2 Chairperson’s Message I am delighted to announce that the Malaysian Red Crescent's Handbook No. 5 on Uniform Dress Regulations has received official endorsement from the National Council during its 154th Meeting on June 25, 2023. This significant milestone marks the culmination of nearly five years of dedicated effort by the organizing team members. I commend their unwavering dedication and perseverance, ensuring that these Uniform Dress Regulations are not only relevant and inclusive but also a true representation of the diverse voices of the youth, members, volunteers, and staff, who will proudly don them. The timing of this endorsement is particularly poignant, aligning with the 75th Year Anniversary celebration of the Malaysian Red Crescent since its inception as a branch of the British Red Cross in Malaysia. As we pay homage to our rich traditions and roots, we must also embrace progress to ensure that our uniforms and apparel evoke pride while remaining practical for the evolving nature of our humanitarian work. While we have preserved our iconic all-white adult uniforms for ceremonial occasions, we've acknowledged the practical needs of our youth cadets in schools by introducing a maroon and white working dress uniform, designed for easier maintenance. Although adapting to these changes may pose initial challenges, I am confident that they will become a norm we take pride in, providing a fresh and dynamic look for our members in schools and generating enthusiasm across our organization. In response to the commitment to enhance visibility and protection for our youth, members, volunteers, and staff working on the frontlines, we have introduced new work-wear uniforms. These operational uniforms prioritize safety and appropriateness for the tasks at hand, while projecting a professional and trusted image to the people we serve and our collaborative partners. Consequently, it is crucial to regulate and control the uniforms and logos to prevent misuse and maintain the integrity of the Malaysian Red Crescent, ensuring continued confidence from all stakeholders. With the implementation of this updated Handbook No. 5 on Uniform Dress Regulations, I anticipate that our organization will continue to project a robust image that upholds our values, emphasizing discipline and professionalism. I eagerly look forward to seeing our youth, members, volunteers, and staff donning our new uniforms and wish each of you success in your dedicated humanitarian endeavours. Through extensive discussions, design iterations, proposals, and refinements, the team ensured that the final version of the uniform received unanimous approval and endorsement from the National Council during the historic 154th National Council Meeting on June 25, 2023. Looking ahead, the Malaysian Red Crescent is committed to the continued dissemination of the revised Handbook No. 5 among its personnel. Efforts will also be directed towards ensuring the accessibility of the new uniforms and accessories, reflecting the organization's dedication to embracing positive change and modernity while upholding the rich traditions of its past. 4 Introduction The Malaysian Red Crescent (MRC) stands out as one of the select National Societies within the International Red Cross and Red Crescent Movement that proudly maintains a distinctive and wellmaintained set of uniforms. This enduring tradition traces its roots back to the inception of the MRC during World War II in 1948, when it functioned as a branch of the British Red Cross Society in Malaya. The practice of wearing uniforms, inherited from the British Red Cross, has persisted through the years, making the MRC one of the few Commonwealth National Societies that upholds this tradition today. As we enter 2023, the MRC is poised to revitalize its uniform guidelines, breathing new life into this iconic aspect of our organization. The primary goal is to infuse a fresh aesthetic while nurturing the spirit of volunteerism, instilling a sense of pride, and modernizing our uniforms without forsaking the rich tapestry of traditions. This updated uniform guideline aims to offer a clearer understanding of appropriate attire for various functions, a standard that all MRC personnel—be they staff, members, volunteers, or youth—are expected to strictly adhere to. Let us honour and perpetuate the legacy passed down by our predecessors, all while staying true to the seven Fundamental Principles of the International Red Cross Red Crescent Movement. Encourage open communication within our ranks, reminding fellow staff, members, volunteers, and youth to uphold uniform and dress regulations. This collective effort serves to enhance, standardize, and project a unified national identity for the Malaysian Red Crescent within our community. Furthermore, it is crucial to acknowledge the ongoing standardization initiative for the Malaysian Red Crescent's uniform, apparels, and accessories by the National Headquarters. Authorized manufacturers, suppliers, retailers, and other entities will be appointed to ensure uniformity in the production and distribution of MRC uniforms. Notably, any entities, including Units, Branches, and Chapters of the Malaysian Red Crescent, must seek explicit approval and authorization from the National Headquarters to become authorized suppliers or retailers. Without prior written consent from the National Headquarters, no Malaysian Red Crescent Units, Branches, or Chapters shall have the authority to produce, supply, or sell any Malaysian Red Crescent uniform, apparel, or accessories. 