I In 2019, a pivotal moment marked the beginning of a new era for a long-standing award-giving program in Philippine local governance. Republic Act 11292, also known as The Seal of Local Governance Act, was signed into law on April 12, 2019, by then-President Rodrigo Duterte and took effect on August 2, 2019. At its core, the law sought to recognize and celebrate the outstanding performance of Local Government Units (LGUs) across various governance areas. This landmark legislation, cementing and institutionalizing the Seal of Good Local Governance (SGLG) created a platform to incentivize and honor LGUs for their commitment to transparency, accountability, and overall excellence in serving their communities. The accompanying Seal of Good Local Governance Incentive Fund (SGLGIF) reinforced the government’s dedication to rewarding LGUs that exhibited exceptional dedication to the well-being, safety, and progress of their constituents. The SGLG is not merely an award but a dynamic program encouraging continuous development. It is a seal that goes beyond mere recognition, catalyzing local governments to enhance their performance in crucial aspects such as disaster preparedness, financial administration, environmental management, and programs for sustainable education, among others. However, the momentum faced an unexpected pause in 2020 when the world faced the challenges posed by the global pandemic. Amid the disruptions and altered priorities, the implementation of the SGLG and its associated Incentive Fund was momentarily halted. In the post-pandemic era of 2022, where the resilience of local governance shone through. The Department of the Interior and Local Government (DILG) Region 3 proudly achieved the highest number of SGLG passers nationwide, reaffirming its commitment to excellence. Consequently, the region saw the most LGUs qualifying for the SGLG Incentive Fund. Baler Breaks Ground with a Pasalubong Center: The Newest Hub for Tourism! Baler, Aurora T he most progressive town in Aurora, Baler commands the most resorts, public institutions, and facilities, as well as business establishments. Baler is known for its numerous tourist attractions. That is why, funded under the FY 2022 Seal of Good Local Governance Incentive Fund, the Local Government of Baler has been able to construct a Pasalubong Center that will become a hub for tourism. Located at the center of the Public Market, this building will house local vendors and artisans alike so that they may be able to comfortably sell their crafts and other items that may be bought by tourists. What makes this project successful in its impact is the location of the project. Simplifying Business Processing with BOSS Dingalan, Aurora T his new Construction of Business One Stop Shop (BOSS) will give the clients a new ambiance to feel the better service of the local government and will show how important the business owners are as one of the primary taxpayers of the LGU. This infrastructure will serve the clients with convenience and comfort with air-conditioned BOSS, fast internet connectivity and quality service complemented with an ATM, as part of the mediumterm plan and accommodates all business-related transactions by January 2024 in the newly constructed Construction of Business One Stop. One of the key best practices is to engage and collaborate with various stakeholders throughout the entire process of constructing and implementing the BOSS. This includes local businesses, government agencies, community members, and other relevant entities. The LGU can create a BOSS that is not only technically efficient but also responsive to the needs of the local business community, fostering a more conducive environment for eco-nomic growth and development. PG Bataan is first province to complete SGLGIF nationwide Provincial Government of Bataan T he Provincial Government (PG) of Bataan has successfully completed its Seal of Good Local Governance Incentive Fund (SGLGIF) project entitled “Procurement of Transport Vehicles (Multi-cab)” worth Php 9.5 million on July 5, 2023 and has set a record as the first completer among provincial government units in the country. Governor Jose Enrique Garcia III explained that the vehicles will be given to the first 8 barangays to reward their efforts in finishing the formulation of their respective 10-year Barangay Master Plans. These multi-cabs are intended to be used on their disaster riskreduction response activities and for the delivery of social services. Balanga City, Bataan T he City of Balanga Solar Panels Project is a renewable energy initiative under the FY 2022 Seal of Good Local Governance – Incentive Fund (SGLGIF), with a national subsidy of Php 5 million. The project aims to install solar panels in Bataan National High School Senior High School to harness solar energy and reduce reliance on traditional energy sources. The installation of Solar Panels will not only provide a renewable source of energy but also serve as a demonstration and educational tools for the community, raising awareness about the benefits of solar power and inspiring individuals to embrace sustainable practices. Newly Concreted Road Promises Safe Passage and Economic Growth I n thirty (30) calendar days, the implementing unit has finished the construction of a 330-meter-long and 5-meter-wide concrete pavement which aims to provide safe and convenient transportation to the residents of Barangay Banawang, a place known for its agricultural produce and developing ecotourism sites. Also, the road wil not only benefit the farmers who transport their goods and products to the market but also the residents and tourists who travel to and from the barangay especially during the rainy season when the road becomes impassable. Hermosa SGLGIF project, a transformative blessing to Palihan residents Hermosa, Bataan P alihan, Hermosa Punong Barangay Lambuerto Suelto and sanggunian members expressed their heartfelt appreciation to the national government during the inauguration of the Seal of the Good Local Governance – Incentive Fund (SGLGIF) newly-constructed local access road in the barangay. This momentous event, held earlier today, featured a ribbon-cutting ceremony and the unveiling of a marker, officially opening the road to the residents. Hon. Rogelio Manarang, Representative of Hermosa Mayor Antonio Joseph Inton, reflected on the previous state of the road, where he witnessed students, parents, and workers from the nearby industrial park struggling through the muddy and wet route, often having to carry their shoes. Community Celebrates Relief from Flooding: Thanks to Drainage Overhaul Provincial Government of Bulacan B efore, even with just normal rainfall, the area would experience flooding reaching up to knee-deep, causing significant inconvenience to the residents, especially students, those earning a living, and even to those who wish to hear the word of God since there is a pastor whose station is located in this project. The project brought significant benefits, especially to those who work,as they no longer struggle to go to work. Even those seeking livelihood have found relief, and people can now easily visit the pastor. The associated municipality also benefited from this project as it was expanded. The project primarily wants to address flooding problem and provision of proper discharge of waste water, rain water and run offs and for efficient flood control.
