INTRODUCTION We have a lot to be thankful for in 2023. On top of our deliverables, our field officers have shown once again that we are adaptable, resilient, and able to deliver whatever the circumstances are in our respective areas of responsibility considering the challenges surrounding the barangay elections, Sangguniang Kabataan (SK) Federation elections, and the Liga ng mga Barangay (LnB) elections. Together with the Program Management Development Unit (PDMU), the field officers have shown us how to greatly improve our standing in SubayBAYAN reporting, proving that it can be successfully done through our current resources. Under your guidance, we produced winners in the Lupong Tagapamayapa Incentives Awards (LTIA) as well as LGU passers in various audits and awards mechanisms like the Peace and Order Council (POC), the Anti-Drug Abuse Council (ADAC), and the Child Friendly Local Governance Audits (CGFLA), as well as the Seal of Good Local Governance (SGLG), among others. To highlight and effectively communicate these accomplishments to the public, we stepped up our social media presence, and launched our website, the dilgbohol.com. In addition, we formally institutionalized our Sub-Regional Local Governance Resource Center Multi-Stakeholder Advisory Committee (LGRC-MSAC) and maintained a physical LGRC in the provincial office and a virtual LGRC nested in our official website. Finally, we have launched our official publication, the Tangkaraw, and thanks to our Public Relations (PR) team. It banners our stories in field operations to inspire and guide us. As a culturally established icon of illumination, the symbolism of Tangkaraw is so powerful. Being true-blooded LGOOs as we are, we should always be a source of the guiding light. Let us always keep our Tangkaraw lit. Let’s carry it not on top of our heads as its light may blind everyone else but not show the way. Let’s carry our Tangkaraw close to our hearts to illuminate the path so everyone else can see clearly what to do and where to go. INTRODUCTION Executive Summary DILG Bohol has adhered to the Department’s commitment to strengthen its internal governance capabilities and support the local government units’ (LGUs’) transformation into becoming transparent, accountable, and participatory in addition to making sure that they are efficient in providing the basic services to the community. The dynamic people at DILG Bohol have accomplished the following results through their problem-solving skills, unwavering commitment as public servants, and mindful execution of the government’s programs, projects, and activities: Accountable, Transparent, Participative, and Effective Local Governance. One of the department’s programs that symbolizes integrity and good performance of local governments is the Seal of Good Local Governance (SGLG). This year’s SGLG started with the National Orientation conducted on April 19, 20, and 24, 2023 while the SGLG Provincial Orientation was conducted on May 8, 2023, at the Panda Tea Garden Suites, Tagbilaran City. LGUs Danao and Loboc were included in the list for National Validation of the 2023 Seal of Good Local Governance. After a tedious review of documentary requirements, the Municipality of Loboc was endorsed and recommended as the compliant municipality and as a national passer. The DILG conferred the Seal of Good Local Governance Award to LGU Loboc during the 2023 SGLG National Awarding held on December 14, 2023, at The Manila Hotel. As an SGLG Passer, the Municipality of Loboc was downloaded with the SGLG-Incentive Fund (IF) in December 2023 while the previously awarded passer, the Municipality of Alburquerque, received their SGLG-IF within the first semester of 2023 and completed their solar lights installation by December 2023. Meanwhile, on June 14, 2023, DILG Bohol participated in the Regional Dagyaw 2023 Open Government Townhall Meeting at Dumaguete City, Negros Oriental, featuring Women Empowerment and Gender Equality to further build collaboration between the government and the public. the Regional Dagyaw showcased the “Amuma sa Barangay” as among the initiatives of the region. Further, In line with the pursuit of forming a sustainable foundation of good governance, DILG-Bohol strengthens its partnership with Civil Society Organizations (CSOs) to empower citizens to articulate their needs as they participate in the decision-making process, program, planning, implementation, monitoring, and evaluation to increase the responsiveness and efficiency of local governments in delivering services. DILG-Bohol spearheaded the implementation of the Capacity Development (CapDev) training program for CSOs across 20 identified LGUs. For 2023, 16 of the 20 identified LGUs have implemented their CapDev training programs. Meanwhile, in support of good governance, the Support to Local Governance Program (SLGP) took its advocacy to the next level through the involvement of the City Government of Tagbilaran in joining various exploratory meetings and awareness activities of the Open Government Partnership (OGP) Local Program. A strategic review of the Local Development Council Assessment Framework was also conducted between October and November 2023 through interviews with selected stakeholders. As to the annual search of the Lupong Tagapamayapa Incentive Awards (LTIA), The Lupong Tagapamayapa (LT) of Can-upao, Jagna emerged as the provincial winner for the first to third class municipalities category, the LT of Poblacion 1, Sikatuna for the fourth to sixth class municipalities category, and automatically, the LT of Taloto, Tagbilaran City for the component city. Both LT of Barangays Can-upao and Taloto were adjudged as 1st Runners-Up in their respective categories. For the effective implementation of the Katarungang Pambarangay Law, all the Lupons of the 1,109 Barangays in the Province of Bohol have so far received financial support and have been recipients of various advocacy campaigns on KP implementation as well as training to improve the capacities of Lupons to effectively conduct their functions as part of the Katarungang Pambarangay process. Another mandate of the department is to evaluate the Sanggunian of every component city and municipality in partnershipwith the Philippine Councilors League (PCL),through the Local Legislative Awards (LLA). DILG Bohol implemented various LLA activities from August to September 2023. The Sangguniang Bayan of the Municipality of Catigbian emerged as the winner at the provincial level under the 4th to 6th Class Municipality Category and was adjudged as the 2nd Runner-Up in the regional search. In the Component City Category, the Sangguniang Panlungsod of Tagbilaran City was adjudged as the 1st Runner-Up in the regional search for Outstanding Sanggunians in Region VII. The department also implemented the Seal of Good Local Governance for Barangay (SGLGB) to the 1,109 barangays in the Province of Bohol. It also started with the National Orientation on April 27-28, 2023, and was then followed by the assessment conducted by the Provincial Performance ANNUAL REPORT 2023 12
INTRODUCTION Assessment Team. There were 26 barangays (2.52%) that passed the provincial-level assessment and were endorsed to the regional level. On the other hand, to better implement the 2023 SGLGB, the Barangay Development Council (BDC) Functionality Audit was deferred. Further, DILG-Boholthrough the field officers continuously facilitatesthe compliance ofthe LGUs to the Full Disclosure Policy. The posting within the prescribed period in three conspicuous places and the FDP Portal is regularly monitored at the Provincial Level. As to the Barangay Assembly, in compliance with Memorandum Circular 2023-032, barangay assemblies were conducted in the 1st semester of CY 2023. Out of 1, 109 barangays in Bohol, 1, 107 have successfully conducted the said assembly. On the other hand, to comply with Section 10 of Executive Order No. 77, DILG-Bohol has facilitated twenty (20) Official Travel requests from various local officials and employees through the FTA Online System Application. DILG Bohol is also active in supporting the implementation of the Community Based Monitoring System (CBMS) by participating in the Turnover Ceremonies of the twelve (12) PSA-funded LGUs. As to the compliance of DILG Bohol to the Anti-Red Tape Act (ARTA), the office rolled out the implementation of the campaign against fixers through the provision of copies of brochures and leaflets for public consumption and sharing of the IEC materials to the LGUs. On the other hand, in adherence to the Barangay Road Clearing Operations, DILG Bohol monitored more than 90% compliance of LGUs every month for FY 2023. In strengthening local development, the formulation and updating of the LGUs Comprehensive Land Use Plan (CLUP) were also monitored. Based on the 3rd quarter monitoring report, only 17 LGUs, out of the 48 LGUs in the province have updated CLUPs. The majority of the 31 LGUs with expired CLUPs already conducted preparatory activitiesfor the updating. The DILG also monitorsthe compliance of LGUs to the formulation/updating of their Comprehensive Development Plan (CDP). Based on the 3rd quarter monitoring report, thirty (30) LGUs, out of the 48 