When talking about bilingual education in private elementary and
secondary schools in Thailand, the discussion invariably tends to focus on Sarasas
Affiliated Schools, a large group of private schools that were formerly owned and
administered by the late Mr Piboon Yongkamol. Mr Piboon, a well-known and
respected educator, was a leading pioneer of the bilingual education concept here in
Thailand. These schools provide a benchmark and a showcase for bilingual education
in Thailand. Many school proprietors, directors, and managers make it a point to visit
Sarasas Affiliated Schools seeking advice and guidance from a successful leader in
the field of bilingual education.

Sarasas programmes for teaching students in both English and Thai have
been carefully planned and developed step by step. One of the toughest challenges
Sarasas has had to face has been finding the necessary texts and materials for
teaching Thai subjects in English. This is because a bilingual school, like any other
Thai school, needs government approval to operate and must teach the curriculum
mandated by the Ministry of Education. Unfortunately, the materials needed for
teaching Thai subjects in English are not readily available. Publishers do little to
support this need because the concept is still fairly new, and the demand is small.
This has forced Sarasas to create its own texts and materials.

Sarasas has been more fortunate than most other schools struggling to
develop their own bilingual program. It already has bilingual education experience,
qualified staff, and the resources necessary to produce its own high-quality textbooks
and materials. The staff, of course, is the most important ingredient.

Sarasas’ large, well-seasoned staff of highly competent, well qualified and
dedicated teaching professionals, both Thai and native speakers of English, gives it
a unique advantage over others attempting to produce these much-needed materials.

Even so, it has not been an easy task. The materials have been produced
through the careful process of research and development. The revision or total
change is done when those materials are proven to be inadequate. The people
involved in developing these textbooks or workbooks are classroom teachers. They
are the ones who will have to teach with the same materials they have helped to
create. Knowing this gives them a greater incentive to do it right.

The teams of classroom teachers responsible for classroom material
development operate under the close supervision of the Sarasas Board of Executives.

One of the roles of the board is to assure proper quality control by
collecting and carefully evaluating the actual work done by students using the new
materials. They ensure that the students are able to understand the material and use
them effectively. One of the things they check for is whether the level of English used
in the books is appropriate for the students’ level of English. The board also makes
certain that the content of the material is in accordance with the approved syllabus.
This Social Studies book has been developed through this process.

This book is not only useful for teachers but also for parents and
guardians. Its purpose is to encourage and support students in their quest for
knowledge and understanding of Social Studies, as well as stimulate their interest and
improve their skills. Each unit provides an introduction to the material, a list of new
words the student will encounter, problem-solving examples to help the student better
understand how to do the work, oral exercises, and a review of what was learnt.

This new Social Studies material will provide students with a greater
international perspective and understanding of Social Studies, which will benefit them
greatly in later life. This said I would like to take this opportunity to thank those

PREFACE

This Social Studies textbook has been developed for bilingual
learners based on the B.E. 2560 (A.D. 2017) revised version of Thailand’s
Basic Education Core Curriculum B.E. 2551 (A.D.2008). The content of this
book follows the Basic Social Studies for Grade 6 written by the Institute of
Academic Development.

This textbook aims to enhance students’ abilities needed in the 21st
century. These include analytical skills, creativity, and collaborative skills.

At the beginning of each unit of this textbook, a useful vocabulary
list is provided to learners. Examples demonstrate to students how to apply
the information they have learnt to solve related problems. Exercises and
activities follow that allow for immediate practice. At the end of each unit, a
summary of the key learning concepts along with a revision exercise is
provided to help students consolidate what they have learned.

1.1 Roles and Duties of the Government

The government acts as the main control for the national administration.
While the Local Administrative Administration oversees the local
administration.

Government is a system of social control under which the right to make
laws, and the right to enforce them, is given to a particular group in society.
Government power can be held by one individual, a few, or a majority.
A government should:

• Set policies and propose the laws to govern the country.
• Maintain the economic and social security and order of the country.
• Establish a system of justice so that people are treated fairly.
• Provide welfare services to those in need.
• Establish quality educational systems.
• Protect different religions as well as promote harmony and respect.

Unit 1

The government has 3 branches:

The executive branch advises the King about the public and welfare of
the country. It also proposes most laws to be considered by the legislative
branch.

The Judicial branch interprets the constitution and settles disputes
involving states, agencies, enterprises, local government organizations and
between state officials and private individuals.

Legislative - The legislative branch is the law-making arm of the
government, charged with primary responsibility for adoption of law to govern
Thai society.

