.09.2022 zoom webinar meet conducted between 7 pm. To 9 pm
by all states of TamilNadu.

On 19.09.2022 First day program was conducted in zoom platform between 7 pm to 9 pm
by IMA AMS Andra Pradesh with theme Update On Diabetes. There was a debate on

ACTIVITY 05 : Social Media workshop for doctors, conducted by IMA AMS TNSB at
IMA, Madurai on 25.09.2022 and it was presided by IMA TNSB President Dr. R.
Palanisamy. Dr. E. Pradeep Kumar, Digital Marketing instructor, participated as a speaker
and 29 Registered delegates attended the workshop.
ACTIVITY 06 : On 1st October 2022 Endo IMA Workshop was conducted at Gateway
hospitals Coimbatore. The live demonstration of Upper GI endoscopy, colonoscopy,
colonoscopy polypectomy and endoscopic - esophageal vareceal hand ligation from 9
am - 12.40 pm by Dr. K. Senthil Kumar.
Role of Endoscopic in Management of Pancreatic fluid collection by Dr. Mugun from 1
pm – 3 pm. From 3 pm – 4 pm ERCP Tips and Tricks by Dr. Ganesh, the 8 delegates who
are registered Endo IMAattended the program.

ACTIVITY 07 : On 09.10.2022 4th session of Echo Workshop was conducted at
Ramanathapuram from 9am - 4pm . Dr. Jawahar Farook gave a talk on Cardiopathy and
Advanced Imaging, Dr. Aijaz Abdullah gave a talk on My Approach to Application of
Periop Echo, Dr. Alageshwar Buddha gave a talk on My Approach to Application of Echo
in Emergency Room, Dr. Shifa Babu gave a talk on My Approach on Investing in a Echo-
lab in hospital, Dr. Saiyath Ibrahim gave a talk on My Approach to Application of Echo in
Pediatric practice, Dr. Farina Begam gave a talk on Fetal Echo, Dr. Rafeevudh Dharaja
gave a talk on Role of Radiologist in Cardiac Imaging, Dr. Sathik Ali gave a talk on My
Approach to Echo in Medical Consultation Room each one of them gave a talk with

Hands on training, for the program there were totally 18 people attended including 8
registered delegates. This were the programs conducted by IMA-AMS Tamilnadu

ACTIVITY 08 : On 28th October 2022 between 3 pm to 5 pm we have conducted World
Stroke Day virtual CMC. Dr. V. Arul Selvan gave a talk on Acute Stroke Management,
Professor Dr. K.V. Karthikeyan gave a talk on Role of Neurosurgeon in the Management
of Stroke, Dr. P. Muthurajan gave a talk on Mechanical Thrombectomy for Acute
Ischemic Stroke there were about 75 participants with TNMC 0.5 credit hours.
ACTIVITY 09 : On 31st October 2022 World Stroke Day talk was given by Dr. V. Rajesh
Babu on the topic "Clot Busters in the Management of Stroke" from 10 am to 11 am at
Ganga Nursing College ,Coimbatore ,about 200 students attended the programme.

ACTIVITY 10 : Social Media workshop for doctors, conducted by IMA AMS TNSB at
IMA, Tambaram on 13.11.2022, conducted by Dr. E. Pradeep Kumar, 35 people attended
the programme.

ACTIVITY 11 : On 23.11.2022 IMAAMS TNSB CME - for November Zoom Platform
was conducted Dr. N.P. Rajesh Sankaraiah gave talk on Drug resistant epilepsy:
Challenges and solutions, Dr. Balamurugan gave a talk on Newer trends in the
management of Diabetes, Dr. A.K. Ravikumar, gave a talk on Outcome of Diabetic Foot
Care Education ,there were 100 participants for the programme.

We are planning to start the Diabetic Retinopathy workshop DIARIMA from November
2022. We are going to start a new WORKSHOP SOSIMA - SPINE AND
ORTHOPAEDIC SKILL DEVELOPMENT - Certified Workshop December 2022.
We are going to start a new WORKSHOP CRITICMA -CRITICAL CARE
WORKSHOP -Basics of managing the Critically Ill. A Structured Programme for
General Practitioners - Certified Workshop from January 2022.

DearAll, Greetings from NHB IMATNSB!

The following were the activities of the NHB during this quarter.

