Among the developing countries, Malaysia is known as the fastest growing
country in recognising the potential of internet in enhancing the quality of
educational delivery. Consequently, The National e-Learning Policy (Dasar
e-Pembelajaran Negara – DePAN) was launched to guide the e-learning
deployment among the Malaysia Public Higher Education Institutions (HEIs).
Massive Open Online Courses (MOOCs) is a real game-changer as students
from all over the world can easily access the higher education. The ministry
has invested on the initiative and Malaysia MOOCs was finally launched
with four (4) pioneer courses from Universiti Kebangsaan Malaysia (UKM),
Universiti Putra Malaysia (UPM), Universiti Malaysia Sarawak (UNIMAS) and
Universiti Teknologi Mara (UiTM).
Since the launch, Malaysia MOOC has benefited over 490,000 both local
and international students. This is definitely a huge success of the initiative.
Hence, this book is published to tell the reader the journey of Malaysia
MOOCs so far.
Finally, I would like to take this opportunity to congratulate the panel of
experts and the Higher Education Department for their effort and hard work
in the publication of the Malaysia MOOCs: The Journey book.

Praise be to the Almighty for making it possible for us and the panel of experts to
produce the Malaysia MOOC: The Journey book. We are especially grateful to the
Higher Education Department for aiding the initiative to publish a book on the journey
of Malaysia MOOC in the Malaysia Public Higher Education Institutions (HEIs).
Malaysia MOOC was made available to the students from all over the world since 2014.
However, the effort towards the initiative was way back then and involved
organizations and professionals which include Malaysian e-Learning Heads Council for
Public Universities (Majlis Ketua e-Pembelajaran Institusi Pengajian Tinggi Awam
Malaysia - MEIPTA).
As the Project Leaders, we are indebted to the panel of experts for their time and help
rendered. We will ensure their working weekends and meetings will not go to waste.
The publication of the book would not have been possible without the dedication and
passion of the team of so many professors, academicians, administrative staffs and

There are a huge number of e-learning terms and phrases, as it is ever-
evolving area in education. With so many new buzzwords and acronyms
flying around in digital education, e-learning will soon need its own
dictionary. Here is an introduction to many of the most commonly
discussed terms to keep close by as a handy reference to begin the
journey to get to know Malaysia MOOCs.
Open Educational Resources (OER) are any type of teaching and learning
materials made available to public to use, reuse, remix or repurpose.
Open Course Ware (OCW) is a free web based publication of teaching
and learning materials created by colleges or universities. The materials
were compiled in a course.
Massive Open Online Course (MOOCs) is an online course delivered to
unlimited large numbers of users at any one time. MOOCs can be applied
for both corporate training and the delivery of educational content. In
addition to the delivery of content, MOOCs often facilitate collaborative
discussion and interactions between both students and teachers, or
instructors and learners.
Face-to-face Learning (F2F) is a traditional classroom learning where both
teaching and learning happens at the same time and place.
Online Learning is where the mode of delivery (teaching) of the lessons
were done with the help of internet and electronic devices independent
of location.
Blended Learning (BL) is a pedagogical method which combines both

30%-79% content delivered online as defined by Sloan Consortium

Each Higher Education Institutions (HEIs) has it’s own independent unit or department to govern its e-learning
activities. Usually those departments are responsible to improve the quality of teaching and learning among the
academicians and students through innovation and effective teaching approach.
Besides, the units are dedicated to explore new opportunities and initiatives related to latest technology and
innovation to support cultivation of LMS utilization and in Malaysia MOOC enhancement.
The initiatives carried out by each unit are implemented in accordance to Dasar e-Pembelajaran Negara
(DePAN) and Malaysia Education Blueprint 2015-2025 (Higher Education) highlighting Shift 9 in public universities.

Malaysia MOOC is a collaboration between Malaysian Public Higher Education
Institutions (HEIs) coordinated by the Ministry of Education Malaysia with Malaysian
e-Learning Heads Council for Public Universities (MEIPTA) to offer courses in three
categories as follows:
• Common courses among the universities,
• Niche courses of each university
• Lifelong learning (skill-based) courses

