AUDIT COMMITTEE REPORT

Audit Committee
We have audited the 2020 - 2021 fraternal year statements of financial position of the Middle Eastern Province as of
September 30, 2021, and the related statements of activities and financial reports. These financial statements are the
responsibility of the organizations Keeper of Exchequer. Our responsibility is to express an opinion on these financial
statements based on our audit.
We conducted our audit in accordance with the auditing standards attached and auditing standards generally accepted by
the United States of America. Those standards require that we plan and perform the audit to obtain reasonable assurance
about whether the financial statements are free of material misstatement. An audit includes examining on a test basis,
evidence supporting the amount and disclosures in the financial statements. An audit also includes assessing the
accounting principles used and significant estimates made by management, as well as evaluating the overall financial
statement presentation. We believe that our audit provides a reasonable basis for our opinion.
In our opinion, the financial statements referred to above present fairly, in all material respects, the financial position of
the Middle Eastern Province as of September 30, 2021, and is in conformity with accounting principles generally accepted
in the United States of America.

Advisor Committee
The Lead Advisors of the MEP had 2 conference calls this year:
Conference call #1 on August 8th, 2021
Our special guest was our own Province MTA Chairman Brother Juquon Whitaker who have in depth updated about
MTA for the upcoming academic year.
Conference Call #2 on September 10, 2021(Officer’s Workshop)
Our special guests were none other than the Grand Keeper of Records and Exchequer Brother Rhea Bass and our
National Webmaster Brother Joseph Williams.
Brother Bass discussed his time as an undergraduate advisor and presented some real-life cases he experienced. He
pressed up the brothers to be the best advisor they can be and encouraged brothers to add a rider to their insurance policy.
Brother Bass also took a few questions and briefly gave an update on the state of the finances of the fraternity as they
stood at the time.
Brother Williams presented a demonstration of the new platform that the Fraternity will be transitioning to in the near
future.
The new National Advisors’ training Certification module will be rolled out to all fraternity advisors either later this
spring or next fraternal year.

We continue to serve at the pleasure of the Province Polemarch while ensuring the functioning of our chapters
through maintaining good and healthy relations with our colleges and universities. I remain,

BYLAWS COMMITTEE REPORT

Bylaws Committee

Proposed bylaw changes: At the 2022 MEP winter board meeting the proposed by change was recommended at
approved by the Board for consideration at the 81st MEP Province Council meeting:

BYLAWS XXIV. AMENDING THE BYLAWS
Section 2. Amendments shall be submitted in writing to the Province Keeper of Records at least ninety (90)
(SIXTY) (60) days prior to the Province Council, and a copy of such proposed amendments shall be issued to
each Undergraduate Chapter, each Alumni Chapter at least forty-five (45) days prior to any Province Council.
(60 days will allow discussion at MEP Winter board meeting with allowable time to disseminate to chapters)

C. RODGER WILSON LEADERSHIP CONFERENCE COMMITTEE REPORT

C. Rodger Wilson Leadership Conference Committee
The 2021 C. Rodger Wilson Leadership Conference was held on Friday November 12,2021 on the Campus of East
Carolina University. The Conference was hosted by the Eta Psi Chapter, along with the Greenville (NC) Alumni Chapter
of Kappa Alpha Psi Fraternity, Inc. The Conference began on Friday Night with the Middle Eastern Province, Sheldon
“Jack Pot” McAlpin Town Hall. The Saturday session began at 9:00 am with a Province Roll Call. There were several that
addressed the Province through various work shop sessions including Grand Polemarch Reuben A. Shelton, III. Esq. All
sessions after lunch were Facilitated by the Junior Vice Province Polemarch Arthur Claiborne.
One suggestion made by the Committee Chairman is that we continue to grow the roll and participation of the Junior Vice
Province Polemarch. Along with continued utilization of Under Graduates as a whole. A request made by the Committee
Chairman is that the C. Rodger Wilson Leadership Conference come to one of the campuses in the Greensboro area for
2022. The rational is that this will be the last C. Rodger Wilson Conference lead by the current chairman. If any Brother
has the desire and willingness to serve as Chairman, please let your desire known to the Province Leadership. The
Chairman asks that a decision be made on the next Middle Eastern Province C. Rodger Wilson Leadership Conference
Chairman as soon as possible. This is to ensure that a seamless transition will take place and that the incoming Chairman
will have success and flourish in his new role, will working along beside the outgoing Chairman being plugged in and
brought up to speed.
The 2022 C. Rodger Wilson Leadership Conference will take place on the Campus of High Point University, in High
Point, NC. The Conference will be hosted by the High Point University, Pi Mu of Kappa Alpha Psi Fraternity, Inc. along
with the Greensboro (NC) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc.
Brothers, it has been both an Honor and a Pleasure to serve the Brothers of The Middle Eastern Province of Kappa Alpha
Psi Fraternity, Inc. as Chairman of the C. Rodger Wilson Leadership Conference for the past 11 years. Much Love,

