Magazine. This highlights the stories of hope from the completed projects under the different FY 2020-2021 programs of our department. The images and stories in this digital publication serve as an awareness and a testament to the sacrifices and dedication of our field officers including our technical engineers, project evaluation officers, and our implementing Local Government Units (LGUs) in the delivery of programs and services through LFPs. Featuring here also are the stories of our beneficiaries on how these completed projects significantly changed their day-to-day living, and the perceived impacts on their communities. This also serves as an acknowledgment to our implementers, monitors, and evaluators both in the Department and the LGUs for their accomplishments in the timely completion of the LFPs. As we continue to empower our communities, let us help them through the proper implementation of the LFPs that is much needed in our localities to further the development in these areas. PROJECT DESCRIPTION Project Location: Brgy. Ibona, Dingalan, Aurora Project Type: Access Road, Roads and Bridges Project Cost: PhP 9,998,113.79 Program: Financial Assistance to Local Government Unit - Local Access Road Completion Date: 2022-04-26 Beneficiaries: 3,814 Specifications: Width – 5.00m Thickness – 0.20m Length – 780m Shoulders (bothsides) – 1m Dingalan is a coastal municipality in Aurora. One of its barangays is Ibona, home to 3,814 residents in the area and neighbors Barangay Umiray and Cabog. As one of the developing towns in the Province, the Department of the Interior and Local Government’s (DILG) program F.Y. 2021 Local Government Support Fund - Financial Assistance to Local Government Units (LGSF-FALGU) sought to help construct an access road in Old Setic, Ibona by providing an allocated total of 10 million pesos. Since physical isolation is one of the contributors to poverty, an established road would mean improved access to essential and important services and the community becomes more resilient to hazards. Before this project, the residents faced difficulties in crossing their river, specifically during times of rain and flooding which would bring down temporary bridges and JULY 2022 CONSTRUCTION OF OLD ROAD, OLD SETIC, IBONA Collaboration in Changemaking: The Story of Barangay Ibona’s Improved Access Road put locals at high risk. Barangay Captain Ricardo Balala Jr. recalls how students and households had previously been unable to cross on their way to school and reach other parts of the community. Mayor Shierwin Taay delves further into the impact of the project and pointed out that farmers make use of the road to transport their products like coconut and rice to markets for their livelihood, helping bolster the local economy. Another example of how this project has been a key catalyst in the community’s development is how it has provided employment opportunities directly within their neighborhood. One such story comes from Marlon Julian, a resident of Ibona who was able to be employed as a construction worker during the implementation of the project. This goes to show how an infrastructure project can become truly participative as a collaborative effort between the local community it is directly benefiting, the Local Government Unit, and DILG. 08 BANYUHAY

Together, the DILG Provincial Office of Aurora, local governments, and the residents themselves worked together to successfully complete this project. AUGUST 2022 CONCRETING OF 1KM ROAD AT BARANGAY DIALATNAN, MARIA AURORA, AURORA The Barangay of Dialatnan in Maria Aurora is one of the tightknit communities home to 229 residents, in the province of Aurora. This neighborhood consists of households that depend on the farmland in the area to sustain their livelihood and is surrounded by high terrains. That is why one of its residents, Ramuro Esteban, shared how building a road helped farmers sell their agricultural products by allowing them to reach markets in farther locations. Additionally, children used to have to travel greater distances in order to reach their school. They had to take a longer and more time-consuming route through the mountain and over rivers to be able to study. However, with the improved road construction implemented by the Provincial Government of Aurora, there are now fewer obstacles for the residents of Dialatnan. Constructing Ways for Communities to Grow and Connect The newly improved road has also enabled residents to reach their evacuation center in preparation and in response to emergencies. Barangay Captain Crusaldo Asuncion shared how people may sometimes have to remain in their homes because their evacuation center was blocked off from flooding rivers. These types of situations put them at high risk, but now with the newly paved road, families can find shelter in a safer area where the local barangay can check on their wellbeing. According to Engr. Karl Joel Amatorio, one of the factors that helped with the project’s implementation included the establishment of a close relationship between stakeholders which facilitated closer communication in the times that it is needed. Doing so allowed for more open communication and better risk management for any issues that arose during the road’s construction. 10 BANYUHAY

Additionally, construction in the area can create economic opportunities directly when people within Dialatnan are employed for its construction and maintenance. 12 BANYUHAY