1.2 Roles and Duties of the Local Administration

There are 5 types of local administration: Provincial administrative
organizations, Municipalities, Tambon administrative organizations, Bangkok
Metropolis and Pattaya City. Local administration is the public administration
of towns, cities, and districts. It is also responsible for a range of services for
people and businesses in defined areas:

1. Finance: Operating its own budget that is derived from taxes, fees,
utilities, and subsidies.

2. Legislation: Enacting laws to be enforced within the locality such as the
municipal ordinances, the regulations of the sub-district administrative
organizations, the provincial administrative organization, Bangkok
Metropolis and Pattaya city

3. Personnel: Finding suitable personnel to perform tasks to meet the
needs of the local people.

4. Public health services: Preventing and stopping infectious diseases,
establishment of local hospitals.

5. Social welfare: Developing quality of life for children, the elderly and the
underprivileged.

6. Care and prevention: Taking care and preventing various dangers to
the local people, firefighting management, police, public disaster
prevention.

7. Educational service: Promoting education, religions, arts and culture
and wisdom.

8. Recreational services: Providing recreational facilities as well as
promoting local tourism.

9. Civil work: Building and maintaining public constructions such as
roads, pavements, local water supplies and public places.

10. Utility services: Providing and maintaining local electricity and water
supplies, disposal of solid wastes, sewage and wastewater, and
drainage system.

Elections

An election is the process of voting to choose people for official
positions(politicians). It is also referred to as an act of choosing or selecting
candidates who will represent the people in the government of a country.
Elections are also said to be a contest between competing political parties or
groups for government power.

2.1 Freedom to Vote

A country cannot be truly democratic until its citizens can choose their
representatives through elections that are free and fair and have the right to
do so. In Thailand it is clearly written in the constitution in Chapter 4 Section
72, that every person shall have a duty to exercise their right to vote. It is their
duty and right to do so.

2.2 Importance of Elections

Elections are important for the following reasons.
1. Elections give people the opportunity to choose their leaders.
2. Through elections the principle of democracy is promoted.
3. It gives elected representatives the legitimate right to rule.

4. It is a fair and civilized way of placing people in the position of authority.
5. Elections will enable the government to know the mind of the people

which is called ‘public opinion’.
6. It is used to assess the performance of the elected public officers.

2.3 Qualifications to Vote

1. The voter must be a Thailand national; if not
by birth, then by being a citizen for 5 years.

2. They must be over 18 years old the year
before the year the election is held.

3. The voter must have also registered ninety
days before the election at his constituency.

4. Those barred from voting in House elections are members of the sangha
or clergy, those suspended from the privilege (for various reasons),
detainees under legal or court orders, and people of unsound mind or
of mental infirmity.

Laws Related to Daily Life

What laws are included in daily life?

1.1 Traffic Laws

Drivers and other road users must follow these safety rules:
1. Always Wear Your Seat Belt

Every person in a moving car must wear seat
belts, make sure you’re belted up at all times,
even if you’re in the rear. Seat belts not only save
you from fines but keeps you protected.

2. Avoid Distractions
Distraction is a major cause of road accidents.
Avoid using mobile phones. Stay alert and
focused when driving.

3. Never Drink and Drive
DRIVING UNDER THE INFLUENCE (DUI) of
alcohol is a crime. Driving in any sort of
intoxicated state can lead to judgement errors
and mishaps.

4. Always Respect the Speed Limit

Follow the speed limit and drive safely.
Excess speed can lead to accidents or
attract fines from traffic authorities.

violation that can lead to serious consequences.

6. Maintain Your Car
One should always maintain his car to ensure

high road safety as driving an ill-maintained
vehicle can cause an accident, thereby causing
injury to you as well as other road users.

7. Always Get Out at the Curbside

Always get off the bus at the curb side so
that there’s no danger of colliding with a moving
vehicle. Never open the car door suddenly as
there might be a vehicle coming from behind
and sudden opening of the d. oor might cause the vehicle to collide with it.

Safety Rules for Pedestrians

Know about basic traffic signals such as vehicles have to stop at
the “red” light and “green” means the vehicle should resume driving. You
can cross a road once the vehicles come to a stop.

Children should remember that pedestrians have the right of way at
pedestrian crossing or zebra crossings and should use them to cross a
road when vehicles have stopped at a red light. Never play or run at bus
stops or in the road.

1.2 Civil Registration Law

What are the laws relating to civil registration that you know?

