NOVEMBER 2022 CONSTRUCTION OF FARM-TO-MARKET ROAD IN BRGY. SAN MATEO, NORZAGARAY, BULACAN A Clean ad Safe Water Supply in the Neighborhood The barangay of San Mateo in Norzagaray, Bulacan, is one of the 822 barangays nationwide that was declared by the Armed Forces of the Philippines (AFP) as an "insurgency-free barangay" and was entitled to receive a total of P20 million worth of priority projects under the Support to Barangay Development Program (SBDP). A flagship program of the National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC), which was lodged through the Department of the Interior and Local Government (DILG) under the localization of Executive Order No. 70, which aims to achieve inclusive and sustainable peace and development by ending local communist armed conflict through a whole-of-nation approach. The DILG allocated a total of 3.7 million to fund the construction of a farm-tomarket road situated in the remote area of Sitio Suha in Barangay San Mateo. The Farm-to-Market Road project aims to provide a local access road for the indigenous people living in the remote area of Barangay San Mateo. Without the constructed road, local residents, particularly the Dumagats of Sitio Suha, and nearby barangays endure walking with bare feet on the long, muddy road because motor vehicles won’t stay safe on the ground during the rainy season. In October 2022, the Provincial Government of Bulacan (PGB), with the assistance of the DILG, completed the construction of the farm-to-market road in Sitio Suha. The FM road was constructed within the 1687.88 sq. m area with a length of 607.50 m in total. The indigenous tribe of Dumagats is now traveling safely back and forth from their home without avoiding scattered rocks or fearing accidents along the road. Men and women of the tribe express their gratitude to the government for reaching their land and showing them possibilities to utilize their agricultural resources. Drivers of motor vehicles can now carry a decent load of their products to sell in the downtown market, and students are walking with their friends back to their homes. The DILG, in coordination with the Local Government Unit of Norzagaray, is determined to help improve the lives of the people in Norzagaray, from providing them access to local roads and infrastructures to equipping them with agricultural resources that will help them with their daily needs and expenses. DECEMBER 2022 REHABILITATION / IMPROVEMENT / CONCRETING OF ROAD AT BRGY. SAN SEBASTIAN, HAGONOY, BULACAN Hagonoy is a first-class fishing municipality known for its rich Aquaculture Production. The municipality is virtually an island bounded by major bodies of water on all sides: Pampanga River on the Northwest, Manila Bay on the South, and Labangan Channel, a manmade waterway, on the East, therefore makes it a geographically low-lying area surrounded by waters that nearly cover the land oftentimes during high tide and from floods caused by natural disasters. As a result, the town suffers from the consequences brought by severely damaged roads, thus, challenging the local road management of the town. The DILG allocated a total of 7.4 million to fund the Rehabilitation/Improvement/Concreting of the Road at Sucol, Brgy. San Sebastian, Hagonoy, Bulacan. The drainage system was improved and the road is widened for safe Road Improvement Leads to a Safety Neighborhood transportation. Without the improvement of the public infrastructure, local residents of San Sebastian and nearby barangays suffer from floods causing dilapidated roads. The Local products of the town are transported going in and out using the route passing to San Sebastian. It was hard for the fish farmers and merchants to transport their products. Residents of Sucol especially vehicle owners and students often soak their feet in order to reach their homes. Now that the local access road was improved, students walk through a flood-free road, and vehicle owners are now confident to drive using the San Sebastian Route. Transportations and mobilities going to San Sebastian and other nearby barangays are now easy and accessible. 54 BANYUHAY

Clean and safe water is one of the basic necessities of people in order to survive. However, not everyone, especially those who live in outlying areas, has ready access to clean and safe water. This is the case with the residents of Cuyapa, an upland barangay in Gabaldon, Nueva Ecija. To address the issue, LGU-Gabaldon, through the FY 2020 Local Government Support Fund - Assistance to Municipalities (LGSF-AM) Program of the Department of the Interior and Local Government, proposed a level II potable water system project to provide the concerned residents with ready and easy access to clean and safe water. Before, the residents had to fetch water from the nearest hand water pump or creek. This was more challenging during the rainy season as the muddied path to the pump or creek makes it more difficult to carry water containers back to their homes. Also, there are several reports in the barangay that some residents developed water-borne diseases caused by drinking untreated water