DILG BOHOL Annual Report 2012 i I am pleased to present the achievements of DILG-Bohol for CY 2012! The year in review is a memorable year for the DILG family. We were caught by surprise by the sudden death of our dear SILG, Jesse M. Robredo – a true and humble public servant. We at the DILG Bohol cherish the example of the late Secretary Robredo! Modesty aside, I impart my gratitude to the men and women of DILG Bohol for a very satisfactory performance. This could be attributed to our untiring dedication and commitment as well as the teamwork that we have fostered over the years. This commenced when we had our TACT cluster and successfully sustained with the present RAT Plan Cluster. I am also grateful to the DILG Regional Management for the “approachableness” and constancy of support extended to us in the field. I also thank the Provincial Government of Bohol, the City of Tagbilaran and the 47 municipalities for supporting our programs and activities. Surely, without their support our presence in the LGUs is nothing but futile. The flagship programs of the Department, the Seal of Good Housekeeping, Full Disclosure Policy, Anti-Red Tape Program, Disaster Risk Reduction Management, among others enhance local governance and sets the primacy of the Department among its equals. The Province of Bohol is fortunate to have implemented grants and special projects this year. The Sagana at Ligtas na Tubig sa Lahat has alleviated the needs of hundreds of beneficiaries for potable water in 13 LGUs. The seven new recipients promised to replicate the success of the 2011 Salintubig LGUs. The Performance Challenge Fund made the LGUs more “conscious” of their performance and accountability. The Provincial Roads Management Facility made possible reforms in governance through the road projects . The LGSP – LED promises to increase the participation of the business sector and community-based tourism drivers. These attainments encourage us to give our best “para sa matuwid na landas” in the new year of service! LUCINO Allow me to extend my sincerest congratulations and commendation to the Men and Women of the DILG-Bohol for coming up with their Annual Report 2012. DILG-Bohol as the overall supervisor and training arm of the Local Government Units in their mandated tasks has dynamically keeping its pace as one of our partners in the pursuit for excellence in local governance throughout the province. One proof of which is its remarkable contribution to what Bohol has gained and achieved for two consecutive years as the “Best Governed Province in the Country for Year 2010 and 2011” and the “Gawad ng Pamana ng Lahi” (Exemplary Performance). Also, I wish to acknowledge the accomplishments of our local DILG Office in the implementation of the Seal of Good Housekeeping, Anti-Red Tape Program and full disclosure policy to ensure transparency and accountability among LGUs. It also ventured into development projects such as the Sagana at Ligtas na Tubig sa Lahat (Salintubig) Program which is a grant to target waterless municipalities and barangays, Local Government Support for Local Economic Development which was implemented in the Municipalities of Panglao, Dauis and Baclayon. It also coordinated in the implementation of the Provincial Roads Management Facility (PRMF) which has greatly helped the reforms in the PGBh. Indeed, DILG-Bohol is definitely one of our indispensable partners in the attainment of our province’s development goals. With these, DILG-Bohol really deserves the commendations and accolades for all its worthwhile achievements that benefited much our Province and the general welfare of its constituents. DILG BOHOL Annual Report 2012 Page 1 Banking on its success in the previous year, DILG- Bohol enhanced its implementation of the Programs, Activities and Projects of the Department in CY 2012. The implementation of the Rationalization Plan resulted in the consolidation of 10 TACT Teams into two (2) Clusters – D’ONE Cluster (Cluster 1) and M & M Cluster (Cluster 2). This solidified the operations of the Department in the province. Thirty-seven (37) LGUs including the Provincial Government and the City of Tagbilaran vied for the silver award of the Seal of Good Housekeeping. The remaining 12 LGUs went for the bronze award. All 49 LGUs of Bohol updated their Local Governance Performance Management System and were able to produce their State of Local Governance Reports (SLGRs). At the barangay level, 48% of the barangays of the province were able to administer the Barangay Governance Perf o r m a n c e Manage - ment System and have produced their State of Barangay Governance Reports (SBGRs). All field officers facilitated the compliance of the LGUs to the Full Disclosure Policy. All 1,109 barangays of Bohol were able to conduct their barangay