When talking about bilingual education in private elementary and secondary schools
in Thailand, the discussion invariably tends to focus on Sarasas Affiliated Schools, a large
group of private schools that were formerly owned and administered by the late Mr Piboon
Yongkamol. Mr Piboon, a well-known and respected educator, was
a leading pioneer of the bilingual education concept here in Thailand. These schools
provide a benchmark and a showcase for bilingual education in Thailand. Many school
proprietors, directors, and managers make it a point to visit Sarasas Affiliated Schools
seeking advice and guidance from a successful leader in the field of bilingual education.
Sarasas programmes for teaching students in both English and Thai have been
carefully planned and developed step by step. One of the toughest challenges Sarasas
has had to face has been finding the necessary texts and materials for teaching Thai
subjects in English. This is because a bilingual school, like any other Thai school, needs
government approval to operate and must teach the curriculum mandated by the Ministry
of Education. Unfortunately, the materials needed for teaching Thai subjects in English are
not readily available. Publishers do little to support this need because the concept is still
fairly new, and the demand is small. This has forced Sarasas to create its own texts and
materials.
Sarasas has been more fortunate than most other schools struggling to develop
their own bilingual program. It already has bilingual education experience, qualified staff,
and the resources necessary to produce its own high-quality textbooks and materials. The
staff, of course, is the most important ingredient.
Sarasas’ large, well-seasoned staff of highly competent, well qualified and dedicated
teaching professionals, both Thai and native speakers of English, gives it a unique
advantage over others attempting to produce these much-needed materials.
Even so, it has not been an easy task. The materials have been produced through
the careful process of research and development. The revision or total change is done
when those materials are proven to be inadequate. The people involved in developing
these textbooks or workbooks are classroom teachers. They are the ones who will have
to teach with the same materials they have helped to create. Knowing this gives them a
greater incentive to do it right.
The teams of classroom teachers responsible for classroom material development
operate under the close supervision of the Sarasas Board of Executives.
One of the roles of the board is to assure proper quality control by collecting and
carefully evaluating the actual work done by students using the new materials. They
ensure that the students are able to understand the material and use them effectively.
One of the things they check for is whether the level of English used in the books is
appropriate for the students’ level of English. The board also makes certain that the
content of the material is in accordance with the approved syllabus. This Social Studies
book has been developed through this process.
This book is not only useful for teachers but also for parents and guardians.
Its purpose is to encourage and support students in their quest for knowledge and
understanding of Social Studies, as well as stimulate their interest and improve their
skills. Each unit provides an introduction to the material, a list of new words the student
will encounter, problem-solving examples to help the student better understand how to
do the work, oral exercises, and a review of what was learnt.
This new Social Studies material will provide students with a greater international
perspective and understanding of Social Studies and Social Studies terminology, which
will benefit them greatly in later life. This said I would like to take this opportunity to thank

PREFACE
This Social Studies textbook has been developed for bilingual learners based on
the B.E. 2560 (A.D. 2017) revised version of Thailand’s Basic Education Core Curriculum
B.E. 2551 (A.D.2008). The content of this book follows the Basic Social Studies for
Grade 4 written by the Institute of Academic Development.
This textbook aims to enhance students’ abilities needed in the 21st century.
These include analytical skills, creativity, and collaborative skills.
At the beginning of each unit of this textbook, a useful vocabulary list is provided
to learners. Examples demonstrate to students how to apply the information they have
learnt to solve related problems. Exercises and activities follow that allow for immediate
practice. At the end of each unit, a summary of the key learning concepts along with a
revision exercise is provided to help students consolidate what they have learned.

Democracy Government
Thailand has a large land area approximately 513,120 sq km, with
a population of around 66 million people (2021). There must be
principal rules that people in the society can live together happily.
There was a change from an absolute monarchy to a democratic
country with the constitution of the Kingdom of Thailand as the
supreme law in 1932 (B.E. 2475)
The characteristics of the Thai democracy are:
1.Thailand is a united country that cannot be divided.
2.Thailand is ruled by a constitutional monarchy.
3.National sovereignty is the highest power.
4.All people are equal, Thai people’s rights and freedom are
protected under the constitution.
The Constitution states that the country’s sovereign power is
given to the Thai people; however, The King as
the head of the country exercises the sovereign
power through the elected government. The king
is reverenced and respected by the Thai people.
The government of Thailand is based on constitutional democracy,
as the constitution is based on the consent of the people.

