2023 Women's Month CONSOLIDATED REPORT


NATIONAL WOMEN'S MONTH The observance of International Women’s Day (IWD) was a result of the organizing activities of women in the early 20th Century. Between 1909 and 1911, working women in the United States of America participated in organizing strike activities of the National Women’s Trade Union League and other concerned groups. They were protesting against low wages, lack of protective legislation and the very poor working conditions to which women workers were subjected during that time. In the Philippines, the Women’s Month Celebration has since served as a venue to highlight women’s achievements and discuss continuing and emerging women’s empowerment and gender equality issues and concerns, challenges, and commitments. The celebration focuses on concrete activities that are aligned with national and international instruments and treaties such as the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Platform for Action, the Philippine Plan for Gender-Responsive Development (1995-2025), the Framework Plan for Women, and the Sustainable Development Goals. THELEGAL MANDATES The passage of the following laws serves as the legal bases for the celebration of National Women’s Month: Proclamation No. 224 s. 1988, “Declaring the First Week of March of Every Year as Women’s Week and March 8, 1988, and Every Year Thereafter as Women’s Rights and International Peace Day.” Signed by former President Corazon C. Aquino on March 1, 1988, it affirmed our solidarity with the United Nations and recognized Filipino women’s contribution to the struggle for national independence, civil liberties, equality, and human rights. Proclamation No, 227 s. 1988, “Providing for the observance of the Month of March as ‘Women’s Role in History Month’” Signed by President Aquino on March 17, 1988, reinforced the earlier proclamation by emphasizing the role of Filipino women in the social, cultural, economic and political development throughout our history. It provided for a month-long nationwide observance with appropriate ceremonies and activities to be spearheaded by the Commission. R.A. 6949 s. 1990, “An Act to Declare March Eight of Every Year as a Working Special Holiday to be Known as National Women’s Day” was signed by President Aquino on April 10, 1990. The law further strengthened the impetus for the celebration by declaring every March 8 as a special working holiday and enjoining employees from the government and private sector to participate in activities conducted by their offices.


2023- 2028 Theme The 2023 National Women’s Month Celebration marks a juncture in the advancement of women’s rights as it launches a new recurring theme from this year to 2028: WE for gender equality and inclusive society. It sparks a renewed commitment to the advocacy and banks on the gains achieved during the 2016-2022 theme, WE Make CHANGE Work for Women, which emphasized the need for compassionate and harmonized networks towards gender equality and women’s empowerment (GEWE). The recurring theme also aligns with the Philippine Development Plan 2023-2028, which aims for “deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction by steering the economy back on a high-growth path.” The plan also highlights that growth must be inclusive, building an environment that provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy. We begin this new era of the National Women’s Month Celebration with the hope and ambition that WE are all for Gender Equality, WE are all for an inclusive society. 2023- 2028 Theme

PENRO SIQUIJOR The Gender Sensitivity Training is an initial effort to show how gender shapes the roles of women and men in society, including their role in development, and how it affects relations between them. PENRO-Siquijor facilitated/conducted GST Training to those newly hired permanent and job order personnel who have not yet attended GST and GAD. For people in government to appreciate GAD and eventually become its advocate, they first have to heighten heir awareness of gender concerns and be willing to respond to gender issues. GENDER SENSITIVITY TRAINING (GST) TO INCLUDE SEXUAL HARASSMENT ORIENTATION, GENDER IDENTITY, GENDER EXPRESSION AND CHARACTERISTICS (SOGIESC) AND ROLE OF WOMEN IN SUSTAINABLE RESOURCE MANAGEMENT ON MARCH 29, 2023 AT 3RD FLR, PENRO-SIQUIJOR, NORTH POBLACION, LARENA, SIQUIJOR. The activity started with an Opening Message from OIC, MSD Morley P. Baguio he emphasizes the importance/relevance of this training in the workplace. Sir Morley also expounded RA 7877 or the Anti-Sexual Harassment Act of 1995 that it is applicable to all workers, employees, applicants for employment, students, or those undergoing training or education. Prior to the training-orientation proper, a pre-test was also given to the participants to measure their level of knowledge and awareness. A total of twenty-five (25) PENRO-Siquijor Personnel (Permanent & Job Order) joined the training-orientation including the resource person and facilitators, of which nine (9) are male and sixteen (16) are female had fun learning about the pertinent laws protecting women.


