ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE ISSUANCE OF NEW ARTA IDS FOR DILG BOHOL PROVINCIAL OFFICE PERSONNEL In continuance of DILG Bohol’s compliance with the Anti-Red Tape Act (ARTA), LGOO III Leonell L. Cawayan, the ARTA Program Coordinator, initiated the design and issuance of new ARTA IDs for personnel of the DILG Bohol Provincial Office. The newly-issued ARTA IDs featured the basic elements mandated by ARTA such as large and visible font style, size, and imagery. The new ARTA IDs will allow DILG Bohol’s clients to better identify the personnel with whom they transact with. SUPPORT TO THE CAMPAIGN OF ARTA AGAINST FIXERS Upon the request of the Anti-Red Tape Authority (ARTA) and the subsequent issuance of a memorandumby theDILGCentralOfficeonAugust 7,2023,DILGBoholrolledoutthe implementation of the campaign against fixers by directing its Field Offices to install the posters of ARTA’s campaign at their offices and to make available copies of brochures and leaflets for public consumption. All DILG Bohol Field Offices were further directed to actively share the IEC materials on the campaign against fixers to their Local Government Units. TECHNICAL ASSISTANCE ON DEMAND-DRIVEN ACTIVITIES Demand-driven activities are aimed to build on the specific competency needs identified by the LGUs defined in their Capacity Development Agenda. Moreover, it also pertains to demand-driven trainings conducted in the local government units with the assistance of the DILG Field Officers. For 2023, a total of 80 demand-driven trainings were conducted and participated by all the LGUs of Bohol. These demand-driven activities pertain to Administrative Governance, Social Governance, Economic Governance, Environmental Governance, and Valuing Fundamentals of Good Governance. The trainings with their corresponding local governance areas were managed/ facilitated/rendered technical assistance by the DILG Field Officers to the Local Government Units. CO DIRECTIVES Memorandum Circulars, Memoranda, Advisories, Bulletins, etc. issued by the Central Office are communicated and disseminated to the 49 LGUs through the City/Municipal Local Government Operations Officers (C/MLGOOs) and email address of the respective LGUs and to the Office of the Governor within 8 hours from receipt. Urgent and important issuances are furnished to concerned offices through email and personal delivery. 51 ANNUAL REPORT 2023


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE POLICY ON GOVERNMENT HOURS AND THE ADMINISTRATIVE OFFENSES OF FREQUENT UNAUTHORIZED ABSENCES (HABITUAL ABSENTEEISM), TARDINESS IN REPORTING FOR DUTY AND LOAFING FROM DUTY DURING REGULAR OFFICE HOURS THE POLICY ON GOVERNMENT HOURS AND THE ADMINISTRATIVE OFFENSES OF FREQUENT UNAUTHORIZED ABSENCES (HABITUAL ABSENTEEISM), TARDINESS IN REPORTING FOR DUTY AND LOAFING FROM DUTY DURING REGULAR OFFICE HOURS Section 1, Article XI of the 1987 Constitution mandates that public officers and employees must, at all times be accountable to the people, serve them with utmost responsibility, integrity, loyalty, and efficiency, act with patriotism, and lead modest lives. The Civil Service Commission also reiterates that part of this accountability is the observance of the prescribed office hours in a given working day. To ensure compliance with the Policy on Government Hours and Administrative Offenses of Frequent Unauthorized Absences, Tardiness in Reporting for Duty and Loafing from Duty during regular office hours, the DILG VII Region Office thru the LGMED requires the quarterly submission of the Provincial Government, thru the Provincial Human Resource Management Office, their Consolidated List of Non-Complying Public Officers and Employees in the Province of Bohol. BOHOL PROVINCE’S COMPLIANCE TO THE POLICY ON ADMINISTRATIVE OFFENSES For the year 2023, DILG Bohol has continued to monitor the Provincial Government of Bohol’s compliance with the said policy through a quarterly submission to the DILG Regional Office VII done in a scheduled detailed below: Table IV. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE STRENGTHENING LOCAL DEVELOPMENT: DILG BOHOL’S COMMITMENT AND INITIATIVES IN CDP FORMULATION In line with its unwavering commitment to providing technical assistance to local government units (LGUs) in the formulation of local development plans, DILG Bohol, represented by Cluster Head Ma. Reina Quilas, LGOOs II Jed Ighot, and Lalaine Otadoy, along with dedicated MLGOOs, have played a crucial role in guiding and supporting the Comprehensive Development Plan (CDP) Formulation in various municipalities. To lay the groundwork for the formulation process, planning teams from multiple municipalities underwent orientation on the steps and processes involved in formulating the CDP: Table V. To sustain the momentum, DILG Bohol extended technical assistance to several municipalities as they formulated or updated their respective CDPs: Table VI. The E-GAM system streamlines the PPA prioritization process of C/ MLGUs using the GAM, while the E-LDIP System provides a platform for the digital encoding and generation of LDIPs. 53 ANNUAL REPORT 2023