LGUsin the province have updated CDPs, while eighteen (18) LGUs have expired or are ongoing updating CDPs. DILG Bohol extended technical assistance to six (6) municipalities in the formulation of their CDPs. Concerning development plans, the Enhanced Guidelines on Barangay Development Planning (E-BDP) with sharper dimensions on participatory disaster response was rolled out. The office partnered with the DSWD through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) in assisting the barangays with the formulation of their barangay development plan. DILG being the partner of the Ombudsman and Sandiganbayan in the implementation of their decisions/resolutions, DILG-Bohol through Provincial Director Jerome G. Gonzales has served one (1) Suspension Order and one (1) Reprimand Order to concerned respondents. A total of thirteen (13) written requests for legal opinion were endorsed to the Region Office, eighty-two (82) complaints were lodged through 8888, and sixty-nine (69) of these complaints were replied to and endorsed to the regional level. Another mandate of the department is to assist and capacitate the Sangguniang Kabataan Officials in their roles and responsibilities. On November 29, 2023, DILG Bohol served as the chairperson of the Board of Elections Supervisors (BES) during the conduct of the Provincial Sangguniang Kabataan Federation Elections. Also, in line with the department’s commitment to better improve our systems, the processing of Barangay Officials’ Death and Burial Claims is now under the Barangay Information System (BIS) which is an adaptation of the manual processing of the said claims. For 2023, a total of fifty-two (52) death benefit claims were processed and released to the beneficiaries of deceased barangay officials. As to the Authority to Purchase Motor Vehicles (APMV), the office has processed a total of seventy-two (72) requests of which fifty-three (53) were approved and nineteen (19) were returned with findings and recommendations. To capacitate the city and municipal local government operations officer, the department monitored the LGU’s compliance with their 3-Year Peace and Order and Public Safety Plans (POPS-Plans) through the Peace and Order and Public Safety Plans – Policy Compliance and Monitoring System (POPSP-PCMS). For the first semester of 2023, the 2023-2025 POPS Plan of the provincial government as well as of the 47 component LGUs were completely encoded to the POPS PCMS. With the department’s provision of technical and administrative support as the secretariat 13 ANNUAL REPORT 2023
INTRODUCTION for Peace and Order (POC), DILG Bohol was able to provide secretariat services to the Provincial Peace and Order Council (PPOC) as well as all 48 DILG field offices fulfilled their responsibilities by providing secretariat services to their respective City and Municipal Peace and Order Councils (C/ MPOC). On the other hand, in line with the issuance of Executive Order No. 70, series of 2018, institutionalizing the “whole-of-nation approach” and creating the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) which aims to address the root cause of insurgencies, internal disturbances, and other armed conflict threats, DILG-7 continued with the implementation of the Retooled Community Support Program (RCSP) through the “Dagyawan sa Barangay: Talakayan ng Mamamayan at Serbisyo Caravan”. For CY 2023, DILG Bohol in partnership with the Office of the Provincial Social Welfare and Development of the Provincial Government of Bohol implemented the Enhanced-Comprehensive Local Integration Program (E-CLIP) and facilitated the release of the DILG Package of assistance to six (6) FRs in the province. A series of meetings and activities were conducted in preparation for the implementation of the RCSP which was attended by the Provincial Task Force ELCAC, PNP, AFP, partner NGAs, and the concerned Municipal Mayors and Punong Barangays. On August 24, 2023, Dagyawan sa Barangay: Talakayan ng Mamamayan at Serbisyo Caravan was successfully conducted. Meanwhile,tofurthertheDrugClearingProgramoftheAdministration,DILG-Bohol implemented the 2022 City/Municipality Anti-Drug Abuse Council (ADAC) Audit from April 24, 2023 to June 18, 2023. As a result of the audit, twenty-five (25) LGUs were High Functional while twenty-three (23) were Moderate Functional. With regards to the Barangay Drug Clearing Program, the Regional Oversight Committee Deliberations were conducted on July 26-27, April 13-14, August 11, and December 15, 2023. In June 2023, the Department conducted the Barangay Anti-drug Abuse Council (BADAC) Functionality Audit for its performance in the year 2022. The DILG Bohol through the C/MLGOOs, was able to assess all 1109 BADACs in the province from May 30 to July 10, 2023. Furthermore, the office monitored the functionality of 1109 BADACs in the province. To sustain the efforts in raising awareness and encouraging participation from all sectors of the community in drug demand reduction, the department launched the Buhay Ingatan Droga’y Ayawan (BIDA) Program. DILG-Bohol conducted its first quarter BIDA follow-through activity with the BIDA Drug Symposium on March 29, 2023, at Coco Mango’s Place Resort, Danao, Panglao. BIDA advocates, also known as BIDA Runners, were organized to promote the BIDA Program by joining various marathons, thus gathering support and commitment from community members in the fight against illegal drugs. As part of the follow-through activities, DILG-7 launched the “BIDA Ta Na!” or BIDA Tabangan Nato ang Rehiyon Siete”. “BIDA Ta Na” focuses on three (3) key settings which are school, workplace, and community. DILG Bohol, in partnership with Lourdes NHS-Panglao, Bohol, DepEd Region 7 and in cooperation with LGU Panglao, conducted the “Buhay Ingatan Followthrough Activity held last October 6, 2023, at the Lourdes National High School campus, Panglao, Bohol. Furthermore, DILG Bohol employees alongside cycling enthusiasts from the local community participated in the DILG 7’s BIDA Tindak Kontra Droga, a virtual cycling event, held from September 1 to October 20, 2023. Another core function of the department is to ensure peace, order, and public safety while promoting excellence in local governance and fostering resilient and inclusive communities. This is mobilized through the National Action Plan on Preventing and Countering Violent Extremism of the Preventing and Countering Violent Extremism Program Management Office (PCVE PMO) and partner agencies and stakeholders. A rollout training was conducted and was specifically organized for 20 priority barangays in Bohol and took place on June 15, 2023, at the Panda Tea Garden Suites in Tagbilaran City. The department also issues Authorization on Confidential Funds of LGUs wherein for 2023, the Regional Peace and Order Council 7 (RPOC) Secretariat issued 2023 Peace and Order Programs (POP) Certifications to a total of 38 local government units (LGUs) in the province, including the Provincial Government of Bohol. Socially-Protective LGUs. True to its commitment to capacitate and nurture local government units for the benefit of the Filipino citizenry, DILG has implemented various locally funded projects in the province. For the SALINTUBIG Program, all FY 2013 to 2018 projects have already been reported as 100% completed as to physical status and fully liquidated as to their financial status. For the implementation of the BuB-Provision of Potable Water Supply Program, all of the 69 subprojects in FY 2014 from the 30 beneficiaries’ municipalities under Bottom-Up Budgeting (BUB) ANNUAL REPORT 2023 14
INTRODUCTION of the Department are 100% completed. Out of the 199 from the FY 2017 Local Government Support Fund-Assistance to Disadvantaged Municipalities (LGSF-ADM) projects, 197 projects (99%) were completed and 2 projects were not implemented whose funds were reverted to the Bureau of Treasury (BTr). As to the 138 FY 2018 Local Government Support Fund-Assistance to Municipalities (LGSF-AM) projects, 138 (96.37%) of which were already implemented while 1.6% of the allocated budget for projects were unutilized and were returned to the Bureau of Treasury. In regards to the FY 2019 LGSF-AM, out of the 82 projects, 79 are completed, 1 project is ongoing and 2 were canceled due to double funding. For FY 2020 LGSF-AM, out of the 61 FY 2020 LGSF-AM projects implemented in the Province of Bohol, 57 projects were completed while 4 projects have undisbursed funds that have been reverted to the Bureau of Treasury. As to Funding Assistance to Local Government Unit (FALGU) 2023, the fund validity will be on December 31, 2024. DILG Bohol continued to conduct monitoring activities for the implementing LGUs to complete the physical and financial status of the project before the end of the fund validity. The success of project implementation and monitoring was made possible by the regular conduct of PDMU Bohol’s monthly meetings every first Monday of the month. The PDMU team also regularly attended the monthly RPDMU Coordination Meeting and provided a status report on the implementation of LFPsin the province. DILG Bohol Engineers also conducted onsite inspections to keep abreast of the actual status of the LFPs. They also provided