SEPTEMBER 2022 BARANGAY ELECTRIFICATION AT BARANGAYS LIPIT RELOCATION SITE, GUPA RELOCATION SITE, CALAOCAN EXTENSION AND DINADIAWAN, DIPACULAO, AURORA Powering Homes for Empowered Communities The municipality of Dipaculao, Aurora is home to a diverse group of people, its population most notably consists of indigenous groups, fisherfolk, and farming communities. Several of its homes in barangays like Calaocan, Gupa, Lipit, and Dinadiawan however lacked access to stable power sources. According to Dipaculao’s Comprehensive Development One issue that arose as a result of the growing reliance on communication was the inability of individuals to power their devices at home. In the past, residents had to go to the town itself to charge their phones, which are necessary for communicating with their local government units and essential services during disasters. Because of this, the Dipaculao LGU and the Department of the Interior and Local Government's Financial Assistance to Local Government Units were able to implement this project for the extension of secondary lines, which will provide electricity to these homes and enable families to use appliances, gadgets, and power lights that enable them to continue sustaining their livelihoods. Plan covering the year 2020-2029, the municipality experiences frequent abrupt power interruptions, and some neighborhoods have no access to stable power sources which tremendously affects the socio-economic activities of residents and business owners such as investment/income opportunities, recreation, and development. This project was successfully accomplished due to the consultations with the Barangay Local Government Units to ensure that the electric poles were situated in areas that were in need and could provide the most impact to their surrounding households. Another example of this complementary infrastructure development was another project for the construction of an evacuation center which was built close to an electric post. This is so that during times of disaster, or most importantly for preventive measures, families could remain in a safe area that had working lights, essential equipment, and running water and sanitation. As seen from the impacts of the construction of new power lines, sufficient energy access has affected the residents of Dipaculao, powering the way for economic growth, social development, and inclusion. This electrification closer to the homes of the communities in Lipit, Gupa, Calaocan, and Dinadiawan also contributes to safety and has a wide impact on their daily life. Project Location: Brgy. REACHING OUT TO THE FARMERS OF BARANGAY MALIGAYA OCTOBER 2022 CONCRETING OF FARM-TOMARKET ROAD AT SO. DICABIBIAN TO SO. MALATINAYEN Barangay Maligaya is located in the Municipality of Dilasag, Aurora whose essential source of income comes from agricultural produce in the area. However, farmers shared that there was a need to address the lack of accessibility especially when it came to farming and transporting goods to other places. They often mentioned that they used to have to cross rough passageways and would spend too much time traveling through this area which could have been instead spent on more agricultural activities. Especially since the path was at an elevated location, travelers were at higher risk from shifting ground or obstacles. Due to this pressing need, the Local Government of Dilasag proposed this project to concretize 0.519 kilometers of a farm-to-market road catering to 1,915 people. This would not have been possible without the effective analysis of the beneficiaries’ needs to pinpoint the location in which the road would be most feasible and, most importantly, serve them best. Because of its strategic location, a challenge that arose during construction was during the time of harvest for the farmers when they would need to export their crops. Despite this conflict, the Municipal Planning and Development Office addressed the farmer’s concerns. One of the key benefits of this project is that not only does it help the residents’ livelihood, but they are also now better able to access the evacuation center during times of disaster. One key development is that disaster response is now more preventive where households living in at-risk areas are prompted early and therefore can evacuate safely even prior to the onslaught of typhoons. This year, the northern portion of the province of Aurora like the municipality of Dilasag has often been affected by heavy rains, but with preventive measures and infrastructure working hand in hand communities like those living and working in Barangay Maligaya who rely on the earth’s natural resources can have increased safety. 16 BANYUHAY

A key asset for sustaining livelihood is physical capital which includes adequate and appropriate infrastructure so that there are no geographical obstacles for farmers in Maligaya. When serving the needs of the agricultural sector, not only must LGUs consider programs that help with farmers’ welfare, but must also cater to the infrastructural needs that would aid and sustain their work. Additionally, the DILG Provincial Office of Aurora conducted technical training to capacitate the LGU in the implementation of CMGP, specifically in Construction Supervision, and Quality Assurance/Quality Control so that even after a year after its completion, the road is still being regularly maintained to ensure that the public is able to benefit from the project. It is clear that the project is not just a success due to its completion, but its sustained positive impact continues