Rewarding and recognising employees In appreciating and rewarding employees for their capabilities, hard work and professionalism, we initiated two new reward programs during the year under review. Employee of the Year – Introduced in 2022/23, Employee of the Year recognises the most outstanding employee among the team. Employee of the Quarter - During the year, we introduced the Employee of the Quarter award to recognise the hard work and work ethic of employees. As a result, we commended 3 employees for the first two quarters and employees for the upcoming quarter were also identified. The following comprise all forms of financial and nonfinancial methods at CIPM, set in place to recognise exceptional employees. Employee of the Quarter Award Employee of the Year Award Long-year service felicitation award Verbal recognition Recognising employee service is not solely based on performance. We commend employees with long service periods, recognising their importance within the Institute. We felicitate employees who complete five, ten, fifteen and twenty years of service. Employee satisfaction As a close-knit team, there is a sense of purpose and belongingness and a shared passion for the Institute’s objectives. As a result, our team members have satisfaction with the work they perform. Our employees also have autonomy that enables them to work with self-determination. During the year, we conducted a satisfaction survey to ascertain the level of employee satisfaction. The results of which were satisfactory. Grievance handling At CIPM, employees can present their grievances and concerns to the management which are resolved through a formal procedure. The Grievance Handling Procedure is intended for the resolution of grievances submitted by employees after all previous steps at line management level,HR management level,CEO level,have failed. A grievance committee comprising of independent personnel appointed by the executive council will be empowered to examine grievances and determine whether a grievance exist or not. Work-life balance In the year under review, we expedited several activities to enhance work-life balance. A Staff Residential Program was organised for 54 employees from the Head Office and four regional centres. The two-day program took place at a resort in Dambulla. The program included a staff talent show, a line-up of entertainment events, including singing, drama performances and dancing. Staff also engaged in sporting events and enjoyed time away from busy routines. A customised training programme on Work-life balance during a crisis for all staff were carried out at CIPM premises in order to provide a comprehensive understanding how to maintain work-life balance and two days of weekly holidays have been granted for all the staff. As a way to improving work-life balance, employees convenient roster, which enables them to accommodate personal commitments, to the best possible extent. Annual get-togethers and Felicitation Dinners Sinhala and Tamil New Year celebrations and breakfast table Urban gardening project cum agricultural competition The initiative was launched in September 2022 and commenced with an introductory session that was held in collaboration with the Department of Agriculture, Sri Lanka. The Quality Assurance and Compliance Division took full lead on the program, while organising it as a unique opportunity for the staff while simultaneously increasing the institute’s contribution to environmental sustainability. The final competition evaluation took place in April 2023, with winners selected under three categories. Team ‘Grow Green’ emerged as the winner under the ‘Healthy Cultivator’ segment, team ‘Mod Goviyo’ became the winner as the most ‘Innovative Indoor Gardener’, while team ‘Finance Koratuwa’ emerged as the Most Innovative ‘Outdoor Gardener’. The program’s second stage commenced with the conclusion of the first round. Participants received a 3-month period to plant and nurture their innovative cultivations.

Being responsible for employee wellbeing, each of our offices has first aid facilities for minor injuries and illnesses. In 2022/23, CIPM established its first medical facility, inclusive of a family physician and necessary medical equipment. The physician attends CIPM on a weekly basis for consultations. They ensure that necessary developments take place to provide enhanced learning experiences to students, a better physical work environment for the staff and required facilities to sustain professional services. The Digitalization, Automation and IT Projects committee ensures that investments and improvements are made on ICT infrastructure. Resources that expand potential As a non-for-profit organisation, we have expanded sufficiently and prudently over the years, being mindful of our financial limitations. Investments in fixed assets, technological infrastructure and infrastructure improvements have enabled us to optimise physical resources to support our objectives and ensure operational continuance. We consider our IT infrastructure (digital solutions and physical equipment) to be another core means of service delivery – especially in the execution of academic learning to students and services to clients and members. Property and equipment in our offices are resources that sustain operations and facilitate growth. Regional Presence and Infrastructure At the heart of our operations are four regional centres in, Kandy, Galle, Kurunegala and Gampaha, followed by our affiliated centres, which operate out of Negombo, Rathnapura and Vavuniya. All our classrooms are optimised to accommodate students comfortably. Our regional centres at Gampaha, Kandy, Galle and Kurunegala comprise space for accommodating the optimum number of students. All centres are equipped with broadband connectivity with free access and canteen service. Our business model has been designed around our physical facilities and entails a revenue-earning model through courses and revenue from hall reservations. External parties can secure our classrooms and auditorium for seminars and workshops, based on affordable rates, with additional services such as multimedia facilities, free Wi-Fi and a canteen facility. In achieving the latter, we have adopted e-books and digital reading material delivered through our learning management system and digital library. Moreover, we have taken other measures to minimise waste and optimise energy consumption (please see Accountability for Our Actions on page xx) For regional expansions apart from CIPM centres, we partner with third-party institutions for affiliated study centres. These affiliated centres promote HRM on a regional scale, taking our courses to the outskirts. Infrastructure developments In increasing the value that we provide to stakeholders and improving the financial value of our long-term assets, we continue to make timely and necessary improvements to infrastructure. During the year 2022/23, we declared open our first medical centre at the HR House in