technical assistance to LGUs with idle status in the SUBAYBayan. Further, to facilitate the smooth implementation of locally funded projects, PDMU Bohol has conducted Strategic Planning and Consultative Meetings. All these activities led the DILG Bohol Provincial Office and the Provincial Project Development and Management Unit to be awarded the Top SRO Performer Award during the recently concluded Year-End Assessment at the DILG VII Regional Office. On the other hand, to gauge the level of performance of local government units (LGUs) insofar as implementing programs and instituting measures to uplift the welfare status of children, the Child-Friendly Local Governance Audit (CFLGA) is conducted annually through the Seal of ChildFriendly and Local Governance Knowledge Management System (SCFLG KMS). There were fourteen (14) LGUs conferred with the SCFLG by the CWC Board for the 2022 CFLGA. Further, the DILG-Bohol continues to provide technical assistance to the Local Council for the Protection of Children (LCPC) and GAD Focal Points. In terms of Monitoring the LGU Compliance to the Magna Carta of Women, this unit remains consistent in monitoring the compliance of the LGUs. All LGUs have organized and have functional GFPS, have GAD database, and have GAD Monitoring and evaluation mechanism. Out of the 49 LGUs including the provincial government, 47 have GAD Codes. At present, 8 had submitted their GAD documents, and only 30 were endorsed. DILG also monitors the functionality of the Local Aids Council in the LGU. All the Local AIDS Councils (LACs) of the Province of Bohol are reconstituted. Likewise, to strengthen the Management Coordination Committee (MMC), regular meetings were conducted. Quarterly reports on the conduct of meetings were submitted to monitor the functionality of the committee. The establishment of Person with Disability Affairs Offices (PDAOs) and the appointment of Person With Disability Focal Persons (FPs) at the LGUs were also monitored. As with Compliance to RA 9344, 34 LGUs have allocated 1% of the IRA for the LCPC, while 15 allocated more than 1%. Of the 49 LGUs, 44 have appointed LSWDOs, 30 with CLJIP, and 3 with established Youth Homes, and 12 LGUs have identified other facilities equivalent to a Bahay Pag-asa. In addition, to ensure gender-responsive local governance, the DILG Bohol provided technical assistance and facilitated the capacity-building activities of the local government units. For the promotion of women’s rights, DILG Bohol sustains its monitoring of the functionality of LCATVAWCs and VAW Desks. The 2023 LCAT-VAWC Functionality Assessment was also conducted this year wherein the result showed 10 LCAT/VAWCs that are Ideal, 32 are Mature, 5 are Progressive and one is Non-functional. As to the Local Council for the Protection of Children (LCPC) Functionality, the FY 2023 LCPC Functionality Assessment was conducted during the first semester of the year wherein the result showed 7 LGUs with Ideal Functionality, 23 Mature, and 17 Progressive. Environmentally Protective, Climate-Change Adaptive, and Disaster Resilient Communities. To strengthen the capacity of the Local Government Units (LGUs) in disaster risk reduction and management, an inventory had been conducted by twenty (20) selected LGUs through the LGU State of Preparedness Quarterly Report namely Alburquerque, Alicia, Anda, Antequera, Baclayon, Balilihan, Batuan, Bien Unido, Bilar, Buenavista, Calape, Candijay, Carmen, Catigbian, Clarin, Corella, Cortes, Dagohoy, Danao, and Dauis. INTRODUCTION LGUs wherein all of which are fully compliant in terms of Data Availability and existence of Local DRRM Directory while partially compliant in terms of Early Preparations and Critical Preparations for Mayors. Moreover, advocacy activities were conducted and technical assistance were provided to the forty-nine (49) LGUs, including the Province of Bohol, for them to substantially comply with DRRM related laws and department issuances. Per monitoring as to the status of appointment of the respective Local Disaster Risk Reduction and Management Officers (LDRRMOs), forty-five (45) LGUs, including the Province of Bohol, have a regular LDRRMO. On the other hand, the LDRRMO of the four (4) LGUs only holds a designated position. In order to enjoin the youth in helping local government efforts in addressing the challenge of disaster risk reduction and climate change, DILG Bohol initiated the conduct of the Wemboree, an activity under the Listong Pamayanan component of the Operation Listo on March 30, 2023 at Coco Mango’s Place, Panglao. It was particapted by young volunteers from the Bohol Institute of Technology- International College Main Campus, Holy Name University, Tagbilaran City College, Mater Dei College, University of Bohol, Youthlead Philippines, Inc. and selected Sangguniang Kabataan Officials of Batuan, Buenavista and Panglao. Reliable, accurate, and timely information in times of disasters are generated and surveilled through activation of the Disaster Online Reporting and Monitoring System (DORMS). There had been two (2) Tropical Cyclones monitored for CY 2023 such as TS Egay on July 24, 2023 and TS Kabayan on December 18, 2023. The DILG-Bohol as a member of the Anti-Illegal Task Force ensures its full support in every activity the task force will conduct. One of which is the provision of technical support during quarterly meetings through its representative, LGOO II Lalaine Otadoy. To foster inter-agency collaboration and uphold social responsibility towards environmental protection, DILG Bohol participated in the 38th International Clean-up on September 16, 2023, at Tubig Daku in Barangay Manga, Tagbilaran City and the Bohol World Bamboo Day & Clean-up Celebration on September 23, 2023 at Bayloko Hills in Barangay Candanas, Garcia Hernandez. Pursuant to Pesidential Administrative Order No. 22, All forty-eight (48) Local Government Units (LGUs) in the province have established Executive Orders (EO) on the Ban of the Entry of Swine Hogs, and Related Products due to the spread of African Swine Fever (ASF) while the Provincial Government of Bohol approved Provincial Ordinance No. 2023-006, Amending Paragraph 1, Section 3 of Provincial Ordinance No. 2022-011 or the Revised Bohol African Swine Fever (ASF) Prevention Ordinance of 2022. In addition, DILG Bohol constantly monitored the submission of monthly reports on the efforts implemented by the LGUs against the spread of ASF. Relative to the monitoring on the Establishment of Cycling Lanes and Walking Paths in accordance with DILG Memorandum Circular No. 2020-100, twenty-one (21) Local Government Units (LGUs) have a Local Public Transport Plan (LPTP), thirty-three (33) LGUs have a unit, office or personnel for the implementation of the plan/scheme, seven (7) LGUs have identified roads for cycling lanes/walking paths, three (3) LGUs have ordinance relative to the implementation/ compliance to cycling rules and regulations, eleven (11) LGUs have implemented measures (IC) to disseminate information on designated cycling lanes and walking paths, and twelve (12) LGUs have identified programs, projects and activities on promoting cycling and walking. All accounted for CY 2023 in the province of Bohol. As to the Panglao Island Rehabilitation and Restoration Project (PIRRP), the two municipalities covered by this project are Dauis and Panglao wherein two (2) technical conferences and one (1) ocular inspection have been conducted for CY 2023. Business-Friendly and Competitive LGUs. DILG Bohol plays a crucial role in the promotion of business competitiveness and ease of doing business in the province. Thus, it empowers Local Government Units (LGUs) to become more competent in pursuing more economic feats by ANNUAL REPORT 2023 16
INTRODUCTION constantly monitoring and tracking their effective and efficient implementation of the Ease of Doing Business and Efficient Government Service Delivery (EODB-EGSD) Act of 2018. Further, an on-site audit was conducted in Tagbilaran City on November 30, 2023 to observe its actual business process specifically in their Business Permit and Licensing Office (BPLO) and the Office of the Building Official (OBO). Its orderly implementation recognizes them as one of the most businessfriendly cities in Region 7. The Conditional Matching Grant to Provinces (CMGP), formerly KALSADA, for Road Repair, Rehabilitation, and Improvement in the Province of Bohol is a response to its needed infrastructure support, as well as reforms in Local Roads Management (LRM) and Public Financial Management (PFM). A landmark of CMGP implementation in Bohol is the adoption of the Local Road Network Development Plan (LRNDP) 2018 -2022 and enhanced to 2022-2025. Projects implemented under the KALSADA Program from 2016 to 2020 (CMGP) in the Province of Bohol had a total of fifteen road projects amounting to Php 1,005,238,787.00 with a total length of about 57.56225 kms. The Finalization of the CMGP Program Implementation Review Workshop was conducted on January 9, 2023 in order ensure that the overall process of the CMGP Implementation are integrated. CMGP provided a number of capacity development activities at the national and provincial levels in which the Provincial