About the Cover The cover exemplifies the fundamental role of the DILG Central Luzon in becoming the beaming and radiating gem that it assumed towards its clientele at the onset of 2022. The Postpandemic era has indeed served as an opportunity to rise amidst the roughest tides encountered in the previous years. While such an opportunity may be daunting, albeit overwhelming, the DILG Central Luzon revolted, shone, and led the way to achieve greater heights of local governance in the region. This annual report represents the milestones it has gained in the past year, but more so, it ultimately represents the strategic role that the DILG Central Luzon shall play in order to sustain and even go beyond excellence in the post-pandemic era.

We, the DILG, imbued with the core values of Integrity, Commitment, Teamwork and Responsiveness, commit to formulate sound policies on strengthening local government capacities, performing oversight function over LGUs, and providing rewards and incentives.   We pledge to  provide effective technical and administrative services  to promote  excellence in local governance  and enhance the service delivery of our Regional and Field Offices for the LGUs to become transparent, resilient, socially-protective and competitive, where people in the community live happily. We commit to continually improve the effectiveness of our Quality Management System compliant with applicable statutory and regulatory requirements and international standards gearing towards organizational efficiency in pursuing our mandate and achieving our client’s satisfaction. Message of the REGIONAL DIRECTOR I n the past year, we have been gushed with the surge of challenges that threatened our communities. At the onset of 2020, the global pandemic was declared; it has sprouted an inter-web of challenges that have overwhelmed our line of governance; from the radical adaption of stringent measures against the virus and even the restriction on mobility--it is a new territory that we as public servants have to set foot in. While these challenges may be overwhelming, we have remained steadfast in empowering our local government units (LGUs) to rebound from these hurdles. The Department of the Interior and Local Government (DILG) have remained to work amidst the varying contexts; the abrupt disruption has catapulted us to be at the frontline to respond to a crisis without any clear roadmap, having to innovate a multitude of strategies to address the sectoral challenges that the pandemic has presented. As we gear forth onto an unprecedented era, it is without a doubt that we in the DILG must fully empower and shape our LGUs to take vast responsibilities and accountability as we enter the local governance landscape of full devolution. The officers of DILG Central Luzon have clearly manifested a gem in the rough, shining through and paving the way for inclusive and participative governance amidst our trials and tribulations. Through various partnerships and engagements with diverse stakeholders, the DILG Central Luzon was able to create instrumental initiatives that have driven positive change within our communities. Encapsulated within this Annual Report are the exceptional milestones that have ultimately served as a clear manifestation of the incessant hardships that our officers have made in order to bolster the capacities of our clientele in the past year. They are timpukans in their own right, serving as beacons for good local governance, gaining milestones beyond imagination and expectation and serving as a guide as we wander towards the uncertainties of our future. We are confident that we, alongside our partners, shall strive to go beyond excellence and to bolster even the capacities of our LGUs partners towards a better and more progressive nation in the postpandemic era. Message of the ASSISTANT REGIONAL DIRECTOR 2 022 has been a year full of sweet smiles and big celebrations. The artificial heat from our devices was finally replaced with the beneficial warmth that comes from being able to work with each other in the flesh. This rekindled our passion to continuously strive and exert more effort to deliver our purpose to our country. The pandemic has not yet come to an end but it has already improved by far. The past years have been very challenging, leaving us with unending hurdles while having disabled feet. In 2022, we were finally set free from the restricting chains of the pandemic. In the country’s recovery from COVID-19, good governance was highly needed so DILG’s mandate became more relevant. Better working conditions and higher demand for our services enabled us to accomplish as much as we did in the past year. With the joint efforts of our competent personnel, as the theme suggests, we gained exceptional milestones (g.e.m.) in the year 2022. Gem in the Kapampangan language is called Timpukan, it is a word that can be found in the famous Kapampangan folk song Atin Cu Pung Singsing. If I would sing that song for DILG-R3, the gems on the ring would symbolize our precious personnel. The accomplishments of the agency, as presented in this annual