PENRO SIQUIJOR During the training, the resource person, our Legal Researcher Ms. Chany F. Muyco, LLB, expound that the fundamental equality before law of women and men is guaranteed by the 1987 Constitution. It was also clearly explained that Sexual Harassment is committed by an employee, manager, supervisor, agent of the employer, teacher, instructor, professor, coach, trainer, or any other person who, having authority, influence or moral ascendancy over another in a work or training or education environment, demands, requests or otherwise requires any sexual favor from the other, regardless of whether demands, request or requirement. GENDER SENSITIVITY TRAINING (GST) TO INCLUDE SEXUAL HARASSMENT ORIENTATION, GENDER IDENTITY, GENDER EXPRESSION AND CHARACTERISTICS (SOGIESC) AND ROLE OF WOMEN IN SUSTAINABLE RESOURCE MANAGEMENT ON MARCH 29, 2023 AT 3RD FLR, PENRO-SIQUIJOR, NORTH POBLACION, LARENA, SIQUIJOR. Ms. Muyco also discussed about Gender Fair Language. The main objective of the gender-fair language guidelines is to eliminate genderdiscriminating tenor or sexist language in documents, business communication, and information materials of the PCC, in accordance with the Civil Service Commission Memorandum Circular No. 12, s. 2005. We can use Person, People, Individual and human instead of using the generic word “man”. And lastly, our HRMO Nida Paghasian, discusses Gender and Development. The Philippine Commission on Women defined Gender and Development (GAD) as the development perspective and process that is participatory and empowering, equitable, sustainable, free from violence, respectful of human rights, supportive of selfdetermination and actualization of human potentials.

(ii) Fosters collaboration, innovation and creativity. Workplace collaboration is a key for a successful organization/ business. (iii) Bring people together. One of the most important benefits of team building is that it improves interpersonal relationships between employees. (iv) Employees can acquire skills. (v) Increase employee’s productivity thus it increases organizational chances to succeed. 2023 WOMEN’S MONTH CULMINATION PROGRAM: TEAM BUILDING AND WORKSHOP ON MARCH 31, 2023 AT THE BRUCE BEACH RESORT, SOLANGON, SAN JUAN, SIQUIJOR For the Beach Ball Relay, Group 1-“For the Loose” won the game. For the Beach towel relay, Group 3 – “For the Win” won the game.

PENRO NEGROS ORIENTAL CENRODUMAGUETECITY To kick off the celebration of National Women’s Month, DENR Negros Oriental (PENRO Negros Oriental, CENRO I-Ayungon, and CENRO II-Dumaguete City) joins in the simultaneous hanging of tarpaulin in respective office premises to signify support for women empowerment and gender equality. PURPLE WEDNESDAY March 1, 8, 15, 22, 29, 2023 To signify support for gender equality and women empowerment, women and men personnel of PENRO Negros Oriental and CENRO Dumaguete City wore purple or shades of violet every Wednesday for the entire month of March 2023. PENRO NEGROS ORIENTAL CENRODUMAGUETECITY


Women play an important role in facilitating change not just at home but in society as well. As a contribution to the call for this year’s celebration of Women’s Month, the Apo Island Women’s Association along with the AIPLS staff conducted a coastal cleanup last March 28, 2023 where a total of 7 sacks of garbage were collected. It consisted of the following: plastic and glass bottles, single use plastics, Styrofoam, plastic sachets, biscuit and candy wrappers. COASTAL CLEANUP AT APO ISLAND PROTECTED LANDSCAPE AND SEASCAPE PENRO NEGROS ORIENTAL CENRODUMAGUETECITY The garbage collected were segregated at the island’s Material Recovery Facility (MRF). Most of the garbage were washed-up plastic bottles, which were readied for transport to the main island for disposal.