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE To facilitate the adoption and utilization of these systems, a Provincial Orientation on the Utilization of the E-GAM and E-LDIP Systemstook place on March 2, 2023, at Reyna’s The Haven and Gardens, Tagbilaran City, Bohol. The activity was participated by Local Planning and Development Coordinators(LPDCs) ortheirrepresentatives, and the City/Municipal Local Government Operations Officers (C/MLGOOs) from the City and Municipalities in the Province. To furtherstrengthen the alignment of local development plans and investment programs across government levels and ensure compliance with CDP preparation guidelines, an assessment of all approved CDPs transpired from March to May 2023. The initiative commenced with an orientation on the CDP Technical Assessment Committee (TAC) and Technical Assessment Committee Secretariat (TACS) on March 24, 2023. The CDP TAC, chaired by the Provincial Planning and Development Coordinator, includes Provincial Department Heads, DILG, CSO representatives, and Regional Line agency representatives. CDP TACS, on the other hand, comprises staff from the PDDO. Following the orientation, sectoral meetings were held. For the year 2023, 18 CDPs underwent assessment, with results endorsed to the Governor and respective municipalities for use as valuable inputs during mid-term updates or for the succeeding planning period. The CDP is a six-year multi-sectoral plan formulated at the city or municipal level. This strategic document encapsulates the locality’s vision, sectoral goals and objectives, innovative development strategies, and sound policies. ANNUAL REPORT 2023 54

Garcia Sagbayan San Miguel Sikatuna Sevilla Tubigon Valencia P4 STATUS OF PPP PROJECT IMPLEMENTATION Public-Private Partnership for the People Initiative for Local Government (LGU P4) is an initiative of the LGUs to engage private sector partnership to deliver infrastructure and services needs of the constituents for economic growth. LGU P4 aims to promote and enhance local economic development that eventually contributes to the increase of the national economy and creates more jobs. In the Province of Bohol, LGU Alburquerque, Bohol has implemented a housing project through a joint venture with Fresh Sunny Development Corporation. However, the said project was halted due to unresolved issues. BARANGAY ROAD CLEARING OPERATIONS In adherence to the presidential directive during the fourth (4th) State of the Nation Address (SONA) of former President, Rodrigo R. Duterte, to clear roads of illegal structures and constructions, DILG Memorandum Circular No. 2019-121 was issued on July 29, 2020. To provide supplemental guidelines for the thorough implementation of the initiative, the DILG additionally issued Memorandum Circular 2020-027, providing for the Implementation of “Road Clearing 2.0,” directing Local Government Units (LGUs) to conduct road clearing in all provincial, city, municipal, and barangay roads, and to closely coordinate with concerned national government agencies in the conduct of road clearing in all national roads. Road clearing operations were suspended on March 15, 2020 in view of the improved quarantine classifications considering the public health emergency brought about by the COVID-19 pandemic. However on October 27, 2020, the DILG once again ordered the continuation of road clearing operations through Memorandum Circular 2020-145 followed by the conduct of validation among selected LGUs. Later on, DILG Memorandum Circular No. 2021-125 was issued on November 4, 2021 to provide for enhanced guidelines on the implementation of road clearing under the Alert Levels System. Taking into consideration the return to normal economic activity or the so-called “new normal”, it was necessary to resume the implementation of the said program. The DILG further issued Memorandum Circular No. 2022-085 to notify concerned agencies and 61 ANNUAL REPORT 2023

The DILG Bohol then closely monitored the compliance of Road Clearing Operations among local government units in the municipal and barangay level on a monthly basis. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE IMPLEMENTATION OF OMBUDSMAN/ SANDIGANBAYAN DECISIONS/RESOLUTIONS As the agency that exercises general supervision of Local Governments on behalf of the President of the Republic of the Philippines, DILG has been the partner of the Ombudsman and Sandiganbayan in the implementation of their decisions/resolutions. For the year 2023, DILG-Bohol through Provincial Director Jerome G. Gonzales has served to concerned respondents following: ● Clarin - Suspension Order ● Guindulman - Reprimand Proof of compliance reports were timely submitted to the Regional Office. LEGAL OPINIONS A number of walk-in clients were provided with legal opinions and advice mostly on municipal and barangay governance. Queries were related to a myriad of concerns such as the absence of local officials, Katarungang Pambarangay, status of contractual workers, among others. Moreover, thirteen (13) written requests for legal opinion were endorsed to the DILG VII Regional Office. FACT-FINDING/8888/PCC Two (2) verification reports were endorsed and acted upon by this level. On the other hand, eighty-two (82) complaints lodged through 8888 were endorsed to LGUs and sixty-nine (69) 8888 complaints were replied and endorsed to the Regional Office. The DILG VII-8888 Unit started to endorse the 8888 referrals directly to the concerned LGUs from April, 2022. YOUTH LEADERS TAKE CENTERSTAGE DURING SANGGUNIANG KABATAAN ELECTIONS The year 2023 saw young people across the country participate in electing youth leaders during the Sangguniang Kabataan (SK) Elections - proving their mettle and leadership and making their indelible mark in the invaluable role they play in this thriving democracy. YOUTH VOTERS ELECT THEIR SANGGUNIANG KABATAAN OFFICERS On October 30, 2023, eligible young voters went to the polls to vote for their Sangguniang Kabataan officials at the Barangay Level during the Barangay and Sangguniang Kabataan Elections (BSKE). After years of postponed barangay and SK Elections, the polls pushed through in 2023, becoming the crucible by which the nascent SK policy reforms and the mettle of this new generation of youth leaders are put to the test. On this occasion the youth of Bohol were able to participate in a generally peaceful and orderly conduct of elections with no incidents of electoral disputes from among the 1109 barangays in the province. 63 ANNUAL REPORT 2023


