Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 ABOUT THE INSTITUTE The premier professional body for HRM in Sri Lanka, CIPM fulfills the invaluable role of developing Sri Lanka’s HRM profession and has continuously produced globallycompetent Chartered HR professionals. CIPM was instituted at a time when Sri Lanka’s higher academic institutions did not deliver HRM-related education, making CIPM the only institution to offer professional HRM programs on a grand scale. Currently, CIPM is the only HR professional body incorporated by an Act of Parliament of Sri Lanka and has an active base of 7000+ students.  CIPM was formerly established as the Institute of Personnel Management in 1959 by a small team of like-minded professionals rooted in the same vision and passion to promote the profession of Human Resource Management in Sri Lanka. They sought to develop human resource management as a highly recognised and widely accepted discipline amongst the country’s masses. In 1976, the Institute was recognised subsequent to being incorporated through a Parliamentary Act; this enabled the Institute to actively reach its vision of becoming a sought-after professional HRM institute by promoting and developing human resource management in Sri Lanka. In 2018, the Institute was elevated to the status of a Chartered Institute through Act No. 31 of 2018 and was renamed the Chartered Institute of Personnel Management (CIPM). The amendment bolstered CIPM’s recognition as the undisputed institute for professional HRM studies in Sri Lanka. CIPM Sri Lanka is a member of the Asia Pacific Federation of Human Resource Management (APFHRM) and affiliated with the World Federation of People Management Associations (WFPMA), in which we held a position on the Board. CIPM received the honour of hosting the World HRD Congress in 2020. However, due to the COVID-19 pandemic, it was held as a virtual event in December 2021. Sri Lanka became the first Asian nation to receive this opportunity.

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 I THINK ONE OF THE MOST OBVIOUS ANIMAL ADAPTATION OF THE PENGUIN IS THE ABILITY TO SWIM. MOST BIRDS DO NOT SWIM SO PENGUINS ARE VERY UNIQUE IN THAT REGARD. PENGUINS SPEND THE MAJORITY OF THEIR TIME IN THE WATER HUNTING FOR FOOD SO THEY NEED TO BE EXCELLENT SWIMMERS, THAT’S WHERE THEIR FLIPPERS COME INTO PLAY. INSTEAD WINGS LIKE NORMAL BIRDS HAVE, PENGUINS HAVE FLIPPERS OR WINGS WHICH HELP THEM GLIDE THROUGH THE WATER.

DRAFT 02 21.07.2023 Enhancing the competencies of our employees is an essential undertaking at CIPM. Nurturing their knowledge and existing skills and equipping them with new capabilities is vital for personal and professional success. “ PRESIDENT’S MESSAGE Dear Members With a deep sense of honour and gratitude, I address you as the President of the Chartered Institute of Personnel Management (CIPM). I am also pleased to present the Annual Report and the Audited Financial Statements of the Institute for the financial year, which ended on 31st March 2023. I feel privileged to have been the President for the year under review, and I am humbled by the Governing Council’s trust and judgement in appointing me to this position. Honouring their confidence, I am pleased to state that many strategic activities lit up the CIPM calendar in the year under review, which included numerous flagship events and programs, designed to bolster our commitment to the HR profession and to create stakeholder value. As the world went through a process of coexisting with COVID-19, Sri Lanka was engaged in a crisis of unprecedented proportions. Sri Lanka had to grapple with its greatest economic crisis in decades while the political strife and the socio-economic downturn further added woes to the lagging effects of the pandemic. Much like the pandemic, the country’s economic and social instabilities had a profound effect on Sri Lanka’s business sectors and the public life of the citizens, who were concerned with the affairs of the community and the nation. However, CIPM maintained operational continuity while reporting satisfactory financial performance amidst profound impacts from inflation, disruptions to financial and social normalcy and general discontent over the national occurences of the past fiscal year. Before presenting some of this year’s most salient strategic approaches and CIPM events, I would like to bring to your attention the financial performance of the Institute for the year under review.