9 1. All Malaysian Red Crescent Society’s uniforms should ALWAYS be worn complete and in its entirety as prescribed in this uniform regulations handbook and the official Malaysian Red Crescent Membership/Employee Card on the right side chest of any uniforms or apparels as prescribed within this handbook in a clear and visible manner. 2. All accessories such as the medals, medal ribbons and others must be worn according to the specifications that has been approved by the National Council and may be purchased in a personal capacity. 3. All Malaysian Red Crescent Society’s uniforms should ONLY be worn according to the situations or events prescribed in this uniform regulations handbook and to events in line with the Fundamental Principles of the International Red Cross and Red Crescent Movement. Unauthorized and inappropriate use of the MRCS uniforms is strictly prohibited. 4. Malaysian Red Crescent Society’s personnel are not allowed to make alterations to material, colour, fashion or look of the uniforms that has already been prescribed in this uniform regulations handbook. 5. Fashionable accessories such as jewelleries, piercings and others should not be worn when donning the Malaysian Red Crescent Society’s uniforms with the exception of religious accessories, stud earrings (for women), wedding rings and watches. 6. Volunteers, youth, members and staff that have already resigned or removed from the Malaysian Red Crescent Society do not have the authority to continue wearing and are forbidden from wearing the Malaysian Red Crescent Society’s uniforms. 7. Malaysian Red Crescent Society personnel who are planning to go overseas on official Red Cross Red Crescent meetings, exchanges or events should adhere to using the appropriate uniforms as prescribed in this uniform regulations or the instructions from the National Headquarters, Chapters or Branches. 8. Only Malaysian Red Crescent Society male personnel practising the Sikh religion will be able to wear the fortress turban if they choose to wear one. 9. All Malaysian Red Crescent Society female Muslim personnel may wear their colour-approved headscarf (tudung) which is made out of lycra fabric material tucked into their shirts/jackets at all times if they choose to wear one. 10. The recognised positions listed will have the equivalent ranks as prescribed in this uniform regulation handbook. Any member having achieved a rank due to their position in the organization will continue to retain their rank despite no longer being in that said position. However, the member may be stripped of their rank or demoted upon the decision of the disciplinary board or any equivalent decision-body of the Malaysian Red Crescent Society. Employees shall lose their ranks upon termination of their employment. 11. All Malaysian Red Crescent personnel should maintain proper grooming standards as instructed by their superiors and as follows: For males: a) Keep nails trimmed and short so as to not extend beyond the fingers. 10 b) Hair should be kept neat and tidy so as to not obstruct the wearing of any headgear. c) To cover any tattoos or skin art. No tattoo or skin art can carry objectionable content or against the Fundamental Principles or bring discredit to the Malaysian Red Crescent, whether in or out of uniform. d) Remove all piercings except those for religious purposes. e) Facial hair should be kept to a minimum, neat and tidy. f) Eyeglasses and sunglasses must not have any ornamentation. Sunglasses can't have mirrored lenses and can't be worn when in formation. Glasses are not permitted around the neck. g) Contact lenses are allowed in natural-looking shapes and designs and cannot be tinted to change the natural eye colour. h) Watches are allowed but must be of a conservative style and can't be worn if they will be a safety hazard. Up to three rings in total are allowed, counting both hands. Necklaces can be worn if concealed under the shirt. Men can only wear earrings for religious purposes. For females: a) Hair length longer the jaw line should be neatly tied into a bun and a plain black net can be tied around the same. b) Only black-coloured hairband or hairpins are allowed to be used. c) Hair should be kept neat and tidy so as to not obstruct the wearing of any headgear. d) Authorized to wear cosmetics with all uniforms, provided