from these sources. JULY 2022 CONSTRUCTION OF LEVEL TWO POTABLE WATER SYSTEM With a total allocation of Eight Million Nine Hundred Eighty Thousand Pesos (Php 8,980,000.00), the newly constructed level II potable water system is currently providing clean and safe water to an estimated 500 households in Barangay Cuyapa. The aforementioned project aims to eliminate waterrelated health issues and problems in the area by enhancing access to clean and safe water. The project also helps to alleviate not only the lack of supply of drinking water but also the lack of supply of water for the domestic needs of the residents. The Municipality of Gabaldon also plans to upgrade the level II potable water system project to level III through local funding to bring clean and safe water directly to the resident’s houses. Indeed, the grant under the Local Government Support Fund-Assistance to Municipalities (LGSF-AM) Program is of great help to LGUs as it aids them to deliver basic services to their constituents. AUGUST 2022 PROCUREMENT OF TWO (2) DRR VEHICLE (MPV) WITH EQUIPMENT The risk of disasters caused by natural hazards is increasing day by day. The Philippines' geographical location makes it susceptible to natural disasters. With this situation, a nationwide enhanced capacity in disaster risk management is in need to hinder the tide of rising economic and human casualties. General Mamerto Natividad, one of the 4th class municipalities in the Province of Nueva Ecija, was having difficulty financing disaster equipment and materials to become disaster-prepared in terms of mobilization. To address the municipality’s root causes of vulnerabilities to disasters, the LGU proposed the procurement of two Disaster Risk Reduction Vehicles, which was then realized on July 26, 2021, with the help of F.Y. 2020 Local Government Support Fund – Assistance to Municipalities (LGSF-AM) of the DILG. Gen. Mamerto Natividad Heightens Mobilization on Disaster Response The procurement of the DRR vehicles has an allocation of Php3,623,000.00. The LGU intends to utilize the vehicle in providing quick response during disasters such as typhoons and flash floods among others. Recently, General Mamerto Natividad used it in earthquake assessment and inspection. Further, it is also being used in COVID-19 disinfections, acquiring vaccines and other supplies, and providing relief goods to families who were greatly affected by the pandemic. The DRR Rescue Vehicle of General Mamerto Natividad triggered economic growth and development anchored on the principles and objectives of disaster preparation, migration, and climate change adaptation of the municipality. It has also become one of the hallmarks which prove that the “Assistance to Municipalities” Program made a great impact in helping LGUs in their mandate of providing better basic services to their constituents. 60 BANYUHAY

SEPTEMBER 2022 C O N S T R U CT I O N O F F A R M - T O - M A R K ET R O A D Ten In One: The Farm-toMarket Road Project of Gapan Gapan City, a fourth-class component city of Nueva Ecija, is proud to showcase their newly-paved farm-to-market roads that are envisioned to invigorate the local economic activities by enhancing road accessibility of its barangays. The concreting came into realization with the help of the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) of the DILG. The project with a total allocation of Php 99,900,000.00, began on August 30, 2021 and was completed on October 8, 2021. It has a total length of 7,620 meters which was divided in the barangay of Bulak, Maburak, Mahipon, Makabaklay, Marelo, Pambuan, Parcutela, San Nicolas, San Roque, and Sto Cristo Sur. Before, farmers needed to traverse rough or muddy roads to transport and sell their agricultural products. With the newly-paved farm-to-market roads, the residents can now easily bring their harvests and products to the market. Also, passersby and commuters, especially students and employees can now have safer and easier access to their schools and workplaces. It reduces the danger and gives wider visibility to pedestrians, drivers, and other road users at night. To bring lights and improve the security and safety in its locality, the municipality of Zaragoza, proposed two projects entitled "Construction of Solar Street Lights" and "Rehabilitation of Existing Solar Street Lights" which then materialized with the help of the Local Government Support Fund – Financial Assistance to Local Government Units (LGSF-FALGU) of the DILG. Zaragoza is bounded by Aliaga, Jaen, Licab, San Antonio, and the neighboring municipality of Lapaz, Tarlac. Predominantly having agricultural lands where farmers mainly cultivate rice produce, Zaragoza’s municipal market has become the center of commerce for farming harvests, not just from its locality, but also from a number of barangays in the adjacent municipalities. With the allocation of Php 3,000,000.00, the LGU constructed 54 units of new solar street lights at Barangay Carmen and Gen. Luna which illuminate the roads going to the Municipalities of Aliaga and Sta Rosa respectively. This aimed to lessen accidents in the