Thus, people elect their representative senators in
the Senate; the members of congress put rules
and laws; all are done according to majority
rule.
The sovereign power is the absolute
authority. It is used in governing the
country. There are three branches of
the sovereign power: the executive, the
legislative, and the judiciary.
The Executive Branch
The Executive Branch sets government policy
and goals. It also proposes most laws to be
considered by the Legislative Branch and
proposes the annual governmental budget.
The Executive branch consists of the Prime Minister, the ministers
of various ministries, and the permanent officials of various
ministries of the government. The Prime Minister, the ministers,
and deputy ministers form a
body known as the "Council
of ministers" sometimes called
"The Cabinet”; Day-to-day they
are in control of the government
and all its activities.

The Legislative Branch
The Legislative Branch also called "The Parliament
of Thailand" or "The National Assembly" (สมัชชาแหง่
ชาต)ิ is the law-making arm of the government. It
consists of two legislative bodies; each has its own responsibilities;

This branch can approve, amend, or reject proposed bills and gives
thorough review to the budget submitted, also can make changes
to the budget within limitations specified in the Constitution.
The Judiciary Branch
The courts are independent bodies consisting of all courts
of Thailand, intended to serve as "check and balance"
on both the Executive branch and Legislative branch
of the government. The Judiciary hears cases involving conflicts between
(individuals), (individuals, and businesses), or (individuals,
businesses, and the government). The courts decide each
case on its own merits.

Democracy is a form of government where citizens own their
sovereignty and are provided the opportunities to participate in
governing by following areas:

Election in Thailand
Elections refer to the democratic processes in which some parties of
the government are selected including the House of Representatives.
People in the democratic system have the right to vote and to run
for elections in the House of Representatives and the Senate which
are jointly called the National Assembly.
Voting is compulsory and the responsibility of Thai citizens.
To be eligible to vote in Thailand:
1.The voter must be a citizen of
Thailand.
2.The voter must be over 18 years old before the 1st of January of
the election year.
3.The voter must register at his constituency ninety days before the
election.
Those who are not eligible to vote, include monks or priests, those
under court orders, and those of unsound mind.

Status of the monarchy in democracy
The Thai monarchy has been deeply-rooted in Thailand since the
founding of the Kingdom of Sukhothai in 1257. The current concept
of Thai kingship has evolved through 800 years of absolute rule. All
kings had 10 moral virtues to govern the country.

Children’s Fundamental Rights
A boy or a girl who is below
18 years old is entitled to
children’s rights.
Four basic rights of a child.
1.T he c hild’s right to survival: (life, health, nutrition, name and nationality)
This means that babies have the inherent
right to survive after birth. They must be
taken good care of by their parents. The
government must promote and protect
the child's right to health. All children are
sustained and have equal access to treatment and medicines. No children
should suffer from malnutrition or preventive diseases.
2.Thechild'srighttoprotection: (from exploitation, abuse and neglect)
The child must be safe from any dangers
and legally protected from abuses e.g.
trafficking, child labor, and other forms of
exploitation.

3.The child's right to development:
(education, care, leisure and
recreation) Children have the right
to make progress in life. Parents
should take good care of their child
so that he or she leads a happy life.
The education of the child should
be directed to the development of the child's personality, talents
and mental and physical abilities to their fullest potential. The 1997
constitution gives children the right to a free, state education for a
minimum of twelve years. No children will be excluded from education.
4.The child’s right to participation:
(expression, information, thought and religion) Children have the
right to receive human rights and fundamental freedoms. They
learn about human rights, fundamental freedoms and the natural
environment. They should be given the opportunity to participate in
the activities of the family or society as appropriate.

into 2 categories as follows:
1.Object-based culture: refers to the cultural aspects relating to physical
and material features that can be seen and felt such as houses, appliances,
clothes, and vehicles.
2.Mental culture: refers to the cultural aspects relating to moral principles
and ethics for controlling a person’s behavior and peaceful coexistence,
such as language, etiquette, law, and customs.
