MOOC@UMP started in 2015 under Centre for
Academic Innovation & Competitiveness (CAIC),
Academic & International Affairs Department, UMP.
By end 2015, UMP had established the Centre for
Instructional Resources & e-Learning (CIReL) to lead
university’s e-learning agenda. CIReL is in charge for
MOOC initiative. Learning Management System
(LMS) in UMP known as KALAM, Open Courseware
(OCW) and Global Classroom.

Malaysian e-Learning Heads Council for Public Universities or primarily known as MEIPTA (Majlis Ketua e-
Pembelajaran Institusi Pengajian Tinggi Awam Malaysia) was established on 12th November 2007.
The first conference was held at Universiti Utara Malaysia (UUM) where 19 members from 15 public
universities had participated in the conference. One of the conclusion arrived from the conference was
the appointment of Prof. Madya Dr. Ahmad Jelani (UUM) as the chairman, while Prof. Madya Dr. Posiah
Mohd Isa (UiTM) as the deputy chairman.
The MEIPTA meeting is held three or four times a year on a regular basis and the host is chosen alternately
between Higher Education Institutions (HEIs). Since then, there were 35 meetings held.
THE SECRETARIAT
It was agreed during MEIPTA’s meeting on 3rd December 2009 that permanent secretariats will be
appointed for 2 years by rotation between HEIs.
The university which is represented by the MEIPTA's chairman will automatically be the secretariat.
These are among the tasks of MEIPTA’s Secretariat:

Malaysian public universities have come a long way in disrupting
the conventional higher education by being part of the MOOCs
movement. As indicated in the global trends of MOOCs (Class
Central, 2017) production and enrolment, Malaysia MOOCs are
also showing significant increase in the numbers of courses
being published in MOOCs-mode despite a slower growth in
terms of enrolment. Such trend signifies the relevance of such
endeavour and its prevailing contribution toward Malaysian
students’ attainment of quality higher education.

Despite this, there is still a great opportunity for Malaysia MOOCs to
flourish amidst the crowded “MOOCs Ecology” or MOOCsology.
Top on the list of “What’s Next” in Malaysia MOOCs agenda are centred upon the following:
At present, there are over 200 MOOCs-based credentials available, Expanding the

The Guideline for the Accreditation of Prior Experiential Learning Credit Award - APEL (C), and the Credit
Transfer for MOOCs (Massive Open Online Courses) Guideline allow individuals with working experiences
and various short courses to be entitled for credit transfers taken in the respective academic programmes
offered in higher education institutions - decreasing the duration of their studies compared to regular studies.
APEL (C) encompasses assessment on prior learning experiences (non-formal and informal) for the purpose
of awarding credits. This includes learning through MOOCs and other self-learning method in the Malaysian
Qualifications Framework (MQF).

MyCeL is an abbreviation to Malaysia Centre for e-Learning which was established to ensure
Malaysia will be the best country in the field of research, development and implementation of e-
learning in Asia.
MyCeL plays an important role in planning, coordinating and monitoring the e-learning initiatives
and implementation in each public universities in Malaysia as well as polytechnics, community
colleges, and private institutions of higher learning. Were in accordance to Malaysia Education
Blueprint (2015-2025) and Dasar e-Pembelajaran Negara (DePAN).