Engineering Office is a constant recipient of such technical trainings. A Reorientation on the Cascading of CMGP to MLGUs by the Provincial LGU had been conducted on July 19, 2023. Its objective is to cascade and roll out the Local Road Governance Reforms (LRGR) to the component cities and municipalities under the supervision of the Province while also establishing and strengthening the collaboration between provinces and component cities and municipalities in the pursuit of Local Road Governance Reforms. The Validation of the Local Road Performance Assessment (LRMPA) CY 2022 of the PLGU had been conducted on August 17- 18, 2023 to discern the capacity and performance of the PLGU on local road management. Prior to the validation, the Pre-LRMPA Self-Assessment activity had been conducted on June 2023 using the LRMPA Tool that determines the strength and areas for development of the PLGU in local road management. The overall percentage result of the PLGU LRMPA Self-Assessment 2022 is 75% while the validated result is 52.5%. DILG Bohol further conducted the Annual Reform Action Plan (ARAP) Assessment of the Provincial Governance Reform Roadmap (PGRR) 2023 on November 29, 2023 to determine accomplishments in CY 2023 and shape strategies for its continuing implementation. The COA Audit Performance for CMGP 2017-2020 transpired on June 26-30, 2023 wherein nine (9) CMGP projects had been visited. The exit conference was conducted on June 30, 2023 at the Office of the Provincial Procurement while the Provincial procurement had presented to the COA Personnel the newly developed E-procurement system. Cluster Head Mardonio T. Roxas represented DILG Bohol during the 2023 Bohol Cities and Municipalities Competitiveness Index (CMCI) Roadshow on March 21, 2023, conducted by the Department of Trade and Industry (DTI) Bohol. It sought to improve the competitive ranking of the various LGUs in the province and encourage them to improve their overall competitiveness score in contribution to the development and progress of the province. DILG Bohol has been actively involved in stimulating economic growth through strategic initiatives and collaborative efforts in investment promotion. Provincial Director Jerome G. Gonzales witnessed the ceremonial signing of the Memorandum of Understanding (MOU) on joint investment promotion between the Board of Investments (BOI) and the Provincial Government of Bohol on February 22, 2023. It was followed by a capability-building training on “Understanding the Foreign Direct Investments” for the Local Economic Development and Investment Promotion Officers (LEDIPO) on February 23, 2023. Technical assistance was also provided to the Municipality of Lila through LGOO II Jed Ighot and MLGOO Jocelyn Bandala during the presentation of the LGU’s proposed Local Investment and Incentives Code (LIIC) on April 4, 2023. In a concerted effort to streamline the province’s investment promotion program, an LEDIPO Forum and Organizational Meeting was held on May 5, 2023 wherein DILG Bohol representative, LGOO II Ighot, emphasized the crucial roles of LGUs’ and their LEDIPOs in investment promotion. Moreover, Sangguniang Bayan and other local officials from the Municipality of Anda were briefed on the process of crafting their own LIIC on September 14, 2023. As one of the partner agencies, DILG Bohol is committed with its involvement in the Business One Stop Shop (BOSS) Abante Negosyo Caravan which primarily aimsto bring governmentservices to the communities, ensure ease of doing business and enhance local competitiveness in the province led by the Provincial Government of Bohol through the Bohol Economic Development and Investment Promotion Office (BDEPO) across various municipalities. A Convergence Assessment and Planning was held on March 24, 2023 to assess the previous caravans and discuss ways and strategiesto enhance the program. Business Permit and Licensing System (BPLS) Focal Person, LGOO II Jed Ighot, attended a coordination meeting prior to the activities. Relative thereto, a Seminar on Setting up a Business and Fighting Investment Scams organized by the Securities and Exchange Commission (SEC) on April 18, 2023 was conducted wherein identified municipalities expressed their commitment to host and support the Abante Negosyo Caravan while a focus group discussion transpired on August 17, 2023. DILG Bohol played an active role in the Bohol Provincial Micro, Small, and Medium Enterprise Development (MSMED) Council as a dedicated member to it. The council convened on September 12, 2023 while its final quarterly meeting was held on December 6, 2023. DILG Bohol’s significant contribution is its efforts to offer technical assistance to LGUs in formulating investment codes and comprehensive development plans where small and medium enterprise development concerns are mainstreamed into these codes and plans. On the other hand, DILG Bohol collaborates with the Bohol Tripartite Industrial Peace Council (TIPC), a platformforfostering dialogues and consultationsto address policies and programs affecting both labor and management, promoting a harmonious and productive industrial environment in Bohol. The Department of Labor and Employment (DOLE) Bohol Field Office and the Bohol Tripartite Industrial Peace Council (TIPC) organized a meeting on October 10, 2023 wherein discussions centered on DOLE’s memo on Ensuring Genuine Sectoral Representation in Tripartite Councils. The Strengthening of Internal Governance of DILG-Bohol is enhanced to continually provide quality services to its clientele. The creation of the Public Relations Team is in response to the call of the DILG 7 Regional Office encouraging SROs to launch their respective digital newsletters. It is tasked to manage and build the Department’s presence online and with the local media. Dedicated members of the team attended the Pilipinas Bangon! Ikaw ang Simula: Beyond Broadcastsponsored by the Philippine Broadcasting Service - Bureau of Broadcast Services (PBS-BBS) on June 9, 2023 to keep up with the current trends and upgrade their skills. In addition, the DILG Bohol launched its first quarterly publication, the Tangkaraw, on June 12, 2023. The Tangkaraw features highlights of activities and accomplishments within the period as it is a powerful symbol of the work that DILG Bohol exerted to enlighten and nurture local government units (LGUs), empowering them to be transparent, resilient, socially protective, and competitive. The DILG Bohol LGRC Website was developed by the Information Technology students from the Mater Dei College who completed their 486 hours of On-the-Job Training Program at the DILG Bohol Provincial Office. In support of the Disiplina Muna campaign, the DILG Bohol, through the social media, promotes national and local programs and projects such as disaster preparedness and resilience and antismoking using the general hashtag #DisiplinaMuna. The Local Governance Resource Center of DILG-Bohol isstrengthened through the establishment ofthe mini-conference hall ofthe DILG Bohol Provincial Office where various reading materials are readily available to field officers and other clients. DILG Bohol further attended the mentoring activity of DILG Region XII on Local Governance Resource Center (LGRC) on February 23-24, 2023 to assess LGRC Bohol’s functionality and assist them in establishing the Bohol Multi-Stakeholder Advisory Committee (MSAC). The MSAC-LGRC Orientation was conducted on March 8, 2023, the first step towards building a culture of learning and knowledge sharing with different stakeholders. INTRODUCTION convened for the signing of the Pledge of Commitment on April 13, 2023. As part of the Financial and Administrative Management, processing and payments of various claims were attended to accordingly. Regular Inventory of office equipment, supplies, and other properties as well as Provincial BAC Meetings were also observed by this level. With regards to the Planning/Budgeting/Office and Field Operations Enhancement Project, DILG Bohol conducted Strategic Planning on January 26-28, 2023, nine (9) Provincial Management Committee Meetings, and Twenty (11) Regular Conferences. The Pre-Execom and ExeCom meetings were also regularly attended by Program Manager Mylove C. Flood and PD Jerome G. Gonzales, respectively. DILGBohol then consistently implemented the Strategic Performance Management System (SPMS). DILG Bohol personnel joined the celebration in observance of the 2023 National Women’s Month. To show support for its month-long celebration, the DILG Bohol observed Purple Wednesdays for the whole month of March and Pamper Friday on March 17, 2023. As the lead agency in Disaster Preparedness, DILG Bohol also participated in the conduct of Nationwide Simultaneous Earthquake Drills for CY 2023. As to the Promotion of Personnel, the newly-promoted and appointed Local Government Operations Officers (LGOOs) of DILG Bohol Province took their Oath of Office. LGOO II Roy Vincent A. Gaviola is the lone LGOO II apprentice from DILG Bohol who marched with his sablay at the Grand Graduation Ceremony for the Apprenticeship Program for LGOOs II and III Batch 55. On the other hand, the Online Calendar, the Facebook page of DILG-Bohol, and