Colombo. Staff and students benefit from the medical centre with a family physician available for medical consults and requirements. The new facility includes all necessary medical equipment. During the financial year under review, we also made leasehold improvements in the amount of Rs. 4 Mn. Such improvements entail facilitating our students with the required facilities to enhance their learning experience. The Head Office and all four centres include facilities, such as food and beverages through cafeterias, in addition to fully-equipped classrooms with adequate capacity and amenities to accommodate students. In the year under review, value of PPE (fixed assets) amounted to Rs. 469 Mn. Fixed assets include freehold assets - land, building, plant and machinery, furniture, library books, office and computer equipment, of which building and land, form the main part of PPE. ICT and digital infrastructure Our ICT infrastructure includes intangible assets such as software and digital solutions that have enabled us to make unnecessary operational processes redundant and to increase efficiencies. Technological adoptions of the recent past have allowed us to make digital learning more accessible and convenient for our students. We have implemented fully-featured and up-to-date digital / web solutions with interfaces that provide convenience and user-friendliness. To execute such digital services and online learning resources, we have invested in the necessary hardware and security infrastructure. At CIPM, we organised several such award ceremonies across the year for students of the following programs. Diploma in Professional Human Resource Management (DPHRM) – Over 700 diplomates received certificates upon successful completion of the program. The awarding ceremony took place at the CIPM head office (HR House) in Colombo with the presence of distinguished Guests, including Mr. Ken Vijayakumar - President of CIPM, Mr. Priyantha Ranasinghe - Vice President of CIPM and honoured guests, including Mr. Mahendra Jayasekera - Managing Director of Lanka Tiles PLC, Lanka Wall Tiles PLC, and Swisstek (Ceylon) PLC and Mr. Ranjith Kodituwakku - Former Chief Executive Officer, People’s Bank Sri Lanka. Office Bearers, Council Members and Staff of CIPM also participated alongside parents of diplomates. Another award ceremony took place to award over 340 diplomates who completed the Diploma in Human Resource Management (DPHRM) or the third stage of the coveted and internationally recognised Chartered Qualification in HRM. Mr Ken Vijayakumar – President of CIPM Sri Lanka, and Mr Kanishka Weeramunda – Founder of Pay Media (Pvt) Ltd, were the Chief Guest and Guest of Honour, respectively. In addition, the audience included other dignitaries from CIPM, Senior CIPM personnel, parents and well-wishers. Annual Graduating Ceremony – CIPM organised its 2022 graduation ceremony to felicitate over 800 CIPM graduates who completed CIPM’s flagship qualification – the CIPD UK-accredited Chartered Qualification in Human Resource Management (CQHRM) in addition to several other courses, including, the Professional Qualification in Human Resource Management (PQHRM), Diploma in Training & Human Resource Management, Diploma in Industrial Relations & Employment Law (DIREL), Diploma in Occupational Safety & Health (DOSH), National Diploma in Training & Human Resource Development (NDTHRD), and BSc and MSc in Human Resource Management & Development from the University of Salford, Manchester, UK. Chief Guest at the event was Dr Harsha Alles - Chairman of the Gateway Group of Organisations, Guest of Honor Mr Ramesh Schaffter – Managing Director/Chief Executive Officer at Janashakthi Group, Members of the CIPM Executive Council, CEO of CIPM - Mr Chris Obeyesekere, CIPM Faculty Members, and staff was present at the ceremony. Student engagement programs At CIPM, we have a strong belief that to produce wellrounded students, recreational and sports activities help enhance potential and strengthen friendships. In addition to interactions in the classroom, we enabled students to showcase their potential and engage in activities that bring them together to fulfil common objectives. In March 2023, we organised a cricket fiesta together with our students, enabling them to step outside their comfort zones and balance education with recreation. In addition, students of all centres received the backdrop to create memories and new experiences through occasions such as Dansal and Christmas celebrations, across the year. Toastmasters We have championed and encouraged students to hone their leadership skills and public speaking potential through the CIPM Toastmasters Club. In July 2022, a new regional centre was launched in Gampaha, extending CIPM programmes to prospective students from Gampaha and surrounding suburbs. The addition became our 4th regional centre and demonstrates CIPM’s commitment to professional development in HRM and how we honour the objectives conferred on CIPM. The new centre enhances accessibility to CIPM programs, enabling more students and professionals to embark on professional HRM studies and receive Chartered status upon completing the professional pathway program. New programs of the year Launched AIHR Certificate Programme for HRM and Management. HR Fun quiz for students The CIPM Fun Quiz, organized by the Student Grooming and Engagement Committee, was an outstanding success on 25th February 2023. The quiz provided an engaging and inclusive experience for all participants. Utilizing the convenience of the Kahoot platform, students were able to access the quiz from the comfort of their homes. The format of the quiz comprised multiple-choice questions on a wide range of subjects, including HR, sports, IT, general knowledge, current affairs, and business-related topics. This approach not only tested the participants’ knowledge but also encouraged continuous learning and fostered a healthy spirit of competition. Members Our members receive access to a world of opportunities based on the membership level. With ‘Chartered Member’ being the most-prestigious membership, students registering for CQHRM pathway programs can attain one of the highest accreditations in their professional lives. During the year, a total of 1,433 professionals were conferred with CIPM memberships and undertook 20 membership interviews from August 2022-June 2023. New Member Induction In November 2022, we organised our New Members’ Induction Ceremony at the CIPM auditorium in the presence of 59 members. The event became a welcoming forum for these new members. Moreover, another session was held in June 2023 for over 40 new members. Paduru Party Our Standing Committee on Globally Recognized Member Centric Organization of CIPM Sri Lanka and Member Services organised a ‘Paduru Sajje’ in March 2023 for all prestigious members. The event provided an entertaining and interactive backdrop for members and a great opportunity to explore ways of improving the Institute from an all-round perspective.