Almarie D. Calibo, Negros Oriental Chief MSD and GAD Focal Person, discussed updates on Gender and Development (GAD) topics: reconstitution/reactivation of the Committee on Decorum and Investigation (CODI): its role and functions, updating of GAD Corner, functionality of Lactation Stations, and review of some related laws/mandates on women’s rights and empowerment. Alexylle Rose G. Concepcion discussed the salient points of the Expanded Maternity Leave benefits and other related benefits and policies under the Magna Carta of Women. She also discussed the Paternity Leave benefit since there were men participants.

Reproduced and distributed 100 IEC materials on the Safe Spaces Act or RA 11313 to personnel of PENRO Negros Oriental and CENRO II Dumaguete City. The DENR employees were provided with these materials to broaden their knowledge on the said law and to ensure that they are physically and emotionally safe in the workplace, giving them full respect for human rights. CULMINATION OF WOMEN’S MONTH 22023 HEALTH AND WELLNESS ACTIVITY PENRO NEGROS ORIENTAL CENRODUMAGUETECITY The women and men personnel of PENRO Negros Oriental and CENRO Dumaguete City sweat it out during the joint culmination activity last March 31, 2023. The health and wellness activity intends to promote healthy lifestyle and positive behavioral patterns at work, reduces absenteeism and improve overall productivity.


This year’s kick-off for the National Women’s Month Celebration, CENRO Ayungon participates in the region-wide simultaneous hanging of banners/tarpaulins early this morning with the new recurrent theme from this year to 2028, “WE for gender equality and inclusive society”. “This annual celebration honors women and their contributions to nation-building. It highlights the need to protect, promote, and fulfill women’s rights so they can maximize their potential and welfare, enabling them to be agents of the country’s development”, said Kristine Mae T. Añabieza, one of the GAD Focal Persons in CENRO-Ayungon. Various activities have been lined-up for the entire month of March and join in the “Purple Wednesday” by wearing anything purple on all Wednesdays of March especially on International Women’s Day on March 8. It has been widely known that the color purple is the banner color of Women’s Month which signifies justice and dignity, being loyal to the cause, and promoting gender equality and women empowerment. Implement Sustainable Resource Management Actions with stakeholders. Mangrove planting activity was facilitated by DENR-CENRO Argao personnel together with the LGU-MENR Office and was participated by international students from Chungdam High School, Gangnam District, South Korea. A total of 125 potted bungalon seedlings were planted at Barangay Talaga, Argao, Cebu. Another activity was conducted with same participants in the conduct of coastal clean-up at Barangay Taloot, Argao, Cebu. To kick-off the start of the National Women’s Month Celebration 2023 for the month of March, DENR – PENRO Bohol hangs the official campaign streamer within its vicinities. PENROBOHOL In solidarity with the National Women’s Month Celebration for the month of March, DENR – PENRO Bohol personnel participated in the Purple Wednesdays Campaign by wearing purple clothing or anything with a touch of purple every Monday for the whole month of March.


GAD Focal Person Luisito T. Babaran gave the opening message emphasizing the importance of taking good care of one’s self as it affects the overall health of an individual. He encouraged the personnel to pay close attention to the lecture and put their learning to action. PENROBOHOL LECTURE ON PERSONALITY DEVELOPMENT AND PROPER GROOMING GAD Alternate Focal Person for Planning, Vinesse Shalome A. Molina first discussed about Personality Development. First, she discussed that Personality Development means enhancing and grooming one’s outer and inner self to bring about a positive change in life as each individual has a distinct personality that can be developed, polished and refined.

PENROBOHOL PENRO-BOHOL TEAMBUILDING ACTIVITY On March 25, 2023, all PENRO Bohol personnel attended a Team Building at Reyna’s the Haven and Gardens, Tagbilaran City, Bohol entitled, “Turning Diversity into Unity”. The resource speakers and facilitators were Catherene Bustrillos-Perin of the Psychology Department and Marilou Miculob of the Entrepreneur Department from the Bohol Island State University (BISU)-Main Campus.