MINIMUM WAGES : Regarding this myself and Dr. S. Karthick Prabhu, Chairman,
NHB IMA TNSB on Tuesday i.e. 22.11.2022 went with a representation to meet the
Hon'ble Miinister of Labour Welfare and Skill development Mr. C.V. Ganesan, Labour
Commissioner andAdditional Chief Secretary. We gave our Memorandum.

We have finally got the GO regarding the Minimum Wages, GO (D) No. 506,
dated : 17.10.2022. For the time being this GO is enough for our members to face the
Labour Department related problems regarding minimum wages.

We, from NHB are continuously giving our representations and meeting the
Labour officials and the Ministers. From the day one from when the problem arised and
were a part of the Previous Committee. 80% of the work was finished and the revised
order was about to be released after one or two meetings.

INSURANCE : We have planned to hold a high-level Insurance Conference and meet all
the Insurance companies soon.

We have given our representation on this as well to the Hon'ble Health Minister
Mr. Ma. Subramanian, Health Secretary and The project Director, CMCHIS. We insisted
about our long pending need from our Member Hospitals regarding Government
Insurances under various schemes to be revised, as the charges are very low for the
Hospitals. And made them understand on the hurdles and pain our member Hospitals are
going through. And mentioned about the Pre-approval payments which are getting
delayed from the Insurance companies even after the completion of Medical
Managements & Surgeries. And about the denial of payment after giving final approval
also putting us into a big trouble. Asked them to include IMA& NHB Members in the
committee, as 70% of Healthcare for the people in Tamilnadu attended by Private Sectors.

BMWM : It has been decided to ask the Facilitators to maintain the rates already
announced by the Coordination Committee. Every hospital should sensitize their hospital
staff for proper segregation of BMW. We are taking steps to eliminate pure consulting
rooms from consent and authorization.
SOLID WASTE MANAGEMENT : To have a facilitator meet soon

Appointment of Dist. Coordinators : 37 District Coordinators were selected and
introduced. 1 district remains unfilled (Nagapattinam). The Roles and Responsibilities of
the District coordinators are given to them.

Plan to run a State wide District Coordinators Training soon.

The President and Secretary of the Nagapatinam district should nominate suitable district
coordinator.

Changing renewal system of NHB Membership : With the approval of all the leaders
we have made changes in the Hospital Enrollment and Renewal policies. From January

2022 onwards, the NHB renewal will be done only in accordance with the Enrollment
date, once in 5 years and not on December 31st of every year.

Amalgamation of General and Journal Account : As discussed in the Finance
Standing Committee Meeting we have decided to amalgamate the General and Journal
account to one account. So in future there will be only one account for NHB IMATNSB.

As we are amalgamating the account, we have to close and reopen all the FD's and
MMD's, by doing it we will be benefited with higher Interest rate (6.5%) for all our FD's
and MMD's. Currently all our interest rates are low.

To Protect and Safeguard the interest of Nurses and Paramedical Staff
Our Chairman was called to attend the meeting regarding this and we have received a
letter dated: 20.10.2022 & Letter No: L2/26472/2016 from The Principal Secretary /
Commissioner of Labour, Chennai requesting us to send our remarks regarding
Formulation of Legislation/Guidelines for protecting and safeguarding the interest of
Nurses /Paramedical staff working in Private Hospital / Clinical Establishments held on
04.08.2022, under the guidance of the direction from The Supreme Court.

Regarding this we had a Zoom meet with all out IMA Office Bearers & District
Coordinators. After a long discussion we have decided to have the Zoom Meet once again
after a gap to finalize it. So we will be letting you all know about this in a brief way.

Finance Standing Committee Meeting : I attended the Finance Standing Committee
Meeting which was held on 6th November 2022 at JVL Plaza, Chennai. I submitted all the
finance related reports from the month of August to October 2022. The report was well
received

South Zone Meet : IMA Madurai conducted our NHB's 127th South Zone Meeting along
with 74th Management Committee & General body Meeting on 20th November 2022 at
IMA Hall, Madurai. Thanks to all the Madurai IMA leaders for the great hospitality, the
best arrangements and the most delicious food. There were 10 Topics which was much
needed for the current situation and was delivered by very eminent speakers State-wide
.Many useful and constructive discussions took place. Thanks to all our Speakers,
Chairpersons, Co-Chairpersons and Moderators for making this Zonal meet a memorable
one for all of us.

NHB Express : We launched our NHB Express Magazine 2nd edition at the 127th NHB
Zonal Meet - South Zone. It was released by Dr. R. Palaniswamy, State President, IMA
TNSB, and the first copy was received by Dr. V. Varadarajan, NHB General Convener.

