The Department of the Interior
and Local Government

The Department was created under Republic Act No. 6975, otherwise known as the
DILG Act of 1990, in order to promote peace and order, ensure public safety and
further strengthen local government capability aimed towards the effective delivery
of basic services to the citizenry. The operating offices and bureaus responsible for
the peace and order and public safety functions of the Department are the National
Police Commission, Philippine National Police, Bureau of Fire Protection, Bureau of Jail
Management and Penology and the Philippine Public Safety College. The Department
is headed by the Secretary who is also the ex-officio chairman of the NAPOLCOM.
DILG has established regional offices throughout the country to implement the policies
and programs of the Department. It continues to work closely with local government
units (LGUs), national government agencies (NGAs), and civil society, including non-
government organizations (NGOs) and people’s organizations (POs).

Our Mission

The Department shall promote peace and order, ensure public safety,
strengthen capability of local government units through active people
participation and a professionalized corps of civil servants.

Our Vision

A strongly determined and highly trusted Department committed to capacitate
and nurture local government units, public order and safety institutions to
sustain peaceful, progressive, and resilient communities where people live
happily.

Message from
the Regional Director

The unprecedented health crisis that struck us since earlier
last year has brought about drastic changes and profound
paradigm shift which realigned our focus and priorities in
an instant.
We, including our LGUs, painstakingly worked in managing
the effects and impact of COVID-19 pandemic but did not
lose our focus on other significant programs and pressing
issues that our community needs.
The unprecedented global pandemic has exposed
numerous opportunities to fill the gaps in the society,
and positive lessons that we glean from our collective
experience which would be of help to full recovery.
This 2020 Annual Report records our milestones on how we
endeavored to cushion the impact of this pandemic and
continued our programs and activities amid the challenges
and limitations caused by this health crisis.
As I present to you our 2020 Annual Report, let me thank
all the employees of DILG-7 and its field offices for their
commitment and support. No words can muster my
gratitude for your spirit in braving the year 2020.
Let us continue to further sustain the gains that we earned
even before this pandemic and we will be on our way to
recovery and achieving our goals.

Message from
the Assistant Regional
Director

The year 2020 was a year like no other. All the people in the
world faced a common threat, the coronavirus disease.
In all the stumbling blocks amid the global pandemic, the
Department of the Interior and Local Government-7 did not
allow local government units and the public to succumb.
True to its brand of service,“Matino, Mahusay at Maaasahan,”
DILG-7 continued to capacitate and nurture LGUs in finding
creative means to implement measures in stopping the
transmission of the unseen enemy while ensuring peace and
order and public safety are sustained.
Despite the changes due to the pandemic, DILG-7 proudly
managed to pass the second surveillance audit to keep the
International Organization for Standardization (ISO) 9001:2015
certification which was conferred in 2019.
We thank all the management and personnel of DILG-7 and its
field offices who have done exceptional efforts and initiatives
to weather this crisis. Your commitment, resilience, flexibility,
and dedication made all the difference as it evidently showed
how we have mastered many challenging moments in the
past.
We are pleased to present our Annual Report for 2020 that
highlights our participation in the fight against COVID-19 and
our continued contribution to implement the Department’s
programs, projects and activities.
