GOVERNING RULES
1. The Province Polemarch shall be empowered to alter or amend the agenda as outlined in the official Schedule
of Events, except the schedule of balloting, which may only be altered or amended by a majority vote of the
Province members/delegates present and voting.
2. Each speaker must approach the designated speaking area and be recognized by the presiding officer before
he may address the assembly. Each speaker must state his name and chapter each time he is recognized.
3. Only financial members in good standing with the Grand Chapter, the Middle Eastern Province and a local
chapter may initiate or second a motion.
4. The presiding officer shall be empowered to limit the time allocated to speak on any specific item providing
it is not less than two minutes, and is announced at the beginning of the debate of a particular subject.
5. Delegate credentials are not transferable after the start of Business Session I. Voting delegates who wish to
vest their rights and authority to an alternate must do so by written certification prior to the start of Business
Session I.
6. The method for election of province officers shall be strictly observed.
7. Any member who seeks to be a candidate for any province office was required to submit an application for
the desired office/position to the Nomination Committee Chairman. All applications were to be submitted
electronically by 11:59PM EST on February 23, 2022. All candidates must have complied with all dues,
assessments, fines, reports or other required filings on or before the time of filing for his candidacy.
8. Any member and/or chapter who submits for a Province Award must have first complied with all dues,
assessments, fines, reports or other required filings on or before the time for filing. The Awards and
Achievement Committee will observe and strictly adhere to the approved deadline of February 28, 2022 for
submissions.
9. No campaign literature is to be posted or distributed at the host site of the Province Council Meeting, except
for materials included in packets presented on-site during registration.
10. All chapters of the Middle Eastern Province are required to register and attend the Province Council
Meeting. However, those chapters that are not in compliance with submitting a current Officer’s Report,
delinquent in province dues and assessments, delinquent in C. Rodger Wilson Leadership and Training
Conference registration, and delinquent with payment of International Housing Assessments are not eligible to
vote, seek province office, or apply for scholarships and awards.
11. All chapters should have forwarded to the Province Keeper of Exchequer an up-to-date financial roster.
Province dues and assessments should accompany this list. If this procedure has not been followed, chapter
members are not eligible to vote, seek province office, or apply for scholarships and awards.
12.The official record for determining the compliance and eligibility of any chapter or individual member shall
be maintained with the Province Polemarch.

GOVERNING RULES
13. All other rules governing the policies and procedures of Kappa Alpha Psi Fraternity, Inc. shall be strictly
adhered to and where conflict exists with these rules and the Constitution and By-laws of the Fraternity, the
Constitution and By-laws of Kappa Alpha Psi Fraternity, Inc. shall be controlling.

CODE OF ETHICS
Publicity
1. Utilize chapter newsletters and personal contacts/devices as the principal methods of publicizing the
candidacy of a member for Province Office.
2. Refrain from displaying any campaign literature in hotel lobbies or public gatherings.
3. Refrain from displaying any campaign literature in the meeting and dining areas of the host hotel.
4. Refrain from causing, in any manner, the public display of the name, picture, or credentials of any candidate
for Provincial Office.
Nominations
1. Willfully adhere to all the rules and regulations regarding elections as established by the Constitution and
Statutes of Kappa Alpha Psi Fraternity, Inc.
2. Consider only the highest qualified members who have displayed the ability, dedication, experience and
interest to serve our noble clan.
3. Refrain from attaching qualification(s) to a candidate that cannot factually be substantiated.
4. Permit the Nominating Committee to discharge its duties without interference or disruption by non-members
or candidates.
Voting
1. A member can vote only if he is a registered delegate with authorized voting privileges.
2. Vote only for those candidates chosen by the delegates he represents.
3. Be an advocate for, not against specific candidates.
4. Report to the Province Polemarch or Nominating Committee Chairman if anyone attempts to unduly
influence, in any manner that can be considered unethical, to vote for a particular candidate.
5. Be available to vote at each ballot.
ELECTION RESULTS
1. Accept the results as being the will of the majority.
2. Congratulate the newly elected officers and give words of encouragement to those that were not successful.
3. Pledge support to the new officers.
NOTE: ANY CANDIDATE FOR OFFICE WHO VIOLATES THE CODE OF ETHICS WILL BE
DISQUALIFIED