Agenda 19 (d) - IMA Paramedical Wing by Chairman Dr. P. Mannar Mannan and
Secretary Dr. S. Gowri Shankar.

Respected Leaders and Colleagues,

IMA TNSB Paramedical wing proudly intimated to the members that we have
around 100 Paramedical institutions now under Paramedical Wing of IMA TNSB. The
academic year for 2022-23 has commended on 01.08.2022 and more than 1000 students
are admitted so far. Late admission is permitted till 31.12.2022.

Most of the institutions which applied for the accreditation were approved on
signing MOU. Accreditation to few institutions is pending for signing MOU, however
the provisional approval is issued.

The Convocation for the 2021-22 passed out students was held at IMA Hall Trichy
on 28-09-2022, 03.00 PM and around 900 students were passed out. The best performing
intuitions and the meritorious students will be honoured during the Convocation.

The revised Curriculum for the seven Diploma courses (2 years) one Advanced
Health Assistant Courses (3 Years) and two Certificates courses are being supplied to the
institutions. The training materials also being supplied to the students. Institutions are
requested to follow the curriculum meticulously. We have initiated certain changes in the
examination marking patten, so as to improve the quality of education. Regular term tests
and model tests will be conducted.

As you all know, IMA TNSB Paramedical Wings is conducting Zonal wise
seminars to its faculties and the students quarterly. The next Seminar/Orientation
programme for the south Zone is proposed at Virudhunagar.

As the Paramedical staff are going to work in the hospitals, the medical fitness of
the student is important. Hence, the institutions are requested to enrol the students who
are fit to serve in the hospitals. A new proforma on medical fitness certificate would be
issued soon by this office.

TNSB 2022 Annual sports events, with the final athletic events held on 30th October,
2022, at the Anna stadium synthetic track, Tirunelveli. The event was graced by our
beloved IMA TNSB president Dr. R. Palaniswamy sir who gave away the Prizes, Medals
and Trophies to theAthletes.
Nearly 200+ athletes from 25+ IMA branches, aged <30 yrs to >70 years, from 4 IMA
Zones, attended various events in the finals.

Agenda 20 (d) – Report of Bio Medical Waste Committee Chairman – Dr. A.
Kalilur Rahman

The process for the Biomedical Waste Management plant under IMA
Ramanathapuram is progressing. The Indian Medical Association, Ramanathapuram
Branch has submitted the application for the approval of the facility to the Member
Secretary, State level impact assessment authority, Panagal Maligai, Saidapet, Chennai.
. A processing fee of Rs. 1,00,000/- also have been paid. A new team of State Level
impact assessment Committee was formed and they are taking up the project proposals
one by one. Our project was taken up for hearing in the last month. We have presented the
details of the project to the State Environmental Impact Assessment Authority. It was
well taken up. Further communication we have got from them regarding the terms of
reference. We are working with it. Further we are taking steps to arrange for public
hearing. We have also met our District collector and explained about the project and need
for the public hearing. The site inspection and soil testing were carried out. We are
expecting further communication from pollution control board and State impact
assessment authorities.

We request our IMA State office to utilise their proximity to the government to
speed up the process of permission to the facility following compliance of the terms of
reference.

September 25th we had World Lung Day webinar. Dr. K. Ganesh Kumar – Pulmonologist
and District TB Officer spoke on Newer Investigations in TB. Dr. S. Yuvarajan,
Professor of Respiratory Medicine spoke on Interstitial Lung Disease an over view.

October 30th we had World Sight Day webinar. Dr. S. Ramakrishnan, Opthalmologist
spoke on Paediatric Eye Care for the primary Physicians and panel discussion on Eye
and systemic disease were discussed in detail by Dr.Nirmal Fredrick and other panelist
Dr. Kalpana, Dr. Sathian and Dr. Ramakrishnan, Dr. Vivek (Diabetologist), Dr.
Hariharan (Diabetologist), Dr. Sri Ram (Ophthalmologist), Dr.Subramanian
(Rheumatologist) and Dr. Jayshree.

In November 27th will be planning World Pneumonia day, Diabetes day and COPD day
special webinar. Dr. Sukanya, Asst professor from Stanley Medical College Hospital
will be addressing on Diabetes and TB and Dr. Thiruppathi, Consultant Pulmonologist
from SIMS Hospital will be giving lecture on COPD care beyond bronchodilators.

