Banyuhay, also known as metamorphosis, refers to the striking change of form or structure. Through the years, Locally Funded Projects(LFPs) have been supporting the Local Government Units in improving the lives of Filipinos and developing society. The changes brought by LFPs play a vital role in achieving DILG's mandate of providing peaceful, progressive, and resilient communities. The beauty of growth and development reflects the impact of LFPs on every Filipino. It served as an avenue to successfully deliver basic services to the people. Thus, it contributes to creating a better way of living and addressing the needs of the Local Government Units (LGUs). The DILG through its Locally Funded Projects will continuously pave the roads to stimulate economic development, build evacuation centers to strengthen disaster preparedness and construct bridges to fill in the gaps between communities. T he coastal barangay of Dimanat, San Luis, Aurora has undergone significant development following the completion of its much-anticipated road project, which was funded under the NTF-ELCAC Local Government Support Fund-Support to Barangay Development Program. The project has improved accessibility and opened up new opportunities for the community in its peaceful development. By connecting areas that were previously only accessible via rocky and muddy paths, the project has given farmers, students, and residents better ways to travel, making it easier for them to access essential services. The project has also had a positive impact on local livelihoods. Farmers can now transport their goods more easily, and MSMEs can provide their services more effectively. Prior to the project, farmers faced difficulties, especially during rainy weather. Even when the weather was good, traveling over the rough ground was time-consuming and put a strain on their kulong-kulong and motorbikes. The road project in San Luis, Aurora is a prime example of how infrastructure can improve the quality of life of people in even the most remote and rural communities. By connecting nearby homes to educational institutions, students no longer have to struggle to access quality education. This improvement in accessibility has empowered the community, especially vulnerable groups, by reducing barriers to education. Students shared how their uniforms would get dirty during storm surges because of the unpaved roads, but now they feel more comfortable going to school after the project has been completed. Even though the project is located in a remote area that can only be reached by boat for hours, one of its best practices is its peoplecentered design and approach. The project began with an engaged local barangay that continuously consulted with project engineers to ensure that the project would be compatible with not just the physical, but also the social context of the barangay. Instead of designing roads that often give priority to the movement of vehicles, it was more appropriate that the project emphasizes the movement of people within the community, which is in harmony with their day-to-day living. As a result, the project with its single-lane design has created a more lively and dynamic neighborhood where different households can connect with one another, and where children can walk safely along the road to their destinations. With the improved connectivity, communities can now engage in collective decision-making, participate in social gatherings, and exchange ideas and experiences, leading to greater social cohesion and inclusivity, essential for maintaining peace in former conflict-ridden areas. A s part of national peace consciousness month, we are reminded of the importance of education in maintaining peace and the contribution it has to the development of future generations. Funded under F.Y. 2022 Local Government Support Fund - Support to Barangay Development Program, the construction of classrooms in the Elementary School of the former conflict-affected barangay of Kadayacan aims to provide children with spaces to expand their knowledge and forward their growth. Before these classrooms were made available, students were packed in rooms and did not have enough space that properly caters to their learning. One kindergarten class had to be taught in the canteen due to the lack of infrastructure on their school campus. Dionisio Acquiadan, the Principal of Kadayacan Elementary School described how the makeshift classrooms before did not have adequate materials but now with the classrooms that have ceiling fans and proper ventilation students and teachers alike feel more comfortable: “Magiging conducive na po ang learning dahil meron na po silang classroom na magagamit. This project was a success because different stakeholders, most notably, the administration and teachers voiced their concerns and requested help from the barangay local government who prioritized this elementary school project. Because the local government cultivated an environment that allowed for participatory development they were able to push through with a project that catered to the specific needs of their constituents. One of the important aspects of creating infrastructure is ensuring that it is sustainable and incorporates environmentally conscious elements in the design. For example, in this project, there is a rainwater collection system that promotes water and energy conservation. Additionally, the municipal local government of Maria Aurora committed to providing the school with additional desks and chairs to be used in the newly built classrooms. It goes to show that adequate service provision does not stop after the construction of buildings. Complementing projects and materials are needed so that all the needs of students the school are addressed. T he rugged path at Sitio Batol, Barangay Imelda, Samal, Bataan, has undergone a transformation, realized under the FY 2021 Financial Assistance to Local Government Units, which funded the Php 10,000,000 concreting project. Spanning 650 meters and 5.5 meters wide, the road now boasts canal and slope protection, improving accessibility and connectivity in the municipality. For William Troy Corullo, a poultry caretaker along with the Samal farmers, predominantly dependent on agriculture, the concreted road is a lifeline. Previously hindered by impassable trails, they can now transport produce to markets efficiently, fetching better prices and inspiring economic growth. Mayor Alexander Acuzar’s vision for a thriving community has found fruition in this initiative, attracting outside businesses to invest in rural entrepreneurship. The completion of the Sitio Batol road concreting project is a testament to strategic investment and thoughtful planning, uplifting communities from the grassroots level. It exemplifies the power of government initiatives prioritizing the welfare of its people, empowering farmers and fostering hope for a brighter future in Bataan. Sa halagang 6 milyong piso, naitayo ang ang proyektong “Construction of Multi-Purpose Halls for the Use of Barangays Wawa and Landing, Limay, Bataan” sa ilalim ng Local Government Support Fund (LGSF) - Financial Assistance to Local Government Units (FALGU).