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE SANGGUNIANG KABATAAN OFFICIALS UNDERGO MANDATORY TRAINING In the aftermath of the October 30, 2023, Barangay and Sangguniang Kabataan Elections, the newly-elected SK officials, especially the SK Chairpersons and SK Members, underwentsimultaneous training on the basics of leadership and local governance under the Sanguniang Kabataan Mandatory Training (SKMT) program of the Department of the Interior and Local Government (DILG) and the National Youth Commission (NYC). Under Republic Act No. 11768, or the “Sangguniang Kabataan Reform Act of 2015”, as amended, the SKMT was made a prerequisite for all Sangguniang Kabataan officials prior to their assumption to their elected positions. This is to ensure that the incoming SK officials are well-equipped to manage the challenges of policy-making and governance as youth leaders in elected positions in government. Completion of the SKMT readies the newly-elected Sangguniang Kabataan officials for their assumption to office and for the next stage of the SK elections: The Sangguniang Kabataan Federation Elections at the municipal, city and provincial levels. MUNICIPAL, CITY AND PROVINCIAL SANGGUNIANG KABATAAN FEDERATIONS HOLD ELECTIONS Right after the completion of the simultaneous SKMTs, the municipal and city Sangguniang Kabataan Federations held their elections. Various positions in the municipal or city SK Federation were filled up by the eligible SK Chairpersons from across the 48 component local government units of the Province of Bohol. Subsequently, on November 29, 2023, the DILG, acting as chair of the Board of Elections Supervisors (BES), which also consisting of the Provincial COMELEC and the Secretary to the Sangguniang Panlalawigan (SP), facilitated the orderly conduct of the Provincial Sangguniang Kabataan Federation Elections. The elections was held at the Sangguniang Panlalawigan Session Hall at the Bohol Provincial Capitol and was participated by all the City and Municipal SK Federation Presidents. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE Over the course of two months, a new generation of young leaders were called to the forefront of local governance – representing the interests of young people, who, in the words of Dr. Jose Rizal, are the hopes for the future of the Filipino nation. BARANGAY INFORMATION SYSTEM (BIS) Barangay Information System (BIS) is an online system underthe DILG Online Platform: Intranet which contains every personal information of every elective and appointed barangay officials in every province in the country. BIS involves encoding data and uploading necessary documents like BOIS forms, 2x2 pictures, and the Oath of Office. Our MLGOOs are tasked to keep track and update the system every time changes occur. The provincial focal on the other hand is tasked to monitor and to keep updated records from time to time. 65 ANNUAL REPORT 2023

Total Number of Officials Per Status PROCESSING OF BARANGAY OFFICIALS DEATH AND BURIAL ASSISTANCE (BODBA) This process is under the Barangay Information System (BIS). This is the adaptation of the manual processing of Death Claims under DILG. Thisis a convenient way to process death and burial assistance for barangay officials from the LGUs. The process will start at the local level where the MLGOOs are tasked to collect, scan, and upload the necessary documents. After this, the Provincial Focal Person will validate through the online system and check the correctness of the documents being uploaded. If the Provincial Focal Person doesn’t see any discrepancies in the documents uploaded he will immediately forward the claim to the Regional level otherwise, the claim will be returned to the MLGOO’s level for correction. ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE As shown in Table No. X this level processed a total of 52 death benefit claims from January to November 2022 for release to beneficiaries of deceased barangay officials. As provided by law, “each local government unit (LGU) shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian”. The Barangay Development Council (BDC) is the mother of all special bodies in the barangay being the umbrella organization of all barangay-based institutions(BBIs). The BDC ismandated to initiate the preparation of the Barangay Development Plan (BDP). TheBarangayDevelopmentPlan(BDP)isathree-year comprehensivemulti-sectoraldevelopment plan that isformulated through an inclusive and participatory approach. It is an official document of the barangay that specifies policy options, programs, projects and activities intended to contribute towards the achievement of the barangay’s developmental goals and objectives. The finality of the Supreme Court ruling on Mandanas et al. v Executive Secretary, et al in relation to the LGU’s share in national taxes and Executive Order No. 138 s. 2021 regarding the implementation of Full Devolution entailsignificant change on the fiscal administration of the LGUs, including barangays. The Mandanas ruling will have an impact on the resources of the barangays that would allow them to implement more programs, projects and activities to be able to meet their developmental objectives. Barangays are currently updating their BDPs with the technical assistance of the C/ MLGOOs. ENHANCED BDP (E-BDP) This 2023, the enhanced guidelines on barangay development planning with sharper dimensions on participatory disaster response was rolled-out. The DSWD, through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), partnered with the DILG, through the Local Government Academy (LGA), as part of the strategy to institutionalize the Community-Driven Approach (CDD), a globally recognized strategy for achieving service delivery, poverty reduction, and good governance outcomes. The objective is to have barangays of targeted municipalities become empowered to achieve improved access to services and to participate in more inclusive local planning, budgeting, and implementation. 67 ANNUAL REPORT 2023