to support the community’s economy and social well-being. NOVEMBER 2022 IMPROVEMENT OF DINGALAN-UMIRAY PROVINCIAL ROAD Filling the Gaps for Sustained Community Development: The Story of the Dingalan-Umiray Provincial Road Dingalan is one of the rapidly developing municipalities in the Province of Aurora. One of the ways it has been growing is in its infrastructure which allows its residents and visitors to travel throughout the area with more ease and convenience. One such project is the Improvement of the Dingalan-Umiray Provincial Road which was implemented by the Provincial Government of Aurora and funded under the Department of the Interior and Local Government’s Conditional Matching Grant to Provinces (CMGP) for F.Y. 2020. It connects several already present roads to literally fill the gaps and enable several barangays to access essential goods and services, where residents no longer have to resort to walking through dangerous paths. Before the project’s implementation, the Provincial Government of Aurora was able to identify the project sites to be most beneficial since they would connect several roads and other infrastructure projects which complement each other. Evacuation centers, homes, health centers, schools, businesses, and scenic landscapes for tourists are connected along its pathway. 20 BANYUHAY

D E C E M B E R 2 0 2 2 S T R EET L I G H T I N G I N B A R A N G A Y S A B A N G Lighting the Path of Hope in Sabang, Baler Sabang, Baler is one of the tourist destinations in the province of Aurora that is known for its beaches and waves that are perfect for surfing and recreation. This influx of tourism helps support local businesses in the area. Hence, the Municipal Local Government, in partnership with DILG under the Local Government Support Fund-Financial Assistance to Local Government Units program, is always on the lookout for ways to further improve its environment for visitors and, most importantly, to improve the lives of residents through thorough needs assessments, planning, and provision of resources for impactful projects. One of the problems that those in Sabang used to face was the dimly lit streets, so it was no surprise that after the first lighting, there was an overwhelming reception of positive feedback. On the night of November 26, 2022, the people of Sabang, Baler were greeted with the lighting of their beloved community streets allowing them to see their neighbors, family, and friends just in time for the holiday season. Residents recalled the first time the 56 street lights were turned on. They finally had the freedom to walk or travel feeling safe and secure. Citizens spoke of how the lights were bright enough and that they were no longer scared when crossing their bridge. Others commented, “Ang sarap po mag drive pauwi ng aming tahanan sobrang liwanag.”, “Sarap sa pakiramdam ang nakikitang patuloy na pag unlad ng ating bayan dahil sa pagtutulungan ng magigiting na lingkod bayan”, and “Ang ganda nga po at ang liwanag. Salamat po!” These are just some of the feedback that was said when Congressman Rommel T. Angara posted a video of the project’s lights on at night. 22 BANYUHAY

Rogelio Salonga, 59, the Chieftain of the Indigenous People, and Jaime Remetio, 60, a farmer and resident of Brgy. Bilolo, shared their struggles in bringing their crops to downtown. With the concreting of the 1.6- kilometer section, Salonga and Remetio, together with their fellow farmers can confidently deliver their harvests to the market without worrying about their safety. Implemented by the Municipality of Orion, the concreting of the road from Brgy. Gen. L im to Brgy. Bilolo, specifically in Sitio Arkong Bato was funded under the DI LG’s F. Y. 2021 Financial Assistance to Local Government Units with a national subsidy of P20,000,000.00. The transport tricycles often demand higher fees as their vehicles easily get damaged due to the unpaved, rocky, and sloping roads. OCTOBER 2022 CONSTRUCTION OF ANNEX BUILDING IN BARANGAY PANILAO Powering Homes for Empowered Communities Government buildings serve as seats of power and source of public services. Pilar is fast providing quality public services to its residents. With its government center, numerous national agencies could relocate their offices to provide services to the people of Pilar. Other institutional infrastructure supports are barangay halls. The industrial activities in the Municipality of Pilar are characterized by small-scale industries built around the urban core and its vicinity. Consequently, the construction of the Annex building in Barangay Panilao, Pilar, Bataan was locally funded under the LGSF AM FY 2022 GAA. With an allocation of P12,000,000.00 and a total floor area of 530 square meters completed last August 28, 2021, through the Local Government Unit in collaboration with the Department of the Interior and Local Government (DILG). The project scope includes demolishing the old-story building to a two-story building with seven (7) offices, an archive room, a conference room, and then (10) comfort rooms. The project was successful in providing a good working environment to all municipal employees in Engineering, Planning and Development, Agriculture, PESO, and other necessary offices such as COA, BIR, and postal. This also gives convenience to at least fifty-three employees working in the facility. Compared to the previous condition of the working place, the newly built structure offers a more conducive atmosphere for the LGU staff. One way or another, the