C onsidered as a big leap on fulfilling the City Health Office of Balanga’s dream to provide comprehensive services to its constituents, the newly-built two-story multi-purpose building located in Barangay Dangcol has been successfully completed under F. Y. 2021 Local Government Support Fund - Financial Assistance to Local Government Units (LGSF-FALGU) program with a national subsidy amounting to 10 million pesos. The facility, now proudly serves as Rural Health Unit V (RHU V) offers a spacious and conducive environment, well-suited for the provision of a variety of essential services. Within its walls, individuals can benefit from free consultations, medication distribution, dental healthcare, and laboratory tests, such as complete blood counts (CBC), fasting blood sugar tests, and urinalysis. Josephine Reyes, a dedicated Barangay Health Worker (BHW), wholeheartedly expressed her appreciation as she highlighted that the residents in the barangay not only reap the rewards of efficient services but also gain employment opportunities in the center. Dr. Jose Christopher Custodio, the assigned rural health doctor, reflected on the previous situation in the area when residents from Dangcol and nearby barangays of Cabog-Cabog, and Tanato had to travel to the city for medical consultations. However, with the establishment of the new health unit in Dangcol, all residents in the upland areas no longer need to journey far to access free healthcare services. The successful completion of the multi-purpose building in Barangay Dangcol signifies an important stride towards offering comprehensive healthcare services to Balanga’s citizens, echoing Nelson Mandela’s moral imperative. This achievement ensures accessible healthcare, job opportunities, and improved quality of life for the community, setting a positive foundation for future health initiatives. B MONTHLY FEATURED PROJECTS FOR THE 3 ULACAN RD QUARTER OF 2023 JULY Pag-usad ng Plaridel: 24 Pagbabago ng Sta. Veronica 22 Banyuhay Q3 2023 Issue

Ang proyektong, “Concreting/ Construction of Roads and Drainage at Sta. Veronica St.,Ma.

L aur, an agro-industrial municipality located at the foothills of the Sierra Madre Mountains, is proud to showcase the newly paved farm-to-market road in Barangay San Fernando. The road, which opened to the public last December 2022, lessens the struggle encountered by farmers by providing them with easier and faster road access when cultivating their lands and transporting their agricultural produce to neighboring barangays and the market. The project, with an allocation of Php 2,000,000.00 funded under the F.Y. 2022 Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP), spans 218 meters. The paved road greatly benefits the residents, who no longer need to worry about the risks of traversing through rough or muddy roads just to transport and sell their harvest. With the paved road, the LGU also aims to develop a community that is more accessible to travelers to boost economic growth as well as local tourism. The aforementioned project opens a path towards the Siminublan Falls, a hidden tourist destination in Laur. The farm-tomarket road provides safer and easier access for sightseers who want to witness the serene and picturesque waterfall of barangay San Fernando. The construction of the farm-to-market road in San Fernando aids the LGU of Laur in extending assistance and reaching out to those on the outskirts of their community. Indeed, the grant under the LGSF-SBDP is of great help to LGUs as it helps them deliver basic services to their constituents. Guardian of Progress: The Shield Along Alasas Creek Protecting Civic Center’s Ascent with Slope Protection Pampanga Province’s Project Spotlight for September 2023 48 Banyuhay Q3 2023 Issue

I n the heart of San Fernando, Pampanga, a steadfast commitment to progress and safety takes center stage. As the city continues to evolve, one significant project is standing tall to safeguard its future. The Construction of Slope Protection along Alasas Creek, situated near Civic Center, San Isidro, and Alasas, is a beacon of hope and resilience. With a generous budget of 5 million pesos allocated under the Disaster Rehabilitation and Reconstruction Assistance Program (DRRAP) for the fiscal year 2021, this protective structure, spanning 146 meters in length with a height of 1.2 meters and a thickness of 0.30 meters, stands as a bulwark against soil erosion from the flowing waters of the canal. Its primary mission: to ensure the safety of the burgeoning Civic Center. The importance of this slope protection project in San Fernando cannot be overstated. In a city poised for growth, it’s crucial to shield against the unpredictable forces of nature, particularly in areas prone to soil erosion. Alasas Creek, nestled amidst the blossoming Civic Center, presented a potential risk to the community and its infrastructure. The decision to construct slope protection along the creek was born out of the necessity to fortify the area against erosion and to provide a stable foundation for upcoming development projects. In an era when climate change is intensifying the impact of weather events, proactive measures such as this are not just commendable; they are imperative. The Disaster Rehabilitation and Reconstruction Assistance Program (DRRAP) has played a pivotal role in supporting projects that bolster the safety and resilience of communities across the Philippines. In 2021, the City of San Fernando received a substantial allocation of 5 million pesos to embark on the ambitious mission of slope protection along Alasas Creek. This financial backing has empowered the city to engage skilled professionals, acquire topnotch materials, and implement comprehensive engineering solutions to tackle the challenge head-on. The slope protection project boasts impressive technical specifications. Spanning 146 meters, it covers a significant stretch of Alasas Creek, providing comprehensive protection against erosion. With a height of 1.2 meters and a thickness of 0.30 meters, the structure is engineered to withstand the forces of nature, including heavy rainfall and potential erosion. Beyond the numbers and technicalities, this project underscores San Fernando’s dedication to its residents and their future. Civic Center is a bustling hub housing government offices, cultural centers, Command Center, DepEd and more facility. It’s also a place where the community gathers for events, celebrations, and various activities. The construction of slope protection along Alasas Creek ensures that these vital spaces remain safe and accessible to all. “Malaking tulong po to sa pag memeintain ng flood control, kadugtong ito ang drainaige system ng lugar na ito kung saan ang slope protection ay nagsisilbing outfall ng ating civic center, so in behalf of City of San Fernando malaking pasasalamat po sa ibinigay na tulong ng DILG.” Engr.