the Online Logsheet of Communications have been established and maintained at this level. In order to maintain the ISO certification of DILG Region 7, DILG-Bohol as a sub-regional office observed the ISO 9001 Quality Management Processes. DILG-Bohol also celebrated the Sinulog Festival. Pursuant to Civil Service Commission (CSC) issuance directing all government agenciesto initiate Physical Fitness Activities for all its officers and staff, DILG - Bohol Province, on its part, conducts Zumba/Pilates exercises every Monday from 3:30 - 5:00 in the afternoon. Moreover, the old office building of DILG Bohol located at Barangay Booy, Tagbilaran City is being utilized as the Project Development Monitoring Unit (PDMU) Office. As a partner of the LGUs in upholding excellence in good governance, DILG Bohol actively engaged in programs and projects spearheaded and implemented by various Provincial and National Government Agencies and other National Convergence Initiatives. The Provincial Office personnel and DILG field officers also engaged in various online activities and responded to invites initiated by DILG7 Regional Office and DILG Central Office. Quilas heads Cluster M and M, is in charge of the 5S monitoring, an alternate Local Governance Resource Center (LGRC) Coordinator, an official representative to the Provincial TWG on Localizing RA 11313, a member of the Provincial Accreditation Committee, and an alternate representative to the Provincial GAD Focal Point System (GFPS) and Provincial Council on Anti-Trafficking-Anti-Violence Against Women and Their Children (LCAT-VAWC). These include the Peace and Order Council (POC) at all levels, the Peace and Order and Public Safety Plan Policy Compliance Monitoring System (POPS PCMS), the Confidential Fund (CF), the Provincial Management Coordinating Committee (PMCC), the resumption of cockfighting operations, and the implementation of AMUMA sa Barangay. She also represents the Provincial Project Monitoring Committee (PMC), Supportto Local Governance Program (SLGP) Coordinator, Subaybayan Focal, PR Team Leader, and Head Secretariat to the Provincial Accreditation Committee. LGOO III Jeanette C. Camilotes handles the following programs: Local Project Monitoring Committee (LPMC), Health and Nutrition, Persons with Disability (PWD)-related concerns, Senior Citizen, Kasambahay Law, and the Pantawid Pamilyang Pilipino Program (4Ps). She was recently transferred to OPD from Tagbilaran City. LGOO III Leonell L. Cawayan formerly handled her programs. LGOO III Leonell L. Iyog is the program coordinator for Disaster Risk Reduction and Management (DRRM), Local Climate Change Action Plan (LCCAP), Environmental Concerns, Panglao Island Rehabilitation and Restoration Program (PIRRP), Water Quality Management Area (WQMA), EnhancedComprehensiveLocalIntegrationProgram(ECLIP),Communicating for Perpetual End to Extreme Violence and Forming Alliance Towards Positive Change and Enriched Communities (C4PEACE), Comprehensive Social Benefit Program (CSBP) for Killed in Action/Wounded in Action (KIA/WIA), and the CommunityBased Monitoring System (CBMS), He is likewise designated as the representative in the Bohol Province Community Development Program. Pacleb is in charge of the DILG Philippine Anti-Drug Strategy (PADS) which includes the operational Special Drug Education Center (SDEC), Anti-Drug Abuse Council (ADAC) at all levels, Community Based Drug Rehabilitation Program (CBDRP), and Drug Clearing-related activities. Furthermore, he handles the following programs: Federalism, Constitutional Reform (CoRe), Disiplina Muna, Bantay Korapsyon, 8888, PCCC/Legal Matters, and Katarungang Pambarangay. He is likewise designated as the Fitness Program Coordinator. LGOO II Joycelou R. Telmo is responsible for handling various programs related to local governance. These programs include the Seal of Good Local Governance (SGLG), Performance-Based Bonus (PBB) for qualified LGUs, Program for Newly Elected Officials (NEOs), Election matters, and Quality Management System (QMS) on Incumbency. Additionally, she is responsible for encoding the Local Governance Performance Management System-Local Government Unit (LGPMS-LGU) Profile. She is correspondingly designated as the Alternate ISO Focal, Assistant Secretariat to the Provincial CSO Accreditation, and Assistant to the Team Leader of the Comprehensive Agreement on Respect on Human Rights and International Humanitarian Law (CARHRIHL). LGOO II Roy Vincent A. Gaviola is the program coordinator for the following: Lupong Tagapamayapa Incentive Awards (LTIA), Local Legislative Awards (LLA), maintenance of Online LGU Database, and Quality Management System (QMS) on CSC Eligibility and Death Benefit Claim. He leads the assessment of barangays in the selection of the Best Performing Lupons and assessment in the selection of Best Legislative bodies. Currently, he is undergoing the Apprenticeship Program for LGOOs II and III. His programs were handled by the previous Focal Persons. LGOO II Richy F. Amatong handles children-related programs such as Child-Friendly Local Governance Audit (CFLGA), Functionality of Local Council for the Protection of Children (LCPC), and monitoring compliance with RA 9344. Further, she takes charge of the Gender and Development (GAD) programs: monitoring and review of the GAD Plan and Budget of the LGUs, implementation of CHR-DILG JMC 2022-01, Magna Carta of Women, and Solo Parent data. She is also designated as Fitness Program Coordinator. LGOO II Meah Hecell N. Genovia has several responsibilities, including serving as the BAC Secretariat for procurement, endorsing requests for Authority to Purchase Vehicles (POV), ensuring compliance of LGUs on Road Clearing and Cycling Lanes, and acting as the designated Alternate Focal for the Public Assistance Complaints Desk (PACD). LGOO II Lalaine A. Otadoy is the program coordinator for the following: Seal of Good Local Governance for Barangays (SGLGB), Full Disclosure Policy (FDP), Barangay Assembly, and Functionality of the Local Committees on Anti-Trafficking and Violence Against Women and their Children (LCATVAWC). Redita is in charge of processing various claims, releasing funds to claimants, purchasing first-aid medicines, and maintaining financial accountability reports. ADA VI Uldarick C. Ladores is responsible for maintaining inventory of properties, insuring buildings and properties, disposing of unserviceable properties, handling incoming and outgoing communications, maintaining records, and inspecting and accepting supplies. Lastly, ADA IV Ruben M. INTRODUCTION DILG BOHOL CLUSTERS For effective supervision and monitoring by the Cluster Heads, and to ensure speedy coordination among field officers, the two clusters are divided into five TACT (Team Approach on Coordinated Tasks) teams, each led by a TACT Coordinator. Cluster D’One is composed of twenty-three towns and the City of Tagbilaran. The municipalities are Alburquerque, Antequera, Baclayon, Balilihan, Buenavista, Calape, Catigbian, Clarin, Corella, Cortes, Danao, Dauis, Getafe, Inabanga, Loon, Maribojoc, Panglao, Sagbayan, San Isidro, Sikatuna, Talibon, Trinidad, Tubigon, and Tagbilaran City. Cluster M & M is comprised of twenty-four municipalities, namely: Alicia, Anda, Batuan, Bien Unido, Bilar, Candijay, Carmen, Dagohoy, Dimiao, Duero, Garcia Hernandez, Guindulman, Jagna, Lila, Loay, Loboc, Mabini, Pilar, Pres. CP Garcia, San Miguel, Sevilla, Sierra Bullones, Ubay, and Valencia. ANNUAL REPORT 2023 26
INTRODUCTION D’ ONE Cluster D’ONE Cluster stands for Dynamic, One, Nurturing, Empowering Cluster. Dynamism is manifested in the team’s vigor to implement the Department’s programs, activities, and projects. Being One or united is shown in their chemistry. Nurturing each other’s friendship and potential is their creed. D’ONE Cluster meets twice a month either in the DILG Provincial Office, within the city, or in a municipality within the Cluster. Cluster meetings are avenues where members find a different way of interacting with themselves in a more relaxed atmosphere and enhancing knowledge of the peculiarities of the Cluster municipalities while visiting the Cluster LGUs and interacting with LGU functionaries. 27 ANNUAL REPORT 2023
INTRODUCTION M & M Cluster Cluster M & M names their cluster with the words closely associated with the late Sec. Jesse M. Robredo, Matino & Mahusay. Choosing Matino & Mahusay (M & M) for the group simply means providing service in the department with the M & M as their guide and work norm. Further, the members also opted to define how their work norms & values could be translated into action. Cluster M & M conducts bi-monthly cluster team meetings where cluster members thresh out operational issues and concerns and discuss matters related to field and cluster operations. Cluster M&M customarily conducts one of its bi-monthly meetings in the LGU. The purpose of this is to interact with the Local Chief Executives and other Officials and Department Heads. Another is to learn from the best practices and initiatives of the LGU visited, observe, and view the MLGOO’s Office and the municipality’s compliance on ARTA, Full Disclosure Policy, PACD, and government programs. However, there are times when cluster meetings are conducted before or after the Field Personnel’s conference due to a conflict of schedules of cluster members. Furthermore, these are the Innovations of the M & M Cluster that paved for an effective and efficient implementation of the department’s programs. The Joint Cluster Meetings of D’One and M & M which started in the first quarter of 2018 are still currently practiced. Similar concerns are discussed among the members of the two clusters, and the best practices of each cluster are shared for replication. ANNUAL REPORT 2023 28