Civil registration law is the law relating to birth registration, dead person
registration, house registration, and identification cards. Civil registration laws
related to life are:

1. Birth Notification

When a child is born, one must notify the local registrar within 15 days of a
child’s birth. When the registrar receives the birth notification, he will issue a
birth certificate or birth notification certificate as evidence.

2. Death Notification

When someone dies, the host or the person who found the body must notify
the local registrar within 24 hours of the time of death or the time the body is
found. When the registrar receives the notification of death, the death
certificate will be issued as evidence.

3. Relocation

There are 2 types of relocation:
• Move-in is when someone moves into a house, the host must notify the
move-in within 15 days of the move-in date.

• Move-out is when someone in the house moves out of
the house. The host must notify the move-out within 15
days from the date of moving out.

House Registration

4. ID Card Making

A person of Thai nationality must have an identification card as proof of identity
used for transactions and various juristic acts as well as for verification to
receive services or benefits such as medical treatment and education.

Laws relating to ID cards are as follows:
For Thai nationals who are at least 7 years old but not over 70 years old

and whose name is in the house registration, an ID card is required by applying
for a card within 60 days from the date of turning 7 years old. The card is valid
for 8 years from the date of issuance. When the card expires, you must request
a new card by submitting an application to the correct office within 60 days
from the date the original card expires.

1.3 Drug Laws

What are the effects of drugs on the user’s health?

Narcotics means any substance that a person takes into the body whether by
eating, inhaling, pumping, injecting or by any means that causes harmful
effects to the body and mind such as having the urge to consume all the time
or the need to increase the dose of the drug. His general health deteriorated
and he became addicted to drugs.

The Narcotics Act B.E. 2522 (1979)

The Narcotics Act B.E. 2522 (1979) and the amendments state that there are
five classes of drugs as follows:

Class 1 Drugs are major serious drugs such as heroin, amphetamines.

Class 2 Drugs are important generic drugs such as codeine, cocaine,
morphine, opium.

Class 3 Drugs are characterized as medicine formulated drugs and contain
class 2 drugs such as cough syrup containing codeine

Class 4 Drugs are chemicals used in the production of class 1 or 2 drugs

Class 5 Drugs are drugs that do not enter classes 1 to 4, such as cannabis,
kratom (Migranyan Speciosa)

Culture

Culture is a set of patterns of human activities within a society or social group.
There are two types of culture. First is material culture. Material culture is
physical things that are created by a society like cars. The other category is
non-material culture or the intangible things produced by a culture. In other
words, the parts of culture you cannot touch, feel, taste, or hold. Common
examples include social roles, ethics, beliefs, and even language. As a
culture, Thais believe in status. Status does not actually exist; it is an idea that
culture produces about the treatment of people. This is non-material culture,
and it is just as big of an influence on our lives as material culture is.

1.1 Thai Cultural Changes Over Time

Nowadays, Thai society has changed greatly from the past due to many
factors such as advances in science, contact with foreign countries,
population changes, and environmental changes. As
a result, Thai culture has changed from the past as
follows:
• Living conditions

Thanks to electricity and modern appliances, we
can see in the dark, stay cool in the heat and life
has become a lot more comfortable.

• Dress code
Due to changing attitudes and influence from other
countries, clothing looks very different now from how
it did in the past. We may still wear traditional clothes
from the past if we wish but most people do not.

• Medicine
Thanks to modern pharmaceuticals, when we get
sick, there are modern drugs that can help us to
recover much more quickly and life expectancies
have doubled in a hundred years.

• Housing
Houses have grown bigger and are full of modern conveniences that
make our lives better.

• Transportation
In the old days, there was a lot of walking. Now we have cars, busses,
trains, boats, motorcycles and there are so many ways to travel where
you need to go.

• Occupation
Thailand still has a lot of farmers but they can use technology to make
their lives better and their crops bigger. In the cities, there are a variety
of different and new jobs that meet the needs of a changing world.

Nowadays English words are everywhere

in Thailand. We also use a lot of Japanese

and Korean words. Our culture has been

organization of activities related to Thai culture to educate and build
pride in the nation’s culture.

2. Renewal: revive some ancient cultures that
are being lost in order to bring them back.

3. Development: modify or apply it to suit
modern lifestyles, possibly with the
introduction of various modern technologies
as well.

4. Transmission: help Thai culture to survive. This can be done in a
number of ways, such as through a written record. We can use various
media in this current era of modern communication technology such as
radio, television, movies, computers, and the internet which can make
the transmission of Thai culture more convenient and faster.
