1.0 PRESIDENT'S REMARKS
The MSQH President, Puan Norhaizam Mohammad welcomed and thanked the newly elected MSQH
Committee Members and all other members to the 21st Annual General Meeting (AGM). Puan Norhaizam
extended her appreciation to the past president Ybhg Tan Sri (Dr) Siti Sa’adiah Sheikh Bakir and past
deputy president Ybhg Puan Sri Datuk Dr Suraiya Hani Tun Hussein for their service at MSQH for the
past twenty (20) years. The President informed that apologies were received from Dr Shuba Srinivasan,
Mr. Manvir a/l Victor Jesudasan and Ybhg Datuk Fadilah Baharin from Standards Malaysia.
The Secretary confirmed the quorum of 151 registered members (67 attending and 84 proxies)
comprising of 121 ordinary members, 21 corporate members and 9 life members. The President called
the meeting to order at 3.00pm.
The President informed that the notice of the 21st AGM and the text of resolutions have been circulated
in accordance with the Society’s Constitution and was readily available on the MSQH website.

The President welcomed new and existing members and informed that by virtue of Clause 4.9.2 of the
Constitution, members whose membership fees are still outstanding on or after 1st March 2019 shall be
deemed as ceased. The President tabled the agenda for the AGM and highlighted the following
achievements for year 2018:-
Held four (4) Committee meetings and four (4) ISQua Local Organising Committee meetings
in 2018;
Completed the MSQH Medical Assistant Standards 1st Edition;
Development of MSQH Central Sterile Service Standards;
Development of MSQH Nuclear Medicine Standards;
Successful in hosting the ISQua 35th International Conference in Kuala Lumpur, Malaysia in
September 2018 with 1,352 registered delegates and 1,232 abstracts submitted from over 70
countries worldwide;
Accredited 33 hospitals under the hospital accreditation 5th Edition with 21 public and 12 private
hospitals in 2018. Total number of 3 medical clinics, 12 haemodialisis centres and 2 dental
clinics were accredited during the year;
Facilities have rated 97% while surveyors rated 96% satisfaction rate for the hospital
accreditation survey in 2018;
Facilities and surveyors have both rated 100% satisfaction rate for the medical clinics and
dental clinics accreditation survey in 2018;
Facilities have rated 92% while surveyors rated 96% satisfaction rate for the chronic dialysis
accreditation survey in 2018;
Website visits increased by 70% in 2018;
Surplus of RM95,277 with total reserves of RM2.13m in 2018;
Increase in the number of memberships by 8% in comparison to 2017;
Provides secretariat and administrative support for the Asian Society for Quality in Health
Care (ASQua). ASQua members have contributed significantly to the success of ISQua
conference in Kuala Lumpur.
The President announced the award of life membership to surveyors who have achieved seventeen (17)
surveys and more as follows (refer next page):

The President launched the new MSQH website www.msqh.com.my at the AGM. The President
extended the Committee’s appreciation to all members, councillors, surveyors, Ministry of Health
Malaysia, APHM, Malaysian Medical Association (MMA), Standards Malaysia, Academy Medicine
Malaysia, programme partners, Associate Professor Dr M.A.Kadar Marikar (MSQH Chief Executive
Officer) and employees for a successful collaboration in contributing to the growth of the Society for the
year.

Human Resource
MSQH Staff
As at 31st December 2018, the Society has eighteen (18) full-time and three (3) part-time staffs.
MSQH Surveyors
Majority of our surveyors continue to work part-time in health as professional specialists, doctors, engineers,
nurses, medical administrators and allied health professionals while contributing to the MSQH mission on a
voluntary basis. There is a total of 144 active surveyors privileged by MSQH who are eligible to assess
hospitals, nine (9) surveyors for medical clinic, ten (10) for chronic dialysis and two (2) for dental clinic.

Standards. The President replied that the change is necessary following the significant increase
in membership as reported in this AGM. Additionally, the organization is now well positioned
and known as a brand under the name “MSQH’ to the members and stakeholders. Dr Lim Chie
Kean inquired as to why the Standard was not translated to “Piawaian”. The Committee replied
that the word ‘Standard’ is also officially used and accepted in Bahasa by Dewan Bahasa and
Pustaka (DBP). Ybhg Pn Sri Datuk Suraiya informed that the word ‘Healthcare and Standards’
under the new name is more focus on accreditation programmes and activities than previously
hence does not reflect the broader areas of health. Madam Ng Lee Lee inquired if there is a
letter ‘s’ after Standard in Bahasa. The Committee replied that there is no ‘s’ letter based from
the DBP’s dictionary.

On behalf of the Committee, the President expressed her gratitude to the MSQH Committee members,
councillors, surveyors, members and associates, for attending the AGM. The President was very grateful
to Ybhg Tan Sri (Dr) Siti Sa’diah Sheikh Bakir, MSQH Past President and Ybhg Puan Sri Datuk Dr
Suraiya Hani Tun Hussein, MSQH Past Deputy President, for associating MSQH with ISQua in
organising a successful and best ISQua conference for the year. The President put on record her utmost
gratitude to Ybhg Dato’ Dr Hj Azman, Deputy Director General (Medical), Ministry of Health Malaysia, for
his untiring support to register the most number of delegates from Ministry of Health Malaysia, to the
ISQua conference. The President further expressed her deepest appreciation to Ybhg Dato’ Bahari for
his recommendations and success in getting the MSQH-MOH contract extended for another two years.
Ybhg Puan Sri Datuk Dr Suraiya expressed her satisfaction to witness a successful succession of
presidential and newly elected committee members portfolio. Ybhg Puan Sri further advised MSQH to
continue working with ISQua, particularly in the conference’s paper participation and accreditation
programmes. Lastly, the President thanked MSQH Secretariat and staffs and looked forward to the
