The session began on 9 March 2023 (Thursday) at 0900H at the PUSPAHANAS Auditorium with a briefing about the country by officials of the Malaysian Defense Intelligence Organizations (MDIO). An overall attendance of 139 paxes, including HTD, all FM/DS, MAFSC Staff, and CPs, were present for this briefing. Online briefings via video conference have been held with PT PAL, a maritime defense company in the Republic of Indonesia, and KOARMADA II, the Naval Headquarters II of the Republic of Indonesia in Bandung. For two hours, from 1000H to 1330H, this briefing took place in Hikmah Hall. Malaysian Armed Forces Staff College had successfully conducted a pre–Comparative Study Research (CSR) briefings on 9 March 2023 (Thursday) for the course participants of MCSCJ Serial 52/2023 in conjunction with the Turkiye visit at Hikmat Hall. The guest of honour was His Excellency Emir Salim Yuksel, the Ambassador of Republic of Turkiye in Malaysia, together with Mr Tolga Sipahi, Country Manager of FNSS Savunma Sistemleri and Mr Mohd Shahiman Sulaiman, the CEO from Turkish Aerospace Industries (TUSAS) Malaysia Sdn Bhd. Also, presence were Brig Jen Dato’ Haji Semaon bin Haji Marjuki, the Commandant of MAFSC, Head of Departments, Faculty Members and Directing Staffs. The programme began with the Welcoming Remarks by the MAFSC Commandant, followed by comprehensive country brief by HE Emir Salim Yuksel and later Turkiye’s Defence Industries briefing by FNSS and finally by TUSAS. The course participants were also given the opportunity to ask questions to HE the Ambassador and the entourage. Programme later was concluded with the exchange of mementos. In the afternoon, there was also a congregational asar and hajat prayer at the PUSPAHANAS Surau as well as a yassin reading to pray for God’s blessings so that all CSR travel matters to Turkey and Indonesia would be made easier. The spiritual activity of Ramadan is normally celebrated by organizing fast breaking programme, known as IFTAR. Besides the centralized IFTAR held on 18 April 2023 (Tuesday) and each division also organized their own iftar programme such as Iftar Muar Division on 30 March 2023 (Thursday), Iftar Kampar Division on 11 April 2023 (Tuesday) and Iftar Jitra Division on 13 April 2023 (Thursday). For the Central Khatam Al Quran and MAFSC Breaking the Fast Ceremony was conducted on 18 April 2023 (Tuesday) in PUSPAHANAS Surau during this holy month to strengthen the brother-andsisterhood amongst the course participants and directing staff/faculty members. Reciters comprising FM/DS and Muslim CPs from MCSCJ Cohort 52/23, headed by Maj Ustaz Mohd Fami bin Mohd Sahid performed at these occasions to commemorate the formal khatam of all 30 juzuk al-Quran. In addition, a Cohort breaking the fast event, as well as maghrib, isyak, terawih, and witr prayers, were held to brighten up the event. The Malaysian Command and Staff Course (Joint) MCSCJ Serial 52/2023 had undergone a visit to Indonesia in conjunction with Comparative Study Research (CSR) from 13 to 17 March 2023 (Monday to Friday). The theme of this year CSR visit was “Middle Powers and National Strategy: Case Study of Indonesia”. The delegation was headed by Colonel Nizam bin Hj Che Ani RMAF as the Head of Delegation along with 25 other Faculty Members and Directing Staffs, 3 National Defence University of Malaysia (NDUM) lecturers and 108 Course Participants (CP). On the first day of the visit, Col Nizam bin Che Ani RMAF was accompanied by Lt Col Noorisma RMAF and Assoc Prof Radziah for the courtesy call to His Excellency Dato’ Syed Md Hasrin bin Tengku Hussin, the Ambassador of Malaysia to Indonesia during the visit to the Malaysia Embassy in Jakarta. There were six selected Indonesian governmental and military organisations visited including Defence Industry in Indonesia. The visited locations were as follows: a. Indonesia National Monument. b. Defence Force of Indonesia Central Headquarters (MABES). c. Association of Southeast Asian Nations (ASEAN) Secretariat. d. The Republic of Indonesia Defence University (UNHAN). e. PT PINDAD (PERSERO). f. PT DIRGANTARA (PTDI). The CSR visit was part of the NDUM Postgraduate Diploma in Strategic and Defence Studies under PSD 5114 Strategic Studies and Security Affairs in the Asian Region (SSSAAR) course. The objectives of this study visit were to allow CP to understand the strategic context of middle power in the region, examine the strategic means available and employed by the state to secure their national interests, and the strategic utility and assess the efforts taken by the state to become a middle power. The visit concluded with valuable lessons learnt throughout the visit besides exposing FM/DS and CP to a different country and environment. The Malaysian Command and Staff Course (Joint) (MCSCJ) Serial 52/2023 had undergone a visit to Turkiye in conjunction with Comparative Study Research (CSR) from 13 to 17 March 2023 (Monday to Friday). For the first day, the delegation was given briefings by several Malaysian government agencies in Turkiye. Among the briefings were those from the Malaysia Consulate General in Istanbul by YM Tengku Mohd Dzaraif Raja Abdul Kadir, Malaysia Defence Attaché in Ankara by Kol Mohd Edafi bin Daud, Malaysia Ministry of Tourism by Mrs Norlizah binti Jahayah and Malaysia External Trade Development Corporation by Ms Nur Syazana Abd Rahman. The briefings also were given by officers from