As part of this commitment, CIPM organized several impactful Continuous Professional Development (CPD) sessions throughout the year. These sessions aimed to enhance the knowledge, skills, and expertise of our professional members, enabling them to stay up-to-date with the latest industry trends and advancements. Appreciative Enquiry - Hosted by Mr. C. Hewapattini. The session took place on 16th November 2022 at the CIPM auditorium, with over 70 CIPM members participating in the event, organised by the CIPM Standing Committee on Globally Recognised Member-Centric Organisation Knowledge sharing session - Hosted by Mr. Chevan Daniel, Group Director of Capital Maharaja Group on 02nd December 2022 at the CIPM Auditorium, with over 60 CIPM members participating in the event. HRM in a BANI world – With Prof. Ajantha Dharmasiri – Chartered Fellow of CIPM Sri Lanka as its speaker, we organised a CPD session on HRM in a BANI world – focused on strategies for sustainability on 19th January 2023 at CIPM Auditorium. Future-proofing your career – Held on 27th January 2023, the program received the participation of over 50 CIPM members. The session focused on the Continuous Professional Development of members and was initiated by the standing committee on a globally recognised member-centric organisation. The session was conducted by Dr Asoka Jinadasa, an Honorary Member of CIPM Sri Lanka. “Work with passion and act with passion” – Hosted by Mr Duminda Perera on 3rd March 2023 CEO of PrintXcel Packaging Pvt Ltd, the session occurred at the CIPM auditorium for members. Over 50 members participated in the event, unlocking a session for continuous professional development. Faculty The faculty members of CIPM perform the most invaluable role of educating students and HR professionals. They disseminate knowledge by teaching according to the course curriculum in line with learning outcomes and program objectives. The expertise of our faculty members is one of our biggest intellectual and organisational assets. Each individual has brought on board distinct experiences combined with academic and professional qualifications. CIPM President, Mr Ken Vijayakumar and Hony. Secretary, Mr Priyankara Seneviratne participated in the event along with two CIPM Members. The 2022 conference was titled, ‘Supporting you today to create a bolder tomorrow for the people profession”. The topics and areas discussed at the conference became a wealth of knowledge in our efforts to create value for all stakeholders. CIPD UK has accredited CIPM with the Chartered Qualification in HRM (CQHRM) – Sri Lanka’s top-most professional qualification for HRM. The event was held at the Manchester Central Convention Complex in the UK. APFHRM Board Meeting – Physical (Held at Maldives - President & one of the past presidents) The Board Meeting of the Asia Pacific Federation of Human Resource Management (APFHRM) was held in Maldives on 6th March 2023, and CIPM Sri Lanka was well represented by esteemed individuals. Mr. Ken Vijayakumar, the President of CIPM Sri Lanka, and Mr. Dhammika Fernando, President of APFHRM and Past President/Co-Chairman of the CIPM Sri Lanka International Affairs Committee, had the privilege of representing CIPM at this important gathering. Discussions with political personnel CIPM works with diplomatic and political leadership in expanding academic affairs in Sri Lanka through their endorsements both within and outside the island. As a Chartered Institute incorporated by a parliamentary act, we have the unique position of working with the country’s political community in expanding the institute in Sri Lanka and across borders. The Institute successfully concluded a discussion with Hon. Ali Sabry - Minister of Foreign Affairs. The discussion focused on introducing the Chartered Qualification in HRM (CQHRM) to South Asian Countries, namely Maldives, Pakistan and Afghanistan and Asian countries, such as Vietnam. The meeting transpired between the Minister and President of CIPM, Mr Ken Vijayakumar, Dr. Nilan Miranda Council Member of CIPM SL, and Mr. Indika Wijayasriwardane, Head of Shared Services of CIPM SL, in October 2022 at Ministry premises. We also concluded a successful discussion with Hon. Manusha Nanayakkara, Minister of Labour and Foreign Employment on developing HR for sustainable economic growth of Sri Lanka. CIPM President - Mr Ken Vijayakumar, Mr Jayantha Amarasinghe – Immediate Past President of CIPM, Mr Priyantha Ranasinghe – Vice President of CIPM, Mr Priyankara Seneviratne – Hony. Secretary of CIPM, Mr U. A. C. Obeyesekere – CEO of CIPM, and Mr. G. Weerathunga – Director of Professional & Academic Affairs met with the Minister. Their discussion focused on enhancing HRM in Sri Lanka aligned with national HRM standards and topics such as exploring the gig economy, a proposal on reforming labour laws and a dedicated ministry for HRM along with a governing body for professional education in Sri Lanka. SLBFE International Relations Advisor Mr Shan Yahampath assisted in organising the meeting. Another meeting took place in March 2023 between CIPM and the Ministry of Labour to conduct a national survey on labour demand. Two national-level research project reports were conducted by CIPM and handed over to the Hon. Minister of Labour, Mr. Manusha Nanayakkara by CIPM President Mr Ken Vijayakumar and Chairperson of the Research Committee Prof. Prasadini Gamage. The two reports were ‘Female Migrant Domestic Workers: Challenges and Prospects in Sri Lankan Perspective’ and ‘Attracting Sri Lankan Youth to Technical and Vocational Education: The Way Forward.’ Memorandums of Understanding (MOU) We partner with private and state sector institutions for collaborations on multiple fronts. Most of our MOUs centre on research and knowledge-sharing pursued through bilateral or multilateral partnerships. During the year we became signatories to seven MOUs: An MOU was signed with the Department of Agrarian Development for research collaboration on the topic, ‘Attraction and retention of youth in domestic agriculture’. The agreement was signed between representatives from CIPM and the Department of Agrarian Development. CIPM signed the MOU on October 2022 at Jaffna University in the presence of CIPM and University management. By collaborating, we can contribute to policy discussions, share industry perspectives and shape the HR landscape in a way that aligns with national development priorities.