assemblies within schedule - on March 31, 2012 and October 14, 2012 for the first and second semesters, respectively. All MLGOOs and MPDCs participated in the Orientation on the Community-Based Monitoring System. The system on Tracking LGU Responsiveness to the MDGs is already in place in all LGUs. The LGUs already updated their Citizen’s Charter pursuant to the provisions of the Anti-Red Tape Act. All LGUs likewise passed the ARTA Report Card Survey. The field officers actively took part in the trainings of the Registry System For Basic Sectors in Agriculture. The office exercised its oversight function that led to the functionality of all Barangay Development Councils. Ten (10) municipalities of the province are recipients of the One Million Pesos Performance Challenge Fund. DILG Bohol is proud that the municipality of Jagna was among the five municipalities shortlisted nationwide for the Gawad Pamana ng Lahi municipal category. The Municipalities of Talibon and Dauis were declared winners of the Lupong Tagapamayapa Incentive Awards. The province participated in the Local Legislative Award and the winners for Outstanding Sanggunian in Component Cities is the City of Tagbilaran, 1st to 3rd Class Municipalities is Jagna, Bohol and Outstanding Sanggunian in 4th to 6th Class Municipalities is Maribojoc, Bohol. The office participated in the Mapping of Civil Society Organizations under the “Vigilance to Volunteerism: Executive Summary Thirty-seven LGUs including the Provincial Government and the City of Tagbilaran vied for the silver award of the Seal of Good Housekeeping.

LSB Strengthening was applied through the mainstreaming of CSOs in LSBs and other committees. The CSOs were also oriented on DILG Programs. The office also participated in the Public-Private Partnership (PPP) Orientation. The DILG’s partnership with the Ugnayan ng mga Barangay at Simbahan (UBAS) allows civil society organizations, public organizations, the academe and religious groups to participate in local governance to monitor LGU budgets and public services in the local governments. A good number of demand-driven trainings have been conducted under the NEO Program, including the Integrated Sangguniang Kabataan Organizational Leadership and Reorientation-Basic Orientation Seminar. The office assisted the Codification of Ordinances in CY 2012. The City of Tagbilaran is the sole implementing LGU in the Region of the MDG-FACES Program. Advocacy is conducted for the Scholarship Program for LGUs. The Good Practices of Balilihan and Maribojoc for the PCF was documented. All LGUs in the province have organized the Local AIDS Council as part of the Advocacy on HIV/ AIDS. DILG Bohol helped mainstream Gender in Local Governance through various activities and programs. All LGUs posted their financial documents and bid offerings in the Full Disclosure Policy Portal and conspicuous places to pursue Public Transparency. The office provided Administrative Guidance through the Provision of Legal Opinions, Fact-Finding Investigations and Administrative Assistance to LGUs/LG Officials. The field officers also assisted the P r o c e s s i n g of Death Benefit Claims of Barangay Officials. A database was kept for the Barangay Profiling System. Directives from the Central Office were disseminated to the LGUs. The office assisted the Provincial Roads Management Facility Implementation which is now on its 3rd year of implementation. The Special Local Road Funds is implemented in the City of Tagbilaran. DILG-Bohol, in tandem with the Department of Trade and Industry rolled out the assessment exercise to twenty-one (21) LGUs that are pilot areas of the Streamlining the Business Permit & Licensing System for CYs 2012 and 2013. All 48 LGUs have designated or appointed Local Economic Investment Promotions Officer under the Local Economic Development (LED) for LGUs. The PADAYON-BMT is a recipient of the Local Governance Support Program for Local Economic Development. DILG Bohol participated in Enhancing LGU Capacity on CCA/DRRM Program. The Disaster Preparedness Executive Summary LSB Strengthening was applied through the mainstreaming of CSOs in LSBs and other committees. The CSOs were also oriented on DILG Programs.