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE LGOO V Lindsey Marie A. Vismanos was among the participants in the 2nd Batch of the National Training of Trainers (NTOT) on Participatory Barangay Development Planning at Savannah Resort Hotel, Don Juico Ave., Clark View Malabanias, Angeles City, Pampanga on March 20-24, 2023. The 5-day activity was divided into 3 sessions, wherein the first session centered on group dynamics and team essentials. Session 2 and 3 focused on the legal bases of Barangay Development Planning and the steps in its formulation. The Region VII Training Team, composed of DSWD and DILG counterparts from the respective regional and provincial offices, then spearheaded and served as resource speakers to the Regional Training of Trainers (RTOT) in two batches on May 22-26, 2023 and July 3-7, 2023. Participants to the RTOT included the C/MLGOOs and the C/MPDCs. ANNUAL REPORT 2023 68

For Bohol Province,there were 45 identified KALAHICIDSS covered municipalities, with a total of 1,066 barangays. The municipalities of Alburquerque and Baclayon and the City of Tagbilaran were not covered by KALAHI-CIDSS for 2023, but are with updated BDPs. The Municipal Roll-out was completed between June-August 2023. To date, 1,104 barangays of the Province of Bohol already have the updated E-BDP. 69 ANNUAL REPORT 2023


ACCOUNTABLE, TRANSPARENT, PARTICIPATIVE AND EFFECTIVE LOCAL GOVERNANCE PROGRAM FOR NEWLY-ELECTED OFFICIALS (NEO): ORIENTATION FOR LOCAL LEGISLATORS – ENHANCING GOVERNANCE THROUGH EFFECTIVE AND RESPONSIVE LOCAL LEGISLATION A flagship program of the Department of the Interior and Local Government (DILG), the Program for Newly Elected Officials (Program for NEOs) serves to train and enhance the abilities of recently elected municipal leaders. This initiative is spearheaded by the Local Government Academy (LGA), in collaboration with local resource institutions, national government agencies, civil society organizations, and local government leagues. This program equips newly elected officials to carry out their duties and obligations as community leaders and facilitates the conversion of their goals and vision into practical initiatives, projects, and programs. For 2023, LGA reopened the online course on Development Legislation and Local Financing for Local Chief Executives (LCEs) and local legislators. It was designed to acknowledge the various components and procedures that synergize to ensure the effectiveness of local legislation. The said course was held on October 16-30, 2023 via the NEO Learning Management System (LMS) platform. Further, to monitor the current status of NEO and LGU Outputs, DILG Bohol submits a quarterly report to the Regional Office. The report includesthe attendance of NEOs at the Orientation Training and a checklist of various activities that ensure a smooth transition within their respective LGUs. AUTHORITY TO PURCHASE MOTOR VEHICLE In line with the provisions of Presidential Administrative Order No. 14, issued on December 10, 2018, entitled: “Consolidating and Rationalizing the Rules on the Acquisition of Government Motor Vehicles, Adopting a Centralized System of Procurement Therefore, and For Other Purposes” and of the Department of Budget and Management(DBM) Budget Circular No. 2019-2 entitled: “Guidelines Implementing Certain Provisions of Administrative Order No. 14, s, 2018”, DILG is hard at work in processing requests by Local Government Units (LGUs) for Department Authorities to Purchase Motor Vehicles as among its front-line services. PEACEFUL, ORDERLY, AND SAFE LGUS STRATEGIC PRIORITIES REPORT ON COMPLIANCE TO THE PEACE AND ORDER AND PUBLIC SAFETY PLANS - POLICY COMPLIANCE AND MONITORING SYSTEM (POPS-PCMS) The Peace and Order and Public Safety Plans—Policy Compliance and Monitoring System (POPS-PCMS) is an online system designed to ensure that local government units (LGUs) adhere to established guidelines for maintaining peace, order, and public safety. This report focuses on the compliance of the Provincial Government of Bohol and its component cities and municipalities for the accomplishments of their Peace and Order and Public Safety Plan (POPSP), a 3-year term-based plan that covers activities that address peace and order and public safety issues, and DILG Bohol and all its DILG field offices within the province for their accomplishments as Peace and Order Council Secretariat for the second semester of 2022 and the first semester of 2023. Second Semester of 2022: During the second semester of 2022, the provincial government of Boholsuccessfully submitted Reporting Forms 1 and 2, which were due in March of this year. DILG Bohol was able to provide secretariat services to the Provincial Peace and Order Council (PPOC) for the same period. Notably, out of the 48 cities and municipalities in the province, 42 demonstrated compliance by submitting both Reporting Forms 1 and 2. Additionally, all 48 DILG field offices fulfilled their responsibilities by providing secretariat services to their respective City and Municipal Peace and Order Councils (C/ MPOC). First Semester of 2023: The 2023-2025 POPS Plan of the provincial government as well as of the 47 component LGUs were completely encoded to the POPS PCMS. For the POPS Plan accomplishments during the first semester of 2023, due in July of the same year, the Provincial Government of Bohol, along with 47 out of 48 component LGUs, successfully submitted Reporting Form 1. A 100% compliance rate for Reporting Form 2 as both the Provincial Government of Bohol and its LGUssubmitted. Furthermore, DILG Bohol and all 48 DILG field offices maintained their excellence by providing secretariat services to the Provincial, City, and Municipal Peace and Order Councils (P/C/MPOC) during this reporting period. The Provincial Government of Bohol, its component LGUs, DILG Bohol, and the DILG Field Offices have continually demonstrated their commitment and compliance with the POPS-PCMS. The consistent adherence to reporting requirements and the active involvement of DILG offices reflect a strong commitment to fostering peace, order, and public safety within the province. The high level of compliance