Through the proposed actions, both parties will hold joint seminars, webinars and training and development programs, in addition to research and collaborative publications – helping students and the fraternity to upgrade their knowledge in line with global trends. CIPM signed an MOU with the Department of Human Resource Management, Faculty of Management Studies, Rajarata University in December 2022 at Rajarata University. Through the MOU, both parties have the purpose of better serving the undergraduates and graduates of the Department as well as creating mutual benefits. The signing took place with the participation of the Vice-Chancellor of the Rajarata University of Sri Lanka, Prof. G. A. S. Ginigaddara, Dean, Prof. Bandula Jayathilake, Heads of the Departments, and students. Representing CIPM were Col. S Jayawickrama (Retired) – Honorary Treasurer, CIPM Executive Council, Mr. UAC Obeysekere – Chief Executive Officer, Mr. G. Weerathunge – Director – Professional & Academic Affairs, Ms. Himali Dasanayake – Director Operations and Mr. Anushka Earskin – Head of Business School. Another MOU was signed with the Faculty of Management, KAATSU International University Sri Lanka (KIU) in February 2023 at the HR House. The MOU focuses on improving learning for KIU undergrads in HRM studies. The leadership of CIPM and KIU and the respective representatives graced the signing ceremony. An MOU was signed with the Swiss Hospitality Management Academy (Pvt) Ltd in March 2023. An MOU was signed with the University of Kelaniya in March 2023 to jointly develop the Human Resource profession in Sri Lanka and to benefit the HR fraternity, the management community and HR students. In February of 2023, we signed an MOU with CA Sri Lanka at the latter’s head office to enhance members of both institutes. The signing took place between the Presidents of both institutes amidst the participation of representatives from CIPM and CA Sri Lanka. Other partnerships Our strategic partnerships also include those with similar institutions with like-minded objectives. By working with these organisations, we have co-created synergies that impact stakeholder value creation. Our partnerships with institutions such as the CIPD, CMI, OPA, WFPMA, and APFHRM have elevated our presence within international fraternities and enhanced our value proposition to students and members. In pursuit of this objective, we organized a National HR Conference during the reporting period. The conference aimed to bring together HR professionals, industry experts, and thought leaders to exchange knowledge, foster collaboration, and enhance the skills and competencies of HR professionals in Sri Lanka. The vent was conducted under the theme Navigating Dire Straits on 22nd June and 23rd June 2023 at Monarch Imperial Over 950 participants attended. Our academic expertise in HRM and decades of professional development have created a demand from the corporate sector and public institutions for professional services such as training and consultancy. During the year under review, we conducted a Special Executive Development Program (EDP) for the Executive Management, Regional Managers and Chief Managers of People’s Bank. The program centred on improving managerial conduct and performance within the Bank by improving personnel abilities by acquiring and applying advanced insights and skills in HRM. Completed a TOT program for the Management Development training unit in the Uva Province for 45 managerial level trainers. Conducted & continued Management Development Program for BOC for 45 island-wide branch managers. Peoples Bank for their 57 island-wide 57 AGMs and Chief Managers. Several such programs are annual events and flagship forums, which bring together various external stakeholders and interact with the Institute. In 2022/23, we conducted 55 public learning and development programs. CIPM Events We consider our experiences in organising HR events as part of our intellectual capital. Our resources and capabilities in organising such events, knowledge sharing through forums, conferences and workshops are reflections of our organisational capital. Each year, we organise several flagship events, one being the aforementioned research symposium; additionally, CIPM is the thought leader behind some of the profession’s most-awaited events. Events of 2022/23 CEO’s Forum 2023 We successfully concluded the CEO’s forum titled, ‘“People First Culture Inspired by CEOs”, in March 2023. Over 100 CEOs from various industries participated in the forum, making it a tremendous success. Mr Bingumal Thewarathanthri – CEO of Standards Chartered Bank, Sri Lanka, made a highly commended keynote address, followed by a highly interactive panel discussion. The panel included eminent business leaders, such as Mr. Bingumal Thewarathanthri – CEO of Standards Chartered Bank, Sri Lanka, Dr. Samitha Perera, CEO – of CBL Foods International Pvt Ltd, Ms. Shiromal Cooray, Chairman and Managing Director – of Jetwing Travels (Pvt) Ltd, and Mr Chevaan Daniel, Executive Group Director – Capital Maharaja Group. Dr Nalin Jayasuriya, Chairman, McQuire Rens Global Consulting (Pvt) Ltd moderated the event. 7th CIPM International Research Symposium In May 2023, we held our 07th international research symposium, organised by the CIPM Standing Committee on National HR Data Hub with Research and Development Capabilities. The scholarly event was themed “Transforming the future of work” and was conducted under the aegis of CIPM President – Mr. Ken Vijayakumar and Prof. Prasadini Gamage – Chairperson of the research symposium. HR as a resilient force to rebuild the Sri Lankan Economy. The event was organized jointly with OPA, as a knowledgesharing forum for participants. The key speaker at the event was Mr. Priyantha Ranasinghe – Vice President of the Institute and Director of Human Resources of Coca-Cola Beverages. His address included the topic of how the HR function can contribute to productivity, motivation, skills and developing competencies as its role in uplifting the economy. A panel discussion ensued between the panel of leading HR professionals and the audience. 115 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 TVEC Registering with the Tertiary and Vocational Education Commission (TVEC) enables us to receive state acceptance as a legitimate and credible institute, making it possible to be associated with a vocational training institute in Sri Lanka. TVEC undertakes the development and implementation of nationally reputed award systems while planning and formulating policy and maintaining standards of academic/ higher education institutions and programs. All vocational institutions similar to CIPM must register with the commission under the TVEC Act No. 20 of 1990. Being accepted by TVEC enables us to contribute to their objectives of creating a skilled, motivated, versatile and inventive workforce that is critical to the country’s social and economic development. CIPM’s TVEC compliance certificate covers 17 CIPM programs and expired by the end of June 2023. We submitted an online application, for its renewal, which was completed at the time of writing this report. Furthermore, in an important turn of events, CIPM developed NCS for NVQ level 04 with the Collaboration of the Tertiary Vocational & Education Commission. ISO and SLSI CIPM is the first organisation to receive an ISO certification, having proved our conformance to high standards in programs and service delivery. Back in 2012, we received our first ISO certification for ISO 9001:2008 standard from the Sri Lanka Standards Institution (SLSI). This recognises our ability to create, develop and carry out professional HRM educational courses and to perform consultancy services. Each year, the SLSI carries out a surveillance audit and a re-certification audit once in three years. In 2020, we also received the certification for ISO 14001: 2015 Environmental management system, which is also audited annually by SLSI followed by a recertification audit every three years. During the year 2022/23 we partnered with SLSI and prepared eleven National HRM Standards.