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 The Financial Year It has been a successful operational year with diverse programs planned and executed, progressively. In many ways, the macroeconomic turmoil that unfolded since the beginning of 2022 was continuously challenging, but we did not allow this situation to impact our plans and activities. However, the economic crisis, policy decisions of the Government and overall instability had some impact on the financial capital of the Institute. The Institute recorded a total of Rs. 490 Mn in earnings, compared to Rs. 536 Mn reported in the previous year. The top line contracted by 8.5% as course-based earnings dropped during the year under review. Being a responsible institute, we pay all our taxes as per the laws, and the committed income tax for the year 2022/2023 amounted to Rs.22 Mn. In terms of expenditure, the Institute incurred additional spending on committee activities. The purpose of which was to increase member engagement with the institute and provide value-driven activities for the HR fraternity. We took the year under review to optimise our opportunities, which were missed during previous years due to the COVID-19 pandemic. After accommodating all these, we are proud that we could report a net surplus of Rs.70 Mn for the financial year under review. In addition, other accumulated funds increased to Rs. 857 Mn from Rs. 787 Mn in the fiscal year under review. Total assets grew by 3%, amounting to Rs. 1.1 Bn for the financial year under review, while liabilities declined to Rs. 251 Mn from Rs. 291 Mn reported in the previous year. Operational Activities I initiate my commentary on the past year’s operational activities by directing your focus on the Institute’s change in leadership and the Annual General Meeting held in August 2022. The AGM concluded successfully subsequent to the election of the office bearers and council members uncontested at the AGM. The new executive Council consists of the president, 08 office bearers and 06 Council members as well as 04 co-opted members. Subsequent to the AGM, 17 Standing Committies and 02 Technical Committees were appointed for 2022/2023 with each standing committee being headed by a chairman and deputy chairman. Furthermore, staff representatives were assigned to each committee for the successful coordination and implementation of committee goals and projects. Employee Value Propositions Enhancing the competencies of our employees is an essential undertaking at CIPM. Nurturing their knowledge and existing skills and equipping them with new capabilities is vital for personal and professional success. With this objective in mind, we made employee training a priority in 2022/23. Throughout the year, numerous workshops and training sessions were organised on timely and professional topics. In August, a workshop to inculcate Positive Thinking and Nurture Affirmative Characteristics was organised for the CIPM Management Team, conducted by Mr C. Hewapattini. In addition to these objectives, the workshop also focused on training managers to guide employees positively so as to achieve best possible capabilities from the workforce. The program was organised in two sessions, beginning with the CIPM management team as the first audience, followed by a second workshop for Assistant Managers and Executives.  In June 2022 a training session titled, ‘Customer service - The Readiness of the Service Provider’, was conducted by Mr Darshana Welikala - a professional trainer, counsellor and CEO. This event was followed by a training session on managing “Work-life Balance during a Crisis”, which was conducted by Mr. Mahendra Jayasekara, CEO - of Lanka Tiles PLC. A session on the topic “Mind Power” was also organised in October to energize and motivate staff towards positive performance. To promote staff welfare and work-life balance, the staff residential program was held in October 2022.The underlying objective of the event was to strengthen team collaboration while providing an unforgettable recreational time. Furthermore, we established our first-ever medical facility within the HR House with weekly consultation by a visiting doctor for half a day. The staff will receive an immense benefit through this initiative. Our stance on employee recognition has grown over the years: and in 2022/23, we launched the ‘Employee of the Quarter’ recognition scheme to honour our most hardworking and dedicated staff members; within the Council Year, we rewarded 03 employees in recognition of their excellent performance. Furthermore, we initiated an Urban Agriculture competition for staff members. With sustainable development as its core focus, the event enabled employees to maintain and sustain a greenhouse under the technical advice of an Agricultural professional. Staff teams received three months to nurture plants based on several categories indoor gardening, outdoor gardening, and health-focused cultivation. Upon completion of the first stage, we then initiated the second round for innovative cultivation.