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE STRATEGIC PRIORITIES IMPLEMENTATION OF THE CY 2023 SEAL OF GOOD LOCAL GOVERNANCE (SGLG) The Seal of Good Local Governance (SGLG) serves as a forward-thinking evaluation framework, distinguishing local government units for their outstanding achievements across all governance aspects. This prestigious award represents the highest form of recognition for exemplary performance, acknowledging LGUsthat excel in delivering public services while adhering to relevant national laws and guidelines. It presents an ongoing challenge for provincial, city, and municipal governments to consistently improve their performance both now and in the future. To qualify for the Seal of Good Local Governance (SGLG), local government units (LGUs) must demonstrate proficiency in all 10 governance areas. These include Financial Administration and Sustainability, Disaster Preparedness, Social Protection and Sensitivity, Safety, Peace, and Order, Health Compliance and Responsiveness, Sustainable Education, Business Friendliness and Competitiveness, Environmental Management, Tourism, Heritage Development, Culture and the Arts, and Youth Development. The SGLG was established and formalized through Republic Act No. 11292, also known as the SGLG Act of 2019. For CY 2023, the Department of the Interior and Local Government (DILG) conducted a series of activities to implement the SGLG. ONSITE VALIDATION BY THE PAT In July 2023, the Provincial Assessment Teams (PAT) of DILG Bohol carried out the SGLG Onsite Validation. This involved visiting 1 city and 47 municipalities within the province, to examine and validate documentsin the pursuit of identifying the recipients of the Seal of Good Local Governance (SGLG) for the year 2023. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE NATIONAL ONSITE VALIDATION As a result of the onsite validation conducted by the PAT, the municipalities of Danao and Loboc were among the municipalities nationwide that were deemed potential passers and included in the CY 2023 SGLG National Onsite Validation. The regional validation process was successfully cleared by the two Local Government Units (LGUs), and their outcomes were subsequently affirmed during the national validation. LGOO V Jessana Carmela Tatoy, who serves as the SGLG Provincial Focal Person for DILG Aklan in Region VI, conducted the validation activities on September 18 and 19, 2023 at the municipalities of Loboc and Danao. Assisting in this validation effort was Cluster Head Ma. Reina A. Quilas, along with LGOO III Julie Mae Nombre and LGOO II Richy Amatong, all representing DILG Bohol. The Municipality of Loboc was conferred as a passer of the 2023 Seal of Good Local Governance during the conduct of the 2023 SGLG National Awarding Ceremony (Cluster 2) on December 14, 2023, at the Fiesta Pavilion, The Manila Hotel, 1 Rizal Park, Ermita, City of Manila. SGLG-INCENTIVE FUND (SGLG-IF) The SGLG-IF is stated under Section 11 of RA 11292 or the SGLG Act of 2019. The fund is utilized to pay out the incentives granted to LGUs which qualify for the SGLG. The SGLG incentive fund can only be used for projects that support the following areas: good fiscal administration; disaster preparedness; social protection and sensitivity program; health; education; peace and order and public safety; and businessfriendliness and competitiveness. On the other hand, the fund cannot be used for training projects, financing of micro credits and loans, administrative and travel expenses, purchase of administrative office equipment, lot, and purchase, maintenance or repair of motor vehicles that are not used for the work of SGLG. The Municipality of Alburquerque, the SGLG awardee of 2022, received their SGLG-IF within the first semester of 2023 and completed their identified project, installation of solar lights, by December 2023. 31 ANNUAL REPORT 2023
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE For SGLG 2023, the Municipality of Loboc was conferred with the seal and was downloaded the SGLG-IF in December 2023. The DILG provincial office facilitated the submission of documents for the funds to be released to the LGU. The funds may be used throughout the year, but it must be utilized for projects that are new, complete and are not similar to projects implemented by other agencies. All the projects must be completed and liquidated in 12 months upon the receipt of the Notice to Implement from the DILG Regional Office. REGIONAL DAGYAW 2023 OPEN GOVERNMENT TOWNHALL MEETING FEATURE WOMEN EMPOWERMENT AND GENDER EQUALITY REGIONAL DAGYAW 2023: “PANAG-TIGOM SA MGA MARE-TES: KALAMBUAN ALANG SA TANAN” On June 14, 2023, the Regional Dagyaw 2023 Open Government Townhall Meeting was conducted at Dumaguete City, Negros Oriental, with the support of the other provinces across Central Visayas, including Bohol. With the theme “Panag-TIGOM sa mga Mare-tes: Kalambuan Alang sa Tanan”, the Regional Dagyaw 2023 featured women empowerment and gender equality. It also showcased the “AMUMA sa Barangay ‘’ as among the initiatives to promote the importance of savings and financial management through the organization of community savings groups and conduct of skills training. THE DAGYAW OPEN GOVERNMENT INITIATIVE Dagyaw 2023 endeavors to build mutual trust between the government and the Filipino people by providing an open, neutral, and protected space for dialogue on public issues; maintaining the same principles and objectives that Dagyaw has held for the past five cycles. Dagyaw also aims to enrich the level of participation of these town halls through a robust publicity campaign and to allow the public to have a say in the topics tackled. ANNUAL REPORT 2023 32

SUPPORT TO LOCAL GOVERNANCE PROGRAM (SLGP) TAKE GOOD GOVERNANCE ADVOCACY TO THE NEXT LEVEL THE OPEN GOVERNMENT PARTNERSHIP LOCAL PROGRAM Created in 2011,theOpen Government Partnership (OGP) is based on the idea that governments should be more transparent, inclusive, participatory, and accountable to citizens, helping address their needs in a more efficient and equitable way. 33 ANNUAL REPORT 2023
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE OGP is a global partnership thatincludes 76 national and 100+ local governments, and thousands of civil society organizations. Through the Partnership, these powerful forces work together to cocreate action plans with concrete steps – commitments – across a broad range of policy areas. This model allows civil society organizations and citizen engagement to play a role in shaping and overseeing governments. Collectively, more than 4,000 commitments have been made globally. Within the framework of SLGP and in cooperation with the DILG Regional Office VII and the SLGP-PMO, DILG-Bohol has assisted the involvement of the City Government of Tagbilaran in joining the various exploratory meetings and awareness activities of the OGP Local Program as among the few LGUs in the country earmarked to join said program. Thus far the City Government has expressed interest in joining the OGP Local Program. Further developments are expected in 2024. THE STRATEGIC POLICY REVIEW OF THE LOCAL DEVELOPMENT COUNCIL ASSESSMENT FRAMEWORK Between the months of October and November 2023, DILG Bohol participated in the DILG’s nationwide strategic policy review of the Local Development Council assessment framework by conducting interviews with selected officials and CSO representatives in the Provincial Government of Bohol (PGBh), the City Government of Tagbilaran, and Municipal Government of Balilihan, Bohol, using a profiling tool provided by the SLGP-PMO. The accomplished profiling tools were submitted to SLGP-PMO to be utilized as inputs for the DILG’s ongoing review of the LDC assessment framework. While the DILG recognizes that the LDC indicators are the clearest reference for assessing the LDC, it also accounts for the need to rethink the LDC indicators’ relevance and evaluative utility for various stakeholders and policy objectives. To this end, the Department conducted a strategic policy review of the LDC assessment framework. ANNUAL REPORT 2023 34