Accordingly, we provide Consultancy Services, HR Advisory Services, Learning and Development programs, and job placement service to CIPM clients. P.M.S. is a separate business unit and undertook many initiatives during the year while contributing remarkably to organisational revenue by achieving Rs. 35 Mn during the financial year 2022/23. With the Chairman’s and the committee’s guidance, several business initiatives have been taken to expand the business. One such initiative is the prestigious partnership with the AIHR program introduced for the benefit of Sri Lankan professionals for the first time, creating another meaningful partnership with an international Professional Education institution. The new partnership with the Academy to Innovate HR (AIHR) Netherlands is a significant achievement of the division. Through this partnership, CIPM can offer client organisations a better, life-long learning experience that can expand the HR professional skill set with modern and in-demand skills. Launching of AIHR Netherland – Online training programs CIPM signed an MOU. with the Academy to Innovate HR (AIHR) with the People Management Solutions Committee initiating this project. “Academy to Innovate HR (AIHR) – Netherlands” aims to provide HR professionals in Sri Lanka and the Asian region with the opportunity to enhance their skills and stay up to date with modern and in-demand HR practices. AIHR offers the largest curriculum of online HR courses and certifications, covering a wide range of topics such as digital HR transformation, organizational development, strategic HR leadership, people analytics, HR metrics and dashboarding, business partnering, talent acquisition, learning and development, diversity, equity, belonging, and inclusion, compensation and benefits, and HR generalist skills. The Program aims to equip HR professionals with the skills needed to advance their careers and thrive in the evolving digital HR landscape. As part of the partnership, AIHR offers a 20% discount to all CIPM members and customers, providing an exclusive arrangement for accessing their resources and community of HR professionals. A Memorandum of Understanding (M.O.U.) was signed between CIPM and AIHR on 12th January 2023 at CIPM’s Members Lounge. Completion of Management Development Program- (M.D.P.) for B.O.C. management staff A Management Development program was conducted for the managerial staff of the Bank of Ceylon. The M.D.P. was a dynamic system-wide training program designed to enhance and strengthen B.O.C. Managerial Level staff leadership capabilities and ensure that they have the skills, knowledge, and resources to lead, engage, and develop their team effectively. Participants in the Program learned concepts and tools to help them lead, support, and inspire a talented workforce. In the post-COVID-19 era employing and engaging B.O.C. human resources in an optimum manner has become an essential element. This Program was designed to educate the participants on the importance of applying best practices to educate essential elements in Management and designed to meet the unique needs of the Bank of Ceylon; this Program contained 12 modules, which experienced instructors and experts facilitated. The Management Development Program’s core objective was to ensure that managers were ready to take on the responsibilities and contribute effectively towards the growth and development of themselves as individuals and the B.O.C. 03. Completion of 10 Batches of the “Supervisory Development Program” for Sri Lanka Telecom staff CIPM Sri Lanka collaborated with Sri Lanka Telecom P.L.C. to introduce a five-day Certificate Course in Supervisory Skills Development for OPMC and Regional Sales Supervisory Staff members of S.L.T. This Program was initiated by the General Manager Talent Development of S.L.T. Mobitel Mr Janaka Silva and Ms Shrivi Sandamini Engineer Training Planning. The Program was conducted at S.L.T. Training Centre, Welisara. 04. Executive Development Program for Senior Bankers of Peoples Bank CIPM Sri Lanka exclusively designed an Executive Development Program (EDP) for People’s Bank senior managers leading the Management. Fifty-seven bankers in A.G.M. and Chief Manager category participated in 2 batches at Cinnamon Lakeside, Colombo. The Executive Development Program (EDP) included ten learning days. Chairman Mr Sujeewa Rajapaksha, D.G.M. Human Resources and A.G.M. Human Resources initiated this Program. Supervisory Development Program” for United Tobacco Processing (Pvt) Ltd CIPM had the opportunity to conduct a two-day Certificate Course in Supervisory Development for 138 Supervisors in four batches at United Tobacco Processing (Pvt) Ltd. Final program sessions were conducted on 17 and 18 May 2023 at Tamarind Tree Garden Resort, Minuwangoda. Mr Dilshard Perera and Dr. Heather Fernando facilitated this valueadding workshop. This Certificate Course in Supervisory Development was designed for people new to the role. This program covered many areas, such as the transition from individual contributor to supervisor, which can be challenging for most people. Especially as it entails training about handling the change and their new responsibilities. The General Manager, Chief Operation Officer, Head of Human Resources, and Assistant Manager - Human Resources from U.T.P. initiated this Program for the betterment of U.T.P. supervisors. Recently, United Tobacco Processing (Pvt) Ltd was awarded as one of the best great workplaces in the manufacturing and production industries in Sri Lanka. 06. SSMI® Applied Lean Six Sigma Practitioner Certification The P.M.S. Division conducted a 05-day online workshop as another repeat program, with Mr.Dumidu Ranaweera, an expert in Lean Six Sigma and Business Excellence in the region, facilitating the session. The Program was conducted as the 05th Repeated Program by popular demand via Zoom for corporate managerial staff members. SSMI® Applied Lean Six Sigma Practitioner Certification program offers an in-depth understanding of the world’s leading corporations’ latest problem-solving tools and techniques to drive improvements in their business operations. The Program has covered essential problemsolving tools and techniques and ideation techniques that could be efficiently utilised by teams & individuals in management roles and involved in continual improvement efforts/projects. 07. Executive Certificate in Occupational Safety and Health (ECOSH) The Executive Certificate for Occupational Safety and Health (ECOSH) is a tailor-made program designed to meet the increasing demand and necessity for a recognised program specialised in Occupational Health and Safety (O.H.S.). The Program is delivered virtually, allowing participants to access the content and engage in learning from any location. The ECOSH program has garnered significant attention and popularity due to its customisability, ensuring that it caters to the specific needs and requirements of Occupational Safety and Health professionals. By offering a comprehensive curriculum over a period of 3 months, ECOSH provides participants with a deep understanding of O.H.S. principles and practices. One of the key advantages of the ECOSH program is its virtual delivery method, which enables participants to access the Program from their preferred locations conveniently. Setting up a Job Placement Centre It is learned that launching the Job Placement Centre in May 2022 is not functioning as planned through the newly designed web portal. Having understood this drawback, several discussions were made to identify and rectify this issue with the Chairman of the PMS committee, staff and senior management. Accordingly, we advertised to Setting up a Job Placement Centre advertisement. The main objective of this process is to fulfill a “must-have facility’’ considering the nature of the institute, and also to get revenue to the division. 