DILG BOHOL Annual Report 2012 Page 3 and Performance Audit was conducted through the Seal of Disaster Preparedness. The office assisted the LGUs through trainings to strengthen their institutional capacity for disaster preparedness. The office supported the National Greening Program through the multi-stakeholder partnerships and billion trees project. The office likewise monitored the LGU Compliance to DRRM Act, CCA Act, Calamity Response Protocols and Associated Actions. Efforts have been exerted to effectively monitor Compliance to Solid Waste Management Act. The Province has seven (7) municipalities in 2012 that are recipients of the Sagana at Ligtas na Tubig sa Lahat Program of the DILG, Department of Health and National Anti-Poverty Commission. All LGUs supported the Program to Improve Basic Service Delivery on Women and Children by Strengthening the Local Council for the Protection of Children, including the putting up of the Local Committee on Trafficking and implementation of Capacity Development Project for VAW Desk. Advocacy and monitoring activities were conducted for the Localization Project of Juvenile Justice and Welfare Act. DILG Bohol is instrumental in the functionality of the Provincial Peace and Order Council which has expanded into the HEAT Caravan which is a convergence of NGAs, Private Sector, NGOs, Academe and other sectors in providing services to the target beneficiaries of host municipalities. All 1,109 Barangay Peace and Order Councils are also functional. The field officers facilitated the regular interaction of the Management Coordinating Councils. Although the province is not covered under the Rehabilitation and Healing of Conflict affected areas program, the Bohol Provincial Government is recognized by the Department through the Office of Project Development Service (OPDS) as a model for Government’s peace program, and was selected for the conduct of their research on the various initiatives that the Province has implemented to address the insurgency problems. The field officers advocated for the Informal Settlers Assistance Program in the LGUs through the Local Housing Boards and Local Committee or similar body against Squatting Syndicates and Professional Squatters. Under the Communication Program Towards Good Local Governance, DILG-Bohol maintains a website, www. dilgbohol. com. A Local Gove r n a n c e Resource Center is present in the OPD that supplies information needed by personnel in carrying-out their functions. For the Panibagong Paraan sa Pagpalakas ng Panlokal na Pamahalaan (5Ps), DILG-Bohol inked this year a Memorandum of Agreement partnering with the Holy Name University-Center for Local Governance and with the Mayors of the municipalities of Batuan, San Isidro and San Miguel who committed work for the success of the project and to complete the LGU- ASSESS in 2012. Page 4 DILG BOHOL Annual Report 2012 Executive Summary The Outstanding Barangay Officials of the Year was implemented this year with His Excellency, President Benigno S. Aquino III giving the awards to the winners. DILG Bohol awarded the Best Performing Team for CY 2012. For the DILG-CSO Partnership, DILG-Bohol constantly partners with the Bohol Alliance of Non-Governmental Organizations (BANGON), a provincial civil society organization, in conducting interventions in the local governments like the validation of the Seal of Good Housekeeping. The two (2) clusters of the province were given impetus with the Change Management and Leadership Training for the Clusters - Cluster Team Building Activity on April 16-17, 2012 and April 18-19, 2012, respectively, at JJ’s Seafoods Village, Tagbilaran City. To beef up the personnel support of the province, 12 trainees from Bohol underwent the different modules, field immersion and revalida for the Induction Training for LGOOs. DILG-Bohol conducted a two-day live-in Seminar-Workshop on Legislative Codification at the Heritage Crab House Resort and Restaurant, Mansasa Seaside, Tagbilaran City on November 13-14, 2012 as a Retooling for LGOOs. The office adopted the policies, procedures and mechanics of rating of DILG-7 PES in assessing the performance and behavioral dimensions of its personnel utilizing the Performance Evaluation Forms (PEFS) under the DILG Performance Management System Office Performance Evaluation System. For the Integrity Development Initiatives, the Integrity Circle Development of the DILG-Bohol personnel was conducted on July 13, 2012. Scholarships, study tours are accessed and disseminated during bi-monthly conferences. Procurement of First-Aid Medicines was done to make first-aid medicine readily available to the employees. The Pre-retirement and retirement assistance was extended to LGOO V Dioscoro Caberte who signified to retire on July 2013. On the Personnel Development Program, the DILG-Bohol Personnel Selection Board (PPSB) recorded four meetings for 2012. PD Ma. Loisella E. Lucino and Provincial Planning Officer Jocelyn Bandala attended the midyear evaluation and planning conference at the DILG VII Training Center, Cebu City on August 14-15, 2012. For the Financial Management Enhancement Project, the office regularly submitted financial reports and other administrative requirements on time. On the Field Operations Enhancement Project, conferences of field officers and staff are conducted bi-monthly in the DILG-Bohol Provincial