observed in both the second semester of 2022 and the first semester of 2023 highlights the effectiveness of the POPS-PCMS in promoting accountability in local governments. PEACEFUL, ORDERLY, AND SAFE LGUS ENHANCED-COMPREHENSIVE LOCAL INTEGRATION PROGRAM (E-CLIP) The Enhanced Comprehensive Local Integration Program (ECLIP) aims to provide a package of assistance to members of the Communist Party of the Philippines (CPP), New People’s Army (NPA), National Democratic Front (NDF) and Militia ng Bayan (MB) who wish to abandon the armed struggle to become productive members of the society. With the issuance of Administrative Order No. 25, series of 2022, dated March 18, 2022, and DILG-DND Joint Memorandum Circular No. 01, series of 2021, dated September 22, 2022, the coverage of the E-CLIP was expanded to include Former Violent Extremists (FVEs) as its beneficiary. Former Violent Extremists (FVEs) refer to the partner-stakeholders or beneficiaries who were members of the Abu Sayyaf Group, Maute Group, Dawla Islamiya, Bangsamoro Islamic Freedom Fighter, Turaife Group, and other violent extremist groups may be identified by the Joint AFP – PNP Intelligence Committee (JAPIC). PEACEFUL, ORDERLY, AND SAFE LGUS COMMUNICATING FOR PERPETUAL END TO EXTREME VIOLENCE AND FORMING ALLIANCE TOWARDS POSITIVE CHANGE AND ENRICHED COMMUNITIES (C4PEACE) With the issuance of Executive Order No. 70, Series of 2018, which institutionalizes the “Wholeof-Nation Approach” and creates the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) which aims to address the root cause of insurgencies, internal disturbances, and other armed conflict threats, DILG Bohol continued with the implementation of the Retooled Community Support Program (RCSP) through the “Dagyawan sa Barangay: Talakayan ng Mamamayan at Serbisyo Caravan”. 2023 DAGYAWAN SA BARANGAY WITH TALAKAYAN NG MAMAMAYAN AT SERBISYO CARAVAN The 2023 Dagyawan sa Barangay with Talakayan ng Mamamayan at Serbisyo Caravan was organized as part of the Retooled Community Support Program (RCSP) to establish a direct link between the government and the people at the grassroots level. The event aimed to communicate good governance reforms, allow citizens to raise concerns, and provide a one-stop shop for government services and programs. Target Barangays: The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) identified two barangays, Ambuan and Bagtic in the Municipality of Catigbian, Province of Bohol, for the implementation of the RCSP 2023. COORDINATION MEETING (AUGUST 15, 2023): A coordination meeting was held on August 15, 2023, at the Panda Tea Garden Suites, Tagbilaran City, attended by representatives from National Government Agencies, the Provincial Government of Bohol, and the Local Government Unit of Catigbian. The meeting focused on logistical arrangements, security, and the overall success of the event. Moreover, during the coordination meeting, The DILG Bohol RCSP Team delivered a refresher lecture on ELCAC, RCSP, and Dagyawan sa Barangay for a comprehensive understanding of the program’s objectives. Additionally, the PNP (BPPO) and Catigbian Police Station provided assurance by ensuring security arrangements for the event and suggesting Barangay Bagtic as a suitable location for both accessibility and safety considerations. The Task Group Bohol of the Philippine Army pledged their support during the Dagyawan. The Provincial Government committed to deliver basic services including medical consultations, the distribution of free vitamins and medicines, as well as free seeds and seedlings. Moreover, partner National Government Agencies (NGAs) affirmed their active participation and support during the Dagyawan, pledging to provide services directly from their respective offices. Mayor Elizabeth Pace of Catigbian expressed gratitude for the selection of their two barangays from as beneficiaries for the RCSP, emphasizing her commitment to ensuring the success of the activity through active assistance and collaboration. Through the Anti-Drug Abuse Council Functionality Monitoring System (ADAC-FMS), the 48 city and municipalities submitted their modes of verification and other related documents according to the required indicators. PEACEFUL, ORDERLY, AND SAFE LGUS MONITORING OF BADAC MONTHLY MEETINGS DILG-Bohol continues to monitor the functionality of 1109 BADACs in the province. BADACs conduct their monthly meetings to remain functional in the conduct of their duties and responsibilities in managing the effects of illegal drugs. Figure No. 3. BADAC Monthly Meetings BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) FUNCTIONALITY AUDIT 2023 In June 2023, the Department conducted the BADAC Functionality Audit for their performance in the year 2022. The DILG Bohol through the C/MLGOOs, was able to assess all 1109 BADACs in the province from May 30 to July 10, 2023. Of the 1109 BADACs in the Province, 543 of them scored high, 564 scored moderate, and 2 scored low functionality. The results of this assessment will be considered in determining the target barangaysfortraining aimed atstrengthening the capacities of BADACs and the implementation of the Community-BasedRehabilitation Program (CBDRP). PEACEFUL, ORDERLY, AND SAFE LGUS BUHAY INGATAN DROGA’Y AYAWAN (BIDA) The Buhay Ingatan, Droga’y Ayawan (BIDA) Program is a nationwide and year-round advocacy program that aimsto raise awareness and encourage participation from allsectors ofthe community in drug demand reduction. It is also a way to reduce drug proliferation and destigmatize drug addiction at the community level. The BIDA Program is a holistic approach in countering the proliferation of illegal and dangerous drugs. It strengthens supply and demand reduction efforts by galvanizing the support of the community, duty-bearers, and other stakeholders in drug use prevention, law enforcement and rehabilitation. Ultimately, BIDA seeks to improve the quality of life and safeguard the Filipino people from