11. Setting up an Assessment Centre Setting up an Assessment Centre was a long-felt need for the nation’s HR leader. As such, this vital task was assigned to the People Management Solutions Division as one of the key deliverables under Strategic Plan 22-25. However, we are witnessing a concerning trend of declining youth engagement in this vital sector. This research project stands as a testament to our commitment to reversing this trend and creating an environment where our youth are not only attracted to but also choose to stay and thrive in paddy farming. Our primary objective is to delve into the intricate dynamics of youth attraction and retention in paddy farming. By adopting a strategic perspective, we aim to identify the underlying factors influencing the choices made by our youth and develop comprehensive policy guidelines that will guide our collective efforts in addressing this issue. “Female Migrant Domestic Workers: Challenges and Prospects in Sri Lankan Perspective” was the national-level research project undertaken by the Standing Committee on National HR Data Hub with research and development capabilities with the collaboration of the National Committee on Women (NCW) Sri Lanka. Female migrant domestic workers (FMDWs) are especially vulnerable to poor employment conditions that may affect their physical and mental health status in their host countries, due to the poor legal framework and limited involvement by the governments of the countries, despite the huge income remitted by these workers to Sri Lanka. In this research project, the main objectives were to identify the social and economic development of female migrant domestic workers after their return and to quantify the risk that employment conditions pose for the physical and mental health of female migrant domestic workers. According to the survey results, most respondents have gone abroad at a very young age due to the poor family income. 7th CIPM International Research Symposium2023 CIPM Standing Committee on National HR Data Hub with research and development capabilities successfully conducted its annual research symposium on 25th and 26th of May 2023 as an international event under the theme “Transforming the Future of Work”. Furthermore, there was a presentation on National Research conducted by the Standing Committee on National HR Data Hub with research and development capabilities of CIPM Sri Lanka on “Attraction and Retention of Youth in Paddy Farming: Strategic Perspective and Policy Guidelines for Sri Lanka” during the second day of the symposium. Moreover, two web pages on CIPM e-Repository of Research Publications and HR Database were launched at the inaugural session. The symposium published the proceedings with over 800 pages which included 80 out of more than 100 research papers, the Journal of HRM Perspectives, and a Case study book with success stories of 5 leading companies. All submissions have undergone double-blind peer review with a review panel consisting of 80 members selected from national and international universities. The People Power Magazine was published on the website of CIPM Sri Lanka and a soft copy was shared in all WhatsApp groups and via email at the time they were published on the website for the convenience of the members. In addition to the People Power Magazine issued quarterly, a bulletin was released for each month from August 2022 till the end of the council year to communicate to members on activities of the institute monthly. This monthly bulletin was also published on the website of CIPM Sri Lanka and a soft copy was shared in all WhatsApp groups of members. People Power Magazine has always been a platform for the members of CIPM Sri Lanka to share their knowledge and industrial experience with others. We have been inviting our members to join the People Power magazine with ideas and experience in all the issues released throughout the council year 2022/2023 expecting some learnings for each other, however, the response was very minimal. People Power Magazine is an ideal form of media to share experiences using various tips and tools for managing people in various different situations at the workplace. During the period of 2022/2023, the institute had to face the same challenges as other institutes, however, was able to conduct many of the planned and routine events. There were many colourful events among them. People Power Magazine covered all those events with colourful photos. Four People Power Magazines (including the last one to be published in August 2023) were planned and published with 12 separate flyers monthly by complementing the tasks assigned to the Editorial team for the council year 2022/2023. The need for such standards has never been more apparent, as organizations face unprecedented disruptions and uncertainties. By adhering to these national HRM standards, businesses can better navigate the complexities of the modern workplace, ensuring the well-being and success of their employees while simultaneously driving organizational growth and resilience. CIPM Sri Lanka and SLSI are committed to driving excellence in human resource management and empowering organizations to thrive in the face of adversity. CIPM Sri Lanka is the only professional body in the country mandated by the supreme legislature as the authority in Human Resource Management, Profession, and Practice in Sri Lanka. The time is opportune for us to embark on this long overdue initiative of formulating the National Standards in HRM to standardise the world of work in line with international best practices. Upon completion of this exercise, CIPM will be joining a handful of advanced economies that have defined appropriate national standards in HRM to be on top of the changing world of work. CIPM, together with SLSI has set up a Committee for Developing National Standards on Human Resource Management comprising nationally and internationally acclaimed HRM and business professionals and academics, and SLSI experts to take this initiative forward. The Committee, which has been approved by SLSI as a special Sectoral Committee to formulate national standards on HRM, is led by Chairman Dhammika Fernando-Chartered MCIPM and Past President/President-Asia Pacific Federation of Human Resource Management (APFHRM)/Board Member of the World Federation of People Management Associations (WFPMA). The committee benchmarked the existing ISO, British, and American standards in formulating our country-specific National HRM Standards with the collaboration and support of the Sri Lanka Standards Institution. SLSI actively contributed to this initiative by providing their expertise and assigning key members while assisting to establish modalities and SOPs to drive this nationally-important project forward. Eleven standards were prepared, validated, scrutinised and handed over to the SLSI for obtaining public comments. The Launching ceremony will be held in July 2023. Once such standards are introduced and promulgated, we will see great potential in unifying and streamlining practices of HR in line with globally accepted best practices and standards, which will auger well not only for the profession but also for the whole of the corporate world in numerous ways. Examiner Competency Framework Designing an Examiner Competency Framework (ECF), implementing it, and ensuring that all the examiners of CIPM undergo the ECF training is set as a prominent strategic objective under Role 4, i.e., ‘Develop Global Competent HR Professional” in the CIPM’s Strategic Plan 2022 – 2025. The Professional and Academic Affairs Technical Committee developed an Examiner Competency Framework. The assessment procedure significantly impacts the quality of the CQHRM graduates. Therefore, making continuous improvements to assessment is necessary for maintaining the academic quality assurance of the study programs. Further, developing a competent panel of examiners is a responsibility of CIPM as it directly impacts the outcomes of the assessment process. The current LCF focuses on improving teaching (lecturers), while the ECF focuses on enhancing the assessments. Hence, the strategic plan has identified these two activities as crucial tasks that should be implemented to uplift the quality of the CQHRM program, which is the primary income source of CIPM. All the examiners will be provided training based on the Examiner Competency Framework by a reputed panel of resource persons. Accordingly, CIPM was able to accredit the CQHRM program by CIPD UK and became a CIPD-approved centre in Sri Lanka. With this, the students who have completed the CQHRM can apply for CIPD Membership. Further, CIPM is exploring to offer its CIPD-accredited CQHRM program in the Asian and Middle East regions. Currently, with this objective, CIPM signed an MOU with BSHRM Institution of Professional Development Limited (BIPD) in July 2022 to offer the CQHRM program in Bangladesh. Along with this, CIPM is currently discussing with several partners to provide the CQHRM program in Maldives, Vietnam, and Dubai. Apart from taking CQHRM to the global market, CIPM also signed an MOU with Academy to Innovate HR (AIHR) Netherlands to offer world-class HR Programs in Sri Lanka. With this partnership, CIPM will empower the HR professionals in Sri Lanka and Asian Region to unlock their potential and innovate how HR is practiced through selfpaced online training programs. 