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 Enriching Members’ Professional Development The event calendar for the 2022/23 council year was replete with programs for members. Ensuring their ongoing professional growth, we conducted CPD sessions in addition to interactive sessions for the benefit of members. Several CPD sessions took place across the council year, engaging members in continued development and learning. Programs covered topics, such as appreciative inquiry, general knowledge-sharing, career development, HRM in a ‘brittle’, ‘anxious’, ‘nonlinear’ and ‘incomprehensible’ context and work motivation. Collectively, these sessions helped elevate their knowledge and the applicability of various concepts into practical work scenarios. Each session also carried 3 CPD points, which added value to members’ participation and professional development. Furthermore, in October 2022, through the platform ‘Coffee with President’, I had the privilege of meeting 12 CIPM members - creating the ideal context for these members to interact and exchange perspectives with me as the newly appointed President of CIPM. Fraternity Interactions The HR fraternity of Sri Lanka has become the frontier that drives employee performance. More than ever, the value of highly competent HR professionals will enable businesses and organisations to thrive by proactively managing people’s expectations in an increasingly fragmented world. Theoretical knowledge aside, as the country’s leading professional body in HRM, we enrich the knowledge of professionals to use HRM concepts to solve challenges in workplaces and find solutions. By doing so, we contribute towards a successful balance between people’s expectations and business interests. Focusing on this ethos, I had the opportunity of leading several programs to help develop the fraternity and professionals, as the incumbent President of CIPM. Many HR and Business professionals participated as resource persons at our events, exchanging thoughtprovoking insights with the HR community. The National HR Conference which was a highlight of the year, added depth to fraternity knowledge and skills and enabled networking between participants and thought-leaders. Themed as ‘Navigating Dire Straits’, the 2023 National HR Conference gathered over 950 participants and was a tremendous success. The conference which followed a three-year pause included six technical sessions, including three panel discussions. Moreover, the Great HR Debate for HR Professionals, the National HR Exhibition, and the CIPM Lifetime Gold Award were key conference segments. It set the time and place for the fraternity to discuss and address challenges in HRM in today’s business context. Timely topics such as the role of HRM in navigating dire straits, how the economic downturn has impacted HRM practices, mass migration of skilled labour and its impact on socio-economic progress, and lessons learnt from the pandemic. Our focus also rested on a highly time-sensitive topic of green initiatives and sustainable people management, as well as the importance of Employee Assistance Programs (EAPs) during challenging times.   I had the delight of hosting the conference, as it brought the local HR fraternity under one platform, enabling us to pursue and explore solutions to pressing people management concerns. Expert panellists and speakers conducted knowledge-sharing technical sessions and discussions, adding incomparable value to the occasion.  Another strategically vital annual event is the CIPM International Research Symposium. The event maintained its tradition as an annual platform for advancing the local HR profession through empirical findings and enabled students, members, and those from the fraternity to enhance their research, analysis and reporting capabilities.  CIPM also held its CEO’s forum, themed “People-first culture inspired by CEOs”, in 2023. The event attracted over 100 CEOs from various commercial backdrops and sectors. I am immensely thankful to Mr Bingumal Thewarathanthri, CEO of Standard Chartered Bank in Sri Lanka, for his excellent keynote address and to Dr Nalin Jayasuriya, Chairman of McQuire Rens Global Consulting Pvt Ltd, for moderating the discussion. We gathered a panel of esteemed business leaders who shared thought-provoking commentaries and provided invaluable insights. The panel included Dr Samitha Perera, CEO – of CBL Foods International Pvt Ltd, Ms Shiromal Cooray - Chairman and MD of Jetwing Travels (Pvt) Ltd and Mr Chevaan Daniel - the Executive Group Director of Capital Maharaja Group. 31 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 In September 2022, ‘HR as a resilient force to rebuild Sri Lankan economy’ - a joint seminar was organised by OPA and CIPM. The main speaker at the event was Mr Priyantha Ranasinghe - Vice President of CIPM SL and Director HR at Coca-Cola Beverages Sri Lanka. I was provided the opportunity to moderate the panel discussion, which was followed by a keynote address by the Past President of CIPM, Mr Dhammika Fernando, the Director of Tropical Findings (Pvt) Ltd and Mr Priyantha Ranasinghe. Championing Student Experiences CIPM’s students are at the heart and soul of our objectives as a nationally-incorporated institute. We believe that the standards we develop and the programs we deliver should resemble globally-competent course content and learning outcomes while providing access to world-class institutions and HR programs. As a result, we continue to form affiliations and partnerships with various local and global institutions with exceptional programs and learning opportunities. Marking a historic milestone, we entered into an agreement with AIHR (Academy to Innovate HR) from the Netherlands to enhance the competencies of students and HR professionals in Sri Lanka. The value that AIHR delivers to local learners is immense as the Institute has