criminality and the ill effects of drugs, in a manner that is within the framework of law and with respect for human rights. BIDA Drug Symposium DILG-Bohol conducted its first quarter BIDA follow through activity with the BIDA Drug Symposium on March 29, 2023 at Coco Mango’s Place Resort, Danao, Panglao. Invited as resource persons were IO I Elenita Mulato from the PDEA Bohol Provincial Office who discussed on the Ill Effects of Illegal Drugs and PLtCol Joseph Berondo from the Bohol Police Provincial Office who discussed the Legal Consequences of Illegal Drug Use and Possession. Participating in the activity were students from the University of Bohol, Bohol Institute of Technology- International College Main Campus, Holy Name University - Official, Mater Dei College and Tagbilaran City College. Also present were members from Youthlead Philippines, Inc. Bohol and Sangguniang Kabataan Officials from Panglao, Buenavista and Batuan. 83 ANNUAL REPORT 2023


PEACEFUL, ORDERLY, AND SAFE LGUS BIDA Runners join Katigbawan Mountainview Half Marathon Challenge 2023 DILG R7 and DILG Bohol BIDA Runners, joined by BIDA Advocatesin various LGUs, participated in the Katigbawan Mountainview Half Marathon Challenge 2023 on June 11, 2023, at the Municipality of Catigbian. The event holds promotion of the Catigbian Mountainview Garden thru sports tourism and the promotion of the active lifestyle of the community in fitness and sports to strengthen their physical and mental health. In conjunction with the Katigbawan Mountainview Half Marathon Challenge, a signature campaign was organized by DILG Bohol to gather support and commitment from community membersin the fight against illegal drugs. A booth wasset up at the event venue, where participants and attendees signed a pledge to stand against illegal drugs and support the campaign’s objectives. Catigbian Municipal Mayor Elizabeth Mandin-Pace, Balilihan Municipal Mayor Maria Puresa V. Chatto and Vice-Mayor Ester Patrisha V. Chatto, together with other key officials, took part in the signature campaign of the DILG. The members of the Municipal Management and Coordinating Committee, which includes the PNP and BFP of Catigbian, also showed their support to the BIDA program. The BIDA Kontra Droga advocacy campaign exemplifies a resolute commitment of the DILG, the local government officials, and the community BIDA advocates to eradicate the proliferation, abuse, and trafficking of illegal drugs in our communities. PEACEFUL, ORDERLY, AND SAFE LGUS BIDA Ta Na As part of the follow-through activities, DILG-7 launched the “BIDA Ta Na!” or BIDA Tabangan Nato ang Rehiyon Siete”. “BIDA Ta Na” focuses on three (3) key settings which are school, workplace, and community. The program is seen to end the root cause of the drug trade and reduce illegal drug demand in the said areas in line with the strategies laid down by the Philippine Anti-Drug Strategy. It also seeks to improve the quality of life and safeguard the Filipino people from criminality and the ill effects of drugs in a manner that is within the framework of law and with respect for human rights. DILG Bohol, in partnership with Lourdes NHS-Panglao, Bohol, DepEd Region 7 and in cooperation with LGU Panglao, conducted the “Buhay Ingatan Follow-through Activity held last October 6, 2023, at the Lourdes National High School campus, Panglao, Bohol. Notable highlights during the activity included the turnover of sports supplies and equipment for the use of Lourdes National High Schoolstudents, and the awarding of a resolution that declared Brgy. Lourdes as a drug-cleared barangay from The Regional Oversight Committee on Barangay Drug Clearing and the culmination of the Short Film Making Competition participated by the Grade 12 students. The Short Film Making Competition featured in the activity with the theme, “Ikaw ay BIDA, Ako ay BIDA, Tayong Lahat ay BIDA Laban sa Illegal na Droga”. The young students exercised their unique talents, viewpoints, wit, and creativity while making an extreme impact on society through social media. Their original video outputs highlighted the prevention of illegal drug use and influenced their fellow youth to support the “Buhay Ingatan, Droga’y Ayawan (BIDA) Campaign”. The winners were as follows: Gr. 12 General Academic Strand (GAS) - B for 1st place, Gr. 12 Food and Beverage Service (FBS) – B for 2nd place, and Gr. 12 Front Office Services (FOS) – C for 3rd place. 85 ANNUAL REPORT 2023


PEACEFUL, ORDERLY, AND SAFE LGUS FUNCTIONALITY OF THE BARANGAY PEACE AND ORDER COMMITTEES (BPOC) The Barangay Peace and Order Committees (BPOC) for the year 2023 was deferred for inclusion in the Seal of Good Local Governance for Barangay (SGLGB). NATIONAL CRIME PREVENTION MONTH 2023 DILG Bohol supported the celebration of National Crime Prevention Month by actively participating in the DILG 7’s BIDA Tindak Kontra Droga held from September 1 to October 20, 2023. Aligned with the Buhay Ingatan Droga’y Ayawan (BIDA) advocacy campaign against illegal drugs, this virtual cycling event engaged DILG Bohol employees alongside cycling enthusiasts from the local community. The challenge tasked participants with covering a 100-kilometer distance within the initially specified timeframe, later extended until October 20, 2023, to accommodate the committed riders. Finishers who uploaded their complete virtual ride records within the stipulated time frame were duly acknowledged with the prestigious BIDA Tindak Kontra Droga finisher’s medal and an electronic certificate. This engagement not only showcased the dedication of DILG Bohol to the national anti-drug campaign but also fostered a sense of community and shared commitment among Boholano cycling enthusiasts. PEACEFUL, ORDERLY, AND SAFE LGUS CORE FUNCTION ROLLOUT TRAINING ON THE NATIONAL ACTION PLAN ON PREVENTING AND COUNTERING VIOLENT EXTREMISM Aligned with the Department’s mission to ensure peace, order, and public safety while promoting excellence in local