139 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 New Programmes and Product Development Developing National Competency Standard for Human Resource Management for NVQ Levels 5 and 6 There was a requirement to map CIPM qualification against the NVQ 5 and 6 as many requests were received from students and the industry. Due to this reason, we explored the possibility of obtaining NVQ 5 and 6 equivalence for CIPM qualification. This process was initiated in 2018 with the approval of the then-council of CIPM. At the first meeting with the officers of TVEC, we found that the TVEC has not designed a National Competency Standard (NCS) for Human Resource Management for NVQ Levels 5 and 6. The TVEC then requested CIPM, as we are the leading national professional organisation relevant to Human Resource Management, to assist the TVEC in designing the National Competency Standards. Accordingly, with the Council’s approval, the following members were appointed by selecting the industry and academic institutions experts. The next step was to validate the National Competency Standard by a committee appointed by the National Apprentice and Industrial Training Authority (NAITA). The designing and validation process took nearly two years. The task has been completed, and the National Competency Standards for HRM have been approved by the Tertiary and Vocational Education Commission and published on the TVEC website. The involvement of CIPM in developing the National Competency Standards for NVQ Levels 5 and 6 is a very important national contribution made by the CIPM for the development and acceptance of Human Resource Management in the country. The Assessment process and Quality enhancement The Professional and Academic Affairs Committee has continuously taken many initiatives to enhance the assessment process and the quality of the assessment instruments. Accordingly, the following actions have been implemented to increase the quality of the assessment process of CIPM study programs : Online assessment uploading and marking process The online results publishing system Online closed book and open book examination portal/ system Introduction of the Prevention of Academic Malpractice Policy Setting up of Turnitin (Plagiarism detector) Introduction of Re-correction procedures to facilitate students to apply Re-corrections for results upgrading The results moderation to maintain the required standards The policies and procedures relevant to the assessment process In addition, the emerging use of AI technology has become a challenge to ensure an assessment process free of academic malpractices. CIPM has identified this challenge and has taken necessary steps to update the relevant examination policies and procedures and implement new methods, such as utilising the newly introduced AI detection plugin in Turnitin to avoid such malpractices in the assessment process. Our ICT capability ensured that our employees were able to function at high productivity levels as they transitioned to remote working with enhanced levels of security against increasing cyber threats. The ICT Roadmap strategy for 2022 -2023 will support the restructured business model and ensure an integrated approach to the strategic and tactical ICT objectives of CIPM Sri Lanka. This system was made for fixed asset management, to enable departments to track who has which device, when it was purchased, which software licenses and accessories are available, and so on. 04.Successfully implemented CIPM Business strategic dashboard. A strategic dashboard is a reporting tool for monitoring long-term CIPM strategy, and it helps to identify trends and make effective business decisions. 05.Successfully implemented Document Management System which enables to control and track the life cycle of documents. This DMS is for greener more secure storage, file level management and approval of digital documents. Also, keeping paperless office documents accessible via computer poses the risks of hard drive failure, fire, flood or burglary. This system will help to avoid document duplication, corruption or loss due to making the most of the versioning capability of SharePoint. Thus, our DMS allows tracking and restoring previous document versions. To ensure information security, we configure access control, two-factor authentication, audit trail, and backups. We can also configure the system to warn automatically if users about to share sensitive data. Besides security protection, DMS supports retention and deletion policies for documents to help adhere to various federal and state compliance regulations (HIPAA, FDA, SOX, GLBA).

Obtain approval from the CIPM Council and work within the same throughout the year. b) Conducting quarterly Financial and Process Audits and taking corrective action. c) Observe deviations from the Financial Policy and Procedure manual and report to Council with recommended corrective measures. d) Focus on managing resources prudently, to ensure there are no unauthorised transactions, items of a contentious nature and management inefficiencies. e) Recommend action to identify and mitigate possible risks to the Institute. f) Ensure the Annual Financial Audit is carried out on time and implement Auditors’ recommendations appropriately. g) If any litigation is reported or anticipated, inform the Council promptly and recommend appropriate action. h) Make required By-Law amendments, especially in the Membership criteria to facilitate the enrolment of more members aligned with the CIPD Membership criteria by opening new pathways within three months. i) Ensuring that proper due diligence is followed in all major transactions such as acquisitions, investments and expansions. j) Registration of Intellectual property of CIPM (LOGOs, Brand Names & other CIPM Products/Services). k) Scrutinize, approve or disapprove final drafts of all legal documents, and agreements to be entered between CIPM and any other party by liaising with the CIPM legal consultants. Internal Audit Functions Internal audit functions play a crucial role by providing independent and objective assessments of the effectiveness of internal controls, risk management processes, and compliance with policies and regulations. They conduct comprehensive reviews of financial records, operational processes, and systems to identify areas of improvement and potential risks. Internal auditors evaluate the efficiency of operations, assess the reliability of financial information, and recommend measures to enhance internal controls and mitigate risks. By ensuring transparency, integrity, and accountability, internal audit functions contribute to the overall success and sustainability of an organization. During the year, the committee reactivated the internal audit function, which was developed over 13 key functional areas covering the whole operation of CIPM. The Committee evaluated the five reputed audit firms’ fee proposals to complete the given audit scope for the year 2022/2023 and selected KPMG Sri Lanka to carry out internal audit functions of CIPM. Under this assignment, KPMG completed the internal audit related to the areas of Professional and Academic Affairs, Research and Development, IT process, and library processes. Premises Development & Maintenance and working on the completion of other functional areas included in the scope. External Auditors are appointed on an annual basis in the Annual General Meeting and the external auditor for the financial year 2022/2023 was BDO Partners. They completed the annual external audit on the financial statements for the year 2022/2023 and issued the audit report with the clearance on the true and fair view of the annual financials. Legal The Committee is entrusted with the task of thoroughly examining governance, legal matters, and CIPM By-laws. It plays a vital role in advising the Executive Council on appropriate corrective actions to be undertaken.

