Vanir-Rice & Gardner, A Joint Venture, was selected as the Program Manager team for the 2014 LCISD
Facilities Capital Program. This program includes the new 21st century construction and renovation of

STAFFORD MUNICIPAL SCHOOL DISTRICT: 2011 BOND PROGRAM, MEP UPGRADES
Rice & Gardner served as the direct MEP firm for Stafford Municipal School District in the 2011 Bond
Program. This $45 million dollar program included massive MEP renovations on safety, security
upgrades, energy use reduction and infrastructure upgrades. Rice & Gardner replaced major HVAC
components including air units & equipment, insulation, and piping. Rice & Gardner also renovated
plumbing, fire sprinklers, fire alarm, and light fixtures. Program Budget: $45 Million
BELLVILLE INDEPENDENT SCHOOL DISTRICT: DISTRICT-WIDE HVAC RENOVATION
Rice & Gardner provided a district-wide HVAC System evaluation for seven different campuses for

assessment of the Heating, Ventilating, and Air Conditioning (HVAC), the controls systems, fire alarm

Construction Manager at Risk (CMAR)
Once GPISD has determined the CMAR procurement
method of construction be used for constructing all new
projects, the CMAR process is based on a team approach
and allows the district to select a General Contractor on the
basis of demonstrated competence and price. The CMAR
has a financial and contract incentive to keep the project
within budget during the various phases of design. As
defined by AIA Document A121, the Guaranteed Maximum
Price (GMP) is the sum of the Cost of the Work and the
Construction Manager’s Fee. The GMP is a price for the total
project and is not intended to be determined on a “line by
line” item basis. It is not recommended for small project
delivery.
CMAR is a construction procurement process in which:
The CMAR is selected by the Owner at the outset
of the project based on demonstrated experience
and competency with the project at hand as well
as a percentage fee for the cost of the work. This
allows the Owner to select the CMAR best suited
for their project.
The CMAR can issue packages of work for bid in

limited land availability. A majority of Houston ISD projects
are built on existing sites surrounded by residential,
historical structures, and commercial buildings. With our
team of experts, we manage to overcome challenges and
obstacles that occurs when working with limited land
availability. Below are some project examples:
High School for the Performing and Visual Arts, Houston ISD High School for the Performing and Visual Arts
Top Site Plan View Ranked #24 for the Best High Schools within Texas, the new
Houston ISD public fine arts prestigious magnet school,
High School for the Performing and Visual Arts (HSPVA), will
be relocated to a new site measuring 250ft x 250ft in
downtown Houston. Constructed at a high-traffic
intersection, the new five-story 168,000 SF building will
consist of a 200-set mini theater, 200-set black box theater,
150-seat recital hall, rooftop garden and outdoor art
studio, and an 800-set main theater. The school educates
grades 9-12 and is divided into six departments:
instrumental music, vocal music, dance, theater, visual arts,
and creative writing. HSPVA is anticipated to open in Fall
2018.

Located just along Scott Street and Coyle Street near
Interstate-45, the High School for Law and Justice (HSL&J) Project Experience with Limited Land Availability
will be in close proximity to the Houston Police High School for Law and Justice, Houston ISD
Department’s South Central station, which can serve as a Top Site Plan View
resource to students in the magnet school’s criminal
justice program. Plans include a courtroom and law library Mickey Leland College Preparatory Academy, Houston ISD
in the center building. The new 104,866SF building will be Top Site Plan View
organized with a courtroom on the ground floor along
with administrative offices, student dining areas and the Grady Middle School, Houston ISD

Mickey Leland College Preparatory Academy
The new 139,000SF, 21st century campus will be built
north of downtown Houston. Mickey Leland College
Preparatory Academy was transformed into an all-male
college preparatory academy in 2011. Serving students in
grades 6 – 12, the campus offers a small, inclusive
environment and rigorous college preparatory curriculum
with an emphasis on Advanced Placement and STEM
(Science, Technology, Engineering and Math) courses. The
new building will include separate learning neighborhoods
for middle and high school students and feature new
athletics facilities and areas for robotics and JROTC.
Mickey Leland is anticipated to complete in January 2017.
Grady Middle School
Located in Houston’s Galleria area, the new 56,000 SF
two-story building was design to expand student capacity
at the school from 580 to 850, and completes the multi-
phase master plan for the campus. The $14.8 million
addition, which opened to students in February 2016, is
the first project to be completed under the Houston
Independent School District’s 2012 Bond Program. The
new wing features 24 classrooms, six science labs, six
learning commons, and three administrative suites. Grady
Middle School offers a rigorous academic program that
aims to develop knowledgeable, caring, inquisitive
students who embrace multiculturalism and diversity and
want to make the world a better place.

A. ARCHITECTURAL
PM Initial Check
Verify that deliverables provided meet the Owner/Architect Agreement
requirements.
Identify applicable building codes and standards.
Verify that planned square feet areas equal program areas. Be consistent in
using, gross, net, usable and method of calculation in accordance with the
AIA methodology.
Verify that the number of parking spaces provided meet the program numbers
and code and ADA requirements.
Vertical circulation elements, mechanical shafts align from floor to floor.
Verify that size and location of elevators, stair and major mechanical shafts align
from floor to floor.
Verify that all evacuation routes exit via a protected corridor to an
open space/public way.
Verify that width of rated corridors and travel distances to exits meet code
requirements.
Verify dead end corridor limits are not exceeded.
Verify that Plumbing fixture count complies with code/program
(drinking fountains, lavatories, urinals, water closets, etc.)
Verify that location and size of mechanical, electrical, telephone
an communication spaces are adequate.
Verify that number of floors shown on plans, sections, elevations
and perspectives correspond.
PM Initial Check
Verify that Floor‐to‐floor heights accommodate required ceiling height and critical
space for structure, mechanical, lighting, plumbing and fire protection.

with‐in the area being demolished or modified and where existing structures
are being retrofitted.
Verify that maximum height of building including penthouse complies with local
code.
Verify provisions for trash disposal and deliveries have been addressed in

Verify inclusion of all elements by cross‐checking against outline specification
for omissions.
Verify site work is included, both on and off site.
Verify escalations included to time of bidding or specifically noted otherwise.
Consider how contingency allowance is covered, both design and Construction.
Inclusion of any owner purchased construction elements.