they are applied conservatively and in good taste and complement the uniform. e) Eyeglasses and sunglasses must not have any ornamentation. Sunglasses can't have mirrored lenses and can't be worn when in formation. Glasses are not permitted around the neck. f) Contact lenses are allowed in natural-looking shapes and designs and cannot be tinted to change the natural eye colour. g) To cover any tattoos or skin art. 11 13. The arrangement of the front view on the jacket of uniform 1A, 2, 3 and 4 should be arranged as shown below: For male/female uniform with pockets For female uniform without pockets 14. The official membership card should be as shown below: 15. Any personnel who no longer holds a position loses the right to wear the position’s equivalent rank except for JCO1 – JCO5, SCO1 – SCO5 and P1 ranks whereby individuals wearing such ranks can wear a previous office holder rank version. 16. All production and sale of the Malaysian Red Crescent’s uniforms, apparel and accessories can only be done through the Malaysian Red Crescent’s authorised manufacturer, supplier and retailer or through the Malaysian Red Crescent’s expressed permission. 13 Malaysian Red Crescent Round Logo To be worn on the shoulder of all uniforms for identification purposes of the Malaysian Red Crescent. The English version will be generally worn on the right sleeve whilst the Malay version will be generally worn on the left sleeve. Chapter Shoulder Flash To be worn on the right side of the shoulder to denote the Chapter which the Malaysian Red Crescent personnel originated from. Malaysia Shoulder Flash To be worn on the left side of the shoulder to denote the country of origin of the Malaysian Red Crescent personnel especially when deployed overseas CONFIDENTIAL - DO NOT CIRCULATE SULIT - DILARANG UNTUK DIEDARKAN


14 National Headquarters Shoulder Flash The National Headquarters shoulder flash should replace the chapter shoulder flash when the personnel is representing a national position or national headquarters’ capacity. Officer Swagger Stick WO1 – JCO5 ranks will use a black and silver swagger stick while SCO1 and above ranks will use a black and gold swagger stick Wire Embroidery Crest Badge The wire embroidery crest badge is utilized for any headgear that the Malaysian Red Crescent personnel who achieves the ranks of Junior Commissioned Officer. This includes but not limited to songkok, peaked cap, bowler hat, beret, fortress turban and others. This is an exception for personnel ranked Non-Commissioned Officers and other ranks when using the songkok for Uniform No. 1A whereby they are allowed to use the wire embroidery crest badge on their songkok. Metal Crest Badge The metal crest badge is utilized for any headgear that the Malaysian Red Crescent personnel who achieves the ranks of Non-Commissioned Officers and other ranks. 15 Peaked Cap The peaked caps are used for male personnel of the Malaysian Red Crescent who dons the Uniform No. 1B and Uniform No. 2. The type of peaked cap will differ according to the ranks of the Malaysian Red Crescent personnel as depicted above. For OR1-NCO3, the peaked cap will be plain with a metal crest badge; For WO1-JCO3, the peaked cap will also be plain but with a wire embroidery crest badge; For JCO4 and JCO5, the peaked cap will also use the wire embroidery crest badge with a single gold bullion wire oak leaf motive on the peak whereas for SCO1-SCO5, the peaked cap will use the wire embroidery crest badge with a double gold bullion wire oak leaf motive on the peak and two small gold buttons on its side. Songkok The songkok are used for male personnel of the Malaysian Red Crescent who dons the Uniform No. 1A. The type of songkok will differ according to the ranks of the Malaysian Red Crescent personnel as depicted above. For OR1-NCO3, the songkok will be plain black with wire embroidery crest badge and a gold stripe of 1.5 cm; For WO1-JCO3, the songkok will also be plain black but with a wire embroidery crest badge and a red velvet stripe of 1.5 cm in between two 0.6 cm gold stripes; For JCO4 and JCO5, the songkok will also use the wire embroidery crest badge with a 1.5 cm red velvet stripe in between two 1.2 cm gold stripe whereas for SCO1-SCO5, the songkok will use the wire embroidery crest badge with a red velvet stripe of 1.5 cm in between two 1.5 cm gold stripes. Bowler Hat The bowler hats are used for the female personnel of the Malaysian Red Crescent who dons the Uniform No. 1A, 1B and Uniform No. 2. The type of bowler hat will differ according to the ranks of the Malaysian Red Crescent personnel as depicted above. Fortress Turban The fortress turban made out of black-coloured polyester cotton fabric is the headgear worn by personnel of the Malaysian Red Crescent who practice the Sikh religion. There are only two variations of this fortress turban as depicted above according to the ranks whereby YC1- YC6 and OR1-NCO3 will utilize the metal cap badge while WO1-SCO5 will utilize the wire embroidery crest badge. Lanyard with Hook & Whistle WO1-SCO5 Officers wearing uniform No. 2 and No. 3 will be wearing a double braided lanyard with a hook and whistle attached on one end. YC1-YC6 and OR1-NCO3 other ranks members wearing uniform No. 2, No. 3 and No. 4 will be wearing a single lanyard with a hook and whistle attached on one end. 17 Name Tag The name tag should be made of black matte plastic with all capitalized letters in white. The dimensions of the name tag should be 2.5 cm in height and 7.5 cm in width. It should not exceed 10 spaces of alphabets including the spacing in between names. There should not be any initials or punctuations contained within the nametag. 