one of the widest HR-related online courses. This unique proposition allows CIPM to provide online-based, self-paced programs to our students, CIPM members and the fraternity – allowing them to reach career goals and enhance their HR specialisations or simply expand their knowledge and skills. AIHR programs combine practice and knowledge of the latest HR trends and insights in applying them to real workplace situations. Furthermore, I commend the marketing team for maintaining positive momentum in promoting CIPM programs amongst prospective students. The team organised three consecutive sessions in line with our Open Day for prospective A/L students. Programs received the rapport of other CIPM staff and took place on three separate days across October 2022 at all CIPM centres. Moreover, in grooming CIPM students for C-Suite positions, the Executive Council provided CQHRM students with the opportunity to interact with Council members and receive first-hand knowledge of conducting board meetings. Championing student achievements, in September 2022, we conducted our inaugural Certificate Awarding Ceremony of the Diploma in Professional Human Resource Management (DPHRM) under the participation of Mr Kanishka Weeramunda as Chief Guest, office bearers, Council members and guests. We awarded approximately 400 certificates to Diploma Holders. I take this opportunity to congratulate our graduates, who received well-gained honours for completion of several programs, including our most-lauded HR qualification – the Chartered Qualification in Human Resource Management. Moreover, we presented accolades to students who completed the Professional Qualification in HRM, Diploma in Training and Human Resource Development, Diploma in Industrial Relations and Employment Law, Diploma in Occupational Safety and Health. In addition, graduates of the BSc and MSc programs in HRM from the University of Salford Manchester, UK, also received proper honours. We commended over 800 graduates at the CIPM Graduation ceremony in December, 2022. Professional services CIPM, together with SLSI, developed national standards on Human Resource Management through a team comprising nationally and internationally acclaimed HRM and business professionals and academics. We considered this as a vital part of our role as the only professional body in the country mandated by the supreme legislature as the authority in HRM in Sri Lanka. The time is opportune for us to embark on this long overdue initiative of formulating the National Standards in HRM to standardise the world of work in line with international best practices. CIPM is strongly committed to the country’s HR fraternity and business community, as we continue to craft tailored HRM solutions and services to match client requirements. We honour their confidence in our capabilities and as a result, we strive to continuously deliver comprehensive programs that address workplace HRM requirements to drive employee performance, bridge existing gaps, and contribute to business performance. During the year under review, we created over 50 programs for esteemed clientele from various sectors. Such organisations represented the private and state sectors and included eminent business organisations in the nation. Partner Relations It was an honour to represent CIPM at the annual conference of the Chartered Institute of Personnel Development (CIPDUK) alongside my colleague Mr Priyankara Seneviratne – Honorary Secretary of CIPM. As one of our primary international principals, we maintain continued involvement in CIPD programs while receiving their insights on global HRM standards and knowledge on developing HRM. During the year, we formed several partnerships with local and international institutions. The common objective of these MOUs was to collaborate on exchanging information, to impart our expertise in HRM through various programs, and to help develop students’ knowledge and capabilities. Ergo, in September 2022, we signed a Memorandum of Understanding with the Department of Agrarian Development for collaborative research on ‘Attraction and Retention of Youth in Domestic Agriculture’.

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 We also signed MOUs with several state universities, Including Jaffna, Wayamba, Rajarata and Kelaniya Universities. These MOUs focus on collectively developing the Human Resource Profession, HR professionals and students while benefitting the overall managerial and business fraternities of Sri Lanka. Partnering with state institutions that shape the nation’s future workforces has enabled us to extensively promote the importance of HRM and develop the profession to help foster industrial and economic growth in Sri Lanka. Moreover, we partnered with private institutions by entering into memorandums of understanding. Such institutions included the Swiss Hospitality Management Academy (SHMA), initiating the beginning of several ventures, including a concurrently conducted Diploma in Hospitality Management and a tailored HRM program for the hospitality sector. CIPM entered into an agreement with CA Sri Lanka through a MOU with the objective of developing HR and finance fraternities by advancing literacy through specially designed programs. As a result, CIPM will conduct a specialised HR training program for CA Sri Lanka members with the motive of benefitting their careers. Similarly, CA Sri Lanka will develop a tailored program for selected CIPM members to upgrade their financial management capabilities to C-suite level. These efforts will be complemented by concessionary rates to members in encouraging participation. Promoting empirically-driven national research, it was an honour to have presented two publications to the Minister of Labour, Hon. Manusha Nanayakkara on behalf of the Institute. Along with Chairperson of CIPM Research Committee, Prof. Prasadini Gamage, we