The Malaysia MOOC model was adapted from National MOOCs Implementation Framework as shown in the figure below. It focused on
mainly three types of input for students, namely infra and info, curriculum and content. Additionally, there are four types of input for
lecturers, namely pedagogy, professional development, governance and enculturation for lecturers. Meanwhile, only enhancement of
teaching and learning was chosen for the output.
Input Variables
Infrastructure and infostructure refers to the information and communication technologies (ICT) such as computers and the Internet, as
well as fixed-line telecommunications, mobile phones, other wireless communications devices, networks, broadband, and various
specialized digital devices.
The main concerns regarding pedagogy and the learning design are course design and delivery, engagement, assessment, and
additional supporting resources. On the other hand, the constructs in curriculum variable are: MOOCs have met the curriculum and
learning objectives, delivery approach, and learning mode. In content development, high quality content is totally necessary in order to
obtain content that is suitable to national education needs.
Output Variables
In enhancement of teaching and learning, the main constructs are effectiveness, motivation, level of learning engagement, skills
(including soft skills, ICT skills, 21st century skills, collaborative skills, communication skills, leadership skills, and entrepreneurship skills),
values and ethics, involvements, learning performance, and teaching improvement. These outputs are important indicators for the
Malaysia public higher education institutions undertaking to be in a class with the top universities in the world.

love quotes. So, it is not surprising to see
that I start and end this chapter with
quotes. This chapter is a brief story of
the journey of Malaysia MOOC—from
its conception to its fruition—in a span
of five months! It was obviously an
exciting and ambitious journey with a
big bandwagon, i.e., involving
academics and technical people from
twenty public universities in Malaysia.

BEHIND THE SCENE
This is only a brief account of events that I can recall
during the months leading to the launching of
Malaysia MOOC. It was certainly a hectic time for me
and my colleague, Professor Dr. Hanafi Atan.
Meetings were held regularly including an online
meeting. We lost count the number of times we
traveled back and forth between Penang to
Putrajaya or AKEPT. I remember Prof. Majid jokingly
offered a room for both of us at AKEPT.
I still remember vividly one of the online meetings (using
Webex) with Datuk Shahrin during the weekend while
he was visiting someone at a hospital and he had the
online meeting with the members in his car using his
mobile phone. That was the sort of unwavering
commitment displayed by the leadership and all the
committee members.
I was given a task to explore the platform for Malaysia
MOOC. Creating a MOOCs platform from zero is out of
question, given the time we have to launch the
MOOCs. It was a time-consuming exercise because I
had to go through and study the features of each
platform. I sent an email to all the MOOCs platform
administrators, explaining the background and object-
tive of Malaysia MOOC and hoping to colloborate with them. I remember having almost 30 minutes Skype session
with one of the MOOC platform administrators. Some of them were interested to collaborate but very cautious of
having unknown Malaysia MOOC on their platform
It was also the first meeting I met the charismatic Professor Mushtak (currently the Provost and CEO at Heriot-Watt
University Malaysia). We were in a group discussion about online learning (later on became Shift #9—Globalised
Online Learning in Malaysia Education Blueprint 2015-2020), together with the effervescent Yasmin Mahmood
(currently the CEO of MDEC). Later on, I was somehow engaged in a conversation with Mushtak about MOOC
and apparently, he was already embarking on the Journey (Malaysia MOOC).
Not long after the first meeting with Prof. Mushtak at Putrajaya, I invited him to Universiti Sains Malaysia, to give a
talk on MOOC and online education. Further discussion on MOOC in general and Malaysia MOOC initiative in
particular ensued. The rest was history...
Chapter 2: Malaysia MOOC 17
The four (4) pioneer Malaysia MOOCs were then supported by the Open Learning platform. Without a doubt,
Malaysia MOOC is a success story—a proud showcase of a collective effort of 20 public universities in Malaysia.
It is not an exaggeration to say that Malaysia MOOC is unique in its model of implementation—the first of its kind
in the world. It is a national effort involving all the 20 public universities to move collectively in unison and
successfully achieved the deliverables and milestones according to the timeline. Kudos to everyone!
Of course, a top-down approach and direct support from the minister himself is crucial in getting the Malaysia
MOOC off the ground within less than a year. Credit to the former YB Minister for initiating the MOOC Malaysia
and online education.
As a last reminiscing of MOOCs journey in this chapter, I cannot help, but to mention a memorable moment with
the former YB Minister and Prof. Hanafi. We discussed and exchange ideas on how to make Malaysia MOOC
become a reality. 2019 mark the fifth (5th) year of Malaysia MOOC made available by the Malaysian public
higher education institutions.
Looking back, it was one of our best memorable time in the MOOC journey and life in academia that we will
fondly treasure. It was a great pleasure having the opportunity working closely together with members of
MEIPTA, MAGNETIC, AKEPT and the Ministry of Higher Education.