In December 17th and 18th I will be conducting TIMACON 2022 Scientific sessions at
Chennai Trade Centre as a Scientific Committee Chairman as per the request of
President elect 2023 Dr.T.Sentamil Pari Sir.

Dear sir,

My sincere thanks for the support during my tenure as Chairman Projects / Activities.
· Throughout Tamilnadu many branches did many projects like Cancer Detection
camp, Eye check up camps, Formation of toilets for school .Hand washing
programme in schools for students.
· Pink October was conducted in many IMAbranches .
· By joining with Rotary clubs and Lion Clubs many medical camps were
conducted by many branches
· Few IMA branches, arranged Cardiology check up for doctors who have crossed
45 years.
· Few branches adopted small villages adjacent to them and improved sanitation
of the villages and many awareness programs conducted

I am glad to inform, out of 167 IMA Branches, more than 50 IMA Branches of
Our IMA TNSB are Conducting Very Well Our "Aao Gaon Chalen "Projects along with
Our" Green The Nation" Project.

about 36 IMABranches have conducted our Project.

At final, now more then 50 IMA Branches of our IMA TNSB or conducting very
well our Project. Some of them didn't send the reports and only 41 IMA Branches have
sent regularly.

continuously and tirelessly throught this Year - 2022

STATE PRESIDENT ADDRESS BY Dr. R. PALANISWAMY : Greeting the leaders and the
members of State Council, he thanked the IMA Cuddalore President S. Pandian, Secretary Dr. S.
Mugunthan, Dr. M. Anandhi, organising Coordinators Dr. J. Stanley Chandran, Dr. R.
Venkataraman, Dr. R. Kannan and Dr. V.T.K. Alaganandan for their arrangement to conduct State
Council Meeting here in Pondicherry and the hospitality. It is great pleasure, we had started the day
with a tree plantation at Zamindar Garden.

I am very sad on hearing the demise of ourState Past President Dr. P.K. Kesavan on 7thSeptember

2022. He has adorned various positions in IMA Tamil Nādu Branchand helped in forming many
new Branches and therebyincreasing the members. I have visited his residence atChennai and paid
homage and conveyed the condolence to the familymembers. May his soul rest in peace.

State President congratulated Dr. S.S. Sukumar, IMA Past State President and Dr. S.
Kanagasabhapathy who were received Award from IMA National President Dr. Sahajanand Pd
Singh. He also congratulated Dr. A.K. Ravikumar, Dr. R. Anburajan, Dr. D. Senthil Kumar and
Dr.Thiraviam Mohan for their new assignments at IMAHQs.

One of the important programme , organised by IMA JDN/JDN at Leela Palace, Chennai on 24-6-
2022 was World Young Doctors Day Conference.It was celebrated first time in theNation. Nearly
700 delegates participated apart fromthe National leaders, State Leaders and Guests. Hony. Health
Minister Thiru Ma. Subramanian, Milk and Diary Development Minister Thiru. Nazer and
Mylapore constituency MLAThiru. Mylai Dha Velu were participated and addressed the gathering.
Thanks to Dr Abul Hasan Chairmanof JDN wing of Tamil Nādu and Dr. Arunkumar, Organising
Secretary and his team for the extraordinary efforts theyhave taken and made it a grand success.

I have been invited as Guestof Honour by Lions International atCoimbatore Medical College
Hospital to honour the eminentDoctors working there. On 2ndJuly, we have organised Doctor's Day
on behalf of IMATNSB at Hotel Green Park Chennai. Our State Health Secretary Dr. Senthil
Kumar, Food and Nutrition Secretary Dr. J. Radhakrishnan, MPs Dr. Kalanidhi Veerasamy, Dr.
Kanimozhi NVN Somu and our State IMA leaders took part, and thefunction went on well. We have
distributed awards and Medals to the Doctors who have selected for the Doctor's Day awards. Good
gathering and a grand gala function.

We had a good interaction with Hon'ble Health Minister Thiru. Ma. Subramaniam during the
Maruthuva Natchithra Virudugal ceremony on 16th Jul 2022 at Chennai. Hon'ble Health Minister
announced that the awards by the StateGovernment will be presented in 10 days in consultation
withState Health Secretary. He has also agreed to allot time tohave a discussion. On 18th the same
award function held atMadurai IMA Hall for the South Zone, where Honourable Finance Minister
Thiru. Palanivel Thiyagarajan was the Chief Guest. Another Maruthuva Natchithra Virudugal
ceremony held on 20th and 27thfor the east and west zones.Thanks to Hindu Tamil Thisai for
recognising the Doctors.