area and improve the economic activities of the municipality by providing safer road access to the people when traversing at nighttime. To bring the frontline services to the doorsteps of the residents, a good road network that connects the municipality to its barangays is necessary. With this in mind, the LGU proposed a “Concreting of Farm-to-Market Road” project at Barangay Estrella. Estrella is a boundary barangay of Rizal that mainly produces agricultural products. It connects the Municipality of Rizal to General Mamerto Natividad. Estrella's Farm-To-Market Road Paves the Way Toward a Dream Come True With the grant of the DILG Local Government Support Fund—Financial Assistance to Local Government Units (LGSF—FALGU), the paving of a one-kilometer stretch road came to a realization. The project commenced on December 9, 2021, and was completed on May 18, 2022. With a total allocation of Php 10,000,000.00, the paved road not only benefits the 5,406 residents of Estrella but also provides convenience for students, workers, and other road users traversing from nearby barangays and municipalities. It also gives a better opportunity for the farmers, providing them with easier access when cultivating the lands and transporting their agricultural produce to the market. The construction of the farm-to-market road in Estrella aided the LGU of Rizal in extending assistance and reaching out to those on the outskirts of their community. The project demonstrated how the locally funded projects under the LGSF-FALGU Program of the DILG have helped LGUs achieve their goals of becoming excellent local governments and delivering improved basic services to their constituents. SLOPE PROTECTION ERECTED IN HILLY VILLAGE IN THE TOWN OF PORAC JULY 2022 C O NST RUCT I O N O F SL O PE P R O TECT I O N Porac has a hilly to the mountainous terrain in the majority of its plains and has 29 Barangays. The town has two distinct climates, rainy and dry. One of their highland barangay is Babo Pangulo; its population as determined by the 2020 Census was 4,040, this representing 2.87% of the total population of Porac. The majority of the homes built along the cliff are at risk of a landslide mostly on rain, because of this they use sandbags to prevent soil erosion. Typhoon Ulysses is a powerful Category 4-equivalent typhoon that hardly hit the Heart of Central Luzon Wednesday evening, November 11, 2020. The Barangay Pangulo, Porac, Pampanga is one of the places where typhoon Ulysses caused serious damage. There was a landslide that made the locals fear for their safety and resulted in the closure of the road connecting other barangays. For this reason, the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Porac made action to resolve this damage. With the help of the Local Government Support Fund (LGSF) under the Disaster Rehabilitation and Reconstruction Assistance Program (DRRAP) F.Y. 2021. A 120-linear meter slope protection was built to protect residents and the community from landslides, especially during the typhoon season. The project, which has a budget of 199,400 pesos, was finished last February 15, 2022. Families above the slope and motorists passing through benefited from this project. Now, the newly constructed slope protection is already being enjoyed by the locals, assuring their safety and reducing their worry in the case of a typhoon. Furthermore, the route is safe for travel through nearby barangays. 72 BANYUHAY

A N A Road to An Easy Way Santa Ana is a 3rd class municipality in the province of Pampanga with a population of 61,537 as per the 2020 census. The town's proximity to Pampanga's capital means that most drivers utilize it as a route to get to other towns. As a result, traffic in the town proper is congested. The residents of San Nicolas complain about the cracks, narrow pavement and other poor road conditions hat add pain to drivers, passengers, and pedestrians. With this, the LGU of Santa. Ana has planned to upgrade the access road in Barangay San Nicolas to serve as a bypass road to prevent traffic in the town prope. In July 2020, Through the FY 2020 Local Government Support Fund – Assistance to the Municipalities (LGSF-AM 2020), the Department of the Interior and Local Government allocated Php 9,587,283.14 for the road upgrading project in Barangay San Nicolas, Santa Ana, Pampanga. Damaged paved roads were also repaired and widened. The fund allocated to this project provided rehabilitation and upgrade to the existing 800 m long, 4.5 m wide, and at least 0.20 m thick concrete road which was completed in December 2020. 78 BANYUHAY