completion of the project improving the work environment includes giving employees more comfortable space and providing better access to clients all while respecting their privacy. This helps in increasing productivity and efficiency in the LGU, which then translates into customer satisfaction and better service. Barangay Palili in the Municipality of Samal, Bataan, is a habitation for smallholders and farmers. Back then, these workers had been enduring the bumpy travel to and from the distribution centers via the then-dry-weather road. The undeveloped area before was the main reason why the farmers are unable to transport and sell their products. Thus, farm-to-market roads play a highly significant role in improving the rural economy. They are particularly critical to greater food production and trimming down the cost of farm commodities. With this, with an allocation of P10, 000,000.00 through the DILG's Financial Assistance to Local Government Unit (FALGU) FY 2021, the LGU managed to pave a fivemeter-wide road covering the 603.3-meter portion of this street with solar panels that are very useful especially at night. People struggle to find warmth and shelter during disasters. To provide them with a place to evacuate, local officials had to negotiate with private constitutions. Lack of space puts people's health and safety in jeopardy. They also struggle to be productive and take part in social activities that give them a chance to show off their skills and abilities and encourage their creativity. With an allocated budget of ₱7,985,168.45 subsidized through F.Y. 2021 Financial Assistance to Local Government Units, the project was fully completed on March 15, 2022. Multiple Dilemmas, Multipurpose Solution Through the space provided by the constructed multipurpose building, peace and order are restored among the youth as they turn away from illegal activities and focus on recreational activities that give meaning to their childhood. Residents now have local access to evacuation areas, making it easy for them to relocate. The multi-purpose building became an avenue for social activities and other activities designed to harness social welfare. Public servants can now conduct government functions including barangay assemblies, meetings, training, seminars, and other government-related activities. A PLACE WHERE EVERYONE CAN REST AUGUST 2022 IMPROVEMENT OF MUNICIPAL PARK AT BRGY. POBLACION, SANTA MARIA, BULACAN Santa Maria is a first-class highly-urbanized municipality in the Province of Bulacan and is one of the leading financial centers in the province. The municipality gives importance to the role of urban parks as community assets that cater to the environmental, economic, educational, and social needs of society and serve the interests of all kinds of people, thus, improving the quality of urban life. In March 2021, the Local Government Unit of Santa Maria completed the Improvement of the Municipal Park at Barangay Poblacion and had it inaugurated in December, of the same year. The Department of the Interior and Local Government’s (DILG) program F.Y. 2020 Local Government Support Fund – Assistance to Municipalities (LGSF-AM) provided an allocated total of 11,623,000.00 to fund the concreting of pavement, laying of paving blocks, and building of perimeter fence to outline the borders of the Municipal Park. The people now enjoy the newly-improved Municipal Park located at the heart of Santa Maria, Bulacan. In contrast to the inconvenience caused by limited space, the Municipal Park now provides clean space for peers to breathe and relax and a spacious parking area for vehicle owners. Travelers from neighboring towns stop by to admire the scenic view of the place and regain strength before they go home. With the statues and emblems of Santa Maria's heroes that stood still nearby, it preserved the city's historical identity. On the night of Christmas, the Municipal Park was lit with different colors - just the right time to celebrate the season and showcase the town’s cultural music and dance tradition. Before the construction of the storm drainage extension, tricycle and jeepney drivers experience driving through the flood at the expense of their motor vehicles. Residents living near the area had to soak their feet in order to pass by the road while travelers from outside the barangay encountered flooding going to their destinations. Feature of the Month In August 2021, the Local Government Unit of Calumpit completed the upgrading of the farm-to-market road at 3rd Island in Barangay Sapang Bayan. The upgraded 320-meter farm-tomarket road has been improved to serve the local farmers and families that live on 3rd Island and the nearby barangays of Sapang Bayan, Calumpit, Bulacan. The rehabilitated road, which measured 3.5 meters wide, 320 meters long, and 0.20 meters thick, had alleviated major concerns among local farmers about transporting agricultural products to market. The farm-tomarket route had not only paved the way for livelihood success, but it had also provided a safe and better access road for vehicle owners and students who only walk to school. Farmers and students living on the 3rd island can now walk without needing to soak their feet in the mud during rainfall and without getting wounds from accidentally stepping on potholes. Vehicle owners can travel back and forth to the remote area and safely go home. The community also sought to use the road for exercise. People of various ages jog and sit under the trees to rest.