I along with Hony State Secretary Dr. N.R.T.R. Thiagarajan and North Zone Vice President Dr V.
Saravanan met Honourable Health Minister Thiru. Ma. Subramaniam on 22nd August and had a
detaileddiscussion about the issues which we are facing in our profession. The important points
discussed were 1) Closing down the Hospitals citing the CEA 2) Minimum wages act 2018 and the
new committee to be formed to look into it, 3) To increase the amount paid to the Hospitals in the
Chief Minister Comprehensive Health Insurance scheme, 4) Violence against Health care workers,
5) Regarding the Fire safety license. Where Hon'ble Health Minister assured us to go through it and
at the same time he requested us to inform all the members to follow strictly the ethics. We have also
met the Hon'ble Minster Thiru. Nehru and requested him to make domestic tax for the hospitals and
not commercial tax. We have also met Dr. Mathiventhan.

The Teacher's Day celebration AASAAN 2022 waspresented by Medical Students Network and
Junior DoctorsNetwork, supported by IMA TNSB and IMA Tambaram Branchon 4th evening at
IMATNSB HQs Hall at Tambaram. Nearly 40Teachers from Medical Colleges all over Tamil Nadu

were identified and awarded. Our IMA MemberHonourable Minister for Tourism Dr. Mathivendan
participated as Chief guest along with DME Dr. Narayana Babuand distributed the awards to the
teaching faculties. Dr. K.M. AbulHasan President Elect 2023 and convenor Dr. Raghunandan were
the guiding force for the colourful function and all credit goesto them and their team.

On 28thmorning, we had a meeting with Advocate Anand David, Auditor Mrs. Subhashini and the
Fact committee members at JVLPlaza, Chennai to discuss about the charge sheet by the courtof the
Sumathy's case and how to proceed further.

I have visited various IMA Branches: on 25.6.2022, I have visted IMA Chennai South for WDW
Rally and 10-09-2022 for Adult Vaccinaion programme. Visited IMA Tambaram on 03.07.2022
during the Doctors day celebration. 09.07.2022 attended the Doctors day celebration at Tiruppur.
16.07.2022 - attended the Doctors day fucntion at IMA Needamangalam and Mannargudi. On
17.07.2022, attended Doctors day function and AMS East Zone function at IMA Trichy. Good
participation of Doctors andwell-arranged program. The Team IMA Trichy President Dr. Mohan,
Secretary Dr. Tamilselvi and Asst Secretary AMS Dr. Kader Sahibhave done elaborate
arrangements. My sincere thanks to ourPast State Presidents from IMA Trichy Branch Dr. M.S.
Asraf, Dr. R. Gunasekaran and Dr. P. Ramakrishnan for their guidance andsupport.On the same day,
I have visited a villageKallaperambur adopted by IMAThanjavur Branch on theprogram-Aao Gaon
Chalan, conducted medical camp anddistributed many study materials and tree saplings to
thatvillage students and public. In the evening at 5 pm IMAThanjavur Doctor's Day celebration was
held at South ZoneCultural Centre open Auditorium. It was a family get togetherand awards
presented to many Doctors appreciating theirgood work. Mysalute to the senior Past State
Presidents Dr. V.V.R. and Dr. Mohandass for their presence. State President appreciated Dr.
Bharathy, Secretary Dr. Karthikeyan and Finance Secretary Dr. Balamurugan for their involvement
in organising the functionin a grand way. I find no words to thank our East Zone Vice President Dr.
M. Singaravelu for co ordinating all the events andguiding the Branches to function effectively.