handed over two national-level research compilations, conducted by the Institute on, “Female Migrant Domestic Workers: Challenges and Prospects in Sri Lankan Perspective” and on “Attracting Sri Lankan Youth to Technical and Vocational Education: The Way Forward”. Both these research publications demonstrate CIPM’s strong capabilities in research and evidence-based thinking for effective people management solutions. The meeting also served the objective of pursuing a national survey on Labour Demand. Another successful discussion was conducted with Hon. Manusha Nanayakkara, on developing HR for sustainable economic growth of Sri Lanka. With the vision of expanding CIPM programs outside of Sri Lanka, we held a discussion with Hon. Mr Ali Sabry – Minister of Foreign Affairs. The direction of the discussion was based on introducing our CQHRM program to South Asian nations such as Maldives, Pakistan and Afghanistan and prospective Asian counterparts. The discussion held promise and we will continue to explore regional prospects to expedite this intent. Accolades I am pleased to state that the Institute gained several commendations and recognitions in the year under review. We emerged as the winner in the educational services sector for excellence in business achievements at the National Business Excellence Awards 2022; the award is a reflection of our commitment to habitually improving teaching methods and programs, in line with global standards. We became the 1st Joint Runner-up in the Medium Enterprises Sector for Business Excellence and also received the Merit Award in Capacity Building. Moreover, in the year under review, CIPM won the Merit award for the “Women Friendly Workplace Award 2022” from SATYN CIMA this is a commendable portrayal of how CIPM endorses a supportive workplace, especially to benefit our female employees. At the 2022 TAGS Awards organised by CA Sri Lanka, CIPM Sri Lanka won the Bronze Award in Small and Medium Sized Entities Category for our 2021/22 Annual Report. I am also honoured to mention that I had the privilege of being adjudged the Most Outstanding HR Business Leader of the Year in 2022 by The CEO Sri Lanka Awards. 33 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 Way Forward CIPM will continue to take concerted efforts to develop the HR profession and to continuously enhance our value propositions for learners, members and the HR fraternity. I remain extremely optimistic that we will have the necessary backdrop to promote CIPM and its well-received programs to a wider base of prospective students and professionals in the ensuing year. I am also optimistic about our ability to ensure financial sustainability within a complex macroeconomic scenario. Further, I have complete faith that our Executive Council, committee leaders and committee members and staff will share their experiences and knowledge in furthering our mission of producing globallycompetent HR professionals and enhancing HRM as the invaluable discipline it has become today. I am confident that the partnerships we formed and also nurtured during the past year, will greatly enhance the academic and professional scopes of our students, members and the fraternity; and I also believe that we have the right resources and intellectual capabilities to create value for our partner institutions. Acknowledgements Even in the face of the challenging circumstances we have encountered over the past financial year, I have confidence that we will continue to achieve numerous remarkable successes together. The unwavering trust and support of our esteemed members empower us to carry out our responsibilities and constantly strive for excellence. I extend my deepest gratitude and utmost respect to our esteemed Council, who played a significant role during the aforementioned financial year. I am profoundly thankful to our CEO, Director of Professional and Academic Affairs, Senior Management team, and dedicated staff for their exceptional contributions that have greatly contributed to our accomplishments. Additionally, I would like to express heartfelt appreciation to all the members of the standing committees, esteemed members of the institute, international entities, invaluable business partners both domestic and international, and dependable service providers who have served as the strong pillars of our success, propelling us towards unprecedented achievements. 34 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 MESSAGE FROM HONY. SECRETARY It is with great pleasure and a sense of pride that I present the Honorary Secretary’s message to the annual report of the Chartered Institute of Personnel Management Sri Lanka for the year 2022/2023. As Honorary Secretary, Chairman of the Standing Committee on Build Up Internal Capabilities, and the Right Culture to Fulfil CIPM Objectives (People Development) and the Chairman of the Standing Committee on National HR Conference, I am privileged to share with you the significant achievements and progress we have made as an institute dedicated to the advancement of the human resource profession in our country. 