the Malaysian Palm Oil Council and Malaysian Investment Development Authority offices in Istanbul. There are six selected Turkiye government and military organizations visited included Defence Industry in Turkiye. The visited locations were as follows: a. Malaysia Embassy at Turkiye. b. 3rd Corps Command of Turkiye. c. Harbiye Military Museum. d. Multinational Joint Warfare Centre, Turkiye Ministry of Defense. e. Istanbul Naval Shipyard. f. In the CSR Visit to Republic Turkiye The group consists of six syndicates and the event was occurred in the Hikmat Hall and meanwhile the group presentation of CSR Visit to Republic Indonesia that was comprised of nine syndicates were held in the PUSPAHANAS Main Auditorium, on the 11 April 2023 (Tuesday). The aim of the presentation was to showcase the top document and the presentation of the CP’s visit to study. The presentation was evaluated by the official from National of Defense University Malaysia (NDUM) lecturers and all the MAFSC Directing Staffs (DS). Syndicate 9 and 15 for the CSR Visit to the Republic of Indonesia and Syndicate 14 for the CSR Visit to the Republic of Turkey have been selected by the NDUM and DS lecturer panel to present at the CSR Final Central Presentation which will be held on 13 April 2023 (Thursday). The event started with the lecture and ended with a question and answer session. This lecture is related to governance, leadership and management based on the role and experience of the 1st Division Commander. The event started with a lecture of about two hours from 0900 until 1100 and ended with a question and answer session. Then, the OLEM 1 module lecture was continued by Lt Col Dr Abdul Rahim bin Abdul Rahman, SO 2 Education, Education Cell, Human Resources Branch, Malaysian Army Headquarters delivered a lecture to all Course Participants of the Malaysian Command and Staff Course (Joint) Serial 52/2023 entitled “Self-Ethics Builds Personal Charisma 2” held at same venue about two hours from 1130 until 1330. All these lectures are related to providing CPs with basic leadership background knowledge to take over unit and staff command positions along with leading appointments to the Lt Col level and aiming to strengthen the CP’s spirituality, morale, and integrity. The Guest Lecture from The Armed Forces Religious Directorate, MINDEF, Maj Ustaz Mohd Izani delivered a lecture to all Muslim Course Participants of the Malaysian Command and Staff Course (Joint) Serial 52/2023 entitled “Explaining the Concept of Islamic Akidah” held at Hikmat Hall, MAFSC, Putrajaya on 3rd May 2023 (Wednesday). The event started with a lecture of about two hours from 1430 until 1630 and ended with a question and answer session. At the same time, all Non-Muslim Course Participants of the Malaysian Command and Staff Course Joint Cohort 52/2023 attended the lecture from NDUM, Associate Professor Dr Ahmad at Arul Hall. He delivered a lecture entitled “Introduction to Nation Building.” All these lectures are related to providing CPs with basic leadership background knowledge to take over unit and staff command positions along with leading appointments to the Lt Col level and aiming to strengthen the CP’s spirituality, morale, and integrity. The closing ceremony of OLEM Module 1 was completed by Col Mohd Hafizar bin Md Idris, Deputy Commandant of the Malaysian Armed Forces Staff College. He emphasized to all participants of the Muslim Cohort Course with the Malaysian Command and Staff Course (Joint) Serial 52/2023 how important it is for a leader to show good morals and integrity because according to him each one is a leader, and you will be asked about your responsibilities. This closing ceremony was held at Dewan Hikmat, MAFSC, Putrajaya on 5 May 2023 (Friday) from 1130 to 1230. The event ended with the presentation of prizes to Syndicate 15 as the winner of the best presenter of OLEM Module 1 presentation. Also present at this event were all the Director’s Staff and Faculty Members. HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 63 PERTINAX FORTIS On 14 May 2023 (Sunday), a combined Hari Raya Celebration, Cultural and International Night was celebrated by all FM, DS, CPs and their families, along with a number of Defence Attaches and Diplomatic staff from various Embassies and High Commissions in Kuala Lumpur. The guest of honour for the event was the President of the National Defence Education Centre PUSPAHANAS, Vice Admiral Dato’ Zulhelmy bin Ithnain. The night was a festive occasion consisting of Malaysian performances to showcase the culture of the Northern, Southern and East Coast Peninsular regions and introduce the traditional dress of the Chinese, Indian and Sabah/Sarawak ethnic communities. OCPs were likewise dressed in the traditional dress of their countries, adding even further colour and flair to the evening. Entertainment included fireworks, live music from the band, various cultural dances by CP and UPNM, and a unique but well-received version of ‘We are the World’ conducted by the OCPs. Perhaps the most memorable part of the evening was the celebration of food which, in true spirit of Aidilfitri, was shared with a wide array of authentic and delicious Hari Raya cuisine and foods from all over the world. The evening was enjoyed by all in attendance and further deepened the kindred ship and understanding of Malaysian and OCP customs, cuisine and culture. RAYA CELEBRATION AND CULTURAL NIGHT

HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 65 PERTINAX FORTIS During the evening 18 May 2023 (Thursday), the College’s first Diners Club was held at the Bangi Resort Hotel. The guest speaker was the Minister of Economy Affairs, YB Tuan Mohd Rafizi bin Ramli, who delivered an address on the national budget and funding considerations for the country and implications for the MAF. Other VIPs included President PUSPAHANAS, NRC Commandant, and MAFSC Commandant. The Diners Club activity is intended to enrich Course Participants with knowledge pertaining to various current issues from national, regional and global perspectives. It is conducted over a formal dinner and involves an address by a prominent guest speaker, followed by an opportunity for CPs to ask questions. DINERS CLUB 1


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 66 PERTINAX FORTIS SEMESTER 2 General Tan Sri Dato’ Haji Affendi bin Buang RMAF, Chief of Defence Force, provided a keynote address to MCSCJ 52/2023 on 19 May 2023 (Friday) entitled ‘MAF: Challenges and Strategy in Performing it Primary and Secondary Roles’. During the address the CDF engaged CPs on a number of the opportunities and challenges facing the MAF in achieving its roles in support of national objectives. The address was a frank and insightful discussion of how things operate at the strategic level of Defence. CDF graciously afforded CPs an opportunity to ask questions and seek clarifications. The visit was very much appreciated by all involved and contributed significantly to CPs understanding of the strategic level of Command KEYNOTE ADDRESS CHIEF OF DEFENCE FORCE


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 67 PERTINAX FORTIS During the period 22 to 24 May 2023 (Monday to Wednesday), CPs undertook a Southern Region Capabilities and Operational Study (SRCOS) visit. The visit spanned three states and was conducted in three phases, with MCPs engaged in capability and operational briefings by 3 Div, 10 Bgd and Naval Region HQ1 at Terendak Camp while OCP enjoyed a historic city tour of Melaka. All CPs were engaged in an impressive demonstration of the combined arms force gap crossing capability at Syed Sirajuddin Camp, Gemas. On the final day of the tour, MCPs undertook a capability and operational briefing by 21 SSG HQ at Sri Iskandar Camp. The visit achieved its aims of providing insights into the operational capabilities and challenges in the Southern Region of Malaysia. SOUTHERN REGION CAPABILITIES AND OPERATIONAL STUDY (SRCOS)


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 68 PERTINAX FORTIS SEMESTER 2 Over the period 24 to 25 May 2023 (Wednesday to Thursday), CPs were provided the opportunity to participate in the Langkawi Maritime Conference (24 May) and the Langkawi International Maritime & Aerospace exhibition LIMA 2023 (24-25 May 23). The visit provided CPs exposure to the products and services offered by international defence companies and insights into the latest developments and innovations in the maritime and aerospace industries. Aerobatic teams from Indonesia, South Korea, UAE, China and Russia were on hand to provide impressive aerial demonstrations over the course of the exhibition. LIMA (24 – 26 MAY 23)