FOUNDERS’ DAY COMMITTEE REPORT

Founders’ Day Committee

The M.E.P. celebrated Kappa Alpha Psi’s 111th and Durham Alumni’s 100th year anniversaries on January 15, 2022 at the
Sheraton Imperial Hotel in Research Triangle Park in Durham. On this occasion we were honored with the presence of
our Grand Polemarch Bro. Rueben Shelton III Esq, his Chief of Staff Bro. Joe Lewis and over 160 Middle Eastern
Province Brothers. Although much of the planning for this event was modified and we were challenged by Covid and an
impending ice/snow storm, our Kappa Spirit nor this province would allow our celebration to be denied.

We put in every possible measure that we could humanly control to keep every brother safe. Our request was that every
brother have at least the two Covid shots (booster) or present a negative result test at least two days prior to attendance.
Keeping brothers properly masked, socially distanced and at every instance we applied temperature checks. At time of
this report there were no known cases resulting from attendance during the Founders’ Day weekend event.

The weekend started nicely with a “Kickback” with Durham Alumni at the Living Room in downtown Durham on Friday
evening. We began Saturday morning with a very candid, open and honest Town Hall which featured our Grand
Polemarch Bro. Rueben Shelton. Grand Polemarch Shelton did not shy away from any question asked and even raised
some topics that were not asked. The Grand Polemarch was extremely gracious and would probably still be standing and
talking about how we can improve and protect Kappa. We are grateful for his attendance and participation! We did a
presentation to Durham area schools and the Boys and Girls club of positive books representing our culture.
Representatives from several area schools plus news media were present to receive the presentation. This was followed
by The Joseph King Davis Jr. Undergraduate Summit which was well attended by representatives from our various
undergraduate chapters. The activities for this event were spearheaded by our JVP Bro. Arthur Claiborne.

The evening was started with The Province Polemarch’s reception to honor our 50+ year Senior Kappas and our Military
members both active and retired. This reception preceded our Rededication Banquet which was themed: An
Extraordinary History; An Incredible Future and culminated the celebration for the 100th year of Durham Alumni.
The Durham Alumni chapter was given an exquisite gift from the province commemorating their centennial. During the
rededication banquet, the province had an opportunity to be masterfully guided through by Bro. Joseph King Davis Jr. as
our Master of ceremony. We enjoyed an impromptu solo and then musical selections from the fully musically staffed
Kappa Khorus that sang 99 ½ Won’t Do and I Will Sing Hallelujah. “Le clou de la soiree” was delivered by none other
than Durham Alumni’s Bro. Frederick H. Black who gave us history and invigorated us in an elegant speech. Bro. Black
is a bridge that has touched our Extraordinary History and continues to propel us into our Incredible Future!

Thank you for a job well done to: MEP Founders’ Day Committee, MEP Planning Committee, MEP Kappa Khorus
members and musicians, the Strategus Task Force, other program participants and all support staff.

Guide Right Certification
For the past six years we have asked Chapters to complete a Guide Right Certification to review that Chapters are taking
steps to provide a safe and secure environment for our students and that Chapters are following National Guide Right
Guidelines. We asked for Chapters to complete this by November 1.

HEALTH AND WELLNESS COMMITTEE REPORT
Rufus Delro Williams, Jr., PA-C, Chairman
Health and Wellness Committee
Your Province Health and Wellness Committee has been working to ensure that good health practices become
habit throughout the Middle Eastern Province. As we convene certainly all of us have been personally affected
by the COVID-19 pandemic. Kappa Alpha Psi Fraternity, Incorporated has created an initiative to promote
COVID-19 vaccines through a variety of advertisements in the Kappa Alpha Psi Journal, email blasts, social
media posts and the like.
Additionally, the Good Health Wins Campaign has been started to promote positive health action in the
African-American community. Kappa Alpha Psi Fraternity, Incorporated has been asked to participate with this
health initiative. This is an excellent Health and Wellness Campaign for us to focus for this Fraternal
Year. Formal presentation to follow. Brother Dr. Stephen Broughton and Brother Antonio J. Martez have been
coordinating efforts across the 12 Provinces to increase health literacy across our community including the
importance of mental health, role of vaccinations in preventing illness, routine health screenings for preventive
health maintenance, nutritional awareness and many others.
As with each Province Council Meeting there will be a Health Fair where routine health screenings will be
performed to include Blood Pressure Checks, Fingerstick Blood Glucose Readings, Body Mass Index
Monitoring and other screening measures.
It is always a pleasure to service the health needs of the Brothers of the Middle Eastern Province.