Office. The two clusters also meet regularly. DILG BOHOL Page 10 Annual Report 2012 LG Performance Management Program Seal of Goodhousekeeping OUTCOME 1: EMPOWERED AND ACCOUNTABLE LGUs In line with the DILG’s commitment to aggressively scale up interventions aimed at elevating the practice of good governance, the Seal of Good Housekeeping (SGH) is implemented. It is a recognition for local government units that accord primacy to the principles of performance, accountability transparency and participation which are indispensable in building the long term foundation of a responsible local government system. After two years of successful implementation of the SGH, the department utilized scaled up criteria to emphasize the award thus the LGUs in 2012 vied for the SGH bronze and silver awards. SGH bronze has the COA audit findings and Full Disclosure Policy(FDP) as assessment criteria while SGH silver has the FDP, ARTA and the Procurement Act compliance as assessment criteria, as well the COA audit findings. The 2012 SGH implementation started with a Regional SGH Roll Out participated by Cluster Heads, ARTA & GPL DILG Provincial Focal Persons. It was followed with a Provincial Roll Out on July 9, 2012 at the DILG Bohol Provincial Office with C/MLGOOs in attendance. This year, 12 LGUs in the province of Bohol vied for the bronze award. These LGUs were not conferred with the SGH in 2011. While the remaining 37 LGUs including the provincial government and city of Tagbilaran vied for the silver award. These LGUs were SGH recipients in 2011 in both round 2 & 3 implementation. For the LGUs to be conferred with the SGH, technical assistance was extended by the field officers and even by the Provincial Director and staff especially to the 12 LGUs vying for
DILG BOHOL Annual Report 2012 Page 11 LG Performance Management Program Local Governance Performance Management System (LGPMS) The Local Governance Performance Management System (LGPMS), a web-based performance management and assessment tool has been institutionalized in all the 49 LGUs of Bohol since it was developed and implemented for quite a number of years. Its Field Officers acting as coordinators are instrumental for its smooth implementation in the LGUs particularly in data generation, data validation and proofing, online data entry, data analysis, report writing and the data presentation and communication. With all the 49 LGUs of Bohol implementing the LGPMS, the major output was produced which is the State of Local Governance Report (SLGR). The SLGR of the 49 LGUs served as the LGU Annual Report. These SLGRs of all the 49 LGUs of Bohol were presented to the local officials and functionaries so that the results can be used for policy formulation, executive and legislative actions and for planning and budgeting. Aside from this, the 49 SLGRs were also communicated by the Governor and the City and Municipal Mayors to their constituency for information, transparency and for support generation purposes. On the other hand, CY 2012 is the second year of the implementation of the LGU Scorecard on Health and the Local Tourism Statistics System (LTSS), both subsystems of the LGPMS version 2.1. All of the 49 LGUs were able to implement said subsystems involving data gathering, data proofing and validation. Encoding on line was also made for the LTSS. With the vital role being played by all DILG officers in the LGPMS implementation, especially that the LGPMS is linked with the Local Government Awards and Incentives Program of the department, the LGPMS Stewardship Awards is implemented this year. The award aims to recognize and incentivize good performance of DILG personnel who are in the forefront of the LGPMS implementation. Among the LGPMS coordinators (MLGOOs and CLGOOs), Ma.Sharon Halasan emerged as the winner in the provincial search. However, despite the technical assistance provided, eight (8) LGUs could not be conferred with the SGH due to the adverse or disclaimer audit findings of the auditor of the Commission on Audit (COA). As of this writing, the awards have not been conferred yet. But the Regional Team was done with the validation of results, which will in turn be validated by the National level. The Regional Team validated the SGH assessment of field officers who were cross posted for the purpose. DILG BOHOL Page 14 Annual Report 2012 LG Performance Management Program Barangay Governance Performance Management System The Barangay Governance Performance Management System (BGPMS) is a tool for assessing barangay performance in terms of service delivery and compliance to the provisions of the Local Government Code of 1991 and other issuances. Through its implementation which started last year, city and municipal governments exercising supervision over component barangays are provided