Participants showed their skill by knocking down pins at the ‘Wangsa Bowl’ 10 Pin Bowling Alley (IOI City Mall) or tearing up the green at the Air Force Recreation Club (KRTU), Subang Air Base. The event theme was ‘Feel Beauty from Within’ and was a highly successful activity with CPs and their wives actively participating and gaining a great deal out of the Health and Beauty Programme. Each College shared insights on the topic of ‘Next Generation Warfare’, followed by a sharing of ideas during engaging question and answer sessions. The address provided valuable insights into current and future capability plans, and the challenges and opportunities the RMAF is facing delivering the air effect as part of the Joint Force. HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 73 PERTINAX FORTIS From 12 to 16 June 2023 (Monday to Friday), CPs undertook a Northern Region Capabilities and Operational Study (NRCOS) visit. The visit spanned three states from Lumut on the West coast to Kota Bhanu on the East of Peninsular Malaysia. Led by the Commandant, the aim of the visit was to provide insights into the operational capabilities and challenges in the Northern Region of Malaysia. The programme consisted of pre-departure briefings for MCPs (6-9 Jun 23) from HQ Western Fleet, HQ Diving and Mine Warfare, HQ Naval Air Wing RMN, HQ Special Forces and HQ 2 Bde. All CPs enjoyed ship visits to KD MAHAWANGSA and KD SRI INDERASAKTI at Lumut Navy Base and a fighter jet scramble procedure and static display at Butterworth Air Base. MCPs had briefings by PMBTD and GOC 2 Div in Bayan Lepas; No 18 and No 15 Squadrons and HQIADS at Butterworth Air Base, No 12 Squadron and HQ at Gong Kedak Air Base; No 10 Sqn, CRC and RAOC at Kuantan Air Base. CPs were given the chance to engage and ask questions of industry professionals. Visit locations included Galaxy Aerospace, Cendana Auto, TH Heavy Engineering, AVP Engineering and Stride. CPs undertook field studies and were provided numerous lectures and opportunities for interactions to enhance their knowledge on traditional and non-traditional security threats and vulnerabilities in Deep Southern Thailand and the NCER of North Malaysia. CA’s brief helped to broaden CPs perspectives on current and future capabilities, challenges and opportunities in both the land and joint domains. The Chief of Army was the Guest of Honour, and CPs were treated to a fantastic display with the 3rd Combined Arms Division coordinating a seamless demonstration of the profound impact of firepower on the battlefield. With Army taking the lead, all three services participated and showcased the pivotal role that firepower and manoeuvre play in the Joint battlespace. FIREPOWER TRAINING 2023


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 81 PERTINAX FORTIS On 20 July 2023 (Thursday) selected CPs undertook a visit to Goh Keng Swee Command and Staff College (GKS CSC) as a part of an annual reciprocal event to maintain the two institutions’ close professional ties between the two colleges. Brigadier General Dato’ Hj Semaon bin Hj Marjuki, Commandant of the MAFSC, led the delegation of 21 Faculty Members and Directing Staff and 120 CPs, including 33 Oversea CPs. The visit began with an opening speech by the Commandant of GKS CSC, followed by a briefing on SAFTI and GKS CSC. Meanwhile, a presentation on the leadership module was given based on the case study titled Rescue of a Thai Football Team followed by a combined physical training session. CPs stayed at GKS CSC overnight and made the most of the opportunity to visit Singapore overnight. The following day on 21 July 2023 (Friday) the delegation was given an opportunity to visit ST Engineering Land Systems (STELS) which is comprises of group of companies that support Singapore’s national defence. The event was led by the PMC and the Mess Committee. In a fine demonstration of military customs and traditions, CPs organised a thoroughly enjoyable evening which saw a splendid dinner, the farewell and welcoming of DS, some notable musical and dance performances from each of the divisions, and finally, taking to the dance floor to round out the evening.

The events theme was entitled ‘Home is not a place, it is a feeling’. The day was a great success and enjoyed by all FMDS and CP wives in attendance with an interior design discussion, flower arranging demonstration and then flower arranging completion which show cased the ladies creative flair. HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 86 PERTINAX FORTIS SEMESTER 2 DEFENCE INDUSTRY VISIT 2 A Defence Industry Visit was undertaken from 9 to 10 August 2023 (From Wednesday to Thursday) with CPs and DS travelling to Kuantan for a number of engagements. Presentations were given by representatives from Gelugpa Slipway and ADSSB, discussing pertinent issues in Defence Management from an industry perspective. CPs conducted a site visit to DEFTECH and were treated to a demonstration of various capabilities on the vehicle test circuit. The visit rounded out the various Defence Industry visits conducted throughout the year and provided some valuable context for the Defence Management studies that were being undertaken concurrently.


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 87 PERTINAX FORTIS HALL OF FAME CHIEF OF AIR FORCE On 11 August 2023 (Friday) CPs were given a rare opportunity to participate in the Chief of Air Force, General Tan Sri Dato’ Sri Mohd Asghar Khan bin Goriman Khan RMAF, Proclamation of Induction in the MAFSC Hall of Fame. In a spectacular event officiated by the Commandant and attended by the Chief of Defence Force, the Board of Governors and a number of his fellow graduates, General (GEN) Tan Sri Dato’ Sri Mohd Asghar Khan bin Goriman Khan humbly accepted the Induction to the Hall of Fame and provided a moving acceptance speech that held great wisdom for the CPs about a lifetime of leadership in the armed forces.


