Assalamualaikum W.B.T & Salam UMS Silver Jubilee,

First, praise be to Allah SWT for the second issuance of Faculty of Medicine & Health Sciences
Human Resource E-Handbook which is registered under the eISBN.
I would like to extend my utmost gratification to our honourable immediate past Vice Chancellor
YBhg. Prof. Datuk Dr. D. Kamarudin D. Mudin for his continuous support towards the
development of the Faculty.
At the same time, i would like to say welcome on board to our new Vice Chancellor, the
honorable Prof Dr Taufiq Yap Yun Hin as the sixth Vice Chancellor. The faculty is looking
forward to work together with our new Vice Chancellor towards greater heights for our beloved
university, state and nation.
The main purpose of this e-book is to facilitate UMS-KRA 4 on governance and delivery system
in providing better communication, rapport and liaison among staff in the University particularly
among FMHS staff members by providing contact details for every staff in the Faculty. It also
serves as a reference and guidance on information of human resources details of FMHS. This
handbook also provides the new Report Duty handbook in appendix 1 for guidance to all new
academic staff members of the Faculty.
In support to our UMS-KRA 9, this handbook will be published virtually with only a limited edition
to be published as a hardcopy for record purpose.
It is with great hope that I believe this e-book will bridge the communication gap among our
staffs and to provide main and current information reference pertaining our Faculty’s human
resource data and strength.
Last but not least, I would like to thank everyone especially to those who are directly and
indirectly involved in the process of issuance of this second edition of our HR e-handbook.

FACULTY BACKGROUND
FACULTY OF MEDICINE AND HEALTH SCIENCES
The Faculty of Medicine and Health Sciences, formerly known as the School of Medicine was
established in the year 2003 to produce doctors and graduates in health sciences. This was to
cater for the professional human resource needs in Malaysia and the BIMP-EAGA area (Brunei,
Indonesia, Malaysia, and the Philippines - East ASEAN Growth Area).
It aims to develop a reputed research centre of high calibre and excellence in the clinical and
biomedical sciences and act as a general practice centre as well as the medical reference
centre, with emphasis on tropical diseases and the diseases of significance in Sabah.
AIMS
1. To produce graduates who are highly skilled, responsible and have holistic approach to

knowledge in the field of medicine and health sciences of the twenty- first century.
2. To produce professionals, scientists, leaders and pioneers in the field of medicine and

health sciences with ethical and moral values to meet the needs of the public service,
private sector and community.
3. To become a distinguished faculty in teaching and learning medicine and health sciences,
health services, research and innovation in the region.
VISION
The Faculty of Medicine and Health Sciences is committed to be the centre of assimilation and
dissemination of knowledge along with the discovery and innovation in the field of medicine
and health sciences in Malaysia and in the region. The outstanding faculty is committed to
producing high quality graduates; with moral and ethical values, being liberal and
independent, with a global outlook, exhibiting camaraderie, being innovative and willing to
provide professional service to mankind which will improve their quality of lives.
MISSION
The Faculty of Medicine and Health Sciences will strive to be innovative in achieving its vision
through learning, research experiences, health services and community projects of high
quality at undergraduate and postgraduate levels.

OBJECTIVES
To produce graduates who are highly skilled, exhibit professionalism and are able to:
1. Provide utmost care, knowledge, treatment and comprehensive health services to

patients, families and neighbouring communities, taking into account their background,
dignity, privacy and health risk.
2. Exhibit right attitude and professionalism to patient/customers’ health, colleagues, other
health professionals and the community.
3. Identify the needs and offer the best health care.
4. Communicate in a holistic, humane manner to recognise and diagnose the health needs.
5. Use appropriate attitudes and skills to lessen the suffering, rendering the best possible
empathy filled service.
6. Be effective leaders and lead the team in the field of health.
7. Improve and impart education as a life-long learning process which is ever changing.
8. Perform their duty in any situation, or location; whether urban or rural, locally in the
nation and globally as the need arises.
9. Apply evidence-based investigative skills to enhance own knowledge by contributing
through innovative research activities and share it by scientific writing and presentation.

LEARNING OUTCOMES
Based on the vision and mission of the FPSK, on completion of the medical programme the
medical students will be equipped with knowledge, education and skills to enable them to:

1. Provide comprehensive healthcare to patients, their family and the community.

2. Be competent when serving their patients, at the same time recognize their limitations
and consult colleagues when necessary.

3. Be skilled when counselling and dealing with patients in the provision of health education
and promotion measures.

4. Use their analytical skills in solving clinical problems in a way that is acceptable and cost
effective.

5. Exhibit the right attitude, knowledge and skills in their communication with colleagues,
peers and health professionals.

6. Be team leaders in the area of medicine, community and society.

7. Contribute to medical expertise in their respective disciplines, both rural and urban, to
meet the needs of the community.

8. Contribute to research, scientific writing and publications as well as innovative
development of ideas and technology that will be accepted globally.

9. Continue in the pursuit of knowledge through a lifetime of continuing medical education
(CME).

The aims, vision, mission, objectives and learning outcomes are disseminated through the
faculty’s website and publications. The Ministry of Higher Education and medical schools of
other universities were consulted in developing the aims, objectives and learning outcomes
of the programme. The aims, objectives and learning outcomes of the programme are
incorporated into MD curriculum contents and co-curriculum activities such as health
promotion, community service and health camps.

The approach to teaching and learning in the faculty is to educate graduates for the twenty
first century who are caring, competent, noble in character and who are also sensitive to and
understand the values of the local cultural life. In addition to realizing our academic
excellence, research and innovation, the graduates are equipped with critical thinking skills,
which will enable them to be competent to work in teams and in harmony with the health
sectors and other related sectors.

The Faculty of Medicine and Health Sciences is committed to forge ahead and develop
strategies to become a centre of excellence in research and health services throughout the
region.

FACILITIES AT THE FACULTY
The Faculty of Medicine and Health Sciences building is within the UMS main campus area which is
situated at Sepanggar Bay, 12 kilometres from Kota Kinabalu City Centre. UMS are in the process of
establishing its own teaching hospital. At present, UMS have signed a Memorandum of Understanding
with the Ministry of Health (MOH) (Appendix 8b) to utilize the following five (5) hospitals as teaching
hospitals;
1. Queen Elizabeth Hospital Kota Kinabalu
2. Queen Elizabeth Hospital II Kota Kinabalu
3. Sabah Women and Children Hospital, Likas
4. Mesra Hospital, Bukit Padang
5. Kudat Hospital
Apart from the principal teaching hospitals, the MOU also extends to several district/peripheral
hospitals as satellite clinical sites for UMS medical students and are as follows:

2. Community Clinic, Rural Medical Education Centre (RMEC) Sikuati, Kudat
3. Sikuati Health Clinic, Kudat
The other facilities available are as follows:
1. The Faculty of Medicine and Health Sciences Administrative office is located at the Level 2, Block

A1, Faculty of Medicine and Health Sciences, Universiti Malaysia Sabah.
2. The facilities in this Faculty includes of one auditorium, two fully equipped lecture halls, one

examination hall, meeting rooms, discussions room, computer room, Ibnu Sina Resource Centre,
multipurpose laboratories, research laboratories and lecturers seminar rooms.

Sciences.