HISTORIAN REPORT

Historian

Brothers, I trust this report finds you well in Phi Nu Pi! There is no formal action requiring a vote from the Middle Eastern
Province Body at this time.

Province History Book
At the time of this report, 80% of the undergraduate chapters and 83% of the alumni chapters have submitted their chapter
history to be included in the province history book. Chapters listed below have not responded to the chapter history request
form. Interviews with Senior Brothers of the Province have been initiated and ongoing. It is the hope of the committee to
speak with as many Senior and 50-year Brothers in the Middle Eastern Province to capture a glimpse of the province from
their perspective.

A huge Thank you to Brother Maximillian Norwood who has been diligent in reaching out to chapters to capture their
chapter history. Also, many Thanks to Brothers Alfred M. White III, Fred Black, C.N. “Pap” Parrish, Chris Wilks, and a
host of Brothers who have contributed a great deal of information, photos, direction, and insight in the development of “The
Story of Kappa Alpha Psi Fraternity, Inc., in the Middle Eastern Province”. Research is ongoing in confirming the initial
establishment of our Province and correspondence from our Grand Historian (Brother Kevin Scott) has been helpful with
this endeavor. An outline of the contents of the Province History book has been drafted and will be presented to the Province
Board, Past Province Polemarchs and Sr. Brothers of the Province. Brother Province Polemarch Michael Brown suggested
a collage of Brothers of the Province for the cover. If you’d like to assist with this graphical arts endeavor, please don’t
hesitate to contact me.

No History Submissions: Alpha Tau, Delta Chi, Epsilon Alpha, Mu Iota, Nu Omicron, Beckley-Southern West Virginia
Alumni, Elizabeth City Alumni, Goldsboro Alumni and New Bern Alumni.

Archives
Every Chapter should behave a full set of archives to include Chapter Charter, Officer’s insignia, past meeting minutes, our
Constitution and Statutes, Protocol & Etiquette Manual, Chapter bylaws and Robert Rules of Order at minimum. An
executive summary illustrating the programming for the fraternal year is also encouraged, as it will act as a template for
prior years activities.

Scrapbooks
All chapters are encouraged to create a scrapbook of the fraternal year for record purposes. To act as a guide, chapters
should use their chapter meeting minutes to ensure that all chapter programming for the current fraternal year is included.
To assist chapters, virtual meetings will be held early in the fraternal year to provide instruction and guidance on what to
include.

Memorial Services Request Form
I encourage every Brother to complete a memorial service request form to document the actions/requests you’d like
performed upon entering chapter invisible. With this form you can formally identify what should be done with your
Kappa artifacts and provide instructions for your family

If there are any questions, suggestions or if you’d like to work with the Historian committee, please don’t hesitate to

LEADERSHIP DEVELOPMENT COMMITTEE REPORT

Leadership Development Committee

Please be advised of the following progress report for the Leadership Development Committee:

• After presenting the LD Overview Report to the General Body at the CRWLC, the Committee issued a survey in
January of 2022. The purpose of the survey was to get the membership’s feedback on (1) priority items coming
out of the report and (2) willingness to support the Committee’s continuing work.

• Brothers across the Province had the opportunity to provide feedback from January 6, 2022, to February 14, 2022.
• Per the feedback from the survey, themes that are emerging as top priorities according to the General Body are:

o Strengthening relationships between Undergraduate members and Alumni members and Undergraduate
members and the MEP Board. This includes exploring ways; undergraduate members can be involved in
MEP leadership;

o Clearly identifying the Roles & Responsibilities of MEP Board and Committee members, to include
codified Scopes of Work and educating the membership on the same;

o Implementing intentional and formal leadership development opportunities for MEP members that extend
beyond the CRWLC; and

o Developing a Strategic Plan or Road Map that will serve as an organizing tool for the Province and a
mechanism through which to establish shared vision and be accountable to it.