Doctors Day program of Ambattur Avadi Branch wascelebrated and attended as Chief guest.
President Dr. VeenaBalamurugan and Secretary Dr. Malathi are doing good work andmy
appreciation to them. 29th July, I have visited IMA Sathiamangalam Branch and distributed awards
and thefunction conducted in their own hall. President Dr. Karthikeyan and Secretary Dr. Javeed
Ibrahim have organised the programnicely. 30th and 31st July both days were much encouraging
forme since I have visited three active Branches and spend timewith our Doctors and their family
members. On 30th, IMA Pudukkottai have organised their family get together in abeautiful resort
and considerable number of Doctors andtheir family members attended, Dr.Muthuraja
MLAPudukkottai was also present. President Dr Swaminathan, Secretary Md Sulthan and
Treasurer Dr. Gopalakrishnan have done very goodarrangements. On 31st morning at 11am visited
IMA Attur Branch and joined in their Doctors Day event. Very active Branch and effectively
coordinated by President Dr. Sripriya andSecretary Dr. Kiruba Shankar. In Evening at 6 pm I got the
goldenopportunity to participate in the opening of the Erode IMA House along with our National
Vice President Dr. C.N. Raja. Many awards distributed to NGOs, Health officials, Paramedics and
Doctors. Appreciation to President Dr. Vijayakumar, Secretary Dr. Saravanan and their Team for a
big project. Our President Elect 2023 Dr. K.M. Abul Hasan, Past State Presidents Dr. S.S. Sukumar
and Dr. K. Prakasam also joined with me. 6thAugust, Salem IMA Branch conducted Doctor's Day
and it was anevent to be remembered ever. Dr. K. Prakasam, Past State President took part with me

to honour the Doctors. President Dr. Saralabai, Secretary Dr. Sasikumar and Team are doing
satisfactory work.

Attended IMA Annur Branch and appreciated the President Dr. Sridhar and Secretary Dr. Sathish
Babu for their efforts to reactivate the Branch. I got the privilege of attending the vibrant IMA
Vallioor Branch on 14 th September at 1 pm. It was a memorable event where many senior
practitioners and young consultants gathered in large numbers to honour the State President and
attended the monthly CME Program. The credit goes to the dynamic President Dr. George Thilak,
Secretary Dr. Jacob Swaroop and Immd Past President Dr. Sankaravenkateshan who taken
enormous efforts.

I have got a golden opportunity to inaugurate the newly constructed beautiful Seminar Hall of IMA
Nagercoil and released the Addressography of all their members. Along with me Past National
Presidents Dr. K. Vijayakumar, Dr. J.A. Jayalal and FSS Secretary Dr. Solomon Jaya participated.
Good gathering with musicalextravaganza and everyone enjoyed the evening.

President Dr.Nishal Perumal, Secretary Dr. Ramadhas, Treasurer Dr. Rathnakumar and Building
committee Dr. Ahamed Kabeer, Dr. M. Thiraviam Mohan and Dr Easwar Pillai. Special
appreciationto the dynamic Building committee Secretary Dr. M. Thiraviam Mohan for his untiring
work and involvement in the administrationand activities of IMA at Branch level and as well as in
State.I got theopportunity to interact with IMA Irungalur SRM Branch President Dr
Balasubramaniam, Secretary Dr. Kanaga Santhosh and Treasurer Dr. Jeffin. Dr R Sivakumar
Chairman SRM Educational Institutions who is the guiding force for the Branch was the Special
Guest and addressed the gathering.

I have participated as Chief Guest inthe IMA Chennai South Branch on 10th September and got the
opportunity to inaugurate the Adult Vaccination services toour members and general public.
Physician Guide book prepared by Secretary Dr. Kanagavel was also released by me and Dr. V.
Saravanan North Zone VP received it. A novel project which can be taken to all Branches. Thanks to
the PST Team Dr. Vedakumari, Dr. Kanagavel, Dr. Mangai Saravanan, WDW Chairperson Dr.
Shantha Narayanan, Guest House Chairperson Dr. Maragathamani and Vice President Dr. V.
Saravanan for motivating the branch to undertake all the programs.

Membership growth in IMA Branches is not that much encouraging and request the Branch
Presidents and Secretaries to motivate the non-IMA Doctors to join IMA. It is our responsibility to
ensure that we must bring the membership strength above ten thousand in both schemes PPLSSS
and FSS.

There are many issues are in front of us like closing the Hospitals using CEA, Minimum wages act
2018, GST for Bio Medical waste, exorbitant raise of property tax and so on.We are trying our best
to resolve the issues by dialogue with concerned officers and finding ways to come over with legal
measures.

Our appreciation to IMA Erode Branch for their unity in the issue of closing all the facilities of the
hospital without giving adequate time. On this issue the State office has send a letter immediately to
the Hon'ble Minister for Health and State Health Secretary and also sensitised thematter in
WhatsApp group to all our members.

Constitution amendments are being corrected, the final draft will be presented in the
forthcoming GB on 28.09.2022 at IMAHall Trichy for final approval and further printing.

