OBJECTIVES The course is designed to produce military officers who will thrive for excellence and to improve their knowledge. The course has four main objectives as follows: • To comprehensively analyse defence and strategy, and understand its implications on Malaysian domestic, regional and international affairs. • To rationalize factors and concepts in Military Development and Defence Organisation Management to gain a comprehensive understanding of the role of the military in a whole of government environment. • To educate CP to assume command and carry out the duties of a Commander or Staff Officer in a Joint, Single and Integrated Environment at the Operational level. • To train CP to solve problems rationally and work effectively in an uncertain and ever-changing complex environment. VISION To be the centre of excellence for developing military leaders who are competent in joint operational planning and well-educated in operational arts and science. MISSION To prepare selected officers to assume command and staff appointments in joint operations in an integrated and complex enviroment. CHIEF OF DEFENCE FORCE Foreword Congratulations to all course participants of the Malaysian Command and Staff Course (Joint) Serial 52/2023 on your well-deserved graduation. Your accomplishment is a testament to your dedication, hard work, and commitment to mastering the vital knowledge and skills necessary for today's ever-evolving strategic defence and security landscape. In a world marked by ongoing transformation, we find ourselves confronting a diverse array of known and unforeseen challenges within the intricacies of the operational environment. The knowledge you have gained at the Malaysian Armed Forces Staff College will be instrumental in addressing these pressing security concerns. It is our collective duty to adapt and strengthen our military forces to meet the evolving demands of the global security challenges that lie ahead. These challenges are not to be faced in isolation; they necessitate a collaborative effort that extends beyond our military capabilities. We must work hand in hand with other government agencies, adhering to the principles of the Whole of Government and Whole of Society (WoGoS), and harmoniously engage in defence diplomacy. The city visit is part of the orientation schedule for Malaysian Command and Staff Course (Joint) (MCSCJ) Serial 52/2023 Overseas Course Participants (OCP). During this visit, the OCP and their families were taken to several points of interest in and around Kuala Lumpur and Putrajaya. The visit’s objectives were to orient the OCP to Kuala Lumpur as Malaysia’s capital city and to introduce them to Malaysian culture and chosen points of interest in Kuala Lumpur and Putrajaya. This tour was designed to acquaint them with their surroundings in order to make their stay in Malaysia more comfortable and enjoyable while completing the course. The visit took place on 7 January 2023 (Saturday). The tour included stops at the Putrajaya International Convention Centre, Dataran Putra, Botany Garden, Merdeka Square KL, KLCC, National Monument, and National Palace. The programme had 54 participants, including 4 Directing Staff, 2 Malaysian CP, 22 OCP, and 26 spouses and children of OCP. Overall, the OCP Tour 2023 was a success, with excellent feedback from OCP. The tour is extremely useful and should be continued as part of the annual Malaysian Command and Staff Course (Joint). The Cohort of Malaysian Command and Staff Course (Joint) (MCSCJ) Serial 52/2023 Flag Hoisting and Course Opening Ceremony was successfully conducted on 11 January 2023 (Wednesday) at PUSPAHANAS Main Auditorium to mark the beginning of the course. The event was officiated by Brig Jen Dato’ Hj Semaon bin Hj Marjuki, the Commandant of the Malaysian Armed Forces Staff College (MAFSC) with the attendance of Dean Faculty of Defence Studies and Management, Director of NDUM’s Institute of Executive Education, Distinguished Fellow and all Faculty Members/Directing Staff (FM/DS). A total of 20 flags from 20 countries were hoisted during the auspicious ceremony. The ceremony is a symbol of inauguration for the 33 Overseas Course Participants (OCP) who came from 19 different countries. It was a great honour especially to the OCP being selected. The opening address by Commandant of MAFSC highlighted the rigorous academic requirements of MCSCJ and urged all Course Participants to do their best in their journey of learning. At the same time, he also emphasised on the importance of Volatility, Uncertainty, Complexity and Ambiguity (VUCA) learning process and understanding of how to adapt these qualities to improve the strategic abilities of a leader and produce better outcomes. Finally, he also commended the FM/DS and Supporting Staffs on their effort to ensure the smooth conduct of the course throughout the year. The Wives Enrichment Course (WEC) was held from the 18 to 19 February 2023 (Saturday to Sunday) at the Tamu Hotel & Suites Hotel in Kuala Lumpur, with the main goal of preparing the Course Participants’ Wives (CPW) to accept the unit BAKAT Chairlady. The Basic Fitness Test (BFT) for Semester 1 was held on 24 February 2023 (Friday) as part of the course requirement at the Botanic Garden, Putrajaya.The Cps were divided into age groups and tested with the standard 2.4 km run, push-ups, and sit-ups with required timings and counts according to their age category. Sports Semester Event (SSE) 1 is a sports-related leisure activity that occurs twice a year. This was effectively done for the organization of SSE 1 on 2 March 2023 (Thursday). This SSE 1 featured two sorts of sports, golf and bowling, with participation from all MTAT members, including Commandants, CDS, HTD, FM/DS, and CPs. The golf competition occurred at the Air Force Recreation Club (KRTU), Subang Air Base, while the bowling event was held successfully at Ole Ole Super Bowl, Section 17, Shah Alam. The aim of executing SSE 1 is to encourage friendship and camaraderie among FM/DS and CPs, as well as to have fun while sweating for personal health to be able to accomplish any task in a good and healthy state. The Jitra BAKAT Division Event took place on 4 March 2023 (Saturday) at the Multipurpose Hall (MPH) of the PUSPAHANAS. The purpose of this event is to officially launch the Jitra BAKAT Division for Jitra MCP Wives, welcome the wives to the college, and introduce the BAKAT Leadership line-up. All FM/ DS and all MCP Wives from Jitra Division, as well as the MAFSC BAKAT Chairlady, Datin Hajjah Hafzilah binti Haji Mokmin, attended this ceremony. Two pairs of MCP wives from the divisions of Kampar and Muar also attended this occasion. The program has effectively integrated several events, including cooking contests, food sales and presentations, and social interactions.