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE THE SUPPORT TO LOCAL GOVERNANCE PROGRAM The Support to Local Governance Program of the DILG seeks to equally assist all municipalities in having access to basic facilities through needs-based approach by strengthening the Local Development Councils (LDCs) in becoming more capable partners in national development and strengthening LGU abilities to deliver basic services. It shall provide a revitalized thrust to the government’s efforts to contribute to the realization of responsive national priorities and budget. Through the LDCs, LGUs engage civil society organizations and people’s organizations in the selection and monitoring of projects in their municipality. This supports Goal 16 of the Sustainable Development Goals (SDG) by promoting responsive, inclusive, participatory, and representative decision-making at all levels. CONTINUING CAPDEV TRAINING PROGRAM FOR CSOS IN LSBS AND FINALIZATION OF IMPLEMENTING RULES AND REGULATIONS (IRR) OF THE BOHOL PEOPLE’S COUNCIL ORDINANCE In line with the pursuit in forming a sustainable foundation of good governance, DILG Bohol strengthen its partnership with Civil Society Organizations (CSOs) to empower citizens to articulate their needs as they participate in the decision-making process, program, planning, implementation, monitoring, and evaluation to increase the responsiveness and efficiency of local governments in delivering services. CONTINUING IMPLEMENTATION OF THE CSO CAPDEV PROGRAM Guided by the DILG Memorandum Circular No. 2022-083, entitled: “Guidelines on the Accreditation of Civil Society Organizations and Selection of Representatives to the Local Special Bodies”, DILG Bohol spearheaded the implementation of the Capacity Development (CapDev) training program for CSOs in across 20 identified Local Government Units. Through the program, CSOs in three LSBs, specifically the Local Development Council (LDC), Local Health Board (LHB), and Local School Board (LScB), underwent two-day training on their roles and responsibilities in the LSBs. 35 ANNUAL REPORT 2023

ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE FINALIZATION OF IMPLEMENTING RULES AND REGULATIONS (IRR) OF THE BOHOL PEOPLE’S COUNCIL ORDINANCE LGOO III Leonell L. Cawayan of DILG Bohol provided guidance and input during the two-day workshop on the formulation of the IRR of the Bohol People’s Council (BPC) Ordinance. The activity was spearheaded by Provincial Cooperative Development Office (PCDO) Head and Bohol Province CSO Desk Officer Ma. Conrada B. Fuentes, Lpt, J.D., and Bohol People’s Council Chairperson Francis Bernard I. Batoy. For the duration of the two-day activity, representatives from the various accredited Civil Society Organizations (CSO) in the Province of Bohol went through line-by-line on the IRR of the BPC Ordinance. On the first day, Bohol Provincial Governor Hon. Erico Aristotle C. Aumentado gave his message emphasizing the invaluable contributions of CSOs to the upliftment of the lives of people across the many local communities in the province and the importance of their continued engagement and involvement in the policymaking process of the Provincial Government through the Bohol People’s Council and by participating at the various Local Special Bodies (LSBs). Other matters discussed during the activity included an initial planning for the upcoming Bohol CSO Week Celebration in the month of September 2023. 37 ANNUAL REPORT 2023
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE DILG Memorandum Circulars 2021-012 and 2021-054 underscore the importance of CSOs and set the general guidelines for the creation of the CSO Desk and the People’s Councils – both integral aspects of CSO engagement with Local Government Units. IMPLEMENTATION OF THE CY 2023 LUPONG TAGAPAMAYAPA INCENTIVES AWARDS (LTIA) The Lupong Tagapamayapa Incentives Awards is an annual search to enhance the Katarungang Pambarangay objectives and recognize the significant contributions of the Lupons as a communitybased conflict resolution mechanism. For 2023, the Lupong Tagapamayapa Provincial Awards Committee (LTPAC) was reactivated for the conduct of the evaluation of the three (3) entries for the first to third-class municipalities category, four (4) entries for the fourth to sixth-class municipalities category, and one (1) entry for the component city category. ORIENTATION FOR THE LTPAC LTIA Provincial Awards Committee (LTPAC) of Bohol convened on February 16, 2023, at the DILG Provincial Office, Tagbilaran City. The agenda includes the reorientation of LTIA guidelines and the scheduling of activities. The LTPAC is composed of representatives from the Department of Justice, Regional Trial CourtBohol, Liga ng mga Barangay-Bohol Chapter, Peace and Order Council represented by the Bohol Provincial Police Office, and representatives from the Civil Society Organization and the Provincial Government of Bohol. It was then followed by the conduct of onsite validation on March 1-8, 2023. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE LTIA PAC during the onsite validation on March 1-8, 2023 The LTPAC evaluated the Lupon’s performance and accomplishments based on Efficiency in Operations, Effectiveness in Securing the Settlement of Interpersonal Dispute Objective of the Katarungang Pambarangay, Creativity and Resourcefulness of the Lupong Tagapamayapa, Area or Facility for KP Activities, and Financial or Non-Financial Support. ASSESSMENT RESULTS The Lupong Tagapamayapa of Can-upao, Jagna emerged as the provincial winner for the first to third class municipalities category, the Lupong Tagapamayapa of Poblacion 1, Sikatuna for the fourth to sixth class municipalities category, and automatically, the Lupong Tagapamayapa of Taloto, Tagbilaran City for the component city category. REGIONAL SEARCH FOR THE OUTSTANDING LUPONG TAGAPAMAYAPA The Lupong Tagapamayapa of Barangay Can-upao, Jagna, and Barangay Taloto, Tagbilaran City were the official entries of the Province of Bohol in the Regional Search. The onsite validation was conducted on April 26, 2023, by the Regional Awards Committee (RAC). 41 ANNUAL REPORT 2023
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE During the LTIA Regional Recognition on November 9, 2023, the Lupong Tagapamayapa of Barangay Taloto was adjudged as 1st Runner-Up under the Component City Category. The Lupong Tagapamayapa of Barangay Can-upao, Jagna also placed as 1st Runner-Up under the 1st to 3rd Class Municipalities Category. The successful implementation of the LTIA Program recognized the efforts of the Lupons which were contributory to the preservation of peace and order in the locality. Their service helped in preventing the escalation of criminality. ANNUAL REPORT 2023 42
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE CY 2023 LOCAL LEGISLATIVE AWARDS (LLA) The Philippine Councilors League (PCL)-Bohol Federation, in partnership with the DILG Bohol Provincial Office, Vice-Mayor’s League of the Philippines-Bohol Chapter, and other partner agencies, implemented the CY 2023 Local Legislative Awards (LLA). As mandated by DILG Memorandum Circular No. 2023-092, the Provincial Award Committee (PAC) was organized to evaluate the Sanggunian of every component city and municipality within the province. To better facilitate the program, the LLAPAC attended the LLA orientation on August 23, 2023, and on September 12, 2023, at the PCL Provincial Office, New Capitol Building, Tagbilaran City. The LLA PAC is composed of representativesfrom the DILG Bohol Provincial Office, PCL Provincial Federation, Vice-Mayors’ League-Bohol Chapter, Provincial Agriculture Office, Provincial Social Welfare and Development Office, Provincial Budget Office, Provincial Environment and Natural Resources Office, and a representative from the Bohol Chamber of Commerce and Industry. The LLA recognizes the exemplary performance of Sanggunians in cities and municipalities for legislating measures that help build the foundation of meaningful local administration and development. With the implementation of the CY 2023 Local Legislative Awards (LLA), the LLA Provincial Awards Committee (PAC) conducted the On-site Validation Activities on August 29-30, 2023, and September 1, 2023, at the Municipality of Catigbian and Corella and the City of Tagbilaran in the Search of Outstanding Sanggunians in the Province of Bohol. The committee assessed the accomplishments and performance of each Sanggunian between July 1, 2019, and June 30, 2022. The Regional Awards Committee also conducted the onsite validation on September 18, 2023, at the Municipality of Catigbian and the City of Tagbilaran. The LLA accords official recognition to Sanggunians who excel in enacting ordinances or resolutions that help build the foundation of a meaningful local administration and development. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE WINNER (OUTSTANDING SANGGUNIAN) – Sangguniang Bayan of Catigbian, Bohol The Sangguniang Bayan of the Municipality of Catigbian was also adjudged asthe 2nd Runner-Up in the Regional Search for Outstanding Sanggunians – Region 7 under the 4th to 6th Class Municipality Category. COMPONENT CITY CATEGORY WINNER (OUTSTANDING SANGGUNIAN) – Sangguniang Panlungsod of Tagbilaran City Sangguniang Panlungsod of Tagbilaran City was also adjudged as the 1st Runner-Up in the Regional Search for Outstanding Sanggunians – Region 7 under the Component City Category. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE REPORT ON THE COMPLIANCE OF CITIES/ MUNICIPALITIES TO SECTIONS 421 AND 422, LGC 1991, AND MC NO. 2007-129: KATARUNGANG PAMBARANGAY (KP) DILG Bohol, through the C/MLGOOs, consistently monitors the adherence of LGUs to Sections 421 and 422 of the Local Government Code and Memorandum Circular No. 2007-129 through its semestral reporting. For 2023, the cities and municipalities in the province of Bohol ensured the effective implementation and support for KP, in alignment with Sections 421 and 422 of the Local Government Code of 1991 (LGC), which mandate the establishment and support of the KP system, and Memorandum Circular No. 2007-129, which provides supplementary guidelines for its effective implementation by providing substantial support to their component barangays, encompassing both advocacy activities and financial appropriations for the Katarungang Pambarangay system. The cities and municipalities in Bohol have allocated funds specifically dedicated to supporting KP initiatives. These funds are utilized for the organization of seminars, workshops, and other training programs aimed at enhancing the skills and capabilities of Lupong Tagapamayapa members. BANTAY KORAPSYON/ KAAGAPAY Bantay Korapsyon is a flagship program of the Department of the Interior and Local Government (DILG) that encourages the involvement and participation of the Civil Society Organizations (CSOs) among others, in the fight against corruption in the Local Government Units (LGUs) and DILG’s attached agencies. All complaints received in the office were endorsed to the Regional Legal Unit for assessment and validation. Full assistance was rendered to Legal Unit personnel who conducted fact-finding inquiries. 45 ANNUAL REPORT 2023
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE BARANGAY DEVELOPMENT COUNCIL FUNCTIONALITY AUDIT DEFERRED IN 2023 Deferment of the BDC Functionality Audit for 2023 In an Advisory issued by Usec. Felicito A. Valmocina, Undersecretary for Barangay Affairs, dated February 22, 2023, the conduct of the 2023 Barangay Development Council Functionality is deferred to give way to the conduct of the 2023 Seal of Good Local Governance for Barangay, a progressive assessment system that gives distinction to the remarkable performance of barangays in various governance areas, putting primacy on integrity and good performance in the pursuit of meaningful local autonomy and development. The BDC Functionality Audit The Barangay Development Council (BDC) is considered a very vital structure in the barangay. It is considered as the mother of all special bodies in the barangay being the umbrella organization of all local special bodies. Section 106 of the Local Government Code of 1991 provides that the BDC shall assist the Sangguniang Barangay in setting the direction of economic and social development and coordinating the development efforts within its territorial jurisdiction. To monitor and evaluate the performance of the BDC vis-à-vis their mandated functions and responsibilities or whether BDCs are functional or not, different circulars were issued by the DILG. These are Memorandum Circular Nos. 2009-109, 2019-69 and 2019-112. These issuances provide the bases in assessing the BDC functionality. IMPLEMENTATION OF THE CY 2023 SEAL OF GOOD LOCAL GOVERNANCE FOR BARANGAY (SGLGB) The Seal of Good Local Governance for Barangay (SGLGB) is a performance assessment and recognition system that aims to give distinction to barangays with remarkable performance across various governance areas. SGLGB also encourages barangays to continuously progress in delivering efficient, equitable and quality public services. It puts primacy to integrity and good performance as pillars of meaningful autonomy and development. The CY 2023 SGLGB integrated various Barangay-Based Institutions (BBIs) functionality audits (i.e. Barangay Development Council (BDC), Barangay Peace and Order Committee (BPOC), Barangay Council for the Protection of Children (BCPC), and Barangay Violence Against Women (VAW) Desk). For CY 2023, the DILG enjoined all barangays to participate the SGLGB, covering 2022 as the year under review. To qualify for the CY 2023 SGLGB, barangays need to pass all three (3) Core Governance Areas, namely: 1) Financial Administration and Sustainability; 2) Disaster Preparedness; and 3) Safety Peace and Order; and at least one (1) Essential Governance Areas, namely: 1) Social Protection and Sensitivity; 2) BusinessFriendliness and Competitiveness; and 3) Environmental Management. To ensure that the SGLGB would be smoothly implemented, a 2-day National Orientation was conducted onApril 27-28, 2023 initiated by the National Barangay Operations Office (NBOO) and attended by the Regional and Provincial Focal Persons. The Provincial Performance Assessment Team met on October 23, 2022 and discussed the salient features of DILG Memorandum Circular 2023-103 on implementation of CY 2023 SGLGB. Checking and Validation of the SGLGB Assessment Data, uploaded at the google drive per LGU, was also done. Attending the meeting were LGOO II Lalaine A. Otadoy, SGLGB Provincial Focal Person, on behalf of DILG Provincial Director Jerome Gonzales, the Team Leader. Also present was Ms. Yvonne Mondaya, representing Provincial Planning and Development Coordinator, Atty. John Titus Vistal, Assistant Team Leader. Others present were Mr. Rex Romani Tocmo, representing Liga ng mga Barangay Provincial Federation President, Hon. Romulo Cepedoza, Mr. Francis Bernard Batoy, CSO Representative, and Ms. Janice Talip, CSO Representative. Out of 1,109 barangays in the Province of Bohol, 1,030 barangays (92.88%) were assessed by DILG Field Officers (C/MLGOOs). After the Provincial Performance Assessment Team reviewed and reassessed the City/ ANNUAL REPORT 2023 46
ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Municipal SGLGB Passers, there were 26 barangays (2.52%) passed the Provincial level and were forwarded to the Regional Level. CORE FUNCTIONS FULL DISCLOSURE POLICY In line with the government’s policy that requires certain local officials of provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed of how the LGU budget is managed, disbursed, and used. DILG-Bohol Field Officers are continuously facilitating the compliance of their respective LGUs to the Full Disclosure Policy. The posting within the prescribed period in three conspicuous places and in the FDP Portal is regularly monitored at the Provincial Level. Last April 2023, a new FDPP Version was introduced to the public and shall be used for the uploading of public documents starting on 2nd quarter (1st quarter documents) and for annual documents. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE BARANGAY ASSEMBLY DAY The DILG Memorandum Circular No. 2023-032 mandates the conduct of Barangay Assembly for the First Semester of Calendar Year 2023. The Barangay Assembly shall meet at least twice a year to hear and discuss the semestral report of the Sangguniang Barangay concerning its activities and finances as well as problems affecting the barangay. The Barangay Assembly Day was conducted throughout the month of March 2023. Out of 1,109 barangays in Bohol, 1,107 barangays have successfully conducted the barangay assembly. For the Second Semester of 2023, the Barangay Assembly was not conducted following the Commission on Elections’ decision to prohibit the conduct of barangay assemblies prior to the Barangay and Sangguniang Kabataan Elections 2023. ISSUANCE OF FOREIGN TRAVEL AUTHORITY AND OTHER RELATED ACTIVITIES Section 47 and 96 of the Local Government Code of 1991 provides the approving authority for leave of absence and permission to leave stations of local government officials and employees. Further, Section 10 of Executive Order No. 77 of the Office of the President dated March 15, 2019, provides that the Secretary of DILG shall approve requests of Local Government Officials and Employees for an authority to travel abroad. The FTA Online System Application is currently undergoing maintenance. The latest directive is the DILG Memorandum Circular No. 2022-147 which provides Amendatory Guidelines on DILG Memorandum Circular No. 2022-134 Relative to the Application of Foreign Travel Authority of Local Officials and Employees. For 2023, the DILG-Bohol through the C/MLGOOs has facilitated twenty (20) official travel requests from various local officials and employees. COMMUNITY-BASED MONITORING SYSTEM (CBMS) Community-Based Monitoring System (CBMS) is a participatory approach involving community members in systematically collecting, analyzing, and using data for decision-making. It goes beyond traditional top-down monitoring methods, placing the community at the center of the process. By actively involving residents in data collection, CBMS ensures that the information gathered is relevant, accurate, and reflective of the community’s needs and priorities. CBMS has emerged as a powerful tool in fostering community empowerment and sustainable development. It leverages local communities’ collective knowledge and participation to monitor, evaluate, and improve various aspects of their lives. On July 23, 2018, Republic Act 11315, or the CBMS Act was signed to be the baseline tool for collecting data which mainly involves poverty. The Philippine Statistics Authority (PSA) together with the Department of the Interior and Local Government (DILG) and the Department of Information and Communication Technology (DICT) is spearheading the launching of the new CBMS in the country.
