124 How are the board members of a local technical college selected? Recommendations for local board candidates come from various sources such as Rotary, the Chamber of Commerce, other board members, or community leaders. The president will interview the candidate to determine if the knowledge, skills, and interest of the candidate are a good fit for the college. Candidate information is submitted to the office of the Executive Director of TCDA for review and confirmation. At select times during the fiscal year, the TCDA Executive Director will present board candidates to the State Board for consideration and approval. The State Board votes to approve or reject the candidate. Upon approval, the candidate is eligible to be sworn in as a local board member at the next local board meeting. Local boards have at least seven and not more than 17 members. Members must reside or be employed within the college's service delivery area and within the county they represent. All counties in the service area must be represented by at least one board member, but a board member can represent two counties. Board members may serve three consecutive three-year terms. Have an interest in technical and adult education b. Know the community and its employment needs c. Understand the needs of a particular company or industry in the area d. Are entrepreneurs or represent a company that employs local workers e. Have a particular skillset or knowledge f. Are active in the community and serve on other committees or boards of directors g. Know people of influence in the community h. Are current or past elected officials i. Have a personal relationship with one or more state legislators or other elected officials j. Are known as problem solvers and/or are persons with good ideas What can a member of the Board of Directors do to promote the technical colleges? In their new board member orientation workshop, the board members are asked to: a. Become knowledgeable about their colleges b. Be able to tell impactful stories about the college; talk about students or industries that benefit from the college c. Stay involved d. Get to know the college’s public relations staff and all functions sponsored by the college e. Contribute innovative ideas to help promote the college within their community and beyond f. Talk to students in middle schools and high schools about careers that start with a two-year college education g. Promote the economic advantage of a student starting their college career at a technical college h. Be visible on behalf of the college i. Promote the careers of the future About Local Board Membership
125 What is the role of the local technical college board member? 1. Support the College’s efforts for student success. 2. Participate in on-going, proactive communications of economic development prospects. 3. Maintain awareness of, and communicate to the president, local industry and community needs for programs and services to be provided by the Technical College. 4. Based on guidance from the College president or State Board, advocate through their elected officials at the local and national level for programs and policies that benefit the Technical College System of Georgia (such as securing additional funding for Grants). 5. Following allocation of the annual state budget by the Department, the proposed annual "operating budget" for the College shall be reviewed and discussed by the Board. 6. Review on a regular basis the College's fiscal report of receipts, expenditures, and fund balances. 7. Propose new programs based on their knowledge of global career needs. 8. Convey a message among all stakeholders of the value and critical importance of workforce development through technical education. 9. Attend events acknowledging the accomplishments of TCSG and the College. 10. Fulfill the need of marketing the unique capabilities of TCSG as a preferred educator of choice delivering high touch, best-in-class global careers. 11. Approve board operating procedures, such as establishing committees, management of board minutes, time and place of meetings, public access information, and compliance with O.C.G.A. 50-14-1 - the “SunShine” Laws. 12. Support the college’s mission through monthly meetings (minimum of eight per year). 13. Provide critical feedback from the business community on how well the college is meeting its mission. 14. Pass resolutions recommending to the State Board expansion projects, and/or programs, as deemed necessary or useful for the college. 15. Make any other recommendations as deemed appropriate to the president or the State Board regarding the improvement to Technical College's operations or postsecondary technical education in general. 16. Review and submit to the college recommendations on emerging technologies to meet the future needs of the communities and industries within the Technical College's service area. 17. Review and advise on the college’s Perkins local application. 18. Be aware of the college accreditation status and all efforts to maintain accreditation. Role of Local Board Members
126 In order to receive the TCDA board certification, local board members must complete four (4) required workshops and two (2) mandatory activities. In addition, one (1) additional elective workshop and eight (8) additional elective activities are required to complete the program. Workshops will be offered at various campus locations throughout the year and at the annual TCSG Leadership Conference. TECH Talks are offered as unique workshops at the annual conference on emerging technologies, future careers, and current topics of interest.