governance and fostering resilient and inclusive communities, the Preventing and Countering Violent Extremism Program Management Office (PCVE PMO) issteadfast in implementing the localization of the National Action Plan on Preventing and Countering Violent Extremism (NAP PCVE). Acknowledging the vital role of community participation in addressing issues related to violent extremism and other threats to peace, security, and public safety, the PCVE PMO has taken proactive steps. ROLLOUT TRAINING To further this initiative, the Department of the Interior and Local Government (DILG) Region 7 in coordination with DILG Bohol conducted a Rollout Training on the National Action Plan on Preventing and Countering Violent Extremism. Thistraining wasspecifically organized for 20 priority barangays in Bohol and took place on June 15, 2023, at the Panda Tea Garden Suites in Tagbilaran City. PEACEFUL, ORDERLY, AND SAFE LGUS The training encompassed various critical components, including a comprehensive discussion on the results-based framework and roadmap for the localization of the NAP PCVE. Additionally, participants received insights into the Disbandment of Private Armed Groups (DPAGs) as part of the directive from the Secretary of the Interior and Local Government to the National Task Force on DPAGs, outlining its nationwide implementation. The training also delved into an overview and awareness session on Chemical, Biological, Radiological, and Nuclear (CBRN) risk mitigation. Resource Speakers: Esteemed resource speakers enriched the training with their expertise. Notable contributors included Pat Luke Erald Bañados from the Bohol Police Provincial Office, Capt Angelito Pangan of Task Group Bohol-AFP, SFO1 Ronel Lofranco representing the Bureau of Fire Protection, and LGOO VI Jupiter Dawa and LGOO II Camille Pateres from DILG-7. Their presentations covered diverse aspects, offering participants a well-rounded understanding of the subject matter. The Rollout Training on theNational Action Plan on Preventing and Countering Violent Extremism served as an essential platform for enhancing local capacities and understanding the significance of community involvement in addressing violent extremism. Through the collective efforts of the PCVE PMO and the DILG-7, the training provided a strategic roadmap for the localization of the NAP PCVE, ensuring that key barangays in Bohol are equipped to contribute actively to maintaining peace, security, and public safety. The collaboration of resource speakers from various agencies further enriched the training, fostering a holistic approach to preventing and countering violent extremism at the local level. PEACEFUL, ORDERLY, AND SAFE LGUS ISSUANCE OF DEPARTMENT AUTHORIZATION ON CONFIDENTIAL FUNDS OF LGUS FOR 2023 In 2023, the Regional Peace and Order Council 7 (RPOC) Secretariat issued 2023 Peace and Order Programs (POP) Certifications to a total of 38 local government units (LGUs) in the province, including the Provincial Government of Bohol. This certification is related to the LGUs allocation for their Confidential Funds (CF) which shall be used for confidential expenses such as those expenses pertaining/related to surveillance activities in civilian government agencies that are intended to support the mandate or operations of the LGU. LGUs that did not submit a request for POP Certification also opted not to allocate funds for Confidential Fund in the current year. SOCIALLY PROTECTIVE LGUS STRATEGIC PRIORITIES PROJECT IMPLEMENTATION STATUS OF DILG LOCALLY FUNDED PROJECTS True to our commitment to capacitate and nurture local government units for the benefit of the Filipino citizenry, our department pushed for projects which seek to equitably assist all LGUs in the delivery of basic services by providing financial subsidy to the LGUs for the implementation of their priority programs and projects. SALINTUBIG Sagana at Ligtas na Tubig (SALINTubig) sa Lahat Project is one of the substantial development projectsmanaged by DILG, primarily intended for waterlessmunicipalities and barangay nationwide. It is aimed to contribute to the attainment of the goal of providing potable water to the entire country and support to the targets defined in the Sustainable Development Goals (SDG) for 2015 – 2030. SALINTubig Projects under FY 2013 to 2018 have already been reported as 100% completed as to physical status and fully-liquidated as to its financial status. Based on the SUBAYBayan, the remaining SALINTubig Project under FY 2019 completed within this year, clearing all SALINTubig Projects for the Province of Bohol. 91 ANNUAL REPORT 2023

SOCIALLY PROTECTIVE LGUS BUB – PROVISION OF POTABLE WATER SUPPLY Apart from the Salintubig (Sagana at Ligtas na Tubig) sa Lahat Program, the Department also manages the Provision of Potable Water Supply Program with funding under the Bottom-Up Budgeting. MLGOOs of the province of Bohol with BUB water projectsin FY 2014, 2015 and 2016 conducted monitoring and on-site validations together with the Municipal WATSAN Team and Regional and Provincial Project Development Management Units. MLGOOs of this province likewise played a vital role in the submission of required documents for the releases of the first tranche, its liquidation, the release of second tranche and the liquidation of completed projects. Being part of the monitoring, weekly and bi-monthly monitoring reports were also submitted by concerned Cluster LGOOs. For completed projects of more than a year, a Rapid Subproject Sustainability Assessment was conducted by the MLGOOs in their respective areas of responsibility, and were submitted to the Central Office. To date, all of the total 69 sub-projects in FY 2014 from the 30 beneficiaries’ municipalities under Bottom-Up Budgeting (BUB) of the Department are 100% completed. For FY 2015, forty-two (42) LGUs in the province of Bohol including Tagbilaran City were prioritized in the provision of potable water supply projects under the Bottom-Up Budgeting (BUB) program of the Department. Of these municipalities and 1 city, a total of 80 sub-projects were implemented and completed which means that there are more than one water subprojects in some LGUs. This is so because there are still households in some barangays that do not have access to potable water supply. 93 ANNUAL REPORT 2023