23 Aiguillette The Malaysian Red Crescent aiguillette will be worn by Malaysian Red Crescent officers on uniform No.1A and No. 1B. Officers ranked SCO1 and above will be wearing the triple rope braided aiguillette with double tips. Officers ranked W01 – JCO5 will be wearing the double rope braided aiguillette with single tip. Cadet Leadership Badge The Cadet Leadership Badge is awarded to the leaders of the cadet units in schools and have already achieved all six proficiency badges and the School Achievement badge. 24 Cadet Proficiency Badge The cadet proficiency badge is awarded and worn according to the Malaysian Red Crescent subjects as prescribed in Handbook No. 7 on Training. The cadets are only allowed to wear the six (6) proficiency badges at any one time once they have fulfilled the requirements for the International Friendship, First Aid, Health Education, Footdrill, Camping, Fire Prevention, Disaster Risk Reduction Education, Education in Red Cross Red Crescent and Home Nursing subjects. Whenever cadets have achieved all six proficiency badges, they will be able to wear the School Achievement badge. 25 Junior Proficiency Badge The junior proficiency badge is awarded and worn according to the Malaysian Red Crescent subjects as prescribed in Handbook No. 7 on Training. The juniors are only allowed to wear the proficiency badges once they have fulfilled the requirements for the Red Cross Red Crescent Education, Health Education, First Aid, Disaster Risk Reduction Education, International Friendship, Camping and Footdrill subjects. Junior School Achievement Badge Whenever Juniors have achieved all required five proficiency badges, they will be able to wear the School Achievement badge. Detachment Proficiency Badge The adult Voluntary Detachment Proficiency Badges are divided into two categories. The first category is Basic or “Asas” which can be worn by individuals who have already acquired the necessary basic certificate courses as prescribed in Malaysian Red Crescent Handbook No. 7 on Training. The second category is Advanced or “Lanjutan” which can be worn by individuals who have already acquired the necessary advanced certificate courses as prescribed in Malaysian Red Crescent Handbook No. 7 on Training. 26 Instructor Badge The instructor badges are divided into three categories. The first category is the School Instructor or “Jurulatih Sekolah” Badge which can be worn by individuals who have already acquired the necessary certificates to qualify as a School Instructor as prescribed in Malaysian Red Crescent Handbook No. 7 on Training. The second category is the Instructor or “Jurulatih” Badge which can be worn by individuals who have already acquired the necessary certificates to qualify as an Instructor as prescribed in Malaysian Red Crescent Handbook No. 7 on Training. The second category is Senior Instructor or “Jurulatih Kanan” which can be worn by individuals who have already acquired the necessary certificates to qualify as a Senior Instructor as prescribed in Malaysian Red Crescent Handbook No. 7 on Training. Cadet & Junior Cap The cadet and junior cap can be worn for any school-based activities such as camping activities, youth exchanges, sports etc to represent that a particular student is a part of the Malaysian Red Crescent Youth. 29 Honours are divided into three categories: Orders are societies of merit, which recognize outstanding achievement and exceptional service over a long period of time. Orders usually have different levels or grades of membership and various ways to wear them according to the level. A person who has been promoted within an order wears only the insignia associated with the highest grade, and therefore must remove the insignia of the preceding grade and return it to the administrator of the Order. Decorations recognize an act of gallantry in combat, or of bravery or meritorious service in a single event or over a specific period of time. The insignia is only awarded once to an individual; if further actions meet the criteria for the same decoration, a bar is awarded and worn on the initial decoration in order to denote a second award. Medals recognize participation in a military campaign or operation, service