ABSTRACT
The operating manual is like a roadmap for travelling, marking the path from
the origin to the destination. An operating manual is typically prepared for complicated or
complex procedures involving numerous processes and human resources; it greatly improves the procedure for maximum efficiency.
This Alternative State Quarantine (ASQ) manual has been prepared to clarify the procedures and approaches in accordance with the disease-control policies of the Health Service Support Department and the Ministry of Public Health. It is to be used in the application process for approval to become an ASQ. It is also a guideline for operating personnel to clarify
the processes involved and avoid any ambiguity to enable appropriate and timely actions despite changes in their position in the organization. Furthermore, it is also a tool for training new staff and a reference including information such as maintenance of the standards of the
physical structure, uniform standards, and instructions on internal processes, and how to approach other organizations. The manual is also a standard against which the standards and successes in the disease control policies published by the Ministry of Public Health will be measured.
The contents of this manual has been gathered, developed, and updated according to the policies of the Ministry of Public Health by the CH 9 Airport Hospital. The hospital has given medical cooperation, provided consultation and advice, and shared medical knowledge regarding public health and safety, as well as occupational health, and assisted in training personnel.