Next Steps for the LD Committee include:
• Hosting a formal meeting with Board and Committee chairs to (1) make meaning of all data collected during this
current engagement, which began in the winter of 2020, (2) establish priorities from the perspective of Board and
Committee leadership and (3) discern the Committee’s path forward;
• Making a plan for the next phase of the LD work; and,
• After, the completion of the aforementioned steps, reaching out to the Province to extend an invitation for
members to get involved with the Committee work.

As a reminder, the aims of the Leadership Development Committee are:
• Incorporate the wisdom of the entire Province into a strategy to strengthen its leadership culture.
• Discern the leadership strengths to leverage and opportunities for growth at the MEP Board level.
• Develop priority areas through which the Middle Eastern Province can implement tactics to grow its leadership
culture.

Thanks to all who are supportive of this most important work.

entrusting this task to us.

MUSIC COMMITTEE REPORT
Brother Sam Coley, Chairman
Music Committee
This fraternal years’ focus was channeled on chapters learning and singing more Kappa Songs. The initiative to go
around from chapter to chapter and video song sessions was somewhat stalled more due to subsequent life events than
Covid. As men in high demand both at home and in the community, scheduling times when the preponderance of chapter
members could be in attendance is difficult. Nonetheless, the determination to have more chapters participate in filming
videos for educational purposes is resolute. More chapters and songs will be scheduled and placed on our website and
private designated social media sites so that songs and chants can be learned. Prepare your chapter for our arrival!
The Music Committee is expanding and we have been honored to have other musicians to join and bring their talents to
Kappa. We will utilize any willing spirit regardless of tenure whether you’re a day in or 50 plus years, the only criteria,
that you are willing! (Being able to play or hold a tune helps!) This, was truly evident at our MEP Founders’ Day
Celebration’s Kappa Khorus where we had a good cross section of brothers. (We could have used some undergraduates!)
The Khorus is the hardest to keep together for several reasons. First, we are spread out over the province. Brothers may
not attend all province activities; illnesses and a myriad number of subsequent life obligations plague our consistency.
Yet, there are those that when there, heed the call and lend their voices. We Thank you for helping us to keep this going!
Now let’s bring on the rest of you willing spirits!!! A Face Book page will assist in helping you learn the words and
music to the songs. Come and join us and have some fun!
Even if you don’t sing in the Kappa Khorus, please continue to go to our MEP website and any other private designated
social media website and learn Kappa songs and hear our chants. Let’s video, learn and utilize a full repertoire. Brothers
we must be ready to be full voiced when we are able to hit the yards for Homecomings. Don’t just stand there this year…
BE ABLE TO JOIN IN!!! ZOOM GALLY!!!

PLANNING COMMITTEE REPORT

Planning Committee
On behalf of the planning committee, I submit this report with no action needed. The planning team has been on several
site visits in order to plan future Province Council and annual meeting/trainings. We started off visiting Durham, NC for
the MEP Founders Day to be held in Durham, NC at Sheraton Imperial Hotel. This Founder’s Day will be celebrated in
conjunction with the Durham Alumni Chapter 100th year celebration. Founder’s Day will consist of a town hall meeting
hosted by the Grand Polemarch, undergraduate summit, Founder’s Day banquet and a casino night/dance.
The planning committee visited New Bern, NC and Charlotte, NC for a future MEP Board retreat. Several properties
were visited in order to see who could accommodate the board. Those properties sent bids and a final decision has not
been rendered at this point. The MEP board will decide on location in the near future.
Lastly, the planning committee also visited and held a planning session for MEP Province Council Meeting in 2022 at The
La Meridien and Sheraton. The local chapter planning committee also attended the planning session to share with us their
plans Province Council. These plans were vetted with the MEP board and approved. This will be an outstanding Province
Council Meeting.
We are excited about the progress that has been made with guidance from our Province Polemarch. His vision has always
been about the brotherhood and making sure everyone has a good time.
I would like to thank the planning committee members Bernard Barnes, Lee Beavers, Brian McClammy and Steven
Williams for their commitment to the success of the Middle Eastern Province meetings and trainings.