report, are their success. I would like to end my message with an earnest request. Unlike the character in the song who lost his inherited ring, let us not put last year’s hard work into waste. Let us continue our legacy as the BEST OFFICE for the more coming years. I believe that with the leadership of our regional director, Atty. Anthony C. GAWAD TIMPUKAN 2022 DILG R-3 Grants Awards to Top-Performing LGUs in Central Luzon I n recognition of the achievements of Central Luzon’s Local Government Units for CY 2022, DILG Region 3 held the Gawad Timpukan 2022 with the theme “Raising the Bar of Excellence, Championing Public Service Resilience” on December 19 at Widus Hotel, Clark, Pampanga. Gawad Timpukan aims to award and incentivize the outstanding performance of LGU officials and functionaries in upholding good local governance. A two-day training was conducted on November 17 to 18 to discuss the Quasijudicial Powers of the Local Sanggunians. This training emphasized the role of the local sanggunians in the exercise of their quasi-judicial power to equip them with the necessary knowledge and skills in the conduct of administrative investigations, trial processes, and writing of decisions. The Pilot LGU was the Sanggunian of Plaridel, Bulacan headed by Vice Mayor Lorie Vinta. The mock trial was also facilitated to gauge the knowledge and the ability of the said Sanggunian in conducting their investigation. BK B a n t a y Korapsyon CapDev for DILG Field Officers, Local Sanggunians on the Quasi-Judicial Powers of LG Councils On Reinforcing Public Accountability of LGUs thru Citizen Participation The Bantay Korapsyon (BK) Regional Operating Unit conducted a training on Reinforcing Public Accountability of Local Government Units through Citizen Participation last October 21, 2022. This was attended by the Civil Society organizations (CSOs) of Pampanga, Bulacan, and Angeles City. DILG Region 3 served as the host region in the North Luzon Cluster through a hybrid set-up. The activity educated CSOs on public accountability and anti-corruption laws and policies. Such activity aims to empower and encourage them to be as participative in various of governance processes. I n the face of all developments and concerns in the country, it is important to ensure the continued institutionalization of social accountability practice and of constructive engagement between citizens and the government. On October 27, 2022, Dagyaw 2022: Bayanihan Sa New Normal Na Lipunan was conducted at the DILG Regional Office III Conference Room. With the theme “Fostering Multi-Sectoral Convergence through Social Accountability”, this activity aimed to present the platforms of the new administration and expand the Department’s network of development sector partners. Representatives from the National Economic and Development Authority (NEDA) Region 3, Department of Agriculture (DA) Region 3, Technical Education and Skills Development Authority (TESDA) Region 3 presented the plans and priorities of the new administration for the next few months and years. Even in the midst of the pandemic, Dagyaw has persevered through various hurdles and continues to be a well-regarded medium for citizen dialogue. 13 GEM 2022: DILG R-3 ANNUAL REPORT


To address issues on marginalization, unequal development, high poverty incidence and disparities in the net fiscal capacities of local government units, Growth Equity Fund was established. Thus, a Regional Orientation on FY 2022 Local Government Support Fund – Growth Equity Fund (LGSF-GEF) was conducted on September 6, 2022 via Zoom Cloud Meetings application to capacitate the beneficiaries on the guidelines of GEF and orient the key actors on their roles and responsibilities on the project implementation. I n order for the public to digest the impacts of DILG PPAs, the Department provides creative outputs through storytelling to showcase the untold stories and transport the people into the world of public service. The Bureau of Local Government Development, together with DILG R3, conducted a five-day capacity building activity on Seal of Good Local Governance Incentive Fund (SGLGIF) on September 19-23, 2022 at Widus Hotel, Clarkfield, Pampanga. Said activity was participated in by Regional Focal Persons, Information Officers and Information and Communication Technology Officers to enhance the skills of participants in preparation of articles and AVPs showcasing the remarkable changes brought by SGLGIF projects. Regional NGA-LGU Forum on Full Devolution On November 24, 2022, DILG Region 3, through the LGCDD Local Development Planning and Special Programs Section (LDPSPS), spearheaded the conduct of the Regional NGA-LGU Forum on Devolution via Zoom Cloud Meetings application to align appreciation of insights from the LGU and NGA Devolution Transition Plans (DTPs) and to outline challenges experienced and technical assistance needed by NGAs and LGUs in the implementation of their respective DTPs. In attendance were the Department’s NGA and LGU partners, Local Chief Executives, and DILG and LGU DTP Focal Persons from the 7 provinces and 2 HUCs of Central Luzon.