with clear picture of the barangay’s performance in the areas of Administration, Social Services, Economic Development and Environmental Management which can be seen in the State of Barangay Governance Report (SBGR). This year, it is expected that 20% among the barangays in municipalities while 40% among barangays in cities and in the entire province will implement the BGPMS. Its implementation covers data gathering, data validation and analysis, report preparation-the SBGR and data or report presentation through the utilization conferences for the utilization and linking of results to policy formulation, legislation and planning. DILG BOHOL Annual Report 2012 Page 15 LG Performance Management Program Monitoring Compliance to Full Disclosure Policy/Policy Audit and Compliance Tracking System (PACTS) Policy Audit and Compliance Tracking System (PACTS) is a mechanism to generate information on local government action and compliance to legislative and executive directives. This is anchored on DILG’s supervisory and oversight functions over local government units. One of the policies being monitored under PACTS is the Full Disclosure Policy (FDP). The FDP is a government’s policy that requires provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed of how the LGU budget is managed, disbursed and used. Disclosure is done in conspicuous places, in LGU websites, in print media and some in the DILG created website - Bohol-Transparency.tk and in the Full Disclosure Policy Portal (FDPP) of the DILG. The FDP is also linked to the awards system since it is one of the criteria of the Seal of Good Housekeeping. DILG officers provided technical assistance to facilitate LGUs’ compliance to the FDP. This is done in all the 47 municipalities, the city of Tagbilaran as well as in the Bohol Provincial government, including the barangays. Highlighting this year’s technical assistance to the Bohol Provincial Government is the meeting called by Provincial Director Lucino on October 17, 2012 at Bohol Tropics Resort so that provincial officials and functionaries will be updated on the FDP particularly the Full Disclosure Policy Portal (FDPP), the additional documents to be posted and the revised date of document posting. In the said meeting, issues and concerns on FDP compliance were also threshed out. Aside from the technical assistance, DILG officers also monitored the LGU’s compliance to the FDP on a quarterly basis. Provincial, city, municipal and barangay governments were monitored on the FDP compliance. Per monitoring, the provincial government of Bohol introduced innovations in the FDP compliance. DILG BOHOL Annual Report 2012 Page 17 LG Performance Management Program Conduct of Barangay Assembly Day Sec. 397 of RA 7160 or the Local Government Code of 1991 mandates the conduct of Barangay Assembly on a semestral basis. Presidential Proclamations No. 342 & 260 mandates the conduct of Synchronized Barangay Assembly in the months of March and October of every year. For 2012, all the 1,109 barangays of Bohol were able to conduct their assemblies within schedule on March 31 and October 14, 2012 for the first and second semesters, respectively. Per monitoring conducted by the field officers with subsequent reports submitted, all the barangays through the Punong Barangays were able to deliver the State of Barangay Address (SOBA), discussed barangay issues and concerns, discussed the barangay responsibility in the National Greening Program and discussed the importance and compliance with the Full Disclosure Policy (FDP). Other activities were also conducted to create public awareness and generate participation to include among others the hanging of streamers/posters and the conduct of cultural presentations. Aside from the narrative & statistical reports submitted, pictures were also posted by the field officers at the Facebook account especially formulated for the purpose. DILG BOHOL Page 18 Annual Report 2012 Upscaling Community-Based Monitoring System An orientation on the Community-Based Monitoring System was conducted on August 9, 2012 at JJ’s Seafoods Village, Tagbilaran City. C/MLGOOs and their counterparts, the City/ Municipal Planning and Development Coordinators participated in the activity. The municipality of Antequera already provided budgetary allocation of P 200,000.00 for the implementation of CBMS in 2013, particularly in getting the baseline data of every household. DILG BOHOL Annual Report 2012 Page 19 LG Performance Management Program Tracking LGU Responsiveness to the MDGs The Millennium Development Goals (MDG) Tracking System is a mechanism that allows LGUs to track their contribution to the attainment of the MDGs since they are expected to among others integrate MDGs in their local plans, have MDG-responsive PPAs and earmark