36 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 HONY. TREASURER’S REPORT As the Treasurer of the CIPM, I am delighted to present the performance and financial report of our institute for the financial year 2022/2023, which has been audited by BDO Partners - Chartered Accountants. It gives me great pleasure to share the results we have attained through our dedicated efforts and unwavering commitment. Over the past year, we have encountered several significant challenges that have had a substantial impact on our operations. However, I am proud to say that despite these obstacles, we have managed to navigate through the difficulties and maintain our commitment to excellence. A significant challenge that our country faced during this year was the fuel and power crises. These crises had a profound effect on our Institute. The scarcity and increased costs of fuel and power supply presented obstacles in executing our programs and operations efficiently. However, through the implementation of various technological and strategic measures, we managed to deliver uninterrupted services to our students and achieved a revenue of Rs. 490 Mn through delivering study courses. The government’s implementation of multiple and ongoing tax reforms has led to an unprecedented rise in the cost of living, significantly impacting the disposable income of potential students and their parents. Consequently, new student enrolments have declined as parents struggle to afford the course fees. Despite these escalating costs and tax increases, the Institute remains committed to supporting students in their educational pursuits. As a result, we have maintained the same course fees without any revisions while offering extended instalment options throughout the financial year. Furthermore, the VAT rate increased from 8% to 15% during the financial year, adding an additional burden to the financial responsibilities of our Institute. This sudden change required us to reassess our budgeting and financial planning to accommodate the increased cost of operations. We strategically reallocated resources and implemented cost-saving measures to maintain our financial stability and uphold our commitments to our members. Over the past year, we have encountered several significant challenges that have had a substantial impact on our operations. However, I am proud to say that despite these obstacles, we have managed to navigate through the difficulties and maintain our commitment to excellence. “

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 Further compounding these challenges, a new Social Security Contribution Levy (SSCL) was introduced, amounting to 2.5% of revenue. This levy added an additional financial obligation of Rs. 6.8 Mn for this financial year, affecting our ability to allocate funds for important initiatives and programs. Throughout the year, the institute incurred legal and professional charges amounting to over Rs. 12 Mn due to various legal matters that arose. Although these expenses did not directly contribute value to the institute, they were necessary to ensure the institute’s legal compliance. To safeguard the institute’s interests, we engaged the services of expert legal professionals to address the legal aspects brought forth by different parties. Despite these challenges, we achieved a revenue of Rs. 490 Mn, resulting in a surplus of Rs. 91 Mn before taxes. The institute benefited from higher interest rates on deposits and investments, as well as stringent austerity measures and effective cost management in standing committee projects. These factors were instrumental in attaining a net surplus of Rs. 91 Mn before taxes and Rs. 70 Mn after taxes. We have persevered and achieved notable accomplishments throughout the year which are summarized below. Revenue During the financial year 2022/2023, the Business School made a significant contribution of Rs. 490 Mn, while the PMS division added Rs. 31 Mn and the investment income and other sources added Rs. 61 Mn to the overall revenue of CIPM. The institute reported a total revenue of Rs. 582 Mn for the period. Surplus of income CIPM has recorded a net surplus before taxation of Rs. 92 Mn and a net surplus after taxation of Rs. 70 Mn after charging income tax of Rs. 22 Mn for the FY 2022/2023. This could be considered as well executed results keeping in mind all the uncontrollable external factors discussed above. Total expenses We have effectively managed expenditures with proper execution and rigorous oversight of all cost components. It is praiseworthy that the Finance and Administration Committee played a significant role in managing costs while all standing committee chairs have provided outstanding assistance. In the year 2022/2023, CIPM reported total operating expenses of Rs. 292 Mn, encompassing various cost components such as administrative expenses, promotional costs, finance expenses, and other miscellaneous expenditures. Total assets Our Asset value as of 31st March 2023 is Rs. 1.1 Bn, which includes both fixed and Current assets. Our organisation’s adaptability, resilience and commitment to our mission have been instrumental in overcoming these obstacles. We have continued to provide value to our members and the HR profession through various training programs, seminars, and networking opportunities. As we move forward, we remain focused on adopting and navigating the ever-changing landscape and addressing emerging challenges. We will continue to explore innovative strategies to optimize our operations and ensure the longterm sustainability of our Institute. Appreciation I express my gratitude to the Executive Council, our dedicated members, stakeholders, and the entire CIPM Sri Lanka team, including CEO, two directors, management team and staff for their unwavering support and commitment during these challenging times to emerge stronger. Together, we will continue to strive for excellence and uphold the HR profession. Col. Saman Jayawickrama Hony.Treasurer - CIPM SL