Drivers, passengers, and pedestrians can now travel with ease. It now serves as a bypass road for motorists not just to the people of Santa Ana but also to the people of nearby municipalities. Additionally, this road provided access to the Material Recovery Facility (MRF) of the community, which will aid in the MRF's daily operations. The realization of the project was made possible because of the continuous communication between stakeholders, a thorough inspection of the details of construction, and the cooperation of the local engineers of the town of Sta Ana and the DILG Pampanga Locally Funded Project Team to ensure the improvement in the said access road. At the end of it, the officials made a promise to the town of Sta Ana will continue to monitor the area and consult with the beneficiaries of the project to ensure its preservation. OCTOBER 2022 L O C A L A CCES S R O A D R E H A B I L I T A T I O N /I M P R O VE M E N T I N B A R A N G A Y B A T A S A N - S U CL A Y I N - C A M B A The Municipality of Arayat Welcomes New Opportunities Through Improved Local Roads The Municipality of Arayat, Pampanga is a recipient of the Local Government Support Fund – Assistance to Municipalities (LGSF AM) Program, which aims to capacitate the local government units to sustain progressive and resilient communities. Arayat is primarily known for its mountainous and agriculturally-rich landscape. Arayat also welcomes investors from all parts of the country which in return contributes to the town’s state of progressivity. The Barangays Batasan, Suclayin, and Camba, situated in the lower part of Arayat, are the primary beneficiaries of this support fund. Before the construction of the road, residents and passersby had to endure a long stretch of rocky and muddy rough road. Business owners complained about the sluggish rate of delivery of their goods, and the residents repeatedly whined about the floodwater and mud entering their homes. In March 2022, the struggles encountered by the neighboring barangays finally ceased after the realization of the newly constructed road. Residents and passersby ecstatically rejoiced in the completion of this long-dreamt project because of the vast improvement that they immediately experienced. 82 BANYUHAY

To this day the town of Mexico is still one of the most economically active towns of the province of Pampanga because it is carved out of vast lands which connect the Capital City of San Fernando, Angeles City, and its neighboring towns of Santa Ana, and San Luis. Being in the center of these cities and towns, it is important that the town should keep its road networks working and well maintained. With this objective in mind, the municipality chose to utilize the opportunity to choose a road project for their FY 2021 Local Government Support Fund – Financial Assistance for Local Government Unit Project (2021 LGSF-FALGU). NOVEMBER 2022 IMPROVEMENT/CONSTRUCTION OF ROAD WITH REINFORCED CONCRETE DRAINAGE WITH COVER FALGU Paving the Way for Continuous Progress in Town Barangay San Jose Matulid, located near the heart of the town, has one of the busiest streets in the whole town. And before the project was realized there was a dilemma that restricts motorists, residents, and business owners from smooth travel and transport in the barangay. The primary beneficiaries stated that the dilapidated road made their travels quite challenging. Residents residing near the newly improved road gleefully expressed their gratitude to the Department of the Interior and Local Government and their local officials for the project, and for assuring its quality through constant communication and thorough inspection. DECEMBER 2022 LOCAL ACCESS ROAD UPGRADING IN BARANGAY SAN VICENTE Apalit is a historic town that was founded in 1597. It got its name from the Pterocarpus Indicus, also known as the Apalit tree in Kapampangan. It is located in the eastern part of the Pampanga Province in the Central Luzon Region. The "Libad" the "Apung Iru" fluvial procession which is annually held here on June 28, 29, and 30, is the most widely recognized religious procession in the province of Pampanga. It is considered the Kapampangan equivalent of the Black Nazarene procession of Quiapo. Bagong Pag-Asa, Barangay San Vicente, being near the new public market was a developing area. For thirty years the residents had to endure riding boats and some had to relocate because the area was inhabitable due to the constant flooding and muddy road. Residents rejoiced and deemed the project as their "Bagong Pag-Asa" (New Hope) as they have permanently parked their boats for good. After the road was completed the economic activity rose, residents came back, and the land appraised in value. However, getting there safely and securely is another matter we must consider. The absolute necessity for paved roads does not just constitute development for growth but also the means of subsistence for the people in the area. In Moncada, Tarlac, farming has been the residents' source of income and livelihood. They took pride in the agricultural goods they were harvesting, which were exported to other nearby provinces. As described, the road they used to transport their crops was in poor condition, and it got way worse during the rainy season. Progress to Harvest Having established the need for road access, the "Local Road Opening of Liwliwa Farm-toMarket Road at Barangay Ablang-Sapang" project became the municipality's top priority in an effort to alleviate the farmers' pressing problems. The project, which was concluded on February 18, 2022, received a total of ten million pesos from the Financial Assistance to Local