budget over the next three years. Last March 2, 2012 an orientation on the Millennium Development Goals Tracking System was conducted which was participated by all Planning Officers and MLGOOs/ OICs in the province of Bohol. Discussion on the accomplishment of the MDG Tracking forms was made. This resulted to the 100% of LGUs with installed MDG Tracking System and 100% accomplishment and submission of the MDG Tracking Forms to the Regional Office. This can also be attributed to the technical assistance extended by the field officers. DILG BOHOL Page 20 Annual Report 2012 LG Performance Management Program Compliance to Anti Red Tape Act (ARTA) Republic Act 9485 or the Anti-Red Tape Act of 2007 was enacted to promote transparency and expedite transactions in the government. Thus it requires all government offices to draw up their respective Citizen’s Charters and post these as information billboards at the main entrance of the LGU or most conspicuous place. As part of the oversight function of the DILG over LGUs, the former monitors the LGU compliance to the ARTA from the provinces down to the barangays. Monitoring for provinces, cities and municipalities was centered on the LGUs’ compliance to the ARTA requirements, such as the presence of printed/published material, information billboards, public assistance and complaint desk (PACD), one stop shop and courtesy lane for PWDs senior citizens and pregnant women. For the barangays, monitoring is focused on the presence of published material and the information billboard. On the other hand, the Report Card Survey (RCS) on the ARTA was administered in all the 49 LGUs in order to obtain feedback on how LGUs follow provisions in their Citizen’s Charter as well as rate LGU’s performance and client satisfaction in relation to frontline service delivery. Clients provided their satisfaction feedback only on the Health, Civil Registry and Business Permit and Licensing System (BPLS) frontline services. DILG BOHOL Page 22 Annual Report 2012 LG Performance Management Program Registry System for Basic Sectors in Agriculture (RSBSA) Registry System for Basic Sectors in Agriculture (RSBSA) is an electronic compilation of basic information on farmers, farm laborers and fishermen as the target beneficiaries of agriculture-related programs and services. RSBSA database envisions manageable access to baseline agricultural information by government stakeholders. In order to facilitate the smooth conduct of the survey for the RSBSA, all C/MLGOOs with some functionaries of the 47 municipalities and the city of Tagbilaran were made to attend the 3rd level training last September 3-6 (1st Batch) and 10- 13 (2nd Batch), 2012. The same number of municipalities, through the Registration Team, was also able to conduct the 4th level training by the end of September 2012. All C/MLGOOs of the 47 municipalities and the city of Tagbilaran are actively involved, providing technical assistance to the registration team and also to the field interviewers. Considering the vital role of the BDC in setting the development direction of the barangay, it must be functional. Thus, the monitoring made by the DILG in the exercise of its oversight function. Based on the monitoring conducted, all BDCs are functional. This is shown in Table 7. DILG BOHOL Page 24 Annual Report 2012 LG Awards and Incentive Program Performance Challenge Fund (PCF) The Performance Challenge Fund (PCF) is an incentive fund to LGUs that passed the Seal of Good Housekeeping (SGH) in the form of counterpart funding for local development projects under the LGU’s Annual Investment Program (AIP) and funded out of the 20% local development fund, consistent with national goals and priorities. The Province of Bohol has ten (10) LGUs which are PCF recipients of P1M each. These are the LGUs which were conferred with the SGH in 2011, particularly Round 2 implementation. These are the municipalities of Jagna, Ubay, Balilihan, Clarin, Dauis, Loboc, Maribojoc, Panglao, Pres. CP Garcia, and San Miguel. Jagna and Ubay received their PCF only this year but the rest, received their PCF last year. The DILG extended technical assistance and monitored the PCF implementation. On October 8, 2012, Provincial Director Ma. Loisella Lucino called a meeting of all the Municipal Planning and Development Coordinators, Municipal Engineers, Municipal Accountants and MLGOOs of the eight (8) municipalities in order to validate PCF disbursement status report submitted on a quarterly basis by MLGOOs/OICs. Report of 100% completion as to PCF disbursement was confirmed during that meeting for the eight (8) LGUs. Recently, the municipality of Ubay also reported 100% disbursement so with the municipality of Jagna. Although the PCF was completely expended, projects funded out of the PCF are not