ST. JUDE CHILDREN’S HOSPITAL & MARCH OF DIMES COMMITTEE REPORTS

St. Jude Chidlren’s Hospital Committee
March of Dimes Committee

We have a rich tradition in the Middle Eastern Province of championing the causes that leadership on every level has
brought before us. The Middle Eastern Province does not make excuses for being a smaller province nor does its smaller
chapters make excuses. We carry our weight and then some. In fact, this province has proudly and consistently been in
the top three for provinces raising money for quite a number of years. No wonder that some of our smaller chapters have
followed suit and really stepped up! This province embraces the adage: “It’s not the size of the dog in the fight, but the
size of the fight in the dog.” that determines the outcome.

This mentality is not privy to alumni chapters as we have had undergrad chapters such as Pi Mu to lead all chapters in
fundraising in the past. This year, with a very short window to meet the needs of our newest philanthropic venture (March
of Dimes), the Wake Forest/Rolesville (NC) and Cary (NC) Alumni chapters (2 smaller chapters) impacted this province’s
commitment greatly, with honorable mention going to Durham (NC) Alumni (a large chapter) and the rest of the province.
This province is still on pace to continue and honor our commitment to these children, families, organizations and to
Kappa!

Our ‘Kappa Wednesday’ A Day of Giving and Outreach has been very successful! “Every Chapter and Every Brother”
are still encouraged to take your lunch to work and donate the money you would have spent eating out that day to one or
both of these organizations. You are still encouraged to speak to non-members and ask them for donations that can be
made directly to your chapter’s specific page on whichever site they would like to give. All chapters are still encouraged
to continue Sunday of Hope, March for Babies Walks and other fundraising activities as the opportunities present
themselves. It is a heartfelt request that “Kappa Wednesdays” remain on every chapter’s agenda going forward.

This province is grateful for the concern and recommendation of Bro. Will Jones, Past Polemarch of Charlotte (NC)
Alumni which assisted in forging the Kappa Wednesday campaign. A brother’s work is never done! The Covid
pandemic has extremely hindered everyone’s ability to fundraise through normal means. The Kappa Wednesday program
has allowed us to maintain our pledge while still having fun through a little friendly competitive spirit. Our excellence in
fundraising for St. Jude will not be challenged with the addition of March of Dimes especially when the constrictions of
the Covid restrictions have abated, rather our resolve shall be strengthened. We, the members of this GREAT
PROVINCE, will not be deterred from our objectives: To inspire service in the public’s interest.

Brothers, what we do now may not impact you or your immediate family directly, but what we do now will definitely be
of great effect on unknown generations to come. The impact we make now, will keep the name of Kappa Alpha Psi and
those children alive for a very long time!!! Keep in mind the end user of our benevolence is a child and family in need of
a cure and assistance and let’s raise some money!

The old adage: “An ounce of prevention is worth more than a pound of cure.” is only true depending on which side of the
ledger sheet your health is on. For those children and families affected with childhood diseases and those researchers
trying desperately to save lives, prevention and cure is of paramount concern. Whether it be the prevention of/or the cure
for… research and then distribution is an extremely arduous and expensive ordeal. By the time it gets to the consumer
level, hard choices have to be made by families as to how to care for loved ones. That is where our efforts have become
really meaningful! Thank you for caring on behalf of today’s children and future generations!!!

Committee Objectives
To retain and reclaim members of the fraternity who are 60 years or older as active, contributing, fully financial brothers.
To encourage programs and activities that will facilitate senior involvement and enhance their well-being. Promote and
support the Senior Kappa Affairs Endowment Fund. Encourage 100% Chapter participation in Senior Kappa Week
activities. The following chapters reported activities for 2021
Charlotte Alumni: Awarded a Senior Kappa Endowment Grant
Durham Alumni: Senior Kappa and Silhouette Virtual Grown-up Party, monthly Fellowship at Benet’ Restaurant
Brother Raymond McAllister, chapter’s oldest member was in attendance. Brothers John Rogers, Garcia Howard and
Reddit Alexander recognized as 50-year members. Active brothers who have reached 80 yrs old: James Hill, Robert Mc
Adams, Murphy Jenkins Raymond Mc Allister Sr, Alfred E. Russell, Emit Jeter, Bobby Lawrence, Bret Collins, Carter C.
Smith, Melvin Sanders, Linwood Keith, Lynn Smith, William Williams, Charles Huff, Johnny L Hill. Brother Dr. Charles

Cary Alumni: Brother Joseph Lewter reached the 50-year status.
Fayetteville/Fort Bragg Alumni: Recognized the following 50-year members and founders of Epsilon Beta Chapter, Dr