NHB Chairman Dr. S. Karthick Prabhu, Secretary Dr. R.Anburajan and Treasurer Dr. Rangaraj are
taking all efforts to solve the issues of the Hospitals. They are contacting the Government
authorities regularly and we willget positive response soon.

PPLSSS, FSS 1 and FSS 2are doing well a by the Office bearersand thanks to them for their
extraordinary efforts.

IMA CGP and AMS Office bearers are enthusiastically conducting physical and virtual meetings
and able to get the credit hours fromTNMC.

Paramedical Wing is functioning very well, and many newInstitutions have come forward to
enrol.Our sincere thanks to the IMA Villupuram Branch President Dr. Selvaraj, Secretary Dr.
Gurunathan, Treasurer Dr. Venkatesan and the Paramedical Wing State Joint Secretary Dr. K.
Thirumavalavan for organising the Zonal meet meticulously. Past State President Dr. Sivakumar
needs special appreciation for guiding the Branch in all their activities.

I have taken part inthe IMA HQs Action Committee meeting virtually on 12THSeptember
2022. National President, Hony. Secretary General, Past National Presidents, State Presidents and
Secretariesjoined to discuss about the Andrapradesh State Government's GO allowing AYUSH
Doctors to under go training in modern medicine in medical college hospitals.

Our Membership from June 16 to 15 September is 254, where IMA Tirupur branch stood
first, IMA Chennai Kauvery at second position, IMA Rasipuram third and IMA Arani fourth
position.

WDW wing is growing fast, State President appreciated the office bearers of WDW.

Service Doctors Wing is participating all the meetings and other issues. Recently a Doctor
transferred was cancelled by the support of the Service Doctors Wing.

Guest houses are doing good.

Ramanathapuram, it was well attended by the members.

· 24.06.2022 - Junior Doctor's Network and Medical Student Network (MSN) Conclave held at
Chennai. Health Minister and various dignitaries attended the programme.

· 01.07.2022 - State Secretary congratulated Dr. S.S. Sukumar, IMA Past State President and Dr.

· 07.08.2022 - Finance Standing Committee held at JVL Plaza, Chennai. State President
Presided over the meeting, FSC Chairman conducted the proceedings. Accounts audited by
the auditor were discussed thoroughly by the FSC team.

· 14.08.2022 - PPLSSS Management Committee Meeting held at Erode.

· 16.08.2022 - Hindu Tamil organized North Zone Maruthuva Natchathiram Virudhugal at
Chennai, where Hon'ble Health Minister Thiru. Ma. Subramanian and Dr. Mathiventan,
M.L.A. participated and gave away the awards to the Doctors.

· 18.08.2022 - Hindu Tamil organized South Zone Maruthuva Natchathiram Virudhugal at
Madurai, where Hon'ble Finance Minister Thiru, Palanivel Rajan was the Chief Guest and gave
away the award to the Doctors.

· 20.08.2022 - East Zone Maruthuva Natchathiram Virudhugal function held at Trichy where
Thiru. Nehru, Hon. Minister forMinister for Municipal Administration attended the function

· 21.08.2022 - IMANHB North Zone meet held at IMATNSB HQs. building at Tambaram, lot of
important issues were discussed.

· 04.09.2022 - North and East Zone Paramedical Seminar held at Villupuram. Lot of students and
the faculties of the Paramedical institutions of IMA and other hospitals attended the
programme. Teachers day celebration - Aasaan 2022 was held at IMA TNSB HQs. at
Tambaram where lot of teaching Doctors were awarded.

State Secretary congratulated Dr. A.K. Ravikumar, Dr. R. Anburajan, Dr. D. Senthil Kumar and Dr.
M. Thiraviam Mohan for their new assignments at IMAHQs.

The activities of various branches were appreciated by the State Secretary.

Various letters sent to Govt. is viewed for the members, ie. Letter regarding the Closure notice of a
Hospital at Erode, Letter to the Electricity Minister for reduction and rationalise the electricity,
Recent judgement by Madras High Court on practice of Allopathy by the Homeopathy
Practitioners, Demanding cancellation of transfer order of Dr. Allen Major in Kanyakumari
District, and a letter to the Health Minister for thanking him for nominating Dr. A. Muruganantham
and Dr. S. Sivaramakannan as the members of TNMC.

He also high lighted the NMC norms for the members.
The various problems faced by IMA NHB and the actin initiated were shared to the members, ass
follows.