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 CHIEF EXECUTIVE OFFICER’S REVIEW The socio-economic crisis in Sri Lanka presented our organisation with tremendous challenges in maintaining competitiveness. However, we as the Chartered Institute of Personnel Management bravely faced the turbulence considering the need to be adaptable to changes. The President and the Executive Council with the senior management and our staff members worked in unison and with the spirit of resilience and a sense of openness to new ideas while applying the principle of “Adaptability” as the need of the hour. Thus, CIPM was able to brave the storm by adapting to the new conditions namely the political strife and socio-economic downturn which precipitated a serious crisis which impeded development activities across organisations. As a team, we were willing to change our approach to reach goals. Hence, we wisely embarked on stringent measures for cost containment and maximisation of revenue and profits. In achieving financial stability and satisfactory performance, the CIPM organisational “Scorecard” cascaded KPIs from the CEO to all employees to create a culture of performance accountability culture. Across the year, we stressed the need to reach individual and organisational goals, with an emphasis on financial stability and a stakeholder first culture. CIPM with its expertise and investments, enhanced the quality of technology and infrastructure alongside learning and growth strategies for staff development. Transparency and accountability were ensured through openness in financial and business affairs. This was achieved by the critical oversight of committees relating to areas such as finance, business, membership affairs, and professional academic affairs amongst others. These committees comprise members of the Council, appointed at the Annual General Meeting of 2022, as well as senior staff “Adaptability” was the name of members. the game, which enabled us to reach reasonable performance levels, which required us to adapt to the economic crisis and find strategies to reach our goals. A top-down approach where strategic goals cascaded from the CEO to the workforce helped optimise performance and achieve maximum results. “

Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 Adaptability in Times of Crisis Delivering high-end performance results amidst tough times is a challenging task but was not an impossible one for the Institute. Such tough times require concerted efforts to deliver services and additional stakeholder value with speed, passion and a progressive approach. At The Chartered Institute of Personnel Management (CIPM), the sincerity of purpose and the strong inner drive of the workforce were witnessed under the scrutiny of the President, Executive Council and the top management. “Adaptability” was the name of the game, which enabled us to reach reasonable performance levels, which required us to adapt to the economic crisis and find strategies to reach our goals. A top-down approach where strategic goals cascaded from the CEO to the workforce helped optimise performance and achieve maximum results. The “Balanced Scorecard” contained KPIs under financial, customer, internal business processes systems and learning and growth. Cost containment became an essential factor pursued by a special committee in place. Student intake was challenging due to economic constraints in families across the society. However, CIPM provided flexible payment plans to ease student difficulties and more online teaching was initiated to save costs for the institute while facilitating students’ needs to log in to classes from home.  All resource persons received training from our information technology team to help them to enhance their knowledge of online teaching processes. CIPM infrastructure featured high-end technology, which facilitated teaching and conducting of examinations through a foolproof system that featured “Turnitin” to ensure that answer scripts were completed without resorting to plagiarism and copying etc. For the financial year under review, CIPM set itself an annual revenue target of Rs. 616 Mn and was able to achieve 80% of the target with a profit after tax of Rs. 70 Mn. We have a deposit base of Rs. 340 Mn, with investments that supported us during the crisis period. CIPM also has an asset base of Rs 1.1 Bn. Our financials are indicative of the confidence the market has in us and a continuously increasing student base even in difficult times; together, these aspects speak volumes of CIPM’s continued dominance in the nation’s Professional HR education. Moreover, the financial performance of the Institute was presented at monthly council meetings. The endeavours of the council year 2022/2023 also aligned with our three year strategic plan from 2022-2025 with the following strategic roles. 1. Empowered authority and national role in HR 2. Setting up People Management HR Profession as a leading strategic partner for organisational excellence 3. HR Profession as a leading strategic partner for organizational excellence 4. Develop globally competent HR professionals’ National HR Data Hub with research and development capabilities. 5. People Management solutions provider 6. Globally recognised Member-Centric Organisation 7. Build internal capabilities and the right culture to fulfil CIPM Objectives Adaptive Governance has been a paramount priority by establishing the capacity for managers and decision-makers to meet the varying factors of uncertainty in the complex socio-economic and ecological factors in the country. Thus, stability, accountability and responsiveness to the challenging environment became prerequisites for the institute in navigating the challenges of the year. Environmental sustainability was practically applied through an Urban Gardening competition for staff, with winning teams selected in the final round. Moreover, Corporate Social Responsibility was practised by employing a hardworking and differently abled person and by sponsoring the education of a uniquely gifted and differently-abled student with exceptional A/L results. However, social service was practised in moderation during this crisis era. Appreciation I must thank the CIPM President Mr. Ken Vijayakumar for his inspiring leadership together with his Council members who are always dedicated to the task of delivering with passion resilience speed and sincerity of purpose to reach the pinnacle of success in times of crisis by ensuring “Adoptability” to navigate stormy waters at all times.