Following the guidance provided by DM Swaminathan Associates, the Institute engages the expertise of higher-level legal professionals whenever specialised consultation is deemed necessary. Throughout the year, the Institute sought the assistance of such legal professionals to address various emerging legal requirements and ensure compliance with the law. Compliance with By-laws The by-laws of CIPM Sri Lanka serve as a set of rules and regulations that govern the operation, management, and conduct of the institute. They outline the rights, responsibilities, and obligations of its members, as well as the procedures for decision-making, governance, and disciplinary actions. The by-laws establish the framework for maintaining professional standards, ethical practices, and integrity within the institute. They also provide guidelines for membership requirements, qualifications, and criteria for professional development and certification. By following the bylaws, CIPM Sri Lanka ensures transparency, consistency, and accountability in its activities, thereby upholding the reputation and credibility of the institute. Throughout the year CIPM Sri Lanka diligently adhered to the bylaws set forth by the institute, ensuring strict compliance with its regulations and guidelines.

Their mission is to garner global recognition for the Institute’s endeavors and elevate its status as the premier HR body in Sri Lanka. Through dedicated efforts, the committee has strengthened international relations, fostering knowledge sharing and networking with HR counterparts worldwide. Active participation in renowned HR associations, such as the Asia Pacific Federation of Human Resource Management (APFHRM), has enabled CIPM to stay updated with the latest global HR practices. This knowledge empowers them to provide contemporary HR products and services to their valued stakeholders. Committee Report CIPD Conference In line with CIPM Sri Lanka’s commitment to providing its members with global exposure opportunities, key members of the NHRC Organising Committee, namely Mr. Ken Vijayakumar (President), Mr. Priyankara Seneviratne (Chairman NHRC 2023), attended the CIPD Conference held on 8th and 9th November 2022 in Manchester, UK. This visit proved highly valuable in acquiring fresh insights, exploring emerging HR trends, identifying speakers and conference techniques, and establishing connections with prominent HR professionals worldwide. Furthermore, we are pleased to share that Mr. Eranga Abeywickrama (Chartered Member) was graciously offered the third complimentary conference ticket, which was allocated for the Corporate Membership. It is important to note that Mr. Abeywickrama willingly accepted the understanding that he would personally cover his airfare and accommodation expenses, as has been the practice on previous occasions. APFHRM Board Meeting in Maldives On 6th March 2023, the Board Meeting of the Asia Pacific Federation of Human Resource Management (APFHRM) took place in Maldives, where CIPM Sri Lanka was represented by distinguished individuals. Mr. Ken Vijayakumar, the President of CIPM Sri Lanka, along with Mr. Dhammika Fernando, President of the Asia Pacific Federation of Human Resource Management (APFHRM) and Past President/Co-Chairman of the CIPM Sri Lanka International Affairs Committee had the honor of representing CIPM at this significant gathering. In addition to their participation in the APFHRM Board Meeting, the CIPM delegation actively engaged in the MAHRP HR Convention and EXPO, further enhancing their involvement in the HR community. On June 23rd, 2023, the Board Meeting of the Asia Pacific Federation of Human Resource Management (APFHRM) was held in Sri Lanka. The meeting was hosted by the Chartered Institute of Personnel Management Sri Lanka. During the meeting, Ms. Low Peck Kem, the Immediate Past President of the Singapore Human Resource Institute, was appointed as the President of APFHRM. The event saw the physical attendance of delegates from Maldives, Bangladesh, and Singapore, while other board members joined virtually. 149 Annual Report 2022/2023 CIPM SRI LANKA DRAFT 02 21.07.2023 STANDING COMMITTEE ON FINANCE AND ADMINISTRATION The subcommittee on Finance and Administration is entrusted with the duty of upholding “financial prudence” in all activities and dealings within CIPM Sri Lanka, as the custodian of the Institute’s financial resources. The Subcommittee on Finance and Administration is tasked with ensuring that all Institute stakeholders, particularly the employees, adhere to established policies and practices in the course of carrying out their responsibilities while adhering to best practices in budgeting, procurement, and accounting. This is necessary in order for the Subcommittee to fulfil its mission of providing sound financial oversight to the governing Council by establishing necessary checks and balances across all key operations of the Institute. The Finance and Administration Committee is also tasked with making sure that the Institute’s financial and administrative practices adhere to well-established corporate governance principles while transparently and promptly complying with all statutory regulations. The Committee’s responsibilities also include the timely distribution of accurate and pertinent financial information to the right CIPM Sri Lanka stakeholders and the creation of annual financial statements that adhere to the accepted accounting principles that apply to Sri Lankan corporate entities. Committee Report Financial Performance and Position Notwithstanding all the financial and economic crisis of the country, we successfully generated revenue of Rs. 490 million, which is a 92% achievement compared to previous year, leading to an after-tax net surplus of Rs. 70 million for the financial year 2022/2023. The Institute capitalised on favourable interest rates that prevailed in the market by taking the best investment decisions which gave us the best and the secured return for the institute while increasing the deposit and investment base by Rs.47 Mn. As a result, our interest income for the year increased by 3times compared to the previous year. Despite the persistent challenges of escalating costs, the Institute accomplished this outcome by implementing diligent supervision of financial activities, efficient expenditure management, transparent transactions, and comprehensive budgeting with rigorous budgetary controls along with the implementation of rigorous austerity measures in operations and efficient cost management within standing committee projects.

The ceremony took place on December 6, 2022, at Shangri-La Colombo. This achievement signifies the acknowledgment and appreciation of our financial reports, which adhere to the principles of “Transparency, Accountability, Governance, and Sustainability.” It also demonstrates that our Annual Report surpasses the required standards set by regulatory bodies. As a mandate given by the Council, we reviewed the objectives given and possible strategies to complete assigned projects with minimum duration and expenses.