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 88 PERTINAX FORTIS SEMESTER 2 HANDING OVER TAKING OVER PRESIDENT PUSPAHANAS (11 AUG 23) On 11 August 2023 (Friday), CPs had the honour to attend a ceremony which saw the Transfer of Duties between the Vice Chief of Naval Staff and the President of PUSPAHANAS. The Chief of the Defence Force and the Chief of the Navy were on deck to witness the transfer of duties between Admiral Madya Datuk Sabri bin Zali, and Admiral Madya Dato’ Zulhelmy bin Ithnain at the PUSPAHANAS


HIKMAT MAGAZINE 52/2023 | KNOWLEDGE IS THE SOURCE OF STRENGTH 89 PERTINAX FORTIS EAST MALAYSIA CAPABILITIES AND OPERATIONAL STUDY (EMCOS). During the period from 14 to 18 August 2023 (From Monday to Friday) MCSCJ 52/2023 undertook the East Malaysia Capabilities and Operational Study (EMCOS) tour with the delegation being led by the Commandant. CPs and DS travelled by service air from Subang AF Base to Kuching, and subsequently onto Kota Kinabalu, before returning back to Subung. The aims of the activity were: ◊ To comprehend the MAF’s capability and operations in a joint environment. ◊ To appreciate the capabilities of MAF in executing the primary roles in the East Malaysia region. ◊ To recognise challenges faced by services in East Malaysia in fulfilling the task and roles with limited capabilities. Briefings and visits included No 1 Sqn RMAF, Sqn 330 RMAF, Army Field Command East HQ, 1 Div HQ, Kota Kinabalu Naval Base, Submarine Training Centre, 601 Sqn (UAS), 503 Sqn (AW 139), KD Jebat, KD Lekir, Eastern Fleet HQ, 5 Div HQ, Submarine Command HQ, and Joint Task Force 2 HQ. When not required for briefings, OCPs were given the opportunity to visit the Sarawak Cultural Village and the Kundasang War Memorial. The study tour wasn’t all work however, and CPs took the opportunity to have a look around Kuching and Kota Kinabulu when not required for duty. EMCOS was an informative tour that achieved its aims and was enjoyed by all.

On 6 September 2023 (Wednesday), Lieutenant General Dato’ Noor Mohamad Akmar bin Dom RMAF delivered a comprehensive presentation outlining the inception of the Joint Force. In his presentation, the Joint Force Commander actively interacted with the CP shedding light on various prospects and obstacles that the MAF encounter while striving to fulfill their roles in support of national objectives. This informative session garnered tremendous appreciation from all participants, significantly enhancing the CPs’ comprehension of the operational aspects at the command level. On 11 September 2023 (Monday), CP had the privilege of participating in a significant ceremony marking the official Transfer of Duties for the Commandant of the MAFSC as well as Chairman of the BAKAT committee. This noteworthy event took place at the Hikmat Hall and was graced by the presence of the President of PUSPAHANAS. It marked the transition of responsibilities from Major General Dato’ Haji Semaon bin Haji Marjuki to Brigadier General Zamsari bin Abu Hasan. To invoke blessings upon this symbolic handing over and taking over of duties, all members of the Forces, including FM, DS, and CPs collectively engaged in the recitation of Yassin and Tahlil prayers. This ceremony not only highlighted the importance of leadership transitions within the military but also fostered a sense of unity and spiritual reflection among those in attendance. MAFSC was honored to host a delegation from the GKSCSC as part of their planned study visit to Malaysia on 12 September 2023 (Tuesday). The delegation, under the capable leadership of Colonel Goh Wee Tiong, included an impressive 102 members comprising military instructors, civilian staff, and course participants. During their visit, interactions took place by fostering the exchange of knowledge and experiences at the syndicate room at MAFSC. The engaging discussions allowed both parties to share valuable insights and expertise in their respective fields, creating a rich and mutually beneficial learning experience. Later, sporting interaction held at the picturesque Putrajaya Lake Club. This outdoor activity not only strengthened the bonds between the delegates but also provided an opportunity for the exchange of recreational skills and experiences. It was an enjoyable and memorable outing that added a touch of leisure to the serious undertakings of the study visit. This event exemplified the power of international cooperation and the potential for long-lasting partnerships in the field of military and civilian education.