SOCIALLY PROTECTIVE LGUS FY 2017 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO DISADVANTAGED MUNICIPALITIES (LGSF-ADM 2017) DILG and DBM on a Joint Memorandum Circular issued the JMC No 2017-3 dated May 23, 2017, providing the Policy Guidelines and Procedures in the Implementation of the FY 2017 Local Government Support Fund-Assistance to Disadvantaged Municipalities (LGSF-ADM 2017). The program covers the provision of a water supply system, local access roads, evacuation facilities, and small water impounding projects (SWIP). The 47 municipalities in Bohol were the recipients of the said project amounting to Php 669,432,621.00 Table XV. The two Small Water Impounding Projects located in Barangays Las Salinas Norte and Tangcasan Sur Loay, Bohol were considered not feasible as per validation report from DA-BWWM R7. The projects funded under this program were culled out from the Local Development Investment Plans (LDIPs) of the municipalities. SOCIALLY PROTECTIVE LGUS Shown below is the implementation status of AM 2018 as of December 2023: After almost three years of implementation, there were a total of 138 projects implemented, with the amount of Php 385,810,737.90 or 96.37% utilization but then there was an allocation of Php 6,344,914.10 or 1.6% that were unutilized and were already reverted to BTr. Aside from those, there was still one (1) local access road which was not feasible for the project implementation in Barangays Landican, Payahan and San Roque in the Municipality of Baclayon due to double funding with DPWH. The project has an allocation of Php 8,187,544.00 or 2.04% from the total allocation and was returned by the LGU to the Bureau of Treasury pursuant to DILG MC No. 2018-61 thru LBPTagbilaran Branch with Check Number 0002325747 FY 2019 LOCAL GOVERNMENT SUPPORT FUND-ASSISTANCE TO MUNICIPALITIES (LGSF-AM) DILG issued Memorandum Circular No 2019-71 dated May 20, 2019, for the Policy Guidelines and Proceduresin the Implementation of the FY 2019 LGSF-AM Program. This program covers 1,373 municipalities. Almost similar to the provisions of the LGSF-AM 2018 Policy and guidelines, the LGSF-AM program likewise funded projects that is culled out from the LDIPs of the municipalities and shall be limited to: a. Local Access Roads, to include drainage system along existing roads, that are compliant with DPWH standards b. Local Bridges c. Potable Water System projects d. Evacuation Center and Disaster Risk Reduction-related equipment e. Small Water Impounding Projects f. Rainwater Catchment Facilities g. Sanitation and Health Facilities h. SOCIALLY PROTECTIVE LGUS The province of Bohol has 47 municipalities as beneficiaries of the program. These are the municipalities that passed both the governance and technical requirements. There are 82 projects for FY 2019 LGSF-AM implemented in the province of Bohol. Out of the total number 82, 79 are completed, 1 project is ongoing, and 2 are canceled, one of which is due to double funding. Based on the guidelines, the projects should be completed by December 31, 2020, otherwise, the funds will be returned to the Bureau of Treasury. However, because of the COVID-19 pandemic, DILG and DBM have issued a Joint Memorandum No.5 dated October 30, 2020, wherein LGUs are given an extension to complete the project until December 31, 2021. This is provided that said funds are obligated, awarded, and that the status of the project implementation is already ongoing before December 31, 2020. However, despite the extended period LGU Panglao and Ubay have reverted Php1,974,891.49 to the Bureau of Treasury. A total of P313,490,000.00 for FY 2019 AM Projects were allocated in the Province of Bohol. Table XVII. SOCIALLY PROTECTIVE LGUS FINANCIAL ASSISTANCE TO LOCAL GOVERNMENT UNIT FY 2021-2023 (FALGU FY 2021-2023) The DILG issued Memorandum Circular No. 2021-040 Omnibus Guidelines in the Monitoring and Evaluation of Projects Under Funding Assistance to Local Government Unit (FALGU). Below is the list of projects under the FALGU 2021-2023 that are credible for LGU implementation: a) local roads and/or bridges; b) public markets; c) slaughterhouses; d) multi-purpose buildings/halls; e) multi-purpose pavements; f) drainage canals; g) sea wall/river wall; h) water system projects including level 1 stand-alone water points; i) evacuation centers; j) public parks; k) fish ports; l) post-harvest facilities composed of ice plant and cold storage facilities; m) Purchase of ambulance, trucks, mini dump trucks, or multicabs; n) Sports programs and facilities; o) Street lighting or barangay electrification; and, p) Financial assistance to mental health patients. In the light of Republic Act 11518 otherwise known asthe General Appropriation Act of 2021,the DILG shall strengthen certain existing operational mechanisms to facilitate the effective monitoring of projects and indoctrinate the deeper sense of accountability among beneficiary LGUs wherein significant government resources are entrusted to them to implement priority projects necessary in the delivery of basic services which is expected to eventually redound for the general welfare of its constituents. FALGU 2021 has a fund validity until December 31, 2021, and the fund validity for FALGU 2022 ended on December 31, 2023. For FALGU 2023, the fund validity will be on December 31, 2024. Any unutilized funds beyond December 31 shall be reverted to the Bureau of Treasury. The DILG conducted the monitoring and reminded the implementing LGUs to complete the physical and financial status of the project before the end of the fund validity. ANNUAL REPORT 2023 100