› We are the largest Professional association for Doctors of Tamilnadu and the Nation
consisting of more than 40000 in Tamilnadu and more than 4 Lakhs in India. As we are with
the Govt. and for the public, we undertake the public related projects run by the Govt., but we
could see certain challenges and we would bring to your knowledge and we hope, can be
solved under your leadership.

› Hospitals are the institutions made for the public and the society which comprises of the
Hospital owners, Doctors, Nurses, Technicians and other workers. It is not only for business,
but also for service. The public and the entire staff benefit by the service of the Hospital.
Mistakes may happen, where the individual may be punished, but not the entire hospital on
which the surrounding public and the staff of the hospitals depend upon. We humbly request
your consideration in taking action on the individual Doctor alone for any said mistake, but
not the entire hospital.

› Hospitals are under the powers of Clinical Establishment Act. There are representatives in
CEA in the state and district level. There are representations regarding closure of hospitals in
the state. We request the Govt. to initiate the action on the hospitals, considering the opinion
of the state and district level committees than closing the hospitals by the Govt. authorities
themselves, which will bring more faith on the Government.

› CMCHIS under the DMK Govt. headed by Kalaignar called Kalaignar Kappeettu Thittam
was a boon to the public and the hospitals. The public found relief in various diseases treated
through various private hospitals. The rates fixed were viable for the Doctors and Hospitals
then. The wages and rates were reduced by the previous Government and no revision was
made for last 10 years, even after number of representations made to the previous
Government. Also Human resources, Equipment and all other overheads are increased
substantially for the last 10 years. Hence, we request you to provide us viable rates for us to
provide more efficient health care services to the community.

› The Minimum wages act 2018, for the Health care providers has certain discrepancies for
various categories. On our representation to the previous Govt., a committee was formed
involving IMA, Trade unions and Labour Unions and discussed about the solution. Due to
the pandemic, the Committee formed could not function. After the formulation of the new
Govt., we represented this issue to the Labour Commission, Secretary and the Labour
Minister and requested a mutually accepted rate. Inspite, we have found that the Hospitals
are taken action under Minimum Wages Act 2018. Hence, we humbly request the present
Government to consider and settle the minimum wages act issue at the earliest.

› We highly appreciate the Government's policy on implementing the Fire safety license by the
hospitals, but we would also request the Govt. to kindly extend the validity period from 1 year
to a period of 5 years.

C. To pass the minutes of 313 SCM held at Ramanathapuram on 19-06-2022.

Dr. K. Thagamuthu, Legal Committee Chairman: It was agreed to pay Rs. 12 Crores from
PPLSSS, but the situation is different now. The number of cases has increased and Medicine is not
exempted from the consumer forum. The expenditure anticipated towards the court case is more,
hence it is difficult to release amount from PPLSSS. State President may call for a General Body
meeting of PPLSSS and take the opinion of the PPLSSS members and decide accordingly.

State President replied stating, the opinion from the PPLSSS General body has already
sought to pay Rs. 12 Croresfor purchase of land for IMA and need not to call for another GB for
PPLSSS.

c. Resolution passed in 313th SCM and the action taken.

1. It is resolved to pass and approve the minutes of the 312th SCM held at Kallakurichi on 20-03-
2022, as proposed by Dr. S. Karthick Prabhu and seconded by Dr. Gowri Sankar….Noted

2. The new branch of “IMA Chennai Tharamani VHS Branch” is approved by the State Council
Meeting, as proposed by Dr. V. Saravanan and seconded by Dr. Vaibhav Suresh…Executed

3. The State Secretary who is taking over the office is authorised to take Rs. 2.00 L for the
routine office work till the bank transfers are completed. A sum of Rs. 50,000/- may be
sanctioned to form the new office. ..Noted

4. The procedure of handing over and taking over of offices in respect of State Office, Wings,
Schemes, Guest Houses etc. must be brought in to the SOP…being done

5. It is resolved to approve and pass the statements of accounts of IMA TNSB for the months
from Jan to March 2022 unanimously by the members, as proposed by Dr. V. Rajesh Babu
and seconded by Dr. R. Kannan…Noted

6. Purchase of Property in Chennai already approved in 312th State Council Meeting, the
Purchase of Property in Chennai on Chennai Bangalore Highway near Poonamallee is
approved by State Council Meeting, can be registered after seeking proper legal opinion
from lawyers….Noted

7. Property purchase Payments are to be made through cheque/DD only, brokerage may be 1 %