yet completed considering that funds from the LGU for the said projects are not yet fully expended. DILG BOHOL Annual Report 2012 Page 27 LG Awards and Incentive Program Gawad Pamana ng Lahi The Gawad Pamana ng Lahi (GPL) is a total award concept which aims to accord recognition to provinces, cities and municipalities for their exemplary performance in governance, particularly in Administration, Social, Economic and Environmental Governance. Criteria of the GPL includes Local Governance Performance Management System (LGPMS) Overall Performance Index (OPI) constitutes 70%; International Organization or National Agency bestowed Award constitutes 15% and acknowledged Innovation constitutes 15%. GPL’s implementation commenced with Regional and Provincial Roll Outs. DILG Bohol conducted its GPL Roll Out on July 9, 2012 at the DILG Provincial Office with C/MLGOOs in attendance. This year’s GPL assessment has the following processes: determination of LGUs’ LGPMS OPI, administration of the ARTA RCS and Seal of Good Housekeeping and assessment of LGUs’ awards received and innovations implemented. Shortlisting of LGUs was done for the two (2) clusters, which bared Jagna and Tubigon as winners for clusters 1 & 2, respectively. However, LGU Jagna bested LGU Tubigon and even contenders from the provinces within Region VII. Jagna was among the five municipalities shortlisted nationwide for the GPL municipal category. While, the Provincial Government of Bohol was also included in the national validation for the GPL provincial government category. To date, awarding and proclamation of winners is not yet conducted. DILG BOHOL Page 28 Annual Report 2012 LG Awards and Incentive Program Lupong Tagapamayapa Incentive Award (LTIA) In their efforts to further enhance the Katarungang Pambarangay objectives, the Department of the Interior and Local Government-Bohol in close coordination with the Provincial Government of Bohol have established and given the best efforts to conduct the annual Lupong Tagapamayapa Incentive Award (LTIA). This search for outstanding lupon in the province is specifically intended to recognize the efforts of the lupons as a community-based conflict resolution mechanism which were proven effective in perpetuating the time-honored Filipino tradition of settling interpersonal disputes amicably, without resorting to the formal process of the courts of justice. This year, four entries vied for the LTIA, two Lupons each for 1st to 3rd class municipality category and 4th to 6th class municipality category. The Lupong Tagapamayapa Provincial Awards Committee (LTPAC) organized under DILG Memorandum Circular No. 2008-102 conducted a table assessment and an on-site validation of the following lupons (Table 8) last February 9-10, 2012: The Lupong Tagapamayapa of Santo Niño, Talibon, Bohol for 1st to 3rd class municipality category and the Lupong Tagapamayapa of Songculan, Dauis, Bohol for 4th to 6th class municipality category emerged as winners. They were accorded plaques of recognition and cash awards by no less than President Benigno S. Aquino, III assisted by Governor Edgar M. Chatto and Vice-Governor Concepcion Lim on the occasion of the celebration of the First Barangay Day on September 26, 2012 at the Bohol Wisdom School, City of Tagbilaran. DILG BOHOL Page 30 Annual Report 2012 LG Awards and Incentive Program Local Legislative Award The Local Legislative Award recognizes the exemplary performance of sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development. In the province of Bohol, the Governor issued Executive Order No. 35 series of 2012 creating the Local Legislative Award Provincial Award Committee (LLAPAC) chaired by the DILG Provincial Director. The LLAPAC evaluated sanggunians of the component city and municipalities within the province of Bohol that submitted their respective entries to DILG-Bohol based on the criteria set forth in DILG Memorandum Circular No. 2012-143. Since the entries were uncontested, the LLAPAC declared the following as winners for Outstanding Sanggunian in Component Cities – City of Tagbilaran, Outstanding Sanggunian in 1st to 3rd Class Municipalities – Jagna, Bohol and Outstanding Sanggunian in 4th to 6th Class Municipalities – Maribojoc, Bohol. The conferment of awards will be in partnership with the Philippine Councilors League (PCL) Bohol Chapter which is set on December 3, 2012 at the Bohol Plaza Resort, Dauis, Bohol on the occasion of the PCL Provincial Congress. DILG BOHOL Annual Report 2012 Page 31 Enhancing CSO Partnership Program Vigilance to Volunteerism: Program intensifying People’s Engagement in Local Governance The DILG through the Local Government Academy (LGA) developed Vigilance to Volunteerism: Program Intensifying People’s Engagement in Local Governance (V2V PIPELOG) to