Greetings Brothers,
I hope each of you is doing well and in good health!
For this fraternal year, we have dedicated our efforts to maximize undergraduate engagement within our
province to ensure we are cultivating a meaningful Kappa experience for all current undergrads. Throughout the
year, our undergraduate provincial leadership has worked rigorously to identify the needs of the current
undergraduate environment. As a result, we have determined that our undergraduate chapters are struggling in
the following areas:
1. Undergraduate Engagement
2. Financial Stability
3. Membership Intake and Statutory Minimums
4. Chapter Operational Framework
5. Alumni Networks and Engagement
6. Transfer of Kappa Knowledge/Guidance
7. Reclamation
We have begun the implementation of new processes to boost the sustainability and growth of our
undergraduate chapters. First, all chapters have been provided documentation to ensure that they are learning
and committing to the fraternity's goals and objectives and our provincial leadership. Second, we have hosted
several Undergraduate Polemarch Meetings to ensure the engagement and success of each of our active
undergrad chapters as we progressed through this new year. Third, as undergraduate leadership, we made most
provincial meetings or events mandatory for all active chapters to increase chapter participation and
undergraduate engagement at the province level. Fourth, to create a more efficient transition of undergraduate
officers, we developed an MEP Undergraduate Google Drive to allow future leaders to learn and grow from
previous years and build upon the foundation already established. Finally, all chapters were strongly encouraged
to provide a representative to work with the provincial undergraduate leadership to become exposed to what is
required from the province level or learn how to be an undergraduate leader. Unfortunately, only two chapters
took advantage of this opportunity.
Overall, I believe this fraternal year has been a success for our undergrads. After not having membership intake
for almost a year, most active chapters successfully brought in several new initiates with minimal challenges
and remained per the MTA protocols. Our undergrads are committed to contributing a service goal of $100 to
March of Dimes and $200 to St. Jude before the end of this fraternal year. In addition, some of our
undergraduate chapters have taken advantage of the MEP Subsidy Program that was offered earlier in the
fraternal year or participated in some of the national programs offered to earn financial assistance. Finally, as
we began our transition back to in-person operations this year, undergrads from across the province embraced
this process. They actively showed up to various events to be engaged and learn more about our fraternity. In
the upcoming future, we plan to host an MEP-wide Undergraduate St. Jude Fundraiser and conduct a chapter
sustainability audit to close out a long but worthwhile term as undergraduate leaders.

As Junior Vice Polemarch, I would like to thank all the undergraduates who directly or indirectly influence the
experience we each have within Kappa. Being a Kappa today is not easy, but you all embrace it and contribute
to the advancement of our fraternity in your unique way. Please continue to strive for greatness and make your
impact on society as you continue your matriculation throughout life. To all the graduating seniors,
congratulations on achieving another lifetime milestone and embracing life after college like you embraced
Kappa before and after you were initiated. Remember, Kappa is here to support you for the rest of your life, and
remaining active in this fraternity can propel you even further if you choose to take advantage of the bond
opportunities. Finally, I want to thank the undergraduate and alumni leaders in our province. I am not the easiest
to work with because of my passion and commitment to the fraternity, but you all support me so that I can
always feel empowered to do what I do in all aspects of life. I never knew I would end up in this position before
the start of the fraternal year, but with a strong group of leaders surrounding me, I have grown into a more
polished leader and improved individual. To conclude, I wish the Mighty Middle Eastern Province the best in
all its future endeavors and let's continue to be the most incredible province in Kappa.
