Gang Identification Criteria 103

GANG IDENTIFICATION CRITERIA
(Updated Oct. 2012)

Gang affiliation is assessed based on criminal
activity & documentation of any of the nine indica-
tors. A single fact does not satisfy multiple criteria.
A “gang member” is an individual who is at
least14 & meets at least three of the nine criteria
below. A “confirmed gang member” is a gang
member who has been adjudicated or convicted
of a crime of violence per MN Statutes 624.712,
subdivision 5.

1. Admits Gang Membership-list gang, record
details..

2. Arrested with a Gang Member-icw gang-relat-
ed crim activity (document)..

3. Displays a Gang Tattoo or Brand (record de-
tails, photograph if possible)..

4. Wears clothing or symbols to identify with a
gang (record details, photograph if possible).

5. Is in a photo w/known gang members and/or
using gang related handsigns (copy, note loca-
tion of original, detail seizure circumstances).

6. Name is on a gang roster on any media
including clothing or gang related graffiti (pho-
tograph, photocopy, note location of original,

detail seizure circumstances). A list of sus-
pects generated by law enforcement is NOT a
gang roster.es).
7. Is ID’d as gang member by a reliable source
(detail basis of knowledge & detail reliability).
8. Is reg. seen w/ or communicates w/ gang
member in furtherance or support of gang-
related activity. (Min. 3 observations of gang
related activity in 1 yr. = “reg. observed.”
Document.)
9. Produces gang-specific writing/graffiti in
furtherance or support of gang-related activity
(confirm with trained staff, document.)