strengthen relationships, ignite volunteerism and promote citizen participation in all aspects of local governance. V2V PIPELOG aims to provide a full-swing intervention to create conducive venues for CSOs to actively engage in local governance through research study, institutional capacity building, policy reforms, volunteerism programs and technical assistance, network building and performance evaluation and feedback. The V2V PIPELOG is composed of four components – the CSO Mapping, Training Program for Local Special Bodies (LSBs) Strengthening, Volunteer Program, and the Local Governance Watch. As part of Component 1, a briefing on CSO Mapping was conducted to all Municipal Local Government Operations Officers (MLGOOs) on September 24, 2012 at the DILG Provincial Office, Tagbilaran City. The activity equipped the participants with basic understanding and skills in undertaking mapping of CSOs and in analyzing the results and the implication of such mapping. As mentioned earlier, another remarkable accomplishment of the Province was the successful conduct of CSO Orientation on DILG Programs last October 9, 2012, which includes presentation of V2V PIPLELOG and administration of survey tools. In gathering responses, there were three types of tools distributed to the respondents, namely: Tool 1-Profiling; Tool 2-Training Needs Analysis; and Tool 3-Volunteer Program Analysis. DILG BOHOL Annual Report 2012 Page 35 Enhancing CSO Partnership Program Volunteer Program Civil society organizations or CSOs play an important role in local governance. Their participation is ensured through their representation/membership in local special bodies. For Bohol, all the Local Special Bodies in the province, city and 47 municipalities and even in the 1,109 barangays have CSO representatives sitting as members. The Bohol Alliance of Non-Government Organizations (BANGON), an aggrupation of NGOs in Bohol provided volunteer assistance to the provincial government as well as in the city of Tagbilaran and in the municipalities where they are registered and accredited. Voluntary assistance extended by CSOs is on the delivery of services by the LGUs Support to Public-Private-Partnership An orientation on Public-Private Partnership (PPP) was conducted on August 9, 2012 at JJ’s Seafood Village which was handled by the National Economic Development Authority representatives. The activity aimed to orient the DILG Field Officers and the Planning Officers of the city of Tagbilaran and the 47 municipalities on the salient points of the PPP. Some personnel of the Provincial Planning and Development Office were also in attendance. In line with the PPP, the Provincial Government of Bohol with the BIAD 5 municipalities prepared seven (7) project proposals for submission to the PPP Center. It would be the PPP center which will link the project proposals to the private sector for funding. While, the Bohol Provincial Government recently crafted a Public Private Partnership (PPP) Code. Atty. Alberto Agra, a certified PPP specialist was on hand to provide expert advice to the officials and functionaries on the intricacies of the crafting of the PPP Code during the workshop held on October 4, 2012. Technical assistance in terms of facilitating and guiding the local functionaries and officials on the steps and nitty-gritties of the codification process is provided by the DILG-Bohol codification team. Representatives from the Office of the Vice- Governor, Provincial Treasurer’s Office Provincial Environment and Natural Resources Office, and the Department of Trade and Industry provide the inputs as to the legal bases and other pertinent laws, rules and regulations surrounding the codification of general, revenue, environment and investment ordinances. As of this date, the statuses of the codes are in the first drafts, under review by the concerned committees, while others are on-going deliberation in the second reading of the sanggunians. DILG BOHOL Annual Report 2012 Page 39 Demand-Driven Trainings on ASEEV Component 4: Sharpening the Saw of the Newly-Elected Officials (NEO) Program pertains to demand driven trainings conducted in LGUs with the assistance of the DILG. These demand driven trainings are contained in the Executive-Legislative Agenda (ELA) and the Capacity Development (CapDev) Agenda which are designed to enhance the leadership, managerial, and technical capabilities of the local officials and functionaries to effectively deliver their duties and responsibilities redounding to better service delivery. For CY 2012, a total of 231 demand-driven trainings were conducted by all the LGUs of Bohol. These demand driven trainings pertains to Administrative Governance, Social Governance, Economic Governance, Environmental Governance and Valuing Fundamentals of Governance.