Government Units program for the fiscal year 2021. The project aimed to increase food and livelihood security and promote employment initiatives through the beneficiaries' hard work and perseverance. Feature of the Month Service to others has been the driving force behind many important movements. Continued pandemic and typhoonrelated disasters, which regularly disrupt people's livelihoods, underline the need to reverse the rising poverty profiles which the people have borne. Those at the bottom of the social ladder have been holding out hope that the government will improve their lot. This necessitates tailoring concepts, methods, and policies to the specific regions being impacted. In keeping with this goal, the Municipality of Santa Ignacia, Tarlac has submitted a proposal to the Department of the Interior and Local Government's Local Government Support Fund-Disaster Rehabilitation and Reconstruction Program (LGSF- DRRAP) to fund a program that will provide aid to daily wagedependent workers. The efficiency and importance of local government units during the recovery era, demonstrated by the provision of sustainable livelihood programs, provided a ray of hope for the municipality's citizens. According to Precious Grace J. Gacusan, Municipal Social Welfare and Development Officer, the project, titled Provision of Alternative Livelihood Assistance to the Victims of Disaster, creates an opportunity for everyone. The project's implementation meets the beneficiaries' needs while ensuring its sustainability. Since the recipients are already capable of caring for and reproducing goats, providing them with goats eliminates the need for additional training. It is located in the northeast corner of the province, which is still several kilometers away from the city proper. A provincial road serves as its main entry point, primarily responsible for the ease of transportation of residents and the growth of small businesses in the area. Surely any major damage could bring significant inconvenience to the barangay. The provincial road has recently undergone rehabilitation through the collaboration of the Department of Interior and Local Government – Tarlac and the Provincial Government of Tarlac. The rehabilitation covered 2.6 kilometers, making the road several inches thicker and 6.2 meters wide with 1-meter shoulders on both sides. This recent development would surely help improve mobility and boost Sapang Maragul’s economy. 94 BANYUHAY

It is a town where fattening and raising chickens, ducks, goats, pigs, and cattle are also forms of agricultural activities which are entirely favored in. Its multitude of agricultural products and other agricultural activities all make the municipality of Moncada one of the rising towns regarding economic growth. Latterly, Moncada is known to have Outstanding Practices in Material Recovery Facility Operations in the whole region of DENREnvironmental Management Bureau III. Paving the Way to Progress Which, one of its Barangay, Sta. Monica held as the 2nd Overall Barangay Winner in Search for Environmental Champions 2022 Cleanest and Greenest Barangay in the Province of Tarlac. This proves the camaraderie embedded within the people of Moncada, especially in Brgy. Sta. Monica, which serves as proof of their being deserving of such a program. At present, as a municipality lived by most farmers, a local access road that residents considered necessary has recently been constructed on the provincial road. To serve the needs of the residents, the project was developed in partnership with the Department of the Interior and Local Government (DILG) of Tarlac and the municipality of Moncada. This project is under the Financial Assistance to Local Government Units (FALGU) Program for the year 2022, spanning 400 meters long, 5 meters broad, and 20 centimeters thick. Farming, the main occupation of the residents who live in the eastern part of the town, makes having safe and quality roadways vital to the local economy’s growth. A road concreting project in Sitio Masamat, Brgy. Anupul, Bamban began on the 25th of July 2022 and was completed on the 18th of October 2022. This project was financially assisted by the DILG Tarlac with a total allocation of ₱5,000,000.00 spanning 400 meters in length under the program Financial Assistance to Local Government Unit (FALGU 2022) – Local Access Road. NOVEMBER 2022 CONSTRUCTION OF VILLAGE ROAD (CONCRETING OF ROAD WITH LINE CANAL) FALGU Paving the Way for Continuous Progress in Town The project has 520 beneficiaries in Barangay Anupul of Bamban. The barangay has a population of 21,794 as determined by the 2020 Census. This represented 27.85% of the total population of Bamban. The main sentiment of the people of Anupul is that the roadway was merely passable before the road concreting project started primarily in the rainy season. The completion of the project improved the quality of life of the residing locals. Transportation of passengers and farming goods went much smoother than before. The completion of this project, among many, shows the essence and significance of DILG’s programs to its beneficiaries.