under exceptional circumstances, as well as long and loyal service. Medals also commemorate royal or national anniversaries. Bars may also be added to campaign or service medals to specify the service being recognized. On long service awards, bars denote additional periods of eligible service. Insignia of orders, decorations and medals take various forms: Chest Insignia is generally associated with the lower grades of orders as well as the majority of decorations and medals. It consists of a full-size insignia suspended from a ribbon, worn on the left side of the chest. Women with only one chest insignia can wear it mounted on a bow made from the appropriate ribbon. When more than one insignia is worn, they can be mounted on a medal bar in accordance with the established Order of Precedence. Neck Badge consists of a full-size insignia worn around the neck and suspended from a ribbon. For all civilian dress, only one neck badge can be worn at a time. Women may wear this type of insignia mounted on a bow made from the appropriate ribbon. Miniatures are smaller replicas of insignia worn on a narrow miniature ribbon for evening functions in place of full-size chest insignia. If more than one miniature is worn, they can be mounted on a medal bar in accordance with the established Order of Precedence. Women with only one miniature may wear it mounted on a miniature bow made from the appropriate ribbon. The miniature bar must include all the miniatures an individual is entitled to wear, including the miniatures of all neck badges or breast stars. The miniature bar is worn in addition to one full-size neck badge (suspended from a miniature ribbon) and a breast star where applicable. Breast Star consists of a metallic plaque, which is worn without a ribbon and attached directly to the clothing on the left side of the chest, just above the waist and below the chest insignia. 30 Undress Ribbons are ribbons worn by uniformed personnel when the wearing of full-size or miniature insignia is not appropriate. Every honour has its own ribbon, and when more than one ribbon is worn, they must be placed in the established Order of Precedence and be arranged in rows, with the most senior ribbon at the left of the top row. Generally, no more than three ribbons are worn in a row, but this may vary according to the dress regulations of different organizations. In the Malaysian Red Crescent, there are several volunteer recognition medals which are listed below: 50th Anniversary Appreciation Medal Awarded by the National Chairman with the support of the National Award Committee / Chapter Award Committee to any individual for their invaluable service in 1998 during the 50th Anniversary of the Malaysian Red Crescent Society. Long Service Medal Completed a continuous service for ten (10) years after the age of 18 years old and one ‘BAR’ for every five (5) years thereafter. 31 Humanitarian Spirit Medal Awarded by the National Chairman to any members for their humanitarian service in times of armed conflict, natural disaster and pandemics. Meritorious Service Medal Awarded by the National Chairman upon the support of the National Award Committee to members who have contributed commendable service for at least five (5) years after the age of 18 years old. 35 Wearing of the Orders, Decorations and Medals are as follows: All Federal, State and Malaysian Red Crescent Society orders, decorations and medals should be worn according to its order of precedence. The full-size medals should be worn on the left side of the chest hung on its ribbon. If there are more than one, it should be arranged according to its order of precedence with the most highly decorated medal on the right side closer to your centre of the chest. All medals should be worn on the with the correct side facing forwards. If the medals are more than six, it should be arranged stacked on top of each other covering half of the next medal. The highest rank of the medal should be placed on the right side so that it is most clearly visible. The medal rack should not exceed more than six inches and should be placed equally centred so that the end of the medals are directly resting above the top of the pocket flaps of the jacket. The medals awarded by the Malaysian Red Crescent should be worn after the medals awarded by the state or federal according to its order of precedence starting from the right (closest to the heart) to the left (farthest from the heart). All orders, decorations and medals should be worn and displayed in full when donning the ceremonial uniform No. 1A and 1B. 36 The wearing of the medal ribbons to replace the orders, decorations and medals are as follows: The medal ribbons should not exceed four in a row. If there are five medal ribbon, it should be arranged such that two medal ribbons are placed on the upper row while three medal ribbons placed on the lower row according to its order of precedence from right to left.
